Blind Persons Earnings Fairness Act of 2007 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to increase, by specified increments over five years, the level of earnings demonstrating the ability of a blind person to engage in substantial gainful activity for purposes of determining disability insurance benefit payments.

Condemns the September 2007 attacks on African Union (AU) peacekeepers that occurred in Haskanita, Darfur, Sudan. Expresses condolences and sympathies to the people and governments of Nigeria, Mali, Senegal, and Botswana and to the families and friends of those individuals who were killed, injured, or missing in the attacks. Expresses readiness to support efforts to bring to justice those individuals responsible for the attacks and to dismantle the networks that carry out such attacks. Expresses support for the people of Darfur, and encourages all parties involved in the conflict to commit to negotiate a final peace agreement at the peace talks scheduled for October 27, 2007, in Tripoli, Libya.

Taxpayer Choice Act of 2007 - Amends the Internal Revenue Code to: (1) repeal the alternative minimum tax on individual taxpayers after 2006; and (2) allow taxpayers to elect an alternative income tax system. Makes permanent the capital gains and dividends rate reductions enacted by the Jobs and Growth Tax Relief Reconciliation Act of 2001.

Calls upon the President to develop within the Department of State and the United States Agency for International Development (USAID) a Women and Girls of Darfur Initiative to improve assistance to victims and potential victims of rape and sexual violence in Darfur, Sudan, eastern Chad, and the Central African Republic. Calls upon the Secretary General of the United Nations, the permanent members of the U.N. Security Council, the African Union (AU), the European Union (EU), the Arab League, and other nations to take steps to ensure that a fully funded and fully equipped U.N.-AU peacekeeping force (UNAMID) is deployed to Darfur, including an adequate number of female troops and police to properly manage incidents of rape and sexual violence. Calls upon the Security Council to: (1) find the government of Sudan in noncompliance with Security Council Resolution 1325; (2) call on the government of Sudan to provide legal protections to victims of rape and sexual violence and to bring to justice individuals responsible for such crimes; and (3) enforce the arrest warrants for Ahmad Muhammad Harun and Ali Muhammad Al Abd-Al-Raham, and further recognize the systematic rape of women and girls in Darfur as crimes against humanity and war crimes.

College Access and Opportunity Act of 2007 - Amends the Higher Education Act of 1965 (HEA) to revise and reauthorize appropriations for HEA programs. Establishes a single definition of institutions of higher education (IHEs) for purposes of their participation in all HEA programs, including title IV student aid programs. Allows IHEs to enroll students who are also enrolled in secondary school. Revises higher education consumer information and public accountability requirements. Imposes educational loan disclosure requirements on lenders and IHEs. Replaces the Teacher Quality Enhancement Grants for States and Partnerships program under title II with a new Teacher Quality Partnership grant program for partnerships of high-need local educational agencies (LEAs), high-need schools, IHEs, and public or private educational organizations. Repeals part B (Preparing Tomorrow's Teachers to Use Technology) of title II. Creates a new title II: (1) Teacher Incentive Fund program to assist states, LEAs, and nonprofit organizations in implementing comprehensive performance-based compensation systems for teachers and principals; and (2) National Teacher Corps grant program to recruit, select, train, and support college graduates as new teachers for high-need LEAs. Revises and reauthorizes title III Institutional Aid programs providing grants to IHEs serving high percentages of minority and low-income students. Revises and reauthorizes title IV Student Assistance programs. Increases the maximum Pell grant and allows year-round grants. Makes homeless or unaccompanied youth eligible to participate in the TRIO and Gear UP programs. Turns the Robert C. Byrd Honors Scholarship program into: (1) scholarship and loan forgiveness programs for mathematics and science students; and (2) an adjunct teacher corps program to recruit and place secondary school mathematics, science, and critical foreign language teachers. Repeals the Learning Anywhere Partnerships program. Provides student loan forgiveness under the Federal Family Education Loan (FFEL) program for service in areas of national need. Prohibits certain business arrangements and inducements between lenders, guaranty agencies, and IHEs. Requires the development of simplified paper and electronic student aid application forms. Increases the institutional and financial aid information which IHEs must provide to current and prospective students. Establishes a college affordability demonstration program for innovations in the delivery of higher education and student aid that reduce costs for students and IHEs. Requires all IHEs (currently, only for-profit IHEs) to have at least 10% of their revenues from sources other than title IV funds. Revises IHE accreditation requirements. Revises and reauthorizes the title V Developing Institutions grant program for Hispanic-serving institutions. Establishes a new grant program for graduate programs at such institutions. Revises and reauthorizes title VI International Education programs. Establishes under title VI: (1) a grant program for partnerships of IHEs and LEAs that establish articulated programs of study in critical-need foreign languages; and (2) an independent International Higher Education Advisory Board within the Department of Education. Revises and reauthorizes title VII Graduate and Post-Secondary Improvement programs. Establishes a new Fund for the Improvement of Postsecondary Education program providing scholarships to the family members of veterans and military personnel. Eliminates the Urban Community Service grant program. Revises and reauthorizes various programs under the Education of the Deaf Act of 1986 and the Tribally Controlled College or University Assistance Act of 1978. Reauthorizes the Underground Railroad Educational and Cultural program under the Higher Education Amendments of 1998. Reauthorizes the Tribal Economic Development and Technology Related Education Assistance Act of 1990. Reauthorizes appropriations under the Navajo Community College Act and the (Higher) Education Amendments of 1992 for construction grants and Olympic Scholarships, respectively.

