Returning Illegals over Turmoil Act This bill establishes grounds for removal from, and future inadmissibility to, the United States for non-U.S. nationals ( aliens under federal law) who incite violence, participate in a riot or civil disturbance, or commit certain other acts while in the United States. Specifically, if, at the time of the offense, an individual is unlawfully present in the United States, a recipient of Deferred Action for Childhood Arrivals (DACA) status, or a lawful permanent resident, that individual is deportable and permanently inadmissible to the United States. This applies to such individuals convicted of, or who have admitted to having committed acts that constitute incitement to violence or physical participation in a riot or civil disturbance under federal, state, or local law; an actual or attempted assault, battery, or use of force against a law enforcement officer or a member of the Armed Forces of the United States; or the willful destruction, defacement, or vandalism of property owned or operated by a federal, state, or local government. The Department of Homeland Security may designate such offenses as grounds for expedited removal during specified types of declared emergencies. The bill also requires the detention of these individuals.

Tribal Gaming Regulatory Compliance Act This bill allows the Ysleta del Sur Pueblo and Alabama-Coushatta tribes to conduct gaming activities on their land in Texas if certain conditions are met. Currently, the Ysleta del Sur Pueblo and Alabama-Coushatta Indian Tribes of Texas Restoration Act prohibits the tribes from conducting gaming activities on their land if those activities are prohibited by Texas law. The bill repeals those provisions and instead applies the Indian Gaming Regulatory Act (IGRA) to gaming activities on Indian lands of the tribes.

Improving Seniors' Timely Access to Care Act of 2025 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards; (2) annually submit to the CMS for publication specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services (CMS), relating to the quality and timeliness of prior authorization determinations. The CMS and the Office of the National Coordinator for Health Information Technology must publish on the CMS' website a report that analyzes the information received from MA plans, the feasibility of implementing real-time decision making with respect to prior authorization requests, and the impact of decisions that are made using artificial intelligence on patient access.

Protect Children’s Innocence Act of 2025 This bill establishes federal criminal offenses for providing gender-affirming care to minors. The bill also changes the existing federal criminal offense that prohibits female genital mutilation (FGM) and related conduct. Specifically, the bill makes it a federal crime to knowingly perform or attempt to perform procedures or provide medications (e.g., hormonal treatments) to a minor for the purpose of changing their body to correspond to a sex that differs from their biological sex. The bill provides exceptions for specified types of surgeries or procedures, including those for treating (1) individuals who have both ovarian and testicular tissue or abnormal sex chromosome structure or hormones, or (2) infections or other harms that result from a previous gender-transition procedure. A violation is punishable by a fine, a prison term of up to 10 years, or both. The bill prohibits the arrest or prosecution of an individual who undergoes gender-affirming procedures or medications. Additionally, the bill makes changes to the existing federal criminal prohibition on performing FGM on a minor and related conduct. Among the changes, the bill broadens the scope of prohibited conduct to include the facilitation or consent to FGM by any person (currently, prohibited facilitation or consent applies only to a parent, guardian, or caretaker of the minor). The bill also prohibits the arrest or prosecution of an individual who undergoes FGM. The bill does not change the applicable criminal penalty of a fine, a prison term of up to 10 years, or both.

This bill establishes a permanent Feral Swine Eradication and Control Program. Under the current feral swine pilot program, the Natural Resources Conservation Service (NRCS) and the Animal and Plant Health Inspection Service (APHIS) respond to the threat that feral swine pose to agriculture, native ecosystems, and human and animal health. Under the bill, NRCS and APHIS must continue the program. Among other things, this program (1) develops methods to eradicate or control feral swine or to restore damage caused by feral swine, and (2) may provide financial assistance to agricultural producers for these purposes. The bill directs NRCS and APHIS to contract with one or more land-grant colleges or universities to provide educational support and assistance with the control and eradication efforts under the program. The bill also provides funding for the program (through the Commodity Credit Corporation) through FY2030, with 40% of the funds allocated to NRCS and 60% to APHIS. Currently, the funds are evenly allocated between NRCS and APHIS.

Dietary Guidelines Reform Act of 2025 This bill increases the requirements for the Dietary Guidelines for Americans (DGA). The DGA are federally developed recommendations by the Department of Agriculture (USDA) and the Department of Health and Human Services (HHS). Under the bill, USDA and HHS must jointly publish guidelines at least once every 10 years (currently 5 years), and the final DGA is subject to rulemaking requirements. The DGA must be based on significant scientific agreement that is determined by evidence-based review. Current law requires that the guidelines be based on a preponderance of current scientific and medical knowledge. Further, the guidelines must address issues such as (1) high-priority areas to advance health outcomes, (2) achieving nutritional adequacy and promoting health, and (3) common nutrition-related chronic diseases. In updating the guidelines, USDA and HHS must establish an Independent Advisory Board that must submit a list of scientific questions to be used as the basis for the proposed DGA. Members of the board must (1) have expertise in nutrition science or food science, and (2) disclose all relevant financial and nonfinancial conflicts of interest. The bill prohibits the DGA from being based on or including topics that are not relevant to dietary guidance (e.g., taxation, social welfare policies, food and agricultural production practices, and race). The bill provides specified funds through FY2029 to carry out these requirements. Finally, the bill specifies that the 2020 DGA are the controlling guidelines until new guidelines are published in accordance with these requirements.

