Underwater Unexploded Ordnance Removal Act of 2001 - Requires the Secretary of Defense to ensure that unexploded ordnance and munitions are removed from underwater portions of live impact areas as part of the range maintenance program.

Puerto Rico Karst Conservation Act of 2001 - Authorizes the Secretary of Agriculture to acquire land in or immediately adjacent to the Karst Region of Puerto Rico for the purpose of protecting and managing the geological and ecological values of the region, with particular emphasis on the maintenance of biodiversity within a tropical forest ecosystem and protection of the aquifers. Authorizes the Secretary to: (1) carry out such land acquisition using amounts in the Puerto Rico Karst Conservation Fund established by this Act, amounts appropriated for the Forest Legacy Program, and amounts in the Land and Water Conservation Fund; and (2) make grants to and enter into contracts and cooperative agreements with the Commonwealth of Puerto Rico, other Federal agencies, organizations, and corporations for the acquisition, protection, and management of Federal and non-Federal land in such region. Makes all lands in such region eligible for inclusion in the Forest Legacy Program.

Rebuild America: Financing Infrastructure Renewal and Security for Transportation Act of 2001 - Amends the Internal Revenue Code to allow a limited tax credit to holders of qualified Amtrak bonds. Requires Secretary of Transportation approval of qualified Amtrak projects funded by such bonds. Amends Federal rail transportation law to authorize appropriations to the Secretary for Amtrak capital expenditures, including specified tunnel life safety projects, bridges, tracks, and other improvements, and equipment, including acquisition of trainsets and rolling stock. Directs the Secretary to establish a program of capital grants to class II and class III railroads (or with the concurrence of such railroads, to a State or local government) to rehabilitate, preserve, or improve certain railroad track. Amends the Railroad Revitalization and Regulatory Reform Act of 1976 to set forth additional requirements with respect to cohorts of direct loans and loan guarantees for certain railroad rehabilitation and improvement projects. Amends the Federal Water Pollution Control Act to remove certain requirements for States with respect to construction of treatment works under capitalization grant agreements. Directs the Administrator of the Environmental Protection Agency to assist States in establishing simplified procedures for small water systems to obtain assistance under this Act. Requires revolving funds to be used only for providing assistance for activities which have as a principal benefit the improvement or protection of water quality. Provides for an extended repayment period and additional subsidization with respect to loans from revolving funds to financially distressed communities. Amends the Transportation Equity Act for the 21st Century to increase the Federal-Aid Highway program obligation ceiling for FY 2002. Authorizes additional appropriations from the Mass Transit Account and the Highway Trust Fund for FY 2002 for certain formula grants for mass transportation projects, including projects for special needs of elderly individuals and individuals with disabilities and non-urbanized areas. Amends the Internal Revenue Code to raise the $100 transportation fringe benefit limitation (applicable to commuter highway vehicles and transit passes) to $175. Amends Federal aviation law to increase appropriations from the Airport and Airway Trust Fund for FY 2002 for airport planning and airport development, including airport noise compatibility planning and programs. Authorizes additional appropriations for FY 2002 and 2003 for guaranteed loans for ferries using a streamlined process. Authorizes the Secretary to make grants to U.S. port or maritime cargo terminal operators to acquire the best available technology, equipment, or infrastructure. Amends the Public Works and Economic Development Act of 1965, the Appalachian Regional Development Act of 1965, and the Consolidated Farm and Rural Development Act to authorize additional FY 2002 appropriations, respectively, for public works and economic development, Appalachian regional development, and Delta, Mississippi regional development. Authorizes additional FY 2002 appropriations to: (1) carry out construction, operation, and maintenance activities (including security measures) for Corps of Engineers projects; and (2) enhance the security of General Services Administration properties. Amends the John F. Kennedy Center Act to authorize additional appropriations for FY 2002 to enhance the security of: (1) the John F. Kennedy Center for the Performing Arts; and (2) the Smithsonian Institution.

