Non-Discrimination of Israel in Labeling Act This bill requires that, for purposes of marking imported articles and containers under the Tariff Act of 1930, every article of origin from the geographical area known as the West Bank (or its container) imported into the United States shall include the words: "West Bank" in the case of an article of an area in the West Bank not administered by Israel; and "Israel," "Made in Israel," or "Product of Israel" in the case of an article of an area in the West Bank administered by Israel. Every article of origin from the geographical area known as the Gaza Strip (or its container) imported into the United States shall include the words "Gaza" or "Gaza Strip." Neither the Department of the Treasury nor any other federal department or agency may prohibit the use of any of such markings for purposes of satisfying the Tariff Act of 1930.

Protecting Our Security Through Utilizing Right-Sized End-Strength Act of 2016 or the POSTURE Act This bill expresses the sense of Congress that given the uncertain world and the need for trained and ready U.S. land force, the planned drawdown of land forces should be stopped. The bill sets forth: FY2016 Army, Marine Corps, and Selected Reserve strength levels; and Army, Navy, Marine Corps, and Air Force permanent active duty end strength minimum levels. Any proposal to lower the end strength levels established by this Act must first be approved by Congress through enactment of a law to that effect.

PLO Accountability Act This bill expresses the sense of Congress concerning the participation of the Palestine Liberation Organization (PLO) and the Palestinian Authority (PA) in the peace process and adherence to diplomatic agreements with Israel, PA support for an International Criminal Court investigation of Israel, and the presence of a PLO office in Washington, DC. The Anti-Terrorism Act of 1987 is amended to authorize the President to waive for up to six months the prohibition against establishment or maintenance of a PLO office, headquarters, premises, or other facilities within U.S. jurisdiction, if the President certifies to Congress that the Palestinians have entered into a final negotiated peace agreement with, and have ceased hostilities against, Israel or that: the Palestinians have not, on or after April 1, 2015, obtained state standing in the United Nations or any specialized agency thereof outside an agreement negotiated between Israel and the Palestinians; the Palestinians have officially ceased to be members of the ICC and have withdrawn from the Rome Statute; any ICC investigation against Israel initiated by, or on behalf of, the Palestinians has been withdrawn and terminated; the PLO and the PA no longer provide financial awards or salaries to Palestinians imprisoned in Israel for terrorist attacks, or to their families; and the PLO and the PA no longer engage in a pattern of incitement against the United States or Israel.

Combating BDS Act of 2016 This bill authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of its assets in: (1) an entity that such government determines, using credible information available to the public, engages in a commerce or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with, such an entity. Such government shall provide written notice to such an entity before applying such a measure. Such a measure by a state or local government is not preempted by any federal law or regulation. The bill applies to measures adopted by a state or local government before, on, or after the date of this Act's enactment. The bill amends the Investment Company Act of 1940 to prohibit any person from bringing any civil, criminal, or administrative action against any registered investment company, or any officer or employee thereof, based solely upon such company divesting from, or avoiding investing in, securities issued by persons that such company determines, using credible information available to the public, engage in commerce or investment-related boycotts, divestments, or sanctions activities targeting Israel.

This bill authorizes the Department of Veterans Affairs (VA) to establish the PFC Joseph P. Dwyer Veteran Peer Support program to make grants to eligible entities for peer-to-peer mental health programs for veterans. "Eligible entity" means: (1) a nonprofit organization having historically served the mental health needs of veterans; (2) a congressionally chartered veteran service organization; or (3) a state, local, or tribal veteran service agency, director, or commissioner. The VA shall establish an advisory committee to create appropriate program standards.

Long Island Aviation History Act This bill directs the Department of the Interior to conduct a special resource study of the aviation history of Long Island, with a particular focus on the Hempstead Plains, the areas surrounding Suffolk County Air Force Base, the hamlet of Bethpage, the hamlet of Port Washington, and the village of Farmingdale.

