International Port Security Enforcement Act This bill prohibits the Coast Guard from cooperating with a state sponsor of terrorism or foreign terrorist organization when assessing anti-terrorism security measures at a foreign port. It also requires the Coast Guard to apply sanctions to a port controlled by a state sponsor of terrorism. The bill specifies that the Coast Guard cannot (1) adopt a port security assessment conducted by a state sponsor of terrorism, or (2) enter into an agreement with a state sponsor of terrorism or foreign terrorist organization to assess a port's security measures or share information related to such an assessment. If a port is under the jurisdiction of a state sponsor of terrorism, the Coast Guard must deem the port to not have effective anti-terrorism measures and apply certain sanctions, such as requiring vessels arriving from the port to meet certain conditions for entry into the United States.

This concurrent resolution condemns Russia's unjust and arbitrary detention of Russian democratic opposition leader Vladimir Kara-Murza and calls for his immediate release and the release of all other Russian opposition leaders. It also (1) calls on Russian citizens to condemn Russia's invasion of Ukraine, (2) calls for the release of all political prisoners in Russia and in Belarus, as well as for the release of Ukrainian citizens held by Russia, and (4) calls on the President and leaders of the free world to work tirelessly for the release of political prisoners in Russia.

Eliminating Barriers to Rural Internet Development Grant Eligibility Act or the E-BRIDGE Act This bill authorizes the Department of Commerce to award economic development grants for public-private partnerships and certain consortiums to carry out specified broadband projects. Such projects shall be to provide, extend, expand, or improve high-speed broadband service through (1) planning, technical assistance, or training; (2) land acquisition or development; or (3) acquisition, construction, or improvement of facilities. When reviewing grant applications, Commerce must take into account the geographic diversity of grant allocation, including consideration of underserved markets. Title to real or personal property acquired or improved with grant funds, or another acceptable possessory interest, must be vested in a public partner or eligible nonprofit organization or association for the useful life of the project. In addition, Commerce may provide credit toward the nonfederal share of a broadband project's cost.

Let Experienced Pilots Fly Act of 2023 This bill raises the mandatory retirement age for pilots engaged in commercial aviation operations from 65 to 67 years of age, unless the operation takes place in (1) the territorial airspace of a foreign county where such operations are prohibited by the foreign country, or (2) international airspace where such operations are not in compliance with the Annexes to the Convention on International Civil Aviation. The Federal Aviation Administration must also submit a report to Congress on further increasing the age limitation for pilots engaged in commercial aviation operations.

Honoring Our Fallen Heroes Act of 2023 This bill extends death and disability benefits under the Public Safety Officers' Benefits Program (PSOB) to certain public safety officers who suffer from exposure-related cancer while on duty and their survivors. The PSOB program provides death, disability, and education benefits to public safety officers who are killed or injured in the line of duty and their survivors. The bill specifies that exposure-related cancer shall be presumed to constitute a personal injury in the line of duty if the public safety officer was exposed to or in contact with heat, radiation, or a carcinogen that is linked to an exposure-related cancer; the officer began serving as an officer not later than 5 years before the date of the diagnosis of an exposure-related cancer and the diagnosis occurred not later than 15 years after the last date of active service; and the exposure-related cancer directly and proximately resulted in the death or permanent and total disability of the officer. The Department of Justice's Bureau of Justice Assistance (BJA) must periodically review the definition of exposure-related cance r. It directs the BJA to add additional cancers to the definition under certain circumstances (e.g., a petition process).

This bill disqualifies certain third-party advisory or consulting firms with a potential conflict of interest from advising a Financial Oversight and Management Board. Such a board has been established for Puerto Rico. Specifically, a board must establish rules to disqualify any third-party advisory or consulting firm from advising the board for any period during which the firm has a client, or provides consulting services to, an individual, corporation, or other business entity that is competing for or performing a contract with the territorial government, the performance of which is within the board's jurisdiction.