Municipal Preparation and Strategic Response Act - Requires the Director of the Federal Emergency Management Agency (FEMA) to make grants to local governments and emergency response units for use for: (1) developing strategic response plans that provide for a unified, coordinated response to a terrorist attack or other catastrophe; (2) preparing and issuing reports to local governments, State legislatures, and Congress; and (3) conducting public forums or other appropriate activities to educate the public about potential threats and steps they can take to prepare for them, the contents of such plans, how to communicate with authorities in an emergency; and emergency shelters. Requires the Director to designate for each State a FEMA representative to: (1) assist local governments with the development of strategic response plans; (2) act as a liaison between such governments and the Federal Government; and (3) coordinate the sharing of information about Government initiatives and protocol. Amends the Federal Fire Prevention and Control Act of 1974 to authorize the Director to make grants to fire departments, and amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Attorney General to make grants to States, local governments, Indian tribal governments, other public and private entities, and multi-jurisdictional or regional consortia thereof, to fund counterterrorism training and provide related equipment. Exempts such grants from matching requirements.

Depleted Uranium Munitions Suspension and Study Act of 2001 - Directs the Secretary of Defense and other Federal entities to suspend the use and approval for foreign sale or export of depleted uranium munitions until the Secretary of Health and Human Services certifies to specified congressional committees that studies indicate such munitions will not jeopardize the health of U.S. or NATO military personnel or civilian populations if used in future conflicts. Limits subsequent use, foreign sale, or export to stocks certifiably free of plutonium and other transuranic matter. Directs the Comptroller General to investigate the contamination of stocks of depleted uranium munitions with transuranic elements. Requires the Directors of the Agency for Toxic Substances and Disease Registry and the Center for Disease Control and Prevention to jointly and comprehensively study the health effects of exposure to such weapons on veterans and their children, as well as a public health assessment of persons with an epidemiological link to military installations or production facilities where such munitions have been used or produced. Directs the Administrator of the Environmental Protection Agency to conduct a comprehensive study of possible environmental contamination at these installations or facilities. Requires the Secretary of Defense to: (1) furnish to the Administrator with a list of sites; and (2) develop a plan for their mitigation and cleanup (consistent with the National Environmental Policy Act of 1969).

Rediscover America Act of 2001 - Establishes in the Department of Commerce a United States Travel and Tourism Promotion Bureau to: (1) work to help restore consumer confidence in travel in the two years following the September 11, 2001, terrorist attacks on the United States; and (2) work with private industry and industry employee representatives to design and implement public service announcements and advertising to promote U.S. tourism. Establishes a United States Travel and Tourism Promotion Bureau Advisory Committee to recommend activities to the Bureau.

Amends the Internal Revenue Code to make permanent the increase in the cover over of tax on distilled spirits to Puerto Rico and the Virgin Islands. Requires, for a five year period, the treasury of Puerto Rico to make a Conservation Trust Fund transfer within 30 days from the date of each cover over payment made during such period. Permits a good cause exception. Defines a Conservation Trust Fund transfer.

True American Heroes Act - Authorizes the President to present on behalf of Congress a gold medal to the next of kin or other representation of each officer, emergency worker, or employee of a State and local government agency, including the Port Authority of New York and New Jersey, and of the Federal Government, who responded to the attacks on the World Trade Center in New York City, and perished in the tragic events of September 11, 2001 (including those who are missing and presumed dead).

Small Business Emergency Relief Act of 2001 Authorizes the Administrator of the Small Business Administration to make disaster loans to small business concerns and other eligible entities that were injured as a result of the September 11, 2001, terrorists attacks. Makes such loans available for repair, rehabilitation, refinancing, or replacement of damaged or destroyed real or personal property and any economic injury. Includes charitable organizations among those eligible for such loans. Authorizes the Administrator to forgive or undertake obligations under loans already made under the Small Business Act to recipients which have suffered substantial economic injury as a result of the September 11, 2001, terrorist attacks. Amends the Small Business Act to prohibit the sale of disaster loans.