Workforce Investment Improvement Act of 2007 - Amends the Workforce Investment Act of 1998 (WIA) to revise requirements and reauthorize appropriations for: (1) WIA title I, workforce investment systems for job training and employment services; and (2) WIA title II, adult basic skills and family literacy education programs (renamed as the Adult Education, Basic Skills, and Family Literacy Education Act). Revises and reauthorizes workforce investment systems with respect to: (1) state and local planning, allocation, work force investment board membership, and performance accountability; (2) one-stop centers; (3) consolidated funding for adult program activities, including job training, dislocated worker retraining, the employment service system, and reemployment grants; (4) training programs for both out-of-school and in-school youth, including challenge grants; and (5) national job training programs, including the Job Corps and programs for Native Americans, migrant and seasonal farmworkers, and veterans. Exempts religious organizations, with respect to their employment of individuals of a particular religion, from WIA nondiscrimination requirements. Sets forth provisions for the approval of state Workforce Innovation in Regional Economic Development (WIRED) plans for the carrying out of certain workforce development activities. Repeals Wagner-Peyser Act provisions relating to the U.S. Employment Service. Revises requirements and reauthorizes appropriations for: (1) vocational rehabilitation services under the Rehabilitation Act of 1973; and (2) the Helen Keller National Center Act.

Earmark Reform Act 2007 - Amends the Congressional Budget of 1974 to subdivide amounts allocated to the congressional appropriations committees into: (1) a specified total of new budget authority and outlays for earmarks in appropriations measures for the first fiscal year of the first concurrent budget resolution; and (2) an amount of total new budget authority and outlays for such earmarks for the first fiscal year of each ensuing budget resolution equal to 1% of total new budget authority and total outlays allocated to such committees. (Thus caps total earmarks at 1% of total new budget authority and total outlays allocated each fiscal year to such committees.) Makes it out of order in the House of Representatives or the Senate to consider any bill, joint resolution, or amendment if its enactment would cause the applicable allocation of new budget authority or outlays for a fiscal year to be exceeded.

Instructs the Director of the National Science Foundation (NSF) to: (1) ensure that the Arecibo Observatory, in Arecibo, Puerto Rico, is fully funded to continue its research on Earth's ionosphere, its research in radio astronomy, and research on the solar system; and (2) coordinate with the Administrator of the National Aeronautics and Space Administration (NASA) to ensure that capabilities of the Arecibo Observatory continue to be available for NASA research in characterizing and mitigating Near Earth Objects, and other research as needed.

