Minority Serving Institution Digital and Wireless Technology Opportunity Act of 2003- Amends the Stevenson-Wydler Technology Innovation Act of 1980 to direct the Secretary of Commerce to establish a Minority Serving Institution Digital and Wireless Technology Opportunity Program to assist eligible educational institutions in acquiring, and augmenting use of, digital and wireless networking technologies to improve the quality and delivery of educational services at such institutions. Defines as eligible institutions: (1) historically Black colleges or universities, (2) a Hispanic-, Alaskan Native-, or Native Hawaiian-serving institution; (3) a tribally controlled college or university; or (4) an institution with a sufficient enrollment of needy students as defined under the Higher Education Act of 1965. Outlines authorized assistance activities. Directs the Under Secretary of Commerce for Technology to: (1) establish an advisory council to advise on the best approaches toward maximum Program participation by eligible institutions; and (2) ensure that grant awards are made to all types of eligible institutions. Requires Program assessment every three years by the National Academy of Public Administration.

Motor Vehicle Owners' Right to Repair Act of 2003 - Requires a manufacturer of a motor vehicle sold or introduced into commerce in the United States to disclose to the vehicle owner, a repair facility, and the Federal Trade Commission (FTC) the information necessary to diagnose, service, or repair the vehicle. Sets forth protections for trade secrets. States that manufacturer noncompliance with this Act constitutes an unfair method of competition and an unfair or deceptive act or practice affecting commerce within the purview of the Federal Trade Commission Act. Authorizes a vehicle owner or repair facility to bring a civil action in Federal district court for violations of this Act without regard to the amount in controversy or the citizenship of the parties. Instructs the FTC to prescribe a uniform methodology for manufacturer disclosure in writing, and on the Internet. Prohibits the FTC from prescribing rules that interfere with the authority of the Administrator of the Environmental Protection Agency regarding motor vehicle emissions control diagnostics systems.

Mandates that one system be located as close to the cockpit as practicable, and that the other be a deployable recorder system mounted as far rear on the airframe as practicable. Sets forth minimum recorder capabilities. Directs the Secretary to: (1) purchase and make available, at no cost, to an air carrier such fixed recorder systems and deployable recorder systems as may be necessary for the air carrier to comply with regulations; and (2) reimburse aircraft manufacturers owned or controlled by a U.S. citizen for engineering, certification, and installation costs incurred in developing and installing fixed recorder and deployable recorder systems in compliance with regulations.

Directs the Secretary to make grants to State, local, and regional agencies, including nonprofit organizations, for eligible activities. Authorizes the Secretary to consider initiatives that: (1) adopt community design, land use, and transportation policies to promote active living or remove barriers to physical activity; and (2) implement communications and marketing strategies to promote physical activity. Requires the Secretary to establish and carry out a safe routes to school program for the benefit of children in primary and middle schools. Directs the Secretary to: (1) make grants to a national nonprofit organization to operate a national safe routes to school clearinghouse; and (2) establish a national safe routes to school task force. Allows amounts apportioned to a State to be used for the planning, design, and construction of infrastructure-related projects (including sidewalk improvements) and for non-infrastructure-related activities (including public awareness campaigns) to encourage walking and bicycling to school. Requires the Secretary to establish and carry out a non-motorized transportation pilot program, including developing specified statistical information and assessing how changes promote livable community concepts, decreased traffic and energy usage, a cleaner environment, and healthier lifestyles.

Authorizes the Secretary of Commerce to: (1) provide technical assistance for economic development activities and partnerships to non-profit entities; (2) convene meetings with Federal agencies, State and local governments, economic development districts, Indian tribes, and other appropriate planning and development organizations to improve coordination between Federal agencies; (3) increase the Federal share of project grants; (4) make training, research, and technical assistance grants for studies to evaluate the effectiveness of coordinating funded projects with projects funded under other acts; (5) issue regulations to maintain the proper operation and financial integrity of revolving loan funds established by assistance recipients; (6) approve the use of excess funds to increase the Federal share of a project's cost; (7) determine that a grant recipient is unable to comply with comprehensive economic development strategy requirements and designate the area represented by the recipient as a special impact area; (8) make performance incentive grants and establish performance measures in connection with project grants; and (9) make grants for projects to expand, redevelop, or reuse brownfield sites and for a project for the development of brightfield sites. Requires the Secretary to ensure that grants under such Act will promote job creation and will have a high probability of meeting performance requirements.

