Amends the Homeland Security Act to authorize the Secretary of Homeland Security (DHS) to refuse or revoke any visa to an alien or class of aliens if necessary or advisable for U.S. security interests. Prohibits judicial review of such determinations. Authorizes the Secretary of State (Secretary) to direct a consular officer to refuse or revoke a visa if necessary or advisable for U.S. foreign policy interests. Prohibits a decision by the Secretary to approve a visa from overriding a revocation or refusal determination by the Secretary of Homeland Security. Provides that the Secretary of Homeland Security: (1) shall review all visa applications and supporting documentation before adjudication; (2) shall have sole authority to issue, refuse, and revoke visas in Algeria, Canada, Egypt, Germany, Great Britain, Hong Kong, Indonesia, Iraq, Israel, Jordan, Kuwait, Lebanon, Mexico, Morocco, Nigeria, Pakistan, Philippines, Saudi Arabia, South Africa, Syria, Turkey, Venezuela, and Yemen; and (3) may designate additional consular posts and embassies for on-site personnel to review visa applications if national or homeland security interests warrant such designation. States that if the Secretary of Homeland Security or the Secretary revokes a visa: (1) the relevant consular, law enforcement, and terrorist screening databases shall be immediately updated; and (2) look-out notices shall be posted to all DHS port inspectors and Department of State consular officers.

Pancreatic Cancer Research and Education Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish and implement a Pancreatic Cancer Initiative to assist in coordinating activities to address the high mortality rate associated with pancreatic cancer. Requires the Secretary to establish the Interdisciplinary Pancreatic Cancer Coordinating Committee to: (1) provide advice on overall research objectives and benchmarks for pancreatic cancer research; (2) develop and annually update a strategic plan for pancreatic cancer research awareness; and (3) conduct evaluations and make recommendations to the Secretary, the Director of the National Institutes of Health (NIH), and the Director of the National Cancer Institute regarding the prioritization and award of NIH research grants relating to pancreatic cancer. Requires the Secretary to develop a primary care provider education program on pancreatic cancer. Requires the Director of NIH and the Director of the Centers for Disease Control and Prevention (CDC) to develop a communication tool kit for patients and their families that focuses on specific pancreatic cancer issues relating to patient choices and patient care. Allows the Secretary to award grants to research institutions for use in developing innovative compounds or technologies for the prevention, early detection, or treatment of those cancers with five-year survival rates of less than 50%. Requires the Secretary to focus on pancreatic cancer during the initial five fiscal years of awarding such grants. Allows the Secretary to designate two additional Specialized Programs of Research Excellence focusing solely on pancreatic cancer research.

Fair Resolution of Medical Liability Disputes Act of 2009 - Prohibits a medical malpractice action from being filed in a state court or a federal court under diversity of citizenship jurisdiction unless: (1) the claim that is the subject of the action has been initially resolved under an alternative dispute resolution (ADR) system; and (2) an affected party notifies the appropriate court of the intent to contest the decision and files the action within 90 days after such decision is issued. Provides: (1) for the payment of an opposing party's court costs and attorneys' fees by the contesting party in the case of a malpractice action brought in court after ADR if the final judgment issued in the action is not more favorable to the contesting party than the ADR decision; and (2) that an uncontested ADR decision shall have the status of a verdict in a court adjudicated action. Sets forth basic requirements for state ADR systems, including a requirement that they transmit to the state agency responsible for monitoring or disciplining health care providers any findings that a provider committed malpractice. Directs the Attorney General to: (1) certify state ADR systems that meet the requirements of this Act; and (2) establish an alternative federal ADR system for any state that does not establish its own system. Directs the Comptroller General to study the effectiveness of private litigation insurance markets in providing affordable access to courts, evaluating the merit of prospective claims, and ensuring that prevailing parties in "loser pays" systems are reimbursed for attorney's fees.