State Sanctions Against Iranian Terrorism Act This bill amends the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 to specify that a state may, in addition to limiting investment in Iran's energy sector, prohibit or limit any person from engaging in specified investment activities in Iran. A state may also enter into interstate compacts to prohibit or limit such financial activities. Enforcement of such measures may include the imposition of disclosure and transparency requirements. The description of "investment activities" is revised to: (1) reduce the threshold for financial involvement from $20 million to $10 million; and (2) include, in addition to the energy sector, involvement in a business enterprise in Iran, including an entity owned or controlled by the Iranian government. The bill declares that a state or local government measure authorized pursuant to the Act is: (1) authorized and not preempted by any federal law or regulation, or any policy, agreement, or exercise of waiver authority of the executive branch; and (2) is consistent with U.S. federal policy, including U.S. foreign policy. A state or local government may enforce a measure adopted before the enactment of this Act that: (1) provides for the divestment of state or local assets from, or prohibits the investment of those assets in, any person that engages in investment activities in Iran or other business activities in Iran identified in the measure; or (2) prohibits or limits any person from engaging in investment activities in Iran.

Enhancing Overseas Traveler Vetting Act This bill authorizes the Department of Homeland Security and the Department of State to: develop open-source software based on U.S. Customs and Border Protection's global travel targeting and analysis systems and the State Department's watchlisting, identification, and screening systems to facilitate the vetting of travelers against terrorist watchlists and law enforcement databases, enhance border management, and improve targeting and analysis; and make such software and any related technical assistance or training available to foreign governments or multilateral organizations for such purposes.

Ending Iran's Nuclear Weapon Program Before Sanctions Relief Act of 2016 This bill requires the Director of National Intelligence (DNI) to report to Congress on the military dimensions of Iran's nuclear program. The U.S. government shall not provide any sanctions relief to Iran until 90 days after: (1) the report's submission; (2) the DNI, the Department of Energy, the Department of State, and the Department of Defense certify jointly to Congress that Iran has ended all military dimensions of its nuclear program; and (3) a joint resolution has been enacted into law approving such sanctions relief.

Counterterrorism Screening and Assistance Act of 2016 This bill expresses the sense of Congress that: (1) the U.S. government must ensure that capacity-building assistance to combat terrorist travel is coordinated among departments and agencies as well as with foreign implementing partners, and (2) such assistance should be prioritized for the highest-risk countries for travel by terrorists and foreign fighters. The Department of State shall submit to Congress biennially a foreign partner engagement plan that catalogues existing capacity-building initiatives abroad to combat travel by terrorists and foreign fighters and identifies areas for adjustment to align efforts with risk-based priorities. The Department of Homeland Security (DHS) and the State Department shall accelerate the provision of appropriate versions of the following systems to foreign governments: U.S. Customs and Border Protection's Automated Targeting System--Global, and the State Department's Personal Identification Secure Comparison and Evaluation System. DHS may provide, with specified exceptions, excess DHS nonlethal equipment and supplies (as well as related training) to a foreign government if that would: further U.S. homeland security interests; or enhance the recipient government's capacity to mitigate the threat of terrorism, infectious disease or natural disaster, protect lawful trade and travel, or enforce intellectual property rights. DHS shall: notify Congress before providing such systems, equipment, or supplies; and report to Congress annually through 2021 regarding foreign government efforts to combat terrorist and foreign fighter travel.

Establishes in the House of Representatives the Select Committee on Oversight of the Joint Comprehensive Plan of Action to conduct comprehensive oversight and investigate compliance of the Joint Comprehensive Plan of Action (JCPOA) and issue annual reports of its findings to the House regarding: all enrichment activities, including relevant limitations pertaining to uranium enrichment levels, centrifuge capacity, and related research and development; all international collaborative partnerships formed and the agreed upon research interests; all uranium stockpile levels, including enrichment levels as well as the amount and price of any excess uranium sold to international buyers; all International Atomic Energy Agency oversight activities relating to the JCPOA, including the effectiveness of relevant inspections into JCPOA tenants; compliance with all enacted international and domestic sanctions, including potential violations of relevant sanctions; all financial transactions including establishment of banking relationships, trade in gold and precious metals, and investment in Iran's oil, gas, and petrochemical sectors; all research and development of missile technology and the acquisition of relevant technology from international partners; and all acquisition of conventional weaponry by the Iranian regime.

