Bail Bond Fairness Act of 2007 - Amends the federal criminal code to prohibit a judicial officer from declaring forfeited a bail bond for violation of specified collateral release conditions other than failing to appear in court. Makes forfeiture of a bail bond for violation of such collateral release conditions unavailable as a sanction. Amends the Federal Rules of Criminal Procedure to provide that if a defendant fails to appear physically before the court (currently, if there is a breach of a condition of a bond), the court shall declare a forfeiture of the bail.

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the Director of the Bureau of Justice Assistance to waive, in whole or in part, matching fund requirements applicable to the grant program for the purchase of armor vests for law enforcement officers.

Welcomes the commitment of the government of the Kingdom of Saudi Arabia to reform its judicial system. Condemns sexual violence in all forms. Urges the government of the Kingdom of Saudi Arabia to: (1) address the problem of violence against women in Saudi society, to promote equal treatment of women in the country's legal system, and to ensure that victims of sexual violence are not punished for the crimes committed against them; and (2) overturn the sentence of the "Girl of Qatif."

Global Poverty Act of 2007 - Directs the President, through the Secretary of State, to develop and implement a comprehensive strategy to further the U.S. foreign policy objective of promoting the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the United Nations Millennium Development Goal of reducing by one-half the proportion of people worldwide, between 1990 and 2015, who live on less than $1 per day. Requires the strategy to contain specific and measurable goals and to consist of specified components, including: (1) continued investment or involvement in existing U.S. initiatives related to international poverty reduction and trade preference programs for developing countries; (2) improving the effectiveness of development assistance and making available additional overall United States assistance levels as appropriate; (3) enhancing and expanding debt relief as appropriate; (4) mobilizing and leveraging the participation of businesses and public-private partnerships; (5) coordinating the goal of poverty reduction with other specified development goals; and (6) integrating principles of sustainable development and entrepreneurship into policies and programs.

Presidential Funding Act of 2007 - Amends Internal Revenue Code provisions relating to public financing of presidential election campaigns to: (1) quadruple (1:1 to 4:1) the matching rate for contributions to primary election candidates; (2) lower from $250 to $200 the limit on individual campaign contributions; (3) increase the presidential primary qualifying threshold from $5,000 to $25,000 in 20 states; (4) require presidential candidates to participate in the primary payment system to be eligible for general election payments; (5) move the starting date for payments to primary candidates from January 1 of a presidential election year to six months before the earliest state primary election; (6) allow additional payments and increased expenditure limits for candidates who face opponents who do not participate in public financing and who raise more than 20% of applicable spending limits; (7) designate the last Friday before the first Monday in September as the date for payments to eligible presidential candidates; and (8) increase from $3 to $10 the presidential campaign tax return check-off amount. Amends the Federal Election Campaign Act of 1971 to: (1) increase expenditure limits for presidential primary campaigns and eliminate state primary spending limits; (2) limit political party general election campaign expenditures to $25 million, with an additional $25 million allowance after the party's candidate is nominated; (3) prohibit political parties from spending unregulated funds (soft money) on their national conventions; and (4) require presidential campaign committees to disclose information about bundled campaign contributions (series of contributions exceeding specified threshold amounts). Amends the Energy Policy Act, the Geothermal Steam Act of 1970, and the Public Rangelands Improvement Act of 1978 to increase license fees, royalties, and grazing fees under such Acts.

Keeping Americans Warm Act of 2007 - Appropriates funds for FY2008 to the Secretary of Health and Human Services for emergency payments to states under the Low-Income Home Energy Assistance Act of 1981, notwithstanding such Act's requirement that funds be made available only after the President's submission to Congress of a formal budget request that includes a designation of the requested amount as an emergency requirement.

Property Tax Fairness Act of 2007 - Amends the Internal Revenue Code to: (1) allow an additional standard tax deduction in 2007 or 2008 (available to taxpayers who do not itemize) for state and local real property taxes; and (2) include within the reporting requirements of investment brokers the adjusted basis of any security owned by customers of such brokers.

