Citizens' Protection in Federal Databases Act - Directs the Attorney General, the Secretaries of Defense, Homeland Security, and Treasury, and the Directors of Central Intelligence and the Federal Bureau of Investigation (FBI) to submit to specified congressional committees and make available to the public a written report detailing any use by the agency, or by any national security, intelligence, or law enforcement element under that agency's jurisdiction, of databases that were obtained from or remain under the control of a nonfederal entity, or that contain information that was acquired initially by another Federal agency for purposes other than national security, intelligence, or law enforcement. Prohibits the obligation or expenditure of funds by those agencies on the procurement of or access to any commercially available database unless that report has been submitted within 60 days. Sets forth report requirements, including information on contracts entered into for the use of, access to, or analysis of databases that were obtained from a nonfederal entity for specified purposes.. Prohibits any Government entity, officer, or employee from conducting a search or other analysis of a database for national security, intelligence, or law enforcement purposes based solely on a hypothetical scenario or supposition of who may commit a crime or pose a threat to national security.

Overtime Compensation Protection Act of 2003 - Amends the Fair Labor Standards Act of 1938 (FLSA) to prohibit the Secretary of Labor from promulgating any regulation that has the effect of exempting from FLSA overtime compensation requirements (which limit maximum hours at regular compensation) any employee who is not otherwise exempted under regulations in effect on the date of enactment of this Act. Provides that such prohibition does not bar the Secretary from reducing the number of employees who are exempt from such overtime compensation requirements.

Financial Literacy and Education Coordinating Act of 2003 - Directs the Secretary of the Treasury to establish within the Office of Financial Education of the Department of the Treasury, the Financial Literacy and Education Coordinating Committee to: (1) coordinate Federal financial literacy and education efforts; (2) develop and implement a national strategy to promote basic financial literacy and education among all Americans; (3) reduce overlap and duplication in Federal financial literacy and education activities; (4) identify the most effective types of public sector financial literacy programs and techniques, as measured by improved consumer decision making; and (5) coordinate and promote financial literacy efforts at the State and local level, including partnerships among Federal, State, and local governments, nonprofit organizations, and private enterprises.

Congressional Tribute to Celia Cruz Act - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to make appropriate arrangements for the posthumous presentation of a congressional gold medal in commemoration of Celia Cruz (a Cuban-born entertainer who became known as the "Queen of Salsa") in recognition of her contributions to music, Latino culture, and American society.

Expresses the sense of the Senate that: (1) the millions of innocent victims of the Soviet-engineered Ukraine Famine of 1932-33 should be solemnly remembered and honored on the 70th anniversary of the famine; (2) it condemns the callous disregard for human life, human rights, and manifestations of national identity that characterized the Stalinist policies that caused the Ukraine Famine; (3) it supports the efforts of the Government of Ukraine and the Verkhovna Rada (the Ukrainian parliament) to publicly acknowledge and call greater international attention to the Ukraine Famine; and (4) an independent, democratic Ukraine, in which respect for the dignity of human beings is the cornerstone, offers the best guarantee that atrocities such as the Ukraine Famine never beset the Ukrainian people again.

Expresses the sense of the Senate that: (1) the committee of conference between the Senate and House of Representatives on H.R. 1308 should agree to a conference report before the August recess; (2) any conference report on H.R. 1308 should contain the provisions in the Senate Amendment to H.R. 1308 concerning the refundability of the child tax credit; (3) any conference report on H.R. 1308 should contain the provisions in the Senate Amendment to H.R. 1308 concerning the availability of the child tax credit for military families; (4) any conference report on H.R. 1308 should contain the provisions in the Armed Forces Tax Fairness Act of 2003; and (5) any conference report on H.R. 1308 should contain provisions to fully offset its cost.

