Restoration of America's Wire Act Amends provisions of the federal criminal code, commonly known as the Wire Act, to provide that the prohibition against transmission of wagering information shall apply to any bet or wager, or information assisting in the placing of any bet or wager (thus making such prohibition applicable to all types of gambling activities, including internet gambling). States that nothing in this Act shall be construed to: (1) preempt any state law prohibiting gambling; or (2) alter, limit, or extend the relationship between the Interstate Horseracing Act of 1978 and other federal laws currently in effect, the ability of a state licensed lottery retailer to make in-person, computer-generated retail lottery sales, or the relationship between federal laws and state charitable gaming laws.

Puerto Rico Statehood Admission Process Act

Puerto Rico Statehood Admission Process Act Authorizes the State Elections Commission of Puerto Rico to provide for a vote on Puerto Rico's admission into the Union as a state within one year of this Act's enactment. Requires the governor of Puerto Rico to transmit the results of such vote to the President, the Speaker of the House of Representatives, and the President Pro Tempore of the Senate within 10 days after the certification of the vote by the Commission. Directs the President, if a majority of the votes cast are for Puerto Rico's admission as a state: (1) within 30 calendar days of receipt of the certified results, to issue a proclamation to begin the transition process that will culminate in Puerto Rico's admission as a state effective January 1, 2021; and (2) within 90 calendar days of such receipt, to appoint a Commission on the Equal Application of Federal Law to Puerto Rico, which shall survey U.S. laws and submit recommendations to Congress by July 1, 2018, as to how laws that do not apply, or that apply differently, to the territory should be amended or repealed to treat Puerto Rico equally. Requires Puerto Rico to carry out necessary actions by January 1, 2020, to enable it to hold elections for federal office in November 2020, including the election to the 117th Congress of two U.S. Senators and the number of Representatives to which it would have been entitled for the 116th Congress if it had been a state during such Congress. Provides for a temporary increase in the membership of the House of Representatives initially and a permanent increase effective with the taking effect of the first reapportionment occurring after the regular decennial census conducted for 2020. Requires the President, following a transition process, to issue a proclamation declaring that Puerto Rico is admitted to the Union on an equal footing with the other states, effective January 1, 2021. Sets forth provisions regarding the continuity of government and the continuity of laws of Puerto Rico.

FOIA Act

FOIA Oversight and Implementation Act of 2015 or the FOIA Act This bill makes changes to the Freedom of Information Act (FOIA) to provide the public with greater access to information disclosable under such Act. The bill requires agencies, in administering FOIA, to: (1) make information disclosable under such Act available to the public in an electronic, publicly accessible format; and (2) make available to the public records of general interest that inform the public of the operations and activities of the government or that have been requested three or more times. The Office of Management and Budget is directed to ensure the operation of an online request portal that allows a member of the public to submit a FOIA request for records to any agency from a single website. The bill establishes a presumption of openness by prohibiting an agency from withholding information otherwise disclosable under FOIA unless: (1) the agency reasonably foresees that disclosure would cause specific identifiable harm to an interest protected by an exemption to FOIA, or (2) disclosure is prohibited by law. The duties of the Office of Government Information Services (OGIS) are expanded to require: (1) mediation services to resolve disputes between agencies and persons making FOIA requests; (2) annual reports on the activities of OGIS that are available in an electronic, publicly accessible format; and (3) annual public meetings on the review of agencies' FOIA policies, procedures, and compliance. The bill requires annual agency FOIA reports and the annual reports on FOIA of the Attorney General and the Director of the Office of Information Policy (OIP) to be made available in an electronic, publicly accessible format. Agencies are prohibited from assessing search or duplication fees if they have failed to comply with a statutory deadline for a FOIA response and did not submit a written notice to the requestor justifying the fees requested. The role of the Chief FOIA Officer at each agency is expanded to require officers to serve as the primary agency liaison between OGIS and OIP and to complete annual compliance determinations that review agency regulations, fee assessments, use of exemptions, dispute resolution services, and the timely processing of FOIA requests. The bill establishes a Chief FOIA Officers Council for developing recommendations for increasing compliance and efficiency, disseminating information about agency experiences, identifying initiatives to increase transparency and compliance, and promoting performance measures to ensure agency compliance with FOIA requirements. The Inspector General of each agency is required to: (1) periodically review compliance with FOIA requirements, including the timely processing of requests, assessment of fees and fee waivers, and the use of FOIA exemptions, and (2) make recommendations to the agency head, including recommendations for disciplinary action.

