Comprehensive School Health Education Act - Empowers the Commissioner of Education to make grants to State educational agencies and institutions of higher education for teacher training with respect to the provision of comprehensive health education programs in schools. Authorizes the Commissioner to make grants to State and local educational agencies, institutions of higher education, and other public or private nonprofit education or research organizations to support pilot demonstration projects in elementary and secondary schools with respect to health education and health programs. Authorizes appropriations for such purposes. States that the Commissioner may make grants to State educational agencies for the development of comprehensive programs in elementary and secondary schools with respect to health problems. Provides for the apportionment of funds appropriated for such purposes. Sets forth the requirements for receiving grants under the Act. Directs the Commissioner, when requested, to render technical assistance to local educational agencies, public and private nonprofit organizations, and institutions of higher education in the development and implementation of education programs with respect to health and health problems.

Directs the President of the United States, the Secretary of Agriculture, the Foreign Service, and the Department of State to formulate and implement a plan for the expansion of sales of American agricultural commodities abroad, including increased food-for-peace (Public Law 480) sales as well as private international transfers of food.

Alcohol Fuel Encouragement Act - Requires all gasoline stations, within three years of the passage of this Act, to sell a mixture of gasoline and alcohol in the same manner as they sell gasoline. Imposes a civil penalty for violations of such requirement. Amends the Internal Revenue Code to allow rapid amortization of facilities producing alcohol for use as a fuel in motor vehicles. Amends the Clean Air Act with respect to the authority of the Environmental Protection Agency to regulate the use of alcohol as a fuel additive.

Family Violence Prevention and Treatment Act - Title I: General Provisions - Sets forth the findings of Congress and declares the purposes of this Act. Defines terms used in this Act. Authorizes appropriations to carry out the provisions of this Act in fiscal year 1978 and 1979. Title II: Coordinating Council on Family Violence - Establishes within the executive branch an independent organization known as the Coordinating Council on Family Violence (Council). Specifies the membership of the Council. States that the functions of the Council shall be: (1) to identify, assess, and coordinate all Federal programs related to problems of family violence in order to eliminate duplication of effort, inefficient use of resources, and lack of strategic objectives and priorities; and (2) to stimulate new programs within member agencies of the Council where necessary to fill gaps in services, funding, research, or demonstration programs. Directs the Council to make recommendations to the President and the Congress at least annually with respect to the coordination of overall policy and development of objectives and priorities. Title III: National Center for Community Action Against Family Violence - Directs the Director of ACTION to establish a National Center for Community Action Against Family Violence. States that the purpose of the Center shall be to provide information and technical assistance to local community groups which need assistance with organizing or operating existing or proposed programs dealing with family violence. Describes the functions of the Center including: (1) the development and maintenance of an information clearinghouse for services available for the treatment and prevention of family violence; (2) the establishment of a toll-free telephone number for the provision of information and counseling; (3) the development of a volunteer force to provide service through community centers dealing with family violence; (4) the making of grants to support and train volunteers; and (5) the development of a campaign to educate the public about the problems of family violence and resources available to deal with such problems. Sets forth procedures for the execution of such functions. Title IV: Amendments to the Child Abuse Prevention and Treatment Act - Requires State plans under the Child Abuse Prevention and Treatment Act to include provisions for the reporting of forms of family violence in addition to child abuse and neglect. Title V: Evaluation and Research - Directs the Secretary of Health, Education, and Welfare to provide a specified sum for each of the two years following the enactment of this Act to evaluate the impact of community programs assisted by HEW on the prevention and treatment of family violence.

Amends the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 to permit owners of farmland condemned for use by the Federal Government to elect to have any building on such land moved to any location within reasonable proximity of such farmland in lieu of being paid for such building. Requires the Government to find and offer to any such displaced farmland owner an option to buy suitable replacement property in lieu of other compensation for land taken under the Act. Requires any person displaced from any business or farm operation he or she owns to be compensated for closing costs and increased interest costs incurred in replacing such property. Requires 50 percent of the compensation offered by the Government to any owner under the Act to be paid to such owner pending any condemnation proceeding if the only issue in such proceeding is the adequacy of the compensation offered.

