Veterans' Memorials, Boy Scouts, Public Seals, and Other Public Expressions of Religion Protection Act of 2007 - Amends the Revised Statutes of the United States to limit the remedy, in a civil action against a state or local official for deprivation of civil rights, to injunctive and declaratory relief and deny attorneys' fees where the deprivation consists of a violation of a prohibition in the Constitution against the establishment of religion, including violations relating to: (1) religious words or imagery in veterans' memorials, public buildings, or official seals of states or their subdivisions; and (2) the chartering of Boy Scout units by states or their subdivisions and the Boy Scouts' using public buildings. Imposes the same limits regarding such an action against the United States or any U.S. agency or official acting in his or her official capacity.

Hunting Heritage Protection Act

Hunting Heritage Protection Act - Requires that federal public lands be open to access and use for recreational hunting except (1) as limited by the federal agency with responsibility for such lands for national security or public safety reasons, or for reasons authorized in applicable federal statutes as reasons for closure; and (2) as such hunting is limited by the state in which such lands are located. Directs the head of each federal agency with authority to manage a natural resource or public lands on which such a resource depends to exercise that authority in a manner so as to support, promote, and enhance recreational hunting opportunities. Declares that federal land management decisions and actions should result in no net loss of land area available for hunting opportunities on federal public lands. Requires the heads of federal agencies with authority to manage federal public lands on which recreational hunting occurs to report annually to specified congressional committees on areas administered that have been closed during the previous year to recreational hunting and reasons for such closures and on areas that were open to such hunting to compensate for closed areas. Prohibits a withdrawal, change of classification, or change of management status that effectively closes 5,000 or more acres of federal public land for use for recreational hunting from occurring unless the head of the federal agency with authority to manage the land has submitted written notice of the action to both Houses of Congress. Grants states the right to file civil actions in district courts in cases where federal agencies fail to comply with state authority to manage or regulate fish and wildlife.

Community Choice in Real Estate Act - Amends the Bank Holding Company Act of 1956, and the Revised Statutes of the United States, to prohibit the Board of Governors of the Federal Reserve System and the Secretary of the Treasury, respectively, from determining that real estate brokerage activity or real estate management activity is financial in nature, is incidental to any financial activity, or is complementary to a financial activity. (In effect, prohibits financial holding companies and national banks from engaging, directly or indirectly, in real estate brokerage or real estate management activities.) Exempts from such prohibition: (1) activities of a bank holding company (or any affiliate) that directly relate to managing any real property owned by national banks or their affiliates; and (2) the right, power, or ability of any financial holding company to engage in any activity, or acquire or retain the shares of any company engaged in an activity authorized for financial holding companies on December 6, 2001 ("grandfather clause").

Cellulosic Ethanol Incentive Act of 2007 - Amends the Clean Air Act to: (1) increase the volume of renewable fuel required to be in gasoline for 2012; (2) prescribe such volumes applicable for 2013 through 2030; (3) apply existing requirements (with a revised ratio) for determining volumes for years not specified to calendar year 2031 and thereafter; (4) prescribe increasing minimum quantities of renewable fuel that must be derived from cellolosic biomass for 2010 through 2030; and (5) apply, for 2010 and thereafter, the 2.5-to-1 ratio of cellulosic biomass ethanol or waste derived ethanol to renewable fuel only to the quantity of cellulosic biomass ethanol sold that is in excess of the minimum quantity of renewable fuel derived from cellulosic biomass required for that year. Requires not less than 30% of the total volume of renewable fuel required in a state under this Act to be derived from the Environmental Protection Agency (EPA) region in which the state is located. Allows the Administrator of the EPA to reduce or waive such requirement if it would be impracticable for the region to produce the required volume of renewable fuel.