American Entrepreneurship and Investment Act of 2015 Amends the Immigration and Nationality Act to make the EB-5 immigrant investor program permanent. Increases the targeted employment area set-aside. Directs the Secretary of Homeland Security to defer to state targeted employment area designations. Directs the Secretary to: (1) establish a preapproval procedure for commercial enterprises that allows a regional center to apply for preapproval of a new commercial enterprise before an alien files a petition for classification by reason of investment in such enterprise; and (2) defer to certain prior favorable EB-5 determinations except in the case of fraud, material change, or legal deficiency. Prohibits a person who has been found liable for specified criminal or civil activities from serving as an owner, director, or officer of a regional center. Requires EB-5 petitions to be adjudicated within 180 days unless additional information is required. Provides that the child of an alien investor whose conditional permanent resident status is terminated shall continue to be considered a child of the alien investor for purposes of a subsequent immigrant petition by the alien investor if the child remains unmarried and the alien investor's subsequent petition is filed within one year after termination of status. Provides for a consolidated petition by an alien investor and his or her spouse and children. Exempts spouses and children of EB-5 immigrants from EB-5 admissions limits. Authorizes concurrent filing of EB-5 petitions and applications for status adjustment to conditional lawful permanent resident. Eliminates the per-country limit for employment-based immigrants and increases the per-country limit for family-based immigrants. Amends the Chinese Student Protection Act of 1992 to eliminate the requirement that the annual Chinese immigrant visas be reduced by a specified amount to offset status adjustments under that Act. Subjects EB-5 petitions to the Foreign Corrupt Practices Act.

Amy and Vicky Child Pornography Victim Restitution Improvement Act of 2015 Amends the federal criminal code to expand the definition of "full amount of the victim's losses" for purposes of provisions governing mandatory restitution of victims of offenses involving sexual exploitation and other abuse of children to include medical services, physical and occupational therapy or rehabilitation, and lost income for the victim's lifetime, as well as any losses suffered by the victim from any sexual act or conduct in preparation for or during the production of child pornography depicting the victim involved in the offense. Sets forth guidelines for determining restitution where the victim of of a specified child pornography offense was harmed by one defendant (requiring restitution for not less than the full amount of the victim's losses) or by more than one defendant (requiring restitution for not more than the full amount of the victim's losses and not less than specified minimum amounts for certain offenses). Requires joint and several liability where there are multiple defendants and allows each defendant who is ordered to pay restitution and who has made full payment to the victim equal to or exceeding the specified minimum amount to recover contribution from any other defendant ordered to pay. Sets forth contribution claim procedures. Requires the Attorney General to report to Congress within one year after enactment of this Act on any progress of the Department of Justice in obtaining restitution for victims of such offenses.

Grand Jury Reform Act of 2015

Grand Jury Reform Act of 2015 Conditions a state or local government's eligibility for funding under the Edward Byrne Memorial Justice Assistance Grant Program on the state's compliance with this Act. Requires: (1) the chief officer of the law enforcement agency of a locality in which a death results from the use of deadly force by a law enforcement officer of such agency to report the death to the elected prosecutor of that locality within 24 hours of such death, and (2) the elected prosecutor to report the death to the governor of the state within 24 hours after receiving such notice. Directs the governor: (1) within three days after receiving such report, to appoint a special prosecutor to present evidence on the state's behalf at a hearing before a judge to determine whether probable cause exists to bring criminal charges against the law enforcement officer; (2) to use a random process to select the special prosecutor from among all of the elected prosecutors in the state, excluding the elected prosecutor of the locality in which the death occurred; and (3) within 24 hours after being notified of such death, to report the death to the chief officer of the state's law enforcement agency, which shall assume exclusive control of the investigation of the death during the pendency of the probable cause hearing. Requires: (1) the hearing to be held within 90 days after the appointment of the special prosecutor, unless the judge determines that good cause exists to delay it; (2) the court to remain open to the public for such hearing, except as determined appropriate by the presiding judge; (3) the presiding judge, within five days of the hearing's conclusion, to issue a determination regarding probable cause and to submit such determination to the elected prosecutor of the locality in which the death occurred; and (4) the special prosecutor to submit recommendations to the elected prosecutor, including regarding whether criminal charges should be brought against the officer. Declares that the probable cause hearing shall have no binding effect on the elected prosecutor.

