Comprehensive Immunosuppressive Drug Coverage for Transplant Patients Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA), as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to remove time limitations on the coverage of immunosuppressive drugs for individuals who have received organ transplants. (Current law provides coverage for such drugs only for certain time periods after the transplant procedure.) Amends SSA title II (Old Age, Survivors and Disability Insurance) (OASDI) to: (1) continue entitlement to prescription drugs used in immunosuppressive therapy furnished to an individual who receives a kidney or other organ transplant for which payment is made under Medicare; and (2) extend Medicare secondary payer requirements for end stage renal disease beneficiaries. Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to set forth requirements for group health plans to provide coverage of immunosuppressive drugs.

Jewish War Veterans Act of 2001 - Directs the Secretary of each military department to review the service records of each Jewish American veteran (World War II or later) who was awarded the Distinguished Service, Navy, or Air Force Cross, or whose name is submitted for such purpose by the Jewish American War Veterans of the United States of America, in order to determine whether such veteran should be awarded the Medal of Honor. Authorizes such Medal to be awarded upon recommendation of the Secretary concerned.

Recognizes and honors Drs. Arvid Carlsson, Paul Greengard, and Eric R. Kandel for their cumulative achievements in advancing scientific understanding in the field of neuroscience. Expresses: (1) support for the ongoing efforts of the National Institutes of Health to fund and assist researchers in developing treatments for mental illnesses and neurological disorders and of the American College of Neuropsychopharmacology; and (2) support for efforts to promote mental health for all people of the United States through advances in science and overcoming societal attitudes, fears, and misunderstandings concerning mental illness.

Expresses the sense of the Senate that: (1) all Americans should keep abused and neglected children in their thoughts and prayers; (2) all Americans should seek to break the cycle of abuse and neglect and to give these children hope for the future; (3) the faith community, nonprofit organizations, and volunteers across America should recommit themselves and mobilize their resources to assist these children; and (4) the Senate supports the goals and ideas of the Day of Hope, (April 3, 2002) and commends Childhelp USA for its efforts on behalf of abused and neglected children everywhere.

Juvenile Crime Prevention and Control Act of 2001 - Modifies the Juvenile Justice and Delinquency Prevention Act of 1974 to make findings that the juvenile crime problem should be addressed through a two-track approach that promotes prevention and accountability. Establishes in the Department of Justice an Office of Juvenile Crime Control and Prevention, headed by an Administrator. Directs the Administrator to develop objectives, priorities, and short- and long-term plans, and to implement overall policy and a strategy, for Federal juvenile offender accountability programs and activities. Establishes a community prevention grant program, including grants to Indian tribes. Authorizes the Administrator to make grants to carry out projects for the development, testing, and demonstration of promising juvenile delinquency initiatives, and for training and technical assistance. Directs the Administrator to make grants to: (1) establish and support programs and activities designed to prevent and reduce juvenile participation in criminal gang activity and for other related purposes; (2) establish and support mentoring programs for at-risk children; and (3) a qualified cooperative extension service to expand and replicate family mentoring programs. Establishes a juvenile offender accountability block grant program. Extends the Violent Crime Reduction Trust Fund. Gun Show Background Check Act of 2001 - Extends background checks under the Brady Handgun Violence Prevention Act to gun shows. Establishes a permanent prohibition on firearms transfers to or possession by dangerous juvenile offenders. Child Safety Lock Act of 2001 - Amends the Brady Act to require child handgun safety locks. Amends the Consumer Product Safety Act to require the establishment of a standard for child handgun safety locks.

Dairy Consumers and Producers Protection Act of 2001 - Amends the Agricultural Market Transition Act to include Maryland, New Jersey, New York, and Pennsylvania within the Northeast Interstate Dairy Compact. Eliminates: (1) the Compact's termination date; and (2) certain restrictive authority respecting non-Compact milk. States that only Ohio may join such Compact. Eliminates and revises specified provisions regarding Compact implementation, duration, restricting authority, and Commodity Credit Corporation compensation. States that Congress consents to the Southern Dairy Compact entered into by Alabama, Arkansas, Georgia, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Oklahoma, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia. States that only Florida, Nebraska, and Texas may join such Compact. Limits price regulatory authority to Class I fluid milk unless otherwise consented to by the Congress. Provides for Commodity Credit Corporation compensation. Sets forth the Southern Dairy Compact. States that Congress consents to: (1) the Pacific Northwest Dairy Compact proposed for California, Oregon, and Washington; and (2) the Intermountain Dairy Compact proposed for Colorado, Nevada, and Utah. Limits price regulatory authority to Class I fluid milk. Provides for Corporation compensation. States that such Compacts shall be the same as the Southern Dairy Compact with specified differences.