Authorizes the Secretary to use funds from the Puerto Rico Karst Conservation Fund (established by this Act) as well as funds under the Forest and Rangeland Renewable Resources Research Act of 1978, the Forest Legacy Program, and the Land and Water Conservation Fund. Requires these lands to be managed in accordance with the Forest and Rangeland Renewable Resources Research Act of 1978. Makes all lands in such region eligible for inclusion in the Forest Legacy Program.

Elder Justice Act - Amends the Social Security Act (SSA) to add a new title XXII (Elder Justice) to establish: (1) within the Department of Health and Human Services (HHS) an Office of Elder Justice; (2) within HHS an Intra-Agency Elder Justice Steering Committee to coordinate HHS elder justice programs and policy; (3) the Elder Justice Coordinating Council to make recommendations for the coordination of activities to HHS, the Department of Justice, and other relevant Federal, State, local, and private agencies and entities; and (4) the Advisory Board on Elder Abuse, Neglect, and Exploitation. Outlines provisions with respect to uniform collection, maintenance, and dissemination of national data relating to elder abuse, neglect, and exploitation. Authorizes the HHS Secretary to award various grants, including grants for: (1) prevention of elder abuse, neglect, and exploitation; (2) five Centers of Excellence nationwide that shall specialize in research, clinical practice, and training relating to elder abuse, neglect, and exploitation; (3) six diverse communities to examine various types of elder shelters and to test various models for establishing safe havens; (4) nonprofit organizations and faith-based organizations to encourage such organizations to establish or continue volunteer programs that focus on the issues of elder abuse, neglect, and exploitation, or that provide related services; and (5) various multidisciplinary elder justice activities. Provides for: (1) reporting to law enforcement of crimes occurring in Federally-funded long-term care facilities; (2) revising the quality of long-term care; and (3) increasing consumer information about long-term care. Amends: (1) SSA titles XVIII (Medicare) and XIX (Medicaid) to establish programs to prevent abuse of skilled nursing facility and nursing facility residents; (2) the Public Health Service Act to increase the number of health care professionals with geriatric training; (3) the Older Americans Act of 1965 with respect to the long-term care ombudsman program; (4) part A (General Provisions) of SSA title XI to establish in HHS the Office of Adult Protective Services; and (5) SSA titles XVIII and XIX to assure safety of residents when nursing facilities close. Establishes in the Department of Justice an Office of Elder Justice. Amends the: (1) Federal criminal code to provide for a cause of action for elder abuse and neglect; and (2) Internal Revenue Code to provide for a long-term care facility worker employment tax credit.

Law Enforcement Officers Equity Act

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Native American Sacred Lands Act - Requires managers of Federal land to: (1) accommodate meaningful access and use by Indian religious practitioners; (2) prevent significant damage to Indian sacred lands; and (3) consult with Indian tribes and Native Hawaiian organizations before taking significant actions concerning such lands. Prohibits undertakings likely to cause significant damage to Indian sacred lands. Grants Indian tribes and Native Hawaiian organizations the right to petition the department or agency with administrative jurisdiction to have Federal lands designated as unsuitable for certain undertakings. Permits appeals through the Federal agency appeals board or in U. S. district courts. Provides relief through monetary damages, injunctions, or mandamus. Provides for the withdrawal of lands determined to be unsuitable. Requires Federal land use plans to be modified accordingly. Protects the confidentiality of information in a petition as it pertains to traditional cultural practice, religion, or the significance and location of sacred land. Establishes criminal penalties for violations of such confidentiality. Authorizes the Secretary of the Interior to make grants to assist Indian tribes in activities under this Act (including the acquisition or management of sacred lands deemed unsuitable for undertaking under this Act). Authorizes the head of the department or agency with administrative jurisdiction over Federal sacred land to enter into cooperative agreements with tribes and take the land into trust for the benefit of the Indian tribe if the tribe manages the land to protect its sacredness. Requires the Secretary to consult with Indian tribes in developing regulations.

