Access to Contraception for Servicemembers and Dependents Act of 2019 This bill addresses the access of military personnel and dependents to contraception and family planning information. The bill revises coverage of women's health services under the TRICARE program to (1) prohibit the imposition of cost-sharing for care related to the prevention of pregnancy, whether provided through a facility of the uniformed services, the TRICARE retail pharmacy program, or the national mail-order pharmacy program; and (2) include all methods of contraception approved by the Food and Drug Administration, contraceptive care, sterilization procedures, and patient education and counseling. The Department of Defense (DOD) must furnish to sexual assault survivors at military medical facilities clear and comprehensible information about all methods of approved emergency contraception, notification of the survivor's right to confidentiality, and, upon request, emergency contraception or a prescription for emergency contraception. DOD shall also establish a uniform standard curriculum for use in programs of family planning education during the first year of a member's service, when a member is in training to assume command, and when an enlisted member becomes a senior enlisted member.

Immigrant Veterans Eligibility Tracking System Act or the I-VETS Act This bill requires the Department of Homeland Security (DHS) to identify aliens who are serving or have served in the Armed Forces, when such an alien applies for an immigration benefit or is placed in an immigration enforcement proceeding. Such information shall be reflected in DHS records, and shall not be used to remove an alien from the United States.

Prevention of Unconstitutional War with Iran Act of 2019 This bill prohibits funds from being used for kinetic military operations against Iran unless Congress authorizes such an action, with various exceptions such as in response to an imminent threat. ("Kinetic military operations" typically refers to active military actions, in contrast to latent operations or cyberwarfare.)

Revitalizing Underdeveloped Rural Areas and Lands (RURAL) Act This bill modifies the definition of income used to determine the tax-exempt status of a mutual or cooperative telephone or electric company to exclude certain government grants, contributions, and assistance. Specifically, the bill excludes from income (1) grants, contributions, and assistance provided under the Robert T. Stafford Disaster Relief and Emergency Assistance Act or by local, state, or regional governmental entities for disasters or emergencies; and (2) certain grants or contributions provided by a government entity for electric, communications, broadband, internet, or other utility facilities or services.

Strengthening the Tenth Amendment Through Entrusting States Act or the STATES Act This bill eliminates regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act for certain marijuana-related activities that comply with state or tribal law. The bill also requires the Government Accountability Office to study and report on the effects of marijuana legalization on traffic safety.

Tax Fairness for Workers Act This bill allows an above-the-line tax deduction for union dues and expenses. (An above-the-line deduction is subtracted from gross income and is available whether or not a taxpayer itemizes other deductions.) The bill also reinstates the miscellaneous itemized tax deduction for unreimbursed expenses attributable to the performance of services as an employee. (Under current law, all miscellaneous itemized deductions are suspended through 2025.)

Supporting and Treating Officers In Crisis Act of 2019 This bill reauthorizes for FY2020-FY2024 and revises Department of Justice grants to provide family support services to law enforcement personnel. Among other changes, the bill allows grants to support additional services such as suicide prevention and mental health programs.

Prevent All Soring Tactics Act of 2019 or the PAST Act This bill addresses the practice of soring horses. The soring of horses includes various actions taken on horses' limbs to produce higher gaits that may cause pain, distress, inflammation, or lameness. Specifically, the bill expands soring regulation and enforcement at horse shows, exhibitions, sales, and auctions, including by establishing a new system for inspecting horses for soring. In addition, the bill increases penalties for violations.

Affordable Loans for Any Student Act This bill addresses repayment options, loan disclosures, and loan counseling for student loans. The bill revises requirements concerning repayment options for student loan borrowers. For instance, the bill terminates interest capitalization and origination fees for Federal Direct Loans, provides assistance to low-income borrowers or borrowers who are delinquent on loan payments, and replaces the existing income-based repayment plans with two new plans. Under the new plans, borrowers may choose (1) a fixed repayment plan with equal monthly payments paid over a period of 10 years, or (2) an income-based repayment plan with monthly payments equal to 10% percent of their income above the poverty level. The income-based plan is capped at 20 years of payments. The bill also revises requirements concerning student loan disclosures and student loan counseling for borrowers. For instance, the bill requires the Department of Education to maintain online counseling tools that provide borrowers with annual and exit student loan counseling.