Motor Vehicle Franchise Contract Arbitration Fairness Act of 2001 - Provides that whenever a motor vehicle franchise contract provides for the use of arbitration to resolve a controversy arising out of or relating to the contract, arbitration may be used to settle the controversy only if both parties consent in writing after such controversy arises. Requires the arbitrator to provide the parties with a written explanation of the factual and legal basis for the award.

Expresses the sense of the Senate that the United States: (1) at the 53rd Annual Meeting of the International Whaling Commission, should remain firmly opposed to commercial whaling, should initiate and support efforts to ensure that all activities conducted under reservations to the Commission's moratorium or sanctuaries are ceased, should oppose the lethal taking of whales for scientific purposes unless it is specifically authorized by the Scientific Committee of the Commission, should seek the Commission's support for specific efforts by member nations to end illegal trade in whale meat, and should support the permanent protection of whale populations through the establishment of whale sanctuaries in which commercial whaling is prohibited; (2) at the 12th Conference of the Parties to the Convention on International Trade in Endangered Species, should oppose all efforts to reopen international trade in whale meat or to downlist any whale population; and (3) should make full use of all appropriate diplomatic mechanisms, relevant international laws and agreements, and other appropriate mechanisms to implement these goals.

States that the Senate: (1) recognizes the tragedy of the AIDS pandemic in human terms, as well as its economic, political and social effects; (2) supports the formation of a Global AIDS and Health Fund, and urges the Administration to encourage other nations to contribute; (3) calls for financial and other assistance from the United States, other nations, and international and private organizations; and (4) urges international assistance programs to emphasize science-based best practices and prevention the context of comprehensive care and treatment.

Expresses the sense of Congress that steps should be taken to ensure that every member of the Selected Reserve of the Ready Reserve and such member's family have health care benefits that are adequate to: (1) ease the member's transition from civilian to full-time military life during a mobilization; (2) minimize the adverse effects of a mobilization on the member's ability to provide adequate health care to his or her family; and (3) improve readiness and retention in the Selected Reserve. Directs the Secretary of Defense to contract with a federally funded research and development center to study the health care benefit needs of such members and their families and to issue a report that shall include recommended options for extending health care benefits under the Defense Health Program or the Federal Employee Health benefits program to cover such members.

Calls for a cease-fire in the civil war in Macedonia. Calls upon the Government of Macedonia to: (1) ensure the protection of the lives and property of all Macedonian citizens; and (2) address the concerns of all of its citizens in a fair and equitable manner. Commends the political parties in Macedonia for seeking a political solution to the current crisis and encourages a continued commitment to dialogue by those parties. Recognizes that the United States and other countries must assume a more pro-active role in aiding the Macedonian Government and its political parties to secure and maintain a lasting solution to the conflict. Pledges the Senate's support for additional U.S. assistance for programs and activities that contribute to reconstruction in Macedonia and a resolution of inter-ethnic tensions in that country.

Hunger to Harvest: Decade of Support for Sub-Saharan Africa Resolution - Calls for: (1) the years 2002 through 2012 to be declared "A Decade of Support for Sub-Saharan Africa"; (2) the President to submit to Congress a five-year strategy and a ten-year strategy to achieve a reversal of current levels of hunger and poverty in sub-Saharan Africa, including a commitment to contribute an appropriate U.S. share of increased bilateral and multilateral poverty-focused resources for that region; (3) the President to work with the heads of other donor countries and sub-Saharan African countries, and with U.S. and sub-Saharan African private and voluntary organizations and other civic organizations, to implement such strategies; (4) Congress to undertake a multi-year commitment to provide the resources to implement those strategies; and (5) the Administrator of the U.S. Agency for International Development to submit to Congress a report on the implementation of those strategies.