One America, Many Voices Act - Entitles an employee in a position requiring the use of one or more languages besides English to premium pay amounting to 5% of the employee's rate of basic pay. Declares that this requirement does not apply to an employee in a position the classification of which takes into account such language requirement, except: (1) to the extent that the rates of basic pay for the position are not at least 5% greater than the rates that would otherwise apply in the absence of the language requirement; and (2) in other circumstances as the Office of Personnel Management (OPM) may prescribe.

Declares that: (1) women in China possess a fundamental, inalienable right to carry their pregnancies to term free from coercive tactics designed to force a woman to abort her child; (2) coercion by the Chinese Communist Party (CCP) to coerce abortion and sterilization is immoral, reprehensible, and a violation of the United Nations' Universal Declaration of Human Rights; (3) the House of Representatives expresses its regrets and condolences to the innocent victims of the CCP's one-child policy; and (4) it is the sense of the House of Representatives that the United States should publicly condemn the CCP's one child policy, coerced abortions, and coerced sterilizations at appropriate international forums.

Wayne "Cotton" Morgan Bulletproof Vest Act of 2007 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to waive the grantee matching funds requirement applicable to the grant program for purchasing bulletproof armor vests to the extent that such vests are purchased for law enforcement officers who work in high security risk areas and correctional officers who transport prisoners.

Social Investment and Economic Development for the Americas Act of 2007 - Amends the Foreign Assistance Act of 1961 to direct the President, through the United States Agency for International Development (USAID), to provide assistance to reduce poverty, expand the middle class, and foster increased economic opportunity in Western Hemisphere countries. Establishes within USAID the Western Hemisphere Economic Investment and Development Advisory Committee which shall: (1) serve as a link among the U.S. government, nongovernmental organizations, the private sector, and other interested parties; and (2) review projects funded under this Act. Amends the Inter-American Development Bank Act to direct the Secretary of the Treasury to instruct the United States Executive Director at the Bank to use U.S. influence to urge the Bank to establish a Social Investment and Economic Development Fund for the Americas to provide assistance to reduce poverty, expand the size of the middle class, and foster increased economic opportunity in Western Hemisphere countries. Authorizes appropriations for payment to the Inter-American Development Bank of arrears owed by the United States to the Multilateral Investment Fund.

Amends the Foreign Service Act of 1980 to permit rest and recuperation travel for Foreign Service members and family members to U.S. territories, including American Samoa, the Commonwealth of Puerto Rico, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands. Specifies that required leave based upon continuous service abroad may be taken in the United States or its territories, including American Samoa, the Commonwealth of Puerto Rico, Guam, the Commonwealth of the Northern Mariana Islands, and the U.S. Virgin Islands. (Current law refers to the United States, its territories and possessions, or the Commonwealth of Puerto Rico.)

North Korean Counterterrorism and Nonproliferation Act - Provides for the continuation of restrictions against the government of North Korea unless the President certifies to Congress that North Korea has met certain benchmarks respecting: (1) missile or nuclear technology transfers; (2) support of terrorist groups and terrorist activities, (3) counterfeiting of U.S. currency, (4) release of South Korean POWs, Japanese journalists, and Kim Donk-Shik; and (5) Bureau 39's closure.

States that: (1) it shall continue to be U.S. policy, consistent with the Taiwan Relations Act, to make available to Taiwan defense articles and services necessary for Taiwan to maintain a sufficient self-defense capability; and (2) the United States should determine the nature and quantity of such defense articles and services based solely upon Taiwan's legitimate defense needs.

Subjects civil aircraft, aircraft engines, or propellers (including any component or technology related to such items) to export controls only under the Export Administration Act of 1979, as continued in effect pursuant to the International Emergency Economic Powers Act. Provides that such items shall not be subject to military export controls under the Arms Export Control Act.

Action Plan for Public Lands and Education Act of 2007 - Makes grants of land to the following states in lieu of receiving, for the support of the common schools, 5% of the proceeds of the sales of federally owned land within such states which have not been sold by the United States as of July 1, 2005: Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, New Mexico, Nevada, Oregon, Utah, Washington, and Wyoming. Makes the amount of land granted to each state 5% of the number of acres of federally owned land within that state as of July 1, 2005. Requires land selected to be held in trust to be sold or leased and the proceeds to be used only for the support of public education.

