Condemns the government of Iran's state-sponsored persecution of its Baha'i minority and its continued violation of the International Covenants on Human Rights. Urges the President and the Department of State to: (1) condemn the Iranian government's continued violation of human rights and demand the immediate release of prisoners held solely on account of their religion, and (2) impose sanctions on Iranian officials and other individuals directly responsible for serious human rights abuses.

Pension, Endowment, and Mutual Fund Access to Banking Act This bill requires the appropriate federal banking agencies to exclude, for purposes of calculating a custodial bank's supplementary leverage ratio, funds of a custodial bank that are deposited with a central bank. ("Supplementary leverage ratio" is a capital adequacy measure that refers to the ratio of a banking organization's tier-one capital to its leverage exposure.) The amount of such funds: (1) may not exceed the total value of deposits of the custodial bank linked to fiduciary or custodial and safekeeping accounts; and (2) may be otherwise limited, as specified by the bill.

Community Lending Enhancement and Regulatory Relief Act of 2017 or the CLEARR Act of 2017 This bill exempts small banks from certain mortgage escrow requirements and from mandatory disclosures of loan servicing transfers; exempts small mortgage loans from specified property appraisal requirements; requires federal banking agencies to revise regulations regarding capital requirements for mortgage servicing assets; modifies the authority of the Consumer Financial Protection Bureau (CFPB) over unfair, deceptive, or abusive acts; limits the institutions over which the CFPB has a supervisory role; limits prohibitions on discrimination under the Equal Credit Opportunity Act and the Fair Housing Act to intentional acts; modifies certain mortgage loan recordkeeping and disclosure requirements; limits the authority of a federal banking agency to request or order a deposit institution to terminate a customer account; limits the liability of creditors and mortgage originators for violating certain ability-to-pay requirements; and otherwise modifies provisions related to financial institutions.

Commends Holocaust education activists on their efforts to include Holocaust education in states' public school curricula. Urges more states to enact legislation mandating Holocaust education in their schools. Expresses the sense of the House of Representatives that more should be done to instill in the nation's future the promise that we will never forget the horrors of the Holocaust and must always work to prevent such atrocities from occurring in the future.

This bill changes the current discretionary authority to a requirement that the President impose sanctions under the Iran Threat Reduction and Syria Human Rights Act of 2012 with respect to the provision of specialized financial messaging services to the Central Bank of Iran and other sanctioned Iranian financial institutions. This requirement may not be waived. Sanctions are expanded to include, in the case of an alien who is a senior executive or member of the board of directors of a person that provides such messaging services, visa denial and exclusion from the United States, and revocation of any visa or other documentation.

Condemns the decisions by the Venezuelan Supreme Court on March 28, 2017, and March 29, 2017, stripping the opposition legislators of their parliamentary immunity, seizing power from the National Assembly, and nullifying all legislative actions. Recognizes the decision by such court on April 1, 2017, to restore the opposition legislators' parliamentary immunity and the National Assembly's legislative powers. Urges the government of Venezuela to heed the calls of the international community to: (1) hold free, fair, and open elections; (2) release all political prisoners, including U.S. citizens; and (3) immediately accept international humanitarian assistance only through nongovernmental organizations. Calls for Organization of American States (OAS) member states to continue all efforts, including the consideration of a potential suspension of Venezuela from the OAS, if such government fails to take such actions. Encourages the President of the United States to prioritize a resolution of the political, economic, social, and humanitarian crisis in Venezuela, including through bilateral, targeted sanctions against individuals in the Venezuelan government responsible for the deterioration of democratic institutions and the rule of law.

Carbon Capture Improvement Act of 2017 This bill amends the Internal Revenue Code to authorize the issuance of tax-exempt facility bonds for the financing of qualified carbon dioxide capture facilities. A "qualified carbon dioxide capture facility" is any equipment installed in an industrial carbon dioxide facility that satisfies specified capture and storage requirements and: (1) is used for the capture, treatment and purification, compression, transportation, or on-site storage of carbon dioxide produced by the industrial carbon dioxide facility; or (2) is integral or functionally related and subordinate to a gasification process that converts a product from coal, petroleum residue, biomass, or other materials which are recovered for their energy or feedstock value into a synthesis gas composed primarily of carbon dioxide and hydrogen for direct use or subsequent chemical or physical conversion.