Amends the National Narcotics Leadership Act of 1988 to authorize appropriations, including a FY 2002 increase, for the Office of National Drug Control Policy. (Extends a related administrative cost cap.) Authorizes the Administrator of the drug-free communities support program to award additional and renewal data collection and dissemination grants to existing coalition-recipients. Authorizes the Director of the Office of National Drug Control Policy to award: (1) supplemental initial and renewal grants for mentoring activities to qualifying coalitions; and (2) grants to qualifying organization for the establishment of a National Community Antidrug Coalition Institute, which shall provide training, educational, and dissemination services. Extends the Advisory Commission on Drug-Free Communities.

The Donor Outreach, Network, and Timely Exchange Act, or the DONATE Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services, through the Health Resources and Services Administration, to establish a National Organ and Tissue Donor Registry Resource Center which shall: (1) advance the development of, and information access and exchange between, State donor registries; (2) develop registry guidelines; and (3) maintain a registry clearinghouse. Directs the Secretary to: (1) provide grants for State organ and tissue donor registries; (2) establish a State registry advisory task force; (3) establish an organ donation public awareness program; and (4) contract with the Institute of Medicine to evaluate successful organ procurement agency practices. Authorizes the Secretary to provide grants for living organ donation expenses. Directs the Secretary of the Treasury to design and strike a congressional medal to commemorate organ donors and their families. Amends the Act to authorize the Secretary to award grants for coordination of hospital organ donation activities.

Automatic Defibrillation in Adam's Memory Act - ADAM Act - Directs the Secretary of Health and Human Services to award a grant to a health care organization to establish a national information clearinghouse to increase public access to defibrillation (PAD) in schools by providing: (1) timely information on PAD program implementation and development; (2) comprehensive program materials to establish a PAD program in schools; (3) support to cardiopulmonary resuscitation (CPR) and automatic external defibrillator (AED) training programs; (4) encouragement for community partnerships with and among public and private organizations to promote PAD in schools; (5) a data base to gather information in a central location regarding sudden cardiac arrest in the pediatric population and identifying or conducting further research into the problem; and (6) assistance to communities that wish to develop screening programs for at-risk youth.

Amends the Tropical Forest Conservation Act of 1998 to authorize appropriations through FY 2004 for the cost for the reduction of debt owed by a foreign country to the United States as a result of concessional loans made or credits extended to such country under specified laws.

Amends the Internal Revenue Code to permit: (1) Federal civilian and military retirees to pay Federal Employees Health Benefits Program and TRICARE supplemental premiums on a pretax basis; and (2) a deduction (available to itemizers and nonitemizers) for TRICARE supplemental premiums and enrollment fees.

Directs the Secretary of Veterans Affairs to pay to the appropriate State or local political entity a $150 burial plot or interment allowance for the burial of any veteran who is: (1) eligible for burial in a national cemetery; and (2) buried in a cemetery that is used solely for the interment of persons so eligible and that is owned by such State or political entity.

Public Safety Employer-Employee Cooperation Act of 2001 - Provides collective bargaining rights for public safety officers employed by States or local governments. Directs the Federal Labor Relations Authority (FLRA) to determine whether State law provides specified rights and responsibilities for public safety officers, including: (1) granting public safety employees the right to form and join a labor organization which excludes management and supervisory employees, and which is, or seeks to be, recognized as the exclusive bargaining agent for such employees; and (2) requiring public safety employers to recognize and agree to bargain with the employees' labor organization. Requires the FLRA to issue regulations establishing collective bargaining procedures for public safety employers and employees in States that do not substantially provide for such rights and responsibilities. Directs the FLRA, in such cases, to: (1) determine the appropriateness of units for labor organization representation; (2) supervise or conduct elections to determine whether a labor organization has been selected as an exclusive representative by a majority of the employees in an appropriate unit; (3) resolve issues relating to the duty to bargain in good faith; (4) conduct hearings and resolve complaints of unfair labor practices; and (5) resolve exceptions to arbitrator's awards. Grants a public safety employer, employee, or labor organization the right to seek enforcement of such FLRA regulations and authority through appropriate State courts. Prohibits public safety employers, employees, and labor organizations from engaging in lockouts or strikes, or sickouts, work slowdowns, or other actions designed to compel agreement to a proposed contract which will measurably disrupt the delivery of emergency services.

Designates May 28, 2001, as a special day for recognizing the sacrifice of the members of the armed forces killed in hostile action since the end of the Vietnam War and the sacrifices of their families, in light of the traditional Memorial Day recognition of the U.S. veterans who have given their lives in defense of our Nation. Recognizes that we live in a time of international unrest and that military service in such a time is inherently dangerous and requires the willingness to face the most extreme hazards at unexpected times and places. Acknowledges that the people of the United States owe a debt of gratitude to all members of the armed services who placed themselves in harm's way each day, and to their families.

