Boost Saving for College Act This bill amends the Internal Revenue Code to modify the tax treatment of qualified tuition programs (known as 529 plans). The bill allows: (1) a nonrefundable tax credit for contributions of an individual to a 529 plan, and (2) an exclusion from the gross income of an employee of up to $1000 per year of employer contributions to a 529 plan. The bill also permits savings from a 529 plan to be rolled over tax-free into: (1) a Roth Individual Retirement Account of the owner or the beneficiary of a 529 plan that has been maintained for 10 years, and (2) an ABLE account of the designated beneficiary of the 529 plan. (Tax-favored ABLE [Achieving a Better Life Experience] accounts are designed to enable individuals with disabilities to save for and pay for disability-related expenses.)

Intelligence Authorization Act for Fiscal Year 2018 This bill authorizes for FY2018 the intelligence-related activities of the: Office of the Director of National Intelligence (ODNI); Central Intelligence Agency (CIA); Department of Defense; Defense Intelligence Agency; National Security Agency; Departments of the Army, Navy, and Air Force; Coast Guard; Departments of State, Treasury, Homeland Security, and Justice; Federal Bureau of Investigation; Drug Enforcement Administration; National Reconnaissance Office; National Geospatial-Intelligence Agency; and Department of Energy (DOE). The bill also authorizes for FY2018 the CIA Retirement and Disability System. In addition, the bill: requires the ODNI to establish a Supply Chain and Counterintelligence Risk Management Task Force; requires DOE to establish a pilot program for securing energy infrastructure; directs various agencies to report to Congress on intelligence matters including security clearances, bug bounty programs, foreign-investment risks, geospatial commercial activities, Russian threats to U.S. elections, and specified intelligence-community employment matters; and otherwise modifies provisions regarding the intelligence community.

CBO Show Your Work Act This bill amends the Congressional Budget Act of 1974 to require the Congressional Budget Office (CBO) to make available to Congress and the public each fiscal model, policy model, and data preparation routine that the CBO uses to estimate the costs and other fiscal, social, or economic effects of legislation. For each estimate of the costs and other fiscal effects of legislation, the CBO must also disclose, in a manner sufficient to permit replication by individuals not employed by the CBO, the data, programs, models, assumptions, and other details of the computations used to prepare the estimate. For data that may not be disclosed, the CBO must make available to Congress and the public: a complete list of all data variables for the data; descriptive statistics for all data variables for the data, to the extent that the descriptive statistics do not violate the rule against disclosure; a reference to the statute requiring that the data not be disclosed; and contact information for the individual or entity who has unrestricted access to the data.

Stop Enabling Sex Traffickers Act of 2017 This bill amends the Communications Act of 1934 to specify that communications decency provisions protecting providers from liability for the private blocking or screening of offensive material shall not be construed to impair the enforcement of, or limit availability of victim restitution or civil remedies under, state or federal criminal or civil laws relating to sex trafficking of children or sex trafficking by force, fraud, or coercion. The bill amends the federal criminal code to specify that the violation for benefiting from "participation in a venture" engaged in sex trafficking of children, or by force, fraud, or coercion, includes knowing conduct by any person or entity by any means that assists, supports, or facilitates the violation.

Liberty Through Strength Act This bill gives the National Security Agency (NSA) access to business records, telephone call records, and other tangible items collected prior to November 29, 2015, under the Foreign Intelligence Surveillance Act of 1978 (FISA) in the same manner and for the same purposes for which the NSA had access to such records prior to such date. This access is in effect for five years. The bill amends the USA PATRIOT Improvement and Reauthorization Act of 2005 to make permanent the expiring FISA provision that allows wiretap orders that follow the surveillance target rather than the phone (known as "roving wiretaps"). The bill amends the Intelligence Reform and Terrorism Prevention Act of 2004 to make permanent the expiring FISA provision that revises the definition of "agent of a foreign power" to include any non-U.S. persons who engage in international terrorism or preparatory activities. The bill amends the FISA Amendments Act of 2008 to make permanent title VII of FISA, which allows the Department of Justice and the Office of the Director of National Intelligence to jointly authorize the electronic surveillance of non-U.S. persons who are outside the United States. The federal criminal code is amended to expand the categories of transactional records that the Federal Bureau of Investigation may request from wire or electronic communication service providers about a person or entity for an authorized investigation.

