This resolution condemns the December 6, 2019, terrorist attack at Naval Air Station Pensacola and commemorates the service members and civilians who lost their lives or were injured in the attack. Additionally, the resolution remembers Ensign Joshua Kaleb Watson, Petty Officer Third Class Mohammed Sameh Haitham, and Petty Officer Third Class Cameron Scott Walters, who were killed in the attack. Finally, the resolution commends (1) the decision to give medals and awards to the law enforcement officers, uniformed service members, and civilians who responded to the attack; and (2) the efforts undertaken by the Department of Defense to enhance security at military installations.

Essential Caregivers Act of 2025 This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods. Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

Stop Sextortion Act This bill criminalizes threats to distribute child sexual abuse material to intimidate, coerce, extort, or cause substantial emotional distress. This practice is commonly referred to as sextortion . The bill also increases criminal penalties for related offenses that involve the use of child sexual abuse material to intimidate, coerce, extort, or cause substantial emotional distress. Specifically, the bill establishes new federal criminal offenses for threatening to distribute child pornography or a visual depiction of a minor engaging in sexually explicit conduct with intent to intimidate, coerce, extort, or cause substantial emotional distress. An offense, or an attempt or conspiracy to commit the offense, is subject to criminal penalties. Additionally, the bill increases the maximum prison term for various offenses involving the sexual exploitation of children if those offenses involve the use of child pornography or a visual depiction of a minor engaged in sexually explicit conduct with intent to intimidate, coerce, extort, or cause substantial emotional distress.

Back the Blue Act of 2025 This bill establishes new criminal offenses for violent conduct against judicial officers and law enforcement officers and makes related changes. The bill also broadens the authority of certain law enforcement officers to carry firearms. Specifically, the bill prohibits killing, attempting to kill, or conspiring to kill a federal judge, a federal law enforcement officer, or a public safety or judicial officer for a state, local, or tribal agency that receives federal funding. The bill also prohibits fleeing to avoid prosecution, custody, or confinement for an offense. Additionally, the bill prohibits killing former federal judges, former federal law enforcement officers, or former public safety or judicial officers for state, local, or tribal agencies that receive federal funding. The bill also prohibits certain assaults on state or local law enforcement officers for state (or District of Columbia) agencies that receive federal funding. The bill limits federal court review of challenges to state court convictions for killing a public safety officer or judge. The bill also limits the recoverability of damages and attorney's fees in a proceeding to enforce a civil rights violation during or relating to conduct by the injured person that constitutes a felony or crime of violence. The bill allows federal, state, and local law enforcement officers to carry firearms if authorized by law. The bill also allows qualified law enforcement officers to carry concealed firearms and ammunition (including magazines) in school zones and in certain federal facilities that are open to the public.

This resolution withholds compensation from Senators during any federal government shutdown (i.e., lapse in appropriations for one or more federal agencies or departments). Senators are to be paid as soon as practicable after the date on which the government shutdown ends. The restriction applies beginning on the day after the regularly scheduled general election for federal office held in November 2026. (As background, the U.S. Constitution provides that legislation varying the level of compensation paid to members of Congress may not take effect until an intervening election has occurred.)

Aviation Medication Transparency Act of 2025 This bill directs the Federal Aviation Administration (FAA) to compile, publish, and annually update a list of medications that may be safely prescribed to pilots and air traffic controllers for the purposes of issuing a medical certification. The list must be publicly available on the FAA website and distributed to those seeking a license and medical certification. Currently, the FAA does not have a list of approved medications. However, the FAA does have lists for Aviation Medical Examiners of Do Not Issue medications and Do Not Fly medications.

Tribal Warrant Fairness Act This bill authorizes the U.S. Marshals Service (USMS) to assist with certain tribal law enforcement activities and allows tribal law enforcement agencies to participate in regional fugitive task forces. Specifically, the bill authorizes the USMS, upon the request of an Indian tribe, to investigate tribal fugitive matters. The USMS may investigate tribal fugitive matters both within and outside the United States, as directed by the Department of Justice (DOJ). Additionally, the USMS, upon the request of tribal law enforcement agencies, may assist these agencies in locating and recovering missing children. The bill also allows tribal law enforcement agencies to participate in regional fugitive task forces. DOJ must consult with tribes when establishing new task forces. (The USMS oversees regional fugitive task forces. Currently, these task forces combine the efforts of federal, state, and local law enforcement agencies to locate and apprehend fugitives.)

Pay Our Military Act of 2025 This bill provides continuing appropriations for military pay for any period during which continuing or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2026 continuing appropriations for pay, allowances, and certain benefits for members of the Armed Forces, including reserve components, who perform active service during the period. The benefits funded by the bill include individual clothing, subsistence, interest on deposits, gratuities, permanent change of station travel, and monthly payments to surviving spouses who care for a child of a member or former member of the Armed Forces. The bill also provides FY2026 continuing appropriations for pay and allowances for Department of Defense (DOD) civilian personnel (and Department of Homeland Security [DHS] personnel in the case of the Coast Guard) who are providing support to such members of the Armed Forces, and payments for DOD contractors (and DHS contractors in the case of the Coast Guard) who are providing support to the members of the Armed Forces. A federal agency may not use funds provided by this bill during any period in which continuing appropriations are available for the same payments, allowances, and benefits that are funded by this bill. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) September 30, 2026.

Keep SNAP Funded Act of 2025 This bill provides appropriations for the Department of Agriculture (USDA) to provide uninterrupted benefits under the Supplemental Nutrition Assistance Program (SNAP) during any period in which legislation has not been enacted to provide continuing or full-year FY2026 appropriations to USDA. The bill also provides appropriations for retroactive payments for SNAP benefits that were missed on or after September 30, 2025, and before this bill is enacted. The appropriations provided by this bill are available until legislation is enacted to provide FY2026 appropriations for USDA (including continuing appropriations).

Equal Campus Access Act of 2025 This bill prohibits funding made available under the Higher Education Act of 1965 from being provided to any public institution of higher education (IHE) that denies certain campus rights to religious student organizations. Specifically, the bill prohibits a public IHE from receiving these funds if it denies a religious student organization any right, benefit, or privilege that is otherwise afforded to other student organizations at the IHE because of the religious student organization's beliefs, practices, speech, leadership standards, or standards of conduct.