Rural America Health Corps Act This bill establishes a student loan repayment demonstration program for eligible providers who agree to work for five years in a rural area with a shortage of primary, dental, or mental health care providers. For each year of this service, the Department of Health and Human Services must pay one-fifth of the principal and interest on a provider's qualifying loans. Total payments to a provider may not exceed $200,000.

Office of Manufacturing and Industrial Innovation Policy Act of 202 3 This bill addresses the manufacturing capacity of the United States. The bill establishes the Office of Manufacturing and Industrial Innovation Policy, led by the Chief Manufacturing Officer, to serve as a source of manufacturing and industrial innovation analysis and judgment for the President with respect to the major policies, plans, and programs of the federal government. The office must establish a national strategic plan for manufacturing and industrial innovation that identifies critical needs to the manufacturing sector, including emergency readiness and resilience. Additionally, the bill establishes the President's Advisory Committee on Manufacturing and Industrial Innovation to promote regular communication between the federal government and the U.S. manufacturing sector. The Government Accountability Office must report on the efforts of the office along with recommendations for improvements. The bill also establishes the Federal Strategy and Coordinating Council on Manufacturing and Industrial Innovation within the executive branch to be chaired by the President to coordinate manufacturing and industrial innovation policy. Further, the bill establishes the Manufacturing and Industrial Innovation Policy Institute to assemble information relating to significant manufacturing and industrial development and trends in research and applications. Finally, the bill establishes the National Medal of Manufacturing and Industrial Innovation to be awarded for outstanding contributions to knowledge in manufacturing and industrial innovation.

Territory Health Revitalization Act This bill requires the Department of Health and Human Services (HHS) to reserve a portion of funding under the Health Profession Opportunity Grants program for U.S. territories. (Organizations use these grants to provide education and training to low-income individuals for health care occupations that are expected to either experience labor shortages or be in high demand.) The bill also makes organizations in the Northern Mariana Islands eligible for the grants and requires HHS to award at least two grants to organizations in U.S. territories.

VA Zero Suicide Demonstration Project Act of 2023 This bill requires the Department of Veterans Affairs (VA) to establish the Zero Suicide Initiative pilot program for the purpose of improving safety and suicide care for veterans. The program must be implemented at five VA medical centers, including one that serves veterans in rural and remote areas.

Puppy Protection Act of 2023 This bill requires the Department of Agriculture to expand standards that govern the humane handling, care, treatment, and transportation of animals to include new requirements for commercial dog dealers. Specifically, the standards must require dog dealers to provide to dogs adequate housing, exercise, and veterinary care; appropriate and nutritious food; continuous access to potable water; and meaningful socialization with humans and compatible dogs for at least 30 minutes each day. The standards must also include requirements for breeders to use safe breeding practices and make all reasonable efforts to find humane placement for retired breeding dogs.

Chiropractic Medicare Coverage Modernization Act of 2023 This bill expands Medicare coverage of chiropractic services to include all services provided by chiropractors, rather than only subluxation corrections through manual manipulation of the spine.

Natural Disaster Recovery Program Act of 2023 This bill authorizes the President to provide disaster assistance to states and Indian tribes for unmet need, including necessary expenses for activities related to disaster relief, resiliency, long-term recovery, restoration of infrastructure and housing, mitigation, and economic revitalization after a major disaster is declared. The bill also establishes a Natural Disaster Recovery Reserve Fund to facilitate planning and increase capacity to administer assistance.

Hello Girls Congressional Gold Medal Act of 2023 This bill provides for the award of a single Congressional Gold Medal in honor of the female telephone operators of the Army Signal Corps, commonly known as the Hello Girls , in recognition of their military service, devotion to duty, and 60-year struggle for veterans' benefits and recognition as soldiers.