Abolish Human Trafficking Act of 2017 This bill sets forth a variety of measures to address the prevention and punishment of human trafficking and to assist trafficking victims. Included among these are provisions concerning: restitution for victims; funding of investigations of offenses relating to sexual abuse of children; grants to states and localities and other entities for victim service assistance; training of health, victim service, and federal law enforcement personnel, including through the use of a victim screening protocol by the Department of Homeland Security; penalties imposed for slavery offenses, sex trafficking of children, and repeat convictions for transportation for illegal sexual activity and related crimes; travel for the purpose of engaging in any illicit sexual conduct; designation of additional Department of Justice resources for prosecution and service coordination; penalties for offenses involving organized human trafficking, sexual abuse, sexual exploitation, or transportation for prostitution or any illegal sexual activity; and studies of the physical and psychological effects of serious harm to victims.

Vulnerable Children and Families Act of 2017 This bill redesignates the Office of Children's Issues of the Department of State as the Office of Vulnerable Children and Family Security (VCFS). The President shall appoint an Ambassador-at-Large to promote: (1) oversight of the VCFS; (2) the implementation in foreign countries of child welfare laws and policies in keeping with the goals of the United States Government Action Plan on Children in Adversity; and (3) addressing the gap in U.S. diplomacy, policy, and operations regarding permanent family care for children living without families. The Ambassador-at-Large shall: (1) advise the State Department and the President about vulnerable children and family security in foreign countries; (2) represent the United States regarding international child welfare, family preservation and reunification, and provision of permanent, safe parental care; (3) develop related policies and programs; and (4) submit an annual report on implementation of such action plan. The bill provides the VCFS with lead responsibility for: (1) representing the U.S. government regarding intercountry adoptions, and (2) determining whether a country has met its obligations under the Hague Convention of Protection of Children and Cooperation in Respect of Inter-Country Adoption and is eligible to participate in intercountry adoptions in accordance with U.S. law. The Foreign Assistance Act of 1961 is amended to: (1) include in the annual country reports on human rights practices information on the conditions of children living in orphanages and group homes, and (2) repeal certain provisions providing assistance for orphans and other vulnerable children. The Special Advisor for Assistance to Orphans and Vulnerable Children shall work with the Ambassador-at-Large to ensure that U.S. assistance and development programs are focused on: child development through the integration of health, nutrition, and family support; facilitating government efforts to protect children from violence, exploitation, and neglect; building integrated child welfare and protection systems; and integrating such objectives with U.S. government agencies.

Military Family Stability Act

Military Family Stability Act This bill directs the Department of Defense (DOD) to prescribe regulations that permit an eligible member of the Armed Forces who is undergoing a permanent change of station within the United States to request specified housing treatment during the period from 180 days before to 180 days after such change. An "eligible member" is a member who: has a spouse who is gainfully employed or enrolled in a degree, certificate, or license granting program at the beginning of such period; has one or more dependents attending an elementary or secondary school at the beginning of such period; has one or more dependents enrolled in the Exceptional Family Member Program; or is caring for an immediate family member with a chronic or long-term illness at the beginning of such period. If a spouse or other dependent of a member whose request for such housing treatment is approved: (1) resides in government-owned or government-leased housing at the beginning of such period, he or she may continue to reside there during such period; and (2) relocates at a time different from the member, the member may be assigned to housing intended for members without a spouse or dependent until the member's detachment date or the spouse or other dependent's arrival date, if such housing is available without displacing a member without a spouse or dependent. (The bill specifies alternatives for the basic housing allowance to be provided in such case.) The Government Accountability Office shall report to Congress on potential DOD actions to enhance the well-being of military families undergoing a permanent change of station.

Bankruptcy Judgeship Act of 2017 This bill amends the federal judicial code to: convert certain temporary bankruptcy judges to permanent bankruptcy judges and authorize the appointment of additional bankruptcy judges in Delaware and Michigan; convert temporary bankruptcy judges to permanent bankruptcy judges in specified judicial districts in Florida, Maryland, Nevada, North Carolina, Puerto Rico, and Virginia; and authorize the appointment of an additional bankruptcy judge in the middle district of Florida. The bill increases the quarterly fee payable to the U.S. trustee by chapter 11 (reorganization) debtors whose disbursements equal or exceed $1 million in a fiscal year unless the balance in the United States Trustee System Fund exceeds $200 million. For FY2018-FY2022, 97.5% of the quarterly U.S. trustee fees shall be deposited as offsetting collections to the United States Trustee System Fund and 2.5% shall be deposited in the general fund of the Treasury.

