Amends the Harmonized Tariff Schedule of the United States to provide that certain high-density fiberboard shall include laminate boards or panels bonded in whole or in part, or impregnated, with melamine or other synthetic resins. Applies this Act retroactively to certain entries or withdrawals from warehouse for consumption of such goods and liquidation or reliquidation of any duty owed.

Expresses the sense of the Senate that: (1) the United States deplores the past and continuing violation of the human rights and religious freedoms of minority populations in Arab and Muslim countries throughout the Middle East, North Africa, and the Persian Gulf; and (2) with respect to Jews, Christians, and other displaced populations from countries in the region any comprehensive Middle East peace agreement must resolve all outstanding issues, including the legitimate rights of all Middle East refugees. Urges the President to instruct the U.S. Representative to the United Nations and all U.S. representatives in bilateral and multilateral fora that, when the United States considers resolutions that refer to Middle East refugees, the U.S. delegation should ensure that: (1) relevant text refers to multiple refugee populations that have been caused by the Arab-Israeli conflict; and (2) any explicit reference to the resolution of the Palestinian refugee issue is matched by a similar reference to the resolution of the issue of Jewish, Christian, and other refugees from Arab countries. Urges the President to make clear that the United States supports the position that, as an integral part of any comprehensive peace, the issue of refugees and the mass violations of human rights of minorities in Arab and Muslim countries throughout the Middle East, North Africa, and the Persian Gulf must be resolved in a manner that includes: (1) consideration of the legitimate rights of all refugees displaced from Arab countries; and (2) recognition of the losses incurred by Jews, Christians, and other minority groups as a result of the Arab-Israeli conflict.

Rural Health Services Preservation Act of 2006 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act to require Medicare Advantage organizations to provide for a payment rate for critical access hospital services and rural health clinic services that is: (1) at least the applicable payment rate established under Medicare part A (Hospital Insurance) or part B (Supplementary Medical Insurance) for such services; or (2) 103% of the otherwise applicable payment rate, if the critical access hospital or the rural health clinic determines appropriate.

Andijan Accountability Act of 2006 - Expresses the sense of Congress that the government of Uzbekistan's repressive policies undermine U.S. efforts to promote stability and combat terrorism and extremism in Central Asia, and that the United States has a strong interest in promoting democracy, human rights, and the rule of law in Uzbekistan. Directs the President to provide the appropriate congressional committees with a list of officials of the government of Uzbekistan, including any current or former officials of the security services and judicial institutions, who played a substantial role in the repression of peaceful political dissent, and a list of any other Uzbek individuals who provide substantial economic and political support for the present Uzbekistan leadership. Imposes the following sanctions on such listed individuals and their immediate family members: (1) U.S. visa ineligibility; (2) prohibition on transfers of property or property interests in the United States or within the possession or control of a U.S. person; and (3) prohibition on financial transactions with a U.S. person. Authorizes the President to terminate sanctions if the Secretary of State certifies to the appropriate congressional committees that the government of Uzbekistan is fully cooperating with an independent international inquiry into the 2005 Andijan massacre.

Condemns the brutality of the Castro regime toward Martha Beatriz Roque, a 61-year-old woman in frail health. Demands that the Cuban regime allow the people of Cuba to exercise their fundamental human rights. Commends the courage and perseverance of Martha Beatriz Roque and all dissidents in Cuba. Calls on the Cuban regime to release the hundreds of political prisoners and to stop the intimidation of dissidents and their families. Calls for continued international support of pro-democracy leaders in Cuba.

Directs the Secretary of Veterans Affairs to: (1) establish not less than five centers to provide rehabilitation services to veterans with amputations or prosthetic devices; and (2) ensure that the centers' services do not duplicate the services provided by polytrauma centers of the Department of Veterans Affairs. Requires each center to be designated as an Amputation and Prosthetic Rehabilitation Center.

Small Public Housing Authorities Paperwork Reduction Act - Amends the United States Housing Act of 1937 to exempt a qualified public housing agency from the requirement to prepare an annual public agency plan if the agency: (1) administers 500 or fewer public housing dwelling units, or section 8 vouchers; and (2) is not designated as a troubled agency. Requires an agency to: (1) continue to make an annual civil rights certification and establish, and consult with, one or more resident advisory boards; and (2) conduct a public hearing to discuss changes to agency goals and policies and make the information available to the public at the agency's principal office.