Intelligent Transportation Integration Act This bill requires the Department of Transportation (DOT) to establish and implement a program to use anonymized data (i.e., data that has had all personal identifiers removed) that is derived from third-party entities to improve transportation management capabilities and efficiency on federal-aid highways. Specifically, DOT must leverage anonymized data to (1) inform certain infrastructure planning decisions (e.g., decisions related to increasing safety, improving freight efficiency, and enhancing environmental conditions), and (2) implement integrated traffic management systems that leverage real-time data to provide dynamic and efficient traffic flow management for purposes such as adjusting traffic light cycle times and responding to severe weather events. The bill authorizes DOT to enter into agreements with public and private sector entities to implement the program and requires DOT to consult with at least one organization that supports the development of intelligent transportation systems. Further, DOT must ensure (1) the protection of privacy for all sources of data used in the program; and (2) the accuracy of the data used in the program, including by preventing hacking and spoofing. Finally, within three years of enactment of this bill, DOT must make available best practices on how to leverage private user data to support improved transportation management capabilities and efficiency.

National Weather Service Communications Improvement Act This bill requires the National Weather Service (NWS) to replace NWSChat with a commercial, off-the-shelf communications solution that is hosted on the public cloud. (NWSChat is an instant messaging program used by NWS personnel to share, in real-time, critical warnings and other types of weather information.) The NWS shall allocate up to $3 million of its funding for FY2024-FY2027 on the replacement.

Hurricane Tax Relief Act This bill modifies tax rules relating to personal casualty losses for taxpayers affected by Hurricanes Ian, Nicole, and Fiona. It eliminates the requirements that such taxpayers must itemize their tax deductions as a condition of eligibility for relief and that their losses exceed 10% of their adjusted gross income. The bill applies these modified requirements to residents of Puerto Rico affected by the Hurricanes.

Plantain and Banana Plant Health Initiative Act This bill establishes a research and extension grant program for a plantain and banana plant health initiative. Specifically, the bill authorizes the Department of Agriculture to provide competitive grants for studying potential resistance and tolerance to nonnative diseases and insect pests; increasing research for treatment of pests that affect plantains and bananas; conducting field studies to evaluate plantain and banana cultivars with enhanced resistance to diseases and pests, and adaptability to tropical soils; educating growers on best practices to promote safe production of plantains and bananas; and establishing area-wide integrated pest management programs in areas affected by, or at risk of being affected by, specified pests.

Cacao Tree Health Initiative Act of 202 3 This bill establishes a research and extension grant program for a cacao tree health initiative. Specifically, the bill authorizes the Department of Agriculture to provide competitive grants for developing and disseminating science-based tools and treatments to combat plant pests that affect cacao trees; establishing an integrated pest management programs for cacao trees in areas affected by or at risk of being affected by such pests; surveying and collecting data on cacao tree production, health, and markets; investigating cacao tree biology, ecology, genomics, and production systems; conducting research on factors that may contribute to, or be associated with, resilient cacao production systems; and conducting research on factors that may contribute to, or be associated with, serious threats to cacao trees, including the sublethal effects of insecticides, herbicides, and fungicides on beneficial insects and cacao tree growth.

Eradicating Narcotic Drugs and Formulating Effective New Tools to Address National Yearly Losses of life Act or the END FENTANYL Act This bill requires U.S. Customs and Border Protection to review and update, as necessary, manuals and policies related to inspections at ports of entry to ensure the uniformity of inspection practices to effectively detect illegal activity along the border, such as the smuggling of drugs and humans.

Territories Statistics Collection Equity Act This bill requires implementation of a plan for federal agencies to collect and publish statistics regarding the U.S. territories in the same manner as statistics are collected and reported for the states. Specifically, the bill directs the Interagency Council on Statistical Policy to publish a list and assessment of existing federal statistical programs that collect and publish data for the U.S. territories comparable to the states. The council must submit to Congress a plan to collect and publish statistics regarding the territories in the same manner as statistics are collected and reported by federal agencies for the states. The council, in coordination with agencies, must implement the plan no later than four years after enactment of this bill.

Sultana Steamboat Disaster Commemorative Coin Act of 2023 This bill directs the Department of the Treasury to mint and issue not more than 100,000 $5 gold coins, 500,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the Sultana steamboat explosion that occured on April 27, 1865, on the Mississippi River. All surcharges received by Treasury from the sale of such coins must be paid to the Sultana Historical Preservation Society for the purpose of establishing, operating, and maintaining a museum.

