Repeals provisions of the Tax Reform Act of 1986 that restrict the types of scholarships and fellowship grants that may be excluded from gross income for income tax purposes. Amends the Internal Revenue Code to allow an income tax deduction for interest on a qualified educational loan incurred to pay the educational expenses of the taxpayer, spouse, or dependent.

Expresses the sense of the House of Representatives that the United States should: (1) continue to send immediate fuel and humanitarian assistance to help Armenia and its economy and continue to withhold all U.S. assistance to Azerbaijan until Azerbaijan lifts its blockade and other uses of force against Armenia and Nagorno Karabagh; (2) promote a lasting and equitable resolution to the conflict within the United Nations and the Conference on Security and Cooperation in Europe; (3) promote the full participation of the representatives of Nagorno Karabagh in all negotiations concerning this conflict; (4) encourage Turkey to play a neutral role in helping to promote an equitable resolution to this crisis; and (5) condemn the continuing blockade of Armenia and Karabagh and demand the immediate lifting of the blockade and the opening of corridors to facilitate the delivery of humanitarian goods to Armenia.

TABLE OF CONTENTS: Title I: Termination or Suspension of Unfunded Federal Mandates; Consolidation and Simplification of Planning and Reporting Requirements Title II: Commission on Unfunded Federal Mandates Title III: Integrated Federal Assistance Title IV: Estimation of Legislative Impact on State and Local Governments Title V: Regulatory Flexibility Analysis Mandate and Community Assistance Reform Act - Title I: Termination or Suspension of Unfunded Federal Mandates; Consolidation and Simplification of Planning and Reporting Requirements - Requires termination or suspension of an unfunded Federal mandate, or the consolidation or simplification of an associated planning or reporting requirement, upon a recommendation to the Congress to that effect by the Commission on Unfunded Federal Mandates (established by this Act). Provides that all such recommendations shall take effect automatically unless the Congress enacts a joint resolution disapproving such recommendations within 60 days of their submittal. Sets forth guidelines for congressional consideration of the Commission's recommendations. Title II: Commission on Unfunded Federal Mandates - Establishes the Commission on Unfunded Federal Mandates to: (1) investigate and review the role of unfunded Federal mandates in relations among local, State, and Federal governments; and (2) study and make recommendations to the Congress regarding the termination or suspension of unfunded Federal mandates. Authorizes appropriations. Title III: Integrated Federal Assistance - Community Assistance Improvement Act of 1992 - Provide for payments to local governments of amounts available under a covered Federal assistance program for use in accordance with an integrated assistance plan approved by the Interagency Review Council (establish by this Act). Provides that eligibility for benefits under a covered Federal assistance program included in an approved integrated assistance plan shall be only in accordance with the plan. Details the process for applying for approval of an integrated assistance plan. Specifies application and plan contents. Requires a local government applying for approval of an integrated assistance plan to establish a Community Advisory Committee. Requires the Committee to advise a local government in the development and implementation of its integrated assistance plan. Establishes the Interagency Review Council for the purposes described above. Title IV: Estimation of Legislative Impact on State and Local Governments - Amends the Congressional Budget Act of 1974 to: (1) strike language stating that cost estimates are required only if submitted in a timely manner; (2) require that a cost estimate accompany the conference report of legislation; and (3) require budget reconciliation instructions to direct committees to include in any reconciliation legislation carrying them out a Congressional Budget Office estimate of the total cost of their provision. Title V: Regulatory Flexibility Analysis - Amends the Regulatory Flexibility Act to modify provisions respecting judicial review of agency rules.

Ban on Smoking in Federal Buildings Act - Prohibits smoking in Federal buildings and in any other space owned or leased for use by a Federal agency. Directs the Administrator of General Services (with respect to the executive branch), the Administrative Office of the United States Courts (with respect to the judicial branch), and the House Office Building Commission, the Committee on Rules and Administration of the Senate, and the Architect of the Capitol (with respect to the legislative branch) to take such actions as necessary to institute and enforce such prohibition. Requires the Administrator to report to specified congressional committees with information concerning the degree of compliance with this Act and an assessment of the legal status of smoking in public places. Specifies that nothing in this Act is intended to preempt any provision of State or local law that is more restrictive than a provision of this Act.