Rail Infrastructure Development and Expansion Act for the 21st Century - Amends Federal rail transportation law to authorize the Secretary of Transportation to designate bonds if: (1) the bonds are issued by a State, or one or more of the States that have entered into an interstate compact under the Amtrak Reform and Accountability Act of 1997, or by such compact; (2) such bonds are for financing projects to provide a major portion of the infrastructure required to complete a railroad passenger transportation corridor for high-speed intercity rail passenger service, or for projects for the Alaska Railroad; (3) for a railroad passenger transportation corridor design that includes the use of freight railroad rights-of-way, a written agreement exists between the applicant and the freight railroad regarding such use and other conditions are met; (4) the corridor design eliminates all existing railroad grade crossings and requires no additional railroad grade crossings to be created; and (5) the applicant agrees to comply with certain labor standards with respect to such project. Excludes the interest on such bonds from an individual's gross income. Makes corridor development activities (including the acquisition of locomotives, rolling stock, track, and signal equipment) eligible for Federal assistance. Amends specified Federal law to change from discretionary to mandatory the Secretary's authority to provide direct loans and loan guarantees for rail rehabilitation and improvement projects to State and local governments, interstate compacts, government sponsored authorities and corporations, railroads, and joint ventures that include at least one railroad.

Directs the Attorney General to provide for the granting of posthumous citizenship, as of September 12, 2001, to certain nonculpable aliens or noncitizen nationals otherwise eligible for naturalization who died as a result of the hijackings of four airliners, the attacks on the World Trade Center and the Pentagon, or as a result of injuries sustained while assisting in the emergency response to the events of September 11, 2001.

Small Business Opportunity Enhancement Act of 2001 - Amends the Small Business Act to require the Administrator of the Small Business Administration to submit disagreements between the Administration and procurement agencies on matters relating to certain awards or contracts to the Director of the Office of Management and Budget (currently, to the Secretary of Commerce or the head of the appropriate department or agency), who shall render decisions regarding such matters not later than ten days after receiving them. Establishes a minimum 60-day period for the submission of offers from small business concerns for a bundled contract that is issued by a Federal agency.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Victims' Economic Security and Safety Act - Sets forth entitlement standards and implementation guidelines for employee use of emergency leave to address domestic or sexual violence. Permits victims of domestic or sexual violence to substitute existing leave in lieu of emergency leave. Authorizes State use of funds under part A of title IV of the Social Security Act (Temporary Assistance for Needy Families) (TANF) to provide nonrecurrent short-term emergency benefits for emergency leave precipitated by domestic or sexual violence . Amends the Internal Revenue Code relating to approval of State unemployment compensation laws to prohibit denial of compensation where an individual is separated from employment due to circumstances resulting from the individual's experience of domestic or sexual violence. Amends the Social Security Act to include training under this Act for unemployment compensation and TANF personnel. Authorizes the Secretary of Health and Human Services to award a grant to a national victim services organization to develop and disseminate a model program for domestic and sexual violence training. Victims' Employment Sustainability Act - Prohibits certain discriminatory employer practices relating to terms or conditions of employment in connection with victims of domestic or sexual violence. Victims of Abuse Insurance Protection Act - Prohibits denial or restriction of insurance coverage based on the status of the applicant or insured regarding abuse or abuse-related claims. Amends the Internal Revenue Code to allow a business related credit for 40 percent of an employer's costs for implementing workplace safety and education programs relating to domestic and sexual violence. Authorizes the Attorney General to provide a grant for a clearinghouse and resource center to provide information and assistance to employers, labor organizations, and advocates on behalf of victims of domestic or sexual violence.

Fisheries Recovery Act of 2001 - Amends the Magnuson-Stevens Fishery Conservation and Management Act regarding avoiding and minimizing bycatch and bycatch mortality. Directs the Secretary of Commerce to report on progress made in implementing requirements regarding standardized reporting methodology and bycatch reduction. Requires a fishery management plan to close an area to a gear or practice that has been shown to adversely affect essential fish habitat unless the Regional Fishery Management Council (council) determines that closure is not necessary and the Secretary finds that the gear or practice will have a minimal adverse impact on habitat and minimal bycatch. Requires observers on commercial fishing vessels to collect data necessary for the conservation and management of the fishery, subject to specified requirements Modifies: (1) the definition of "overfishing" and "overfished" to include jeopardizing the ecological integrity and sustainability of marine ecosystems; (2) conservation and management measure requirements; and (3) fishery management plan requirements to add ecosystem considerations. Requires each fishery management plan to have a fishery impact statement. Directs the Secretary to develop at least one pilot fisheries ecosystem plan. Requires each council to prepare and submit to the Secretary a Fisheries Ecosystem Plan for each major marine ecosystem within its jurisdiction. Reauthorizes appropriations to carry out the Act. Amends the Saltonstall-Kennedy Act to earmark specified funds for direct industry assistance grants and for activities of the National Marine Fisheries Service that are directly related to implementation of the Magnuson Act.