Overseas Private Investment Corporation Reauthorization Act of 2007 - Amends the Foreign Assistance Act of 1961 to reauthorize the Overseas Private Investment Corporation (OPIC) through September 30, 2011. Revises international worker rights provisions. Requires OPIC to institute a climate change mitigation action plan. Requires, with a specified exception, prior to OPIC approval of a Category A extractive industry project (as defined by this Act) or an extractive industry project in which OPIC assistance would be valued at $10 million or more; (1) prior congressional notification; and (2) investor and host country agreement to implement Extractive Industries Transparency Initiative principles or substantially similar principles, and host country adherence to certain accounting procedures as they relate to such projects. Provides for increased project transparency. Authorizes OPIC programs in Iraq. Requires OPIC to report to Congress on: (1) the feasibility of expanding OPIC assistance to low-income home buyers; and (2) OPIC resources dedicated to assist U.S. small businesses, cooperatives, and small U.S. investors.

Media Ownership Act of 2007 - Amends the Telecommunications Act of 1996 to require the Federal Communications Commission (FCC), in changing any of its regulations related to broadcast ownership, to publish notice in the Federal Register for least 90 days, followed by at least 60 days for public comment, followed by at least 30 days to reply to comments. Applies those requirements to any any changes related to broadcast and newspaper ownership made after October 1, 2007. Requires the FCC, before voting on any change in broadcast and newspaper ownership rules, to complete a separate rulemaking to promote the broadcast of local programming and content by broadcasters, including radio and television broadcast stations, and newspapers. Requires the FCC, before issuing a final rule, to: (1) conduct a study on the overall impact of television station duopolies and newspaper-broadcast cross-ownership on the quantity and quality of local news, public affairs, local news media jobs, and local cultural programming at the market level; and (2) publish a proposed final rule at least 90 days before a vote, followed by at least 60 days for public comment, followed by at least 30 days to reply to comments. Requires the FCC to establish an independent panel on increasing the representation of women and minorities in broadcast media ownership and to act on the panel's recommendations before voting on any changes to its broadcast and newspaper ownership rules.

Expresses the sense of the Senate: (1) condemning the decision by President Pervez Musharraf of Pakistan to declare a state of emergency in Pakistan and calling on President Musharraf to revoke the state of emergency; (2) calling upon President Musharraf to honor his commitment to relinquish his position as Chief of Army Staff of Pakistan and allow free parliamentary elections in accordance with the Constitution of Pakistan; (3) that the U.S. government should provide assistance to facilitate such elections; (4) calling upon the government of Pakistan to conduct a full investigation into the attempted assassination of former Prime Minister of Pakistan Benazir Bhutto; and (5) that U.S. military assistance to Pakistan should be subjected to careful review, and that assistance for certain weapons systems not directly related to the fight against Al Qaeda and the Taliban should be suspended if President Musharraf does not revoke the state of emergency and restore the Constitution of Pakistan, relinquish his position as Chief of Army Staff of Pakistan, and allow for free elections.

Recognizes the contributions of American citizens of Jewish descent who emigrated from the Soviet Union. Commemorates: (1) the 40th anniversary of the mass movement for freedom by and on behalf of Soviet Jewry; and (2) the 20th anniversary of the December 6, 1987, Freedom Sunday rally for Soviet Jews. Condemns incidents of anti-Semitism, xenophobia, and religious persecution in the independent states of the former Soviet Union and encourages the development of democracy, religious freedom, rule of law, and human rights in those states.

Dextromethorphan Abuse Reduction Act of 2007 - Amends the Controlled Substances Act to: (1) set forth definitions relating to dextromethorphan in unfinished or finished dosage form; (2) classify unfinished dextromethorphan as a Schedule V controlled substance; and (3) impose civil penalties for sales of products containing dextromethorphan to individuals under the age of 18. Expresses the sense of the Senate that: (1) manufacturers of products containing dextromethorphan should provide warnings about the dangers of dextromethorphan misuse; and (2) retailers should impose safeguards to protect against the theft of products containing dextromethorphan. Directs the Director of National Drug Control Policy to make grants to the Partnership for a Drug-Free America and the Community Anti-Drug Coalition of America for education programs to prevent the abuse of prescription and nonprescription drugs (including dextromethorphan). Authorizes the Administrator of the Substance Abuse and Mental Health Services Administration to make grants to certain communities to implement comprehensive community-wide strategies for addressing abuse of prescription and nonprescription drugs.

