Protection of Children Against Sexual Exploitation Act - Prohibits the sexual exploitation of children by making it unlawful for any person to knowingly use or cause any minor to engage in or assist in any sexual act for the purpose of promoting any film, photograph or other visual medium. Makes it unlawful for any parent, guardian or person having control over a minor to knowingly permit such minor to engage in sexually explicit conduct. Imposes a fine of $10,000 and/or imprisonment up to ten years for a violation of this Act.

Requires the Administrator to conduct biennial surveys to determine the reasonable cost of interment and perpetual care maintenance for the purposes of payment under this Act.

Requires that a separate sentencing hearing be held when a defendant is found guilty of, or pleads guilty to, an offense for which one of the possible sentences is death. Sets forth procedures for such hearings. Directs imposition of the death sentence where the jury or, upon approval by the court and the Government of a defense motion, the court alone finds that aggravating circumstances exist and outweigh any mitigating factors. Includes among mitigating factors (1) significant impairment of capacity to appreciate the wrongfulness of the conduct constituting the offense or to conform to the requirements of law; (2) youthfulness; and (3) substantial duress. Includes among aggravating factors (1) commission of the offense during the commission or attempted commission of one of enumerated crimes; (2) previous conviction of a Federal offense or of one of certain State offenses for which a sentence of life imprisonment or of death is authorized; (3) previous conviction of two or more violent felonies; (4) commission of the offense in any usually cruel manner or for consideration, and (5) commission of the offense against one of specified Federal or foreign officials. Prohibits the carrying out of a death sentence on a pregnant woman. Authorizes the imposition of a death sentence upon a person for gathering or delivering defense information to aid a foreign government only when specified weapon or defense systems are involved. Sets forth procedures and standards for court of appeal review of death sentences. Excludes from the procedures set forth in this Act prosecutions under the Uniform Code of Military Justice.

Federal Election Campaign Act Amendments - Title I: Amendments to Federal Election Campaign Act of 1971 - Amends the Federal Election Campaign Act to redefine "contribution" and "expenditure" so as to encompass, with respect to any Presidential candidate, a gift of anything of value made to any delegate or for the purpose of influencing the election of any candidate for delegate to a caucus or convention of a political party if such delegate or candidate is pledged to support such Presidential candidate. Deems not to be a "contribution" or "expenditure" (1) the value of listing or mentioning a Presidential candidate's name in the campaign materials of other candidates for the purpose of promoting such other candidates, (2) payments by State or local party committees for campaign materials used in connection with volunteer activities on behalf of a Presidential candidate if such payments are made with funds not earmarked for any particular candidate, and (3) unreimbursed travel expenses of delegates or candidates for delegate to party conventions or caucuses. Requires expenditures by a political committee to be authorized by its chairman or treasurer rather than by designated agents. Affords a candidate the option to not designate a political committee to receive contributions or make expenditures. Subjects candidates not designating committees to certain financing requirements applicable to such committees. Revises requirements regarding political committee statements of organization. Amends campaign finance reporting requirements to (1) include pledged delegates and candidates for delegate to President nominating convention among persons required to file reports; (2) alter reporting deadlines including setting forth separate guidelines for Presidential elections; (3) restrict disclosure of the identity of persons contributing to, or receiving expenditures from, a candidate or political committee to those persons giving or receiving at least $200; and (4) revise provisions regarding contributions and expenditures other than through candidates or political committees. Shortens from 30 days to 20 days the period (1) for Congressional disapproval of proposed Federal Election Commission regulations and (2) for informal Commission resolution of certain violations. Permits information submitted in financing reports to be used for the purposes of soliciting contributions from political committees. Directs that copies of reports required to be filed with the States be filed with officials designated by the Governor. Revises the period for which copies of materials filed with States must be preserved. Prohibits conversion of excess campaign contributions by a candidate to any personal use, excluding reimbursement of expenses incurred by a candidate as a Federal officeholder in connection with official duties. Redefines "multicandidate political committee" for purposes of the provision limiting the amount of contributions which such a committee may make. Specifies limits on the amount which a State party committee may expend in connection with the general election campaign of the party Presidential candidate. Requires the name of a segregated political fund established by a corporation, labor organization, or similar organization to contain the name of such entity. Title II: Amendments to Internal Revenue Code of 1954 - Amends the Presidential Election Campaign Fund Act to permit additional payments to eligible candidates to defray legal and accounting fees incurred for the purpose of complying with the Federal Election Campaign Fund Act. Repeals penalties under such Act with respect to expenditures by unauthorized political committees.

