Health and Long-Term Care Security Act of 1990 - Title I: Treatment of Long-Term Health Care - Amends the Internal Revenue Code to allow medical deductions for long-term health care expenses. Requires that for the purpose of determining the income tax liability of life insurance companies insurance contracts which provide long-term health care be treated in the same way as noncancellable accident or health insurance contracts. Title II: Employer Funding of Medical Benefits - Allows employers to establish and maintain a separate health benefits account under a defined benefit plan for the payment of medical benefits of retired employees and their spouses and dependents. Allows a deduction for employer contributions to such account. Requires employers to maintain a funded reserve account for the payment of qualified medical benefits. Imposes an excise tax on assets allocated to retiree health benefits accounts that are not used to provide benefits. Title III: Transfer of Excess Pension Assets - Allows one transfer per year of excess pension assets to retiree health accounts.

Older Americans' Freedom to Work Act of 1990 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to remove the limitation on the amount of outside income which beneficiaries who have attained retirement age may earn without incurring a reduction in benefits.

Condemns the Government of Cuba for retaliating against citizens who testified before the delegation of the United Nations Human Rights Commission (UNHRC). Urges such Government to release all political prisoners. Calls upon the Secretary General to prepare and make available to the UNHRC a report on the results of his contacts with the Cuban Government. Urges the UNHRC to: (1) hold Cuba accountable to the standards embodied in the Universal Declaration of Human Rights; and (2) appoint a Special Rapporteur to investigate the human rights situation in Cuba and submit a report for consideration at the 47th Session of the UNHRC.

Welcomes the positive political changes in South Africa. Commends: (1) President de Klerk for the release of Nelson Mandela and the unbanning of the African National Congress; and (2) Nelson Mandela, Walter Sisulu, and others for their perseverance in the struggle for a nonracial democracy. Urges de Klerk to initiate the dismantling of apartheid, move rapidly to meet the conditions necessary for the opening of negotiations, and meet the terms of the Comprehensive Anti-Apartheid Act of 1986 for the relaxation of sanctions. Supports: (1) the maintenance of sanctions against the South African Government until conditions under such Act for the suspension, modification, or termination of sanctions have been met; and (2) assistance to the victims of apartheid as an important and necessary complement to U.S. sanctions.

National Recreational Trails Fund Act of 1990 - Amends the Internal Revenue Code to establish the National Recreational Trails Trust Fund (Fund). Requires the Secretary of the Treasury to pay into the Fund an amount equivalent to the off-highway recreational trail fuel taxes from the Highway Trust Fund. Requires the Secretary to use such amounts in the Fund to make grants to States for constructing and maintaining recreational trails. Establishes the National Recreational Trails Act Advisory Committee.

Enterprise Zone Improvements Act of 1990 - Title I: Designation of Enterprise Zones - Authorizes the Secretary of Housing and Urban Development (Secretary) to designate enterprise zones for purposes of providing tax and regulatory relief and improving local services. Limits choices to areas nominated by States and local governments. Limits the total number of areas that may be designated and the time period of the designation. Authorizes the Secretary to designate a zone only if the area meets certain locational, demographic, unemployment, and poverty criteria. Requires nominating local governments, as a condition of the Secretary's designation, to agree in writing to follow a course of action that may include reducing tax rates, improving local services, simplifying or streamlining regulation of business, and providing job training to area residents. Describes areas to which the Secretary must give preference in selecting areas for designation. Requires the Secretary to report to the Congress every two years on the effects of such enterprise zones' designation in accomplishing the purposes of this Act. Title II: Federal Income Tax Incentives - Allows employers located in enterprise zones a nonrefundable income tax credit for qualified increased employment expenditures and employment of the disadvantaged. Sets the credit amount at ten percent of the increase in payroll plus a specified percentage of wages paid to certain disadvantaged workers through the first 20 years of the enterprise zone designation. Allows a nonrefundable income tax credit to enterprise zone employees for five percent of any wages earned as do not exceed a specified amount. Phases out both credits. Provides for the nonrecognition of capital gain on the sale of enterprise zone property. Allows a taxpayer a deduction on the aggregate amount paid for the purchase of enterprise stock on its original issue by a qualified issuer. Requires any gain from the disposition of the stock to be treated as ordinary income. Title III: Regulatory Flexibility - Amends Federal law to revise the definition of "small entity" for purposes of the analysis of regulatory functions to include qualified business, government, and nonprofit enterprises operating within enterprise zones. Authorizes Federal agencies, upon request by a designating government, to waive or modify rules and regulations pertaining to the implementation of projects or activities within an enterprise zone. Requires agencies to approve the request if the resulting benefits of job creation, community development, or economic revitalization outweigh the public interest in retaining the rule unchanged. Disallows waiver or modification of a rule that would directly violate a statutory requirement or present a danger to the public health and safety. Title IV: Establishment of Foreign-Trade Zones in Enterprise Zones - Requires the Foreign-Trade Zone Board to consider on a priority basis and to expedite the processing of applications for the establishment of foreign-trade zones within enterprise zones. Requires the Secretary of the Treasury to give priority to, and expedite applications for, the establishment of ports of entry necessary to establish such zones. Title V: Housing Provisions - Provides for the waiver or modification of housing and community development rules in enterprise zones. Title VI: Repeal of Title VII of the Housing and Community Development Act of 1987 - Repeals Title VII (enterprise zone development) of the Housing and Community Development Act of 1987.