Relief for Working Families Tax Act of 2003 - Amends the Internal Revenue Code (the Code), with respect to the child tax credit, to: (1) accelerate the increase from the 10 percent to the 15 percent rate; and (2) reduce the marriage penalty. Provides for a uniform definition of child in the Code. Establishes special tax provisions applicable to the uniformed services and the Foreign Service, including an extension of time to exclude gain from the sale of a principal residence, exclusion from income of certain death gratuity benefits, extending combat zone filing rules to contingency operations, excluding certain dependent care assistance from income, and the deduction overnight travel expenses for National Guard and Reserve members. Provides tax relief for families of the Columbia Space Shuttle by making the tax relief provisions applicable to terrorist attack victims applicable to the Columbia Space Shuttle. Suspends the tax-exempt status of a designated terrorist organization. Establishes IRS service user fee authority through September 30, 2013. Revises IRC expatriation tax provisions.

Teacher Education for Autistic Children Act of 2003 - TEACH Act of 2003 - Authorizes additional appropriations for: (1) training of special education teachers with expertise in autism spectrum disorders (ASD); and (2) improving results for children with ASD, under the Individuals with Disabilities Education Act (IDEA). Directs the Secretary of Education (the Secretary) to carry out a student loan forgiveness program of assuming the obligation to repay up to specified amounts of certain loans under the Higher Education Act of 1965 for borrowers who are employed as full-time special education teachers of children with ASD for three consecutive complete school years. Provides for additional amounts to be repaid at the end of each of the next two additional consecutive years of such employment, up to a total maximum amount. Amends IDEA to require local educational agencies receiving IDEA assistance to report on autism early intervention activities. Directs the Secretary: (1) acting through the Assistant Secretary for Special Education and Rehabilitative Services to establish and provide administrative support for a task force on ASD; (2) with the Secretary of Labor to study and report to Congress on the effectiveness of Federal vocational training programs in providing appropriate assistance to individuals with ASD; and (3) to make grants to each State that establishes and operates at least one State autism ombudsman office.

Assault Weapons Ban and Law Enforcement Protection Act of 2003 - Amends Federal firearms provisions to revise the definition of "semiautomatic assault weapon" to include conversion kits (for converting a firearm to a semiautomatic assault weapon) and any semiautomatic rifle or pistol that has an ability to accept a detachable magazine and that has any one of the following characteristics, respectively: (1) a folding or telescoping stock, a threaded barrel, a pistol grip, a forward grip, or a barrel shroud; or (2) a second pistol grip, a threaded barrel, a barrel shroud, or the capacity to accept a detachable magazine at a location outside of the pistol grip. Amends the Public Safety and Recreational Firearms Use Protection Act to repeal the sunset provision for the assault weapons ban. Modifies exemptions from the ban to: (1) retain the exemption of any firearm that is manually operated by bolt, pump, level, or slide action, that has been rendered permanently inoperable, or that is an antique firearm; and (2) remove the exemption of specified firearms, or replicas or duplicates, as manufactured on October 1, 1993, any semiautomatic rifle that cannot accept a detachable magazine that holds more than five rounds, and any semiautomatic shotgun that cannot hold more than five rounds in a fixed or detachable magazine. Prohibits the transfer of a semiautomatic assault weapon except through a licensed dealer or a State or local law enforcement agency, subject to specified requirements. Directs the Attorney General to: (1) establish and maintain a record of the make, model, and date of manufacture of any semiautomatic assault weapon which the Attorney General is made aware has been used in relation to a crime, and of the nature and circumstances of the crime involved; and (2) annually submit the record to Congress and make the record available to the public. Prohibits: (1) the transfer of any assault weapon with an large capacity ammunition feeding device; and (2) a licensed manufacturer, importer, or dealer who transfers such a a device that was manufactured on or before September 13, 1994, from failing to certify to the Attorney General, within 60 days of the transfer date, that the device was manufactured on or before that date. Sets penalties for violations. Prohibits: (1) the transfer of a semiautomatic assault weapon or a large capacity ammunition feeding device to a juvenile; and (2) the importation of such a device.

Money Follows the Person Act of 2003 - Authorizes a State to apply to the Secretary of Health and Human Services for approval to conduct a demonstration project under which the State shall provide community-based services and supports to Medicaid-eligible individuals residing in a Medicaid long-term care facility for at least 90 days with respect to whom it is determined that, but for community-based services and supports, the individual would continue to require the level of care provided in a Medicaid long-term care facility.