Veterans' Choice of Representation Act of 2006 - Authorizes the Secretary of Veterans Affairs to prescribe: (1) qualifications and standards of conduct for agents and attorneys acting on behalf of veterans in claim proceedings before the Department of Veterans Affairs; and (2) restrictions on fees collected for such services. Provides additional bases for suspensions of agents or attorneys, including: (1) failure to conduct themselves with due regard for the non-adversarial nature of any proceeding; and (2) presenting frivolous claims, issues, or arguments. Repeals the current time period limitation for the hiring or paying of an agent or attorney. Revises the time period during which attorney fee agreements may be filed with the Board of Veterans' Appeals. Allows the Secretary to review such an agreement, and order a fee reduction if the Secretary finds the fee excessive or unreasonable.

Personal Philanthropy Account Act of 2006 - Amends the Internal Revenue Code to allow a tax deduction (whether or not the taxpayer itemizes deductions) for cash contributions to a personal philanthropy account. Defines "personal philanthropy account" as a tax-exempt trust created to make distributions for charitable purposes. Sets forth rules providing for default charitable distributions in the event of an account holder's death and minimum annual distribution requirements. Allows an exclusion from the gross income of an employee for contributions made by an employer to the employee's personal philanthropy account.

Disaster Recovery Personal Protection Act of 2006 - Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to prohibit any U.S. officer or employee, or person operating under color of federal law, under control of a federal official, or providing services to such person, while acting in support of relief from a major disaster or emergency, from: (1) seizing, or authorizing seizure of, any firearm the possession of which is not prohibited under federal or state law, other than for forfeiture in compliance with federal law or as evidence in a criminal investigation; (2) requiring registration of any firearm for which registration is not required by federal or state law; (3) prohibiting possession of any firearm in any place or by any person where such possession is not otherwise prohibited; or (4) prohibiting the carrying of a firearm by any person otherwise authorized to carry firearms, solely because such person is operating under the direction, control, or supervision of a federal agency in support of relief from a major disaster or emergency. Authorizes any individual aggrieved by a violation of this Act to seek relief by bringing an action for redress and by bringing a civil action in U.S. district court for return of a confiscated firearm.

Federal Funding Accountability and Transparency Act of 2006 - Directs the Office of Management and Budget (OMB) to ensure the existence and operation of a single updated searchable database website accessible by the public at no cost, that includes for each entity receiving federal funding: (1) the amount of federal funds received in each of the last 10 fiscal years; (2) an itemized breakdown of each transaction; (3) the entity's location and primary location of performance; and (4) a unique identifier for the entity and its parent entity.

Cooperative Proliferation Detection, Interdiction Assistance, and Conventional Threat Reduction Act of 2006 - Cooperative Proliferation Detection and Interdiction Assistance Act of 2006 - Authorizes the President to establish a program to provide proliferation detection and interdiction assistance to friendly foreign countries and requires that at least 25% of the amount made available for nonproliferation, anti-terrorism, demining and related programs and activities for FY2006 shall be made available to establish such program. Amends the Foreign Assistance Act of 1961 to authorize the President, in order to promote cooperation regarding the interdiction of weapons of mass destruction and related materials and delivery systems, to conclude agreements (including reciprocal maritime agreements) with other countries to prevent the transportation of such items to states and non-state actors of proliferation concern. Conventional Arms Disarmament Act of 2006 - Authorizes the Secretary of State to carry out an accelerated global program to secure or eliminate stocks of man-portable air defense systems (MANPADS), other conventional weapons, and tactical missile systems, as well as related equipment and facilities that pose a proliferation threat. Amends the Foreign Assistance Act of 1961 to authorize the President to establish a consolidated Nonproliferation, Anti-Terrorism, Demining, and Related Programs Account for the purpose of carrying out specified nonproliferation, anti-terrorism, demining, and related programs and activities.