Not Invisible Act of 2019 This bill increases the coordination of efforts to reduce violent crime within Indian lands and against Indians. Specifically, the Department of the Interior must designate an official within the Bureau of Indian Affairs to coordinate prevention efforts, grants, and programs related to missing Indians and the murder and human trafficking of Indians. In addition, Interior and the Department of Justice (DOJ) must (1) establish an advisory committee on violent crime within Indian lands and against Indians, and (2) submit a written response to the recommendations developed by the advisory committee. The advisory committee must make recommendations to Interior and DOJ on actions to combat violent crime against Indians and within Indian lands, including strategies for identifying, reporting, and responding to instances of missing persons, murder, and human trafficking; and develop best practices for tribes and law enforcement officials in close proximity to Indian lands to follow, including practices to address any gaps in services for Indian victims.

Electric Credit Access Ready at Sale Act of 2019 or the Electric CARS Act of 2019 This bill modifies and extends several tax credits related to electric cars. The bill extends the tax credit for new qualified plug-in electric drive motor vehicles through 2029. In addition, the bill modifies the credit to remove the limitation on the number of vehicles per manufacturer that are eligible for the credit, allow a taxpayer to assign the credit to a financing entity, and allow an unused credit to be carried forward for five years. The bill also extends through 2029 the tax credits for (1) alternative fuel vehicle refueling property, and (2) alternative motor vehicles.

Women's Retirement Protection Act This bill modifies the requirements for pension plans under the Employee Retirement Income Security Act of 1974 (ERISA) to (1) extend spousal consent requirements that currently apply to defined benefit pension plans to defined contribution pension plans, and (2) allow certain long-term part-time workers to participate in pension plans that include either a qualified cash or deferred arrangement or a salary reduction agreement. Financial product or service providers who sell retirement financial products or services must provide purchasers of their products or services an easily accessible link to the website of the Consumer Financial Protection Bureau to obtain information relating to retirement planning or later life economic security. The Women's Bureau of the Department of Labor shall award grants to certain community-based organizations to (1) improve the financial literacy of women who are working age or in retirement, and (2) assist low-income women and survivors of domestic violence in obtaining qualified domestic relations orders and the benefits they are entitled to through the orders.

Marketplace Certainty Act This bill expands eligibility for additional cost-sharing reductions that apply to certain enrollees of qualified health plans. Specifically, it increases the income thresholds under which plan holders receive such cost-sharing reductions and increases the percentage of the shared costs paid by the plan at each income threshold.

Improving Health Insurance Affordability Act of 2019 This bill expands taxpayer eligibility for the refundable tax credit for the cost of health care insurance and increases the size of the tax credit for all income brackets.

Smithsonian American Women's History Museum Act This bill establishes in the Smithsonian Institution a comprehensive women's history museum. Such museum shall be named by the Board of Regents of the Smithsonian Institution. The bill establishes a council that, among other things, shall make recommendations to the board on the planning, design, and construction of the museum. The board shall designate a site for the museum, with priority given to a site that is on or near the National Mall.

For the People Act of 2019 This bill addresses voter access, election integrity, election security, political spending, and ethics for the three branches of government. Specifically, the bill expands voter registration and voting access, and limits removing voters from voter rolls. The bill provides for states to establish independent, nonpartisan redistricting commissions. The bill also sets forth provisions related to election security, including sharing intelligence information with state election officials, protecting the security of the voter rolls, supporting states in securing their election systems, developing a national strategy to protect the security and integrity of U.S. democratic institutions, establishing in the legislative branch the National Commission to Protect United States Democratic Institutions, and other provisions to improve the cybersecurity of election systems. This bill addresses campaign spending, including by expanding the ban on foreign nationals contributing to or spending on elections; expanding disclosure rules pertaining to organizations spending money during elections, campaign advertisements, and online platforms; and revising disclaimer requirements for political advertising. This bill establishes an alternative campaign funding system for Senate elections. The system involves federal matching of small contributions for qualified candidates. This bill sets forth provisions related to ethics in all three branches of government. Specifically, the bill requires a code of ethics for federal judges and justices, prohibits Senators from serving on the board of a for-profit entity, expands enforcement of regulations governing foreign agents, and establishes additional conflict-of-interest and ethics provisions for federal employees and the White House. The bill also requires candidates for President and Vice President to submit 10 years of tax returns.