International Violence Against Women Act of 2007 - Amends the Foreign Assistance Act of 1961 to establish in the Department of State the Office of Women's Global Initiatives (which shall replace the Office of International Women's Issues) to coordinate U.S. government efforts respecting international women's issues. Establishes within the Department an Advisory Commission on International Violence Against Women. Directs the President to develop a comprehensive strategy to prevent violence against women and girls. Directs the Coordinator of the Women's Global Initiatives to ensure that foreign assistance programs incorporate measures to prevent and respond to violence against women and girls. Provides that U.S. training of foreign military and police forces incorporates training on prevention of violence against women and girls. Directs the Department and the United States Agency for International Development (USAID) to assist programs that prevent and respond to violence against women and girls in all humanitarian relief, conflict, and post-conflict operations. Directs the Secretary of State to: (1) encourage U.N. member states to expand the number of female members of U.N. peacekeeping missions; and (2) take emergency measures to respond to violence against women and girls during conflict or post-conflict operations. Expresses the sense of Congress that the United Nations should strengthen its ability to prevent violence against women and girls by U.N. military and civilian personnel. Provides that Foreign Service training include instruction on prevention of violence against women and girls. Authorizes appropriations to support the United Nations Development Fund for Women Trust Fund in Support of Actions to Eliminate Violence Against Women.

Discount Pricing Consumer Protection Act - Amends the Sherman Act to declare that any contract, combination, conspiracy, or agreement setting a minimum price below which a product or service cannot be sold by a retailer, wholesaler, or distributor violates the Act.

Burma Democracy Promotion Act of 2007 - States that it is U.S. policy to: (1) condemn the repression carried out by the State Peace and Development Council (SPDC); (2) support a peaceful transition to constitutional democracy in Burma; and (3) hold accountable individuals responsible for the repression of peaceful political activity in Burma. Directs the President to submit to the appropriate congressional committees a list of: (1) SPDC officials who play or have played a substantial role in political repression in Burma or in the commission of human rights abuses; and (2) other Burmese SPDC supporters. Subjects persons so identified to U.S. entry prohibition and financial sanctions (blocked property, financial transaction prohibitions, and banking sanctions). Exempts medical and humanitarian assistance from such restrictions. Authorizes additional waivers for diplomatic and travel purposes. Terminates such prohibitions upon a presidential certification to the committees that the SPDC has: (1) released all political prisoners, including Aung San Suu Kyi and other members of the National League for Democracy; (2) entered into a dialogue with democratic forces led by the National League for Democracy and the ethnic minorities of Burma on transitioning to democratic government; and (3) allowed humanitarian access to populations affected by armed conflict in all regions of Burma. Amends the the Burmese Freedom and Democracy Act of 2003 to prohibit the importation into the United States of Burmese gems, teak, or other hardwood timber. Directs the President to appoint a Special Representative and Policy Coordinator for Burma. Authorizes: (1) the Secretary of the Treasury to issue multi-year licenses for humanitarian or religious activities in Burma; and (2) the President to assist nonviolent democracy activists in their efforts to promote freedom, democracy, and human rights in Burma. Directs the Secretary of State to report to the appropriate committees respecting countries that provide military aid to Burma. Expresses the sense of Congress that the United States should lead U.N. Security Council efforts to impose an international arms embargo on Burma.