Volunteer Protection Act of 1993 - Prescribes circumstances under which volunteers working for nonprofit organizations or government entities shall be immune from personal financial liability for acts on behalf of the organization or entity. Sets forth exceptions and conditions that a State may impose on the granting of such immunity. Requires the Secretary of Health and Human Services to increase by one percent the fiscal year allotment which would otherwise be made to a State to carry out the Social Services Block Grant Program under title XX of the Social Security Act if such State has, within two years, certified to the Secretary that it has enacted a State law which provides such immunity. Provides for the continuation of such increase based on an annual recertification.

TABLE OF CONTENTS: Title I: Joint Budget Resolution Title II: Zero Based Budgeting and Decennial Sunsetting Title III: Spending Caps on the Growth of Entitlements for Fiscal Years 1994 through 2000 Title IV: Balanced Budget by Fiscal Year 2000 Balanced Budget Implementation Act - Title I: Joint Budget Resolution - Amends the Congressional Budget Act of 1974 to reform the budget process by requiring a joint resolution on the budget instead of the concurrent resolution on the budget. Title II: Zero Based Budgeting and Decennial Sunsetting - Terminates spending authority for unearned entitlements and high-cost discretionary spending programs for FY 1994, and discretionary spending programs (not including high-cost programs) for FY 1995, unless such spending is reauthorized after the date of enactment of this Act. Establishes a point of order against legislation that appropriates funds, which may be waived by a three-fifths vote of each House of Congress. Requires the reauthorization of discretionary spending authority and unearned entitlements every ten years beginning in the first decennial census year after 2000. Title III: Spending Caps on the Growth of Entitlements for Fiscal Years 1994 through 2000 - Declares that for FY 1994 through 2000 the total level of entitlement and mandatory spending, excluding social security, shall not exceed the total level for the previous fiscal year increased by the consumer price index and growth in elgible population. Requires sequestration as necessary to reduce spending. Provides for making uniform reductions with limitations. Lists programs and activities exempt from sequestration and provides exceptions, limitations, and special rules. Establishes a point of order against entitlement programs which may be waived by a three-fifths vote of each House. Title IV: Balanced Budget by Fiscal Year 2000 - Requires reduction of the maximum deficit amount to zero by FY 2000. Allows a waiver or suspension on the prohibition on exceeding such amount by a three-fifths vote of both Houses. Allows a waiver or suspension on exceeding the public debt limit by a three-fifths vote of both Houses. Excludes social security from the budget process. Establishes a point of order against any joint resolution on the budget that would decrease the excess of social security revenues over social security outlays, which may be waived by a three-fifths vote of each House. Authorizes the Congress to adopt budget procedures to eliminate the non-social deficit. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require look-back sequestration in the last quarter of each fiscal year.

Mandate Relief Act of 1993 - Requires the Director of the Congressional Budget Office (CBO) to estimate and submit to the Congress the cost which will be incurred by State and local governments in complying with legislation reported by a congressional committee or conference committee and a comparison of such estimate with any available estimate made by such committee or a Federal agency. Amends the Rules of the House of Representative to: (1) require such CBO estimate and comparison to be included in committee reports on the legislation; and (2) make it out of order to consider legislation for which a CBO estimate is required unless the legislation contains a statement that any provisions thereof requiring a State or local government to conduct an activity shall not apply unless the Federal Government has provided amounts to cover the direct costs of such activity to such government.

Amends rule XXI of the Rules of the House of Representatives to make it out of order to consider any measure appropriating amounts for salaries and expenses of the House unless such measure prohibits availability of any such amount for obligation after the end of the fiscal year for which such amount is appropriated. Adds rule LII to require amounts made available to a Member of the House under the Clerk Hire, Official Expenses, and Official Mail Allowances to be used only with respect to the calendar year or session of Congress for which the amounts are made available. Requires any amount remaining after all payments are made under such allowances for the year or session to be submitted to the Treasury to be used for deficit reduction.