Equity in Prescription Insurance and Contraceptive Coverage Act of 2003 - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act to prohibit a group health plan, and a health insurance issuer providing group coverage, from: (1) excluding or restricting benefits for prescription contraceptive drugs, devices, and outpatient services if the plan provides benefits for other outpatient prescription drugs, devices, or outpatient services; (2) denying eligibility based on use or potential use of such items or services; (3) providing monetary payments or rebates to a covered individual to encourage acceptance of less than the minimum protections available; (4) penalizing, reducing, or limiting a professional's reimbursement because the professional prescribed such drugs or devices or provided such services; or (5) providing incentives to a professional to induce the professional to withhold drugs, devices, or services. Amends the Public Health Service Act to apply those prohibitions to coverage offered in the individual market.

American Veterans Disabled for Life Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 500,000 one dollar silver coins in commemoration of disabled American veterans, which shall be emblematic of the design selected by the Disabled Veterans' LIFE Memorial Foundation for the American Veterans Disabled for Life Memorial. Requires: (1) all sales of the coins to include a ten dollar per coin surcharge; and (2) the surcharges received to be paid to the Foundation to establish an endowment to support the construction of an American Veterans' Disabled for Life Memorial in Washington, D.C.

Campus Fire Safety Right-to-Know Act of 2003 - Amends the Higher Education Act of 1965 to require, beginning in academic year 2004-2005, each eligible institution participating in any program under the Act to provide to all current students and employees, and to any applicant for enrollment or employment upon request, an annual fire safety report containing specified information about the campus fire safety practices and standards of that institution. Requires such institutions to: (1) record all fires reported to local fire departments, including the nature, date, time, and general location of each fire and all false fire alarms; and (2) open such information to public inspection. Requires the institutions to report on such information periodically to the campus community in a manner that will aid the prevention of similar occurrences. Requires the institutions to request their fraternities and sororities to collect and report such information for each building and property they own or control.

Provides that a health insurance contract shall not be made or a health insurance plan approved under the Federal Employees Health Benefits Program which does not offer to Medicare eligible enrollees prescription drug benefits the actuarial value of which is at least equal to the actuarial value of such benefits which are offered to enrollees under a plan generally. Directs the Office of Personnel Management to establish processes and methods for determining the actuarial value of prescription drug benefits.

Money Wire Improvement and Remittance Enhancement Act of 2003 (or the Money WIRE Act of 2003) - Amends the Electronic Fund Transfer Act to require that the following disclosures be prominently displayed on the premises of a money transmitting business which initiates an international money transfer for a consumer: (1) the exchange rate used in connection with such transaction; (2) the exchange rate prevailing at a major financial center of the foreign country whose currency is involved in the transaction; (3) all commissions and fees charged in connection with such transaction; and (4) the exact amount of foreign currency to be received by the recipient in the foreign country, which shall be disclosed to the consumer before the transaction is consummated. Requires that such disclosures be prominently revealed in advertisements and receipts used by the business, and in the same language as that principally used by the business to advertise, solicit, or negotiate, at that office, if other than English. Requires the Federal banking agencies and the Secretary of the Treasury to study and report to Congress on the need for fee disclosures for money wire transmissions. Amends the Federal Credit Union Act to authorize Federal credit unions to: (1) sell, to persons in the field of membership, negotiable checks (including travelers checks), money orders, and other similar money transfer instruments; and (2) cash checks and money orders for persons in the field of membership for a fee. (Currently these transactions are reserved for credit union members only.)

Ferry Transportation Enhancement Act - Amends the Intermodal Surface Transportation Efficiency Act of 1991 to authorize appropriations for FY 2004 through 2009 for construction of ferry boats and ferry terminal facilities. Amends Federal highway law to make ferry maintenance (currently, only terminal) facilities eligible for Federal funding. Amends Federal transportation law to include ferries within the Federal clean fuels program. Directs the Secretary of Transportation to: (1) establish a Ferry Joint Program Office to coordinate Federal programs affecting ferry boat and facility construction, maintenance, and operation, and to promote ferry service as a component of the Nation's transportation system; (2) maintain a national ferry database containing ferry routes, vessels, passengers and vehicles carried, funding sources, and related information; and (3) make grants to an institution of higher education to establish a National Ferry Transportation Institute for research, development, training programs, etc. relating to U.S. ferry transportation systems.