Crime Control and Prevention Act of 2007 - Amends the federal criminal code, the Omnibus Crime Control and Safe Streets Act of 1968, the Juvenile Justice and Delinquency Prevention Act of 1974, the Violent Crime Control and Law Enforcement Act of 1994, the Violence Against Women Act of 2000, and other federal laws to establish and reauthorize programs to prevent and control crime. Reauthorizes and expands the program for community-oriented policing services (COPS program). Authorizes the hiring of an additional 1,000 agents for the Federal Bureau of Investigation (FBI) in FY2008-FY2012. Authorizes the hiring of additional Drug Enforcement Administration (DEA) agents. Establishes a National Commission on Law Enforcement and the Administration of Justice to study the role of law enforcement after the terrorist attacks of September 11, 2001. Authorizes appropriations for FY2008-FY2012 for: (1) early Head Start programs; (2) child abuse and prevention treatment; (3) after school programs; (4) grants for local juvenile delinquency prevention programs; (4) juvenile justice intervention programs; and (5) crime prevention in Indian tribal communities. Provides grants for community service programs for youthful offenders (16-25 years old), for improving juvenile delinquency practice in state courts, for preventing gang membership and gang violence, and for school safety. Imposes new penalties for gang-related violent crimes. Establishes a National Commission on Crime Intervention and Prevention Strategies. Reauthorizes or establishes new programs for the reduction of recidivism, for alternatives to incarceration of non-violent mentally ill offenders, and for assisting the reentry of offenders into the community after release from incarceration. Establishes programs and national task forces to combat child exploitation over the Internet. Authorizes additional funding to hire federal agents to investigate child exploitation. Imposes enhanced criminal penalties for violent crimes against children (under 18 years of age). Eliminates sentencing disparities between crack and powder cocaine. Establishes programs for combating drug addiction and drug trafficking and for assisting children of drug addicted parents. Imposes restrictions on obtaining prescription drugs over the Internet. Requires background checks of gun purchasers at gun shows. Renews the ban on assault weapons. Provides for new criminal and forfeiture penalties to combat computer fraud and copyright infringement. Enhances protections for crime victims with disabilities. Requires courts to enter orders for immediate restitution to victims of crime and protective orders to preserve assets available for payment of restitution. Establishes the Homeland Security and Neighborhood Safety Trust Fund.

Nursing Education Opportunities Act - Amends the Public Health Service Act to include accelerated degree nursing students who pursue a second baccalaureate degree or a master's degree as an entry level nursing degree as eligible for financial assistance through nursing programs in the Act, including the Nursing Student Loan Program. Raises the yearly loan amounts available to all nursing students through that Program. Modifies the definition of "collegiate school of nursing" to include accelerated nursing degree programs. Authorizes the Secretary of Health and Human Services, in the case of a nurse faculty shortage, to obligate more than 10% of traineeships for individuals in doctoral degree programs. Directs the Secretary to award grants to: (1) eligible entities to establish doctoral nursing degree programs, giving priority to such entities located in states in which there are no such programs; and (2) partnerships of eligible entities to establish doctoral nursing consortia to enhance and expand the availability of doctoral nurse faculty and education by enabling the partners to share doctoral faculty and programmatic resources. Amends the Higher Education Act of 1965 to authorize the Secretary to award grants to partnerships composed of an accredited nursing school at an institution of higher education and a hospital or health facility to establish up to five pilot projects to enable such hospital or facility to retain its staff of experienced nurses while providing a mechanism to have these individuals become, through an accelerated nursing education program, faculty members of an accredited nursing school.

Cyber-Crime Act of 2007 - Amends the federal criminal code to: (1) add criminal penalties for conspiracy to intentionally access a protected computer (i.e., computers serving the federal government or financial institutions); (2) redefine the crime of computer-related extortion to include threats to access without authorization (or to exceed authorized access of) a protected computer; (3) impose criminal penalties for damaging 10 or more protected computers during any one-year period; (4) expand the definition of racketeering to include computer fraud; (5) eliminate the interstate communication requirement for purposes of prosecuting computer fraud offenses; and (6) impose civil forfeiture penalties for unauthorized access to protected computers. Directs the U.S. Sentencing Commission to review and revise its sentencing guidelines and policy statements for crimes involving document and computer fraud, aggravated identity theft, and illegal wiretapping to reflect congressional intent to increase the penalties for such crimes. Authorizes additional funding for the U.S. Secret Service, the Federal Bureau of Investigation (FBI), and the Attorney General in FY2008-FY2012 to investigate and prosecute criminal activity involving computers.

