Regulatory Flexibility Act - Requires Federal agencies to: (1) assess the costs of private information collection and compliance which are or would be imposed by existing or proposed agency rules; (2) compare such impositions with the importance of the public policy achieved or to be achieved by such rules; and (3) determine whether such rules should apply to the same extent to individuals, and organizations of various sizes and resources. Requires, in the event that it is determined that such proposed rules, will have a substantial effect on any significant number of small businesses, that such rules be submitted to the Office of Advocacy of the Small Business Administration. Requires such Office to comment on the impact of such proposed rules on smaller enterprises. Requires such comments to be made public and available to Federal personnel responsible for reviewing such rules. Directs that proposed rules be issued in two or more parts when the analysis of such rules indicates the desirability of applying varying requirements for performance or reporting depending on the resources of the organization or individual required to comply with such rules.

National Employment Priorities Act

National Employment Priorities Act - Declares that it is the purpose of this Act: (1) to require prenotification to employees and communities of dislocation of business concerns; (2) to prevent Federal support for unjustified dislocation; and (3) to provide assistance to employees, and affected communities threatened with dislocation. Defines the terms used in this Act. Amends the Fair Labor Standards Act of 1938 to establish in the Department of Labor a National Employment Relocation Administration, to be headed by an Administrator and Deputy Administrator appointed by the President, by and with the advice and consent of the Senate. Authorizes the Secretary of Labor to perform enumerated functions in order to carry out the purposes of this Act. Requires written notice to be given to the Secretary whenever: (1) a business concern intends to close or transfer all or part of the operations of an establishment of that business concern; and (2) at least 10 percent of the employees who are members of any labor organization, 10 percent of all employees in that establishment, 25 employees will suffer an eligible employment loss as a result of any such closing or transfer. Authorizes the Secretary to investigate a proposed closing or transfer of operations under specified circumstances. Directs the Secretary to make every effort to place employees for substantially equivalent full employment in accordance with their capacity and prospective employment opportunities. Provides that a unit of local government is eligible for assistance under this Act upon determination by the Secretary that the closing or transfer of operations of business establishments has contributed substantially to an unemployment rate within such jurisdiction exceeding eight percent on a seasonally adjusted basis. Authorizes the Secretary to provide assistance to businesses within such areas. Grants employees of a business which is to be relocated certain transfer rights and guarantees employees so transferring maintenance of economic benefits. Requires that a relocated business give new employees for at least three months equal or better economic benefits than those given employees at the former location. Authorizes the Secretary to develop a retraining program for employees who will be required to acquire new or additional skills as a result of the economic adjustment assistance proposal. Makes business concerns ineligible for specified benefits under the Internal Revenue Code if the Secretary makes certain determinations. Authorizes to be appropriated to the Secretary such sums as may be necessary to carry out the provisions of this Act.

Energy Industry Competition and Performance Act - Makes it unlawful for any major petroleum producer to acquire or retain any interest or control over any coal or uranium asset. Defines control as a direct or indirect legal or beneficial interest in, or direct or indirect legal power or influence over, another person, arising through direct, indirect, or interlocking ownership of capital stock, interlocking directorates or officers, or contractual relations which substantially impair the independent business behavior of another person. Requires each major petroleum producer who owns or controls any interest in any coal or uranium asset to file a report with the Federal Trade Commission listing its interest in such assets. Sets forth the procedure to be followed by each major petroleum producer for the divestment of its interest in such assets. Grants primary oversight jurisdiction to the Federal Trade Commission and specified enforcement powers to the Securities and Exchange Commission and the Department of Justice. Prescribes civil penalties for violations of this Act. Directs the Federal Trade Commission to report to the Congress on the extent to which the control of solar energy technology by major petroleum producers may be retarding the production of solar energy.

Child Welfare Amendments

Child Welfare Amendments - Amends the program of Aid to Families with Dependent of Title IV of the Social Security Act to establish a program of Federal payments for foster care maintenance and adoption assistance. Declares that a State, to be eligible for payments under this Act, shall have a plan for the administration of such program. Sets forth the requirements for approval of such a plan by the Secretary of Health, Education, and Welfare. Authorizes the States to make payments for foster care maintenance and adoption assistance and sets forth the requirements children and adoptive parents must meet to receive assistance under this Act. Authorizes appropriations to fund the programs established by this Act and provides for allotments to the States each year equal to 110 percent of the amount of their allotments for the preceding fiscal year. Requires the States, as a condition for receiving an increase in their allotments; (1) to conduct an inventory of all children under foster care for six months preceding such inventory; (2) to develop a statewide information system to locate such children; (3) to develop a case review system; and (4) to establish procedural safeguards to protect the rights of parents and children under this Act. Authorizes the Secretary of provide a State with technical assistance in developing programs established by this Act.

