Territorial Relief Under Sustainable Transitions for Puerto Rico Act of 2022 or the TRUST for Puerto Rico Act of 2022 This bill modifies the conditions for the termination of the oversight board for Puerto Rico. Specifically, the oversight board must terminate not later than 90 days after certification by the board for at least two consecutive fiscal years that (1) the territorial government has developed its budgets in accordance with modified accrual accounting standards; and (2) the expenditures made by the territorial government during each fiscal year did not exceed its revenues, as determined in accordance with such standards and without regard to whether the applicable budget provides for the payment of debt service. The bill also sets forth provisions regarding the transition of oversight from an oversight board to a territorial government.

Baltic Defense and Deterrence Act This bill requires the Department of State to establish and implement an initiative to increase security and economic ties with the Baltic countries (i.e., Estonia, Latvia, and Lithuania). The bill also requires the Department of Defense to establish and implement an initiative to deepen security cooperation with the Baltic countries.

Ukraine Invasion War Crimes Deterrence and Accountability Act This bill requires the President to report to Congress on atrocities committed during Russia's invasion of Ukraine since February 24, 2022. Specifically, the report must describe in detail (1) U.S. government efforts to collect, analyze, and preserve evidence related to war crimes and other atrocities committed during the invasion; (2) media, public diplomacy, and information operations to make the Russian people, including their military and political leaders, aware of efforts to identify and prosecute those responsible for such atrocities; and (3) the process for a domestic, foreign, or international court or tribunal to obtain information from the U.S. government related to such atrocities.

Community Disaster Resilience Zones Act of 2022 This bill requires the President to continue to maintain a natural disaster hazard assessment program that develops and maintains publicly available products to show the risk of natural hazards across the United States. Such products shall show the risk of natural hazards and include ratings and data for loss exposure, social vulnerability, community resilience, and any other element determined by the President. The President shall (1) review the underlying methodology of any product that is a natural disaster hazard risk assessment, and (2) consider including additional data in any product that is a natural disaster hazard risk assessment. Additionally, the President must conduct such reviews to evaluate and update the assessments at least every five years. Using the reviewed assessments, the President must periodically identify and designate community disaster resilience zones (CDRZs), which shall be (1) the 50 census tracts assigned the highest individual hazard risk ratings; and (2) in each state, not less than 1% of census tracts that are assigned a high risk rating, taking into consideration specified geographic balance. The President may provide financial, technical, or other assistance to an eligible entity (a state, Indian tribal government, or local government) that plans to perform a resilience or mitigation project within, or that primarily benefits, a CDRZ.

Small State and Rural Rescue Act This bill addresses requests for, and other matters pertaining to, disaster assistance provided through the Federal Emergency Management Agency (FEMA), with a focus on small states and rural communities. The bill expands the duties of FEMA's Small State and Rural Advocate to include assistance for states in the collection and presentation of material in the disaster or emergency declaration request relevant to demonstrate severe localized impacts within the state for a specific incident. Additionally, the Government Accountability Office must review FEMA's implementation of its final rule regarding factors considered when evaluating a governor's request for a major disaster declaration. In particular, the review must focus on requests for a major disaster declaration authorizing individual assistance.

Long-Term Care Veterans Choice Act This bill authorizes the Department of Veterans Affairs (VA) to enter into contracts to pay for specified veterans (i.e., certain veterans who have service-connected disabilities and require nursing home care) to be placed in medical foster homes at their request. A medical foster home is a home designed to provide non-institutional, long-term, supportive care for veterans who are unable to live independently and prefer a family setting. Veterans receiving such care must agree, as a condition of payment for their care, to accept home health services furnished by the VA. Under the bill, no more than a daily average of 900 veterans may have their care in a medical foster home covered by the VA. The VA must create a monitoring system to assess its workload in carrying out the medical foster home payments. Additionally, the Government Accountability Office must submit to Congress reports that assess the implementation of this program and provide recommendations for improvements.