Modernizing Opioid Treatment Access Act This bill expands access to methadone for an individual's unsupervised use to treat opioid use disorder (OUD). (Typically, methadone must be dispensed to individuals in person through opioid treatment programs.) The bill (1) waives provisions of the Controlled Substances Act that require qualified practitioners to obtain a separate registration from the Drug Enforcement Administration (DEA) to prescribe and dispense methadone to treat OUD, and (2) requires the Substance Abuse and Mental Health Services Administration and the DEA to jointly report on the waiver. Additionally, the bill directs the DEA to register certain practitioners to prescribe methadone that is dispensed through a pharmacy for an individual's unsupervised use. Qualified practitioners must be licensed or authorized to prescribe controlled substances, and they must either work for an opioid treatment program or be a physician or psychiatrist with a specialty certification in addiction medicine. A state may request that the DEA stop registering such practitioners in its jurisdiction. Individuals who receive methadone for unsupervised use must continue to have access to other care through an opioid treatment program. For purposes of the waiver, the bill also requires the exclusive use of electronic prescribing, establishes prescription limits, and sets out requirements for informed consent. Further, the bill permits the use of telehealth to provide methadone treatment and related services if the state and the Department of Health and Human Services jointly determine the use is feasible and appropriate.

Student Loan Disclosure Transparency Act of 2023 This bill requires lenders disbursing federal student loans to disclose additional information to borrowers and increase the frequency of such disclosures. Specifically, prior to disbursement, the lender making a loan must disclose (1) the principal amount, interest rate, and number of required monthly payments to be made on the loan; (2) the estimated balance owed by the borrower; and (3) the estimated aggregate amount the borrower will pay. Prior to repayment, the lender must disclose the projected total of interest charges that the borrower will pay on the loan, as well as projections of the borrower's monthly repayment amount. The bill also requires certain disclosures for the life of the loan. In particular, lenders must disclose information about loans on a monthly, rather than periodic, basis. Lenders must also provide borrowers who are not in a repayment status (e.g., a borrower who is in school or in a deferment period) with a monthly statement. The Department of Education must obtain feedback from borrowers and report on the usefulness and effectiveness of such disclosures.

Biking on Long-Distance Trails Act This bill establishes requirements related to long-distance bike trails. The Department of the Interior and the Department of Agriculture (USDA) shall identify not fewer than 10 long-distance bike trails that make use of existing trails and roads, and not fewer than 10 areas in which there is an opportunity to develop or complete a trail that would qualify as a long-distance bike trail. Interior and USDA shall develop a process to allow members of the public to comment regarding the identification of trails and areas; and consider the identification, development, and completion of long-distance bike trails in a geographically equitable manner. The Department concerned shall ensure that each identified long-distance bike trail or area does not conflict with the uses of any trail or road that is part of that long-distance bike trail; multiple-use areas where biking, hiking, horseback riding, or use by pack and saddle stock are existing uses; the purposes for which any trail was or is established under the National Trails System Act; and any area managed under the Wilderness Act. The Department concerned shall also ensure that each identified long-distance trail or area complies with land use and management plans of the federal recreational lands that are part of that long-distance bike trail.

Major Richard Star Act This bill provides that combat-disabled uniformed services retirees with fewer than 20 years of creditable service may concurrently receive, without reduction, veterans' disability compensation and retired pay or combat-related special compensation.