Regulatory Flexibility Amendments Act of 1993 - Amends Federal law to eliminate provisions respecting judicial review of Federal agency compliance with regulatory flexibility analysis requirements. Requires an agency to consider the direct and indirect effects of a rule in determining whether or not it is likely to have a significant impact on a substantial number of small entities. Sets forth guidelines governing agency transmittal of proposed rules to the Chief Counsel for Advocacy of the Small Business Administration. Authorizes such official to transmit to the agency a statement of opposition to the proposed rule. Requires publication of such statement and the agency's response in the Federal Register. Expresses the sense of the Congress that such official should be permitted to appear as amicus curiae in any action or case brought in a U.S. court for the purpose of reviewing a rule.

Amends the Internal Revenue Code with respect to the corporate income tax exclusion of contributions to the capital of the taxpayer. Includes as a qualifying contribution any amount of money or property received by a regulated public utility which provides water or sewage disposal services that: (1) is a contribution in aid of construction; (2) meets certain expenditure requirements; and (3) is not included in the taxpayer's rate base. Excludes amounts paid as service charges for starting or stopping services. Determines the depreciation deduction for such property by using the straight line method and provides for a 25-year recovery period.

Government Performance and Results Act of 1993 - Amends Federal law to require the head of each agency to submit to the Director of the Office of Management and Budget (OMB) a strategic plan for performance goals of program activities. Requires the inclusion of performance plans in the President's budget. Directs the Director to require each agency to prepare annual performance plans covering each program activity set forth in the agency's budget. Requires the head of each agency to submit to the President and the Congress a report on program performance for the previous fiscal year. Authorizes the Director to exempt any agency with annual outlays of $20,000,000 or less from strategic and performance plan reporting requirements. Allows performance plans to include proposals to waive administrative procedural requirements and controls in return for specific individual or organization accountability to achieve a performance goal. Outlines proposal requirements. Requires the Director to designate: (1) not less than ten agencies (representing a range of Government functions) as pilot projects in performance measurement; (2) not less than five agencies (selected from agencies in performance measurement pilot projects) as pilot projects in managerial accountability and flexibility; and (3) not less than five agencies (selected from agencies in performance measurement pilot projects) as pilot projects in performance budgeting. Requires the Director, as an alternative budget presentation in the budget for FY 1999, to include the performance budgets of the designated agencies for this fiscal year. Directs the Office of Personnel Management to develop a strategic planning and performance measurement training component for its management training program and otherwise provide managers with an orientation on the development and use of strategic planning and program performance measurement.

Invest in the Deficit Act of 1993 - Declares that whenever a law is enacted that provides new revenue or an asset of the United States is sold to the public, all such revenue and proceeds sales shall be dedicated to the reduction of any annual Federal budget deficit. Amends the Congressional Budget Act of 1974 to increase the maximum deficit amounts for FY 1994 and 1995 and to establish such amounts for FY 1996 through 1998. Repeals discretionary spending limits for FY 1994 and 1995. Establishes such limits for FY 1994 through 1998 for the defense, international, and domestic categories. Requires adjustments to the international and domestic categories to be made in strict conformance with enforcement provisions of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

Amends the Legislative Reorganization Act of 1946 to prohibit a cost-of-living adjustment from being implemented for Members of Congress in a calendar year if there was a Federal budget deficit for the last fiscal year ending before the first day of such calendar year. Requires the Director of the Office of Management and Budget to determine and submit a written report to the Congress on whether there was a Federal budget deficit for such fiscal year and, if so, the amount of such deficit.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts (except those derived from borrowing) for that fiscal year unless the Congress, by a three-fifths roll call vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths roll call vote of each House to increase the public debt. Directs the President to submit a balanced budget to the Congress. Requires the approval of a majority of each House by roll call vote before any bill to increase revenue may become law. Waives these provisions when a declaration of war is in effect. Waives these provisions when the United States is engaged in a military conflict which poses a threat to national security as declared by a joint resolution adopted by a majority of each House.

Trident II (D-5) Missile Production Termination Act - Prohibits funds appropriated to the Department of Defense for fiscal years after 1993 from being obligated or expended for production of additional Trident II (D-5) missiles. Allows amounts appropriated to the Department to be expended for such missile only to complete production of those missiles commenced with funds appropriated before FY 1994.