Restrict and Eliminate the Delivery of Unsolicited Commercial Electronic Mail or Spam Act of 2003 or REDUCE Spam Act of 2003 - Amends the Federal criminal code to prohibit the initiation of a transmission of any unsolicited commercial electronic mail (spam) message with the knowledge that such message contains or is accompanied by false or misleading header (identifying) information. Prohibits any person from initiating the transmission of a spam message to an electronic mail (e-mail) address within the United States unless the subject line includes legally compliant identifying information or "ADV" as its first characters for commercial advertisements or "ADV: ADLT" for adult advertisements. Requires a sender to establish a valid sender operated return e-mail address where the recipient may notify the sender not to send further spam. Prohibits: (1) sending spam after notification of the recipient's objection; or (2) including false or misleading header information or deceptive subject headings as part of spam transmissions. Provides: (1) affirmative defenses; and (2) enforcement through the Federal Trade Commission (FTC). Permits a spam recipient or a provider of Internet access service adversely affected by a violation of this Act to bring a civil action. Requires the FTC to submit to Congress a detailed analysis of the effectiveness and enforcement of provisions of this Act and the need, if any, for modifications. Directs the President to study and report to Congress on the possibility of an international agreement to reduce spam.

Long-Term Care and Retirement Security Act of 2003 - Amends the Internal Revenue Code to allow: (1) a deduction (based on years of continuous coverage) for eligible long-term care insurance premiums for a taxpayer, spouse, and dependents, including accelerated deduction percentages for persons who are 55 years old; and (2) long-term care insurance to be offered under cafeteria plans and flexible spending arrangements. Allows an income-adjusted (limited) credit for eligible individuals with long-term care needs. Sets forth specified requirements for qualifying long-term care insurance contracts.

Women's Health Office Act of 2003 - Amends the Public Health Service Act, the Social Security Act, and the Federal Food, Drug, and Cosmetic Act to require the establishment of separate Offices on Women's Health within the Office of the Secretary of Health and Human Services, the Office of the Director of the Centers for Disease Control and Prevention, the Office of the Administrator of the Health Resources and Services Administration, and the Office of the Commissioner of the Food and Drug Administration to carry out specified activities relating to the health of women. Directs the lead officers of each Office of Women's Health to establish goals, provide information, serve as a consultant, and establish a Coordinating Committee on Women's Health within their respective agencies. Requires the Director of the Agency of Healthcare Research and Quality to designate an official of the Office of Priority Populations to carry out similar responsibilities relating to women's health. Requires the Secretary, acting through the Office of Women's Health, to establish a National Women's Health Information Center to facilitate the exchange of information, access to such information, and the analysis of issues and problems relating to women's health. Transfers the functions of the Office on Women's Health of the Public Health Service to the Office of Women's Health within the Department of Health and Human Services.

Downed Animal Protection Act - Directs the Secretary of Agriculture to promulgate regulations to provide for the humane treatment, handling, and disposition of nonambulatory livestock by a covered entity, including a requirement that nonambulatory livestock be humanely euthanized. Provides that an entity shall: (1) not move nonambulatory livestock while such livestock is conscious; and (2) humanely euthanize such livestock. Prohibits an establishment covered by the Federal Meat Inspection Act to pass nonambulatory livestock through inspection. Defines "covered entity," and "humanely euthanize."

Daniel Patrick Moynihan Global Affairs Institute Act - Authorizes the Secretary of Education to award a grant to Syracuse University to establish an endowment fund to support a Daniel Patrick Moynihan Global Affairs Institute. Requires the University, to be eligible for such grant, to designate the global affairs institute within the Maxwell School of Citizenship and Public Affairs as the Daniel Patrick Moynihan Global Affairs Institute.