Natural Diversity Act - Authorizes the Secretary of the Interior to provide grants to the States for implementing State programs for maintaining landscape and other natural diversity with supporting biological data management systems. Requires each State to prepare a plan identifying, classifying, maintaining, and monitoring elements of natural diversity occurring within its boundaries in order to renew its grants. Directs each State to submit to the Secretary a priority list of sites which contain important elements of the State's natural diversity and which can be best protected through acquisition. Directs the Secretary to make matching grants for acquisition upon a finding that the site will contribute to the goals of this Act. States that the sites acquired by such grants shall be known as Diversity Preserves and that a registry of sites shall be maintained by the Secretary. Requires each Federal land management agency to establish a natural diversity program and biological data management system and to designate sites on Federal lands for entry on the registry. Directs the Secretary to prepare an annual summary assessment of the status of the nation's national diversity. Establishes the Federal Natural Diversity Office in the Department of the Interior and a technical advisory committee.

Small Business Economic Policy and Advocacy Reorganization Act - Title I: Advocacy and Economic Research and Analysis - Amends the Small Business Act to establish the following Associate Administrator positions within the Small Business Administration (SBA): (1) Associate Administrator for Minority Assistance; (2) Associate Administrator for Finance; (3) Associate Administrator for Procurement Assistance; (4) Associate Administrator for Advocacy and Economic Research and Analysis; and (5) Associate Administrator for Investment. Establishes within the SBA the Division of Advocacy, Economic Research and Analysis. Sets forth the functions of the Associate Administrator in charge of such division, including the making of recommendations for policy and program improvements benefitting small business, and the building of a comprehensive small business economic data base. Title II: Declaration of Small Business Investment Policy - Enunciates a national small business economic policy which requires the coordination of planning among Federal departments and agencies in order to propose incentives to help assure that small business needs are met through private sector investments. Title III: Small Business Economic Policy Report - Requires that the President annually assess the capital investment needs of small business and report such findings to Congress. Title IV: Small Business Economic Council - Creates the Small Business Economic Council, headed by the SBA Administrator, with the Secretaries of the Treasury, Commerce, Labor,and Agriculture, and the Chairmen of the Federal Reserve Board, the Securities and Exchange Commission, the Federal Trade Commission, and the Council of Economic Advisers as members. States that the Council shall advise the President on the impact of Federal policies and programs on small business, and work to maximize cooperation between the SBA and other Federal departments and agencies. Title V: Small Business Administrator - Raises the office of Small Business Administrator to executive level I. Title VI: Small Business Credit Information - Amends the Federal Deposit Insurance Act to direct the Federal Deposit Insurance Corporation and other specified bank regulatory agencies to disclose, through quarterly reports, the volume of commercial bank credit extended to commercial and industrial borrowers.

Domestic Violence Prevention and Treatment Act - Directs the Secretary of Health, Education, and Welfare, acting through the Director of the National Institute of Mental Health, to establish a grant program designed to support projects which: (1) develop methods for the identification, prevention, and treatment of domestic violence; and (2) provide for family rehabilitation and support, and for emergency shelter and protection for individuals who are threatened by domestic violence. Directs the Director to establish a national information and resource clearinghouse to collect, analyze, prepare, and disseminate information relating to domestic violence. Requires the Director, in cooperation with the Administrator of Law Enforcement Assistance and the head of any other Federal agency involved with domestic violence, to study State laws, practices, and policies relating to domestic violence. Requires the Director to annually review the effectiveness of projects carried out under this Act and to report the findings to the Secretary. Directs the Secretary to transmit each such report to the President and to each House of Congress.