Law Enforcement Officers Equity Act This bill expands the definition of law enforcement officer under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS). Specifically, the bill expands the definition to include (1) federal employees whose duties encompass the investigation or apprehension of suspected or convicted criminals and who are authorized to carry a firearm; (2) Internal Revenue Service employees whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns; (3) U.S. Postal Inspection Service employees; (4) Department of Veterans Affairs police officers; and (5) certain U.S. Customs and Border Protection employees who are seized-property specialists with duties relating to custody, management, and disposition of seized and forfeited property. The bill deems service performed by an incumbent law enforcement officer on or after the enactment date of this bill to be service performed as a law enforcement officer for retirement purposes. The past service of such incumbents shall be treated as service performed by a law enforcement officer for retirement purposes only if a written election is submitted to the Office of Personnel Management within five years after the enactment of this bill or before separation from government service, whichever is earlier. An incumbent who makes an election before the enactment of this bill may pay a deposit into the Civil Service Retirement and Disability Fund to cover prior service. A law enforcement officer shall not be subject to mandatory separation during the three-year period beginning on the enactment of this bill.

Veterans Serving Veterans Act of 2023 This bill updates the Department of Veterans Affairs (VA) current recruiting database by requiring the VA to maintain a single searchable database to be known as the Departments of Defense and Veterans Affairs Recruitment Database . With respect to vacant positions for critical jobs or mental health professionals, the database must list (1) the military occupational specialty or skill that corresponds to the position, and (2) each qualified member of the Armed Forces who may be recruited to fill the position before such qualified member has been discharged and released from active duty. Qualified members of the Armed Forces are those service members who (1) are being separated or recently separated from active duty, (2) elect to be listed in the database, and (3) have been determined by the VA to have a military occupational specialty. The database must list the following for each qualified member of the Armed Forces: name, contact information, expected discharge date, and military occupational specialty. The VA must implement direct hiring and appointment procedures for vacant database positions and may authorize relocation bonuses. The bill also requires the VA to train and certify veterans who served as basic health care technicians in the Armed Forces to work as VA intermediate care technicians.

Don Young Restoration Grants for Coastlines and Fisheries Act of 2023 This bill requires the National Oceanic and Atmospheric Administration to establish a grant program for projects that (1) restore marine, estuarine, coastal, or Great Lake habitats; or (2) provide adaptation to climate change. State, local, and tribal governments, nonprofit organizations, businesses, and institutions of higher education may apply for grants.

Healthy Dog Importation Act This bill imposes requirements on the importation of live dogs. Specifically, the bill prohibits the importation of a live dog into the United States unless the Department of Agriculture (USDA) determines the dog (1) is in good health; (2) has received all necessary vaccinations, internal and external parasite treatment, and demonstrated negative test results as evidenced by a certificate from a licensed veterinarian; and (3) is officially identified by a permanent method approved by USDA. Additionally, dogs entering the United States for transfer must be at least six months of age and accompanied by a USDA permit. Transfer is defined as a change of ownership or control of an imported dog to another person, including by sale, adoption, exchange, or donation. USDA must provide an exception to any requirements under the bill for dogs that are transferred for (1) research purposes; (2) veterinary treatment under certain conditions, including appropriate quarantining; or (3) lawful importation into the state of Hawaii if the dog is not transported out of Hawaii for transfer at less than six months of age. USDA also has enforcement authority under the bill.

Debbie Smith Act of 2023 This bill reauthorizes through FY2029 the Debbie Smith DNA Backlog Grant Program. The program provides grants to state and local governments to improve and expand the collection and analysis of DNA evidence, including evidence in sexual assault kits.

250th Anniversary of the United States Marine Corps Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the 250th anniversary of the United States Marine Corps. All surcharges received by Treasury from the sale of such coins must be paid to the Marine Corps Heritage Foundation and shall only be used for the purposes of supporting the mission of the Marine Corps Heritage Center.

Fix Moldy Housing Act This bill sets forth provisions to assess and remediate indoor mold. Specifically, the Environmental Protection Agency (EPA) must issue nonbinding national standards that (1) identify levels of mold that should be assessed and remediated, and (2) outline standards for properly and safely assessing and remediating mold. The EPA must carry out a program to assist state and tribal governments in assessing and remediating mold. Under the program, the EPA must provide to state and tribal programs (1) grants for establishing licensing programs for persons engaged in assessing and remediating mold, and (2) technical assistance for assessing and remediating mold. The EPA must also administer training seminars on assessing and remediating mold. The EPA must also award grants to state and tribal governments for (1) assessing and remediating mold in governmental buildings and private residential properties; and (2) temporary housing for individuals who are severely impacted by mold, are without insurance coverage for mold, and do not have sufficient financial resources to obtain alternative housing. Grants may not be used to assess or remediate mold in housing occupied by households that are high-income.