State and Local Law Enforcement Discipline, Accountability, and Due Process Act of 2003 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to set forth the due process rights, including procedures, that shall be afforded a law enforcement officer (officer) who is the subject of an investigation or disciplinary hearing. Declares that an officer shall not be: (1) prohibited from engaging in political activity or be denied the right to refrain from engaging in such activity, except when on duty or acting in an official capacity; and (2) prohibited from being a candidate for an elective office or from serving in such elective office solely because of the officer's status as an officer, with exceptions. Requires that: (1) each agency adopt and thereafter comply with a written complaint procedure that meets specified requirements; and (2) an investigation based on a complaint from outside the agency commence not later than 15 days after receipt of the complaint by the agency employing the officer against whom the complaint has been made, or any other agency charged with investigating such complaint. Directs that any officer who is the subject of an investigation be notified of the investigation 24 hours before the commencement of questioning. Establishes rights of officers before and during questioning, including the right to counsel. Requires questioning to be conducted at reasonable hours. Prohibits an officer from being compelled to submit to the use of a lie detector.

Prohibits reducing the amount of Federal student assistance for which a student is eligible in the award year 2004. Declares that the annual updates, published in the Federal Register on May 30, 2003, to the allowance for State and other taxes in the tables used in the Federal Needs Analysis Methodology to determine a student's expected family contribution for the award year 2004-2005 under the Higher Education Act of 1965 shall not apply to a student to the extent such updates will reduce such assistance.

Domestic Partnership Benefits and Obligations Act of 2003 - Entitles domestic partners of Federal employees to benefits available to spouses of Federal employees. Specifies certifications required for benefit eligibility, filing requirements regarding partnership dissolution, and confidentiality requirements. Amends the Internal Revenue Code to extend to domestic partners under this Act the tax exemption for employer contributions to accident and health plans.

Women's Business Centers Preservation Act of 2003 - Amends the Small Business Act to increase from 30.2 to 36 the percentage of funds authorized for FY 2003 for the Women's Business Centers program that must be used for a sustainability pilot program under which the Small Business Administration awards grants to private nonprofit organizations for providing counseling, training, and other business assistance to women entrepreneurs.

Expresses the sense of Congress that: (1) at the 55th Annual Meeting of the International Whaling Commission the United States should remain firmly opposed to commercial whaling, and take other specified related steps; (2) at the 13th Conference of the Parties to the Convention on International Trade in Endangered Species, the United States should oppose all efforts to reopen international trade in whale meat or to downlist any whale population; and (3) the United States should make full use of all appropriate diplomatic mechanisms, relevant international laws and agreements, and other appropriate mechanisms to implement these goals. Urges the United States to take appropriate steps to convince foreign countries whose nationals are engaging in trade in whale meat or a taking which diminishes the effectiveness of the Convention to cease such trade or taking.

National Great Black Americans Commemoration Act of 2003 - Directs the Attorney General, acting through the Office of Justice Programs of the Department of Justice, to make a grant to the Great Blacks in Wax Museum, Inc., to pay up to 25 percent of the costs of expanding its existing facilities to create the National Great Blacks in Wax Museum and Justice Learning Center in Baltimore, Maryland.

Firearms Safety and Consumer Protection Act of 2003 - Directs the Attorney General to prescribe regulations governing the design, manufacture, and performance of, and commerce in, firearm products in order to reduce or prevent unreasonable risk of injury. Authorizes individuals to petition the Attorney General to issue or revise product regulations or to require the recall, repair, or replacement of, or the provision of refunds regarding, a firearm product. Authorizes the Attorney General to: (1) take such action; (2) prohibit the manufacture, sale, or transfer of firearm products made, imported, transferred, or distributed in violation of regulations; (3) prohibit the manufacture, importation, transfer, distribution, or export of unreasonably risky firearm products; and (4) conduct inspections. Sets forth prohibitions against a manufacturer: (1) transferring, distributing, or exporting a firearm product that the manufacturer has not tested and certified as conforming to such regulations or that is not appropriately labeled; (2) producing a new type of firearm product without providing notice to the Attorney General; or (3) failing to maintain records and supply information to the Attorney General. Prohibits any person from: (1) importing or exporting a firearm product that has not been so certified; or (2) manufacturing, purchasing, or importing products before regulations take effect at a greater rate than before enactment of this Act. Sets forth provisions regarding civil and criminal penalties for violations of this Act. Authorizes: (1) injunctive enforcement and condemnation and seizure of qualified firearm products; (2) actions to restrain the manufacture or distribution of imminently hazardous products; and (3) private actions by persons aggrieved by violations of this Act or to enforce this Act. Directs the Attorney General: (1) in cooperation with the Secretary of Health and Human Services, to collect and share with other appropriate agencies circumstances of death and injury associated with firearms and to conduct continuing studies and investigations of economic costs and losses resulting from firearm-related deaths and injuries; (2) maintain firearms production and sales figures for licensed manufacturers; and (3) conduct research on firearm product safety and develop safety testing methods and devices.