Special Envoy to Monitor and Combat Anti-Semitism Act of 2017 This bill amends the State Department Basic Authorities Act of 1956 to provide that the Special Envoy to Monitor and Combat Anti-Semitism shall have the rank of ambassador and be appointed by the President by and with the advice and consent of the Senate. The Special Envoy shall: (1) be a person of recognized distinction in the field of combating anti-Semitism or religious freedom; (2) serve as the primary advisor to, and coordinate efforts across, the U.S. government relating to monitoring and combating anti-Semitism and anti-Semitic incitement in foreign countries; and (3) report directly to the Secretary of State.

Rural Hospital Access Act of 2017 This bill permanently extends the Medicare-Dependent Hospital program (which provides increased payments to certain smaller, rural hospitals that serve a proportionally high number of Medicare patients) and the program for increased payments under Medicare for low-volume hospitals.

Treat and Reduce Obesity Act of 2017 This bill allows coverage, under Medicare, of intensive behavioral therapy for obesity furnished by providers other than primary care physicians and practitioners. Additionally, it allows coverage under Medicare's prescription drug benefit of drugs used for the treatment of obesity or for weight loss management for individuals who are overweight.

Support Our Military Caregivers Act This bill permits an individual to elect to have an independent contractor perform an external clinical review of any of the following: a Department of Veterans Affairs (VA) denial of an individual's application to be a caregiver or family caregiver eligible for the VA program of comprehensive assistance for family caregivers of eligible veterans; with respect to an approved application, a VA determination of the level or amount of personal care services that a veteran requires; a request by a caregiver or family caregiver for a reconsideration of the level or amount of personal care services that a veteran requires based on post-application changes; and a revocation of such assistance administered by the VA. The VA shall ensure that each external clinical review is completed and the individual is notified in writing of the results within 120 days of the election. The VA shall issue directives regarding the policies, procedures, and operational requirements for the such program and the VA program of general caregiver support services. The Government Accountability Office shall report to Congress on the VA's processes for determining eligibility for participation in such programs.

Families of Fallen Servicemembers First Act This bill provides a permanent appropriation for the payment of death gratuities and related benefits to survivors of deceased members of the uniformed services during a period of lapsed appropriations. The bill provides the appropriations at the rate and under the conditions provided for the most recent fiscal year for which an Act making appropriations for the uniformed services has been enacted. The appropriations are provided during a period of lapsed appropriations, in which appropriations are unavailable due to the absence of the timely enactment of an Act or joint resolution providing appropriations or continuing appropriations for the death gratuity and related benefits.

Property Tax Reduction Act of 2017 This bill amends title XIX (Medicaid) of the Social Security Act to reduce federal Medicaid funding for certain states that require political subdivisions to contribute funds towards medical assistance. Specifically, the bill applies to states that received, for FY2016, disproportionate share hospital (DSH) allotments greater than six times the national average. (DSHs are hospitals that receive additional payment under Medicaid for treating a large share of low-income patients.) Excepted from the bill are contributions that: (1) are required from a political subdivision that has a population greater than 5 million and imposes a local income tax upon its residents, or (2) were required for administrative expenses as of January 1, 2017.

Allow States and Victims to Fight Online Sex Trafficking Act of 2017 This bill amends the Communications Act of 1934 to specify that communications decency provisions protecting providers or users of interactive computer services from liability for the private blocking or screening of offensive material shall not be construed to impair the enforcement of, or limit availability of victim restitution or civil remedies under, state or federal criminal or civil laws relating to sexual exploitation of children or sex trafficking. The bill amends the federal criminal code to specify that the violation for benefiting from "participation in a venture" engaged in sex trafficking of children, or by force, fraud, or coercion, includes knowing or reckless conduct by any person or entity and by any means that furthers or in any way aids or abets the violation. A provider of an interactive computer service that publishes information provided by an information content provider with reckless disregard that the information is in furtherance of a sex trafficking offense shall be subject to a criminal fine or imprisonment for not more than 20 years.