Better Empowerment Now to Enhance Framework and Improve Treatments Act of 2023 or the BENEFIT Act of 2023 This bill requires the Food and Drug Administration (FDA) to consider relevant patient experience data in the risk-benefit assessment framework used in the process for approving new drugs. After a new drug application has been approved, the FDA's public statement about how it used patient experience data shall include a description of how such data was considered in the risk-benefit assessment framework.

Military Sexual Trauma Retirement Equity Act This bill expands eligibility for certain special compensation to disabled uniformed services retirees who are survivors of military sexual trauma. Specifically, the bill renames combat-related special compensation as trauma-related special compensation and makes eligible for such compensation trauma-related disabled uniformed services retirees (i.e., members of the uniformed services who have a trauma-related disability and are entitled to retired pay). The bill expands the former definition of a combat-related disability (now a trauma-related disability under this bill) to include a disability that is compensable under laws administered by the Department of Veterans Affairs (VA) and is determined by the VA to be the result of military sexual trauma.

Shirley Chisholm Congressional Gold Medal Act This bill provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Shirley Chisholm, in recognition of her activism, independence, and groundbreaking achievements in politics, including election as the first African American woman in Congress.

Territories Health Equity Act of 2023 This bill alters provisions relating to the treatment of U.S. territories under Medicaid, Medicare, and Medicare Advantage. For example, the bill eliminates Medicaid funding limitations for U.S. territories beginning in FY2024, exempts an individual from late-enrollment penalties for Medicare medical services if the individual resided in Puerto Rico as of the date of eligibility and the individual enrolls within five years of such date, and establishes minimum criteria for certain elements used in Medicare Advantage payment calculations for areas within U.S. territories. The bill also allows residents of U.S. territories who are unable to obtain health insurance through their employer or a health insurance exchange to instead obtain coverage that is at least as broad as the coverage available to Members of Congress and their staff through the District of Columbia exchange.

EAGLES Act of 2023 This bill reauthorizes the National Threat Assessment Center (NTAC) within the U.S. Secret Service. It reauthorizes the functions of NTAC through FY2028 and expands them to include additional activities related to the prevention of targeted violence, such as the establishment of a national program on targeted school violence prevention.

Resiliency Enhancement Act of 2023 This bill extends the provision of disaster assistance for critical services to solid waste management, stormwater management, public housing, transportation infrastructure, and medical care. Such assistance is also extended to any major disaster in Puerto Rico or the U.S. Virgin Islands subsequent to Hurricane Irma or Hurricane Maria on or before September 30, 2022.

Prime Minister Golda Meir Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of Golda Meir, former Prime Minister of Israel, and the 75th anniversary of the United States-Israel relationship. All surcharges received by Treasury from the sale of such coins must be paid to the American Friends of Kiryat Sanz Laniado Hospital Inc.

Motor Carrier Safety Selection Standard Act This bill establishes a standard of care for the selection of brokers and other entities that contract with motor carriers for the shipment of goods or household goods. A broker is a person, other than a motor carrier or an employee or agent of a motor carrier, that as a principal or agent sells, offers for sale, negotiates for, or holds itself out by solicitation, advertisement, or otherwise as selling, providing, or arranging for, transportation by motor carrier for compensation. Specifically, the bill requires such entities to verify that a transporting motor carrier (1) is properly registered with the Department of Transportation (DOT); (2) has obtained the minimum required insurance coverage; and (3) is not determined unfit to safely operate commercial motor vehicles, or otherwise ordered to discontinue operations by the Federal Motor Carrier Safety Administration or a state. DOT must prescribe by regulation a process for revoking the registration of an owner or operator determined unfit to safely operate a commercial motor vehicle.