Universal Voter Registration Act

Universal Voter Registration Act - Establishes the positions of Administrator and Assistant Administrator of Voter Registration within the Federal Election Commission. Specifies the duties of the Administrator, including (1) establishing and administering a voter registration program in accordance with this Act; (2) providing for the collection, analysis, and publication of voter registration information in coordination work the Secretary of Commerce; and (3) providing information and technical assistance to State and local officials concerning voter registration. Requires each State and local government to permit any individual who is eligible under applicable State and Federal law to register to vote in any Federal election to register on the date of a Federal election at the appropriate polling place. States that any individual so registering shall, if required by State or local authorities, establish his identity by (1) executing an affidavit containing certain information and (2) submitting either an affidavit executed by a person who is registered to vote at the polling place involved and is present at such polling place with the individual seeking registration or one of any forms of identification approved by the Commission. Directs the Commission to make grants for approved voter registration outreach programs to States which comply with the election day registration requirements of this Act. Conditions the amount of such grants on whether a State has a similar election day registration program in effect with respect to State and local elections. Stipulates that a registration outreach program may include projects relating to registration by mail, registration through the use of mobile units, or bilingual registration, and those projects otherwise designed to improve voter registration methods and procedures. Lists the purposes for which grant funds may be used. Sets forth criminal penalties for any person who knowingly and willfully (1) registers, or attempts to register, to vote under this Act for the purpose of voting more than once in any Federal election; (2) conspires with any person for the purpose of enabling such person to make false registration to vote in a Federal election under this Act or for the purpose of enabling or encouraging any individual to make such false registration to vote in a Federal election; or (3) falsifies any information with respect to the name, residence, or age of such person, or any other information for the purpose of establishing eligibility to register to vote in a Federal election under this Act. Directs the Commission to institute actions to prevent any violation of this Act. Requires Federal courts to expedite consideration of actions involving a violation of, or a constitutional challenge to, any provision of this Act. Prohibits commercial use of any list compiled by a State or local government of individuals registered to vote in a Federal election.

Directs the Secretary of the Interior, acting through the Bureau of Reclamation: (1) to study opportunities to augment, utilize or conserve water supplies available to Federal reclamation projects and to undertake conservation activities to mitigate damages to such projects from the 1976-1977 drought period; (2) to purchase water supplies and redistribute such water within Federal reclamation projects; (3) to study and evaluate potential facilities to mitigate the effects of a recurrence of drought and make recommendations to the President and to Congress evaluating such facilities; and (4) to make payments to Federal reclamation project landowners who are without irrigation water supplies to carry out soil conservation measures. Authorizes the Secretary to defer without penalty the 1977 and 1978 payments of any installment charges owed to the United States on Federal reclamation projects as he deems necessary because of financial hardship caused by extreme drought conditions. Requires the Secretary to report to Congress by March 1, 1978, on expenditures under this Act.

Solar and Energy Conservation Commercialization Act - Amends the National Housing Act to specify additional types of solar energy systems eligible for financial assistance under such Act. Stipulates that such systems shall include solar heating and cooling and hot water systems, geothermal and wind energy systems, and other energy conservation measures and equipment such as insulation, heat pumps, and devices to improve furnace efficiency. Authorizes the Secretary of Housing and Urban Development to make grants and loans to individuals and families to assist in the purchase of solar, renewable source, and energy conservation measures and equipment. Authorizes grants and loans for similar purposes to neighborhood, community, or nonprofit groups. Amends the Small Business Act to authorize the Administrator of the Small Business Administration to make loans to small businesses to assist in the purchase and installation of solar, renewable source, and energy conservation improvements and equipment. Directs the Secretary of Housing and Urban Development, the Administrator of the Small Business Administration, and the Federal Energy Administrator to cooperate in carrying out the provisions of this Act and to jointly submit an annual report to the President and the Congress on activities carried out under this Act. Authorizes appropriations for fiscal years 1978 through 1981.