Strengthening American Transportation Security Act of 2019 This bill expresses the sense of Congress that the personnel system used by the Transportation Security Administration (TSA) provides insufficient workplace protections for its workforce and such personnel should be entitled to protections under the civil service system applicable to all federal employees. Among other things, the bill eliminates personnel authorities of the Department of Homeland Security (DHS) and the Department of Transportation governing the conditions of employment for TSA employees, thus making TSA employees subject to the personnel management system applicable to other federal employees; sets forth transition rules that protect the pay rates and other rights of TSA employees; requires DHS to consult with the labor organization certified by the Federal Labor Relations Authority to carry out the conversion of such positions; and does not affect the prohibitions against disloyalty and asserting the right to strike against the federal government.

Public Buildings Renewal Act of 201 9 This bill allows tax-exempt financing of certain government-owned buildings by expanding the definition of "exempt facility bond" to include bonds used for qualified government buildings. A qualified government building is a government-owned building or facility that consists of one or more of the following an elementary or secondary school; a facility of a state college or university used for educational purposes; a public library; a court; a hospital or health care facility; a laboratory or research facility used by a governmental unit; a public safety facility; or an office for government employees. The bill excludes buildings or facilities that include specified recreational equipment or are used for the primary purpose of providing retail food and beverage services, recreation, or entertainment. The bill establishes (1) a $5 billion limit on the amount of tax-exempt financing which may be provided for government buildings, and (2) procedures for allocating and applying for the financing. The bill exempts the bonds for government buildings from the volume cap on private activity bonds.

Child and Dependent Care Tax Credit Enhancement Act of 201 9 This bill modifies the tax credit for employment-related expenses incurred for the care of a taxpayer's dependent to (1) increase to $120,000, the adjusted gross income threshold level above which the credit is incrementally reduced; (2) increase the dollar limits on the allowable amount of the credit; (3) specify rules for married couples filing separate returns; (4) allow an inflation adjustment to the adjusted gross income threshold and the maximum credit amounts, beginning after 2020; and (5) make the credit refundable.

Eliminate From Regulators Opportunities to Nationalize The Internet in Every Respect Act or the E-FRONTIER Act This bill constrains the President and executive agencies from constructing, operating, or offering wholesale or retail service on a broadband network unless given authority to do so by Congress. The Government Accountability Office must study and report on potential threats facing U.S. broadband networks from China, Iran, Russia, and other foreign adversaries and the risks of using foreign equipment and services in U.S. broadband networks.

Domestic Terrorism Prevention Act of 2019 This bill authorizes domestic terrorism offices in the Department of Homeland Security (DHS), the Department of Justice (DOJ), and the Federal Bureau of Investigation (FBI) and requires specified steps to prevent and report on domestic terrorism. The bill also authorizes a Domestic Terrorism Executive Committee, which shall coordinate with key public safety officials to promote information sharing and ensure an effective joint effort to combat domestic terrorism. The joint terrorism task forces of the FBI and state, local, and regional fusion centers shall each, in coordination with the committee and such offices (1) share intelligence to address domestic terrorism activities; (2) conduct an annual, intelligence-based assessment of domestic terrorism activities in their jurisdictions; and (3) formulate and execute a plan to address and combat such activities. DOJ, the FBI, DHS, and the Department of Defense shall establish an interagency task force to combat white supremacist and neo-Nazi infiltration of the uniformed services.