Suspending Normal Trade Relations with Russia and Belarus Act This bill suspends normal trade relations with Russia and Belarus. It also permanently authorizes the President to impose visa- and property-blocking sanctions based on violations of human rights, and it revises the President's authority to impose these sanctions. Specifically, the bill authorizes the President to proclaim increases in the rates of duty applicable to products of Russia or Belarus. This authority terminates on January 1, 2024. The President may restore normal trade relations with Russia and Belarus, subject to congressional disapproval. The bill directs the U.S. Trade Representative to take certain actions, including to consider steps to suspend Russia's participation in the World Trade Organization and seek to halt the accession process of Belarus. Additionally, the bill statutorily authorizes broader coverage of current visa- and property-blocking sanctions for human rights violations to cover persons involved in serious human rights abuses. (Current law imposes these sanctions on persons responsible for gross violations of human rights, a higher standard.) The bill authorizes the President to impose sanctions on any foreign person who (1) is responsible for serious human rights abuse, (2) is a current or former government official who is responsible for or complicit in corruption, (3) is or has been a leader or official of an entity that has engaged in any of these activities, (4) has provided support for any of these activities, or (5) is owned or controlled by a person subject to these sanctions.

Small Scale LNG Access Act of 2022 This bill expedites the approval of applications for the exportation of natural gas that do not exceed 51.75 billion cubic feet per year. Specifically, the bill deems such applications to be consistent with the public interest and requires the Federal Energy Regulatory Commission to grant the applications without modification or delay. However, applications for exportation of natural gas to any nation subject to sanctions imposed by the United States may not be expedited.

This resolution urges the government of Argentina to bring the perpetrators of the March 17, 1992, terrorist attack on the Embassy of Israel in Buenos Aires to justice (in 1999 the Supreme Court of Argentina found that the transnational terrorist organization Hezbollah was responsible for the attack). The resolution commends the Argentinian government for designating Hezbollah as a terrorist organization and urges other U.S. allies and partners in Latin America and the Caribbean to do the same. The resolution urges these allies and partners to condemn and counter regional governments in the hemisphere that aid and abet Iran and Hezbollah. The resolution also commends the Argentinian government for adopting the International Holocaust Remembrance Alliance working definition of antisemitism and encourages other partners and allies to do the same. Finally, the resolution commends the Secretary General of the Organization of American States for appointing a Commissioner to Monitor and Combat Anti-Semitism in the Western Hemisphere.

Into the Light for Maternal Mental Health and Substance Use Disorders Act of 2022 or the Into the Light for MMH and SUD Act of 2022 This bill reauthorizes through FY2028 a program that addresses maternal depression and, among other changes, expands its scope to include mental health and substance use disorders. It also requires the Department of Health and Human Services to maintain a national hotline to provide mental health and substance use disorder resources to pregnant and postpartum women and their families.

Record of Military Service for Members of the Armed Forces Act of 2022 This bill requires the Department of Defense (DOD) to create the Certificate of Military Service. The Certificate of Military service will be a standard record of military service for all members of active and reserve components of the armed forces to encompass all duty, including that of National Guard and Coast Guard duty. Under the bill, the document must (1) be standardized, (2) be the same for all members of the armed forces, and (3) replace and serve the same function as a discharge certificate or certificate of release (DOD Form DD-214). The bill also requires that a current record of service be issued to members of the reserve components upon the occurrence of any of the following events: permanent change to duty status (e.g., retirement or transfer to active duty), discharge or release from temporary active duty orders, specified promotions, and transfer to another state National Guard.

FEMA Intermittent Personnel Employment and Reemployment Rights Act of 2022 This bill makes employment protections under the Uniformed Services Employment and Reemployment Rights Act (USERRA) applicable to Federal Emergency Management Agency (FEMA) reservists who deploy to major disaster and emergency sites. It allows such reservists to claim such rights under USERRA even if they do not provide notice of their absence from work due to deployment.

Public Safety Officer Support Act of 2022 This bill extends death and disability benefits under the Public Safety Officers' Benefits Program (PSOB) to certain public safety officers and survivors of public safety officers who suffer from post-traumatic stress disorder or acute stress disorder following a stressful situation while on duty. The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed or injured in the line of duty.

