Authorizes the President, on behalf of the Congress, to present a gold medal to Mrs. Jesse Owens in recognition of the late Jesse Owens' athletic achievements and humanitarian contributions to public service, civil rights, and international goodwill. Authorizes appropriations. Authorizes the Secretary of the Treasury to sell bronze duplicates of the medal.

Pornography Victims Protection Act of 1987 - Amends the Federal criminal code with respect to the prohibition against the sexual exploitation of children to add as a condition triggering Federal penalties that the person concerned know that a minor was transported in interstate or foreign commerce for the purpose of producing pornography. Makes it a criminal offense for any person to coerce, intimidate, or fraudulently induce an individual 18 years or older to engage in any sexually explicit conduct for the purposes of producing any visual depiction of such conduct. Grants the U.S. district courts jurisdiction to prevent and restrain violations of this Act. Authorizes the Attorney General or any person threatened with loss or damage by such conduct to institute a civil suit. Provides for treble damages for a victim who suffers physical injury, emotional distress, or property damage. Imposes civil penalties for violation of the prohibition against sexual exploitation of children.

Amends the National Housing Act to make authority permanent for: (1) title I financial institution insurance for housing renovation and modernization; (2) general mortgage insurance; (3) low and moderate income and displaced families mortgage insurance; (4) mortgage co-insurance, including rental rehabilitation and development projects; (5) mortgage insurance for armed forces' civilian employees and defense housing for impacted areas; (6) mortgage insurance for land development; (7) mortgage insurance for medical and dental group practice facilities; (8) mortgage insurance commitment limitations; and (9) graduated payment and indexed mortgage insurance. Amends the Housing Act of 1964 to make authority permanent for urban rehabilitation loan authority. Amends the Housing Act of 1949 to make authority permanent for: (1) insured loans for rental and cooperative housing and related facilities for elderly persons and families in rural areas; and (2) mutual and self-help housing grant and loan authority. Amends the National Flood Insurance Act of 1986 to make national flood insurance authority, including emergency implementation provisions, permanent.

Medicare Community Nursing and Ambulatory Care Act of 1987 - Amends title XVIII (Medicare) of the Social Security Act to permit Medicare beneficiaries (other than those with end-stage renal disease) to enroll with eligible organizations with which the Secretary of Health and Human Services enters a contract for the provision of community nursing and ambulatory care on a prepaid, capitated basis. Lists the services and supplies which comprise community nursing and ambulatory care. Defines an "eligible organization" as a public or private entity which: (1) primarily engages in the provision of community nursing and ambulatory care; (2) provides such care through or under the supervision of a registered nurse; (3) maintains clinical records on all patients; and (4) maintains procedures for referring cases to or consulting with other health care providers. Requires the Secretary to annually publish a per capita rate of payment for each class of enrollees equal to 95 percent of the adjusted average per capita cost for such class. Directs the Secretary to make monthly prepayments to such organizations in accordance with such rates. Authorizes retroactive payment adjustments to account for differences between the actual number of enrollees and the number of enrollees estimated for the purpose of determining the advance payment. Prohibits enrollee charges from exceeding charges for which they would be liable in the absence of their enrollment. Authorizes eligible organizations to provide enrollees with optional additional care. Requires the provision of additional care where the average of the per capita rates of payment to an organization exceeds the adjusted community rate for community nursing and ambulatory care, unless the organization elects to have such payments reduced or withheld. Makes certain Medicare provisions which are applicable to health maintenance organizations and competitive medical plans applicable to organizations providing care pursuant to this Act, including provisions regarding: (1) enrollment periods; (2) enrollee grievance procedures; (3) health care quality assurance programs; and (4) the organization's status as a secondary payor.

Supports the President in seeking global measures regarding the adverse effects resulting from the release of chloroflurocarbons and other manufactured chemicals that significantly deplete the ozone layer, including negotiating an immediate international reduction in the use of chlorofluorocarbons and the expeditious elimination of fully halogenated chlorofluorocarbons and other manufacturing chemicals that may deplete the ozone layer.

Amends the Tax Reform Act of 1986 to repeal provisions which require the adoption of certain taxable years by: (1) partnerships; (2) S corporations; and (3) personal service corporations. Specifies that the Internal Revenue Code shall be applied and administered as if such provisions had not been enacted.