Supporting America's Protective Security Advisor Act of 2007 - Amends the Homeland Security Act of 2002 to establish the Protective Security Advisor Program Office within the Protective Security Coordination Division of the Office of Infrastructure Protection of the Department of Homeland Security (DHS). Requires the Office to have primary responsibility within DHS for: (1) encouraging state, local, and tribal governments and private sector owners and operators of critical infrastructure and key resources to participate and collaborate within the risk management framework of the National Infrastructure Protection Plan; (2) coordinating national and intergovernmental critical infrastructure and key resource activities with such governments, owners, and operators; (3) facilitating and conducting requirements, capabilities, and risk assessment analyses that enhance critical infrastructure and key resources preparedness; (4) promoting information sharing and security awareness; (5) assisting such governments in developing multijurisdictional security plans; (6) helping to ensure coordination among such governments, such owners and operators, emergency response providers, and related agencies; (7) serving as infrastructure liaison officials when a joint field office is activated in response to a natural disaster or terrorist event; and (8) facilitating and coordinating interaction with international security partners. Directs the Secretary of Homeland Security to develop a plan for the assignment and distribution of protective security advisors that takes into account baseline requirements and anticipated growth to: (1) ensure that protective security advisors are located across the United States and provide appropriate coverage and coordinated support, especially in high-risk regions; and (2) assign protective security advisors and support staff based on risk.

Disapproves a specified rule submitted by the Centers for Medicare & Medicaid Services of the Department of Health and Human Services relating to Medicare coverage for the use of erythropoiesis stimulating agents in cancer and related neoplastic conditions. Declares that such rule shall have no force or effect.

Home Health Care Access Protection Act of 2007 - Amends title XVIII (Medicare) of the Social Security Act with respect to the prospective payment system (PPS) for home health services and adjustments to it for case mix changes. Prohibits any adjustment in the PPS for payment in 2008. Requires the Secretary of Health and Human Services, for any adjustment in a subsequent year, to evaluate changes in case mix using standards developed consistent with specified processes, taking certain criteria into account. Directs the Secretary to convene a Technical Advisory Group to advise on the development of such standards. Prohibits the Secretary from taking any action to implement or otherwise carry out provisions in the final rule published on August 29, 2007, that propose to make a case mix adjustment to the standardized payment amounts under the PPS to account for changes in coding that were not related to an underlying change in patient health status. Directs the Secretary to republish any rates specified in such rule to take into account the application of such prohibition.

Jubilee Act for Responsible Lending and Expanded Debt Cancellation of 2007 - Amends the International Financial Institutions Act to direct the Secretary of the Treasury, within the Paris Club of Official Creditors, the International Monetary Fund (IMF), the International Bank for Reconstruction and Development (World Bank), and other international financial institutions, to: (1) provide for debt cancellation of eligible low-income countries (as defined by this Act) to such institutions and to the United States; (2) provide for establishment of frameworks for creditor transparency and responsible lending; and (3) provide that such debt cancellation is not conditioned on harmful economic or environmental conditions. Directs the Government Accountability Office (GAO) to audit the debt portfolios of previous governments in certain countries, including South Africa and the Democratic Republic of Congo.

Identity Theft Enforcement and Restitution Act of 2007 - Amends the federal criminal code to: (1) authorize criminal restitution orders in identity theft cases to compensate victims for the time spent to remediate the intended or actual harm incurred; (2) expand identity theft and aggravated identity theft crimes to include offenses against organizations (currently, only natural persons are protected); (3) include conspiracy to commit a felony within the definition of "felony violation" for purposes of aggravated identity theft crimes; (4) include making, uttering, or possessing counterfeited securities, mail theft, and tax fraud as predicate offenses for aggravated identity theft; (5) enable prosecution of computer fraud offenses for conduct not involving an interstate or foreign communication; (6) eliminate the requirement that damage to a victim's computer aggregate at least $5,000 before a prosecution can be brought for unauthorized access to a computer; (7) make it a felony to employ spyware or keyloggers to damage 10 or more computers, regardless of the aggregate amount of the damage caused; and (8) expand the definition of "cyber-extortion" to include a demand for money in relation to damage to a protected computer, where such damage was caused to facilitate the extortion.

