Clarifying E–Rate Act of 2024

United States · United States Congress · 23 May 2024

Clarifying E–Rate Act of 2024 This bill provides statutory authority for the use of Schools and Libraries Universal Service Support program (E-Rate) funds for the provision of Wi-Fi access on school buses. (In a declaratory ruling titled Modernizing the E-Rate Program for Schools and Libraries and released on October 25, 2023, the Federal Communications Commission (FCC) declared that the use of Wi-Fi and similar technologies on school buses serves an educational purpose and is therefore eligible for E-Rate funding. The policy effectively permits schools to receive discounted telecommunications service for use on school buses.) The bill also directs the FCC to publish a notice of proposed rulemaking specifying any additional locations for which E-Rate funding may be used to support connectivity. The FCC must establish an annual process for considering additional eligible locations.

Comprehensive Addiction Resources Emergency Act of 2024

United States · United States Congress · 8 May 2024

Comprehensive Addiction Resources Emergency Act of 2024 This bill establishes programs, grants, and other activities to address substance use disorders. Specifically, the Department of Health and Human Services (HHS) must establish a program for purchasing and distributing opioid overdose reversal drugs for states and Indian tribes. HHS must also award grants for and otherwise support addressing substance use, particularly in states, tribes, territories, and localities with disproportionately high drug overdose rates; increasing access to preventive, medical, recovery, and related services; developing innovative models of delivering treatment and harm reduction services; and expanding the treatment capacity of Medicaid providers. In addition, HHS must issue model standards of care for treatment services and recovery residences and may award grants for training health care professionals. The bill also supports prevention and treatment services for workers, addiction and pain management research, and data collection on substance use disorders. Further, dispensers, distributors, and manufacturers of schedule II controlled substances (e.g., oxycodone), with the exception of opioid treatment programs, must certify that they maintain effective drug diversion controls. Violators are subject to specified civil and criminal penalties. Collected penalties shall be used for the grant programs and other substance use disorder activities established under the bill.

Disaster Resiliency and Coverage Act of 2024 This bill establishes a grant program for certain hazard mitigation measures for homes in disaster risk areas and provides a tax credit for up to 30% of expenditures on such mitigation measures. FEMA must establish disaster risk areas in which homes are eligible for the grant funding. Individual residential households, subject to certain income limitations, may receive up to $10,000 (adjusted for inflation) for eligible hazard mitigation activities, such as reinforcing a roof, installing a flood control system, or reducing flammable vegetation near the home. The bill also provides an income tax credit to individuals and businesses for up to 30% of expenditures on the specified residential mitigation activities eligible under the grant program. Additionally, under current law, payments for disaster relief and payments under federal hazard mitigation programs are excluded from taxable income.