Drug Sentencing and Seizure Act - Title I: Sentencing Guidelines - Amends the Comprehensive Drug Abuse Prevention and Control Act of 1970 to set forth mandatory minimum terms of imprisonment for individuals; (1) manufacturing, distributing, or dispensing specified narcotic drugs, stimulants, or counterfeits thereof; (2) possessing such a substance with intent to distribute or dispense; (3) illegally importing or exporting such a substance; or (4) attempting or conspiring to commit any of the above offenses. Authorizes a court to sentence an individual to a shorter term of imprisonment or parole ineligibility where certain mitigating circumstances are present. Title II: Conditions of Release - Instructs a judicial officer, in setting the conditions of release pending trial, to consider whether a person charged with an offense encompassed by title I of this Act poses a threat to the community or will commit similar offenses. Authorizes a judicial officer to deny pretrial release to a person charged with such an offense upon making any of specified findings in a separate hearing. Title III: Forfeiture of Proceeds of Illegal Drug Transactions - Subjects to forfeiture all proceeds of offenses under the Comprehensive Drug Abuse Prevention and Control Act of 1970 and all moneys, negotiable instruments, and securities used or intended to be used in committing such crimes. Sets forth guidelines for the disposition of property so forfeited.

Postal Reorganization Act Amendments - Changes the organizational structure of the United States Postal Service by: (1) naming the Postmaster General chief executive officer and vesting in the Postmaster General the powers formerly held by the Board of Governors; (2) revising the procedures for adjustment of rates and services whereby the Postal Service is authorized to request the Congress to authorize appropriations to defray the estimated costs of the Postal Rate Commission, or to propose a change in the nature of postal services; (3) requiring that all proposed capital investments by the Postal Service be reviewed by the Post Office and Civil Service Committee of the House of Representatives and the Committee on Governmental Affairs of the Senate; and (4) requiring the Postal Rate Commission to submit to the President annually a separate budget for its operating expenses. Prohibits reducing the frequency of mail delivery service below the frequency which was in effect on April 21, 1977. Prohibits the closing between March 15, 1977, and December 31, 1979 of specified post offices regularly serving 35 or more families. Permits the closing of smaller post offices during such period only with the written consent of 60 percent of the regular postal patrons at least 18 years of age.

National Climate Program Act

National Climate Program Act - Requires the President to establish a National Climate Program to: (1) obtain, analyze, and disseminate climate data; (2) perform research to improve understanding of climate and the causes of fluctuations and anomalies in climate, and develop models for predicting climate changes; (3) develop methods to detect and predict such changes, to give early alerts of incipient anomalies, and to evaluate prediction techniques; (4) support and conduct assessments to the impact on human activities of climate changes; and (5) disseminate information on climate predictions. Authorizes the Program to make grants to education institutions for the establishment of climate study centers, and for regional studies programs. Requires the President to designate a Federal agency, referred to as the "lead agency," within which the Program will be administered. Requires the head of the lead agency to establish a National Climate Program Office to administer the Program. Stipulates that the President shall ensure that representatives of Federal agencies, conducting activities relating to the Program, are designated to serve on a Management Council for the Program which shall advise the lead agency, the Office, the State Department, and the President on specified matters relating to climate, and participate in developing the Program's budget. Requires the head of the lead agency, in consultation with the Management Council, to appoint an Advisory Council consisting of representatives of diverse interests relating to the Program to perform certain advisory and reporting functions. Requires the Office to publish a preliminary five-year plan including goals, priorities funding requirements, and the involvement of Federal agencies. Sets forth procedures for budget development. Permits authorized Federal officers or agencies to enter into contract or grant arrangements to exercise functions vested in them under this Act. Sets forth restrictions with respect to patents on inventions made or conceived under such contract or grant arrangement. Authorizes $50,000,000 for appropriation to Federal departments and agencies for fiscal year 1978 for the purpose of conducting the Program.

Empowers such Bank to organize and make available a stable, continuous, and dependable source of financial resources that will provide equity-participation investment, loans, and the discounting, rediscounting, refinancing, and purchase of loans extended by local rural financial institutions to the residents of rural areas, rural corporations, agricultural producer organizations and other cooperatives, rural industrial, and business enterprises, quasi-public bodies in rural areas, rural counties and municipalities, Indian tribes on Federal and State reservations or other federally recognized Indian tribal groups, and other units of rural local general and special purpose government that will establish, construct, and operate private and public facilities, works, and services in rural areas and will provide remunerative employment to increasing numbers of rural residents.