International Chemical Control Act of 1990 - Requires the Attorney General to enter into negotiations with foreign countries with jurisdiction over companies that manufacture, sell, or purchase certain precursor or essential chemicals used in the production of illicit narcotics. Declares that the purposes of such negotiations shall be to: (1) establish a list of chemicals contributing to the illicit manufacture of controlled substances; (2) reach international agreements on a method of maintaining records of transactions of such chemicals; (3) establish a procedure by which such records may be made available to U.S. law enforcement authorities for conducting investigations relative to such chemicals; and (4) encourage chemical source countries to enact specified chemical control legislation. Directs the President to impose penalties or sanctions on entities refusing to maintain or make available to U.S. law enforcement authorities records on such chemicals, including prohibiting such entities from engaging in U.S. commerce.

Amends the Federal Aviation Act of 1958 to prohibit the Administrator of the Federal Aviation Administration from refusing to issue or renew an airman's certificate, or terminate the employment of an airman, solely by reason of the airman's age if such person is under the age of 65.

Savings and Economic Growth Act of 1990 - Title I: Capital Gains Provisions - Subtitle A: Reduction in Capital Gains Tax - Amends the Internal Revenue Code to reduce the capital gains rate for noncorporate taxpayers through a deduction of: (1) 30 percent for assets held at least three years; (2) 20 percent for assets held at least two years; and (3) ten percent for assets held at least one year. Provides for the treatment of collectibles as short-term gains or losses (making them ineligible for such deduction). Disallows the capital gains deduction in computing the alternative minimum tax. Subtitle B: Depreciation Recapture - Provides for the treatment of gain from the disposition of certain depreciable realty as ordinary income. Title II: Home Ownership and Savings Incentives - Allows an exemption from the ten-percent additional tax on early distributions from qualified retirement plans up to $10,000, if the distribution is used to make a first-home purchase at a cost of no more than 110 percent of the median home price in the geographic area where the residence is located. Allows an individual (other than a dependent) to establish a family savings account for the exclusive benefit of an individual and the individual's beneficiaries. Limits contributions to such accounts to $2,500 for the taxable year, if the individual's adjusted income does not exceed $60,000 ($120,000 in the case of joint returns). Subjects the family savings account to the tax imposed on unrelated business income of tax-exempt organizations. Provides that distributions paid out of such accounts shall not be included in gross income, except for earnings on contributions held less than seven years. Establishes a ten-percent additional tax on earnings on contributions held less than three years.

Office of Inspector General Law Enforcement Act of 1990 - Amends the Inspector General Act of 1978 to grant criminal investigators of the Offices of Inspector General who perform any duty of a law enforcement officer the authority to: (1) obtain and execute search and arrest warrants and serve subpoenas and summonses; (2) make felony arrests and arrests without warrant for offenses against the United States committed in their presence; and (3) carry and use firearms.

Harvest of Peace Resolution - Expresses the sense of the Congress that the United States should establish as a primary foreign and domestic policy objective the achievement of common security by: (1) negotiating agreements with the Soviet Union and urging other nations to reduce military forces and spending with the goal of having worldwide military spending by the year 2000; (2) reducing military assistance and arms sales to developing nations; (3) encouraging the peaceful settlement of conflicts; (4) providing increased assistance to developing nations to overcome hunger and poverty, reduce debt burdens, promote human rights, ensure sustainable development, and protect the environment; (5) increasing support domestically for programs that address human needs; (6) helping defense industries and their employees convert to productive nondefense work; and (7) reducing the Federal deficit.

Denounces the military offensive in Angola and urges an immediate ceasefire and withdrawal of MPLA forces. Supports a peaceful settlement leading to free and fair elections. Urges the U.S. Government to: (1) request the Soviet Union to urge the MPLA to cease its offensive and enter into direct negotiations with UNITA; and (2) continue to assist UNITA and assist in bringing about a negotiated settlement in Angola.

Taxpayer Recovery Act of 1990 - Amends the Federal bankruptcy code to exempt from a bankruptcy discharge: (1) a criminal restitution order issued against a person who has caused loss to a financial institution; (2) an order for damages arising from fraud or reckless disregard for the law involving a financial institution; and (3) judgments obtained by the FDIC against officers and directors for breach of fiduciary duty. Extends from 60 to 120 days the time during which an objection to a discharge in bankruptcy petition may be filed. Restricts to $7,500 the amount of real estate or insurance assets which may be shielded under the homestead exemption to the bankruptcy code.

