Permits the President to restrict exports of such a commodity during a declared war or national emergency.

Prohibits State and local governments from imposing limitations on the collective conduct of sports leagues or member teams authorized by this Act. Specifies the applicability of this Act to actions commenced under the antitrust laws before its enactment.

Volunteering in Government Act of 1982 - Permits any executive agency to recruit, train, and accept the service of a volunteer, and to enter into an agreement with any nonprofit organization for volunteer service, to carry out any appropriate agency activity. Declares that such volunteers shall be considered to be Federal employees only under provisions concerning tort claims and worker's compensation. Directs agencies to provide such volunteers and nonprofit organizations funds to pay necessary expenses for performing any such activity. Prohibits the dismissal of any agency employee or the impairment of any service contract as a result of an agency utilizing volunteer services. Authorizes agencies to give preference to grant applicants who use volunteer services most extensively when applicable. Authorizes each agency to use one percent of the funds appropriated to it for general administrative and operating expenses each fiscal year to carry out this Act. Directs the Director of the Office of Personnel Management to report to Congress biennially on the volunteer services and savings resulting from implementation of this Act.

Authorizes the Secretary of the Interior to construct a memorial to honor and recognize law enforcement officers who have died in the line of duty. Directs that such memorial be known as the National Law Enforcement Heroes Memorial and be located near the headquarters of the Federal Bureau of Investigation in Washington, District of Columbia. Establishes the National Law Enforcement Heroes Memorial Advisory Committee to study and make recommendations to the Secretary on the appropriate location and design of the Memorial, not later than six months after the last appointment to the Committee. Requires approval of such Memorial by the Commission of Fine Arts and the National Capital Planning Commission, unless they fail to notify the Secretary of approval or disapproval within 90 days of receipt of plans or proposals. Prohibits the use of Federal or District of Columbia funds to carry out this resolution. Requires the Secretary to provide maintenance for the Memorial and to begin construction, if funds are available, not later than two years after enactment of this resolution.

Sets forth: (1) requirements and restrictions for eligible loans and mortgages; and (2) guidelines for the allocation of such payments. Authorizes appropriations for FY 1982 through 1988 to carry out this title. Prohibits the Secretary from making any commitments to make interest reduction payments under this title after August 31, 1983.

Authorizes appropriations for FY 1983 through 1985. Directs the Secretary, with the Director of the Institute, to establish: (1) the Diabetes Data Group; (2) the Diabetes Information Clearinghouse; and (3) a diabetes data system. Authorizes appropriations for FY 1983 through 1985. Directs the Secretary to establish a diabetes and endocrine and metabolic disease coordinating committee to coordinate Federal activities with respect to such diseases. Requires the Committee to report annually to the Secretary. Directs the Secretary to establish a National Diabetes Advisory Board, whose duration shall expire on September 30, 1985. Authorizes appropriations for FY 1983 through 1985.

Amends the Internal Revenue Code to allow a State, at its option, to enter into an agreement with the Secretary of the Treasury and the Secretary of Labor under which the State shall: (1) collect the tax imposed by the Federal Unemployment Tax Act; (2) retain a specified portion of such tax to be used for the administration of the State's unemployment compensation law and public employment offices; and (3) pay to the Treasury the remaining portion of such tax not retained. Allows a State to deposit any unexpended funds into its unemployment fund for use in payment of unemployment compensation. Requires the Secretary of the Treasury and the Secretary of Labor to enter into such an agreement unless: (1) the Secretary of Labor determines that a State does not have an unemployment compensation law which meets the requirements of Federal law; or (2) the Secretary of the Treasury determines that the State is not able to properly collect and pay over the required employment tax. Authorizes the Secretaries to declare a State to be in violation of such arragement if either should determine that the State is not meeting the requirements of this Act. Provides that a refusal to enter into an agreement and a declaration of violation shall be subject to administrative and judicial review. Provides tax penalties for any violation of such an agreement. Provides that any State entering into such an agreement shall not be eligible to receive payments under title III or title IX of the Social Security Act or under the Wagner-Peyser Act. Amends the Internal Revenue Code and titles III and IX of the Social Security Act to allow States, at their option, to maintain and manage their own unemployment funds.

Revises provisions relating to policies reinsured under modified coinsurance contracts. Specifies that prescribed policy and other contract liability requirements shall not include interest payable after enactment of this Act by a reinsured to a reinsurer in connection with a coinsurance contract. Revises the method of computing the tax deductions for: (1) dividends to policyholders; (2) certain nonparticipating contracts; and (3) certain accident, health insurance, and group life insurance plans. Revises the method of determining adjusted life insurance reserves. Revises the method of computing the policyholder's share of investment yield, life insurance company taxable income, and net capital gain for companies filing consolidated returns. Specifies that the above method shall not apply to certain contract computations in effect before 1982. States that the determination for taxable years before 1982 as to whether a contract is a coinsurance contract shall be made solely by reference to the terms of the contract.