Big Cat Public Safety Act This bill amends the Lacey Act Amendments of 1981 to prohibit any person from breeding or possessing prohibited wildlife species (i.e., any live species of lion, tiger, leopard, cheetah, jaguar, or cougar or any hybrid of such species). Breeding means facilitating propagation or reproduction (whether intentionally or negligently), or failing to prevent propagation or reproduction. The bill revises the list of entities that are exempt from Lacey Act prohibitions regarding those wildlife species to include: (1) certain entities that hold Class C licenses in good standing under the Animal Welfare Act, and (2) current owners of animals that were born before this bill's enactment if the animals are registered with the U.S. Fish and Wildlife Service. Those entities and owners may not allow direct contact between the public and the prohibited wildlife species. A person who knowingly violates the prohibition must be fined not more than $20,000, or imprisoned for not more than five years, or both. The bill considers each violation to be a separate offense. The offense must be deemed to have been committed not only in the district where the violation first occurred, but also in any district in which the defendant may have taken or been in possession of the prohibited wildlife species. The bill extends forfeiture provisions to fish, wildlife, or plants that are bred or possessed.

Prevent All Soring Tactics Act of 2017 or the PAST Act This bill amends the Horse Protection Act to establish a new system for inspecting horses for soring, revise penalties for violations of the Act, and modify enforcement procedures. The soring of horses is any of various actions taken on a horse's limb to produce a higher gait that may cause pain, distress, inflammation, or lameness. The Department of Agriculture (USDA) must establish requirements to license, train, assign, and oversee persons hired by the management of horse shows, exhibitions, sales, or auctions to detect and diagnose sore horses. A license may not be issued to a person with conflicts of interest, and USDA must give preference to veterinarians. USDA may revoke a license for unsatisfactory performance. USDA must assign licensed inspectors after receiving notice that management intends to hire the inspectors. An inspector must issue a citation for violations and notify USDA of violations. USDA must publish information on violations of this bill and disqualify a horse that is sore. The bill prohibits a person in any horse show, exhibition, sale, or auction from causing or directing a horse to become sore for the purpose of showing, exhibiting, selling, or auctioning the horse. The bill prohibits the use of specified devices on a Tennessee Walking, a Racking, or a Spotted Saddle horse at a show, exhibition, sale, or auction. The bill increases the maximum criminal and civil liability penalties for certain violations. USDA may disqualify violators from specified activities related to horse shows, exhibitions, sales, and auctions.

Caregivers Access and Responsible Expansion for All Veterans Act or the CARE for All Veterans Act This bill expands eligibility for the family caregiver program of the Department of Veterans Affairs to include members of the Armed Forces or veterans who are seriously injured or who became ill (or who aggravated such injury or illness) on active duty before September 11, 2001 (currently, limited to service after September 11, 2001). The bill establishes three monthly caregiver stipend starting dates for pre-September 11, 2001, members of the Armed Forces or veterans based upon the amount and degree of personal care services provided. Program eligibility criteria shall include a veteran's need for regular or extensive instruction or supervision in completing two or more instrumental activities of daily living.

Smithsonian Women's History Museum Act This bill establishes a comprehensive women's history museum within the Smithsonian Institution in Washington, DC, to provide for: (1) the collection, study, and establishment of programs related to women's contributions that have influenced the direction of the United States; (2) collaboration with other Smithsonian museums and facilities, outside museums, and educational institutions; and (3) the creation of exhibitions and programs that recognize diverse perspectives on women's history and contributions. The bill establishes a council within the Smithsonian Institution to: (1) make recommendations to the Smithsonian's Board of Regents for the construction of the museum; (2) advise and assist the board on the administration and preservation of the museum; (3) recommend annual operating budgets for the museum; and (4) report annually to the board on the acquisition, disposition, and display of objects related to women's art, history, and culture. The council shall have sole authority to: (1) acquire artifacts for the museum's collections, (2) dispose of any part of the collections but only if funds generated are used for additions to the collections, (3) specify criteria for the use of the museum's collections and resources, and (4) preserve and maintain the collections. The museum's director may carry out educational and liaison programs in support of its goals.

