Directs the President to initiate consultations with each Pacific Rim country (Indonesia, Malaysia, the Philippines, Singapore, Thailand, Brunei, Australia, New Zealand, Taiwan, South Korea, Japan, or Hong Kong) to determine the feasibility of negotiating the elimination of tariffs and nontariff barriers, including barriers to investment, trade in services, and protection of intellectual property rights, through a bilateral free trade agreement. Requires the President, at each ministerial meeting convened for such consultations, to recommend establishment of a council to review and report on the existing bilateral relationship and the prospects for negotiating a free trade agreement. Authorizes the President to enter into such agreements after expiration on June 1, 1993, of "fast track" authority which provides procedures for their congressional passage under the Omnibus Trade and Competitiveness Act of 1988 and the Trade Act of 1974. Requires the President to achieve specified negotiating objectives with each country, including: (1) improving bilateral relationships through trade expansion and greater economic efficiency; (2) removing trade barriers, particularly in agricultural products and manufactured components in an effort to reduce government subsidies and injurious dumping practices; (3) providing mechanisms for the development of rules in nontraditional areas such as services, trade-related investment, and the protection of intellectual property rights; (4) encouraging U.S. firms to take greater advantage of opportunities in Pacific Rim countries and to compete more effectively there; and (5) improving market access in such countries.

Uniform Child Support Enforcement Act of 1993 - Amends the Social Security Act and the Internal Revenue Code to replace the current system for the collection and distribution of child support and enforcement of child support orders by the States with a new Federal system under which States are required to transmit copies of such orders to the Internal Revenue Service for it to collect the support through wage withholding and other means, distribute it to the individual entitled, and enforce support orders in a manner similar to that used for tax evasion.

National Park Revitalization Act - Amends the National Park Service Concessions Policy Act (the Act) to limit the period of a concession contract in a National Park System unit to ten years to a maximum of 15 years if the Secretary of the Interior finds that a longer period is necessary for the acquisition of possessory interest. Sets forth certain requirements of such contracts. Repeals provisions of the Act to release the United States from any obligation to compensate concessioners for loss of specified investments. Provides that franchise fees shall be based on annual gross receipts from the concession and shall not be less than a specified percentage of such receipts. Makes the concessioner responsible for all utility costs incurred in the operation of the concession under such contracts. Amends Federal law to prohibit the Secretary from reimbursing concessioners for utility services in the National Park System. Prohibits the Secretary from granting preferential rights to concessioners with respect to additional contracts, and renewal of contracts or permits. Vests in the United States all right, title, and interest to any structure, fixture, or improvement acquired or constructed on federally-owned land within an area administered by the National Park Service. Directs the Secretary to acquire any possessory interest relating to concession contracts established before the enactment of this Act. Prohibits the Secretary from approving the direct or indirect transfer of the possessory interest to a contract subject to this Act, with exceptions. Requires that a record of each audit under the Act be available to the public in a way that prevents revealing trade secrets and commercial or financial information that is privileged or confidential. Specifies allocations, at the end of a fiscal year, of such franchise fees deposited into a special account established in the Treasury, during that year.

Repeals a provision of the Department of Defense Appropriations Act, 1993 which prohibits such Act's funds from being used to purchase, install, replace, or repair any lock which has not been certified as passing certain security lock specifications on a safe or security container that protects critical or classified materials. Prohibits the Secretary of Defense from carrying out a retrofit program to replace locks which do not meet such specifications.

Recycling Information Clearinghouse Act of 1993 - Amends the Solid Waste Disposal Act to require the Environmental Protection Agency to establish a clearinghouse for information about the recycling of municipal solid waste to include: (1) a data base on the volume and rate of recycling of materials from the municipal solid waste stream; (2) an annual estimate of the balance of trade in recycled materials and products; (3) economic data comparing the costs and benefits of recycling various materials from the municipal solid waste stream; (4) a catalog of State and local laws that encourage or require the recycling of materials from the municipal solid waste stream; (5) a list of all purchases of recycled materials or products by the Federal Government; (6) a register announcing all solicitations by Federal agencies for the purchase of recycled materials or products; (7) information about state-of-the-art recycling methods, programs, and technologies; and (8) a register of all potential purchasers of recycled materials. Requires that a toll-free telephone hotline be made available to those seeking information from the clearinghouse. Makes a State ineligible for solid waste disposal assistance after December 31, 1994, unless the State maintains and publicizes a register of potential purchasers of recycled materials known to the State solid waste planning authorities. Authorizes appropriations.