Multinational Species Conservation Funds Reauthorization Act of 2015 This bill reauthorizes the African Elephant Conservation Act, the Rhinoceros and Tiger Conservation Act of 1994, the Asian Elephant Conservation Act of 1997, the Great Ape Conservation Fund, and the Marine Turtle Conservation Fund through FY2020. This bill amends the Great Ape Conservation Act of 2000 to authorize Department of the Interior to award a multi-year grant to carry out a project that is an effective, long-term conservation strategy for great apes (chimpanzees, gorillas, bonobos, orangutans, or gibbons) and their habitats. Interior is required to convene a panel of experts to identify the greatest needs and priorities for the conservation of great apes within a year of this Act's enactment and every five years thereafter. Current law authorizes Interior to convene a panel to consider the greatest conservation needs every two years. The panel is required to consider relevant great ape conservation plans or strategies. This bill amends the Marine Turtle Conservation Act of 2004 to make a wildlife management authority of a U.S. territory eligible for financial assistance for marine turtle conservation.

New Columbia Admission Act Sets forth procedures for admission into the United States of the state of New Columbia. Requires the Mayor of the District of Columbia to: (1) submit to the eligible voters propositions for statehood and adoption of a State Constitution, and (2) issue a proclamation for the first elections to Congress of two Senators and one Representative of New Columbia. Requires the President, upon adoption of such propositions and certification of such elections, to issue a proclamation announcing the results and admitting New Columbia into the Union. Provides for conversion of District government offices to state offices. Provides that New Columbia shall consist of all territory of the District as of the enactment of this Act, excluding land within specified metes and bounds that shall remain the District of Columbia and that shall include the principal federal monuments, the White House, the Capitol Building, the Supreme Court Building, the federal executive, legislative, and judicial office buildings located adjacent to the Mall and the Capitol Building, and certain military property. Prohibits New Columbia from imposing taxes on federal property except as provided by Congress. Maintains the applicability to New Columbia of current District laws and continues pending judicial proceedings. Maintains: (1) the District of Columbia as the seat of the federal government, and (2) the federal government's authority over military lands and specified other property. Requires each state that is the last place an individual resided before residing in the District of Columbia to permit such individual to vote in federal elections by absentee ballot. Sets forth a rule for expedited consideration of a joint resolution proposing an amendment to the Constitution to repeal the 23rd amendment (which provides for the appointment of electors for President and Vice President for the District).

If USDA or Interior determines that supplemental appropriations are necessary for wildfire suppression operations, the bill requires the relevant department to submit to Congress a request for the funding and a plan for obligating the funds. The bill also requires the President's budget to include the average costs for wildfire suppression over the previous 10 years.

Guam World War II Loyalty Recognition Act Recognizes the suffering and the loyalty of the residents of Guam during the Japanese occupation of Guam in World War II. Directs the Secretary of the Treasury to establish a Fund for the payment of claims submitted by compensable Guam victims and survivors of compensable Guam decedents. Directs the Secretary to make specified payments to: (1) living Guam residents who were raped, injured, interned, or subjected to forced labor or marches, or internment resulting from, or incident to, such occupation and subsequent liberation; and (2) survivors of compensable residents who died in war (such payments to be made after payments have been made to surviving Guam residents). Directs the Foreign Claims Settlement Commission to specify injuries that would constitute a severe personal injury or a personal injury and adjudicate claims and determine payment eligibility. Requires claims to be filed within one year after the Commission publishes notice of the filing period in the Federal Register and in the Guam media. Directs the Secretary of the Interior to establish a grant program for research, educational, and media activities that memorialize the events surrounding the occupation of Guam during World War II or honor the loyalty of the people of Guam during such occupation.

Requires the plan to include: (1) recommendations to reduce reliance and expenditures on fuel shipped to the insular areas and Freely Associated States from ports outside the United States, to develop and utilize domestic fuel energy sources, and to improve performance of energy infrastructure and overall energy efficiency; (2) a schedule for implementation of the recommendations and identification and prioritization of specific projects; (3) a financial and engineering plan for implementing and sustaining projects; and (4) benchmarks for measuring progress toward implementation. Requires Interior to approve the plan before it is implemented. Extends the federal immigration law transition period for the Northern Mariana Islands through December 31, 2019, including the annual reduction of nonimmigrant workers who may be admitted during such period.