Pharmacist Access and Recognition in Medicare (PhARM) Act of 2006 - Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to require prompt payment of clean claims to pharmacies by prescription drug plans and Medicare Advantage prescription drug plans. Defines prompt payment as within 14 days from submission for claims submitted electronically, and within 30 days for claims submitted otherwise. Requires payment of interest, also, if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Prohibits a Medicare prescription drug card issued by a prescription drug plan sponsor from displaying the name, brand, or trademark (co-branding) of any pharmacy. Revises requirements for a covered medication therapy management program, allowing it to be furnished by a health care provider, other than a pharmacist, with advanced training in medication management. Requires the Secretary of Health and Human Services to specify: (1) the population of part D eligible individuals appropriate for services under a medication therapy management program, based on certain characteristics; and (2) a minimum defined package of medication therapy management services that shall be provided to each enrollee. Revises requirements for pharmacy fees. Directs the Secretary to establish: (1) a two-year demonstration program to examine the impact of medication therapy management furnished by a pharmacist in a community-based or ambulatory-based setting on quality of care, spending, and patient health; and (2) a Best Practices Commission to develop a best practices model for medication therapy management.

Honors the National Association of State Veterans Homes and the 119 state veterans homes providing long-term care to veterans. Commends all individuals who work in, or on behalf of, state veterans homes for their contributions in caring for elderly and disabled veterans. Recognizes the importance of the partnership between the states and the Department of Veterans Affairs in providing long-term care to veterans. Affirms the support of Congress for continuation of the state homes program to address the known and anticipated needs of veterans for institutional long-term care services.

Dignity for Military Funerals Act of 2006 - Prohibits states or local governments from issuing permits for picketing during the funeral of a member or former member of the Armed Forces. Amends the federal criminal code to prohibit persons from picketing at the funeral of a member or former member of the Armed Forces. Imposes a fine and/or imprisonment of up to five years. Defines "picketing" as protest activities within 300 feet of a cemetery, mortuary, or church from one hour before to one hour after a funeral of a member of the Armed Forces.

Veterans Employment and Training Act of 2006 - Permits accelerated payments of educational assistance under the Montgomery GI Bill to an individual enrolled in an approved program of education that either: (1) leads to employment in a high technology occupation in a high technology industry; or (2) lasts less than two years and leads to employment in a sector of the economy that is projected to experience a substantial increase in the number of jobs, positively affect the growth of another sector of the economy, or consists of existing or emerging businesses that are being transformed by technology and innovation and require new skills for workers. Includes as an authorized program for purposes of such assistance a program of education pursued at a tribally controlled college or university as defined under the Tribally Controlled College or University Assistance Act of 1978.

Conquer Childhood Cancer Act of 2006 - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH), acting through the National Cancer Institute, to establish special programs of research excellence in the area of pediatric cancers. Requires the Secretary of Health and Human Services to develop a grant mechanism for the establishment of Research Fellowships in Pediatric Cancer to support adequate numbers of pediatric focused clinical and translational investigators. Requires the Director to award a grant for the operation of a population-based national childhood cancer database, the Childhood Cancer Research Network. Requires the Secretary to award grants to recognized childhood cancer professional and advocacy organizations to raise public awareness of currently available information, treatment, and research with intent to ensure access to best available therapies for pediatric cancers.

National Innovation Act--Commerce Provisions - Directs the President to establish the: (1) President's Council on Innovation; and (2) Innovation Acceleration Grants Program to support and promote innovation in the United States. Requires the National Science Foundation (NSF) to: (1) submit a multiyear plan that describes how the funds authorized by this Act for doubling research funding shall be used; (2) study how the federal government should support the new discipline of service science; (3) expand the Graduate Research Fellowship Program and the Integrative Graduate Education and Research Traineeship Program; (4) establish a clearinghouse for sharing program elements used in successful professional science master's degree programs; (5) award grants for pilot programs to four-year institutions of higher education to facilitate the creation or improvement of such programs; and (6) award grants to local educational agencies to enable implementation of innovation-based experiential learning. Requires the Office of Science and Technology Policy to submit recommendations for an increase in funding for research and development in physical sciences and engineering. Requires the Department of Commerce to: (1) review federal programs that support local economic development and implement a strategy to fund initiatives that improve the ability of communities to participate successfully in the modern economy through innovation; (2) promote economic development opportunities for serving local communities as specified; and (3) coordinate activities focused on promoting innovation through development of regional innovation hot spots. Requires the National Institute of Standards and Technology to support research and development for advanced manufacturing systems designed to increase productivity and efficiency and to create competitive advantages for U.S. businesses. Requires the Director of the NSF to conduct a study regarding how the federal government should support, through research, education, and training, the new discipline of service science.