Amends the Internal Revenue Code to increase the limitation on the one-time exclusion of gain from the sale of a principal residence by an individual who has attained age 55 and provide a cost-of-living adjustment for such amount. Increases the unified credit against the estate tax and the unified credit against the gift tax and provides a cost-of-living adjustment for such credits. Reduces the capital gains tax for a taxpayer other than a corporation by allowing the deduction of 50 percent of the net capital gain. Provides for computing such deduction for estates and trusts. Disallows such deduction against the minimum tax.

Investment Tax Incentive Act of 1993 - Amends the Internal Revenue Code to allow the depreciation deduction to be computed based on a neutral recovery basis for property placed in service after December 31, 1992. Repeals the special depreciation rules applicable under the adjusted current earnings provisions of the minimum tax.

California Desert Protection Act of 1993 - Title I: Wilderness Additions - Designates as wilderness and components of the National Wilderness Preservation System specified lands in: (1) the California Desert Conservation Area (CDCA), the Yuma District, and the Bakersfield District of the Bureau of Land Management; (2) the Havasu National Wildlife Refuge, California; and (3) the Imperial National Wildlife Refuge, California. Designates specified CDCA lands as the White Mountains Wilderness Study Area. Title II: Death Valley National Park - Establishes the Death Valley National Park which subsumes the Death Valley National Monument. Title III: Joshua Tree National Park - Establishes the Joshua Tree National Park which subsumes the Joshua Tree National Monument. Title IV: Mojave National Monument - Establishes the Mojave National Monument which subsumes the East Mojave National Scenic Area. Abolishes the East Mojave National Scenic Area. Designates the Granite Mountains Natural Reserve within the Monument. Title V: National Park Wilderness - Designates as wilderness the Death Valley National Park Wilderness, the Joshua Tree National Park Wilderness Additions, and the Mojave National Monument Wilderness. Title VI: Miscellaneous Provisions - Directs the Secretary of the Interior (Secretary) to transfer specified Red Rock Canyon State Park Additions in the CDCA to California. Establishes the Desert Lily Sanctuary within the CDCA. Directs the Secretary to insure access to the wilderness areas, parks, and monument designated by this Act for traditional Indian cultural and religious purposes. Reserves Federal water rights for wilderness areas designated by this Act. Authorizes appropriations. Directs the Secretary, upon request, to enter into negotiations for an agreement to exchange certain Federal lands for California State School Lands and lands of the Catellus Development Corporation that are located within the boundaries of a wilderness area or park unit designated by this Act. Title VII: Definitions - Sets forth definitions.

Prohibits the expenditure of Federal funds to construct, erect, or modify highway signs using metric system measurements unless the Congress specifically authorizes such expenditure. Makes such prohibition inapplicable with respect to Puerto Rico.

Amends the Export Administration Act of 1979 to repeal restrictions on the export of Alaskan North Slope oil. Provides that exports of such oil shall not be subject to restrictions contained in other specified Acts.

Aviation Noise Limit Act of 1993 - Directs the Secretary of Transportation (Secretary) to develop a staged plan to reduce by at least 75 percent on or before January 1, 2001, the number of individuals residing in residential areas in the vicinity of an airport who are exposed to a yearly day-night average sound level of 60 decibels or above. Requires the Secretary in developing such plan to consider various methods for aviation noise reduction, including soundproofing, relocation incentives, use of quieter aircraft, operations restrictions, and revision of air routes. Authorizes the Administrator of the Federal Aviation Administration to make airspace traffic changes in residential areas if they will not result in an increase in aviation noise.

Expanded East Coast Plan Rollback Act of 1993 - Directs the Administrator of the Federal Aviation Administration (Administrator) to modify the Expanded East Coast Plan by rerouting aircraft routes over the Atlantic Ocean and, when that is not practicable, rerouting such aircraft to air routes used before adoption of the Plan, as a means of reducing aviation noise in the States of New York and New Jersey. Requires the Administrator to issue a supplemental environmental impact statement to include the effects of such modifications. Requires the Administrator to report to the Congress a description of such modifications.