Safer Seas Act This bill addresses sexual assault and sexual harassment in the U.S. maritime industry. Among other provisions, the bill requires the U.S. Coast Guard to revoke or suspend a license, certificate of registry, or merchant mariner's document to an individual who has been convicted of sexual assault within the previous 10 years and to revoke or suspend such credentials to an individual who has been convicted of sexual harassment within the previous 5 years; provides protection of seaman against discrimination for those who report or intend to report sexual assault or sexual harassment incidents; directs the Coast Guard to promulgate regulations related to possession and consumption of alcohol by crewmembers aboard documented vessels; requires non-passenger carrying, ocean-going, commercial vessels to install and maintain a video surveillance system with audio capability in areas adjacent to bedrooms and limit access to the surveillance to law enforcement officials and victims of sexual assault or sexual harassment; and creates new reporting mandates and procedures for crew and vessel owners to report sexual assault or sexual harassment.

Ukraine Democracy Defense Lend-Lease Act of 2022 This bill temporarily waives certain requirements related to the President's authority to lend or lease defense articles if the defense articles are intended for Ukraine's government to help bolster Ukraine's defense capabilities and protect its civilians from a potential Russian military invasion. For FY2022 and FY2023, an agreement to lend or lease defense articles under this bill shall not be subject to certain requirements and provisions that typically apply to such lend-lease agreements, including (1) a requirement that prohibits a loan period from exceeding five years, (2) a requirement that the United States may recall the loaned defense article at any time, (3) a requirement that the receiving party has agreed to pay the United States all costs incurred in leasing the defense article, and (4) a provision that allows Congress to prohibit certain transfers of defense articles upon the enactment of a joint resolution. The President must establish expedited procedures to ensure the timely delivery of defense articles loaned or leased under this bill.

This resolution condemns members of the Russian Duma and Federation Council who voted to recognize the independence of the Donetsk People's Republic (DPR) and the Luhansk People's Republic (LPR) in flagrant violation of Ukraine's sovereignty and territorial integrity, international law, and Russia's commitments under the 2015 Minsk agreement. The resolution commends the European Union's decision to sanction 351 Russian legislators who appealed to President Putin to recognize the independence of the DPR and the LPR. Finally, the resolution calls on the Biden administration to sanction members of the State Duma and Federation Council who voted to recognize the independence of the DPR and the LPR, as well as close associates or family members of those officials, pursuant to Executive Orders 13660 and 13661, which authorize sanctions against those who threaten Ukraine's sovereignty and are officials of the Russian Federation.

Never Yielding Europe's Territory (NYET) Act of 2022 This bill addresses Russia's actions against Ukraine and other countries in the region. The bill authorizes and expedites the provision of security assistance, including by (1) prioritizing delivering excess defense articles to Ukraine, (2) authorizing the Department of State to waive certain costs for defense articles leased to Ukraine, and (3) authorizing additional Foreign Military Financing for programs in Europe. The bill also provides funding for (1) Foreign Military Financing assistance to Ukraine, (2) the Global Engagement Center to counter foreign-sponsored propaganda and disinformation, (3) the Countering Russian Influence Fund to support Ukraine and other countries in response to Russia's aggression, and (4) International Military Education and Training assistance for Ukraine. Furthermore, the bill imposes sanctions, including on (1) senior Russian military officials responsible for planning or executing military operations that violated Ukraine's sovereignty or territorial integrity, and (2) foreign individuals or entities that acted on behalf of Russia's government to destabilize Ukraine or disrupt Ukraine's critical infrastructure. The bill also addresses additional matters, including (1) prohibiting the National Aeronautics and Space Administration from sponsoring visas for Russian nationals affiliated with ROSCOSMOS, the entity that implements Russia's space program; (2) authorizing Radio Free Europe/Radio Liberty to explore opening new bureaus to reach audiences on Russia's periphery; and (3) providing for expedited approval of natural gas exports to qualifying nations, including NATO members, whereas currently expedited approval is only available for exports to countries that are in a free trade agreement relating to natural gas with the United States.