Authorizes the Supreme Court of Guam to create divisions of the Superior Court and other local courts of Guam. Lists the courts of record for Guam. Outlines the jurisdiction and powers of the local courts. Provides that the qualifications and duties of the justices and judges of the courts shall be governed by the laws of Guam and the rules of such courts. Repeals provisions granting the United States Court of Appeals for the Ninth Circuit jurisdiction to review all final decisions of the Supreme Court of Guam (effectively allowing direct review of such decisions to the Supreme Court of the United States).

Limits, to fair market value immediately following a transaction, the importation of net built-in loss by a corporation. Prohibits an allocation of any decrease in the adjusted basis of partnership property to stock in a corporation which is a partner in the partnership. Repeals part V (Financial Asset Securitization Investment Trusts) of subchapter M (Regulated Investment Companies and Real Estate Investment Trusts). Expands the definition of a disqualified debt instrument with respect to deduction disallowance on certain debt instruments of corporations. Expands the authority to disallow deductions, credits, or other allowances under provisions disallowing such benefits due to acquisitions made to evade or avoid income tax. Amends provisions affecting passive foreign investment companies to state that the term "qualified portion" (of a shareholder's holding period) does not include any period if there is only a remote likelihood of an inclusion in gross income under subpart F (Controlled Foreign Income). Adds to the definition of the term "real estate investment trust" by stating that such term includes a corporation, trust, or association which is not a controlled entity. Directs the Secretary to establish a program requiring the payment of user fees, until September 30, 2013, for: (1) requests to the Internal Revenue Service for ruling letters, opinion letters, and determination letters; and (2) other similar requests.

Species Protection and Conservation of the Environment Act - Authorizes the Secretary of the Interior to make renewable two-year Aldo Leopold Native Heritage Grants for harmful nonnative species control projects to States, local governments, interstate or regional agencies, or private persons with adequate personnel, funding, and authority to carry out and monitor or maintain such a project. Authorizes a grant to a State to carry out an assessment project to: (1) identify harmful nonnative species occurring in the State; (2) assess the needs to restore, manage, or enhance native fish and wildlife and their natural habitats and processes; (3) identify priorities for actions to address such needs; (4) identify mechanisms to increase capacity building in a State or across State lines to conserve and protect native fish and wildlife and their habitats and to detect and control harmful nonnative species within the State; and (5) incorporate, where applicable, the guidelines of the National Management Plan referred to in Executive Order 13112 of February 3, 1999, and entitled Meeting the Invasive Species Challenge. Authorizes the Secretary to assist financially a rapid response to outbreaks of harmful nonnative species when rapid eradication or control is possible. Establishes: (1) the National Invasive Species Council to provide leadership and coordination among Federal agencies, and between the Federal Government and State and local governments; and (2) the Invasive Species Advisory Committee.

Next Generation Hispanic Serving Institutions - Amends the Higher Education Act of 1965 to revise provisions for Hispanic-serving institutions (HSIs) under title V (Developing Institutions). Establishes a program of competitive grants to eligible HSIs that offer postbaccalaureate certifications or degrees (part B grants). Limits a part B grant award's duration to not more than five years. Prohibits the Secretary of Education from awarding more than one part B grant to an HSI in any one fiscal year. Authorizes appropriations for FY 2005 through FY 2009 for: (1) the current part A program of grants to HSIs that offer baccalaureate degrees or are junior or community colleges; and (2) the new part B program of grants to HSIs that offer postbaccalaureate certifications or degrees. Eliminates the requirement that an eligible HSI provide assurances that at least 50 percent of its Hispanic students are low-income students. Includes, among authorized activities under part A grants, articulation agreements and student support programs to help transfers from two-year to four-year institutions. Eliminates the two-year wait-out period between any two five-year part A grants to an HSI.