Rosie the Riveter Congressional Gold Medal Act of 2019 This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to Rosie the Riveter (i.e., any female individual who held employment or volunteered in support of the war efforts during World War II), in recognition of their contributions to the United States and the inspiration they have provided to ensuing generations. The medal shall be displayed at the National Museum of American History, which is urged to make the medal available for display at other locations associated with Rosie the Riveter.

Shark Fin Sales Elimination Act of 2019 This bill makes it illegal to possess, buy, sell, or transport shark fins or any product containing shark fins, except for certain dogfish fins. A person may possess a shark fin that was lawfully taken consistent with a license or permit under certain circumstances. Penalties are imposed for violations under the Magnuson-Stevens Fishery Conservation and Management Act. The maximum civil penalty for each violation shall be $100,000, or the fair market value of the shark fins involved, whichever is greater.

Improving HOPE for Alzheimer's This bill requires the Centers for Medicare & Medicaid Services (CMS) to conduct outreach to health care practitioners regarding comprehensive care planning services that are available under Medicare for individuals with Alzheimer's disease and related dementias. The CMS must report on its outreach efforts, as well as on the number of beneficiaries receiving such services and any barriers to access.

Safe Environment from Countries Under Repression and Emergency Act or the SECURE Act This bill allows qualified nationals of a country that has or had a temporary protected status designation to obtain permanent resident status. Such an alien qualifies for permanent residence if the alien had temporary protected status, qualified for such status on certain dates, or was present in the United States due to having been granted deferred enforced departure status that extended past a certain date; has been continuously present in the United States for three years before applying for adjustment or before being removed after a certain date; is not inadmissible or deportable for certain reasons; and passes applicable background checks. The continuous presence requirement may be waived in certain instances. A spouse, domestic partner, child, or unmarried child of a qualifying alien may also obtain permanent resident status under the bill upon meeting certain requirements. An alien with a pending application shall receive work authorization and be eligible for travel authorization. An alien may not be removed if the alien (1) has a pending application, or (2) is prima facie eligible for permanent resident status under this bill and intends to apply. Information from applications may not be used or shared for immigration enforcement, with limited exceptions such as for identifying fraudulent claims. The Department of Homeland Security must report to Congress when terminating a country's temporary protected status designation with an explanation justifying the termination.

Taiwan Assurance Act of 2019 This bill directs the President to review the Department of State's guidance on diplomatic practice with Taiwan and to reissue such guidance to the relevant executive branch departments and agencies. It also directs the President to report to Congress on the results of the review and on the implementation of the Taiwan Travel Act, which states that it is U.S. policy to allow and encourage engagement between U.S. and Taiwanese officials. The Department of Defense shall make efforts to include Taiwanese forces in bilateral and multilateral military exercises to bolster Taiwan's defense capabilities. The bill states that Taiwan is an important part of U.S. strategy in the region and urges the United States to conduct regular transfers of defense articles to enhance Taiwan's self-defense capabilities.

Dream Act of 2019 This bill directs the Department of Homeland Security (DHS) to cancel removal and grant lawful permanent resident status on a conditional basis to an alien who is inadmissible or deportable or is in temporary protected status who (1) has been continuously physically present in the United States for four years preceding this bill's enactment; (2) was younger than 18 years of age on the initial date of U.S. entry; (3) is not inadmissible on various grounds such as those related to crime or security; and (4) has fulfilled specified educational requirements. DHS shall cancel the removal of, and adjust to the status of an alien lawfully admitted for permanent residence on a conditional basis, an alien who was granted Deferred Action for Childhood Arrivals (DACA) status unless the alien has engaged in conduct that would make the alien ineligible for DACA. DHS shall remove the conditional basis of the permanent resident status granted under this bill if the alien meets various requirements, such as (1) maintaining residence in the United States, and (2) acquiring a degree from an institution of higher education or serving in the Uniformed Services. DHS may not disclose or use information provided in applications filed under this bill or in DACA requests for immigration enforcement purposes. The bill repeals a restriction barring states from providing higher education benefits to undocumented aliens unless those benefits are available to all U.S. citizens.

International Human Rights Defense Act of 2019 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTI (lesbian, gay, bisexual, transgender, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTI people and represent the United States in diplomatic matters relevant to the human rights of LGBTI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTI people. The bill also requires that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.