Economic Revitalization Tax Act of 2001 - Amends Internal Revenue Code provisions concerning investment of earnings in U.S. property to set forth a separate rule governing any foreign corporation which is a controlled foreign corporation and is created or organized under the laws of, or engaged in the active conduct of a trade or business within, the Commonwealth of Puerto Rico or a possession of the United States. Provides that in the case of certain dividends received by a domestic corporation from such a corporation, there shall be allowed as a deduction an amount equal to 85 percent of such dividend. Establishes a safe harbor rule for certain transfers or licenses of intangible property to such a corporation.

Tribal Energy Self-Sufficiency Act - Amends the Indian Financing Act of 1974 to authorize appropriations, exempt from certain limitations, for Indian electric energy development, including electric generation, transmission, and distribution. Authorizes the Secretary of the Interior (Secretary) to transfer, upon tribal request, Federal water and power projects on Indian lands to the tribe upon whose land such projects are located. Directs the Secretary to continue trusteeship responsibilities to review agreements entered into between Indian tribes and other parties under: (1) the Federal Oil and Gas Royalty Management Act of 1982; and (2) the Indian Mineral Development Act of 1982. Instructs the Secretary to study and report to Congress on all dams and water impoundments on Indian land to determine their suitability for siting for electrical power projects. Requires the Western Area Power Administration to set up electric power transmission facilities for the development of wind power generation on certain Indian lands. Amends the Energy Policy Act of 1992 and the Department of Energy Organization Act to establish within the Department of Energy the Office of Indian Energy Policy and Programs to assist Indian tribes to meet certain energy needs. Creates the Indian Energy Loan Guaranty Fund to enable the Secretary to guarantee loans made to an Indian tribe for energy development. Amends the Public Utility Regulatory Policies Act of 1978 to make net metering available for renewable energy on Indian reservations. Amends the Federal Power Act to direct the Federal Energy Regulatory Commission, upon tribal application, to order the interconnection and wheeling of transmission or local distribution facilities owned by another person with those of the applicant tribe. Amends the Internal Revenue Code to: (1) extend the credit for electricity produced from certain renewable resources to solar power, non-closed loop biomass, incremental hydropower, geothermal energy, and fuel cells on Indian lands; and (2) allow a tax credit for the production of Indian oil or gas. Amends the Housing and Community Development Act of 1974 to make electricity facilities owned or controlled by an Indian tribe or entity eligible for community development assistance. Directs the Secretaries of Housing and Urban Development and of the Interior to develop energy efficiency and conservation measures in connection with certain housing located on Indian lands. Amends the Rural Electrification Act of 1936 to authorize grants and zero interest loans for energy efficiency purposes, including provision or modernization of electric facilities for an Indian tribe.

Insular Areas Oversight Avoidance Act - Requires the Director of the Office of Management and Budget (OMB) to publish with respect to each covered statement issued by OMB (including executive orders and agreements, presidential proclamations or directives, treaties, and submitted legislation) that does not include any U.S. insular area in any definition of "United States," "United States of America," or "State": (1) an explanation of the reasons for that omission; and (2) a recommendation of whether the definition should include such insular area.

Tohono O'odham Citizenship Act of 2001 - Amends the Immigration and Nationality Act to recognize persons listed on the official membership roll of the Tohono O'odham Nation, a federally recognized American Indian nation located in Arizona, as U.S. citizens as of the date such listing occurs. Provides that the valid membership credential issued to such listed persons shall be considered, for all purposes subject to Federal law, equivalent to: (1) a certificate of citizenship; and (2) a State-issued birth certificate.

