Women in Apprenticeship Occupations and Nontraditional Occupations Act - Directs the Department of Labor (the Department) to promote an outreach program to inform employers and labor unions of the availability of technical assistance for preparing the workplace to employ women in apprenticeable occupations and other nontraditional occupations. Requires the Department to: (1) promote such program to employers through, but not limited to, the private industry councils in each service delivery area; (2) provide outreach to labor unions through, but not limited to, the building trade councils, joint apprenticeable occupations councils, and individual unions; and (3) give priority to employers in areas that have nontraditional employment and training programs specifically targeted to women. Sets forth various activities which such technical assistance provided by community-based organizations to employers and labor unions. Directs the Department to select a total of 50 employers or labor unions to receive such technical assistance. Requires each eligible community-based organization desiring to receive a competitive grant to provide such technical assistance to employers and labor unions to submit an application to the Department. Requires the Department to give priority to applications to community-based organizations that demonstrate specified types of experience and that have tradeswomen or women in nontraditional occupations as active members. Sets forth application requirements, including specified descriptions, assurances, and commitments. Directs the Department to serve as a liaison among employers, labor, and community organizations. Directs the Department to: (1) conduct a study of the participation of women in apprenticeable occupations and nontraditional occupations, examining specified topics; and (2) report to the Congress within two years on such study, with recommendations. Authorizes appropriations.

Commission on the Advancement of Women in the Science and Engineering Work Forces Act - Establishes the Commission on the Advancement of Women in the Science and Engineering Work Forces. Excludes the Commission from application of provisions of the Federal Advisory Committee Act relating to the termination of advisory committees.

Midnight Basketball League Training and Partnership Act - Amends the Cranston-Gonzalez National Affordable Housing Act to direct the Secretary of Housing and Urban Development to make grants to eligible entities to establish midnight basketball league training and partnership programs (including technical assistance) incorporating employment counseling and training and other educational activities for residents of public housing and federally assisted housing. Directs the Secretary to: (1) establish a related advisory committee; and (2) provide a grant to one eligible entity to carry out a study of such basketball programs' effectiveness. Authorizes FY 1992 and 1993 appropriations for activities under this Act.

Declares it to be an unfair or deceptive act or practice under the Federal Trade Commission Act to advertise or cause to be advertised through magazines, newspapers, brochures, promotional displays, radio or television broadcasting (including cable broadcasting) any alcoholic beverage unless the advertising includes one of specified warnings. Makes the Secretary of Health and Human Services responsible for establishing and maintaining toll free numbers referred to in some of the warnings. Sets forth requirements for the warnings, including rotating between the warnings.

Amends part B (Supplementary Medical Insurance) of title XVIII (Medicare) of the Social Security Act to revise the breast cancer screening benefit provided under the Omnibus Budget Reconciliation Act of 1990 to cover on an annual basis (currently, biennial) routine breast cancer screening for women over age 64.

Privacy for Consumers and Workers Act - Requires employers who engage in electronic monitoring to provide each affected employee with prior written notice describing specified aspects of the electronic monitoring directly affecting the employee. Requires employers to notify prospective employees at personal interviews or meetings of existing forms of electronic monitoring which may directly affect them and, upon request, provide them with the written notice provided to employees. Requires employers to provide affected employees with some form of visual or aural notice that indicates that electronic monitoring is taking place, at periodic intervals unless the monitoring is continuous during each of the employee's shifts. Requires employers to provide affected customers with some form of visual or aural notice, at periodic intervals, indicating that telephone service observation is taking place. Requires employers to permit employees or their authorized agents to have access to all personal data obtained by electronic monitoring of their work. Prohibits employers from collecting personal data on an employee which is not relevant to the employee's work performance. Prohibits employers from disclosing personal data obtained by electronic monitoring to any person or business except to the individual employee to whom that data pertains or without the employee's prior written consent, unless disclosure would be: (1) to the employer's officers and employees who need it to perform their duties; (2) to a law enforcement agency for a criminal investigation or prosecution; or (3) pursuant to a proper court order. Prohibits employers from using personal data obtained by electronic monitoring as the exclusive basis for individual employee performance evaluation or disciplinary action, unless the employee is given an opportunity to review the data within a reasonable time after it is obtained. Prohibits employers from using personal data or collective data obtained by electronic monitoring as the sole basis for setting production quotas or work performance expectations. Prohibits employers from maintaining, collecting, using, or disseminating personal data obtained by electronic monitoring which describes how an employee exercises First Amendment rights, unless such use is: (1) expressly authorized by statute or by the employee; or (2) pertinent to and within the scope of an authorized law enforcement activity. Sets forth the following enforcement provisions: (1) civil penalties; (2) injunctive actions by the Secretary of Labor; and (3) private civil actions. Prohibits waiver of rights and procedures provided by this Act, unless such waiver is part of a written settlement by the parties to a pending action or complaint. Directs the Secretary of Labor to issue rules and regulations to carry out this Act within six months. Makes this Act inapplicable to otherwise permissible electronic monitoring by law enforcement agencies in criminal investigations.

Youthbuild Act of 1990 - Authorizes the Secretary of Housing and Urban Development to provide grants for Youthbuild projects which shall employ economically and educationally disadvantaged youth to help construct or rehabilitate rental and transitional housing for homeless persons and low-income families. Authorizes appropriations.

Merchant Mariners Fairness Act of 1991 - Provides that certain qualified service of a member of the U.S. merchant marine, including a vessel crewmember of the U.S. Army Transport Service, during World War II constituted active military service for purposes of eligibility for various veterans' benefits under the GI Bill Improvement Act of 1977. Requires the Secretary of Defense to issue an honorable discharge under such Act to each merchant marine member whose qualified service warrants such a discharge. Defines "qualified service." Prohibits the payment of any retroactive benefits under this Act. Mandates a processing fee of a specified amount for any benefit application for such qualified service. Amends the Merchant Marine Act, 1936 to add references to components or ingredients of equipment, materials, or commodities in certain cargo preference provisions.

Airline Bankruptcy Passenger Protection Act of 1991 - Amends the Federal Aviation Act of 1958 to direct the Secretary of Transportation to issue an order authorizing a covered air carrier to develop an air transportation plan which protects airline ticket holders in the event it becomes a debtor in bankruptcy proceedings after the ticket purchase date. Provides that if satisfactory plans have not been submitted by a specified deadline, the Secretary must promulgate regulations requiring all covered air carriers to provide air transportation for such ticket holders.