Intergovernmental Mandate Relief Act of 1987 - Declares that it is the purpose of this Act to establish procedures to assure that the Federal Government pays the total amount of additional direct costs incurred by State and local governments in complying with any intergovernmental regulation which takes effect on or after the date of enactment of this Act. Prohibits a Federal agency or court from requiring compliance in any fiscal year by State or local governments with any intergovernmental regulation unless provisions of law have been enacted which compensate such governments for additional direct costs incurred by such compliance. Declares that the compensation requirement may be waived by the enactment of a joint resolution of the Congress. Requires the Director of the Congressional Budget Office to estimate such additional direct costs and include such estimates in annual reports to the President and the Congress. Requires congressional committees to propose amendments to significant laws for which regulations will be promulgated containing provisions to compensate State and local governments for additional direct costs of compliance. Establishes procedures for Federal agencies to reimburse State governments for additional direct costs and for State governments to reimburse local governments for such costs. Amends the Congressional Budget Act of 1974 to require the Congressional Budget Office to prepare cost estimates for bills or resolutions which are likely to cost State and local governments $100,000,000 (currently, $200,000,000) or more annually.

Amends the Mineral Lands Leasing Act of 1920 to prohibit the issuance of patents for oil shale claims after February 5, 1987. Exempts from such prohibition those claims for which a patent application had been filed and all patent requirements had been fully complied with by such date. Directs the Secretary of the Interior to: (1) provide notice and a reasonable period of time to holders of non-exempt claims to convert such claims to oil shale leases; and (2) cancel any non-exempt claim that is not converted to a lease within a reasonable period.

Public Safety Officers' Death Benefits Amendments of 1987 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to increase from $50,000 to $100,000 the benefits paid to survivors of public safety officers (law enforcement officers and fire fighters) who died as a result of injury sustained in the line of duty. Directs the Bureau of Justice Assistance to adjust public safety officer death benefits to reflect the annual change in the Consumer Price Index. Makes the date of death the determining date with respect to the amount payable to beneficiaries.

Excellence in Minority Health Education and Care Act - Amends the Public Health Service Act to empower the Secretary of Health and Human Services to make grants to: (1) Meharry Medical College, Nashville, Tennessee; (2) Xavier University College of Pharmacy, New Orleans, Louisiana; (3) Tuskegee University School of Veterinary Medicine, Tuskegee, Alabama; and (4) Meharry College of Dentistry, Nashville, Tennessee. Requires each institution to use such grants to establish, in the pertinent health care discipline, a Center of Excellence, which shall: (1) improve the recruitment of minority students and high calibre minority faculty to the institution; (2) develop effective techniques for training minorities who will serve minority populations; and (3) establish scholarship programs to attract promising individuals to the Center's programs. Sets forth additional uses for the grants to the institutions, to include: (1) maintenance of a communications network to disseminate information concerning health promotion among minorities; (2) development of patient educational materials tailored to the needs of minority populations; (3) establishment of a research program focusing on the needs of minority women and teenagers; (4) study of alternative models for health care delivery systems; and (5) consultation and assistance by the recipient institutions to other medical schools to aid the latter in effecting more productive education and service programs for minority populations. Enumerates specific grant projects appropriate to the subject matter expertise of each of the four institutions eligible to receive the grants. Authorizes appropriations for FY 1988 through 1991.

Home Equity Conversion Mortgage Insurance Act - Amends the National Housing Act to authorize the Secretary of Housing and Urban Development to insure a home equity conversion mortgage and to make commitments for the insurance of such mortgages prior to the date of their execution or disbursement if such mortgages: (1) may improve the financial situation or otherwise meet the needs of elderly homeowners; (2) can be developed to include safeguards for mortgagors to offset the special risks of such mortgages; and (3) have a potential for acceptance in the private market. Includes among insurance eligibility requirements that the mortgage shall: (1) have been made and held by a mortgagee approved by the Secretary; (2) have been executed by an elderly homeowner; (3) be secured by a one-family residential dwelling occupied by the mortgagor; (4) able to be prepaid without penalty; and (5) have a capped interest rate. Sets forth required mortgage disclosure and mortgagor information service provisions, including the provision of alternate home equity conversion options and related tax and financial information. Prohibits the Secretary from insuring a mortgage pursuant to this Act after September 30, 1991. Sets the total number of insurable mortgages under this Act at 2,000. Permits the Secretary to take any action necessary to provide a mortgagor with funds due pursuant to an insured mortgage or ancillary contract which have not been paid by the party responsible and to obtain reimbursement of such payments from any source. Prohibits the Secretary from insuring a home equity conversion mortgage that does not provide specified safeguards to prevent the displacement of the homeowner. Requires the Secretary to provide the Congress with two specified interim program reports.

