Victims of Terrorism Relief Act of 2001 - Amends the Internal Revenue Code to exempt from income taxes and the estate and gift taxes any individual who died as a result of the September 11, 2001, terrorist attacks, unless the individual was a perpetrator of the attacks.

Condemns the terrorists who attacked the United States on September 11, 2001, as well as their sponsors. Extends condolences to the victims and their families and commends the heroic actions of the rescue workers, volunteers, and State and local officials who responded. Declares that the United States is entitled under international law to respond to these attacks. Expresses: (1) thanks to those foreign leaders and individuals who have expressed solidarity with the United States in the aftermath of the attacks and asks them to continue to stand with the United States in the war against international terrorism; (2) a commitment to support increased resources in the war to eradicate terrorism; and (3) support for the determination of the President to bring to justice and punish the perpetrators of these attacks and their sponsors. Declares September 12, 2001, to be a National Day of Unity and Mourning.

Denver Veterans Affairs Medical Center Transfer to Fitzsimons Act of 2001 - Authorizes the Secretary of Veterans Affairs to carry out a major medical facility project for the transfer of the Denver Department of Veterans Affairs Medical Center, Colorado, from its current location in Denver to the site of the former Fitzsimons Army Medical Center in Aurora.

Indian Probate Reform Act of 2001 - Amends the Indian Land Consolidation Act to prescribe rules governing succession of intestate interests in trust and restricted Indian lands for which an approved tribal probate code does not apply. Directs the Secretary of the Interior to establish procedures for the collection of past-due or over-due child support obligations entered by a tribal or any other court from the revenue derived from an interest in trust or restricted land. Provides that a tribal probate code shall not prevent the devise of an interest in trust or restricted land to non-members of a tribe unless it: (1) provides for the renouncing of interests, reservation of life estates, and payment of fair market value; and (2) does not prohibit the devise of an interest in an allotment to an Indian if such allotment was originally allotted to the linear ancestor of the devisee. Provides that the authority available to an Indian tribe to acquire an interest in trust or restricted land devised by the owner to a non-Indian shall not apply if the interest is part of a family farm that is devised to a member of the decedent's family if the devisee agrees that the Indian tribe will have the opportunity to acquire the interest for fair market value if it is offered for sale to an entity that is not a member of the family of the owner of the land. Revises the special rule to provide for the devising of interests in trust or restricted lands by an owner who does not have: (1) an Indian spouse or an Indian lineal descendant; (2) a spouse or an Indian lineal descendant; or (3) a spouse or lineal descendant. Provides that the rules of intestate succession under the Indian Land Consolidation Act or a tribal probate code approved under such Act shall apply after patents issued in the name of the allottees (or their heirs) have been executed and delivered.

Persian Gulf War POW/MIA Accountability Act of 2001 - Amends the Bring Them Home Alive Act of 2000 to direct the Attorney General to grant refugee status in the United States to any alien (and parent, spouse, or child thereof) who: (1) is a national of Iraq or a nation of the Greater Middle East Region; and (2) personally delivers into the custody of the United States Government a living American Persian Gulf War POW/MIA. Includes Iraq, Kuwait, and any other country of the Greater Middle East Region among the countries to which the International Broadcasting Bureau is required to broadcast information that promotes such refugee program.

Little Bighorn Battlefield National Monument Enhancement Act of 2001 - Establishes the Little Bighorn Battlefield National Monument Enhancement Committee to advise the Secretary of the Interior to ensure that the Monument, its resources, and landscape are sensitive to the history being portrayed and artistically commendable. Establishes in the Treasury the Little Bighorn Battlefield National Monument Enhancement Fund.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

POW/MIA Memorial Flag Act of 2001 - Includes the World War II Memorial among the locations where the National League of Families POW/MIA flag is required to be displayed. Requires such flag to be displayed at such Memorial, as well as the Korean War Veterans Memorial and the Vietnam Veterans Memorial, on any day on which the United States flag is displayed.

Native American Housing Assistance and Self-Determination Reauthorization Act of 2001 - Amends the Native American Housing Assistance and Self-Determination Act of 1996 to extend through FY 2006: (1) the authorization of appropriations for block grants for Indian tribes to carry out affordable housing activities; (2) the aggregate fiscal year limitation on guarantees for tribal housing activities loans; (3) the authorization of appropriations for the estimated long-term cost to the Government of such loan guarantees; and (4) the authorization of appropriations for providing training and technical assistance for Indian housing authorities and entities.