High-Speed Rail Investment Act of 2000 - Amends the Internal Revenue Code to allow a limited tax credit to holders of qualified Amtrak bonds. Sets forth definitions, State contribution requirements, and other rules. Requires approval, by the Secretary of Transportation, of qualified Amtrak projects funded by such bonds.

Coral Reef and Coastal Marine Conservation Act of 2001 - Amends the Foreign Assistance Act of 1961 to establish in the Department of Treasury the Coral Reef and Other Coastal Marine Resources Facility. Authorizes the President, through the exchange by the Facility of new obligations for outstanding obligations of an eligible Latin American or Caribbean country with a coral reef or other coastal marine resource meeting specified requirements, to reduce the amount owed by the country to the United States that is outstanding as of January 1, 1999, as a result of concessional loans. Authorizes the President to sell, reduce, or cancel such loans in order to facilitate a debt-for-nature swap or a debt buyback with an eligible purchaser or eligible country to support activities to conserve, maintain, and restore the country's coral reefs and other coastal marine resources. Requires each beneficiary country that has entered into a Coral Reef and Other Coastal Marine Resources Agreement with the Secretary of State to establish a Coral Reef and Other Coastal Maine Resources Fund to receive payments of interest on new obligations undertaken by the country to provide grants to certain entities in such country to conserve, maintain, and restore its coral reefs and other coastal marine resources. Requires the Enterprise for the Americas Board to carry out certain duties with respect to implementing this Act.

Children's Act for Responsible Employment of 2001 - CARE Act of 2001 - Amends the Fair Labor Standards Act of 1938 to repeal certain exemptions from child labor prohibitions for agricultural employment. Applies the same age restrictions to agricultural employment as to other forms of employment. Limits exemptions to agricultural labor outside of school hours, if the individual is employed by a specified family member on the member's farm. Raises from 16 to 18 years old the minimum age for engaging in hazardous agricultural employment. Increases civil and criminal penalties for child labor violations. Directs the Secretary of Labor and the Director of the Bureau of the Census to compile data biannually from State employment security agencies and from other sources in all the States concerning: (1) the types of industries and occupations in which children under the age of 18 are employed; and (2) cases in which children were employed in violation of Federal child labor prohibitions. Requires each employer to report to the State employment security agency on any injury to an employee under age 18 that results in lost employment time or any illness such individual incurred while at work. Directs the Secretary to establish closer working relationships with non-governmental organizations and with State and local government agencies having responsibility for administering and enforcing labor and safety and health laws. Requires State and local government agencies to inform the Secretary, upon request, about employee injuries and deaths. Directs the Secretary to: (1) employ at least 100 additional inspectors within the Wage and Hour Division of the Department of Labor to enforce child labor laws; and (2) provide for a ten percent increase in the budget for the Employment Standards Division within the office of the Solicitor of Labor to increase prosecution of violations of such laws. Amends the Federal Insecticide, Fungicide, and Rodenticide Act to direct the Administrator of the Environmental Protection Agency to revise, and review every five years, a farmworker protection standard to take into account the routine presence of children, including nursing children, and nursing or pregnant women employed on, or present near, a farm or in or around a field in which a pesticide is applied. Amends the Workforce Investment Act of 1998 to direct the Secretary to make competitive grants for specified types of programs for migrant and seasonal farmworker youth dropout prevention.

Military Environmental Responsibility Act - Requires the Department of Defense (DOD) and defense-related agencies (the Department of Energy, the Nuclear Regulatory Commission, the Office of Naval Nuclear Reactors, and any others as designated by the President) to fully comply with designated Federal and State environmental laws, including those related to public health and safety, to the same extent as any other entities subject to such laws. Waives any immunity of the United States with respect to such laws as applied to DOD and any defense-related agency. Provides for administrative enforcement actions. Requires the Secretary of Defense , for each weapon system for which congressional budget justification is required, to ensure that all development and procurement decisions comply with the National Environmental Policy Act of 1969. Repeals: (1) a Federal provision prohibiting the use of certain military appropriation accounts for the payment of fines and penalties for environmental noncompliance; and (2) a provision of the National Defense Authorization Act for Fiscal Year 2000 which prohibits the use of defense funds to conduct treatment, storage, or disposal activities at sites designated under the Formerly Utilized Site Remedial Action Program.