Government Shutdown Prevention Act - Provides for automatic continuing appropriations if any regular appropriation for a fiscal year (or, if applicable, for each fiscal year in a biennium) does not become law before the beginning of such fiscal year, or a joint resolution making continuing appropriations is not in effect. Appropriates amounts necessary to continue any project or activity for which funds were provided in the preceding fiscal year: (1) in the corresponding regular appropriation Act for such preceding fiscal year; or (2) if such legislation did not become law, then in the joint resolution making continuing appropriations for such preceding fiscal year. Requires the appropriations and funds made available, and authority granted, for any fiscal year for a project or activity to be available for the period beginning with the first day of a lapse in appropriations and ending with the earlier of: (1) the date on which the applicable regular appropriation bill for such fiscal year becomes law (whether or not such law provides for such project or activity) or a continuing resolution making appropriations becomes law, as the case may be; or (2) the last day of such fiscal year.

Military Eye Trauma Treatment Act of 2007 - Directs the Secretary of Defense (Secretary) to establish within the Department of Defense (DOD) the Center of Excellence in Prevention, Diagnosis, Mitigation, Treatment, and Rehabilitation of Military Eye Injuries to: (1) develop and oversee the Military Eye Injury Registry for tracking the diagnosis, treatment, and follow-up for each case of eye injury incurred by a member of the Armed Forces while on active duty; and (2) ensure the electronic exchange of Registry information with the Secretary of Veterans Affairs. Requires the Secretary to: (1) include in the Registry records of members who incurred eye injuries while on active duty on or after September 11, 2001, but before the Registry's establishment; and (2) report to Congress on the Center's establishment. Directs the Secretary and the Department of Veterans Affairs (VA) to conduct a cooperative study on neuro-optometric screening and diagnosis of members with traumatic brain injury (TBI) by military medical treatment facilities and VA medical centers for purposes of vision screening, diagnosis, rehabilitative management, and vision research on visual dysfunction related to TBI.

Extends permanently the Secretary of Education's authority under the Higher Education Relief Opportunities for Students Act of 2003 to waive or modify the application of requirements and regulations pertaining to student financial assistance, under title IV of the Higher Education Act of 1965, to certain individuals and entities affected by wars, other military operations, or national emergencies.

Insular Rate for Cellular Customers Act - Amends the Communications Act of 1934 to declare that, for purposes of rate integration for wireless interstate telecommunications services, a provider of a commercial mobile radio service shall, with respect to any interstate services, be treated as a provider of interstate, interexchange telecommunications services.

James Zadroga 9/11 Health and Compensation Act of 2007 - Amends the Public Health Service Act to establish within the National Institute for Occupational Safety and Health the World Trade Center Health Program (WTC program) to provide medical monitoring and treatment benefits to: (1) eligible emergency responders and recovery and cleanup workers who responded to the New York City terrorist attacks on September 11, 2001; and (2) residents and other building occupants and area workers who were directly impacted and adversely affected by such attacks. Requires the WTC program administrator to: (1) establish the WTC Health Program Steering Committee and the WTC Health Program Scientific/Technical Advisory Committee; (2) institute a program that provides education and outreach on the existence and availability of services under the WTC program; and (3) provide for the uniform collection of data related to WTC-related health conditions. Authorizes the Secretary of Health and Human Services to establish similar programs with respect to the terrorist attack at the Pentagon on September 11, 2001. Requires the administrator to conduct or support research on: (1) physical and mental health conditions that may be related to the September 11 terrorist attacks; and (2) diagnosing and treating WTC-related health conditions. Requires the administrator to extend and expand arrangements with the New York City Department of Health and Mental Hygiene to provide for the World Trade Center Health Registry. Authorizes the administrator to make grants to the New York City Department of Health and Mental Hygiene to address mental health needs relating to the terrorist attacks. Amends the Air Transportation Safety and System Stabilization Act to provide, under certain circumstances, for an extension of time for filing claims under the September 11 Victim Compensation Fund of 2001.