Comprehensive Fentanyl Control Act This bill amends the Controlled Substances Act to modify the drug quantity thresholds that trigger a mandatory minimum prison term for a defendant who manufactures, distributes, or possesses with intent to distribute fentanyl. It also establishes a consecutive mandatory prison term for a defendant who commits a drug offense involving a detectable amount of heroin or fentanyl. The bill establishes a rebuttable presumption that the illegal manufacture of a controlled substance that contains a detectable amount of heroin or fentanyl creates a substantial risk of harm to human life. The Drug Enforcement Administration may temporarily place a drug or substance into schedule I based on a finding: (1) that the drug or substance satisfies the criteria for being a synthetic opioid, and (2) that adding it will prevent abuse or misuse. The bill makes it a crime to knowingly mail to an unauthorized person equipment that may be used to manufacture counterfeit controlled substances. A violator is subject to criminal penalties. Finally, it makes it a crime to import, export, manufacture, distribute, dispense, or possess with intent to manufacture, distribute, or dispense, a synthetic opioid that is not clearly labeled. A violator is subject to criminal and civil penalties.

Combating Anti-Semitism Act of 2017 This bill amends the federal criminal code to modify prohibitions with respect to intentionally defacing, damaging, or destroying religious real property. Specifically, the bill broadens the scope of prohibited conduct to also criminalize threats to deface, damage, or destroy religious real property. Additionally, it establishes a criminal penalty—a fine, a prison term of up to five years, or both—for a violation that results in damage or destruction to religious property. Finally, the bill broadens the definition of "religious real property" to include real property owned or leased by a nonprofit, religiously affiliated organization.

Israel Anti-Boycott Act This bill declares that Congress: (1) opposes the United Nations Human Rights Council resolution of March 24, 2016, which urges countries to pressure companies to divest from, or break contracts with, Israel; and (2) encourages full implementation of the United States-Israel Strategic Partnership Act of 2014 through enhanced, governmentwide, coordinated U.S.-Israel scientific and technological cooperation in civilian areas. The bill amends the Export Administration Act of 1979 to declare that it shall be U.S. policy to oppose: requests by foreign countries to impose restrictive practices or boycotts against other countries friendly to the United States or against U.S. persons; and restrictive trade practices or boycotts fostered or imposed by an international governmental organization, or requests to impose such practices or boycotts, against Israel. The bill prohibits any U.S. person engaged interstate or foreign commerce from supporting: any request by a foreign country to impose any boycott against a country that is friendly to the United States and that is not itself the object of any form of boycott pursuant to United States law or regulation, or any boycott fostered or imposed by any international governmental organization against Israel or any request by any international governmental organization to impose such a boycott. The bill amends the Export-Import Bank Act of 1945 to include as a reason for the Export-Import Bank to deny credit applications for the export of goods and services between the United States and foreign countries, opposition to policies and actions that are politically motivated and are intended to penalize or otherwise limit commercial relations specifically with citizens or residents of Israel, entities organized under the laws of Israel, or the government of Israel.

Iran Ballistic Missiles and International Sanctions Enforcement Act This bill states that it is U.S. policy to prevent Iran from undertaking any activity related to nuclear-capable ballistic missiles. The President shall report to Congress regarding the foreign and domestic supply chain in Iran that supports Iran's ballistic missile program. The report shall identify individuals and companies involved in such activities. The President shall submit to Congress a determination of whether any Iranian ballistic missile test violates United Nations Security Council Resolution 2231. Such resolution endorses the Joint Comprehensive Plan of Action and sets out a mechanism to monitor Iranian compliance. The President shall impose sanctions against: (1) Iranian government agencies involved in ballistic missile development; (2) foreign entities that supply material for, or otherwise facilitate or finance, such efforts; (3) foreign persons or foreign government agencies that import, export, or re-export prohibited arms or related material to or from Iran; and (4) foreign persons or entities that transfer goods or technologies contributing to Iran's ability to acquire or develop ballistic missiles, including launch technology, and destabilizing numbers and types of advanced conventional weapons. The President shall investigate potential violations of ballistic missile and conventional weapons sanctions against Iran. The President shall report to Congress regarding credible information about Iran's violations of arms restrictions and attempts to pursue sanctionable activities.