Transit Infrastructure Vehicle Security Act This bill prohibits the awarding of a contract to an entity for the procurement of rolling stock for use in public transportation if the manufacturer of the rolling stock is (1) incorporated or has manufacturing facilities in the United States; and (2) is owed or controlled by an entity based in a country that is identified as a nonmarket economy country, was identified by the Office of the U.S. Trade Representative (USTR) as a priority foreign country (e.g., a country that does not protect intellectual property rights), and is subject to monitoring by the USTR. This includes the People's Republic of China. Any recipient of financial assistance for public transportation that operates a rail fixed guideway service must certify that it will not award any contract for the procurement of rail rolling stock for use in public transportation to a manufacturer of rolling stock that is described by this bill. A recipient that operates a rail fixed guideway public transportation system must certify that it has a written plan for identifying and reducing cybersecurity risks.

Debbie Smith Act of 2019 This bill reauthorizes grants that support state and local efforts to process DNA evidence in rape kits. Specifically, it reauthorizes through FY2024 the following: grants under the Debbie Smith DNA Backlog Grant Program; grants to provide DNA training and education for law enforcement personnel, corrections personnel, and court officers; and grants under the Sexual Assault Forensic Exam Program.

Anti-Semitism Awareness Act of 2019 This bill concerns the review by the Department of Education (ED) of certain alleged violations of title VI of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving federal financial assistance. For alleged violations based on an individual's actual or perceived shared Jewish ancestry or Jewish ethnic characteristics, ED must consider the definition of anti-Semitism as part of its assessment of whether a practice was motivated by anti-Semitic intent. For purposes of this bill, the definition of anti-Semitism includes the definition set forth by the International Holocaust Remembrance Alliance on May 26, 2016.

Healthy Families Act This bill provides for paid and unpaid sick leave for employees to meet their own medical needs and those of their families. It requires employers with 15 or more employees to provide their employees with at least one hour of earned paid sick leave for every 30 hours worked, up to a maximum of 56 hours of paid sick leave in a year. An employer with fewer than 15 employees may also provide the same amount of paid sick leave, but may opt out of such requirement, in which case such employer must provide its employees at least 56 hours of unpaid leave in a year. An employee may use sick leave for absences (1) resulting from a physical or mental illness, injury or medical condition; (2) resulting from obtaining professional medical diagnosis or care, or preventive medical care; (3) to care for a child, parent, spouse, a domestic partner, or other blood or close relative; and (4) resulting from domestic violence, sexual assault, or stalking. The bill makes it unlawful for any employer to interfere with, restrain, or deny the exercise of an employee's right to accrue sick leave as provided by this bill. An employee may take legal action to enforce the right to sick leave granted by this bill and the Department of Labor must investigate complaints of violations of the requirements of this bill. Labor is authorized to conduct a public awareness campaign to educate and inform the public of the requirements for paid sick leave provided by this bill.

Excellence in Mental Health and Addiction Treatment Expansion Act This bill increases the number of states that may participate in two-year Medicaid demonstration programs that improve access to community mental health services. It also extends the two-year term for existing state demonstration programs by two years.

Restoring Investment in Improvements Act This bill confirms that the applicable recovery period for qualified improvement property (nonresidential real estate) for depreciation purposes is 15 years under the modified accelerated cost recovery system (MACRS) and 20 years under the alternative depreciation system (ADS).

This bill allows certain payment information relating to covered drugs under the Medicare prescription drug benefit and Medicaid to be disclosed to additional entities. Specifically, certain subsidy and rebate information, as reported by prescription drug plan sponsors and drug manufacturers, may be disclosed to the Medicare Payment Advisory Commission and the Medicaid and Children's Health Insurance Program (CHIP) Payment and Access Commission, in accordance with specified confidentiality restrictions.

Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019 This bill makes various updates related to Department of Veterans Affairs (VA) transition assistance, mental health care, and telehealth care. First, the bill expands the VA's transition assistance efforts, including by expanding eligibility for VA hospital care and medical services to recently discharged or released veterans during the one-year period following their discharge or release from active service. Next, the bill requires the VA to make grants and take specific actions towards preventing veteran suicide. The bill requires the VA to conduct various studies, implement temporary programs, and issue updated guidelines related to the causes, diagnoses, and treatment of veterans' mental health issues. The VA must conduct a study and establish measurable goals related to the effectiveness of its suicide prevention and mental health outreach materials and campaigns. The bill requires the Government Accountability Office to review and report on several of the VA's efforts, including the effort to integrate mental health care into VA primary care clinics. The bill makes several changes related to the VA's mental health workforce, including expanding direct hiring authority. Among other requirements, the VA must implement the Department of Veterans Affairs Readjustment Counseling Service Scholarship Program and must address staffing shortages of psychiatrists and psychologists. Finally, the bill requires the VA to award grants to entities for the expansion of telehealth capabilities and provision of telehealth services to veterans. Additionally, the VA must assess current telehealth security protocols used by other entities and implement a standardized telehealth security protocol at VA facilities.

Equality Act This bill prohibits discrimination based on sex, sexual orientation, and gender identity in areas including public accommodations and facilities, education, federal funding, employment, housing, credit, and the jury system. Specifically, the bill defines and includes sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation. The bill expands the definition of public accommodations to include places or establishments that provide (1) exhibitions, recreation, exercise, amusement, gatherings, or displays; (2) goods, services, or programs; and (3) transportation services. The bill allows the Department of Justice to intervene in equal protection actions in federal court on account of sexual orientation or gender identity. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity.

Scientific Integrity Act This bill revises provisions regarding the release of scientific research results by federal agencies. The bill prohibits specified federal employees and contractors of an agency that funds, conducts, or oversees scientific research from engaging in scientific or research misconduct or manipulating communication of scientific or technical findings. A covered individual may disseminate scientific or technical findings by (1) participating in scientific conferences; and (2) seeking publication through peer-reviewed, professional, or scholarly journals. The bill specifies the kinds of scientific community activities covered individuals may participate and engage in, including the reviewing of public statements and responding to media interview requests. Each covered agency must develop, adopt, and enforce a scientific integrity policy and also must submit it to the Office of Science and Technology Policy (OSTP) and Congress; appoint a Scientific Integrity Officer; and adopt and implement an administrative process and administrative appeal for dispute resolution and a training program that, among other things, provides regular scientific integrity and ethics training to employees and contractors. OSTP must collate, organize, and publicly share all information it receives under each scientific integrity policy on its website.

Bank on Students Emergency Loan Refinancing Act This bill revises requirements concerning student loan debt. Specifically, the bill establishes a program that allows eligible individuals with federal or private student loans to refinance them down to the lower rates offered to new federal borrowers in the 2016-2017 school year under certain circumstances. In addition, the bill requires an individual taxpayer whose adjusted gross income exceeds $1 million to pay a minimum tax rate of 30% of the excess of the taxpayer's adjusted gross income over the taxpayer's modified charitable contribution deduction for the taxable year (commonly known as the tentative fair share tax).

Merrill's Marauders Congressional Gold Medal Act This bill directs Congress to award a Congressional Gold Medal to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma (Myanmar) during World War II. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be displayed and made available for research.

Equal Access to Abortion Coverage in Health Insurance (EACH Woman) Act of 2019 This bill requires coverage for abortion care through public health insurance programs, including Medicaid, Medicare, and the Children’s Health Insurance Program, as well as insurance plans for federal employees. Further, abortion care must be available at federal, and federally supported, health care facilities to individuals eligible for services at such facilities. Additionally, the bill prohibits federal, state, or local governments from restricting coverage for abortion care available through private health insurance plans.

New Markets Tax Credit Extension Act of 201 9 This bill makes the new markets tax credit permanent. It also modifies the credit to (1) provide for an inflation adjustment to the limitation amount for the credit after 2018, and (2) allow an offset against the alternative minimum tax for the credit (determined with respect to qualified equity investments initially made after 2018).