Catalyst to Better Diabetes Care Act of 2007 - Requires the Secretary of Health and Human Services (the Secretary) to: (1) review uptake and utilization of the Medicare diabetes screening benefit; (2) establish an outreach program to identify existing efforts to increase awareness of the diabetes screening benefit among Medicare beneficiaries and providers; and (3) maximize economies of scale, cost-effectiveness, and resource allocation in increasing utilization of the diabetes screening benefit. Requires the Secretary of Commerce to establish an advisory group to examine and recommend best practices of chronic illness employee wellness incentivization and disease management programs. Directs the Secretary to prepare, biennially, a diabetes report card for the nation and for each state. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) promote the education and training of physicians on how to properly complete birth and death certificates and the importance of such data; (2) encourage state adoption of the latest standard revisions of birth and death certificates; and (3) work with states to reengineer their vital statistics systems to provide cost-effective, timely, and vital systems data. Allows the Secretary to promote the addition to death certificates of language to improve the collection of diabetes mortality data. Requires the Secretary to conduct a study of the impact of diabetes on the practice of medicine in the United Sates and the level of diabetes medical education that should be required prior to licensure, board certification, and board recertification.

Recognizes that the United States and Brazil have arrived at the point of a strategic confluence of interests and urges President George W. Bush to continue to deepen the bilateral relationship between the two countries. Recognizes Brazil's role as a leader in the Western Hemisphere and commends its leadership of the United Nations Stabilization Mission (MINUSTAH) in Haiti. Commends Brazil for successfully diversifying its energy resources and reducing its dependence on oil. Recognizes that the United States has arrived at the point of a strategic confluence of interests with Brazil and welcomes continued development in the bilateral relationship between the two countries. Supports the March 9, 2007, United States-Brazil Memorandum of Understanding (MOU) on biofuels as a major step forward in bilateral relations, hemispheric integration, and energy diversification. Commends joint efforts by the United States and Brazil for their commitment to use expertise to provide technical assistance for biofuels industries in third countries, currently including the Dominican Republic, El Salvador, Haiti, and St. Kitts and Nevis. Encourages U.S. and Brazilian officials to quickly identify additional countries in the Western Hemisphere to receive technical assistance related to biofuels.

Veterans Upward Bound Improvement Act - Amends the Higher Education Act of 1965 to prohibit members of the Armed Forces Reserves who served on active duty in support of a contingency operation on or after September 11, 2001, from being deemed ineligible for participation in federal TRIO programs due to age. (TRIO programs prepare disadvantaged students for, and support their pursuit of, postsecondary education.)

Unborn Child Pain Awareness Act of 2007 - Amends the Public Health Service Act to require an abortion provider who knowingly performs an abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks or more after fertilization), to first: (1) inform the woman of the probable age of the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt); (3) provide information that pain medicine administered to the mother may not prevent pain in the child, but in some cases anesthesia or pain-reducing drugs can be administered directly to the child; (4) give the woman the provider's best medical judgment of the risks and costs of such anesthesia or analgesic; and (5) obtain the woman's signature on the Unborn Child Pain Awareness Decision Form and her explicit request for or refusal of the administration of drugs to the child. Requires the Secretary of Health and Human Services to develop the Unborn Child Pain Awareness Brochure that includes a statement that there is substantial evidence that the process of being killed in an abortion will cause the unborn child pain and that the mother has the option of having pain-reducing drugs administered directly to the child. Creates an exception to save the life of the mother. Establishes civil penalties for willfully failing to comply with this Act. Authorizes: (1) the U.S. Attorney General to bring a civil action under this Act; and (2) private rights of action for violations of this Act.

