Directs the Caribbean Basin Scholarship Commission (established by this Act) to establish and administer a scholarship program in the form of loans to enable students from eligible countries in the Caribbean Basin to study at an institution of higher education or vocational school in the Commonwealth of Puerto Rico. Provides that repayment of such loans will be forgiven upon the student's prompt return to such student's country of origin for a period which is at least one year longer than the period spent studying in Puerto Rico. Requires Puerto Rico to provide 50 percent of the amount appropriated to the Caribbean Basin Scholarship Fund. Permits such amount to be provided by other than cash. Establishes the Caribbean Basin Scholarship Fund. Appropriates to the Fund five percent of the amounts received in the Treasury on or after enactment of this Act that are attributable to the duties imposed on all articles imported from eligible countries. Establishes the Caribbean Basin Scholarship Commission to distribute scholarships to students in eligible countries, giving consideration to: (1) underserved and underdeveloped areas; (2) students who need financial assistance to pursue an education; and (3) institutions of higher education and vocational schools offering training or education in areas that have the greatest potential for strengthening the workforce in the Caribbean Basin. Specifies conditions for eligibility and selection of scholars.

Requires the Secretary of Commerce to ensure that no member of the armed forces, civilian employee of the Department of Defense, or dependent of such member or employee is excluded from any decennial census based on such member or employee being assigned to a post outside the United States.

Financial Modernization Act of 1987 - Title I: Securities Affiliates of Bank Holding Companies - Amends the Banking Act of 1933 to repeal specified provisions of such Act which: (1) bar member banks from affiliating with securities firms; and (2) prohibit member banks from employing officers, directors, or employees who are also employed by a firm primarily engaged in securities underwriting. Amends the Bank Holding Company Act of 1956 to allow bank holding companies to own shares of securities affiliates which engage in: (1) underwriting, distributing, or dealing in securities of any type; (2) securities brokerage, investment advisory, or other accepted securities activities; and (3) other activities permitted by the Board of Governors of the Federal Reserve System. Establishes criteria for Board approval of such acquisitions. Prohibits mergers between certain large banks or bank holding companies (those having assets of more than $30,000,000,000) and investment banking organizations (those having assets of more than $15,000,000,000). Establishes criteria (including a notice requirement) for bank holding company funding of securities affiliates. Establishes capital adequacy criteria to be used by the Board in determining whether a bank holding company meets the acquisition guidelines. Establishes restrictions on inter-affiliate transactions, including prohibiting a member bank from: (1) extending credit to the securities affiliate; or (2) purchasing the assets of the securities affiliate. Requires each appropriate Federal banking agency to establish a program for: (1) enforcing compliance with the requirements of this Act; and (2) responding to consumer complaints. Provides that bank holding companies having a securities affiliate that accounts for at least 80 percent of the company's revenues and assets shall not be subject to the inspection, examination, or reporting requirements of the Board. States that acquisition applications which are not acted upon by the Board within 91 days shall be deemed to be granted. Preempts State laws which are inconsistent with this Act. Amends the Federal Deposit Insurance Act to impose additional restrictions on securities affiliations of insured banks. Authorizes national banks to: (1) underwrite certain types of government bonds; (2) sponsor unit investment trusts; and (3) distribute investment company securities. Title II: Expedited Procedures - Amends the Bank Holding Company Act of 1956 to establish (under limited circumstances, where a company acquires control of a bank in a reorganization) expedited procedures for forming a bank holding company. Requires any bank holding company seeking to engage in certain nonbanking activities (as determined by the Board) to notify the Board of such intentions. Allows the Board 60 days to: (1) disapprove the proposal; or (2) extend the time period for Board consideration. Provides limited exceptions from such notice requirements. Requires the Board, in determining whether to disapprove an application under this Act, to consider whether the activity described would produce benefits to the public. Allows the Board to reduce the post-approval waiting period for: (1) bank holding company acquisitions; and (2) bank mergers.

Worker's Option Act of 1988 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to phase out, by 1993, the limitation on the amount of outside income which beneficiaries who have attained retirement age may earn without incurring a reduction in benefits. Increases the delayed retirement credit rate for individuals who work beyond retirement age. Phases out the recomputation of an individual's primary insurance amount when such individual has wages or self-employment income after entitlement to old-age or disability insurance benefits. Charges off an individual's excess earnings by eliminating such individual's entitlement to retroactive OASDI benefits for months preceding such individual's attainment of retirement age. Authorizes the appropriation of revenues received by reason of this Act's amendments to the Federal Old-Age and Survivors Insurance Trust Fund from 1989 through 1993.