Protecting Consumer Phone Records Act - Makes it unlawful for a person to: (1) acquire or use an individual's customer proprietary network information (CPNI) without written consent; (2) misrepresent that another person has consented to the acquisition of CPNI in order to obtain such information; (3) obtain unauthorized access to data processing systems or records in order to obtain such information; (4) sell, or offer to sell, CPNI; or (5) request that another person obtain CPNI from a telecommunications carrier or IP (Internet Protocol)-enabled voice service provider, knowing that the other person will obtain such information in an unlawful manner. Provides: (1) exceptions; and (2) civil and criminal penalties for violations. Requires enforcement of the requirements of this Act by the Federal Trade Commission (FTC), the Federal Communications Commission (FCC), and the states. Preempts contrary state law. Directs the FTC and FCC to jointly establish and implement a media and distribution campaign to teach the public about the protection afforded CPNI under this Act, the Federal Trade Commission Act, and the Communications Act of 1934.

Legislative Line Item Veto Act of 2006 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose the rescission of any dollar amount of discretionary budget authority or the rescission, in whole or in part, of any item of direct spending. Sets forth requirements for the President's transmittal to Congress of a special message regarding a proposed rescission. Requires any rescinded budget authority or items of direct spending to be dedicated only to deficit reduction, and not to be used as an offset for other spending increases. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (3) applicable limits, as appropriate, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Sets forth procedures for expedited congressional consideration of a proposed rescission.

Palestinian Anti-Terrorism Act of 2006 - States that it shall be U.S. policy to: (1) support a peaceful, two-state solution to the conflict between Israel and the Palestinians in accordance with the Performance-Based Roadmap to a Permanent Two-State Solution to the Israeli-Palestinian Conflict (Roadmap), and oppose those organizations, individuals, and countries that support terrorism and violently reject such two-state solution; (2) promote democracy and the cessation of terrorism and incitement in institutions and territories controlled by the Palestinian Authority (PA); and (3) urge members of the international community to avoid contact with and refrain from financially supporting the terrorist organization Hamas until it agrees to recognize Israel, renounce violence, disarm, and accept prior agreements, including the Roadmap. Amends the the Foreign Assistance Act of 1961 to provide assistance under such Act to the PA only during a period for which a presidential certification has determined that: (1) no PA ministry, agency, or instrumentality is controlled by Hamas unless Hamas has publicly acknowledged Israel's right to exist as a Jewish state and is adhering to all previous agreements and understandings with the United States, Israel, and the international community, including agreements and understandings pursuant to the Roadmap; and (2) the PA has made demonstrable progress toward purging from its security services individuals with ties to terrorism, dismantling all terrorist infrastructure and cooperating with Israel's security services, halting anti-American and anti-Israel incitement, and ensuring democracy and financial transparency. Directs the President to make and transmit such certifications to Congress every six months. Provides for, and sets forth the conditions under which, the President may waive such limitations for national security reasons. Prohibits during a period in which a certification is is not in effect (period) with respect to the PA: (1) assistance under this Act to nongovernmental organizations for the West Bank and Gaza (exempts assistance for basic human needs, promotion of democracy, or for national security interests from such limitation); and (2) establishment of an office, headquarters, premises, or other facilities within U.S. jurisdiction at the direction of, or with funds provided by, the PA (with a national security waiver). Expresses the sense of Congress that during any such period the territory controlled by the PA should be deemed to be in use as a terrorist sanctuary for purposes of the Export Administration Act of 1979, and of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989. States that during any such period: (1) a visa should not be issued to any alien who is an official of, affiliated with, or serving as a PA representative, other than the President of the PA and his or her personal representatives, provided that the President of the PA and such personal representatives are not affiliated with Hamas or any other foreign terrorist organization; (2) the President should restrict the travel of PA and Palestine Liberation Organization (PLO) officials and representatives, other than the President of the PA and his or her personal representatives, provided that the President of the PA and such personal representatives are not affiliated with Hamas or any other foreign terrorist organization, who are stationed at the United Nations in New York City to a 25-mile radius of the U.N. headquarters building; and (3) the President should direct the executive director at each international financial institution to use U.S. influence to prohibit assistance to the PA (exempts assistance for basic human needs and promotion of democracy from such limitation). Prohibits funds for the State Department from being used by any U.S. officer or employee to negotiate with members or official representatives of Hamas, Palestinian Islamic Jihad, the Popular Front for the Liberation of Palestine, al-Aqsa Martyrs Brigade, or any other Palestinian terrorist organization (except in emergency or humanitarian situations) until such organization: (1) recognizes Israel's right to exist; (2) renounces terrorism; (3) dismantles the terrorist infrastructure; and (4) recognizes all previous agreements and understandings between Israel and the PA.