Dignity for Immigrants while Guarding our Nation to Ignite and Deliver the American Dream Act or as the DIGNIDAD (Dignity) Act This bill addresses immigration-related issues, such as requiring the Department of Homeland Security (DHS) to resume construction of barriers along the U.S.-Mexico border and providing removal deferral for eligible non-U.S. nationals ( aliens under federal law). For example, the bill requires DHS to resume all barrier construction activities along the southern border that were underway or being planned prior to January 20, 2021; authorizes DHS to request National Guard support to secure the southern border; requires the hiring of additional U.S. Customs and Border Protection personnel; provides funding for border infrastructure and equipment; provides statutory authority for the Flores settlement, which established policies pertaining to the treatment of minors without lawful immigration status by DHS; requires employers to verify the immigration status of individuals using an electronic employment eligibility confirmation system modeled after the E-Verify system; provides a path to permanent resident status to eligible individuals without lawful immigration status who entered the United States as minors (commonly referred to as Dreamers); establishes the Dignity Program, which defers the removal of eligible individuals without lawful immigration status who meet various requirements, including paying into a fund to provide training to U.S. workers; establishes the Redemption Program, which provides a path to permanent resident status to individuals who complete the Dignity Program and meet various requirements, including making additional payments into the U.S. worker fund; and requires the Department of State to implement a strategy to address the key factors contributing to individuals from Central America traveling to the United States.

This bill expands eligibility for Department of Veterans Affairs (VA) reimbursement of emergency treatment for veterans who are treated in a non-VA facility. Specifically, the bill waives the requirement that a veteran must have received VA care within the 24-month period preceding the furnishing of emergency treatment if the veteran receives such emergency treatment within the 60-day period following their enrollment in the VA health care system.

Active Shooter Alert Act of 2022 This bill requires a designated officer of the Department of Justice to act as the national coordinator of an Active Shooter Alert Communications Network regarding an emergency involving an active shooter. The bill sets forth duties of the coordinator, including to work with states and tribal governments to establish active shooter alert communications plans. The coordinator must also encourage federal, state, local, and tribal agencies to establish procedures for responding to active shooters. Finally, the bill requires the Government Accountability Office to study and report on state and local responses to active shooters and situations requiring the issuance of a public alert or warning.

Patients' Right to Know Their Medication Act of 2022 This bill requires the Food and Drug Administration (FDA) to issue regulations concerning the patient medication information that is included in the labeling for prescription medications. The regulations must impose various requirements, such as requiring the information to (1) be scientifically accurate and approved by the FDA; (2) include general directions for proper use and warnings that are written in understandable plain language; (3) contain information about known clinically important interactions with drugs, food, and other substances; (4) include a statement of whether there is sufficient data about the drug's use by specified subpopulations, such as children or pregnant women; and (5) be provided in a printed format with each prescription dispensed. The bill prohibits prescription medications that fail to meet this bill's requirements.

Human Trafficking Awareness Training Act This bill authorizes the Federal Law Enforcement Training Centers to establish a human trafficking awareness training program for state, local, tribal, territorial, and educational institution law enforcement personnel.

Invest to Protect Act of 2022 This bill directs the Office of Community Oriented Policing Services within the Department of Justice to award a grant to a local or tribal government that employs fewer than 200 law enforcement officers. Grant funds may be used for various activities, including to purchase body cameras, provide de-escalation training, and improve recruitment and retention.

Small Business Development Centers Improvement Act of 2022 This bill reauthorizes the Small Business Development Center Program through FY2025 and otherwise revises the program. Specifically, the bill (1) generally prohibits entities other than institutions of higher education from receiving new grants under the program; (2) allows centers to collect fees related to private partnerships or cosponsorships; (3) authorizes centers to market their services directly to small businesses; and (4) modifies or establishes provisions related to program funding, operations, data collection, and reporting.