Illegal Alien Control Act - Directs the Attorney General to establish a border patrol force of not less than 3,800 officers. Directs the Attorney General to report to the President and the Congress on the feasibility of: (1) establishing a system for issuing machine readable identification cards to aliens entering the United States; and (2) utilizing the most current technology in electronic sensing devices in patrolling land borders. Amends the Immigration and Nationality Act to exclude from the definition of the term "immigrant" those persons entering the United States for a period of not more than one year to perform temporary services or labor if the Secretary of Labor has determined and certified to the Attorney General that there are not sufficient workers available at the aliens' destination who are willing and able to perform such services. Directs the Secretary to refer to employers who request such certification, workers in the number desired, able and qualified, and who agree to present themselves to commence employment on the date and for the period specified. Directs the Secretary of Health, Education, and Welfare to issue social security cards for aliens who may be employed or receive public assistance in the United States. Specifies the information which an alien must provide when applying for a social security card. Requires the applicant to supply either proof of the individual's citizenship or alien status, or an affidavit that the individual was assigned a social security account number at least five years before the date of application for the card. Prohibits the employment or provision of public assistance to an individual specified in this Act unless such individual presents a social security card to the employer or agency and the employer or agency submits required information to the Secretary. Establishes a civil penalty for the violation of such prohibition. Prohibits the employment or provision of public assistance to an alien whose status under the Immigration and Nationality Act does not permit such alien to work or receive public assistance. Establishes penalties for presenting a false social security card or providing fraudulent information in order to obtain employment or public assistance. Amends the Comprehensive Employment and Training Act of 1973 to prohibit the use of Federal financial aid to provide job training or employment opportunities to aliens who are not authorized to work or who are illegally in the United States. Amends the Internal Revenue Code to prohibit income tax deductions for wages paid to aliens illegally working in the United States. Amends the Immigration and Nationality Act to prohibit the Secretary of Labor, when adjudicating the petition of an alien for admission to perform skilled or unskilled labor, from considering the work experience gained by the alien in the United States during any time while in an immigration status in which employment was not authorized for the alien. Authorizes the seizure and forfeiture of vessels, vehicles, and aircraft used to illegally transport aliens into the United States. Sets forth exceptions to such seizure and forfeiture provision, including a vessel, vehicle, or aircraft used as a common carrier unless the owner or other person in charge was at the time of the alleged illegal act a consenting party or privy thereto. Amends the Social Security Act to prohibit the payment of Aid to Families with Dependent Children benefits and Medicaid benefits to illegal aliens. Adds border crossing cards, alien registration receipt cards, and other documents prescribed by regulation for entry into the United States to the list of documents the false making of which shall be punished by fine or imprisonment or both.

Title I: Authorizations of New Budget Authority - Sunset Act - Sets forth a five-year schedule for review and reauthorization of all Federal programs according to budget function and subfunction as set forth in the Budget of the United States Government for Fiscal Year 1977. States that no program not specifically reauthorized by Congress pursuant to this Act shall continue to function after the review date set forth in such schedule. Excepts from the requirements of this Act specified programs such as health care services,general retirement and disability insurance, and Federal employment retirement and disability payments. Permits legislation authorizing Federal program review more often than every five years as required by this Act. Requires the Comptroller General to identify for Congress for each program being reviewed the type of budget authority such program has and those inactive programs for which no outlays have been made during fiscal years 1976 and 1977. Title II: Review of Programs - Requires the authorizing committees of the Senate and House of Representatives to conduct sunset reviews of all programs prior to the review date applicable to such program and to issue a report on the findings of such review. Sets forth guidelines for the content of such sunset reviews, including the identification of programs with duplicative objectives and an assessment of the impact of eliminating the program or funding it at a lower level. Provides the authorizing committees with assistance from the Government Accounting Office, the Congressional Budget Office, and the Congressional Research Service in carrying out such sunset reviews. Title III: Citizens' Commission on the Organization and Operation of Government - Establishes a Citizens' Commission on the Organization and Operation of Government to study and make recommendations on ways to improve the efficiency and effectiveness of the Federal Government. Requires the Commission to submit its final report together with its findings and recommendations no later than September 30, 1980. Requires the Comptroller General to report once a year for two years after submission of the Commission's final report the status of actions taken as a result of the report. Terminates the Commission 90 days after submission of its final report. Authorizes to be appropriated $12,000,000 to carry out the provisions of this Title. Title IV: Tax Expenditures - Requires the Joint Committee on Taxation, after consultation with Secretary of the Treasury and the Budget Committees of the House and Senate, to prepare a reauthorization schedule for all tax expenditures, similar to the schedule set out in Title I for Federal programs, and to report its recommendations to the Committees on Ways and Means and Finance. Requires the Congress to take final action before the end of the 95th Congress on the schedule for tax expenditures. States that, following the adoption of the schedule, the Committees on Ways and Means and Finance are required to conduct sunset reviews of tax expenditures according to the schedule. Sets forth guidelines for such reviews similar to those set out in Title II for such programs. Title V: Miscellaneous - Requires Executive Department agency heads to submit to Congress after the President has submitted his budget a statement of that agency's request for new budget authority as transmitted to the Office of Management and Budget. Requires agency heads to furnish the authorizing committees of Congress information regarding supplemental budget requests and supplemental estimates of outlays. Provides for a one-year grace period for programs which have not been specifically reauthorized by the scheduled time.