Americans with Disabilities Business Development Act of 1993 - Amends the Small Business Act to: (1) substitute the definition of "disability" (a physical or mental impairment that substantially limits one or more of the major life activities of an individual) for "handicapped individual"; and (2) include Americans with disabilities among those considered to be socially disadvantaged for purposes of such Act.

Uniform Child Support Enforcement Act of 1993 - Amends the Social Security Act and the Internal Revenue Code to replace the current system for the collection and distribution of child support and enforcement of child support orders by the States with a new Federal system under which States are required to transmit copies of such orders to the Internal Revenue Service for it to collect the support through wage withholding and other means, distribute it to the individual entitled, and enforce support orders in a manner similar to that used for tax evasion.

Amends the Internal Revenue Code to reduce the individual and corporate capital gains rate from 28 percent and 34 percent to 15 percent. Reduces the minimum tax rate accordingly. Reduces such tax to 7.5 percent for low- and middle-income taxpayers. Requires indexing, based on the gross national product deflator, of the adjusted basis of certain assets (corporate stock and tangible property that is a capital asset of property used in a trade or business) that have been held for more than one year at the time of sale or other transfer, solely for the purpose of determining gain or loss.

National Park Revitalization Act - Amends the National Park Service Concessions Policy Act (the Act) to limit the period of a concession contract in a National Park System unit to ten years to a maximum of 15 years if the Secretary of the Interior finds that a longer period is necessary for the acquisition of possessory interest. Sets forth certain requirements of such contracts. Repeals provisions of the Act to release the United States from any obligation to compensate concessioners for loss of specified investments. Provides that franchise fees shall be based on annual gross receipts from the concession and shall not be less than a specified percentage of such receipts. Makes the concessioner responsible for all utility costs incurred in the operation of the concession under such contracts. Amends Federal law to prohibit the Secretary from reimbursing concessioners for utility services in the National Park System. Prohibits the Secretary from granting preferential rights to concessioners with respect to additional contracts, and renewal of contracts or permits. Vests in the United States all right, title, and interest to any structure, fixture, or improvement acquired or constructed on federally-owned land within an area administered by the National Park Service. Directs the Secretary to acquire any possessory interest relating to concession contracts established before the enactment of this Act. Prohibits the Secretary from approving the direct or indirect transfer of the possessory interest to a contract subject to this Act, with exceptions. Requires that a record of each audit under the Act be available to the public in a way that prevents revealing trade secrets and commercial or financial information that is privileged or confidential. Specifies allocations, at the end of a fiscal year, of such franchise fees deposited into a special account established in the Treasury, during that year.

Declaration of Official Language Act of 1993 - Declares English to be the official language of the U.S. Government. States that English is the preferred language of communication among U.S. citizens. Requires the Government of the United States to promote and support the use of English for communications among U.S. citizens. Requires communications by officers and employees of the Government with U.S. citizens to be in English. Directs the Immigration and Naturalization Service to establish: (1) an English language proficiency standard for all applicants for U.S. citizenship; and (2) a written and oral examination to test for the achievement of such standard by such applicants. Repeals the Bilingual Education Act (title VII of the Elementary and Secondary Education Act of 1965). Amends the Voting Rights Act of 1965 to repeal bilingual election requirements.

Amends the Defense Base Closure and Realignment Act of 1990 to direct the Secretary of Defense, in making recommendations in 1993 and 1995 for the closure or realignment of U.S. military installations, to give the following considerations equal weight with other established criteria in the selection process: (1) equal allocation of the economic burden of such closures and realignments across the United States; (2) the effect on the economic conditions of communities located nearby; and (3) the extent to which additional closures or realignments would exacerbate adverse economic conditions of States and local communities already affected by a closure or realignment.

Educational Equity Act of 1993 - Amends the Elementary and Secondary Education Act of 1965 to revise the formula for determining the amount of grants to States for educationally disadvantaged children (chapter 1 program). Replaces the State per pupil expenditure with the national average per pupil expenditure in such formula.