Limits the period for which expenses of a former Speaker of the House of Representatives may be paid to three years after the expiration of the term of office as Representative. (Provides that in the case of a former Speaker who is receiving such expenses on the date of the enactment of this Act, the period shall end three years after such date.)

Enhanced Rescission/Receipts Act of 1993 - Grants the President legislative line item veto rescission authority over appropriation bills and targeted tax benefits in revenue bills. Authorizes the President to rescind all or part of any budget authority if the President determines that such rescission: (1) would reduce the Federal budget deficit; (2) will not impair any essential Government functions; and (3) will not harm the national interest. Requires the President to notify the Congress of such a rescission by special message not later than 20 calendar days after enactment of appropriations or revenue legislation. Makes such a rescission effective unless the Congress, during a review period of 20 calendar days, enacts a rescission/receipts disapproval bill. Describes: (1) information to be included in the President's message; and (2) procedures to govern consideration of rescission/receipts disapproval legislation in the Senate and the House of Representatives.

Constitutional Amendment - Prohibits in any fiscal year total Federal outlays from exceeding total receipts and Federal outlays from exceeding 19 percent of the Nation's gross national product. Allows such prohibitions to be suspended by a three-fifths roll call vote of each House of Congress. Grants the President the authority to separately approve, reduce, or disapprove any spending provision of a bill.

Intergovernmental Mandate Relief Act of 1993 - Prohibits a Federal agency or court from requiring compliance in any fiscal year by State or local governments with any intergovernmental regulation unless provisions of law have been enacted which compensate such governments for additional direct costs incurred by such compliance. Declares that the compensation requirement may be waived by the enactment of a joint resolution of the Congress. Requires the Director of the Congressional Budget Office (CBO) to estimate such additional direct costs and include such estimates in annual reports to the President and the Congress. Requires congressional committees to propose amendments to significant laws for which regulations will be promulgated containing provisions to compensate State and local governments for additional direct costs of complying with any intergovernmental regulation which takes effect on or after enactment of this Act. Establishes procedures for Federal agencies to reimburse State governments for additional direct costs and for State governments to reimburse local governments for such costs. Amends the Congressional Budget Act of 1974 to require CBO to prepare cost estimates for bills or resolutions which are likely to cost State and local governments $100 million (currently, $200 million) or more annually.

Amends the Internal Revenue Code to increase the personal exemption for a dependent child who has not attained age 18 from $2,000 to $3,500. Provides for rounding inflation adjustments to tax tables to the nearest multiple of $10 (currently rounded to the next lowest multiple of $50).

Taxpayer Debt Buy-Down Act - Amends the Internal Revenue Code to allow every individual with adjusted income tax liability to designate on their tax returns that a portion of such liability (not to exceed ten percent) be used to reduce the public debt. Establishes a Public Debt Reduction Trust Fund for the deposit of designated amounts. Makes amounts in such Trust Fund available only to pay at maturity, or to redeem or buy before maturity, any obligation of the Federal Government included in the public debt. Prohibits the reissuance of any obligation which is paid, redeemed, or bought with amounts from the Trust Fund. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to provide for the sequestration of amounts designated to the Trust Fund. Specifies accounts exempt from such sequestration. Includes aggregated amounts designated to the Trust Fund and amounts sequestered to reduce the public debt in sequestration preview and final reports.

Amends the Federal criminal code to provide that, with exceptions, anyone at least 18 years of age who uses a child to commit, or to assist in avoiding detection or apprehension for a Federal offense, shall: (1) after a previous conviction for such an offense has become final, be subject to three times the maximum imprisonment and fine otherwise provided for the offense; and (2) in any other case, be subject to twice the maximum imprisonment and fine for the offense.

Securities Private Enforcement Reform Act - Amends the Securities Exchange Act of 1934 to declare that a defendant may be liable jointly and severally for damages in an implied private action only if the trier of fact specifically determines that the defendant knowingly engaged in securities fraud. Sets forth a liability allocation scheme to determine the percentage of responsibility among the defendants if the trier of fact finds that the defendant did not engage in knowing securities fraud. Prescribes guidelines for the award of reasonable fees and expenses incurred by the prevailing party in any implied private action. Declares that in any implied right of action that is certified as a plaintiff class action: (1) the share that is awarded to the representative plaintiff shall be calculated in the same manner as the share awarded to all other members of the plaintiff class; (2) a party may not be represented by any attorney who owns or has a beneficial interest in the securities that are the subject of the litigation, or who is obligated to pay remuneration to a third party for assistance in obtaining the representation of any party to the action; and (3) funds disgorged as a result of Securities and Exchange Commission action shall not be distributed as payment for attorneys' fees or expenses incurred by private parties seeking distribution of the disgorged funds. Sets a statute of limitations on private rights of action under this Act.