Title VIII Nursing Workforce Reauthorization Act of 2017 This bill amends the Public Health Service Act to extend through FY2022 support for nursing workforce programs and grants. Eligibility for advanced nursing education grants is expanded to include education programs for clinical nurse leaders and all combined registered nurse and graduate degree programs. (Clinical nurse leaders are advanced generalist clinicians who apply research and coordinate care in order to improve outcomes for patients.) To be eligible for these grants, clinical nurse specialist programs must provide registered nurses with full-time clinical nurse specialist education that qualifies the nurses to provide a full range of care. Programs for loan repayment and scholarships for nurses, loans for nursing faculty, and geriatric care education are extended through FY2022. Grants for increasing nursing workforce diversity are also extended through FY2022. Nurse education, practice, and quality grants are extended through FY2022 and eligibility is expanded to include nurse-managed health clinics. Grants for nursing career ladder programs are expanded to: (1) promote career advancement for individuals to become registered nurses or advanced education nurses; and (2) support internships and residency programs to encourage mentoring and the development of specialties.

Miners Pension Protection Act

Miners Pension Protection Act This bill amends the Surface Mining Control and Reclamation Act of 1977 (SMCRA) to transfer certain funds to the 1974 United Mine Workers of America (UMWA) Pension Plan to provide pension benefits to retired coal miners and their families. The Department of the Treasury must transfer additional funds to the 1974 UMWA Pension Plan to pay pension benefits required under that plan if the amounts available for transfer under SMCRA's $490 million annual limit exceed the amounts required to be transferred for other purposes (including to the UMWA Health Plans). The bill also: (1) prohibits the pension plan from making certain changes to benefits during any year in which a transfer is received, and (2) establishes additional reporting requirements for the plan. As an offset, the bill amends the Consolidated Omnibus Budget Reconciliation Act of 1985 to extend the authority of Treasury to collect certain customs user fees.

This bill instructs the Department of the Interior to allow for the introduction of a small number of free-roaming wild horses from the Cape Lookout National Seashore in North Carolina as necessary to ensure the genetic diversity of the wild horse population in and around Currituck National Wildlife Refuge, consistent with the laws applicable to the refuge and seashore and the December 2014 Wild Horse Management Agreement. Interior may enter into an agreement with the Corolla Wild Horse Fund to provide for the cost-effective management of the horses in and around the refuge while ensuring that its natural resources are not adversely impacted. Such agreement shall require the fund to pay the costs associated with: conducting a periodic census, and inspecting the health, of the horses; maintaining records of the horses living in the wild and in confinement; conducting the removal and placement of horses and monitoring horses removed from the Currituck County Outer Banks; and administering a viable population control plan for the horses.

Urges the State Department to: (1)  implement Frank Wolf International Religious Freedom Act provisions that direct the George P. Shultz National Foreign Affairs Training Center to conduct training on religious freedom for all Foreign Service officers and all outgoing deputy chiefs of mission and ambassadors, and  (2) develop a training curriculum for American diplomats in international religious freedom policy. Urges: (1) the President, the State Department, and relevant agencies to develop a comprehensive response to protect victims of genocide, crimes against humanity, and war crimes and to provide humanitarian, stabilization, and recovery assistance to affected individuals from religious and ethnic groups in Iraq and Syria; (2) the President and the State Department to reestablish the Religion and Foreign Policy Working Group; and (3) the President, State Department, and U.S. Trade Representative to ensure that trade negotiations include religious freedom conditions mandated by the Bipartisan Congressional Trade Priorities and Accountability Act of 2015.

Homeless Veterans Prevention Act of 2017 This bill provides that the services for which a recipient of a grant under the Department of Veterans Affairs (VA) comprehensive service program for homeless veterans may receive per diem payments may include furnishing care for a dependent under the care of a veteran who is receiving services. The VA shall enter into partnerships with public or private entities to fund a portion of the legal services such entities provide to homeless veterans and veterans at risk of homelessness related to housing, family law, income support, and criminal defense. The bill: (1) expands VA dental care authority authority to include those veterans receiving assistance under the United States Housing Act of 1937, (2) repeals the September 30, 2013, sunset on the authority of the VA and the Department of Labor to carry out a program of referral and counseling for veterans who are at risk of homelessness and are transitioning from certain institutions, including penal institutions, and (3) extends supportive services assistance for very low-income veteran families in permanent housing. The Government Accountability Office shall complete a study of VA assistance to homeless veterans. The requirement that the VA report annually on its assistance programs for homeless veterans is eliminated.

