Reforming and Enhancing Sustainable Updates to Laboratory Testing Services Act of 2025 or the RESULTS Act This bill requires the use of particular data from the private sector to inform Medicare payment rates for certain widely available laboratory tests.  Specifically, the Centers for Medicare & Medicaid Services (CMS) must contract with an entity that maintains a database of claims data for clinical diagnostic laboratory tests that (1) are not advanced diagnostic tests, and (2) were furnished by more than 100 providers and suppliers of such services over a specified six-month period (i.e., widely available tests). The database must meet specified requirements, such as having data that is representative of the entire country and from more than 50 private payors and claims administrators. The contracted entity must be a nonprofit entity that is not affiliated with any government agency, any insurance issuer or provider, or any other organization in the health care sector.  Beginning January 1, 2028, the CMS must use the information obtained from the database to inform Medicare payment rates for these widely available laboratory tests.  The bill additionally specifies processes for determining payment rates for laboratory tests that are not advanced diagnostic tests, are not widely available, and lack adequate claims data. The CMS must use certain existing processes to set appropriate rates. The bill also delays scheduled payment reductions for laboratory tests until 2028 and allows for judicial and administrative review of payment rates.

Farm Credit Adjustment Act This bill allows the Farm Credit Administration (FCA) to examine low-risk Farm Credit System institutions every 24 months. Specifically, FCA has the sole discretion to extend the currently mandated 18-month examination period for all institutions to 24 months for low-risk institutions. FCA regulates the Farm Credit System, which is a network of borrower-owned lending institutions that operates as a government-sponsored enterprise and makes loans to creditworthy farmers.

EATS Act of 2025

Enhance Access To SNAP Act of 2025 or the EATS Act of 2025 This bill expands eligibility for the Supplemental Nutrition Assistance Program (SNAP) for certain students. Specifically, the bill removes the restriction on SNAP eligibility for students to allow otherwise eligible students who are attending institutions of higher education (IHEs) at least half time to participate in SNAP. Under current law, students 18-49 years old are restricted from participating in SNAP, with exceptions (e.g., caring for a child under the age of 6 or employed for at least 20 hours a week). The Consolidated Appropriations Act, 2021 temporarily exempted some students from certain SNAP eligibility requirements; these temporary student exemptions expired after the end of the COVID-19 public health emergency on May 11, 2023. Further, the bill provides that students enrolled at least half time in a recognized school, training program, or IHE constitute individual households (not residents of institutions ) and may be eligible for SNAP benefits. (Participation in SNAP is limited to households.)

Supplemental Security Income Equality Act

Supplemental Security Income Equality Act This bill extends Supplemental Security Income (SSI) benefits to eligible residents of Puerto Rico, the U.S. Virgin Islands, Guam, and American Samoa. SSI is a federal assistance program designed to help aged, blind, and disabled individuals with limited income and resources meet basic needs. Under current law, residents of these territories are excluded from the program. Under the bill, the Social Security Administration may waive or modify statutory requirements relating to the provision of benefits as necessary to adapt the SSI program to each territory. The bill also eliminates a cap on payments to these territories from certain programs, including Temporary Assistance for Needy Families (TANF) and other grants to support aid for older individuals, blind individuals, and individuals with disabilities. Finally, the bill specifies that non-citizen U.S. nationals are eligible for SSI benefits under the same conditions as U.S. citizens. (Individuals born in American Samoa are nationals, but not citizens, of the United States.)

Fix Our Flooded Basements Act of 2025

Fix Our Flooded Basements Act of 2025 This bill expands the disaster assistance provided to individuals and households for repairs to and property in flood-damaged basements. It also expands eligibility and coverage for certain group flood insurance. Under current law, the Individual Assistance (IA) program of the Federal Emergency Management Agency (FEMA) limits home repair assistance for flood-damaged basements to damage affecting the safety, sanitation, or functionality of the home (e.g., structural damage, hazardous conditions). The bill allows home repair assistance for disaster-caused mold, mildew, and moisture damage in basements regardless of whether the damage affects safety, sanitation, or functionality. Additionally, flood-damaged basements are eligible for home repair assistance even when the basement is not required for occupying the dwelling. Also, currently, IA assistance for flood-damaged personal property in basements is limited to washers, dryers, and property essential for occupying the dwelling. The bill expands IA personal property assistance to more broadly cover property damaged by disaster-caused flooding in basements. The scope of such assistance must at least equal the coverage for such damage by a standard policy under the National Flood Insurance Program (e.g., covering air conditioning units and freezers in basements).  Additionally, FEMA must expand the eligibility and coverage of the group flood insurance it provides to IA recipients, including increasing the maximum coverage and expanding coverage for basements. The bill also excludes from the maximum for IA housing assistance expenses for (1) hazard mitigation measures in flood-damaged basements, and (2) premiums for group flood insurance policies.

Resident Physician Shortage Reduction Act of 2025 This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for qualifying hospitals, including hospitals in rural areas and health professional shortage areas. The bill provides for an additional increase of 2,000 positions per fiscal year from FY2026-FY2032; during this period, each hospital may receive up to 75 additional positions in total under the bill and current law. Additionally, one-third of the positions that are made available under the bill must be allocated to hospitals that are already operating above applicable resident limits. The bill also requires the Government Accountability Office to report on strategies to increase the diversity of the health professional workforce, including with respect to representation from rural, low-income, and minority communities.

Farmers First Act of 2025 This bill extends through FY2030 and revises the Farm and Ranch Stress Assistance Network (FRSAN). This Department of Agriculture program provides competitive grants to states, Indian tribes, and qualified nonprofit organizations to provide stress assistance programs (i.e., professional agricultural behavioral health counseling, helplines, and resources) to individuals engaged in farming, ranching, and agriculture-related occupations. The bill specifies that the grant funding for farm telephone helplines and websites may also be used for crisis lines. Further, FRSAN grant recipients may establish referral relationships with providers, including Certified Community Behavioral Health Clinics, health centers, rural health clinics, and critical access hospitals.

Renewable Energy for U.S. Territories Act

Renewable Energy for U.S. Territories Act This bill directs the Department of Agriculture (USDA) to establish a grant program under which USDA may award grants to eligible nonprofit organizations for renewable energy systems, energy efficiency activities, energy storage, smart grids, or microgrids in U.S. territories. In addition, USDA may award grants to train residents of U.S. territories to develop, construct, maintain, or operate renewable energy systems. The Department of Energy must ensure that its national laboratories offer to provide technical assistance to grant recipients. The Government Accountability Office must study and report on renewable energy and energy efficiency in U.S. territories.

Improving Seniors' Timely Access to Care Act of 2025 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards; (2) annually submit to the CMS for publication specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services (CMS), relating to the quality and timeliness of prior authorization determinations. The CMS and the Office of the National Coordinator for Health Information Technology must publish on the CMS' website a report that analyzes the information received from MA plans, the feasibility of implementing real-time decision making with respect to prior authorization requests, and the impact of decisions that are made using artificial intelligence on patient access.