Provides for a permanent endowment for the Eisenhower Exchange Fellowship Program. Authorizes appropriations. Requires that at least half of the annual income on such endowment be available only to assist U.S. fellows in traveling to and studying in emerging European democracies.

Amends the Consolidated Farm and Rural Development Act with regard to farmland held by the Farmers Home Administration to: (1) prohibit giving preference to a purchaser who has been convicted of defrauding the Government; and (2) prohibit, except in certain circumstances, the resale of land by a preference-purchaser within two years after purchase. Amends the Farm Credit Act of 1971 with regard to farmland held by the Farm Credit System to: (1) provide for the forfeiture of the right of first refusal by a previous owner who has been convicted of defrauding the Government or the Farm Credit System; and (2) prohibit, except in certain circumstances, the resale of land by a preference-purchaser within two years after purchase.

Amends the Food Stamp Act of 1977 to authorize Minnesota to implement a family investment demonstration project to determine whether the project more effectively helps families to become self-supporting and enhances their ability to care for their children than: (1) the Food Stamp Program; and (2) the aid to families with dependent children program and the job opportunities and basic skills training program of the Social Security Act.

Benjamin Franklin Memorial Fire Service Bill of Rights Act - Title I: Minting of Benjamin Franklin National Memorial Commemorative Coin - Benjamin Franklin National Memorial Commemorative Coin Act - Provides for the sale of Benjamin Franklin commemorative coins at a surcharge of which 25 percent shall be paid to the Benjamin Franklin National Memorial and the remainder be distributed in specified percentages to the National Fire Center and Museum Account, the National Hero Scholarship Account, the Firefighter's Tuition Assistance Account, the Hazardous Materials Response Computer Account, the In Search of Excellence Research and Education Account, and the Burn Research Grant Account of the Firefighter Assistance Trust Fund (Fund). Prohibits the issuance of such coins from resulting in any net cost to the Federal government. Title II: Fire Service Bill of Rights - Fire Service Bill of Rights Act - Amends the Federal Fire Prevention and Control Act of 1974 to establish a fire service bill of rights. Establishes the National Fire Center and Museum in the District of Columbia to provide information about the fire service and safety to the public and fire services. Funds such museum exclusively through the Fund. Establishes a National Hero Scholarship to fund the higher education of the children or spouse of a deceased firefighter. Establishes a scholarship providing tuition assistance to firefighters for higher education in fire safety or protection. Authorizes the Administrator of the United States Fire Administration to use amounts in the In Search of Excellence Research and Education Account of the Fund to fund other specified programs under the Fire Prevention and Control Act of 1974. Establishes the Firefighters Assistance Trust Fund. Places the National Academy for Fire Prevention and Control within the United States Fire Administration. Directs the Administrator to use funds from the Hazardous Materials Response Computer Account of the fund to procure computer equipment for fire services that want such equipment. Directs the Administrator to make a grant from the Burn Research Grant Account of the Fund to one national firefighter's burn foundation dedicated to reducing burn injuries. Requires the Administrator to prepare and make available to State fire marshals, upon request, a manual describing Federal procedures for disposing of surplus property and highlighting how fire services could obtain such property. Directs the Administrator to distribute to such marshals information on the infectious diseases to which firefighters are particularly vulnerable.

Eliminates post-1968 service in the National Guard as a prerequisite to civil service retirement credit for former National Guard technicians. Amends the National Guard Technicians Act of 1968 to eliminate post-1968 service as a prerequisite for National Guard technicians for receipt of credit in the determination of length of Federal civil service for purposes of leave, Federal employees' death and disability compensation, group life and health insurance, severance pay, tenure, and status. Sets forth rules for applying provisions of this Act to affected individuals.

Expresses the sense of the Congress that the United States should: (1) urge the other member nations of the Organization for Economic Cooperation and Development (OECD) to agree to pursue policies of growth-oriented assistance to such developing nations as may be deemed likely to show expansion if certain circumstances are created; (2) urge its OECD partners to meet, discuss, and adopt such measures as necessary and practical to achieve such goal; (3) urge the other advanced nations to join the United States in giving new positive signs of accepting importation of Third World products into their economies and to encourage private direct investment in the Third World by their citizens; and (4) condition actions in this resolution on the selected Third World nations promising full cooperation in becoming partners in the program. Expresses the sense of the Congress that such cooperation should include "national treatment" for private direct investors, an undertaking to keep any protection of new industries as small and as brief as possible, and an agreement to listen attentively to OECD advice in the selection of new industrial or commercial projects, in the general management of such nation's economy, and in the reassessment of its comparative advantages.

Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to require sequestration for a fiscal year if the deficit for the preceding fiscal year exceeds the maximum deficit amount target by more than $10,000,000,000. Amends the Congressional Budget Act of 1974 to make it out of order in the Senate or the House of Representatives to consider any concurrent resolution on the budget that sets forth amounts and levels that are not determined based upon the economic and technical assumptions of the Congressional Budget Office.