TABLE OF CONTENTS: Title I: Sexual Violence Subtitle A: Penalties and Remedies Subtitle B: Rules of Evidence, Practice, and Procedure Subtitle C: Safe Campuses Subtitle D: Assistance to States and Localities Title II: Domestic Violence, Stalking, and Offenses Against the Family Title III: National Task Force on Violence Against Women Sexual Assault Prevention Act of 1993 - Title I: Sexual Violence - Subtitle A: Penalties and Remedies - Amends the Federal criminal code to provide for: (1) pretrial detention in sex offense cases; and (2) the death penalty for murders committed by sex offenders. Increases penalties for: (1) recidivist sex offenders; and (2) sex offenses against victims under age 16. Amends: (1) the Victims' Rights and Restitution Act of 1990 to require a governmental department or agency to pay for up to two tests for a sexual assault victim in the 12 months following the assault and a counseling session; (2) the Controlled Substances Act to provide for increased penalties for distribution of a controlled substance to a woman while she is pregnant; and (3) the Federal criminal code to authorize the restitution of victims of sex offenses. Establishes a civil remedy for victims of sexual violence. Subtitle B: Rules of Evidence, Practice, and Procedure - Amends the Federal Rules of Evidence to allow evidence of similar offenses in criminal or civil sexual assault and child molestation cases. Revises Federal Rule of Evidence 412 (rape victim shield law). Adds a Federal Rule of Evidence that, in a criminal case in which a person is accused of a sex offense, evidence is not admissible to show that the alleged victim invited or provoked the commission of the offense. Enacts rules to be known as the Rules of Professional Conduct for Lawyers in Federal Practice. Subtitle C: Safe Campuses - Requires the Attorney General to provide for a national baseline study on campus sexual assault. Subtitle D: Assistance to States and Localities - Authorizes the Attorney General to make grants to support projects and programs relating to sexual violence. Title II: Domestic Violence, Stalking, and Offenses Against the Family - Amends the Federal criminal code to establish penalties for interstate travel to commit spouse abuse or to violate a protective order. Establishes penalties (including restitution) for noncompliance with child support obligations in interstate cases. Provides for full faith and credit of protective orders among the States. Directs the Attorney General to: (1) prepare a report on the status of battered women's syndrome as a medical and psychological condition and on its effect in criminal trials; (2) conduct a study of the means by which abusive spouses may obtain information concerning the addresses or locations of estranged or former spouses; and (3) complete a study of problems of recordkeeping of criminal complaints involving domestic violence. Authorizes the Attorney General to make grants to support projects and programs relating to domestic violence and other criminal and unlawful acts that particularly affect women. Title III: National Task Force on Violence Against Women - Establishes the National Task Force on Violence Against Women to develop a uniform Federal, State, and local law enforcement strategy aimed at protecting women against violent crimes, punishing persons who commit such crimes, and enhancing the rights of the victims.

Temporary Investment Tax Credit Restoration Act of 1993 - Amends the Internal Revenue Code to allow an investment tax credit for manufacturing and other productive equipment for the period after December 31, 1987, and before January 1, 1993. Provides for determining such credit.

Repeals a provision of the Department of Defense Appropriations Act, 1993 which prohibits such Act's funds from being used to purchase, install, replace, or repair any lock which has not been certified as passing certain security lock specifications on a safe or security container that protects critical or classified materials. Prohibits the Secretary of Defense from carrying out a retrofit program to replace locks which do not meet such specifications.

Directs the Speaker of the House of Representatives to appoint a task force to restructure the House committee system by reducing the number of standing committees to a maximum of 15 and establishing their jurisdictions. Amends the Rules of the House of Representatives to prohibit any standing committee from establishing more than four subcommittees, except the Committee on Appropriations. Makes it out of order to consider: (1) any primary expense resolution unless the Committee on House Administration has reported and the House has adopted a resolution establishing an overall ceiling for committee staff for that year; (2) any supplemental expense resolution authorizing additional positions exceeding the ceiling except by a two-thirds vote; or (3) any primary or supplemental expense resolution unless it entitles the minority party on the committees involved to not less than one-third of the funds for committee staff. Limits the overall ceiling for committee staff for the 103d Congress to 50 percent of the staff employed at the end of the 102d Congress. Prohibits proxy voting by any committee or subcommittee member. Requires the membership of each standing, select, or conference committee and each subunit thereof to reflect the ratio of majority to minority party Members of the House, except for the Committees on Standards of Official Conduct and House Administrtion. Directs the Speaker to refer legislation initially to one committee as the committee of principal jurisdiction. Limits a Member's service as a member of a committee to eight years and as committee chairman to four years. Requires the composition of the Committee on House Administration to be one-half majority party members and one-half minority. Allows the chairman or ranking minority party member of the Committee to issue subpoenas. Prohibits the Committee on Rules from reporting any rule or order that would prevent a motion to recommit that has amendatory instructions (except in the case of a Senate measure for which the language of a House passed measure has been substituted). Makes it out of order to consider any resolution which waives any point of order, except by a two-thirds vote. Declares that the following Federal laws should be amended to apply to the House as they apply to the executive branch: (1) the National Labor Relations Act; (2) the Occupational Safety and Health Act of 1970; (3) the Equal Pay Act of 1963; (4) the Age Discrimination in Employment Act of 1967; (5) the Freedom of Information Act; (6) the Privacy Act of 1974; and (7) Title VII of the Civil Rights Act of 1964. Directs the standing committees of the House with subject jurisdiction over such laws to report implementing legislation.