Women's Business Centers Improvement Act of 2022 This bill reauthorizes the Women's Business Center Program through FY2025, raises the cap on individual center grants, establishes an accreditation program for grant recipients, and revises the duties of the Office of Women's Business Ownership. Specifically, the bill modifies the Women's Business Center Program to enable the Small Business Administration (SBA) to provide initial and continuation grants to eligible entities to operate women's business centers for the benefit of women-owned small businesses. The SBA must also publish standards for a program to accredit entities that receive grants from the Women's Business Center Program, and such entities' receipt of continuation grants shall be contingent upon their obtaining accreditation.

SCORE for Small Business Act of 2022 This bill reauthorizes through FY2023 the Service Corps of Retired Executives (SCORE) program, outlines the duties of the SCORE Association, and requires the Small Business Administration (SBA) to cooperate with the association to carry out the program. Specifically, the bill requires the association to manage nationwide chapters of the program to enable volunteers participating in the program to provide personal, cost-free business expertise and facilitate education workshops to small businesses. The association must also offer online counseling through web-based platforms to small businesses. In consultation with the association, the SBA must ensure that the program (1) recruits diverse volunteers for each chapter of the program, and (2) provides services to rural and underserved communities.

COPS on the Beat Grant Program Reauthorization and Parity Act of 2022 This bill reauthorizes through FY2031 and makes changes to the Community Oriented Policing Services grant program. Among the changes, the bill reduces the required matching contribution for certain rural communities during the first three years of a grant and eliminates the preference for agencies that exceed the matching requirements; allows grant funds to be used to increase wages of career law enforcement officers in states or localities that have a median household income of less than 70% of the national median household income and qualify for a reduced matching contribution; and provides statutory authority for the Office of Community Oriented Policing Services within the Department of Justice. Additionally, the bill requires the Government Accountability Office to report on whether law enforcement workforces are representative of the communities they serve, the percentage of law enforcement employees who live in the community they serve, the average pay of officers compared to the cost of living in the community they serve, and recommendations for improvements.

TRICARE Equality Act of 2021 This bill addresses the administration of Department of Defense (DOD) health care programs and benefits in Puerto Rico. Specifically, the bill requires DOD to treat the administration of TRICARE Prime availability in Puerto Rico in a similar manner as a state. The bill also requires DOD to ensure that, in providing travel and transportation allowances related to specialty medical treatment, individuals located in Puerto Rico are eligible to receive such allowances. The Federal Electronic Health Record Modernization Office must coordinate with the Department of Health of Puerto Rico to share health information through the Joint Health Information Exchange.

VA Zero Suicide Demonstration Project Act of 2021 This bill requires the Department of Veterans Affairs (VA) to establish the Zero Suicide Initiative pilot program for the purpose of improving safety and suicide care for veterans. The program must be implemented at five VA medical centers, including one that serves veterans in rural and remote areas.

Veterans Early Treatment for Chronic Ailment Resurgence through Examinations Act of 2021 or the VET CARE Act of 2021 This bill addresses dental care programs for veterans. Specifically, the bill authorizes the Department of Veterans Affairs (VA) to furnish administrative support to a dental care provider that provides services to a veteran that would not be covered by VA benefits. The bill also requires the VA to implement a pilot program to provide free outpatient dental services and treatment, and related dental appliances, to eligible veterans. Eligible veterans are those who are (1) enrolled in the VA health care system but are not eligible for VA dental care, (2) not receiving regular periodontal care, (3) between 40 and 70 years old, and (4) diagnosed with type 2 diabetes.

Employee Retention Tax Credit Reinstatement Act This bill provides for a reinstatement of the employee retention tax credit through 2021. The credit was established to compensate employers whose businesses were negatively impacted by the COVID-19 pandemic for wages paid to their employees.