Congressional Accountability Act - Makes applicable to the Congress the following Federal laws to the extent they relate to the terms and conditions of employment, the health and safety of employees, and the rights and responsibilities of employers and employees: (1) Social Security Act; (2) National Labor Relations Act; (3) Fair Labor Standards Act of 1938; (4) Civil Rights Act of 1964; (5) Age Discrimination in Employment Act of 1967; (6) Occupational Safety and Health Act of 1970; (7) title IX of the Education Amendments of 1972; (8) Rehabilitation Act of 1973; (9) Privacy Act of 1974; (10) Age Discrimination Act of 1975; (11) Ethics in Government Act of 1978; and (12) Americans with Disabilities Act of 1990. Makes applicable to the Congress the Freedom of Information Act and specified provisions of Federal law relating to the independent counsel.

Older Americans' Freedom to Work Act of 1993 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to remove the limitation on the amount of outside income which beneficiaries who have attained retirement age may earn without incurring a reduction in benefits.

Missing Service Personnel Act of 1993 - Requires the responsible armed forces commander, after receiving notice that a person under his command is missing, to conduct an informal investigation to determine such person's whereabouts and, if appropriate, to place such person in a missing status. Provides for the convening of boards of inquiry to: (1) investigate evidence relating to the disappearance of a person; (2) recommend whether to continue such person in a missing status or make a finding that such person has deserted, is absent without leave, or is dead; and (3) report its recommendations and findings. Provides for the convening of a board of further inquiry, if a board of initial inquiry recommends that such person be continued in a missing status. Directs the Secretary concerned, upon the written request of a member of the immediate family of a missing person who, before the date of the enactment of this Act, was determined by the Secretary to be dead, to: (1) convene a board of further inquiry to determine whether such finding of death should be upheld or such person should be placed in a missing status; and (2) report its findings. Requires the Secretary, within three years after a board of further inquiry recommends a missing status for any person, to reconvene such board to review such status. Directs the Secretary to invite each member of the immediate family of the missing person to board meetings unless attendance would place such member in danger. Prohibits any such board from declaring a missing person dead unless: (1) evidence other than the passage of a period of fewer than 50 years suggests that such person is dead; (2) no evidence which reasonably suggests that such person is alive is in the possession of the Government; (3) Government representatives have made a complete search of the area where such person was last seen (unless the United States is not granted access to such area); and (4) Government representatives have checked the records of the government or entity having control over the area where such person was last seen (unless the Government is not granted access to such records). Provides for judicial review of determinations of death. Sets forth penalties for knowingly withholding information pertaining to a missing person from that person's personnel file. Requires the Secretary concerned to make the contents of such file available to a member of the immediate family of such person upon written request.

Amends the Internal Revenue Code to make the targeted jobs credit permanent. Increases the maximum age requirement for employment of economically disadvantaged youth from 23 years to 25 years. Establishes economically disadvantaged veterans as members of targeted groups for purposes of the credit.

Amends Internal Revenue Code provisions governing the income tax deduction for the health insurance costs of self-employed individuals to: (1) make the deduction permanent; and (2) phase in an increase in the allowable deduction, reaching 100 percent for taxable years beginning in 1996 and thereafter.

Common Sense Budget Act of 1993 - Amends Federal law to require both the President and the Congress to draft a budget based on estimates of current fiscal year spending, proposing increases or decreases based on this level (rather than on an estimated baseline). Amends the Congressional Budget Act of 1974 to require the Congressional Budget Office to use such a current fiscal year baseline in its report to the congressional budget committees, projecting growth for entitlement and discretionary spending based on current fiscal year spending.