Declares that all right, title, and interest of the United States in approximately 2,640 acres are hereby held by the United States in trust for the Paiute-Shoshone Tribes of the Fallon Indian Reservation, Nevada. Entitles the Tribes to the revenues reserved by the United States from specified uses of such land. Authorizes and directs the Secretary of the Interior to transfer the right to the use of water appurtenant to other lands within the Reservation to the lands held in trust under this Act.

Older Americans Financial Security Act - Authorizes and directs the Secretary of Labor, through the Bureau of Labor Statistics, to prepare, as part of the Consumer Price Index published monthly by the Bureau of Labor Statistics, a consumer price index (to be known as the Consumer Price Index for the Aged and other Social Security Beneficiaries) designed to reflect the relevant price information for individuals, as a group, who are 65 years of age or older or are otherwise entitled to monthly benefits under Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act. Provides that the automatic cost-of-living increases in benefits which are authorized under Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act may be made on a semiannual basis (rather than only on an annual basis as at present). Modifies the Social Security retirement test by revising the formula for determination of an individual's yearly excess earnings.

Air Transportation Regulatory Reform Act

Air Transportation Regulatory Reform Act - Amends the Federal Aviation Act of 1958 to direct the Civil Aeronautics Board, in the exercise of its duties with respect to interstate and overseas air transportation, to consider as being in the public interest the development of an air transportation system which relies on competitive market forces to determine the variety, quality and price of air services. Requires the Board to issue certificates to engage in scheduled or charter interstate or overseas passenger air transportation if certain conditions are met unless the Board finds that such transportation is not consistent with the public convenience and necessity (previously a certificate could only be granted if the public convenience and necessity required such service). Stipulates that such standards shall be used regarding applications to engage in all-cargo operations before January 1, 1979. Requires the Board, with respect to applications to engage in all-cargo transportation after such date, to issue the requested certificate regardless of whether it is inconsistent with the public convenience and necessity. Stipulates that if an air carrier holding nonstop authority to engage in scheduled air transportation between any two points listed on its certificate does not exercise such authority to a specified extend the Board shall issue a certificate authorizing such transportation to another carrier. Establishes notice procedures which the Board must follow before granting such authority. Authorizes air carriers to apply to the Board at the beginning of each year for a restricted discretionary certificate to serve additional pairs of points not included in such carrier's certificate. Restricts the number of additional points which carriers that have operated above a specified seat-mile level during the previous year may serve under such a certificate. Requires the Board, in the event that more than one application has been received to service particular points, to give preference to carriers which have operated below a specified number of seat-miles during the previous year. Prohibits air carriers engaged in such service from increasing fares or substantially reducing the level of capacity except upon 60 days' notice filed with the Board. Allows air carriers which have engaged continuously for 18 consecutive months in such service to apply to the Board to engage in unrestricted nonstop scheduled air transportation between such points. Stipulates that certificates to engage in interstate or overseas charter or all-cargo operations need only designate terminal and intermediate points as the Board deems practicable and need only designate the geographical areas in which such service may be rendered. Requires the Board to eliminate all closed door restrictions on any certificate. Directs the Board to remove other restrictions upon the request of a carrier or upon its own initiative. Limits the amount of charter trips which a carrier other than a charter air carrier may perform. Sets forth procedures regarding the suspension or revocation of certificates by the Board. Allows air carriers to terminate any interstate or overseas air transportation service required by its certificate upon 90 days' notice filed with the Board. Authorizes the Board to temporarily suspend such termination. Sets forth insurance and bonding requirements for air carriers. Authorizes air carriers to revise fares upon 60 days' notice filed with the Board where such rate change is within the authorized limits under this Act. Establishes a Federal subsidy program to insure adequate air service to communities which require but cannot otherwise obtain access to a national air transportation network. Eliminates mandatory Board jurisdiction over consolidation, merger, purchase, or acquisition of control agreements. Requires individuals desiring to enter into such a transaction to file a notice of such proposed action with the Attorney General. Requires the Attorney General upon a belief that such transaction would violate the antitrust laws, to notify the Board, the parties to the transaction, and other interested parties of such belief. Requires the suspension of such transaction after such notice is given. Authorizes the Attorney General to exempt a class of transactions from such premerger notification if such transactions do not affect the control of an air carrier directly engaged in the operation of aircraft and does not restrain competition or create a monopoly. Authorizes the Board to exempt any person or class of persons from the requirements of this Act if such exemption is in the public interest. Exempts air carriers which engage in air transportation solely with aircraft having a maximum passenger capacity of less than 56 passengers or a maximum payload capacity of less than 18,000 pounds from the requirement that they hold a certificate. Authorizes the Board to increase such capacity when the public interest so requires. Eliminates the power of the President to approve or disapprove the issuance, transfer, suspension, revocation, or modification of any certificate authorizing an air carrier to engage in overseas or foreign air transportation. Limits the Board's power to prescribe minimum and maximum fares for air transportation. Prohibits the Board from finding a rate to be too high unless before January 1, 1980, it is more than ten percent higher than the previous year and after such date 20 percent higher than the previous year. Prohibits the Board from finding a rate to be too low if such rate is above the carrier's direct cost for such service. Authorizes the Board to dispense with oral evidentiary proceedings for applications pertaining to interstate or overseas air transportation. Requires the Board to either grant or deny such applications within 30 days after a decision not to require a hearing. Stipulates that if the Board does not act within such time the application shall be deemed granted as applied for. Sets forth procedures for oral evidentiary proceedings for applications relating to air transportation.