Amends Rule XII (Receipt and Referral of Measures and Matters) of the Rules of the House of Representatives to prohibit the reception or consideration in the House of any bill or joint resolution amending existing law unless the Member presenting it also presents an electronic version of a comparative print of any part of such measure proposing to amend any statute, and of the statute or part that is being amended, showing by appropriate typographical devices the omissions and insertions proposed. Requires the Clerk of the House to post on the Clerk's Internet website the electronic version of each such comparative print as soon as practicable after it is presented.

Early Treatment for HIV Act of 2007 - Amends title XIX (Medicaid) of the Social Security Act to give states the option of providing Medicaid coverage for certain low-income HIV-infected individuals. Provides states taking advantage of this option with an enhanced federal Medicaid match.

Federal Dog Protection Act - Amends the Animal Welfare Act to make it unlawful to knowingly: (1) sponsor or exhibit an animal in, or knowingly attend, a dog fighting venture; (2) sell, buy, possess, train, transport, deliver, or receive for purposes of transportation any dog or other animal for the purpose of having the dog or other animal, or offspring of the dog or other animal, participate in a dog fighting venture; or (3) use the U.S. mail service or any instrumentality of interstate commerce for commercial speech that promotes or furthers such prohibited actions. Makes costs incurred for the care of animals seized and forfeited recoverable from the owner (currently recoverable costs are limited to those incurred by the United States). Allows animal control agencies, humane societies, or societies for the prevention of cruelty to animals to commence a civil suit to enjoin any private party who is alleged to be in violation of provisions concerning animal fighting. Provides for enforcement.

Expresses the sense of Congress that U.S. policy should continue to call upon: (1) the military regime in Burma to release Daw Aung San Suu Kyi and other detained political prisoners and prisoners of conscience, cease attacks against ethnic minority civilians, and begin the process of dialogue; and (2) the People's Republic of China (PRC) and other countries that provide support to Burma's military junta to utilize their influence to urge Burma's generals to take such actions. States that Congress: (1) urges the U.N. Security Council to take appropriate action to respond to the junta's growing threat in Burma; and (2) expresses support for the restoration of democracy in Burma.

21st Century Servicemembers Protection Act - Amends the Servicemembers Civil Relief Act to allow individuals called to military service to terminate or suspend a service contract, after the date of entry into service or the date of the military orders, if: (1) the service contract (such as phone, cable, Internet, or utilities) is executed before the individual is called to service for a period of at least 90 days; or (2) the person enters into the contract while in military service and thereafter receives orders for a change of permanent station to a location outside the United States, or to deploy with a military unit for a period of at least 180 days. Provides penalties against anyone who: (1) holds property or funds of a person in military service who lawfully terminates a contract; or (2) violates the 6% limit on interest rates charged to servicemembers during a period of military service.

Congratulates the Ten Commandments Commission and all supporting spiritual leaders, churches, synagogues, fellowships, ministries, and organizations for their key role in promoting and ensuring recognition of the Ten Commandments as the cornerstone of Western law.

National Infantry Museum and Soldier Center Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the courage, pride, sacrifice, sense of duty, and history of the U.S. Infantry, in commemoration of the legacy of the U.S. Army Infantry and the establishment of the National Infantry Museum and Soldier Center. Expresses the sense of Congress that the coins should be struck at the U.S. Mint at West Point, New York, to the greatest extent possible. Restricts coin issuance to calendar year 2012. Requires a $10 surcharge per coin, and payment of all surcharges received to the National Infantry Foundation to establish an endowment to support the maintenance of the National Infantry Museum and Soldier Center.

Dog Fighting Prohibition Act - Amends the Animal Welfare Act to make it unlawful to: (1) knowingly sponsor or exhibit an animal in, or knowingly attend, a dog fighting venture; and (2) knowingly sell, buy, possess, train, transport, deliver, or receive for purposes of transportation any dog or other animal for the purposes of having the dog, animal, or offspring of the dog or other animal participate in a dog fighting venture. Provides for imprisonment for up to five years for violations.

Foreign Service Overseas Pay Equity Act of 2007 - Amends the Foreign Service Act of 1980 to: (1) extend comparability pay adjustments to Foreign Service members assigned abroad; and (2) amend the death gratuity computation payable to surviving dependents of Foreign Service employees who die from injuries sustained in the performance of duty abroad.