Prevent Health Care Fraud Act of 2009 - Establishes in the Department of Health and Human Services (HHS) the Office of the Deputy Secretary for Health Care Fraud Prevention. Requires the Office to: (1) direct the implementation within HHS of health care fraud prevention and detection recommendations made by federal and private sector antifraud and oversight entities; (2) routinely consult with HHS's Office of the Inspector General, the Attorney General, and private sector health care antifraud entities to identify emerging fraud issues requiring immediate action; (3) provide for the design, development, and operation of a predictive model antifraud system to analyze health care claims data in real-time to identify high risk claims activity and develop a comprehensive antifraud database for federal health agency activities; (4) promulgate and enforce regulations relating to the reporting of data claims to such system by federal health agencies; (5) establish thresholds for fraudulent, wasteful, or abusive claims for excluding providers or suppliers from participation in federal health programs and for the referral of claims to law enforcement entities; and (6) share antifraud information and best practices. Sets forth requirements for the fraud prevention system, including that it shall: (1) allow viewing of all provider and patient activities across all federal health program payers; (2) provide for a centralized file for data from all government health insurance claims data sources; (3) provide real-time ability to identify high-risk behavior patterns across markets, geographies, and specialty group providers; (4) involve the implementation of a predictive modeling technology that is designed to prevent waste, fraud, and abuse; (5) systematically present scores, reason codes, and treatment actions for high-risk scored transactions; (6) monitor consumer transactions in real-time and monitor provider behavior at different stages within the transaction flow based upon provider, transaction, and consumer trends; and (7) not be designed to deny health care services or to negatively impact prompt-pay laws because assessments are late. Directs the Deputy Secretary to: (1) prohibit the payment of any health care claim identified as potentially fraudulent, wasteful, or abusive until the claim has been verified as valid; and (2) provide maximum protection of personal privacy consistent with carrying out the Office's responsibilities. Directs the Secretary to establish procedures for the implementation of fraud and abuse detection methods under all federal health programs.

Reserve Officers Association Modernization Act of 2009 - Revises the federal charter of the Reserve Officers Association of the United States to include the president elect of the Association on the national executive committee as a non-voting member. Specifies that there shall be a minimum of three national executive committee members on the Association's national executive committee. (Under current law, the limit for such members on the committee is three.) Makes the president elect of the Association an officer. Specifies that there shall be a minimum of three national executive committee members who are officers of the Association. (Under current law, the limit for such members on the committee is three.) Eliminates the specific inclusion among the officers of a surgeon, a chaplain, a historian, and a public relations officer. Allows the addition as officers of any others specified in the Association's constitution (currently, as decided at the national convention). Declares that the officers shall take office at the national convention. Requires the judge advocate to be appointed by the national executive committee. Allows for appointment by the national executive committee of any other national officers specified in the Association's constitution. Revises the requirement that minutes be kept of the proceedings of the national council. Eliminates specification of the national council and replaces it with other national entities of the Association (the minutes of whose proceedings must be kept).

Supporting Military Families Act of 2009 - Amends the Family and Medical Leave Act of 1993 to revise its requirements for exigency leave with respect to employees belonging to the family of members of the Armed Forces, particularly the requirement that an employee's spouse, son, daughter, or parent be on active duty in the Armed Forces in support of a contingency operation. Repeals the condition "in support of a contingency operation," and requires only that the Armed Forces member be on duty during deployment to a foreign country. Entitles to coverage by the Act an eligible employee who is a family member caring for a veteran undergoing medical treatment, recuperation, or therapy for a serious injury or illness who was a member of the Armed Forces (or of the National Guard or Reserves) at any time during the five-year period preceding the date on which the veteran undergoes that treatment, recuperation, or therapy. Defines a veteran's serious injury or illness of a veteran to be one: (1) incurred by the veteran as an Armed Forces member in the line of duty while on active duty in the Armed Forces, or which existed before the beginning of the member's active duty but was aggravated by service in line of duty on active duty in the Armed Forces; and (2) that manifested itself before or after the Armed Forces member became a veteran. Amends federal civil service law to entitle civilian federal employees to the same leave allowance with respect to family members who are: (1) members of the Armed Forces in deployment to a foreign country; or (2) ill or injured veterans for whom they are caring.