Fiscal Integrity of Indian Settlements Protection Act of 2001 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to provide that if an appropriation bill or joint resolution is enacted for FY 2002 that includes an appropriation authorized previously by a law approving a negotiated settlement of disputes of Indian water rights or land claims, the adjustment to discretionary spending limits to be included in any sequestration report or subsequent budgets submitted by the President shall: (1) be the amount of budget authority in that measure and the outlays flowing in all fiscal years from that authority; and (2) not exceed $200 million in budget authority. Amends the Congressional Budget Act of 1974 to require adjustments to the discretionary spending limits, budget allocations, and budgetary aggregates for the new budget authority provided for FY 2002, not to exceed $200 million, by a measure reported from committee, amended, or reported from conference for payments authorized previously for such settlement, as long as the adjustments do not, when taken together with all other previously enacted legislation (except for any legislation enacted pursuant to a specified section of H. Con. Res. 83 (107th Congress), reduce the on-budget surplus below the level of the Medicare Hospital Insurance Trust Fund surplus in any fiscal year covered by the most recently adopted concurrent resolution on the budget.

Expresses the sense of the Senate that: (1) all Americans should keep abused and neglected children in their thoughts and prayers; (2) all Americans should seek to break the cycle of abuse and neglect and to give these children hope for the future; (3) the faith community, nonprofit organizations, and volunteers across America should recommit themselves and mobilize their resources to assist these children; and (4) the Senate supports the goals and ideas of the Day of Hope, (April 3, 2002) and commends Childhelp USA for its efforts on behalf of abused and neglected children everywhere.

Motor Vehicle Franchise Contract Arbitration Fairness Act of 2001 - Provides that whenever a motor vehicle franchise contract provides for the use of arbitration to resolve a controversy arising out of or relating to the contract, arbitration may be used to settle the controversy only if both parties consent in writing after such controversy arises. Requires the arbitrator to provide the parties with a written explanation of the factual and legal basis for the award.

Medicare Fairness in Reimbursement Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to instruct the Secretary of Health and Human Services to establish a system for making adjustments to payments for items and services provided under the original Medicare fee-for-service program, with specified formulae for States whose average per beneficiary amount is: (1) greater than 105 percent of the national average; or (2) less than 95 percent of the national average. Authorizes the Secretary to make specified related adjustments to geographic indices under the Medicare physician fee schedule in certain circumstances.

International Anti-Corruption Act of 2001 - Directs the President to certify annually to the appropriate congressional committees as to whether each country receiving foreign assistance under the Foreign Assistance Act of 1961 is: (1) conducive to U.S. business; (2) not conducive to U.S. business; or (3) hostile to U.S. business. Prescribes foreign assistance limitations for countries hostile or not conducive to U.S. business. Requires a report to accompany such certification describing the extent to which each such country is making progress in: (1) implementing comprehensive economic reform, based on market principles, private ownership, and other specified economic indicators; (2) eliminating corrupt trade practices by private persons and government officials; and (3) moving toward integration into the world economy. Instructs the Secretary of Commerce to make a toll-free telephone number available for progress reports on countries receiving foreign assistance and implementing specified economic indicators.

Outfitter Policy Act of 2001 - Prohibits unauthorized outfitters from conducting commercial outfitted activities on Federal land. Requires the Secretaries of Agriculture and the Interior to establish criteria for granting outfitter permits. Sets forth procedures for granting permits and describes permit requirements Requires fees for outfitter authorizations. Requires authorized outfitters to defend and indemnify the United States for costs or expenses associated with injury, death, or damage to any person or property caused by negligence or wanton disregard for persons or property arising out of an outfitter's activities. Requires outfitter permits to include a principal allocation of outfitter use and authorizes temporary permits to include such allocation. Authorizes the Secretary to adjust an allocation of use. Permits temporary allocations of use for up to two years and the renewal, transfer, or extension of such allocations. Requires the Secretary to: (1) develop a process for annual evaluation of the performance of authorized outfitters; and (2) renew an authorization at the outfitter's request, under appropriate conditions. Makes outfitter permits transferable to qualified transferees under specified conditions. Sets forth recordkeeping requirements for authorized outfitters. Requires the Secretary to: (1) grant authorized outfitters full access to administrative remedies; and (2) establish an expedited procedure for consideration of appeals. Entitles outfitters that hold existing permits, contracts, or other authorizations to issuance of permits under this Act if their recent performance was determined good, satisfactory, or acceptable, or the equivalent.