Cuban Immigrant Work Opportunity Act of 2015 This bill makes Cuban nationals who enter the United States on or after the date of enactment of this Act ineligible for refugee/parolee assistance under the Refugee Education Assistance Act of 1980. Conforming amendments are made to the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 and the Immigration and Nationality Act. The Inspector General of the Social Security Administration shall report to Congress describing methods for enforcing the loss of Supplemental Security Income eligibility by persons who are absent from the United States for at least one month.

Guard and Reserve Equal Access to Health Act This bill directs the military department concerned to provide a physical examination to each requesting member of a reserve component who will not otherwise receive one through that department. The military department concerned shall: (1) provide such examination during the 90-day period before such member's scheduled date of separation, and (2) give the member a record of the examination. A member shall not be entitled to transitional health care benefits through his or her department solely by reason of being given such examination.

Quarantining the Ayatollah's State-Sponsored Aggression and Militancy (QASSAM) Act This bill directs the President to block all property and property interest transactions of an entity that is U.S-located or controlled by a U.S. person if it is at least 20% owned by Iran's Revolutionary Guard Corps (IRGC), regardless of whether the entity itself is included on the list of specially designated nationals and blocked persons maintained by the Department of the Treasury Office of Foreign Assets Control. Treasury shall establish and publish in the Federal Register a list of each entity with respect to which the IRGC: owns any interest that is less than 20%; or does not own any interest but maintains a presence on the board of directors or otherwise influences the entity's actions, policies, or personnel decisions. The Iran Threat Reduction and Syria Human Rights Act of 2012 is amended to express the sense of Congress that the United States should support any state or local government that for moral, prudential, or reputational reasons divests from, or prohibits the investment of its assets in, any person that engages in investment or business activities with the IRGC or IRGC-related companies, as long as the IRGC is subject to U.S. economic sanctions. A state or local government may adopt and enforce specified divestment or investment prohibition measures. It is the sense of Congress that a state or local government should not adopt such a measure against a person unless it has made every effort to avoid erroneously targeting such person.

Protect America Act of 2015 Preventing Terrorists From Obtaining Firearms Act of 2015 This bill amends the federal criminal code to require the Department of Justice (DOJ), after receiving notice of a request to transfer a firearm to a known or suspected terrorist, to: (1) confirm the identity of the prospective transferee and confirm or rule out a connection to terrorism, (2) notify relevant law enforcement or intelligence agencies, and (3) determine whether the prospective transferee is the subject of an ongoing terrorism investigation. It authorizes DOJ or a U.S. Attorney's Office to delay for up to 72 hours and file an emergency petition to prohibit the firearm transfer. Preventing Terrorists From Obtaining Explosives Act of 2015 If DOJ receives an application for an explosives permit or license from a known or suspected terrorist, it must: (1) confirm the identity of the applicant and confirm or rule out a connection to terrorism, (2) notify relevant law enforcement or intelligence agencies, and (3) determine whether the applicant is the subject of an ongoing terrorism investigation. It authorizes DOJ or a U.S. Attorney's Office to delay for up to 90 days and file an emergency petition to prohibit the approval of the application. The bill requires DOJ to review the terrorist watch and no-fly lists and remove the name of any person whose name was erroneously placed on such lists.

Recognizes that science and technology innovation present new frontiers for U.S.-Israel economic cooperation, particularly in light of widespread drought, cybersecurity attacks, and other major challenges impacting the United States. Encourages the Administration to expand forums of economic dialogue with Israel. Supports the exploration of new agreements with Israel, including in the fields of energy, water, agriculture, medicine, neurotechnology and cybersecurity.