National Commemorative Events Advisory Act - Establishes the President's Advisory Commission on National Commemorative Events to: (1) establish criteria for recommending to the President that a proposed commemorative event be approved or disapproved; (2) review proposals for national commemorative events submitted in accordance with procedures published by the Commission; and (3) issue recommendations to the President concerning each proposal reviewed.

Amends rule XV of the Rules of the House of Representatives to prohibit the House from passing or adopting any bill or joint resolution, or conference report thereon, making appropriations or providing revenue except by a roll call vote, and deems that and the yeas and nays shall be considered as ordered.

Private Property Protection Act of 1993 - Prohibits any regulation issued by an executive agency after enactment of this Act from becoming effective until the issuing agency is certified by the Attorney General to be in compliance with Executive Order 12360 or similar procedures to assess the potential for the taking of private property in the course of Federal regulatory activity, with the goal of minimizing such takings where possible. Provides for limited judicial review of an action taken pursuant to this Act. Requires the Secretary of Agriculture to study and report to the Congress on the effect this Act will have on the farm economy and agricultural production.

TABLE OF CONTENTS: Title I: Biennial Budget Cycle Title II: Binding Budget Resolution Title III: Enhanced Rescissions Title IV: Supermajority Points of Order Title I: Biennial Budget Cycle - Amends the Congressional Budget Act of 1974, the Congressional Budget and Impoundment Control Act of 1974, the Rules of the House of Representatives and other Federal law to revise the Federal budget process by establishing a two-year timetable. Title II: Binding Budget Resolution - Replaces the concurrent resolution on the budget with a joint resolution on the budget. Title III: Enhanced Rescissions - Modifies the rescission process and provides for expedited consideration in the House and Senate of certain proposed rescissions. Title IV: Supermajority Points of Order - Allows any point of order which concerns the congressional budget process, fiscal procedures, and budget agreement enforcement provisions to be waived or suspended in the House of Representatives by a three-fifths vote in the House.

Investment Tax Incentive Act of 1993 - Amends the Internal Revenue Code to allow the depreciation deduction to be computed based on a neutral recovery basis for property placed in service after December 31, 1992. Repeals the special depreciation rules applicable under the adjusted current earnings provisions of the minimum tax.

Prohibits the expenditure of Federal funds to construct, erect, or modify highway signs using metric system measurements unless the Congress specifically authorizes such expenditure. Makes such prohibition inapplicable with respect to Puerto Rico.

Prisoner-of-War Commemorative Coin Act - Directs the Secretary of the Treasury to issue a specified number of one-dollar coins emblematic of the experience of American prisoners of war. Requires that all sales of such coins include a surcharge of $5 per coin. Requires specified proceeds from such surcharges to be paid to the: (1) Secretary of the Interior for construction of the Andersonville Prisoner-of-War Museum in Andersonville, Georgia; (2) endowment fund established by this Act for the maintenance of such Museum; and (3) Secretary of Veterans Affairs to maintain national cemeteries.

Vietnam POW/MIA Rescue Act - Directs the Attorney General to grant asylum to certain nationals of Laos, Vietnam, Cambodia, or Burma (Myanmar) who personally deliver into U.S. custody a living Vietnam POW/MIA (or participate in such a delivery).