Amends the Indochina Migration and Refugee Assistance Act of 1975 to extend through 1980 assistance: (1) to refugees from Cambodia, Vietnam, and Laos; (2) to State and local public agencies providing assistance for such aliens; (3) for transportation to, and resettlement in, other areas of the United States; and (4) for employment assistance rendered to such aliens. Directs that funds appropriated under this Act be made available to State or local public agencies to reimburse them for the non-Federal share of costs under Titles IV (Grants to States for Aid and Services to Needy Families with Children and for Child Welfare Services) and XIX (Medicaid) of the Social Security Act. Limits the amount of assistance to be provided to a State or local public agency in fiscal years 1979 and 1980 for providing cash or medical assistance to aliens who entered the United States prior to August 11, 1977. Requires the President to submit a report to specified committees of Congress on the status of such refugees at regular intervals until December 31, 1980.

Expresses the sense of the Congress that any right to, title to, or interest in the property of the United States Government agencies in the Panama Canal Zone or any real property and improvements thereon located in the zone should not be conveyed, relinquished, or otherwise disposed of to any foreign government without specific authorization of such conveyance, relinquishment, or other disposition by any Act of Congress.

Older Americans Long-Term Care Act - Title I: Long-Term Care for the Elderly and the Disabled - Establishes a program of long-term comprehensive services for the elderly financed by the Federal Government and the States. Establishes within the Department of the Treasury a Federal Long-Term Care Trust Fund for such program. Requires a State to establish a State Long-Term Care Agency in order to receive funds under this Act. Requires such State agency to create within the State a system of Community Long-Term Care Centers. Title II: Miscellaneous Provisions - Sets forth the relationship between the program established by this Act and certain programs under the Social Security Act.

Prohibits rules promulgated by any Federal agency (except an emergency rule which must become immediately effective to prevent serious injury or the substantial frustration of legislative policies or intent) from becoming effective until such proposed rules have been submitted to Congress and a 60-day period has lapsed thereafter. Prevents such rules from becoming effective if disapproved by either House of Congress within such 60-day period. Permits disapproved of emergency rules. Prohibits the submission to Congress of any rule identical to one which has been disapproved unless submitted pursuant to new legislative authority which has been enacted affecting the agency's powers with respect to the subject matter of such rule. Renders agency rules dealing with emergency or routine matters or which will have an insignificant impact effective without publication of advance/notice of proposed rule making proceedings in the Federal Register as is currently required. Renders any rule granting an exemption to another rule or which is exempt from public notice and comment requirements effective immediately.