Public Safety Enhancement Act of 2021 This bill reauthorizes through FY2026 the Community Oriented Policing Services (COPS) grant program. This resolution reaffirms unequivocal support for the North Atlantic Treaty Organization (NATO) as an alliance founded on democratic principles. The resolution also calls on the President to use the voice and vote of the United States to adopt a new Strategic Concept for NATO that is clear about its support for shared democratic values and committed to enhancing NATO's capacity to strengthen democratic institutions within NATO member, partner, and aspirant countries. Finally, the resolution calls on the President to use the voice and vote of the United States to establish a Center for Democratic Resilience within NATO headquarters.

Preventing Our Next Natural Disaster Act This bill modifies the pre-disaster mitigation grant program of the Federal Emergency Management Agency (FEMA). Specifically, the bill increases FEMA's set-aside for pre-disaster mitigation assistance from 6% to 15% of certain grant amounts; provides for a 2% set-aside for community planning and capacity building assistance; and authorizes FEMA to develop guidance regarding how to incorporate climate change into the National Risk Index, cost-benefit analyses, and improved codes, specifications, and standards to address natural hazards. FEMA must prioritize applicants for assistance with the highest hazard risk in coordination with FEMA's National Risk Index, environmental justice communities, and low-income communities (current law covers the latter though this bill modifies the number of individuals in such communities); provide community outreach; and establish a central federal database to consolidate funding data collected by all local, state, and federal agencies involved in post-disaster response and pre-disaster mitigation spending and categorize the data by type of project, funding source, and hazard types using a user-friendly database and interactive map.

Repeal Existing Policies that Encourage and Allow Legal HIV Discrimination Act of 2022 or the REPEAL HIV Discrimination Act of 2022 This bill addresses federal and state laws, policies, and regulations that may burden people living with HIV/AIDS. Specifically, the bill directs the Department of Justice (DOJ), the Department of Health and Human Services (HHS), the Department of Defense (DOD), and the White House Office of National AIDS Policy to initiate a national review of federal (including military) and state laws, policies, regulations, and judicial precedents and decisions regarding criminal and related civil commitment cases involving people living with HIV/AIDS. DOJ must transmit to Congress and make publicly available the results of such review with related recommendations. The White House Office of National AIDS Policy must also develop and publicly release guidance to assist states with handling relevant cases. The office, DOJ, HHS, and DOD must transmit to the President and Congress any proposals necessary to implement adjustments to federal laws, policies, or regulations. This bill shall not be construed to discourage the prosecution of individuals who act with the intent to do harm to another individual by intentionally transmitting HIV.

This resolution acknowledges the collapse of the radio telescope at the Arecibo Observatory in Puerto Rico and encourages federal agencies to study means of replacing the observatory's lost scientific capabilities.

Wildlife Conservation and Anti-Trafficking Act of 2021 This bill sets forth provisions relating to wildlife conservation, anti-trafficking and poaching, and illegal fishing. Specifically, the bill directs the Departments of Justice, the Interior, Commerce, State, and the Treasury to develop a plan of action for awards to whistleblowers of violations of laws applicable to wildlife trafficking; directs Interior to carry out the International Wildlife Conservation Program to, among other things, address global conservation threats and combat wildlife trafficking and poaching; provides funding for the conservation of certain endangered species; authorizes Interior, in consultation with the State Department, to station not less than one U.S. Fish and Wildlife Service officer in the primary diplomatic or consular post of the United States in a focus country or country of concern (i.e., countries engaging in wildlife trafficking); and directs Commerce to make amounts available for illegal, unreported, and unregulated fishing enforcement. The bill also modifies the federal criminal code to make wildlife trafficking and illegal fishing predicates with respect to the enforcement of certain criminal offenses, including racketeering and money laundering.

This resolution encourages people around the world to work to achieve the goal of zero new HIV transmissions, zero discrimination, and zero AIDS-related deaths, in order to end the HIV epidemic in the United States and around the world by 2030. The resolution supports continued funding for prevention, care and treatment services, and research programs for communities impacted by HIV and people living with HIV in the United States and globally. The resolution supports continued leadership by the United States in domestic, bilateral, multilateral, and private sector efforts to fight HIV. Finally, the resolution urges other members of the international community to sustain and scale up their support for and financial contributions to efforts around the world to combat HIV.