Community Cancer Care Preservation Act of 2006 - Amends title XVIII (Medicare) of the Social Security Act to subject to quarterly reconciliation any payments to physicians for drugs or biologicals made according to average sales price payment methodology in order to assure that they do not exceed or fall short of the actual average sales price during any preceding period. Requires the Secretary of Health and Human Services to review all such payments in the preceding quarter and compare them to the verified average sales price reported by the manufacturer for such quarter. Removes prompt pay discounts from the calculation of the manufacturer's average sales price. Extends through December 31, 2006, the current demonstration project to identify and assess oncology services that positively affect cancer outcomes. Requires the Secretary to make an additional 2% drug administration services payment to physicians for overhead and related costs. Directs the Secretary to develop indicators for the evaluation of the quality of oncology services provided in the physician office setting. Requires the Director of the National Cancer Institute to develop a strategic plan to increase the number of cancer patients who enroll in clinical trials.

Louis Braille Bicentennial--Braille Literacy Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue $1 coins emblematic of the life and legacy of Louis Braille, whose design: (1) on the obverse shall bear a representation of the image of Louis Braille; and (2) on the reverse shall emphasize Braille literacy and include the word for Braille in Braille code. Authorizes the Secretary to issue such coins only during 2009. Subjects all coin sales to a surcharge of $10 per coin. Requires all surcharges to be promptly paid by the Secretary to the the National Federation of the Blind to further its programs to promote Braille literacy.

Designates February 25, 2006, as National MPS Awareness Day (mucopolysaccharidosis is a genetically determined lysosomal storage disorder that renders the body incapable of producing certain enzymes needed to break down complex carbohydrates).

Prohibits, effective October 1, 2006: (1) rent charges established by the Administrator of General Services for accommodations provided to the judicial branch from exceeding the actual costs of operating and maintaining such accommodations by the General Services Administration (GSA); and (2) any amounts for shell rent, capital costs, real estate taxes (except for taxes paid by the Administrator to lessors), or administrative fees from being included in such rent charges. Requires the judicial branch's repayment to the Administrator of the cost of repair and alteration projects performed by GSA on judicial branch accommodations after October 1, 2006, to be recovered over time in a manner agreed upon by the Director of the Administrative Office of the United States Courts and the Administrator.

Amends the Internal Revenue Code to: (1) increase the expensing allowance for depreciable business property from $100,000 to $200,000; (2) make such allowance permanent; (3) increase to $800,000 the asset cost threshold for calculating reductions in such allowance; (4) allow an annual inflation adjustment to the expensing allowance and the threshold amount after 2007; and (5) allow a taxpayer to revoke an election to expense such business property without the prior consent of the Secretary of the Treasury.

Amends the Tennessee Valley Authority Act of 1933 to require an increase in membership from nine to 13 on the Board of Directors of the Tennessee Valley Authority (TVA). Revises the current requirement that at least seven Board members be legal residents of the TVA service area. Requires, instead, that at least one member be a legal resident of each state in the TVA service area.

Borlaug Act of 2006 - Authorizes The President Pro Tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the presentation, on behalf of Congress, of a gold medal of appropriate design, to Dr. Norman E. Borlaug, in recognition of his enduring contributions to the United States and the world.

Urges: (1) the Sudan government to continue to prosecute Lord's Resistance Army (LRA) terrorists and aid Uganda in ending the conflict there; (2) Uganda to use all available resources to end LRA atrocities and bring its members to justice; (3) the United States and the international community to recognize the atrocities and provide necessary humanitarian assistance; and (4) designation of February 2-February 9, 2006, as a National Week of Prayer and Reflection for the people of Northern Uganda.