This bill makes permanent the Land and Water Conservation Fund (LWCF). Of the appropriations from the LWCF: (1) at least 40% shall be used collectively for federal purposes for certain land and water acquisitions (as currently); (2) at least 40% shall be used collectively to provide financial assistance to states for LWCF purposes and for outdoor recreation, for the Forest Legacy Program, for cooperative endangered species grants, and for the American Battlefield Protection Program; and (3) at least 1.5% or $10 million, whichever is greater, shall be used for projects that secure recreational public access to federal public land for hunting, fishing, or other recreational purposes. The Department of the Interior and the Department of Agriculture shall consider the acquisition of conservation easements and other similar interests in land where it is appropriate and feasible, taking specified considerations into account. The bill establishes a National Park Service Critical Maintenance and Revitalization Conservation Fund in the Treasury for the deposit of specified amounts from revenues due and payable to the United States under the Outer Continental Shelf Lands Act. Amounts deposited in the Fund shall: (1) be used only for the high priority deferred maintenance needs of the National Park Service that support critical infrastructure and visitor services, and (2) be available for expenditure only after amounts are appropriated for such purposes. Amounts in the Fund shall not be used for acquiring land.

Reaffirms: (1) the commitment of Congress to stopping Iran's sponsorship of terrorism and human rights violations; and (2) the legislative intent of Congress that the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 was enacted to deter illicit Iranian behavior, including sponsorship of terrorism and human rights violations. Supports state and local government sanctions targeting Iran's illicit activity, including divestment of assets from companies investing in Iran and prohibition of investment of state and local assets in any person engaging in investment activities in Iran.

Fair Treatment for Families of Veterans Act This bill revises the effective date for reductions or discontinuances of Department of Veterans Affairs compensation, dependency and indemnity compensation, and pensions by reason of marriage, remarriage, or death. The effective date is changed from the last day of the month before a marriage, remarriage, or death occurs to the last day of the month during which the event occurs.

American Security Against Foreign Enemies Act of 2015 or the American SAFE Act of 2015 This bill requires that, in addition to the Department of Homeland Security (DHS) screening, the Federal Bureau of Investigation (FBI) shall take all actions necessary to ensure that each covered alien receives a background investigation before U.S. refugee admission. A "covered alien" is any alien applying for U.S. refugee admission who: is a national or resident of Iraq or Syria, has no nationality and whose last habitual residence was in Iraq or Syria, or has been present in Iraq or Syria at any time on or after March 1, 2011. A covered alien: may not be admitted as a refugee until the FBI certifies to DHS and the Director of National Intelligence (DNI) that he or she has received a background investigation sufficient to determine whether the alien is a U.S. security threat; and may only be admitted to the United States after DHS, with the unanimous concurrence of the FBI and the DNI, certifies to Congress that he or she is not such a threat. The Inspector General of DHS shall conduct annual risk-based reviews of all certifications. DHS shall report monthly to Congress on the total number of admission applications for which a certification was made and the number of covered aliens for whom such a certification was not made for the preceding month. The report shall include for each covered alien for whom a certification was not made the concurrence or nonconcurrence of each person whose concurrence was required by the certification.

States' Right of Refugee Refusal Act of 2015 This bill prohibits the Office of Refugee Resettlement or the federal agency administering refugee resettlement from resettling or coordinating placement of any refugee in a state whose government has communicated to the Office that the state government does not accede to such resettlement or placement.

Defund the Syrian Refugee Resettlement Program Act of 2015 This bill prohibits federal funds from being obligated for the U.S. refugee admission of any alien who is a national of Syria or whose last habitual residence was in Syria during the period that the civil war in Syria is ongoing, as determined by the Department of Homeland Security.

This bill prohibits the obligation of federal funds for the U.S. refugee admission of any alien: (1) whose country of nationality is Syria, or (2) who has no nationality but who last habitually resided in Syria. Such prohibition shall terminate only upon the approval in the House of Representatives and in the Senate of a resolution of termination.

American Security Against Foreign Enemies Act of 2015 or the American SAFE Act of 2015 This bill prohibits a covered refugee from being admitted to the United States until the Department of Homeland Security (DHS) certifies to Congress that such individual is not a security threat to the United States. The Inspector General of DHS shall review 20% of all such certifications each fiscal year. The term "covered refugee" is defined as any alien applying for refugee status who is: (1) a national or resident of Iraq or Syria, or (2) present in Iraq or Syria at any time while the application for refugee status is pending. The Federal Bureau of Investigation (FBI) shall take actions to ensure that each covered refugee receives a thorough background investigation prior to admission. A covered refugee may not be admitted until the FBI certifies that such covered refugee has received such an investigation.