Requires the Office of Personnel Management to report, with recommendations, to the Congress on the problem of delays in processing applications for benefits under the Civil Service Retirement System. Directs the Office to examine: (1) current methods and procedures; (2) circumstances where it might be appropriate to provide interim benefits; (3) the feasibility of processing records, forms, and other matters in anticipation of an employee's retirement; and (4) the effectiveness of retirement counselors. Requires the report to contain a plan to allow an individual to go from regular pay to retirement or disability retirement pay without interruption.

Deplores the Soviet Government's active persecution of religious believers in the Ukraine and its forcible liquidation of the Ukrainian Orthodox and Ukrainian Catholic Churches. Sends greetings to the Ukrainian people on the Millennium of Christianity in the Ukraine. Urges the President, the Secretary of State, the U.S. delegation to the United Nations, and the U.S. delegation to the Vienna Review Meeting of the Conference on Security and Cooperation in Europe to continue to speak out forcefully against violations of religious liberty everywhere and, specifically, in the Ukraine. Calls upon the Soviet Government to release all those imprisoned for their religious beliefs. Discourages U.S. officials from attending the commemoration of the Millennium in the Soviet Union so long as individuals remain imprisoned for their religious beliefs and the Ukrainian Catholic and Ukrainian Orthodox churches remain outlawed. Urges the U.S. Government to call on the Soviet Government to ban its prohibition of the Ukrainian Orthodox and Ukrainian Catholic Churches.

Amends Federal veterans' benefits provisions to direct the American Battle Monuments Commission to establish a memorial and museum on Federal land in the District of Columbia or its immediate area to honor World War II veterans and to commemorate U.S. participation in that conflict. Directs the Commission to plan, design, construct, and oversee the operation of the memorial and museum. Establishes the World War II Memorial and Museum Advisory Board to: (1) promote the establishment of the memorial and museum and encourage the donation of private funds for construction and maintenance; and (2) recommend the site and select the design for the memorial and museum, subject to the approval of the Commission. Authorizes the Commission to solicit private contributions for such memorial and museum. Authorizes Federal funding, in addition to such private funds, for preparation, planning, establishment, construction, and maintenance of the memorial and museum. Authorizes assistance from specified Federal departments and agencies. Authorizes Federal property to be transferred to the Commission, or authorizes the Commission to purchase suitable property within the District of Columbia for the establishment of such memorial and museum.

Great Lakes Pollutant Discharge Inventory Act - Directs the Under Secretary for Oceans and Atmosphere, Department of Commerce, to inventory the categories and quantities of pollutants entering the Great Lakes during a two year period. Lists the categories of pollutants and sources of pollution that must be included in such inventory. Authorizes agreement with Canada to obtain pollutant information. Requires that such inventory be made public upon completion. Authorizes appropriations for FY 1988 and 1989.

Expresses the sense of the Congress that, in celebration of the millennium of the Christianization of Kievan-Rus', the Soviet Union should: (1) comply with its international obligations and allow Christians to practice their faith without harassment; (2) grant a general amnesty for all Christians who have been imprisoned because of their religious beliefs; (3) allow religious believers to practice their faith freely; (4) permit unlimited publication, distribution, and importation of religious materials; and (5) allow closed churches to reopen, new churches to be built, and theological seminaries to open or expand.

Amends the Federal judicial code to grant U.S. district courts personal jurisdiction over citizens and subjects of foreign states in actions relating to the purchase or use of a product manufactured outside of the United States (provided such citizen or subject knew or should have known that the product would be imported for sale or use in the United States). Permits removal of such actions (without regard to whether all interested parties were properly joined and served) to an appropriate Federal district court. States that the law of the place of injury shall govern all issues concerning liability and damages in such actions.

Dwight David Eisenhower Commemorative Coin Act of 1987 - Directs the Secretary of the Treasury to mint and issue not more than a specified number of one dollar silver coins in commemoration of the 100th anniversary of the birth of Dwight David Eisenhower. Sets forth certain features of such coins and provides for their design, issuance, and sale. Terminates the minting of the coins after December 31, 1990. Requires the Secretary to deposit in the Treasury all surcharges received from the sale of the coins, to be used to reduce the national debt.