Young Families' Housing Act - Graduated Payment Mortgage Insurance Act - Amends the National Housing Act to permit the Secretary of Housing and Urban Development to insure, on a regular basis, mortgages and loans with provisions for varying rates of amortization corresponding to anticipated variations in family income. Sets a percentage limit on the mortgage value ratio of mortgages which will be insurable under this Act. Prescribes eligibility requirements for such insurance. States that mortgages or loans insured pursuant to this Act shall not be subject to State usury laws in most cases. Individual Housing Account Act - Amends the Internal Revenue Code to allow a deduction for amounts paid in cash into an individual housing account. Defines the term "individual housing account" for the purposes of this Act. Limits annual tax deductions to $2,500 and lifetime deductions to $10,000. Makes provisions for tax treatment upon distribution of such accounts. Exempts individual housing accounts from taxation under the Internal Revenue Code.

Veterans Health Care Amendments Act - Requires the Administrator of Veterans' Affairs to furnish initial readjustment professional counseling (including a general mental and psychological assessment) for any veteran with readjustment problems who requests such aid within four years after his discharge or release from service, or within two years after enactment of this Act, whichever is later. Requires further mental health services on an outpatient basis if a physician employed by the Veterans' Administration determines on the basis of initial counseling that such services are necessary for the veteran's successful readjustment. Directs the Chief Medical Director to provide for the training of professional, paraprofessional, and lay personnel necessary to carry out such programs. Directs the Administrator to ensure that all potentially eligible veterans are advised of such potential eligibility. Authorizes the Administrator to provide a preventive health care program to ensure the best possible health care for veterans with service-connected disabilities. Directs the Administrator to provide for a health maintenance pilot program to demonstrate the medical advantages and cost-effectiveness of furnishing comprehensive preventive health care services to veterans with varied types and degrees of service-connected disabilities. Requires a comprehensive annual report to Congress on such programs. Requires the Administrator to carry out programs providing inpatient and outpatient treatment and rehabilitation services on a nationwide basis to eligible veterans suffering from alcohol or drug dependence or abuse disabilities. Directs the Administrator to assist the Secretary of Labor in providing veterans receiving such treatment with appropriate job and training opportunities. Requires the Administrator, when an applicant for such treatment has received a less than honorable discharge from the armed services, to advise such applicant of his right to apply for review and correction of such discharge. Requires the provision of such services to eligible veterans who are charged with or convicted of any criminal offense and who are not confined and not required to participate in such a treatment program; and permits provision of such services, under specified conditions, to eligible veterans similarly charged or convicted, if a court does require participation in such a program. Allows a member of the active armed services with alcohol or drug problems to transfer to any Veterans' Administration facility for treatment within the last 30 days of such member's tour of duty. Directs the Secretary of Health, Education and Welfare and the Administrator to coordinate the Professional Standards Review program carried out under part B of title XI (General Provision) of the Social Security Act and the comparable programs carried out by the Department of Medicine and Surgery to assess the quality of patient care in Veterans' Administration health care facilities. Requires the Chief Medical Director, through the Administrator, to report to Congress on the effectiveness of such coordination. Requires the Chief Medical Director to report to Congress, not later than three months after the end of each fiscal year, on all activities in which he or a designee, as a representative of the Veterans' Administration, has participated in an advisory or coordinating capacity with respect to programs carried out by the executive branch.

Ocean Pollution Environmental Research and Development Act - Directs the Administrator of the National Oceanic and Atmospheric Administration to prepare a comprehensive annual plan for ocean pollution environmental research and development to be submitted to Congress and the President. Establishes procedures for interagency coordination of existing ocean-related programs. Authorizes the Administrator to provide financial assistance in the form of grants and contracts for additional ocean pollution research and development activities. Directs the Administrator to establish an oil spill research and development program. Directs the Administrator and the Commandant of the Coast Guard to conduct a study of the practicality of utilizing oil spill removal technologies developed under such Act by Federal agencies. Directs the Administrator to submit an annual report of activities under this Act to Congress and the President. Authorizes the appropriation of $5,000,000 to the Administrator for fiscal year 1979 to carry out the purposes of this Act.

Declares it the sense of Congress that normalization of diplomatic relations between the United States and Cuba be predicated upon resolution of issues regarding violations of persons and property by the Cuban Government in 1959, use of Cuban military personnel beyond its borders, and human rights.

Declares it the sense of the Congress that the Secretary of State should seek the good offices of the Secretary General of the United Nations for the purpose of establishing a special investigatory commission charged with the responsibility of securing a full accounting of Americans listed as missing in Southeast Asia.