Solar Energy Government Building Act

Solar Energy Government Building Act - Title I: Solar Hot Water and Space Heating Program for Federal Building - Directs the Administrator of General Services to establish a solar hot water and space heating devices in 15,000 federally owned buildings within six fiscal years following the date of enactment of this Act. Directs the Administrator to annually survey Federal buildings to determine those most suitable for the installation of solar hot water and space heating devices, considering geographic distribution and life-cycle cost evaluations in making such determination. Directs the Administrator to report annually to Congress on the status of the Program, including recommendations for future funding levels necessary to fully implement the six-year target set forth in this Act. Establishes an Advisory Committee on the Solar Energy Government Building Program of specified Government executives to assist the Administrator in the establishment and conduct of the Program. Authorizes the appropriation of $100,000,000 for each of fiscal years 1978 through 1983 for the purposes of this title. Title II: Federal Photovoltaic Utilization Program - Establishes a Federal Photovoltaic Utilization Program for the annual acquisition and use of photovoltaic solar electric systems, primarily for use by the Department of Defense. Directs the Administrator of General Services to administer the program with the assistance of the Secretary of Defense. Directs the Administrator of the Energy Research and Development Administration to establish a photovoltaic system evaluation and purchase program to insure that such systems reflect the most advanced, low-cost technology. Authorizes the appropriations of $25,000,000 for each of fiscal years 1978 through 1982 for design and engineering aspects of the program. Authorizes the appropriation of $100,000,000 for photovoltaic system acquisition in fiscal year 1978.

Authorizes specified standing committees of the Senate to: (1) employ personnel; (2) use on a reimbursable basis the services of personnel of Federal departments and agencies; and (3) make expenditures from the contingent fund of the Senate in holding and reporting hearings and making investigations. Authorizes specified select and special committees to make expenditures from the contingent fund to carry out their duties and functions. Sets forth limits on expenditures which may be made for specified services. Specifies that the amount made available to each such committee from the contingent fund by this Resolution shall be added to the amount made available for the year ending February 28, 1977, and which is unexpended at the close of that year. Extends the availability of such total amounts to such committees through June 30, 1977. Expresses the sense of the Senate that certain staff members of such committees be retained after June 30, 1977, and that certain vacancies caused by resignations not be filled. Extends the period during which certain accrued surplus funds will be available to Senators. Makes certain individuals who were staff members of the Committee on the District of Columbia eligible staff members for purposes of title VII of the Committee System Reorganization Amendments of 1977.