ADA Restoration Act of 2007 - Amends the Americans with Disabilities Act of 1990 to remove from the definition of "disability" a reference to substantially limiting one or more major life activities. Prohibits, in determining whether an individual has an impairment, considering the impact of any mitigating measures the individual may be using or whether any impairment manifestations are episodic, in remission, or latent. Considers actions taken because of an individual's use of a mitigating measure to be actions taken on the basis of a disability. Defines "record of physical or mental impairment" as having a history of, or having been misclassified as having, a physical or mental impairment. Defines "regarded as having a physical or mental impairment" as being perceived or treated as having a physical or mental impairment whether or not the individual has an impairment. Prohibits employment discrimination on the basis of disability (under current law, against a qualified individual with a disability because of the disability). Allows, as a defense to a charge of discrimination, that the individual alleging discrimination is not a qualified individual with a disability. Requires that the Act's provisions be broadly construed. Empowers: (1) the Attorney General to promulgate regulations and guidance to provide for consistent and effective standards among enforcing agencies; and (2) the Equal Employment Opportunity Commission (EEOC) and Secretary of Transportation to then issue implementing regulations or policy guidance consistent with the Attorney General's requirements. Entitles duly issued federal regulations and guidance to deference by administrative bodies or officers and courts.

Insular Areas Trade Enhancement Act - Amends the Harmonized Tariff Schedule of the United States to specifically provide for duty-free treatment of certain tuna and textile and apparel imported directly from U.S. insular possessions.

Amends Rule XVI (Motions and Amendments) of the Rules of the House of Representatives with respect to the division of a question under debate. Provides that any division of a question into distinct propositions shall depend on the propositions involved and not upon grammatical structure. Amends Rule XIII (Calendar and Committee Reports) to prohibit the Committee on Rules from reporting a rule or order that would waive clause 5 (on the divisibility of questions under debate) of Rule XVI.

Expresses the sense of the House of Representatives that: (1) crime and violence pose a serious threat to peace and stability in Central America; (2) officials from Central America and the United States should be commended for holding a historic meeting to discuss regional security strategies and should continue such cooperation; (3) the announcement on July 18, 2007, of the United States Strategy to Combat Criminal Gangs from Central America and Mexico should be commended and the President should follow upon such Strategy with concrete actions; and (4) the commitment of U.S. funds to fight youth gangs in Central America is an important step forward and greater future resources should be considered to fight this problem.

Permits statues honoring deceased citizens of U.S. territories (American Samoa, Guam, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands) to be placed in Statuary Hall of the U.S. Capitol. Limits such statues to one per jurisdiction.

Recognizes: (1) the Winston Churchill Memorial and Library in Fulton, Missouri, as "America's National Churchill Museum"; (2) the importance of the continuing collection, preservation, and interpretation of the historical materials held by the Winston Churchill Memorial and Library toward enhancing the knowledge and understanding of Sir Winston Churchill's historic legacy; and (3) the immense importance of World War I, World War II, and the Cold War. Commends the "Lessons of Leadership" offered by the Winston Churchill Memorial and Library educational outreach programs about the life and leadership of Sir Winston Churchill during those conflicts.

States that Congress: (1) reiterates its strongest condemnation of the 1994 attack on the AMIA Jewish Community Center in Buenos Aires, Argentina; (2) expresses its sympathy to the victims' relatives; (3) applauds the government of Argentina for increasing the pace of the investigation, as well as on its recently passed anti-terrorism legislation; (4) urges the government of Argentina to continue to provide the resources necessary for its judicial system and intelligence agencies to fully investigate the AMIA case and bring those responsible to justice; (5) calls upon the General Assembly of INTERPOL to issue and implement international arrest warrants; and (6) calls upon responsible nations to cooperate fully with the investigation, including by detaining and extraditing to Argentina any of the Iranian officials and former officials, Hezbollah operatives, and Islamist militants against whom Argentine or international arrest warrants are pending in connection with such case.