Bipartisan Federal Election Reform Act of 2001 - Establishes the Blue Ribbon Study Panel to study, with respect to Federal elections, methods of: (1) voting and counting votes, of ballot design, of voter registration, of maintaining secure and accurate lists of registered voters, and of ensuring that all registered voters appear on the polling list at the appropriate polling site; (2) provisional voting; (3) ensuring accessibility of voting, registration, polling places, and voting equipment to all voters; (4) registering members of the armed forces and overseas citizens to vote, and ensuring that they timely receive ballots that will be properly and expeditiously handled and counted; (5) recruiting and improving the performance of poll workers; and (6) educating voters. Requires the Panel also to study: (1) Federal and State voting eligibility laws; (2) matters relevant to voting and administering elections in rural and urban areas; and (3) how the Federal Government can assist State and local authorities to improve election administration and what levels of funding would be necessary for such assistance. Requires the Panel to make related recommendations. Establishes the Election Administration Commission to: (1) adopt or modify and periodically update Panel recommendations; (2) issue or adopt updated voting system standards; and (3) perform a variety of other specified duties. Establishes the Federal Election Reform Grant Program under which the Commission may award grants to applicant States and localities to pay the Federal share of costs associated with implementing any recommendation adopted or modified by the Commission. Establishes the Election Administration Advisory Board. Amends the Voting Act concerning maximum access to polls by absent uniformed services and overseas voters to replace the current recommendation imposed upon the States to achieve such maximum access with a requirement that each State, in each Federal election, perform certain tasks.

Indian Gaming Regulatory Improvement Act of 2001 - Amends the Indian Gaming Regulatory Act to make the Gambling Devices Transportation Act inapplicable to class II gaming where electronic, computer, or other technologic aids are used in connection with such gaming. Provides for a strategic plan for National Indian Gaming Commission activities, including a performance plan. Directs the Commission to establish a schedule of fees to be paid annually by each gaming operation that conducts a class II or III Indian gaming activity. Requires all fees and civil forfeitures collected by the Commission pursuant to such Act to be maintained in separate accounts and expended only for the purposes set forth in the Act. Places class I gaming on Indian lands within the exclusive jurisdiction of the Indian tribes. Requires an Indian tribe to retain the primary jurisdiction to regulate class II gaming activities that, at a minimum, shall be conducted in conformity with Federal standards and regulations promulgated by the Commission relating to the: (1) monitoring and regulation of tribal gaming; (2) establishment and regulation of internal control systems; and (3) conduct of background investigation. Requires an Indian tribe to retain primary jurisdiction to regulate class III gaming activities and requires that any such gaming be conducted in conformity with Federal standards and such regulations. Provides that existing regulations that established minimum internal control standards shall have no force or effect one year after the enactment of this Act. Authorizes the Commission, using funds collected from civil fines, to provide grants and technical assistance to Indian tribes for training and assistance related to Indian gaming.

Amends the Harmonized Tariff Schedule of the United States, with respect to sugars, syrups, and molasses (excluding cane or beet sugar) that are entered, or withdrawn from warehouse for consumption, during any fiscal year under certain quantitative import restrictions (tariff-rate quotas), to establish a duty on such articles and other articles if they are subsequently used for the commercial extraction or production of sugar for human consumption, or such articles are used in any manner that circumvents any quota imposed under the Schedule. Prohibits the imposition of a tariff-rate quota on molasses used for animal consumption or for the production of rum in the United States.

Animal Disease Risk Assessment, Prevention, and Control Act of 2001 - Directs the Secretary of Agriculture to submit a preliminary report to specified congressional committees concerning: (1) interagency measures to assess, prevent, and control the spread of foot and mouth disease and bovine spongiform encephalopathy ("mad cow disease") in the United States; (2) related Federal information sources available to the public; and (3) the need for any additional legislative authority or product bans. Directs the Secretary to submit a final report to such committees that discusses such diseases' economic impacts, public and animal health risks, and related legislative authority or product bans.

Expresses the Senate's regret at the damage and loss of life occasioned by the accidental collision of a U.S. military EP-3E Aries II reconnaissance aircraft and an F-8 jet fighter from the Air Force of the People's Republic of China. Calls for the Chinese Government to release the crew members of the EP-3E and return the aircraft and its equipment to the United States. Supports the President's continuing efforts to ensure the safe return of the crew and aircraft.

Blind Persons Earnings Equity Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to restore the link ended by the Senior Citizens' Freedom to Work Act of 1995 between the rules relating to substantial gainful activity for blind individuals and the rules relating to excess earnings under the Social Security earnings test for individuals who have attained retirement age (thus allowing blind individuals, once again, to earn up to the Social Security excess earnings threshold without being regarded as having demonstrated an ability to engage in substantial gainful activity and without losing entitlement to OASDI benefits).

Backcountry Landing Strip Access Act - Prohibits either the Secretary of the Interior or the Secretary of Agriculture from taking any action which would permanently close or render or declare as unserviceable any aircraft landing strip located on Federal land under the respective jurisdiction, unless: (1) the head of the aviation department of each State in which the aircraft landing strip is located has approved such action; (2) notice of the proposed action has been published in the Federal Register; (3) a 90-day public comment period on the action has been provided; and (4) any comments received during the comment period have been taken into consideration by the Secretaries, as the case may be, and the appropriate State aviation department heads. Directs the Secretaries to: (1) adopt a nationwide policy for governing backcountry aviation issues related to the management of Federal land under their jurisdiction; and (2) require regional managers to adhere to it. Declares that a policy affecting air access to an aircraft landing strip located on Federal land (including any national policy required under this Act) shall not take effect unless certain conditions are met, including its statement that the FAA has the sole authority to control aviation and airspace over the United States.