Protection and Advocacy for Veterans Act This bill directs the Department of Veterans Affairs (VA) to establish a five-year grant program to improve the monitoring of VA mental health and substance abuse treatment programs. The VA shall award a grant to four protection and advocacy systems under which each recipient shall investigate and monitor VA facilities care and treatment of veterans with mental illness or substance abuse issues. Criteria for selecting recipients shall include whether the state in which the protection and advocacy system operates has low mental health, performance, and access scores. During each year in which a protection and advocacy system carries out a demonstration project, the VA shall award a joint grant to a national organization with extensive knowledge of the protection and advocacy system and a veterans service organization to: (1) coordinate training and technical assistance, and (2) provide for related data collection, reporting, and analysis. "Protection and advocacy system" means the state-established system to protect and advocate the rights of persons with developmental disabilities.

Palliative Care and Hospice Education and Training Act This bill amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to provide support for Palliative Care and Hospice Education Centers. These centers must improve the training of health professionals in palliative care and establish traineeships for individuals preparing for advanced education nursing degrees, social work degrees, or advanced degrees in physician assistant studies in palliative care. HHS may provide support to schools of medicine, schools of osteopathic medicine, teaching hospitals, and graduate medical education programs for training physicians who plan to teach palliative medicine. HHS must: (1) provide Palliative Medicine and Hospice Academic Career Awards to individuals to promote their career development; (2) support entities that operate a Palliative Care and Hospice Education Center; (3) support advanced practice nurses, social workers, physician assistants, pharmacists, chaplains, or students of psychology pursuing an advanced degree in palliative care or related fields; and (4) award grants to schools of nursing, health care facilities, or programs leading to certification as a nurse assistant to train individuals in providing palliative care. The Agency for Healthcare Research and Quality must provide for a national education and awareness campaign to inform patients, families, and health professionals about the benefits of palliative care. The National Institutes of Health must expand national research programs in palliative care.

Long Island Sound Restoration and Stewardship Act This bill reauthorizes the Management Conference of the Long Island Sound Study, the Long Island Sound Stewardship Act of 2006, the Long Island Sound Grants, and Long Island Sound Stewardship Grants through FY2023. The bill amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to direct the Environmental Protection Agency's (EPA) Office of the Management Conference of the Long Island Sound Study to include in studies on strengthening the implementation of the Comprehensive Conservation and Management Plan for Long Island Sound: (1) environmental impacts on the sound watershed; and (2) planning initiatives that identify areas most suitable for various activities in order to reduce conflicts among uses, reduce adverse environmental impacts, facilitate compatible uses, or preserve critical ecosystem services. The office must: (1) develop and implement strategies to increase education and awareness about the ecological health and water quality of the sound; and (2) monitor progress toward meeting the goals, actions, and schedules of the plan. The limit on the federal share for certain grants for projects and studies to help implement the plan is revised by increasing the limit for grants other than citizen involvement and education grants. A federal agency that owns or occupies real property, or carries out activities, within the sound watershed must: (1) participate in regional and subwatershed planning, protection, and restoration activities; and (2) ensure that the property and activities are consistent with the plan to the maximum extent practicable.

National Purple Heart Hall of Honor Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the National Purple Heart Hall of Honor. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2020. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Hall of Honor, Inc., to help finance the construction of a new building and renovation of existing National Purple Heart Hall of Honor facilities.