Health Equity and Accountability Act of 2014 - Amends the Public Health Service Act and the Social Security Act to expand the collection and analysis of data in programs of the Department of Health and Human Services (HHS). Sets forth provisions to improve cultural competence in federal health care programs and services, including by establishing the Robert T. Matsui Center for Cultural and Linguistic Competence in Health Care. Requires the Secretary of HHS (Secretary) to engage in activities to improve health workforce diversity, including by: (1) establishing a working group and a technical clearinghouse; (2) awarding grants to academic institutions; (3) establishing a health and health care disparities education program; and (4) providing for scholarships, student loan repayment and loan forgiveness, and research fellowships. Health Empowerment Zone Act of 2014 - Provides for the establishment of health empowerment zones in communities that experience disproportionate disparities in health status and health care. Requires the Secretary to engage in activities to improve the quality of and access to health care, including by expanding access to health care and health care insurance for immigrants, designating centers of excellence at public hospitals and other health systems serving minority patients, increasing Medicaid payments to territories and to Native Hawaiian health centers, and providing for border health grants. Sets forth programs to reduce health disparities affecting minorities and rural residents. Establishes an Office of Minority Health in the Department of Veterans Affairs (VA). Sets forth provisions to improve health for women and children, including by expanding access to federal programs for immigrant women and children, creating public awareness campaigns, engaging in activities to eliminate disparities in maternal health outcomes, and establishing programs to reduce teenage pregnancies, including contraception education and information programs, programs to support healthy adolescent development, maintaining a database of systematic reviews of maternity care, designating maternity care health professional shortage areas, and establishing a research center on optimal maternity outcomes. Directs the Secretary to develop a multisite gestational diabetes research project within the diabetes program of the Centers for Disease Control and Prevention (CDC). Requires pharmacies to provide in stock contraceptives to customers without delay. Expands Medicare coverage of marriage and family therapist services, mental health counselor services, and substance abuse counselor services. Lung Cancer Mortality Reduction Act of 2014 - Requires the Secretary to implement the Lung Cancer Mortality Reduction Program to achieve a reduction of at least 25% in the mortality rate of lung cancer by 2020. Prostate Research, Outreach, Screening, Testing, Access, and Treatment Effectiveness Act of 2014 or the PROSTATE Act - Requires the Secretary of Veterans Affairs (VA) to take action to address prostate cancer, including by establishing the Interagency Prostate Cancer Coordination and Education Task Force. Viral Hepatitis and Liver Cancer Control and Prevention Act of 2014 - Requires the Secretary to implement programs to address hepatitis B and hepatitis C. Bone Marrow Failure Disease Research and Treatment Act of 2014 - Requires the Director of CDC to establish the National Acquired Bone Marrow Failure Disease Registry. Requires the Director of the Agency for Healthcare Research and Quality to develop guidelines to screen minority patient populations which have a higher than average risk for many chronic diseases and cancers. Expands Medicaid to cover a beneficiary's routine medical costs when they are in an approved clinical trial. Requires the Secretary to expand HIV/AIDS treatment and prevention activities, including: (1) identification of issues that impede disease status awareness and retention in appropriate care, (2) research into treatment adherence strategies, (3) grants to public health agencies and faith-based organizations, (4) the Minority HIV/AIDS Initiative, and (5) health workforce training for culturally competent care. Directs the Secretary to award grants for comprehensive sex education programs for adolescents. Eliminates a program that supports abstinence education. Permits community organizations to distribute sexual barrier protection devices (e.g., condoms) and to engage in sexually transmitted infection counseling and prevention education in federal correctional facilities. Stop AIDS in Prison Act - Requires the Bureau of Prisons to develop a comprehensive policy to provide HIV testing, treatment, and prevention for inmates. Requires the Secretary to conduct research and other activities with respect to diabetes in minority populations and the prevention of lung disease. Sleep and Circadian Rhythm Disorders Health Disparities Act - Requires the Director of the National Institutes of Health (NIH) to expand research addressing sleep health disparities. Requires the Director of CDC to expand activities regarding sleep disorders. Sets forth provisions regarding the use of health information technology to reduce health disparities, particularly in racial and ethnic minority communities. Revises requirements for the Corporation's annual report to the Secretary of Commerce (Secretary) to require a description of and rationales for: (1) the Corporation's efforts to focus on specific countries and populations, and (2) its combination of media channels employed in meeting the promotional objectives of its marketing campaign. Directs the Corporation and the Secretary (or their designees) to meet biannually to review procedures to determine the fair market value of goods and services received by the Corporation from non-federal sources. Reduces from 80% to 75% the percentage of the fair market value of those goods and services the Corporation may receive from non-federal sources each fiscal year, increasing from 20% to 25% the federal matching rate. Includes U.S. territories among the states and the District of Columbia whose benefit the Corporation's international travel promotion plan must ensure. Extends the TPA and the Corporation through FY2020. Amends the Immigration and Nationality Act to extend through FY2020 also the authority of the Secretary of Homeland Security (DHS) to charge a fee for use of the electronic travel authorization system to determine, in advance, an alien's eligibility to travel to the United States. Amends the TPA to require the Corporation to establish performance metrics to: (1) measure the impact of its marketing efforts, and (2) demonstrate any cost or benefit to the U.S. economy. Requires the Corporation to report to Congress actions it has taken in response to any recommendations the Government Accountability Office (GAO) might make to it. Requires the Corporation to: (1) establish a competitive procurement process, and (2) certify in its annual report to Congress that any contracts it has entered into were in compliance with that process.