Enhanced Clinical Trial Design Act of 2017 This bill requires the Food and Drug Administration (FDA), in coordination with the National Institutes of Health, to convene a meeting to discuss clinical trial inclusion and exclusion criteria. The FDA must report on the meeting and issue guidance regarding eligibility criteria for clinical trials. The Government Accountability Office must report on individual access to investigational drugs for serious conditions through the FDA's expanded access program (i.e., compassionate use). The FDA must streamline review by institutional review boards of expanded access protocols for individual patients. The bill amends the Federal Food, Drug, and Cosmetic Act to require the manufacturer or distributor of an investigational drug for a serious condition that is designated a breakthrough therapy, fast track product, or regenerative advanced therapy to publish its expanded access policy not later than 15 days after the designation.

Lumbee Recognition Act

Lumbee Recognition Act This bill amends the Act of June 7, 1956, to extend federal recognition to the Lumbee Tribe of North Carolina and make its members eligible for the services and benefits provided to members of federally recognized tribes. Members of the tribe residing in Robeson, Cumberland, Hoke, and Scotland Counties in North Carolina are deemed to be within the delivery area for such services. The Deparment of Health and Human Services must develop, in consultation with the tribe, a determination of needs to provide the services for which members of the tribe are eligible. The Department of the Interior may take land into trust for the tribe. Gaming is allowed on land taken into trust for the tribe. North Carolina must exercise jurisdiction over all criminal offenses committed, and all civil actions that arise, on North Carolina lands owned by, or held in trust for, the Lumbee Tribe or any dependent Indian community of the tribe unless jurisdiction is transferred to the United States pursuant to an agreement between the tribe and the state.

Tropical Forest Conservation Reauthorization Act of 2017 This bill renames the Tropical Forest Conservation Act of 1998 as the Tropical Forest Conservation Reauthorization Act of 2017. Non-tropical forests and coral reef ecosystems are included within the scope of, and made eligible for benefits under, the Tropical Forest Conservation Reauthorization Act of 2017. The Tropical Forest Facility is renamed the Conservation Facility. One or more individuals appointed by the U.S. government may serve on oversight bodies for grants from a debt-for-nature swap or debt buyback regardless of whether the United States is a party to any agreement between the eligible purchaser and the government of the beneficiary country. The Tropical Forest Fund is renamed the Conservation Fund. A grant of more than $250,000 from a fund must be approved by the U.S. government and the government of the beneficiary country. The Foreign Assistance Act of 1961 is amended to revise International Monetary Fund criteria for country eligibility.

Strengthening Mosquito Abatement for Safety and Health Act or the SMASH Act This bill amends the Public Health Service Act to revise and extend through FY2022 Centers for Disease Control and Prevention (CDC) grants for mosquito control programs. The grant program is expanded so that grants may be used to address emerging, infectious mosquito-borne diseases and to improve existing control programs. The CDC must give preference to applicants that have: (1) a public health emergency due to a mosquito-borne disease, or (2) a control program that is consistent with existing state preparedness plans. The requirement for matching funds may be waived if the area covered by a grant applicant has an extreme need due to the size or density of the human population, the size or density of the mosquito population, or the severity of the mosquito-borne disease. CDC grants to help public health agencies improve surveillance and response activities are extended through FY2022. The Government Accountability Office must report on the surveillance and control of mosquito-borne infectious diseases in the United States and territories.

Janey Ensminger Act of 2017 This bill amends the Public Health Service Act to direct the Agency for Toxic Substances and Disease Registry, at least every three years, to: review the scientific literature relevant to the relationship between the employment or residence of individuals at Camp Lejeune, North Carolina, for at least 30 days during the period of August 1, 1953, to December 21, 1987, and specific illnesses or conditions incurred by those individuals and determine whether and to what extent the evidence shows that toxic substance exposure is a cause of an illness or condition; and publish and update a list of each illness and the categorization of evidence for which a determination of cause has been made. A veteran who served on active duty at Camp Lejeune for at least 30 days during such period is eligible for hospital care and medical services for any of the illnesses or conditions for which the evidentiary connection between toxic exposure and the illness or condition is categorized in such list as sufficient or modest. Such a veteran who has been furnished hospital care or medical services shall remain eligible for such care or services for such illness or condition even if the evidentiary connection is not categorized as sufficient or modest. A family member of such veteran who has been furnished hospital care or medical services shall remain eligible for hospital care or medical services for such illness or condition. The Department of Veterans Affairs shall transfer for each of FY2017 and FY2018 specified finds to enhance the claims processing system, eligibility system, and web portal for the Camp Lejeune Family Member Program.