Affordable Housing Credit Improvement Act of 2017 This bill amends the Internal Revenue Code, with respect to the low-income housing credit, to rename the credit "the affordable housing credit" and make several modifications to the credit. The bill revises tenant eligibility requirements, with respect to: the average income test, income eligibility for rural projects, increased tenant income, student occupancy rules, and tenant voucher payments that are taken into account as rent. The bill revises various requirements to: establish a 4% minimum credit rate for certain projects, permit relocation costs to be taken into account as rehabilitation expenditures, repeal the qualified census tract population cap, require housing credit agencies to make certain determinations regarding community revitalization plans, prohibit local approval and contribution requirements, increase the credit for certain projects designated to serve extremely low-income households, increase the credit for certain bond-financed projects designated by state agencies, increase the population cap for difficult development areas, and eliminate the basis reduction for a property that receives the tax credit for investments in energy property if the affordable housing credit is allowed for the property. The bill also modifies requirements regarding the reconstruction or replacement period after a casualty loss, rights related to building purchases, the prohibition on claiming acquisition credits for properties placed in service in the previous 10 years, foreclosures, and projects that assist Native Americans.

Affirms that the U.S.-Israel economic partnership has benefitted both countries and is a foundational component of the strong alliance. Recognizes that science and technology innovation present promising new frontiers for U.S.-Israel economic cooperation, particularly in light of widespread drought, cybersecurity attacks, and other major challenges impacting the United States. Encourages the President to regularize and expand forums of economic dialogue with Israel and foster public and private sector participation. Supports the exploration of new agreements with Israel, including in the fields of energy, water, agriculture, medicine, neurotechnology, and cybersecurity.

Student Testing Improvement and Accountability Act This bill amends the Elementary and Secondary Education Act of 1965 to reduce the required frequency of student achievement tests in mathematics and reading or language arts. Currently, students must be tested in those areas against state academic content and achievement standards in each of grades three through eight. This bill instead requires that those tests be administered at least once during: (1) grades 3 through 5, (2) grades 6 through 9, and (3) grades 10 through 12.

Calls on the U.S. government to assist the government of Argentina so that the perpetrators of the attacks on the Israeli embassy in Buenos Aires in 1992 and the Argentine-Israeli Mutual Association in Buenos Aires in 1994 may be brought to justice. Determines that such attacks constitute an affront to humanity and the values of civilized society and remind us that the international community must work together to defeat international terrorism and its state sponsors, such as Iran. Urges the government of Iran to take steps toward fully complying with investigations by the government of Argentina, including immediately providing all available information from the Iranian government regarding such attacks.

Mary Jo Lawyer Spano Mesothelioma Patient Registry Act of 2017 This bill amends the Public Health Service Act to direct the Agency for Toxic Substances and Disease Registry to develop a patient registry to collect data on mesothelioma. The agency must use the registry to: enhance and expand infrastructure and activities for tracking the epidemiology of mesothelioma patients; collect, consolidate, and report on health information on mesothelioma patients; describe the incidence and prevalence of mesothelioma in the United States; facilitate research on mesothelioma; examine factors that may be associated with mesothelioma; outline key demographic factors associated with mesothelioma; and make information available to the public to facilitate and enhance research on, and the prevention and treatment of, mesothelioma.

Juror Non-Discrimination Act of 2017 This bill amends the federal judicial code to prohibit the exclusion of citizens from service as a grand or petit juror in U.S. district courts or the Court of International Trade on account of sexual orientation or gender identity (thereby expanding the current prohibition against exclusion on account of race, color, religion, sex, national origin, or economic status).

Fair Treatment for Families of Veterans Act This bill changes the effective date for reductions or discontinuances of Department of Veterans Affairs dependency and indemnity compensation by reason of the death of a payee from the last day of the month before death to the last day of the month of death. A veteran's surviving spouse who receives both dependency/indemnity compensation and service- or non-service-connected disability/death payments for the month of the veteran's death shall be entitled to the greater of the two payments.