Unborn Child Pain Awareness Act of 2007

Unborn Child Pain Awareness Act of 2007 - Amends the Public Health Service Act to require an abortion provider, before beginning any abortion of a pain-capable unborn child (defined as an unborn child who has reached a probable stage of development of 20 weeks after fertilization), to: (1) make a specified statement to the pregnant woman that Congress has determined that there is substantial evidence that the process will cause the unborn child pain, and that the mother has the option of having pain-reducing drugs administered directly to the child; (2) provide to the woman an Unborn Child Pain Awareness Brochure (unless she waives receipt) and an Unborn Child Pain Awareness Decision Form; and (3) obtain on the form the woman's signature and her explicit request for or refusal of the administration of drugs to the child. Creates an exception for certified medical emergencies. Establishes penalties for willfully failing to comply with this Act, including civil penalties, medical license suspension, or both. Authorizes: (1) specified officials to bring suit in federal court; and (2) private rights of action by a parent or guardian of a woman who is an unemancipated minor. Requires each state and state medical licensing authority to promulgate procedures for the revocation or suspension of a provider's license upon a court finding that the provider has violated this Act. Subjects a state that fails to implement such procedures to loss of Medicaid funding.

Requires a state seeking a grant to carry out its activities through a lead entity to be known as a 2-1-1 Collaborative. Requires grant amounts to be used solely to make available to a state 2-1-1 telephone service for community information and referral on human services to all citizens of that state with phone access, including telephone connections between families and individuals seeking services and the service providers. Requires grant recipients to: (1) abide by the Key Standards for 2-1-1 Centers; and (2) collaborate with human service organizations to provide an exhaustive database of services with which to provide information or referral to individuals utilizing the 2-1-1 service.

Terminates the age-60 rule (mandatory retirement age) 30 days after enactment of this Act. Declares that such requirements shall not provide the basis for a claim of seniority made under any labor bargaining agreement in effect between the pilots and an air carrier by any pilot who has attained age 60 before the effective date of this Act and who is seeking a position as a pilot with such carrier following that pilot's termination or cessation of employment or promotion or transfer to another position with such air carrier.

Universal Service for Americans Act or USA Act - Amends the Communications Act of 1934 to require each communications service provider to contribute to support universal service (the provision of communications service in rural, insular, and high-cost areas), subject to exemptions. Modifies requirements regarding interconnection and rural telephone companies. Imposes on facilities-based IP-enabled voice service providers the same rights, duties, and obligations as a requesting telecommunications carrier if the provider elects to assert those rights. Prohibits a carrier from refusing to transport or terminate IP-enabled voice traffic solely because it is IP-enabled and prohibits a provider originating, transmitting, or terminating IP-enabled voice traffic from being exempted from paying compensation for interstate traffic solely because the traffic is IP-enabled. Regulates IP-enabled voice service regarding: (1) accessibility for the disabled community; and (2) alarm or security systems or personal security or medical monitoring systems. Applies universal service provisions to any services under FCC jurisdiction that can effectively substitute for interexchange telecommunications services, including any such substitute classified as an information service that uses telecommunications. Establishes the Broadband for Unserved Areas Program to provide financial assistance for the deployment of broadband equipment and infrastructure to unserved areas throughout the United States. Declares that universal service support mechanisms and rules should be competitively neutral. Requires telecommunications and IP-enabled voice service providers to ensure, as technically possible, that all traffic contains or preserves identification information.