Paso al Norte National Museum of Immigration History Act - Requires the Secretary of the Interior, if land is made available to or by the University of Texas at El Paso under specified conditions, to make a grant for the establishment of the Paso al Norte National Museum of Immigration History (a museum and research center for the interpretation and commemoration of migration at the U.S. southern border). Directs the Secretary, after receiving a grant proposal from the University in agreement with the City of El Paso that meets certain requirements, to award a grant to the University for the establishment of the museum, including planning, design, construction, furnishing, and startup expenses.

Authorizes the President to present on behalf of Congress: (1) a gold medal to the family of Andrew Jackson Higgins in recognition of his contributions to the Nation and to the Allied victory in World War II; (2) an identical medal to the D-Day Museum in New Orleans, Louisiana, for public display; and (3) a gold medal to the Museum in honor of the World War II employees of Higgins Industries and in recognition of their contributions to the Nation and to the Allied victory in World War II. Authorizes the Secretary of the Treasury to strike and sell bronze duplicates.

Brownfields Redevelopment Incentives Act - Defines a "brownfield site" (brownfield), with exceptions, as real property the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance or pollutant. Amends the Housing and Community Development Act of 1974 to: (1) authorize grants to local government units in nonentitlement areas for economic development and environmental cleanup activities related to brownfields; and (2) provide for repayment contracts and security for guaranteed loans funding brownfield activities. Amends the Riegle Community Development and Regulatory Improvement Act of 1994 to authorize appropriations for community development financial institution lending strategies that assist environmental cleanup and economic development of investment areas consisting of at least one brownfield. Amends the Small Business Act to provide a set-aside of loans to assist site assessments, remediation planning, and cleanup. Amends the Small Business Investment Act of 1958 to: (1) direct the Administrator of the Small Business Administration to promote the formation of at least one small business investment company devoted to lending to small businesses for cleanup activities or projects that help existing companies clean up their facilities and adopt new technologies; and (2) require the set-aside of amounts for assistance to local development companies to enable them to finance site assessment and cleanup activities or facilitate ownership transition or industrial succession. Expresses the sense of Congress regarding the risk of small business loans for brownfield-related activities. Amends the Public Works and Economic Development Act of 1965 to authorize grants for brownfield redevelopment. Amends the Internal Revenue Code to: (1) provide an environmental remediation business income tax credit; (2) allow a deduction for payments to a Hazardous Waste Remediation Reserve; (3) allow an exclusion from a financial institution's gross income of interest on indebtedness incurred for remediation of a qualified contaminated site; (4) make permanent the expensing of environmental remediation costs and qualify for such treatment sites subject to long-term leases; and (5) qualify environmental research remediation technology expenses for the credit for research activities.

School and Day-Care Lead-Based Paint Reduction Act of 2001 - Authorizes the Secretary of Housing and Urban Development to make matching grants to States, local governments, and local educational agencies to evaluate and reduce lead-based paint hazards at public elementary schools and licensed child day-care facilities.

Consumer Credit Report Accuracy and Privacy Act of 2001 - Amends the Fair Credit Reporting Act to require a consumer reporting agency to provide a free annual credit report to any consumer upon request.

Credit Card Consumer Protection Act of 2001- Amends the Truth in Lending Act to: (1) prohibit fee assessment against a credit card account under an open-end consumer credit plan solely on the basis of on-time payments; (2) require advance notice of any interest rate increase for a credit card account, and of the consumer's right to cancel such account before the effective date of that increase; and (3) prohibit post-cancellation increases in interest rates and fees on the outstanding balance of any canceled cards. Mandates disclosure to a credit card account holder of the fees and interest rates imposed upon credit advances through the use of third party checks. Proscribes over-the-limit fees in creditor-approved transactions, and two-cycle billing. Prescribes additional notice requirements governing: (1) introductory ("teaser") rates to identify the fixed and variable interest rate which will apply following the introductory period; (2) last payment date and payment processing date before imposition of late fees; and (3) the period of time required to pay off the outstanding balance if only the minimum payment is forwarded.