Bus Regulatory Reform Act Amendments of 1987 - Requires the Interstate Commerce Commission (the Commission), when considering a petition for the discontinuance of bus transportation within on State, to take into account the extent to which interstate and intrastate revenues are less than the variable costs of transportation (currently it has to accord great weight to such revenues). Requires the Commission, when considering such a petition, to accord great weight to whether the transportation is the last motor carrier of passenger service to such point, and whether a reasonable alternative to such service is available. Requires the Commission, when making any findings related to the public interest concerning public transportation certification, to accord great weight to the recommendations of each State in which the transportation to be authorized will be provided. Declares that it is the Federal transportation policy to coordinate State and Federal regulatory actions to ensure bus service to rural communities which have no other means of public transportation. Expresses the sense of the Congress that the Commission, the States, and national associations representing governmental agencies should cooperate in developing innovative regulatory approaches to ensure the preservation of bus service in areas which are threatened with the total loss of public transportation service.

Directs the Secretary of the Interior, acting through the Director of the National Park Service, to conduct a study of the proper minimum altitude which should be maintained by aircraft flying over areas within units of the national park system. Directs the Secretary of Transportation, acting through the Federal Aviation Administration, to provide technical assistance to the Secretary of the Interior for such study. Requires the Secretary of the Interior to report to the Congress within two years after enactment of this Act regarding the study results. Requires the Administrator of the Federal Aviation Administration to: (1) review, on the basis of aviation safety, current regulations pertaining to aircraft flights over units of the national park system addressed in the study conducted by the Secretary of the Interior; and (2) report to the Congress the results of such review together with recommendations for changes. Authorizes appropriations for such studies. Prohibits any fixed wing aircraft or helicopter from flying below specified minimum altitudes during such study and review periods over the surfaces of Yosemite National Park and Haleakala National Park. Requires the Secretary of the Interior to submit a final plan for air traffic management and noise abatement over Grand Canyon National Park to the Administrator. Prescribes guidelines under which the Administrator is required to implement such plan. Requires the Secretary of the Interior to report to the Congress whether such final plan has succeeded in substantially restoring the natural quiet in the Grand Canyon National Park. Exempts certain helicopter flights of river runners from prohibition under the noise abatement plan.

Volunteer Protection Act of 1987 - Prescribes circumstances under which volunteers working for nonprofit organizations or government entities shall be immune from personal civil liability. Requires each State to certify to the Secretary of Health and Human Services before the beginning of each fiscal year (commencing with FY 1989) that it has enacted or has in effect a State law which provides such immunity. Requires the Secretary to reduce by one percent the fiscal year allotment which would otherwise be made to such State to carry out the Social Services Block Grant Program under title XX of the Social Security Act if such law is not in effect.

Title I: Authorization - Authorizes the Secretary of the Interior to undertake research, investigations, appraisals, surveys, and related activities of the Nation's water resources. Authorizes the Secretary to cooperate with other government agencies and to perform such activities on a reimbursable basis, as specified. Authorizes appropriations for FY 1988 through 1990. Title II: National Ground Water Contamination Research - National Ground Water Contamination Research Act of 1987 - Makes the Secretary of the Interior primarily responsible at the Federal level for collecting, analyzing, and disseminating information concerning the state of the Nation's groundwater. Requires the Secretary to report within two years to specified congressional committees and the States on the condition of the Nation's groundwater. Requires that such report be accompanied by an independent evaluation by State individuals charged with responsibility for water pollution control matters. Directs the Secretary to establish a national groundwater quality assessment program within three years of enactment. Requires such program to coordinate government efforts in such area, seek to achieve uniform data collection, and provide information and assistance as required. Directs the Secretary to establish a national groundwater clearinghouse. Requires the Secretary to establish a technical assistance program to serve other Federal and governmental agencies. Amends the Water Resources Research Act of 1974 to make conforming changes. Authorizes appropriations for such programs.