Specifies that such exclusion is not limited to the lender who originated the loan. Prohibits the payment of title II benefits to any dependent or survivor of such an individual on the basis of such individual's wages and self-employment income. Makes such prohibition inapplicable if the benefit involved is payable to such an individual as the dependent or survivor of: (1) a U. S. citizen or national; (2) a permanent resident of the United States; or (3) a U. S. citizen or national residing outside the United States if the relationship required for such individual's entitlement already existed at the time such national or citizen reached age 50. Authorizes the payment of title II benefits to an individual who is not entitled to benefits pursuant to this Act until the total amount of such benefits equals the total amount of any taxes paid on the wages and self-employment income on which the benefits are based.

Family Housing Production Act of 1982

Family Housing Production Act of 1982 - Requires the Secretary of Housing and Urban Development, through the Government National Mortgage Association, to enter into five-year contracts to provide periodic assistance payments on behalf of homeowners to mortgagees and other lenders. Directs the Secretary to give priority to assisting persons who have not owned a home within the last three years. Permits payments to be made only to a mortgagor who satisfies requirements for creditworthiness and has a family income not exceeding 140 percent of the area median income and who: (1) is the original owner of a manufactured home the loan for which is incurred under the National Housing Act; or (2) has a fixed-rate 30-year mortgage which is secured by a home built after enactment of this Act, has no prepayment penalty, and requires increased payments beginning with the second year which shall be applied to the principal obligation until it is paid off. Limits the amount of assistance payments to the difference between the amount of the monthly payment for principal, interest, and loan insurance under the first year of the loan and the amount the monthly payment for principal and interest would be if the interest rate on the loan were: (1) ten percent (12 percent for a manufactured home); or (2) four percentage points less than the rate specified in the loan, whichever rate is higher. Requires that the mortgagor pay at least 25 percent of his or her income toward the monthly loan payment. Declares that manufactured homes shall comprise not more than 20 percent of the units assisted under this Act. Directs the Secretary to allocate the amount available to carry out this Act on the basis of the population, decline in housing starts, and unemployment rate in each State relative to all States. Directs the Secretary to recapture the lesser of the amount of assistance provided under this Act or an amount equal to 50 percent of the net appreciation of the property whenever the mortgagor sells the property or rents it for a period exceeding one year. Authorizes the Secretary to insure mortgages assisted under this Act.

Civil Rights Act of 1982 - Title I: Equal Opportunity Provisions - Establishes uniform procedures for the enforcement by the Federal Government of civil rights laws, including title VII of the Civil Rights Act of 1964, the Fair Housing Act, the Age Discrimination in Employment Act, and numerous other discrimination laws and provisions. Continues to authorize individual Federal agencies to investigate, attempt to resolve, and monitor compliance with regard to discrimination complaints, but otherwise centralizes enforcement authority in the Equal Employment Opportunity Commission and the Attorney General. Permits an individual to bring a civil action directly in Federal court for an alleged act of discrimination. Requires an investigative agency to seek to develop a voluntary compliance agreement by informal methods of conference, conciliation, and persuasion. Authorizes the Attorney General to bring civil actions in court for patterns or practices of unlawful discrimination. Prohibits a Federal agency from issuing any regulation with regard to employment discrimination without the prior approval of the Equal Employment Opportunity Commission. Prohibits any Federal agency and the Commission from issuing any regulation without the approval of the Attorney General. Establishes a one-House congressional veto procedure for regulations under this Act issued by any Federal agency, the Commission, and the Attorney General. Makes any such regulation effective 45 days after its transmittal to Congress if it is not disapproved. Continues generally an "effects" standard for proving discrimination, but requires the effect to be "reasonably foreseeable" with regard to certain discriminatory acts, including denial of Federal benefits. Title II: Administrative Provisions - Requires the Director of the Office of Management and Budget to determine which personnel employed in connection with functions affected by this Act shall be transferred to the Department of Justice and the Equal Employment Opportunity Commission.

Broadcast Regulation Reform Act of 1982 - Amends the Communications Act of 1934 to revise the authority of the Federal Communications Commmission (FCC) to revoke a station license or construction permit. Repeals the FCC's authority to revoke a license or permit because of conditions coming to the attention of the FCC that would warrant refusing to grant the original application. Repeals the FCC's authority to suspend a license for broadcasting obscene language. Repeals the FCC's authority to revoke a license, issue a cease and desist order, or order forfeiture penalties against broadcast stations that have: (1) broadcast lottery information; (2) committed fraud; or (3) broadcast obscene language. Repeals the equal time provisions of the Communications Act. Denies the FCC any power of censorship over the content of communications. Denies the FCC the authority to require an opportunity for the discussion of conflicting views on any issue (repeals the fairness doctrine).