Home Ownership Tax Credit Act of 2001 - Amends the Internal Revenue Code to establish a home ownership tax credit which shall be allocated, through State housing finance agencies, to qualified lenders making qualified home ownership loans to certain low-income households.

Racial Profiling Prohibition Act of 2001 - Directs the Secretary of Transportation to withhold specified apportionments of Federal-aid highway funds for a State that has failed to: (1) adopt and enforce standards that prohibit the use of racial profiling; and (2) maintain and allow public inspection of specified statistical information on each motor vehicle stop made by a law enforcement officer on a Federal-aid highway in the State.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Guadalupe-Hidalgo Treaty Land Claims Act of 2001 - Establishes the Guadalupe-Hidalgo Treaty Land Claims Commission to determine the validity of land claims arising out of the Treaty of Guadalupe-Hidalgo of 1848. Authorizes three or more eligible descendants of the same community land grant to petition the Commission for such a determination on behalf of themselves and all other descendants. Directs the Commission to recommend appropriate relief to a valid petition, including whether the community land grant should be reconstituted and its non-Federal lands restored. Directs the Commission to establish a Community Land Grant Study Center at the Onate Center in Alcalde, New Mexico, to be responsible for directing the research, study, and investigations necessary to assist the Commission in performing its duties. Directs the Comptroller General to make available General Accounting Office (GAO) personnel, equipment, and facilities to assist the Commission in performing its activities in examining such land claims. Permits the Commission to review reports prepared by GAO regarding community land grants and to request an interview with the authors of such reports.

Water Infrastructure Improvement Act of 2001 - Amends the Federal Water Pollution Control Act to remove restrictions on grants for construction of publicly owned treatment works that limit: (1) use for secondary or more stringent treatment only; and (2) the amount that may be obligated for implementation of nonpoint source management programs and groundwater protection activities that will advance implementation of nonpoint source pollution control programs. Authorizes appropriations for FY 2002 through 2006 for such grants and provides allotment rules regarding the grant formula, minimum percentage, the innovative projects set-aside, the reservation for bays and estuaries, and discretionary deposits in State water pollution control revolving funds.

Clean Water State Revolving Fund Enhancement Act of 2001 - Amends the Federal Water Pollution Control Act to authorize appropriations for FY 2002 through 2006 for grants to States for establishment of water pollution control revolving funds (which provide assistance for treatment works construction, implementing nonpoint source management programs, and developing and implementing estuary conservation and management plans).

Medicare Puerto Rico Hospital Payment Parity Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to revise: (1) the payment formula to increase base payment amounts to Puerto Rico hospitals; and (2) the calculation of Medicare disproportionate share payments for prospective payment system hospitals in Puerto Rico.

Amends the Omnibus Parks and Public Lands Management Act of 1996 to authorize the Secretary of the Interior, with respect to eligible historically black colleges and universities, to make a grant (out of funds authorized by this Act) for a building or structure listed on, or eligible for listing on, the National Register of Historic Places only if the grantee agrees to provide funds derived from non-Federal sources in an amount equal to 30 percent of the total cost of the project for which the grant is provided.

FHA Multifamily Housing Mortgage Loan Limit Adjustment Act of 2001 - Amends the National Housing Act to increase multifamily project mortgage loan limits for: (1) rental housing; (2) cooperative housing; (3) rehabilitation and neighborhood conservation housing; (4) housing for moderate income and displaced families; (5) housing for the elderly; and (6) condominiums.

Agent Orange Respiratory Cancer Act of 2001 - Repeals the requirement that, in order to be considered service-connected and, therefore, compensable under veterans' disability compensation, respiratory cancers must have become manifest in a veteran within 30 years after the last date on which the veteran performed active military service in the Republic of Vietnam.