Emergency Unemployment Compensation Extension Act of 2014 - Amends the Supplemental Appropriations Act, 2008 (SAA, 2008) to extend emergency unemployment compensation (EUC) payments for eligible individuals to weeks of employment ending on or before June 1, 2014. Amends the Assistance for Unemployed Workers and Struggling Families Act to extend until May 31, 2014, requirements that federal payments to states cover 100% of EUC. Amends the Unemployment Compensation Extension Act of 2008 to exempt weeks of unemployment between enactment of this Act and November 30, 2014, from the prohibition in the Federal-State Extended Unemployment Compensation Act of 1970 (FSEUCA of 1970) against federal matching payments to a state for the first week in an individual's eligibility period for which extended compensation or sharable regular compensation is paid if the state law provides for payment of regular compensation to an individual for his or her first week of otherwise compensable unemployment. (Thus allows temporary federal matching for the first week of extended benefits for states with no waiting period.) Amends the FSEUCA of 1970 to postpone similarly from December 31, 2013, to May 31, 2014, termination of the period during which a state may determine its "on" and "off" indicators according to specified temporary substitutions in its formula. Amends the SAA, 2008 to appropriate funds out of the employment security administration account through the first five months of FY2015 to assist states in providing reemployment and eligibility assessment activities. Requires the provision of such activities to an individual, at a minimum, within a time period after he or she begins to receive Tier-1 EUC benefits, and if applicable, again within a time period after he or she begins to receive Tier-3 EUC benefits. Requires the Secretary of Labor to determine appropriate time periods. Specifies the purposes of the activities, namely to: better link the unemployed with the overall workforce system by bringing individuals receiving unemployment insurance benefits in for personalized assessments and referrals to reemployment services; and provide them with early access to specific strategies that can help get them back into the workforce faster, including through: (1) the development of a reemployment plan, (2) provision of access to relevant labor market information, (3) provision of access to information about industry-recognized credentials that are regionally relevant or nationally portable, (4) provision of referrals to reemployment services and training, and (5) an assessment of the individual's on-going eligibility for unemployment insurance benefits. Amends the Railroad Unemployment Insurance Act to extend through May 31, 2014, the temporary increase in extended unemployment benefits. Makes a change in application of a certain requirement (nonreduction rule) to a state that has entered a federal-state EUC agreement, under which the federal government would reimburse the state's unemployment compensation agency making EUC payments to individuals who have exhausted all rights to regular unemployment compensation under state or federal law and meet specified other criteria. (Under the nonreduction rule such an agreement does not apply with respect to a state whose method for computing regular unemployment compensation under state law has been modified to make the average weekly unemployment compensation benefit paid on or after June 2, 2010, less than what would have been paid before June 2, 2010.) Declares that the nonreduction rule shall not apply to a state which has enacted a law before December 1, 2013, that, upon taking effect, would violate the nonreduction rule. Allows a state whose agreement was terminated, however, to enter into a subsequent federal-state EUC agreement on or after enactment of this Act if, taking into account this inapplicability of the nonreduction rule, it would otherwise meet the requirements for an EUC agreement. (Thus allows such a subsequent EUC agreement to permit payment of less than the average weekly unemployment compensation benefit paid on or after June 2, 2010.) Prohibits the use of federal funds to: (1) make payments of unemployment compensation to any individual whose adjusted gross income in the preceding year was at least $1 million, or (2) determine whether or not this prohibition applies to an individual. Requires the Comptroller General (GAO) to: study the use of work suitability requirements to strengthen them to ensure that unemployment insurance benefits are being provided to individuals who are actively looking for work and truly want to return to the labor force; and brief Congress on the ongoing study, including preliminary recommendations for appropriate legislation and administrative action. Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code to revise the applicable percentages for determining minimum funding standards for single-employer defined benefit pension plans (funding stabilization). Exempts plans providing accelerated benefit distributions from the application of such standards. Amends ERISA, with respect to pension insurance premiums paid by a designated payor (i.e., the contributing sponsor or plan administrator for a single employer pension plan and the plan administrator for the multiemployer plan) to the Pension Benefit Guaranty Corporation (PBGC). Allows a designated payor to elect to prepay, during any plan year, the applicable PBGC flat dollar insurance premium due for up to five consecutive subsequent plan years specified in the election. Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend through FY2024 the authority of the Secretary of the Treasury to collect customs user fees for the processing of certain merchandise. Amends the Internal Revenue Code to provide that a bona fide volunteer providing firefighting and prevention services, emergency medical services, or ambulance services to a state or local government or tax-exempt organization shall not be counted in determining the number of full-time employees of an employer for purposes of the employer mandate to provide minimum essential health care coverage under the Patient Protection and Affordable Care Act. Excludes services rendered as a bona fide volunteer to any governmental entity and any tax-exempt organization (specified employer) from the determination of the number of full-time employees of an employer for purposes of such mandate. Defines "bona fide volunteer" as an employee whose only compensation from a specified employer is in the form of: (1) reimbursement for (or reasonable allowance for) reasonable expenses incurred in the performances of volunteer services; or (2) reasonable benefits and nominal fees, customarily paid in connection with the performance of volunteer services.