Providing Reliable Officers, Technology, Education, Community Prosecutors, and Training In Our Neighborhoods Act of 2001 or PROTECTION Act - Modifies provisions of the Omnibus Crime Control and Safe Streets Act of 1968 regarding public safety and community policing ("cops on the beat" program, COPS) to authorize the Attorney General to use funding under COPS grants to: (1) increase prosecutor presence and to enhance law enforcement access to new technologies; (2) pay overtime to existing career law enforcement officers to the extent that such overtime is devoted to community policing efforts; and (3) promote higher education among in-service State and local law enforcement officers by reimbursing them for the costs associated with seeking a college or graduate school education. Includes among permitted additional grant projects: (1) specialized integrity and ethics training; and (2) innovative proactive crime control and prevention programs involving school officials and religiously-affiliated organizations. Authorizes the Attorney General to use up to five percent of appropriated funds for technical assistance and training to States, local governments, Indian tribal governments, and other public and private entities. Repeals provisions of the Act regarding termination of grants for hiring officers. Allows grants to be used to assist: (1) police departments in employing specified professional, scientific, and technological advancements; and (2) State, local, or tribal prosecutors' offices in implementation of community-based prosecution programs that build on local community policing efforts. Reserves specified funds for units of local government with a population of less than 50,000. Authorizes the Attorney General to use no more than 50 percent of grant renewal funds to award grants targeted specifically for retention of police officers.

Fallen Hero Survivor Benefit Fairness Act of 2001 - Amends the Taxpayer Relief Act of 1997 to extend to survivors of public safety officers killed in the line of duty before December 31, 1996, the same tax benefits available to the survivors of such officers killed after such date (the exclusion from gross income of any survivor annuity received on account of the death of a public safety officer killed in the line of duty). Makes such extension of benefits effective with respect to payments received after December 31, 2001.

Law Enforcement Discipline, Accountability, and Due Process Act of 2001 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to set forth the due process rights, including procedures, that shall be afforded a law enforcement officer (officer) who is the subject of an investigation or disciplinary hearing. Declares that an officer shall not be: (1) prohibited from engaging in political activity or be denied the right to refrain from engaging in such activity, except when on duty or acting in an official capacity; and (2) prohibited from being a candidate for an elective office or from serving in such elective office solely because of the officer's status as an officer, with exceptions. Requires that: (1) each agency adopt and thereafter comply with a written complaint procedure that meets specified requirements; and (2) an investigation based on a complaint from outside the agency commence not later than 15 days after receipt of the complaint by the agency employing the officer against whom the complaint has been made, or any other agency charged with investigating such complaint. Directs that any officer who is the subject of an investigation be notified of the investigation 24 hours before the commencement of questioning. Establishes rights of officers before and during questioning, including the right to counsel. Requires questioning to be conducted at reasonable hours. Prohibits an officer from being compelled to submit to the use of a lie detector.

American Hospital Preservation Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act, to: (1) increase (restore the full) market basket update for inpatient prospective payment services hospitals; and (2) maintain the indirect medical education adjustment percentage at 6.5 percent.

Breast Cancer and Environmental Research Act of 2001 - Amends the Public Health Service Act to require the Director of the National Institute of Environmental Health Sciences to make grants to public or nonprofit private entities for the development and operation of not more than eight consortium centers (each such center shall be known as a Breast Cancer and Environmental Research Center of Excellence) for the conduct of multi-disciplinary and multi-institutional research on environmental factors that may be related to the etiology of breast cancer.

Gun Show Background Check Act of 2001 - Amends the Brady Handgun Violence Prevention Act to require registration of gun show promoters and to set forth the responsibilities of promoters, licensees, and other transferors. Provides that if any part of a firearm transaction takes place at a gun show, each licensed importer, manufacturer, and dealer who transfers one or more firearms to a person who is not licensed shall, within ten days after the transfer, submit a report of the transfer to the Secretary of the Treasurer. Sets forth penalties for violations. Grants the Secretary authority to enter the place of business of any gun show promoter and any place where a gun show is held, during business hours and without a showing of reasonable cause or a warrant, for purposes of examining records and the inventory of licensees conducting business to determine compliance with this Act. Increases penalties for: (1) serious record-keeping violations by licensees; and (2) violations of criminal background check requirements. Modifies provisions regarding the national instant criminal background check system and the destruction of records in cases where receipt of a firearm would not violate the Brady Act or State law to provide for such destruction as soon as possible, consistent with the Attorney General's responsibility to ensure privacy and security of the system and to prevent system fraud and abuse, but in no event later than 90 days after the licensee first contacts the system.