Support Our Military Caregivers Act This bill permits an individual to elect to have an independent contractor perform an external clinical review of any of the following: a Department of Veterans Affairs (VA) denial of an individual's application to be a caregiver or family caregiver eligible for VA benefits; with respect to an approved application, a VA determination of the level or amount of personal care services that a veteran requires; a request by a caregiver or family caregiver for a reconsideration of the level or amount of personal care services that a veteran requires based on post-application changes; and a revocation of benefits by the VA. The VA shall ensure that each external clinical review is completed and the individual is notified in writing of the results within 120 days of the election.

Department of Veterans Affairs Veterans Education Relief and Restoration Act of 2015 This bill declares that, if a veteran is forced to discontinue a course as a result of a a permanent school closure and did not receive credit or lost training time toward completion of the education program, Department of Veterans Affairs (VA) educational assistance payments shall not, for a specified period of time, be: charged against the individual's entitlement to educational assistance, or counted against the aggregate period for which such assistance may be provided. The bill applies to courses and programs of education discontinued beginning with FY2015. The VA may continue to pay educational assistance and subsistence allowances to eligible veterans and eligible persons enrolled in specified courses for up to 4 weeks in any 12-month period when schools are temporarily closed under an established policy based on an executive order of the President or due to an emergency situation. The VA may also continue to pay a monthly housing stipend following a permanent school closure, but only until the earlier of: (1) the date of the end of the term, quarter, or semester during which the school closure occurred; and (2) the date that is four months after the school closure.

Office of Strategic Services Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the presentation of a Congressional Gold Medal to the members of the Office of Strategic Services in recognition of their service and contributions during World War II.

Muslim Brotherhood Terrorist Designation Act of 2015 Expresses the sense of Congress that: (1) the Muslim Brotherhood has met the criteria for designation as a foreign terrorist organization, and (2) the Department of State should so designate it. Requires the State Department to report to Congress within 60 days whether the Muslim Brotherhood meets the criteria for foreign terrorist designation and, if not, which criteria have not been met.

Disaster Assistance Equity Act of 2015 This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to modify the definition of "private nonprofit facility" to include any facilities (including roads, bridges, sewer systems, and other critical community infrastructure) owned or operated by a common interest community that provide essential services of a governmental nature. The bill also defines additional terms under such Act, including "condominium" and "housing cooperative." "Common interest community" is defined as: (1) any nonprofit mandatory membership organization comprised of owners of real estate (other than a condominium or housing cooperative) described in a declaration or created pursuant to a covenant or other applicable law with respect to which a person, by virtue of the person's ownership of a unit, is obligated to pay for a share of real estate taxes, insurance premiums, maintenance or improvement of, or services or other expenses related to, common elements, other units, or any other real estate other than the unit described in the declaration; and (2) a condominium project that is comprised entirely of detached single family units or that is comprised of four or more multi-unit housing structures and that owns or operates facilities that provide essential services of a governmental nature. The bill amends such Act to provide that for purposes of the provision of federal disaster assistance with respect to residential elements that are the legal responsibility of an association for a condominium or housing cooperative, the terms "individual" or "household" include the association. The President must determine the maximum amount of assistance that any such association may receive under such Act for a single disaster.

Justice Against Sponsors of Terrorism Act This bill amends the federal judicial code to narrow the scope of foreign sovereign immunity by authorizing U.S. courts to hear cases involving claims against a foreign state for injuries, death, or damages that occur inside the United States as a result of a tort, including an act of terrorism, committed anywhere by a foreign state or official. It amends the federal criminal code to permit civil claims against a foreign state or official for injuries, death, or damages from an act of international terrorism. Additionally, the bill authorizes federal courts to exercise personal jurisdiction over and impose liability on a person who commits, or aids, abets, or conspires to commit, an act of international terrorism against a U.S. national.