Voting Rights Amendment Act of 2014 - Amends the Voting Rights Act of 1965 with respect to the requirement that a federal court retain jurisdiction for an appropriate period to prevent commencement of new devices to deny or abridge the right to vote. Expands the types of violations triggering the authority of a court to retain such jurisdiction to include certain violations of the Act as well as violations of any federal voting rights law that prohibits discrimination on the basis of race, color, or membership in a language minority group. Excludes from the list of violations triggering jurisdiction retention authority any voting qualification or prerequisite which results in a denial or abridgement of the right to vote that is based on the imposition of a requirement that an individual provide a photo identification as a condition of receiving a ballot for voting in a federal, state, or local election. Revises requirements for determining which states and political subdivisions are covered or not covered by criteria for declaratory judgments that they have not used devices to deny or abridge the right to vote. Subjects to the requirements for making such a determination any state (and all of its political subdivisions) during a calendar if 5 or more voting rights violations occurred in the state during the previous 15 years, at least one of which was committed by the state itself (as opposed to a political subdivision within it). Specifies application of such new coverage requirements to any specific political subdivision if: (1) 3 or more voting rights violations occurred in it during the previous 15 calendar years; or (2) 1 or more voting rights violations occurred in it during the previous 15 calendar years and the subdivision had persistent, extremely low minority turnout during that period. Provides that, if a state obtains a declaratory judgment that it has not used a device to deny or abridge the right to vote, the requirements for a new declaratory judgment generally will not apply, unless the new coverage requirements of this Act apply to the state solely on the basis of voting rights violations occurring after the declaratory judgment was issued. Prescribes transparency requirements, including reasonable public notice, regarding any changes to: (1) voting prerequisites, standards, or procedures; (2) polling place resources; or (3) demographics and electoral districts. Modifies authority to assign observers, including authorizing the assignment of observers to enforce bilingual election requirements. Revises requirements for injunctive relief, including its scope and the persons authorized to seek relief as well as the grounds for granting it.