Authorizes appropriations for the National Institute of Standards and Technology (NIST) for the Hollings Manufacturing Extension Partnership Program. Requires the NIST Director to: (1) establish the Standards and Technology Acceleration Research Program; and (2) reestablish the Experimental Program to Stimulate Competitive Technology. Requires the Administrator of the National Oceanic and Atmospheric Administration (NOAA) to: (1) establish a program of ocean and atmospheric research and development; and (2) develop an ocean, coastal, and atmospheric science education plan. Protecting America's Competitive Edge Through Energy Act or PACE-Energy Act - Directs the Secretary of Energy to: (1) appoint a Department of Energy (DOE) Director of Mathematics, Science, and Engineering Education, and establish a Mathematics, Science, and Engineering Education Fund; (2) award grants for establishing specialty schools for mathematics and science; (3) establish a national laboratories summer internship program for middle and secondary school students; (4) establish Centers of Excellence in Mathematics and Science at schools in regions of national laboratories; (5) establish or expand programs to strengthen mathematics and science teaching skills of public school teachers; (6) establish a program to expand and enhance higher education nuclear science educational capabilities; (7) award grants to outstanding DOE early-career researchers; and (8) establish a program to support the appointment of distinguished scientists by institutions of higher education and national laboratories. Establishes the Advanced Research Projects Authority-Energy. Authorizes the Secretary of Education to award grants to: (1) develop and implement programs to provide courses of study in mathematics, science, engineering, or critical foreign languages with concurrent teacher certification or to enhance teacher knowledge and teaching skills; (2) increase the number of teachers and students teaching or enrolled in advanced placement or international baccalaureate courses in mathematics, science, or critical foreign languages; (3) help low-income students performing below grade level in mathematics; (4) establish programs of study in critical foreign languages; (5) promote content knowledge requirements for secondary school graduation and establish or improve a statewide P-16 education data system. Requires the Director of the National Science Foundation (NSF) to: (1) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program; (2) establish a clearinghouse and pilot programs relating to the creation or improvement of professional science master's degree programs; (4) establish a program to provide mentors for women interested in careers in science, technology, engineering, and mathematics; and (5) establish a program of basic research in advanced information and communications technologies.

Terrorism Prevention Act of 2006 - Amends the federal criminal code to impose criminal penalties for providing material support or resources to a perpetrator of international terrorism, or to a family member of or other person associated with such perpetrator, with the intent to facilitate, reward, or encourage international terrorism. Increases criminal penalties for providing material support or resources to terrorists and foreign terrorist organizations and for receiving military-type training from a foreign terrorist organization. Denies federal benefits to individuals convicted of a federal crime of terrorism. Classified Information Procedures Reform Act of 2006 - Amends the Classified Information Procedures Act (CIPA) to: (1) allow interlocutory appeals from any order for access to classified information (currently, appeals lie only from orders entered under CIPA); (2) require courts to grant certain ex parte government requests for CIPA protective orders; and (3) restrict access to classified information obtained from nondocumentary sources. Amends the federal criminal code to: (1) prohibit hoaxes relating to terrorist offenses; (2) increase penalties for hoaxes about the death, injury, or capture of a member of the Armed Forces (U.S.); (3) include threats against a corporation or governmental entity in the crime of mailing threatening communications; (4) modify provisions relating to terrorist murders, kidnappings, and assaults; (5) impose criminal penalties for terrorist offenses resulting in death; (6) authorize the death penalty for certain terrorist crimes; and (7) increase penalties for false statements or obstruction of justice involving international or domestic terrorism. Amends the Foreign Intelligence Surveillance Act of 1978 (FISA) to make certain notification requirements under such Act inapplicable to individuals seeking immigration benefits.

Court and Law Enforcement Officers Protection Act of 2006 - Amends the federal criminal code to: (1) impose mandatory minimum terms of imprisonment for homicide, manslaughter, and kidnapping crimes against federal judges and law enforcement officers; (2) allow federal judges, U.S. attorneys, and Justice Department employees to carry firearms; (3) increase penalties for assaults against U.S. employees and officers and impose mandatory minimum terms of imprisonment for assaults against federal judges or law enforcement officers; and (4) impose mandatory minimum penalties for retaliating against a federal judge or law enforcement officer on account of the performance of official duties by murdering, kidnapping, assaulting, or threatening a family member. Places limits on the award of civil damages and attorney's fees against judicial officers for injuries incurred by an individual during the commission of a felony or crime of violence. Police Officer Daniel Faulkner Act of 2006 - Amends the federal judicial code to place limits on habeas corpus petitions for review of a state conviction for the murder of a public safety officer or judge engaged in the performance of official duties.