Growing Renewable Energy for Emerging Needs (GREEN) Act - Amends the Internal Revenue Code respecting the credit for electricity produced from certain renewable resources to: (1) extend the credit; (2) expand the scope of qualifying closed-loop facilities; and (3) make qualifying biomass (other than closed-loop biomass) and biomass facilities eligible for the credit.

Eliminate Colorectal Cancer Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require coverage of colorectal cancer screening according to certain guidelines by a group health plan, a health insurance issuer offering group health insurance coverage, and a health insurance issuer in the individual market. Directs the Secretaries of Labor and of Health and Human Services to ensure coordination in the implementation and enforcement of this Act.

Expresses the Senate's regret at the damage and loss of life occasioned by the accidental collision of a U.S. military EP-3E Aries II reconnaissance aircraft and an F-8 jet fighter from the Air Force of the People's Republic of China. Calls for the Chinese Government to release the crew members of the EP-3E and return the aircraft and its equipment to the United States. Supports the President's continuing efforts to ensure the safe return of the crew and aircraft.

Railroad Retirement and Survivors' Improvement Act of 2001 - Amends the Railroad Retirement Act of 1974 to increase benefits to railroad employees and their beneficiaries and to revise financing of the pension part (tier II) of the railroad retirement system. Establishes a Railroad Retirement Trust Fund and a Railroad Retirement Investment Trust to manage and invest Fund assets. Abolishes the Railroad Retirement Supplemental Annuity Account and provides for transfer of its funds to the Fund. Provides for transfer to the Fund of certain portions of the Railroad Retirement Account and of Social Security Equivalent Benefit account funds. Transfers to the disbursing agent from the Dual Benefits Payments Account the amount necessary to make dual benefit payments. Requires the Railroad Retirement Board (RRB) to calculate the ratio of assets to benefits to determine annual tier II tax rates for employers, employee representatives, and employees. Amends the Internal Revenue Code to exempt the Fund from taxation. Repeals a supplemental annuity tax that railroad employers pay to finance a benefit for long-time rail employees. Provides for adjustments to railroad employers, employee representatives, and employee tier II tax rates.

Nonproliferation Assistance Coordination Act of 2001 - Establishes within the executive branch the Committee on Nonproliferation Assistance to the Independent States of the Former Soviet Union, which shall monitor and coordinate U.S. nonproliferation efforts in the independent states of the former Soviet Union.

Housing Bond and Credit Modernization and Fairness Act of 2001 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

Empowering Parents Act of 2001 - Enhancing Public Education Through Choice Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish Public School Choice Programs. Directs the Secretary of Education to make competitive grants to State educational agencies (SEAs) and local educational agencies (LEAs), including those serving the lowest performing schools, to enable them to implement programs of universal public school choice. Gives priority to those SEAs and LEAs that: first, serve the lowest performing schools; second, serve the highest percentage of students in poverty; and third, form partnerships for interdistrict approaches to such programs. Public Charter Schools Equity Act - Amends ESEA to establish a program for credit enhancement initiatives to promote public charter school facility acquisition, construction, and renovation. Amends the Internal Revenue Code to exclude from gross income any interest paid on loans by public charter schools. Amends ESEA to direct the Secretary to make competitive Grants for Public Charter School Facilities to States for the Federal share of the cost of programs in which the States make per-pupil payments to public charter schools to help finance school facilities.

Amends the Lobbying Disclosure Act of 1995 to include under the term "lobbying contact" any oral or written communication to a covered official on behalf of a client with regard to the issuance of grants of executive clemency in the form of pardons, commutations of sentence, reprieves, and remissions of fines (thus, requiring individuals who lobby the President on pardon issues to register under such Act). Amends the Ethics in Government Act of 1978 to require that each financial disclosure report filed by the President include the identity of the source, a brief description, and the value of all gifts, pledges, or commitments of a gift aggregating $5000 or more for the establishment of the President's Presidential library received from any source other than a relative of the President during the preceding year.