Expresses support for the recent terrorism victims and their families in Israel, the people of Israel, and the government of Israel. Condemns terrorism committed under the auspices of the Palestinian Authority (PA), and calls on Palestinian leaders to cease supporting or allowing terrorist activities in Israel. Urges the President to condemn the attacks carried out against innocent Israelis and freeze U.S. funding to the PA until their leaders openly increase efforts to end their incitement of violence. Expresses concern about the use of national security waivers to continue supplying aid to the PA. Demands as a condition of continued U.S. aid that the President re-certify that the PA government and all its ministers have publicly accepted and are complying with the principles which demand the recognition of Israel's right to exist and the acceptance of previous Israeli-Palestinian agreements.

Mental Health and Safe Communities Act of 2015 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Department of Justice (DOJ) to award grants for: (1) mental health programs and related law enforcement and corrections programs, (2) state compliance with federal mental health records requirements, (3) court-ordered assisted outpatient treatment, (4) pretrial screening and supervision, (5) behavioral health assessments and intervention, (6) forensic assertive community treatment, and (7) the establishment of a National Criminal Justice and Mental Health Training and Technical Assistance Center. In addition, the bill expands the purposes for which grant funds may be used under existing programs related to: (1) public safety and community policing, (2) staffing for adequate fire and emergency response, (3) school security, and (4) residential substance abuse treatment for inmates. DOJ must establish a pilot program to determine the effectiveness of diverting eligible offenders to drug or mental health courts. Each of the federal uniformed services must be provided specialized mental health training. With respect to an existing grant program for drug treatment alternatives to incarceration, the bill revises program requirements and expands the program to also cover mental health treatment alternatives. Comprehensive Justice and Mental Health Act of 2015 DOJ is further authorized to award grants: (1) for sequential intercept mapping, which is aimed at minimizing criminal justice involvement for individuals with mental illness; (2) for various programs related to the behavioral health of veterans; (3) to assist correctional facilities in addressing the needs of inmates with mental illness; and (4) to train law enforcement in responding to situations involving individuals with mental illness. The bill revises the definition of "preliminarily qualified offenders" who must be targeted by certain grant-funded collaboration programs between mental health and justice agencies. The bill reauthorizes through FY2020 and revises the National Instant Criminal Background Check System (NICS) Improvement Amendments Act of 2007. Current law prohibits the sale or disposition of a firearm or ammunition to any person who has been adjudicated as a mental defective or committed to a mental institution. The bill instead prohibits such a sale or disposition to any person who has been adjudicated mentally incompetent or committed to a psychiatric hospital, as defined by the bill. The bill also establishes: (1) procedures for administrative review of a determination that a person has been adjudicated mentally incompetent or committed to a psychiatric hospital, and (2) conditions for removal of records from NICS. The bill reauthorizes through FY2020 the following: (1) adult and juvenile collaboration programs, and (2) mental health courts and qualified drug treatment programs.

Reach Every Mother and Child Act of 2015 This bill directs the President to: establish a five-year strategy to achieve, with target countries and donors, the goal of ending preventable maternal, newborn, and child deaths globally and ensure healthy and productive lives within a generation; and provide assistance to implement the strategy. The President shall designate a current U.S. Agency for International Development (USAID) employee serving in the Senior Executive Service or at the level of a Deputy Assistant Administrator or higher to serve concurrently as the Maternal and Child Survival Coordinator, who shall be responsible for: overseeing such strategy, and all U.S. government funds appropriated or used for international maternal and child health and nutrition programs. The U.S. government, through USAID and other relevant executive branch agencies, should identify and remove financial barriers to strengthen access to delivery systems for vulnerable and marginalized populations by leveraging public and private capital to expand delivery of interventions for maternal, newborn, and child health.

IRGC Terrorist Sanctions Act of 2015 This bill directs the Department of the Treasury to report to Congress on: whether Iran's Islamic Revolutionary Guard Corps (IRGC) meets the requirements for designation as a terrorist entity, whether an entity whose board of directors is controlled by members of the IRGC or by representatives of entities controlled by members of the IRGC is considered to be an entity controlled by the government of Iran, and factors used to determine control and a controlling interest.