NASA 50th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury, in commemoration of the 50th anniversary of the establishment of the National Aeronautics and Space Administration (NASA), to mint and issue $50 gold and $1 silver coins emblematic of the 50 years of exemplary and unparalleled achievements of NASA. Requires all such coin sales to include a surcharge of $50 per $50 coin, and of $10 per $1 coin. Requires distribution of the first $4 million to the NASA Family Assistance Fund for financial assistance to the families of NASA personnel who die as a result of injuries suffered in the performance of their official duties. Requires distribution of: (1) one-half of the next $1 million of the remaining amounts to the Dr. Ronald E. McNair Educational (D.R.E.M.E.) Science Literacy Foundation and the Challenger Center for Space Science Education; and (2) the remainder to the Secretary of the Smithsonian Institution for the preservation, maintenance, and display of space artifacts at the National Air and Space Museum (including the Steven F. Udvar-Hazy Center). Authorizes the Secretary to strike and sell bronze duplicates of the $50 gold coins.

Helping Families Save Their Homes in Bankruptcy Act of 2007 - Amends federal bankruptcy law to permit a bankruptcy plan to: (1) modify a loan secured by the principal residence (mortgage) of a chapter 13 debtor (individual with regular income); and (2) provide for payment of such loan at a fixed annual percentage rate of interest, over a 30-year period. Exempts a chapter 13 debtor from the requirement for credit counseling if the court receives certification that debtor's principal residence has been scheduled for a foreclosure sale. Conditions any fees, costs, or charges that may be added to the mortgage debt during pendency of the bankruptcy case upon notice to the court within a specified deadline. Requires the court to waive such additional fees, costs, or charges if the court has not been notified on time. Permits a bankruptcy plan to provide for waiver of any prepayment penalty contained on a claim secured by debtor's principal residence. Authorizes the trustee in bankruptcy to request joinder or substitution for the debtor as the real party in interest in any action in state or federal court with respect to a claim or defense asserted by an individual debtor that was not scheduled in the debtor's petition. Permits the debtor to proceed as the real party in interest if the trustee does not make such a request. Amends the judicial code to authorize the court in any core proceeding under bankruptcy law to hear and determine a proceeding in lieu of referral to arbitration if the case involves an individual debtor whose debts are primarily consumer debts. Exempts from the estate in bankruptcy up to $75,000 of the debtor's aggregate interest in real property used as debtor's principal residence if the debtor is age 55 or older. Prohibits the court from allowing a claim that is subject to any remedy for damages or rescission due to failure to comply with the Truth in Lending Act or any other state or federal consumer protection law.

Public Safety Employer-Employee Cooperation Act of 2007 - Provides collective bargaining rights for public safety officers employed by states or local governments. Directs the Federal Labor Relations Authority (Authority) to determine whether state law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the Authority to issue in accordance with the public safety employee rights and responsibilities regulations establishing collective bargaining procedures for public safety employers and employees in states that do not substantially provide for such rights and responsibilities. Directs the Authority , in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a voting majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such Authority regulations and orders through appropriate state courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts, sickouts, work slowdowns, or strikes. Provides that existing collective bargaining units and agreements shall not be invalidated by this Act.

American Veterans Disabled for Life Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 silver coins in commemoration of disabled American veterans and emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial. Expresses the sense of Congress that, to the greatest extent possible, the coins should be struck at the U.S. Mint at West Point, New York. Limits the period for coin issuance to calendar year 2010. Imposes a $10 surcharge per coin, to be distributed to the Disabled Veterans' LIFE Memorial Foundation for the purpose of establishing an endowment to support the construction of American Veterans' Disabled for Life Memorial in Washington, D.C.