Antiterrorism and Arms Export Amendments Act of 1987 - Amends the Arms Export Control Act to prohibit the U.S. Government and U.S. persons from exporting or facilitating the export of any munitions item to any country which: (1) has repeatedly provided support for international terrorism; or (2) grants sanctuary from prosecution to any individual or group which has committed an act of international terrorism. Authorizes the President to waive such prohibition upon making specified certifications. Imposes criminal penalties for willful violations of such prohibition. Imposes civil penalties for violations of such prohibition and provides for enforcement of such civil penalties. Requires that the possibility of supporting international terrorism shall be a consideration in the issuance of arms export licenses or in arms sales. Amends the Export Administration Act of 1979 to provide that a validated license shall be required for the export of goods or technology to a country if the Secretary determines that: (1) such country grants sanctuary to or has repeatedly provided support for acts of international terrorism; and (2) such exports would contribute to the military potential of such country, would be destined to a military end-user or for military end use in such country, or would enhance the ability of such country to support acts of international terrorism. Amends the Foreign Assistance Act of 1961 to prohibit the provision of any assistance under such Act, the Agricultural Trade Development and Assistance Act of 1954, the Peace Corps Act, or the Export-Import Bank Act to any country which the Secretary determines: (1) has repeatedly provided support for international terrorism; or (2) grants sanctuary from prosecution to any individual or group which has committed an act of international terrorism. Authorizes the President to waive such prohibition upon making specified certifications. Prohibits rescinding a determination that a country supports international terrorism, unless the Secretary of State, at least 90 days before the rescission would take effect, certifies to the Congress that: (1) the country has not provided support for international terrorism for the preceding six months; and (2) the country has made explicit assurances that it will not support international terrorism in the future. Amends the Arms Export Control Act and the Foreign Assistance Act of 1961 to require the President to notify the Congress of third country transfers of items: (1) sold under the Foreign Military Sales (FMS) program; (2) exported pursuant to a munitions license; or (3) provided under the Military Assistance Program (MAP). Directs the President to include in required quarterly reports to the Congress concerning military exports a listing of all defense articles or defense services transferred by the Department of Defense to other agencies of the U.S. Government. Prohibits the transfer of any munitions item by the U.S. Government to any foreign country, group, or person under the authority of a presidential determination that such a transfer is important to the national security of the United States as a significant anticipated intelligence activity, unless the President notifies certain congressional committees of such a transfer in accordance with the procedures set forth in the National Security Act of 1947 for the reporting of any intelligence activities. Revises requirements for reporting the use of foreign assistance funds where it is inadvisable to specify the nature of the use of such funds to require that such a report be transmitted to the Committee on Foreign Affairs of the House of Representatives rather than to the Speaker of the House. Amends the Hostage Act to specify that the President may not use any means otherwise prohibited by law in attempting to cause the release of U.S. citizens imprisoned by foreign governments. (Current law specifies that the President may not use any means amounting to acts of war.)

Sugar Supply Stabilization Act of 1987 - Amends the Food Security Act of 1985 and the Agricultural Act of 1949 with respect to price support levels for crops of sugar beets and sugarcane. Reduces the sugar support price progressively over crop years from 18 cents per pound in 1986 to 12 cents per pound in 1991 and thereafter. Increases the annual import quota applicable to sugars, syrups, and molasses derived from sugarcane or sugar beets by 500,000 tons per year for 1989 through 1992. Repeals provisions of the Food Security Act of 1985 that authorize the President to take certain actions to prevent sugar loan forfeitures. Directs the Secretary of Agriculture to conduct a study and report to specified congressional committees concerning means of reducing the difference between the loan rate and the market stabilization price by using alternative methods for determining transportation differentials, regional loan rates, and the market stabilization price of sugar.

Raoul Wallenberg Monument Resolution - Authorizes the Raoul Wallenberg Tribute Committee to establish a monument to honor Raoul Wallenberg on Federal land in the District of Columbia or its environs. Prohibits the United States from paying any expense of the establishment of the monument.