Earnings Contingent Education Loans Act of 2015 or the ExCEL Act of 2015 This bill amends the Higher Education Act of 1965 to replace several existing federal student loan programs with a single repayment plan that caps annual debt repayments based on the borrower's income. The bill terminates the authority of the Department of Education (ED) to make federal Direct Stafford Loans, Direct Unsubsidized Stafford Loans, and Direct PLUS loans, subject to exceptions for existing student borrowers, PLUS loans made to parents of undergraduates, and Direct Consolidation Loans. To replace the programs, the bill establishes the Income Dependent Education Assistance (IDEA) Loan Program and the IDEA Loan Repayment Program, which limit annual repayments based on the borrower's income and prohibit the accrual of interest on loans for active duty service members. Loans under the program are not eligible for the federal public service loan forgiveness program. ED must provide through the Internet a tool to enable borrowers to make payments and access specified details regarding loans. The bill amends the Social Security Act (SSAct) to provide ED with access to information in the National Directory of New Hires to determine when borrowers are hired and remind them of their repayment status and obligation to provide accurate employment information. The bill amends the Internal Revenue Code to require: (1) reporting on W-2 forms the total amount deducted and withheld under the IDEA Loan Repayment Program, and (2) the Department of the Treasury to disclose to ED tax return information necessary to carry out the IDEA Loan Repayment Program.

Refugee Resettlement Oversight and Security Act of 2015 This bill amends the Immigration and Nationality Act to require the President, after appropriate consultation with certain congressional committees, to recommend to Congress the number of refugees who may be admitted into the United States in a fiscal year. Except in the case of an unforeseen emergency refugee situation, no refugees may be admitted in a fiscal year until Congress enacts a joint resolution setting the number of refugees who may be admitted in that fiscal year. In determining an alien's admissibility on security and related grounds the Department of Homeland Security shall consult with the Director of National Intelligence and the Federal Bureau of Investigation. Beginning in FY2016 and ending in FY2020, the President, when considering the admission of refugees who are nationals or citizens of Iraq or Syria, shall give priority to members of a persecuted religious minority. The Government Accountability Office shall report to Congress on the effectiveness of the refugee screening process in protecting U.S. security.

This bill prohibits the President, prior to January 21, 2017, from: limiting the application of specified sanctions on Iran or refraining from applying any such sanctions; or removing a foreign person (including entities) listed in Attachments 3 or 4 to Annex II of the Joint Comprehensive Plan of Action (JCPA) from the list of designated nationals and blocked persons maintained by the Office of Foreign Assets Control of the Department of the Treasury. The sanctions are those contained in: sections 4 through 7.9 of Annex II of the JCPA; and any other agreement related to Iran's nuclear program that includes the United States, commits the United States to take action, or pursuant to which the United States commits or otherwise agrees to take action, regardless of the form it takes, whether a political commitment or otherwise, and regardless of whether the agreement is legally binding or not. The Joint Comprehensive Plan of Action is the agreement signed at Vienna on July 14, 2015, by Iran and by China, France, Germany, the Russian Federation, the United Kingdom, and the United States, with the High Representative of the European Union for Foreign Affairs and Security Policy, and all implementing materials and agreements related to the JCPA.

Declares that: the atrocities committed against Christians and other ethnic and religious minorities targeted specifically for religious reasons are crimes against humanity and genocide; each of the Contracting Parties to the United Nations Convention on the Prevention and Punishment of the Crime of Genocide and other international agreements forbidding war crimes and crimes against humanity, particularly the governments of countries and their nationals who are in any way supporting these crimes, are reminded of their legal obligations under the Convention and these international agreements; the United Nations (U.N.) and the Secretary-General are called upon to assert leadership by calling the atrocities war crimes, crimes against humanity, and genocide; the member states of the U.N., with an appeal to the Arab States that wish to uphold religious freedom and justice, should collaborate on measures to prevent further war crimes, crimes against humanity, and genocide, and collaborate on the establishment of tribunals to punish those responsible for the ongoing crimes; the governments of the Kurdistan Region of Iraq, the Hashemite Kingdom of Jordan, the Lebanese Republic, and other countries are commended for having undertaken to shelter and protect those fleeing extremist violence; and those who force the migration of religious communities from their ancestral homelands, including specifically the Nineveh Plain and Mount Sinjar, should be prosecuted in accordance with the laws of the place where their crimes were committed and under applicable international criminal statutes and conventions.