Social Investment and Economic Development for the Americas Act of 2007 - Amends the Foreign Assistance Act of 1961 to direct the President, through the United States Agency for International Development (USAID), to provide assistance to reduce poverty, expand the middle class, and foster increased economic opportunity in Western Hemisphere countries. Establishes within USAID the Western Hemisphere Economic Investment and Development Advisory Committee which shall: (1) serve as a link among the U.S. government, nongovernmental organizations, the private sector, and other interested parties; and (2) review projects funded under this Act. Amends the Inter-American Development Bank Act to direct the Secretary of the Treasury to instruct the United States Executive Director at the Bank to use U.S. influence to urge the Bank to establish a Social Investment and Economic Development Fund for the Americas to provide assistance to reduce poverty, expand the size of the middle class, and foster increased economic opportunity in Western Hemisphere countries. Authorizes appropriations for payment to the Inter-American Development Bank of arrears owed by the United States to the Multilateral Investment Fund.

Facilitating Outstanding Classrooms Using Size reduction Act (FOCUS Act) - Amends the Elementary and Secondary Education Act of 1965 to require the Secretary of Education to award formula grants to states for allocation to their local educational agencies (LEAs) to: (1) reduce class size, particularly in the early elementary grades, by using highly qualified teachers; and (2) create a continuum of small classes from kindergarten through third grade for all their students. Permits LEAs to use such funds to recruit highly qualified teachers, test new teachers, and provide professional development that enables teachers to teach effectively in their content areas. Requires 80% of an LEA's allocation to be based on its proportion of the state's low-income students, with the remainder based on its proportion of the state's enrolled students. Requires LEAs that receive allocations to provide written notice to the parent of each child who is taught for two or more consecutive weeks by a substitute teacher or a teacher who is not highly qualified. Directs the Secretary to: (1) provide for an independent evaluation of this Act's effectiveness in reducing class size and improving teaching in small classrooms; and (2) develop and maintain, through the National Center for Education Statistics, a database that accurately calculates class size for every school, school district, and state. Amends the Education Sciences Reform Act of 2002 to require the National Center for Education Research, in the Institute of Education Sciences, to develop and maintain a web-based National Clearinghouse on Class Size to inform the public regarding class size reduction research, resources, and best practices.

Expresses the sense of the Senate: (1) condemning the use of violence against peaceful protesters in Burma; (2) calling on the government of Burma to refrain from further violence, release arrested demonstrators, cease attacks against ethnic minorities, release Aung Sang Suu Kyi and other political prisoners, and begin tripartite political dialogue with Suu Kyi, the National League for Democracy, and the ethnic minorities; (3) calling on the People's Republic of China (PRC) to remove objections to U.N. Security Council efforts to condemn actions taken by the government of Burma against the protesters; (4) calling on the PRC and other nations to suspend military assistance to Burma until civilian democratic rule is restored; (5) recognizing the many constructive statements issued by various nations, and particularly the statement issued by the Association of Southeast Asian Nations (ASEAN) on September 27, 2007; (6) that the United States and the United Nations should strongly encourage the PRC, India, and Russia to modify their position on Burma and use their influence to convince the government of Burma to engage in dialogue with opposition leaders and ethnic minorities; (7) supporting the U.N. mission to Burma led by Ibrahim Gambari; and (8) that the United States should work with the international community to pressure the government of Burma to lift restrictions on humanitarian aid delivery.

Procedural Fairness for September 11 Victims Act of 2007 - Amends the September 11 Victims Compensation Fund of 2001 to allow a subpoena requiring the attendance of a witness at a trial or hearing conducted under such Act to be served at any place in the United States.

Nurse-Managed Health Clinic Investment Act of 2007 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants for the cost of operating nurse-managed health clinics that provide primary care for underserved or vulnerable populations and are associated with a school, college, or nursing department, federally qualified health center, or independent nonprofit health or social services agency. Requires a grant application to contain assurances that a clinic will: (1) provide all required comprehensive primary health services for a period of not to exceed two years (subject to a waiver); and (2) establish a community advisory committee to provide input into the clinic's decisionmaking process. Permits grant funds to be used for primary care and additional health services for the management of clinic programs, salaries, training, and the acquisition and leasing of buildings and equipment. Requires the amount of any grant to be determined by the Secretary considering the financial need of, and state, local, and other operational funding provided to, the clinic. Directs the Secretary to: (1) establish a program through which the Secretary shall provide clinics technical and other assistance in meeting requirements of this Act; and (2) develop and implement a plan for evaluating clinics funded.