Budget Enforcement and Deficit Reduction Act of 1993 - Amends the Congressional Budget Act of 1974 to increase the maximum deficit amounts for FY 1994 and 1995 and to establish such amounts for FY 1996 through 1998. Repeals discretionary spending limits for FY 1994 and 1995. Establishes such limits for FY 1994 through 1998 for the defense, international, and domestic categories. Requires adjustments to the international and domestic categories to be made in strict conformance with enforcement provisions of the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

TABLE OF CONTENTS: Title I: Bank Community Development Inventives Title II: Housing and Small Business Finance Title III: Credit Union Amendments Title IV: Bank Enterprise Act Enhancements Title V: Consumer Education Community Development Banking Act of 1993 - Title I: Bank Community Development Incentives - (Sec. 101) Amends the Community Reinvestment Act of 1977 (CRA) to direct the Federal Financial Institutions Examination Council (FFIEC) to establish standards, according to prescribed guidelines, to assess the record of a regulated financial institution in meeting its community credit needs, and for purposes of certain written evaluations and assigned ratings. (Sec. 102) Prescribes guidelines for community development investment activities for which a regulated financial institution or a depository institution holding company will be deemed to be in compliance with such Act. (Sec. 103) Amends the Bank Holding Company Act of 1956 to set forth notice procedures under which a bank holding company may acquire or control a community development corporation. (Sec. 104) Amends Federal banking law and the Home Owners' Loan Act to permit national banks and savings associations to organize, sponsor, or underwrite securities issued by investment companies that invest and trade only in securities issued by companies located and primarily doing business in qualified distressed communities. (Sec. 105) Amends the Bank Holding Company Act of 1956 to delineate conditions under which a bank holding company may acquire shares of any company located and primarily doing business in a qualified distressed community. (Sec. 106) Directs FFIEC to establish an annual awards program for outstanding efforts by insured depository institutions to meet the credit needs of their communities. (Sec. 107) Amends the Home Owners' Loan Act to modify the guidelines governing stock issuance by savings associations and holding companies. Title II: Housing and Small Business Finance - (Sec. 201) Amends the Federal Housing Enterprises Financial Safety and Soundness Act of 1992 to direct the Secretary of Housing and Urban Development (HUD) to establish separate specific sub-goals for the purchase by certain enterprises of mortgages originated by community development organizations with respect to: (1) low and moderate income housing; (2) special affordable housing; and (3) housing for underserved areas. (Sec. 202) Amends the Home Owners' Loan Act to include within the assets of a "qualified thrift investment" loans or extensions of credit for specified projects or small businesses located within a qualified distressed community. (Sec. 203) Amends the Small Business Act to authorize the Administrator to establish a model program to determine the feasibility of developing a private secondary market for certain guaranteed loans to enhance credit availability to small businesses (micro-loan guarantee demonstration program). Title III: Credit Union Amendments - (Sec. 301) Amends the Federal Credit Union Act to define and provide for "community development credit unions," which serve predominantly: (1) members whose median household incomes or wages fall below a certain level; and (2) low- and moderate-income minorities. Grants the National Credit Union Administration Board (NCUAB) additional authority with respect to the Community Development Credit Union Revolving Loan Fund. Title IV: Bank Enterprise Act Enhancements - (Secs. 401-402) Amends the Bank Enterprise Act of 1991 to: (1) make a community development bank eligible for community enterprise assessment credit for a specified period following approval of its initial charter; and (2) prescribe guidelines under which an insured depository institution servicing a qualified distressed community may engage in insurance transactions. (Sec. 402) Amends Federal banking law and the Home Owners' Loan Act to authorize a well-capitalized national bank or savings association serving a qualified distressed community to engage in transactions involving securities issued by any small business located in that community. (Sec. 403) Amends the Bank Enterprise Act of 1991 to: (1) set forth guidelines to determine a "qualified distressed rural community"; (2) include as part of any community enterprise assessment credit certain loans and assistance services provided to such communities; and (3) direct the Community Enterprise Assessment Credit Board to grant priority to qualified distressed communities when allocating funds. Title V: Consumer Education - (Sec. 501) Directs Federal banking regulatory agencies to encourage insured depository institutions to provide consumer education programs in qualified distressed communities. Permits consumer reporting agencies to indicate in their consumer reports those consumers in such distressed communities that have completed such programs.

Prohibits the commercial harvesting of Atlantic striped bass in the coastal waters or Exclusive Economic Zone. Imposes penalties and allows civil forfeiture of vessels for violations. Requires the Atlantic States Marine Fisheries Commission and the U.S. Fish and Wildlife Service Director to take actions reflecting the prohibition.