National Agricultural, Range, and Forest Land Policy Act - Title I: Objectives - Declares that it is the policy of the Federal Government, in cooperation with State and local governments, to use all practicable methods to retain, protect, and improve agricultural, range, and forest land, to reduce its conversion to non-food-and-fiber producing uses, and to limit the encroachment of industrial activities. Title II: Research Program - Establishes an Agricultural Land Review Commission to study: (1) agricultural, range, and forest land in the United States; (2) the effects of industrial development, climate and other factors on the productivity of such land; (3) the acquisition of such land by persons not engaged in agricultural or forestry activities; (4) the impact of Federal, State and local laws and regulations on such land; and (5) methods of protecting and improving such land, and of reducing the amount of it being converted from agricultural and forestry uses to nonvital uses. Authorizes the Commission to make grants to institutes of higher learning to do research pursuant to its study. Requires the Commission to report its findings, conclusions and recommendations to the Secretary of Agriculture and to Congress. Terminates such Commission on September 30, 1982. Title III: Demonstration Programs - Authorizes the Secretary to pay up to 60 percent of the cost and to provide technical assistance to any State pilot project undertaken to demonstrate and test methods of reducing the amount of land being converted from agricultural, range, and forest uses to nonessential uses. Requires all such projects to be completed within five years after enactment of this Act. Directs the Secretary to report his findings, conclusions and recommendations to the President and to Congress. Title IV: Funding - Authorizes for Title II programs the appropriation of $8,000,000. Authorizes for Title III programs the appropriation of $5,000,000 for each of fiscal years 1978 through 1982.

Establishes in the Treasury of the United States the Agricultural Disaster Relief Fund, which the Corporation may charge: (1) to cover that part of claims in excess of premium income whenever such claims involve catastrophic production losses in an area; and (2) to reimburse the Corporation for administrative and operating expenses, interest, and the direct costs of loss adjustments incurred in paying claims for catastrophic production losses.

Requires the Federal Communications Commission, in interpreting or implementing policy governing the nationwide telecommunications network, to consider specified matters affecting rural users of telecommunications services. Directs Congress: (1) to initiate studies to determine the potential economic impact of competition in the telecommunications industry; and (2) establish a national telecommunications policy which permits competition in such industry and assures that residents of less densely populated rural areas continue to receive telecommunications services on a par with urban areas.