Preventing Animal Cruelty and Torture Act or the PACT Act This bill amends the federal criminal code to revise and expand provisions with respect to animal crushing. It retains existing criminal offenses that prohibit knowingly creating or distributing an animal crush video using interstate commerce. The bill also adds a new provision to criminalize an intentional act of animal crushing. A violator is subject to criminal penalties—a fine, a prison term of up to seven years, or both. It provides additional exceptions for conduct, or a video of conduct, including conduct that is: (1) medical or scientific research, (2) necessary to protect the life or property of a person, (3) performed as part of euthanizing an animal, or (4) unintentional.

Shark Fin Sales Elimination Act of 2017 This bill makes it illegal to possess, buy, or sell shark fins or any product containing shark fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act.

Recognizes that Robert Levinson is the longest held U.S. civilian in U.S. history. Notes that repeated pledges by Iranian officials to provide their government's assistance have not led to any meaningful progress in locating or returning him. Urges the government of Iran to take meaningful steps towards fulfilling its promises to assist in locating and returning Levinson, including immediately providing all information from all entities of such government regarding his disappearance. Urges the President and U.S. allies to continue to press the Iranian government to locate and return Levinson, notwithstanding disagreements with Iran on a broad array of issues, including Iran's ballistic missile program, sponsorship of international terrorism, and human rights abuses. Notes that further delay in locating and returning Levinson remains a significant obstacle to improving U.S.-Iran relations. Expresses sympathy to Levinson's family and expresses hope that their ordeal can be brought to an end in the near future.

Cold War Service Medal Act This bill authorizes the military department concerned to issue the Cold War Service Medal to members of the Armed Forces who: (1) served on active duty for at least 24 consecutive months during the Cold War (September 2, 1945, through December 26, 1991), (2) were deployed outside the continental United States for at least 30 days during such period, (3) were members of a reserve component of the Armed Forces and were called or ordered to active duty to participate in exercises or operations directly related to the Cold War, or (4) performed other Cold War service as DOD may prescribe. Any such person who is already discharged or released from the Armed Forces shall be eligible only if the discharge or release was under honorable conditions.

Dog and Cat Meat Trade Prohibition Act of 2017 This bill amends the Animal Welfare Act to prohibit people from knowingly slaughtering a dog or cat for human consumption. In addition, the bill prohibits people from knowingly transporting, possessing, buying, selling, or donating: (1) a dog or cat to be slaughtered for human consumption, or (2) dog or cat parts for human consumption. The bill subjects a violator to imprisonment for up to a year, a fine, or both. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States.

This bill amends title XVIII (Medicare) of the Social Security Act to prohibit the application of Medicare competitive acquisition rates to complex rehabilitative wheelchairs and accessories. (A competitive bidding program has replaced the use of established fee schedule amounts to determine payments under Medicare for certain durable medical equipment such as wheelchairs.)

RFS Reform Act of 2017 This bill amends the Clean Air Act to revise the renewable fuel standard program. Beginning in 2017, the renewable fuel that is required to be blended into gasoline must be advanced biofuel, which cannot be ethanol derived from corn starch. This bill revises the renewable fuel standards by decreasing the total volume of renewable fuel that must be contained in gasoline sold or introduced into commerce for years 2017 through 2022. The Environmental Protection Agency (EPA) must determine the target amount of cellulosic biofuel to be blended into transportation fuel based on the actual volume of cellulosic biofuel produced in the current year. The EPA must reduce the required volume of renewable fuel in transportation fuel by the same volume of cellulosic biofuel in the fuel. The EPA may not allow gasoline containing greater than 10% ethanol by volume to be introduced into commerce. Waivers that allow gasoline containing a greater percentage of ethanol are nullified.

Renewable Fuel Standard Elimination Act This bill amends the Clean Air Act to repeal the Environmental Protection Agency's renewable fuel program, which requires transportation fuel to contain a minimum volume of renewable fuel.

Battlefield Excellence through Superior Training Practices Act or the BEST Practices Act This bill requires the Department of Defense (DOD), by no later than: (1) October 1, 2020, to complete the development, testing, and validation of human-based training methods for training members of the Armed Forces in the treatment of combat trauma injuries, with the goal of replacing live animal-based training methods; and (2) October 1, 2022, to use only use human-based training methods for such purposes. No animals may be used in such training after the latter date. DOD shall submit an annual report to Congress regarding the development and implementation of the human-based training methods.