Title I: Declaration of Policy - Sets forth findings and declarations regarding the United States' space and aeronautical policy. Declares that it is the purpose of this Act to establish a comprehensive national civilian space and aeronautics policy that will provide the framework for a world information system, an orbital civilization, exploration of the solar system, and the development of other space and aeronautical activities in order to preserve and expand the leadership of the United States in the movement of mankind's civilization into space. Title II: National Space and Aeronautics Policy - Declares that the United States is committed to the expansion of the peaceful civilization of the space and atmospheric environments for the benefit of the Nation and all of mankind. Establishes national space and aeronautics principles. Title III: Program - Directs the National Aeronautics and Space Administration (NASA), in cooperation with appropriate private, governmental, and international groups, to pursue aggressive research and systems development in space and aeronautics science and technology. Includes the following programs among NASA's activities: (1) the creation of an operational world information system by the year 1990; (2) the development of the basic facilities and capabilities by the year 2000 necessary to create an orbital civilization in near-Earth space; (3) the development of the capabilities by the year 2010 to undertake further solar system exploration by mankind; (4) the development of economical and reliable space technology necessary to carry out such programs; (5) the establishment and maintenance of research and application programs; and (6) the establishment and maintenance of aeronautical technology programs. Directs the Administrator of NASA, together with the Director of the Office of Science and Technology Policy, to develop and submit to the Congress, within 180 days after enactment of this Act, a preliminary 30-day plan, including proposed annual funding requirements and a detailed research and development schedule. Directs the Administrator to submit a final 30-year plan within one year after enactment of this Act. Requires that status reports and revisions to the plan be submitted on an annual basis in conjunction with the submission of the budget request beginning with the third fiscal year enactment of this Act. Provides that, beginning with the third fiscal year after enactment of this Act, the provisions of this Act shall be the general basis for authorizations of funds for NASA, consistent with the provisions of the National Aeronautics and Space Act of 1958, as amended.

Disapproves the proposed rescission (R87-70) of budget authority for Veterans Administration medical care. Requires the amount of such budget authority proposed for rescission to instead be made available for obligation no later than the date of enactment of this joint resolution.

Reaffirms the sense of the Congress that the one-percent loan origination fee charged by the Veterans Administration (VA) to veterans obtaining a home loan guaranteed by the VA should not be increased. Requests the President to request additional appropriations if he finds that additional funding for the VA home loan guarantee program is required.

Expresses the sense of the Congress that: (1) no Medicare (title XVIII of the Social Security Act) physician payment methodology should be implemented which is based on hospital discharge classifications or requires mandatory assignment; and (2) no drastic change in the Medicare physician payment methodology should be undertaken without the receipt of reports required by legislation enacted in the 99th Congress and a detailed analysis of the long-range impact of such change on the provision of health care.

Requires the Secretary of Transportation to withhold five percent of the amount required to be apportioned to any State under the Federal-aid highway program if it is lawful in such State to: (1) possess an open alcoholic beverage container in the passenger area of any motor vehicle on a public highway; (2) consume any alcoholic beverage in such motor vehicle on a public highway; or (3) drive a motor vehicle on a public highway when the driver's blood alcohol concentration is at least 0.10 percent. Exempts from such withholding measures charter buses of ten or more passengers whose drivers are not permitted by State law to possess open alcoholic beverages in the passenger area. Sets forth guidelines for the withholding of such funds. Provides for the release of withheld funds to States which comply with this Act.

Amends the Federal criminal code to impose mandatory minimum sentences for committing violent felonies against individuals aged 65 or over. Prohibits suspended, probationary, and concurrent sentences. Prohibits parole and any plea bargaining agreements that would result in the defendant's serving less than the minimum sentence.

Expresses the sense of the Congress that the proposed rescissions of budget authority for the Department of Housing and Urban Development for the community development block grant program (R87-46) and for the urban development action grant program (R87-47) should not be approved. Requires that funds withheld under these proposed rescission requests be made available for obligation. Directs the Secretary of Housing and Urban Development to resume the funding allocation and application processing appropriate to the respective grant programs.