Housing and Community Development Act - Title I: Community Development - Amends the Housing and Community Development Act of 1974 to define additional terms, including "age of housing" and "extent of growth lag." Authorizes funds to be appropriated for the purpose of making grants to States and units of local governments to help finance community development programs, not to exceed: $3,500,000,000 for fiscal year 1978; $3,650,000,000 for fiscal year 1979; and $3,800,000,000 for fiscal year 1980. Limits amounts of appropriated funds which may be used to aid metropolitan cities, urban counties, and other units of local government within metropolitan areas to meet their hold-harmless needs. Authorizes funds not to exceed $400,000,000 to be appropriated for each of fiscal years 1978, 1979, and 1980 for the purpose of assisting severely distressed cities that require supplemental grant assistance in order to alleviate excessive deterioration through neighborhood reclamation and community revitalization. Changes specified application and review requirements for such grants. Includes among activities eligible for assistance under this Act: (1) the financing of public or private acquisition for purposes of rehabilitation; and (2) activities carried out by public or private nonprofit entities which are necessary or appropriate to meeting the needs and objectives of approved community development plans. Sets forth the formula which the Secretary of Housing and Urban Development must follow in order to determine the amount to be allocated to each metropolitan city and urban county and the distribution of remaining funds. Extends, by three years, the period during which funds will be reserved for use by the Secretary to make grants at his discretion. Increases, by one percent, the amount of funds to be reserved from the total amount appropriated for Community Development Programs. Permits the Secretary to guarantee loans for acquisition of property with respect to grants to States and units of local government to help finance Community Development Programs. Authorizes the Secretary to make urban development action grants to severely distressed cities to help alleviate physical and economic deterioration through community revitalization in areas of population out-migration or stagnating or declining tax base. Reserves urban development action grants only to those cities that have demonstrated results in providing housing for persons of low- and moderate-income and in providing equal opportunity in housing and employment for low- and moderate-income persons and members of minority groups. Lists information to be included in applications for such grants, including a description of a concentrated urban development action program. Directs the Secretary to establish criteria to be followed in selecting cities to be recipients of such grants. Requires annual reviews and audits of grant recipients. Amends the Housing Act of 1964 to extend the rehabilitation loan program through fiscal year 1979. Authorizes $60,000,000 to be appropriated for fiscal year 1978. Authorizes appropriations for fiscal year 1978 for comprehensive planning under the Housing Act of 1954. Title II: Housing Assistance and Related Programs - Amends the United States Housing Act of 1937 to increase the limit on funds that are authorized to be appropriated for contracts for annual contributions to low-income housing projects in 1977. Sets forth the limitation on funds authorized to be appropriated for the purpose of providing annual contributions for the operation of such projects. Makes provisions for the assumption of maintenance responsibilities of existing dwelling units. Directs the Secretary to conduct a study of payments in lieu of taxes with respect to housing projects under the United States Housing Act of 1937 and to report to Congress on the adequacy of such payments. Amends the Housing Act of 1959 to redefine the term "development cost" with respect to loans for housing for elderly and handicapped families. Directs the Secretary to assure that availability funds for specified local housing assistance plans be allocated or reserved in accordance with goals described in local, state, or other approved housing plans. Amends the National Flood Insurance Act of 1968 to extend the national flood insurance program until September 30, 1978. Amends the Housing and Community Development Act of 1974 to extend the Urban Homesteading program for one year. Amends the Department of Housing and Urban Development Act with respect to the determination of the amount of budget authority for a fiscal year. Title III: Mortgage Credit - Amends the National Housing Act to extend specified Federal Housing Administration insurance programs including the following (1) housing renovation and modernization; (2) general insurance authorization; (3) housing for moderate income and displaced families; (5) rental housing for low-income families; (6) coinsurance of mortgages; (7) experimental housing; (8) armed services housing; (9) group practice facilities and medical practice facilities and (10) new communities. Extends the authority of the Secretary of Housing and Urban Development to grant flexible interest rates for specified mortgage insurance programs. Amends the National Housing Act to increase the maximum mortgage amounts under the Federal Housing Administration's multifamily mortgage insurance programs including the homeownership program. Changes the eligibility requirements for mortgage insurance under the National Housing Act by decreasing downpayment requirements. Permits the Secretary to increase mortgage insurance premiums for cooperative housing projects. Extends additional assistance payments for low-income rental projects. Extends additional assistance payments low-income rental projects. Permits the Secretary of Housing and Urban Development to insure on a permanent basis, mortgages and loans with provisions of varying rates of amortization. States that the principal obligation of such mortgages insured may not exceed 97 percent of the appraised value of the property covered by the mortgage. Exempts such insured mortgages from State laws limiting the amount of interest which may be charged. Authorizes the Secretary to require the Government National Mortgage Association to utilize a part of its authority to purchase mortgages in order to promote home ownership opportunities for low- and moderate-income families, and rehabilitation or acquisition and rehabilitation of housing in older or declining neighborhoods. Directs the Secretary to publish annually prototype housing costs for one to four family dwelling units for each housing market area in the United States. Amends the Home Owner's Loan Act to extend the lending authority of savings and loan associations. Title IV: Community Reinvestment - Community Reinvestment Act - States that the purpose of this Act is to require each appropriate Federal financial supervisory agency to use its authority, when examining financial institutions, to encourage such institutions to help meet the credit needs of the local communities in which they are chartered. Directs each Federal financial supervisory agency in examining financial institutions: (1) to assess the institution's record of meeting the financial needs of its primary savings, service area; and (2) to take such record into account in evaluating the institution's application for a deposit facility. Directs such supervisory agencies to report the results of such evaluations to Congress annually. Title V: Rural Housing - Authorizes appropriations for specified rural housing programs. Amends the Housing Act of 1949 to make changes in the guaranteed housing loan program. Authorizes prepayment of taxes and insurance by Farmers Home Administration borrowers without requiring that such funds be held in escrow. Authorizes the Secretary of Agriculture to make expenditures from the Rural Housing Insurance Fund in order to correct construction defects or to pay claims of the owner of property arising from such defects. Redefines the term "domestic farm labor" for purposes of farm housing loans and grants to include specified laborers in Puerto Rico and the Virgin Islands. Sets forth eligibility requirements for farm housing assistance for elderly or handicapped persons or families. Extends the program for rural housing loan for elderly and handicapped families to include congregate housing facilities for families who require some supervision and central services. Requires that at least 60 percent of insured rural housing loans shall benefit persons of low income. Authorizes the Farmers Home Administration to undertake rural housing research with any public or private body. Makes it mandatory for the Secretary of Agriculture to provide rural rental assistance.