Protecting Our Veterans From School Closures Act of 2017 This bill declares that if, as a result of a permanent school closure, a veteran is forced to discontinue a course or did not receive credit, or lost training time, toward completion of the education program, Department of Veterans Affairs educational assistance payments for such discontinued course or program shall not be: (1) charged against the individual's entitlement to educational assistance, or (2) counted against the aggregate period for which such assistance may be provided. The bill applies to courses and programs of education discontinued after August 1, 2016.

Reducing Barriers for Veterans Education Act of 2017 This bill makes an individual who is eligible for educational assistance under the Post-9/11 Educational Assistance program eligible for assistance with the fees for applying to institutions of higher education (IHEs). The amount of such assistance payable to an individual shall be the lesser of: (1) the total application fees charged to the individual by the IHEs, or (2) $750.

Social Security Fairness Act of 2017 This bill amends title II (Old Age, Survivors, and Disability Insurance) (OASDI) of the Social Security Act to repeal the "government pension offset" and the "windfall elimination provision." Under current law, those provisions reduce OASDI benefits for individuals who receive a pension based on earnings in government employment that was not covered under the Social Security program.

United States and Israel Space Cooperation Act This bill directs the National Aeronautics and Space Administration (NASA) to continue to work with the Israel Space Agency in identifying and cooperatively pursuing peaceful space exploration and science initiatives in areas of mutual interest.

Taylor Force Act This bill prohibits certain assistance under the Foreign Assistance Act of 1961 from being made available for the West Bank and Gaza unless the Department of State certifies that the Palestinian Authority: is taking steps to end acts of violence against U.S. and Israeli citizens perpetrated by individuals under its jurisdictional control, such as the March 2016 attack that killed former Army officer Taylor Force; is publicly condemning such acts of violence and is investigating, or cooperating in investigations of, such acts; and has terminated payments for acts of terrorism against U.S. and Israeli citizens to any individual who has been convicted and imprisoned for such acts, to any individual who died committing such acts, and to family members of such an individual.

Veterans Transplant Coverage Act of 2017 This bill authorizes the Department of Veterans Affairs (VA) to: (1) provide for an operation on a live donor to carry out a transplant procedure for an eligible veteran notwithstanding that the live donor may not be eligible for VA health care, and (2) provide for such an operation at a VA or a non-VA facility. The VA shall furnish to such a donor any care or services that may be required before and after conducting such procedure.

Counterterrorism Screening and Assistance Act of 2017 This bill expresses the sense of Congress that: (1) the U.S. government must ensure that capacity-building assistance to combat terrorist travel is coordinated among departments and agencies as well as with foreign implementing partners, and (2) such assistance should be prioritized for the highest-risk countries for travel by terrorists and foreign fighters. The Department of State shall submit to Congress biennially a foreign partner engagement plan that catalogues existing capacity-building initiatives abroad to combat travel by terrorists and foreign fighters and identifies areas for adjustment to align efforts with risk-based priorities. The Department of Homeland Security (DHS) and the State Department shall accelerate the provision of appropriate versions of the following systems to foreign governments: U.S. Customs and Border Protection's global travel targeting and analysis systems; and the State Department's watchlisting, identification, and screening systems. DHS may provide, with specified exceptions, excess DHS nonlethal equipment and supplies (as well as related training) to a foreign government if that would: further U.S. homeland security interests; and enhance the recipient government's capacity to mitigate the threat of terrorism, infectious disease or natural disaster, protect lawful trade and travel, or enforce intellectual property rights. DHS shall: notify Congress before providing such systems, equipment, or supplies; and report to Congress annually through 2022 regarding foreign government efforts to combat terrorist and foreign fighter travel. The State Department may suspend non-humanitarian, non-trade-related foreign assistance to a foreign country identified in such a report as a country to which the minimum standards for serious and sustained efforts to combat terrorist and foreign fighter travel are applicable but whose government is not fully complying with such standards and is not making significant efforts to bring itself into compliance.