Authorizes the Vietnam Women's Memorial Project, Inc., to establish a commemorative statue within the Vietnam Veterans Memorial to recognize and honor the women of the U.S. armed forces who served in the Vietnam war. Expresses the sense of the Congress that after the addition of such statue, no further commemorative works should be added to the Memorial. Directs the Secretary of the Interior to select a site for the statue within the Memorial. Makes the design proposal subject to the approval of the Secretary and the National Capital Planning Commission. Prohibits the United States and the District of Columbia from paying any expense of establishing the statue.

Authorizes the President to prohibit the importation of all products which are grown, produced, or manufactured in Afghanistan and exported by the Democratic Republic of Afghanistan or any faction supported by the Soviet Union. Authorizes the President to prohibit the exportation of any goods or technology for the benefit of, or use by, such groups. Requires the President to take action to prohibit such trade within 45 days or to submit a report to the Congress stating why such action has not been taken.

Expresses the sense of the Congress that the President, the Secretary of State, and the Permanent Representative of the United States to the United Nations should be commended for, and should continue, their efforts to place Cuba on the human rights agenda of the United Nations. Commends specified countries for their votes in favor of considering human rights violations in Cuba. Urges specified countries to reconsider their positions with respect to this issue. Urges the United States to: (1) take the votes into account in determining U.S. bilateral and other assistance to all countries which are members of the United Nations Human Rights Commission; and (2) continue to emphasize how other countries vote on fundamental issues, such as human rights, in determining financial support for the United Nations and for the Commission. Urges the Commission to include among the highest priorities of its human rights agenda at its 44th session in Geneva, Switzerland, in 1988, consideration of human rights violations in Cuba.

Amends the Uniformed Services Former Spouses' Protection Act by directing the Secretary of Defense to prescribe regulations to provide commissary and exchange benefits to certain unremarried former spouses of members or former members of the uniformed services who performed at least 20 years of creditable service, without regard to the date of the final divorce, dissolution, or annulment decree.

Visually Impaired Voters Assistance Act of 1987 - Requires each State to make enlarged print voting aids and ballots available to visually impaired voters in Federal elections. Requires the chief election officer of each State to provide public notice, adapted to reach visually impaired voters, of the availability of materials under this Act. Directs the Federal Election Commission to report to the Congress, not later than one year after enactment of this Act, on the voting aids available to blind voters with respect to Federal elections in each State.

Urges Nicaragua to fulfill its commitments under the August 7, 1987, Central American Peace Agreement through: (1) democratization, to include actions such as lifting the state of emergency, reinstating due process and fair trials, ending torture, ensuring freedom of religion, and ensuring the rights of all Nicaraguans, including campesinos, Indians, and Creoles; (2) national reconciliation and cessation of hostilities, including negotiations with the Nicaraguan resistance; and (3) amnesty for political prisoners and armed opposition to the Government.

Expresses the opposition of the House of Representatives to the continued control of the cathedral in Vilnius, Lithuania, by the Soviet Union. Calls upon the President, the Secretary of State, and Members of Congress visiting the Soviet Union to raise the issue of the cathedral's return to the Roman Catholic Church in meetings with Soviet officials. Urges U.S. representatives to speak out forcefully for such a return at international human rights forums. Voices the House of Representatives' support to the Lithuanian people in their efforts to secure basic religious freedoms and the return of the cathedral. Urges the Soviet Government to allow Roman Catholics to worship at the cathedral and to return it to Roman Catholic Church control before the end of 1988.

Authorizes the President, on behalf of the Congress, to present a gold medal to Mrs. William J. Casey in recognition of the dedicated public service of her late husband, William J. Casey, the former director of the Central Intelligence Agency. Authorizes appropriations. Authorizes the Secretary of the Treasury to provide for the sale of bronze duplicates of the medal.

Amends the Internal Revenue Code to reduce from 28 to 15 percent the maximum income tax rate applicable to the long-term capital gains of individuals. Excludes capital gains from the phaseout affecting personal exemptions and the 15 percent income tax rate.

Expresses the sense of the House of Representatives that: (1) Nicaragua should undertake specified reforms, such as reinstating due process and fair trials, ending torture, conducting free elections, allowing an uncensored free press, ensuring the right to strike and to publish for unions, ceasing attacks against civilians, and ending the forced relocation of Indians and Creoles; and (2) all countries in Central America should continue to work toward achieving the democratic principles and processes specified in the August 7, 1987, Central American peace accord.