Declares that: the President has not complied with provisions of the Iran Nuclear Agreement Review Act of 2015 requiring transmission to Congress of nuclear agreements with Iran and related verification assessments because the communication from the President did not constitute the agreement as defined by the Atomic Energy Act of 1954; and the period for review by Congress of nuclear agreements with Iran under the Atomic Energy Act of 1954 has not commenced because the agreement has not yet been transmitted to the appropriate congressional committees and leadership.

Childhood Cancer Survivorship, Treatment, Access, and Research Act of 2015 or the Childhood Cancer STAR Act This bill amends the Public Health Service Act to permit the National Institutes of Health (NIH) to provide support to collect the medical specimens and information of children, adolescents, and young adults with cancer to improve the understanding of these cancers and of the effects of treatment. The national childhood cancer registry is reauthorized through FY2020 and revised to require the Centers for Disease Control and Prevention to award grants to states to improve tracking of childhood cancers. This bill amends the Federal Food, Drug, and Cosmetic Act to require manufacturers and distributors of investigational drugs to publish policies for compassionate use of the drugs. The Department of Health and Human Services must: (1) support pilot programs to develop or study models for monitoring and caring for childhood cancer survivors throughout their lives, (2) convene a Workforce Development Collaborative on Medical and Psychosocial Care for Pediatric Cancer Survivors, (3) establish a task force on standards for high-quality childhood cancer survivorship care, and (4) carry out a demonstration project to improve care coordination as childhood cancer survivors transition to adult care. The NIH must support research on: (1) outcomes for, and barriers faced by, pediatric cancer survivors within minority or medically underserved populations; and (2) follow-up care for pediatric cancer survivors, including research on the late effects of cancer treatment and long-term complications. The Government Accountability Office must make recommendations to address barriers to childhood cancer survivors obtaining and paying for adequate medical care.

Transnational Drug Trafficking Act of 2015 Amends the Controlled Substances Import and Export Act to prohibit the manufacture or distribution of a controlled substance in schedule I or II, flunitrazepam, or a listed chemical by individuals having reasonable cause to believe that such substance or chemical will be unlawfully imported into the United States or into waters within 12 miles of the U.S. coast. Prohibits the manufacture or distribution of a listed chemical: (1) intending or knowing that it will be used to manufacture a controlled substance; and (2) intending, knowing, or having reasonable cause to believe that the substance will be unlawfully imported into the United States. Amends the federal criminal code to revise the prohibition against, and penalties for, intentionally trafficking in a counterfeit drug to apply to intentionally trafficking in a drug and knowingly using a counterfeit mark on or in connection with such drug.

Agent Orange Extension Act of 2015 This bill extends for two years the Department of Veterans Affairs (VA) presumption of service connection for diseases associated with exposure to certain herbicides, including Agent Orange, with respect to veterans who served in the Republic of Vietnam between January 9, 1962, and May 7, 1975. The Agent Orange Act of 1991 is amended to extend for two years the authority of the VA to enter into an agreement with the National Academy of Sciences to evaluate the scientific evidence regarding associations between diseases and exposure to dioxin and other chemical compounds in herbicides, including the association between exposure to a herbicide used in U.S. and allied military operations in the Republic of Vietnam during the Vietnam era and each disease suspected to be associated with such exposure.

Resettlement Accountability National Security Act of 2015 This bill prohibits the admission of refugees into the United States until Congress passes a joint resolution giving the Department of Homeland Security authority to resume admitting refugees. Requires the Government Accountability Office to report to Congress on refugees who received benefits under any of the following programs: Medicare, Medicaid, disability insurance under title II of the Social Security Act, the supplemental nutrition assistance program (SNAP, formerly the food stamp program), and section 8 rental assistance.