Library Services and Construction Act Amendments - Authorizes the appropriation of $150,000,000 for fiscal year 1977 and each succeeding fiscal year ending prior to October 1, 1982, for the purpose of making grants to States for library services. Authorizes the appropriation of $97,000,000 for fiscal year 1977 and each succeeding fiscal year ending prior to October 1, 1982, for the purpose of making grants to States for public library construction. Authorizes the appropriations of $20,000,000 for fiscal year 1977 and each succeeding fiscal year ending prior to October 1, 1982, for the purpose of making grants to States to enable them to carry out interlibrary cooperation programs. Authorizes the appropriation of such sums as may be necessary for fiscal year ending 1977 and each succeeding fiscal year ending prior to October 11, 1982, for the purpose of making grants to States to enable them to carry out public library service programs for older persons. Declares an additional purpose of the Library Services and Construction Act to strengthen major urban resource libraries. Defines "major urban resource library" as any public library located in a standard metropolitan statistical area with a population of 100,000 or more individuals. Directs the Commissioner of Education to make grants to States which have approved programs for the strengthening of major urban resource libraries. Extends the limitations placed on State grants to permit use of such grants for: (1) the support and expansion of library services of major urban resource libraries; (2) the support and expansion of library services of any public library of a State in which no major urban resource library exists. Requires a State to expend a specific percentage of the Federal funds it receives under such Act to support and expand the library services of the major urban resource libraries within such State, or in a State without such libraries, to support and expand the services of the public libraries of such State.

Victims of Crime Act

Victims of Crime Act - Directs the Attorney General to make grants to qualified State programs for the compensation of victims of crime. Specifies requirements for program certification, including that the program (1) offer compensation for personal injuries suffered as a result of certain State and Federal crimes, (2) offer compensation to surviving dependents of persons whose deaths resulted from being victim to such a crime, (3) require cooperation with law enforcement agencies as a condition for recovery, (4) grant claimants the right to a hearing, and (5) subrogate the State to any claim the victim or dependent has against the perpetrator to the extent of the amount compensated by the State. States that grants made under this Act shall total 50 percent of the allowable compensation paid to victims and dependent survivors of victims of State crimes designated by the State as appropriate for compensation under this program and 100 percent of the allowable compensation paid to victims and dependent survivors of victims of crimes which would constitute designated State crimes except for the fact that the crime is subject to exclusive Federal jurisdiction. National Meals-on-Wheels Act - Amends the Older Americans Act of 1965 to allow States to distribute Federal Funds for the establishment of: (1) projects to provide home-delivered meals to qualified homebound elderly persons; (2) an information and referral system for homebound individuals receiving such meals; and (3) an operation to seek volunteer personnel for the delivery of such meals and to compensate such personnel for related transportation expenses. Authorizes the appropriation of specified sums in fiscal years 1978 and 1979 for the purpose of providing home-delivered meals under this Act. Limits to five percent the amount of such funds which may be spent upon the administration of such program. Directs the Commissioner of the Administration on Aging to conduct a demonstration project involving at least three States to determine the feasibility of using the meals system designed by the National Aeronautics and Space Administration for the elderly as a component of, or substitute for, regular nutrition projects assisted under the Older Americans Act of 1965.

Emergency Natural Gas Act - Authorizes the President to declare natural gas emergencies where severe natural gas shortages threaten the supply of natural gas for high-priority uses in areas of the United States. Authorizes the President to order transfers of supplies of interstate natural gas from one pipeline to another, or order the construction and operation of additional facilities to alleviate natural gas shortages. Stipulates that no such delivery or transportation may continue after April 30, 1977. Stipulates that such transfers as ordered by the President shall not subject the pipeline to regulation under the Natural Gas Act or other provisions of State or Federal law. Establishes procedures for enforcement orders and subpenas issued under this Act. Establishes criteria for compensation of pipelines for compliance with such orders. Exempts activities pursuant to this Act from the antitrust laws. Authorizes the President to require contracts for purchases of emergency supplies of natural gas before August 1, 1977. Stipulates that such transactions shall be exempt from Federal Power Commission regulation under the Natural Gas Act. Imposes civil and criminal penalties for violations of orders issued under this Act.

Title II: Dairy Products - Prohibits the importation of dairy products unless the Secretary of Health, Education, and Welfare certifies that such imports originated from pure and wholesome supplies and were manufactured in plants which comply with certain minimum standards of sanitation. Makes such products subject to the Federal Food, Drug, and Cosmetic Act after entry into the United States. Permits assessments and fees to be prescribed for such tests and inspections and the revocation of import privileges for failure to pay such fees.