Voting Only Through English Act or the VOTE Act This bill requires states to use English-only ballots to qualify for certain federal election funds. It also repeals a prohibition on English-only federal elections and eliminates language assistance provisions under the Voting Rights Act of 1965 (VRA). (The VRA requires some jurisdictions to provide materials such as ballots and registration information in English and in other covered languages for voters whose English proficiency is limited. The bill removes these requirements.) Specifically, the bill prohibits a state from receiving federal election administration funds if the state provides ballots for a federal election that include text in any language other than English.

Grown in America Act of 2025 This bill establishes a new tax credit (as part of the general business tax credit) for domestically produced agriculture. Specifically, the bill allows a tax credit for the lesser of (1) 25% of domestically produced agricultural commodity expenses multiplied by the ratio of such expenses to total agricultural commodity expenses (excluding expenses for agricultural commodities that cannot feasibly be produced domestically), or (1) $100 million. (Conditions apply). To qualify for the tax credit, a business’s average expenses (over three years) for domestically produced agricultural commodities must exceed a certain percentage of total agricultural commodity expenses (excluding expenses for agricultural commodities that cannot feasibly be produced domestically). The required percentage is 50% for 2026 and increases by 5% each year until it reaches 85% for tax years beginning after 2033. Under the bill, agricultural commodities include horticultural, viticultural, and dairy products; livestock and livestock products (excluding live animals); poultry and bee raising products; and farm-raised fish products. In addition, the general business tax credit limit based on a business’s tax liability is calculated separately for the domestically produced agriculture tax credit, and the credit is generally limited to 50% of a business’s net regular tax liability. Finally, domestically produced agriculture tax credit amounts in excess of such limitation may be carried forward for 10 years (rather than the 20 years allowed for other business tax credits).

Enhanced Iran Sanctions Act of 2025 This bill imposes sanctions on certain foreign persons (individuals and entities) that are involved in Iran's petroleum sector as well as certain associated persons. The bill also requires or authorizes actions to facilitate the enforcement of sanctions on Iran. Specifically, the bill requires the President to impose visa- and property-blocking sanctions on any foreign person that, after the bill's enactment, knowingly engages in any transaction related to the processing, export, or sale of oil, condensates, gas, liquefied natural gas, or other petrochemical products in whole or in part from Iran. The President must also impose sanctions on certain foreign persons associated with a sanctioned individual or entity. For example, the President must sanction the subsidiaries and corporate officers of a sanctioned business. The bill provides certain exceptions to these sanctions, including specifying that sanctions do not apply to the importation of goods or to conducting or facilitating transactions for humanitarian assistance. The Department of State must establish an interagency working group that shall seek to establish a multilateral contact group to coordinate international efforts to enforce sanctions on Iran. The bill expands the State Department rewards program to authorize a reward payment to any individual who furnishes information leading to the identification of a person (1) subject to sanctions under this bill, or (2) that has attempted or is attempting to evade sanctions under this bill.

Maintaining American Superiority by Improving Export Control Transparency Act This bill requires the Department of Commerce's Bureau of Industry and Security (BIS) to annually report to Congress on export control licensing. Under current law, BIS administers and enforces controls on the export of dual-use goods (e.g., items with both civilian and military uses) and certain military parts and components. These export controls are implemented primarily under the Export Control Reform Act of 2018 (ECRA) through the Export Administration Regulations (EAR). Under this bill, BIS must annually report to Congress on license applications, enforcement actions, and other requests for authorization for the export, reexport, release, and in-country transfer of items subject to the EAR to covered entities. A covered entity is any entity that (1) is located or operating in a country listed in Country Group D:5 (countries that are identified by the Department of State as subject to U.S. arms embargoes), and (2) is included on the Entity List or the Military End-User List (two of the lists published by BIS containing information on the individuals, organizations, and addresses subject to restrictions involving items subject to the EAR). The bill requires this report to include specified information, such as the name of the entity submitting the application, where the item is being exported, the decision with respect to the license application or authorization, and information on related enforcement activities to ensure compliance with U.S. export controls. The information shall be exempt from public disclosure (except for aggregate statistics).