Housing Bond and Credit Modernization and Fairness Act of 2001 - Amends the Internal Revenue Code to: (1) repeal the required use of certain principal repayments on mortgage subsidy bond financings to redeem bonds; (2) modify the purchase price limitation under mortgage subsidy bond rules based on median family income; and (3) define the term "area median gross income" for low-income housing credit projects.

Ombudsman Reauthorization Act of 2001 - Amends the Solid Waste Disposal Act to revise provisions regarding the Ombudsman. Expands the duties of the Ombudsman to include: (1) assisting citizens in resolving problems with the Environmental Protection Agency (EPA) Office of the Assistant Administrator for Solid Waste and Emergency Response; (2) proposing changes in EPA administrative practices to mitigate such problems; and (3) conducting investigations, making findings of fact, and making nonbinding recommendations concerning such problems. Describes additional administrative and investigative powers of the Ombudsman. Reauthorizes appropriations for the Ombudsman through FY 2010.

Indian and Alaska Native Foster Care and Adoption Services Amendments of 2001 - Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to provide for Federal foster care maintenance payments to qualifying Indian tribal plans designed for foster and adoptive care of an Indian child. Sets forth Federal assistance (including medical assistance) eligibility requirements for such programs operated by Indian tribal organizations.

Indian Reservation Economic Investment Act of 2001 - Amends the Internal Revenue Code to allow an Indian reservation investment credit based on specified amounts. Includes qualified personal property and qualified real property used or located outside an Indian reservation which is connected to existing tribal infrastructure in the reservation, including roads, power lines, water systems, railroad spurs, and communication facilities as a reservation infrastructure investment. Limits the credit based on the Indian unemployment rate. Provides for recapture of the credit in certain cases.

Indian Needs Assessment and Program Evaluation Act of 2001 - Directs the Secretary of the Interior to contract with an appropriate entity to develop a uniform method, criteria, and procedures for determining, analyzing, and compiling the program and service assistance needs of Indian tribes and Indians nationwide. Requires Federal departments and agencies to conduct Indian Needs Assessments aimed at determining the actual needs of tribes and Indians eligible for programs and services administered by such departments and agencies. Directs the Secretary to develop a uniform method, criteria, and procedures for compiling, maintaining, keeping current, and reporting to Congress all information concerning: (1) Federal annual expenditures for programs and services for which Indians are eligible; (2) services or programs specifically for the benefit of Indians; and (3) Federal methods of delivery of services and funding. Requires Federal departments and agencies responsible for providing services or programs to or for the benefit of tribes or Indians to: (1) file Annual Indian Program Evaluations with specified congressional committees; and (2) publish annual listings in the Federal Register of all agency programs and services for which Indian tribes may be eligible. Directs the Secretary to file a Strategic Plan for the Coordination of Federal Assistance for Indians.

Indian Tribal Federal Recognition Administrative Procedures Act of 2001 - Establishes the Commission on Indian Tribal Recognition as an independent establishment which shall assume the authority of the Department of the Interior to recognize a petitioning Indian group's tribal status. Sets forth operating and documented petitioning procedures, including an opportunity for Indian groups denied recognition to a hearing under specified circumstances. Requires documented petitions to contain detailed, specific evidence, including: (1) statements of facts establishing that the petitioner has been identified as an American Indian entity on a substantially continuous basis since 1871, that a predominant portion of the petitioner's membership comprises a community distinct from those communities surrounding it and has existed as a community from historical times to the present, and that the petitioner has maintained political influence or authority over its members as an autonomous entity from historical times until the time of the petition; (2) a copy of the petitioner's governing document or description of the petitioner's membership criteria and the petitioner's governing procedures; and (3) a list of the petitioner's current members, a copy of each available former list of members based on the petitioner's defined criteria, and a description of the methods used in preparing those lists. Requires the Commission to publish an annual list of recognized Indian tribes. Provides for the protection of certain privileged information. Authorizes the Secretary of Health and Human Services to award petition assistance grants. Authorizes appropriations.

Amends the Reclamation Wastewater and Groundwater Study and Facilities Act to authorize the Secretary of the Interior, in cooperation with State and local authorities, to participate in the design, planning, and construction of the Denver Water Reuse project to reclaim and reuse water in the service area of the Denver Water Department of Denver, Colorado. Prohibits the use of funds provided by the Secretary for the operation or maintenance of the project.