Hispanic Health Improvement Act of 2003 - Amends the Social Security Act to provide incentives for States to grant title XIX (Medicaid) and title XXI (SCHIP) coverage to parents and pregnant women. Grants automatic enrollment of children in State child health assistance who are born to title XXI parents. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to permit States and localities to provide certain health care benefits to aliens that current law prohibits States and localities from granting. Amends Title XIX of the Social Security Act (Medicaid) to make children enrolled in SCHIP eligible for the pediatric vaccine distribution program. Latina Adolescent Suicide Prevention Act - Directs the Secretary of Health and Human Services to establish a program for the prevention of Latina adolescent suicides. Patient Navigator, Outreach, and Chronic Disease Prevention Act of 2003 - Amends the Public Health Service Act to authorize: (1) the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration; (2) the Director of the National Cancer Institute; and (3) the Director of the Indian Health Service to make grants for model programs to provide services for cancer and chronic diseases to individuals of health disparity populations. Directs the Secretary, acting through the Administrator of the Health Resources and Services Administration, to make grants to Hispanic-serving health professions schools to carry out programs to recruit Hispanic individuals to enroll in and graduate from the schools. Amends the Public Health Service Act to revise and extend the programs of the Office of Minority Health. Directs the heads of certain agencies within the public health service to establish individual offices of minority health. Establishes in the Department of Health and Human Services an Assistant Secretary for Civil Rights.

Positive Aging Act of 2003 - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Center for Mental Health Services, to make grants for evidence-based demonstration projects to integrate mental health services for older patients into primary care settings. Requires the inclusion of collaborative care, screening services, referrals, and protocols for prevalent mental health disorders, such as depression, anxiety, dementia, and substance abuse. Requires the Director to make grants to community-based providers of geriatric mental health services for multi-disciplinary health outreach teams. Authorizes cooperative agreements with senior centers, adult day care programs, assisted living facilities, and other places providing services to senior citizens under the Older Americans Act. Requires the Director to designate a Deputy Director for Geriatric Mental Health Services to develop and implement research programs, demonstration projects, models, and model training programs. Revises the membership of the Advisory Council for the Center for Mental Health Services to include representatives of older Americans, their families, and geriatric mental health specialists. Revises the criteria for State plans under Community Mental Health Services Block Grants to include goals and initiatives for improving access to services for older adult patients.

Raw Sewage Overflow Community Right-to-Know Act - Amends the Federal Water Pollution Control Act to direct owners or operators of publicly-owned treatment works to institute an alert system for sanitary sewer overflow. Requires that the public and the appropriate officials be notified as soon as practicable within 24 hours of the time the owner or operator becomes aware of the overflow. Requires a written report on the overflow, including magnitude and cause, as well as measures taken to eliminate and prevent its recurrence. States that owners or operators must report overflows on their monthly discharge monitoring report to either the State or the Administrator of the Environmental Protection, as appropriate. Makes these alert systems eligible for assistance and authorizes funding.

Prosecutors and Defenders Incentive Act - Amends the Higher Education Act of 1965 (HEA) to establish a program of student loan forgiveness for borrowers who agree to remain employed, for at least three years, as public attorneys who are: (1) State or local criminal prosecutors; or (2) State, local, or Federal public defenders in criminal cases. Directs the Secretary of Education to provide such student loan repayment benefits for such public attorneys on a first-come, first-served basis, and subject to the availability of appropriations. Requires priority to be given to borrowers who received repayment benefits for the preceding fiscal year and have completed less than three years of the first required service period. Allows the borrower and the Secretary to enter into an additional agreement, after the required three-year period, for a successive period of service which may be less than three years. Limits the amount paid under such program on behalf of any borrower to $6,000 per calendar year and $40,000 total. Includes public defenders among those eligible under a current HEA program of cancellation of student loans for certain public service.

Directs the Secretary to develop criteria for the collection of data related to vision assessment and the utilization of followup services. Directs the Secretary to coordinate the grant program, as appropriate, with other Federal and State programs that provide services to children. Requires a State to submit an application to the Secretary in order to receive a grant, which shall include a plan for the use of the grant. Requires a State to submit to the Secretary an annual evaluation of the operations and activities carried out under a grant.