Child Health Care Crisis Relief Act - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, acting through the Administrator of the Health Resources and Services Administration, to establish programs of educational loan forgiveness and scholarships to encourage qualified individuals to provide mental health services to children and adolescents. Sets forth qualifications, including education and licensing requirements. Limits the program to U.S. citizens or permanent legal residents. Grants priority according to financial need, methodology, and willingness to work with high priority populations in the public sector. Treats such grants as equivalent to those of the National Health Service Corps Programs. Authorizes additional grants for clinical and graduate and paraprofessional training to accredited schools and State-licensed mental health organizations, respectively. Gives priority to applicants that have: (1) a demonstrated ability to collect data on the numbers trained; (2) a familiarity with certain methodology; and (3) programs to increase the numbers of professionals and paraprofessionals serving high priority populations. Requires training to prioritize cultural competency. Amends the Social Security Act to increase the number of child and adolescent psychiatry residents permitted to be paid under the Medicare Graduate Medical Education Program. Extends the Medicare Board eligibility period for residents and fellows in child and adolescent psychiatry. Directs the Administrator to study and report to Congress on the distribution and need of child mental health service professionals.

Medicare Beneficiary Access to Rehabilitation Facilities Act of 2003 - Amends title XVIII (Medicare) of the Social Security Act (SSA) with respect to prospective payment for inpatient rehabilitation services to direct the Secretary of Health and Human Services by regulation to define the terms "rehabilitation hospital" and "rehabilitation unit" in a manner fully consistent with all the rehabilitation impairment categories (except miscellaneous) used to classify patients into case-mix groups. Requires the Secretary to update these regulations periodically to ensure that they remain fully consistent with the rehabilitation impairment categories used to classify patients into case-mix groups. Prohibits the Secretary from seeking to recoup any overpayment, take any enforcement action, or to impose any sanction or penalty, with respect to a rehabilitation hospital, or a converted rehabilitation unit insofar as such overpayment, enforcement action, sanction or penalty, is for failure to satisfy the requirement that 75 percent of the patients of the rehabilitation hospital or converted rehabilitation unit be in one or more of ten listed treatment categories (the 75 Percent Rule).

Reaffirms support for the Convention on the Prevention and Punishment of the Crime of Genocide. Anticipates the commemoration of the 15th anniversary of the enactment of the Genocide Convention Implementation Act of 1987 on November 4, 2003. Encourages the people and Government of the United States to rededicate themselves to ending genocide.

Family Caregiver Relief Act of 2003 - Amends the Internal Revenue Code to revise and rename the Child Tax Credit as the Family Care Credit. Includes within such credit (in addition to the child care credit) a $3,000 credit for each qualifying individual for whom an eligible taxpayer is a long-term care provider. Defines "eligible expenses" as: (1) certain medical care; (2) lodging away from home; (3) adult day care; (4) custodial care; (5) respite care; and (6) other specialized children's services, including day care for children with special needs.

Burmese Freedom and Democracy Act of 2003 - Prohibits the importation into the United States of any article that is a product of Burma (Myanmar) until the President determines and certifies to Congress that Burma has taken certain democratic and counternarcotics actions. Authorizes the President to waive such requirements. Directs the Secretary of the Treasury to direct any U.S. financial institution holding funds of the State Peace and Development Council (SPDC) of Burma or the assets of individuals who hold senior positions in the SPDC or its political arm, the Union Solidarity Development Association, to report those assets to the Office of Foreign Assets Control and take such action as may be necessary to secure them. Directs the Secretary of the Treasury to instruct the U.S. executive director to each appropriate international financial institution to oppose any extension of a loan or financial or technical assistance to Burma until the requirements of this Act are met. Authorizes the President to deny visas and entry into the United States to the former and present leadership of the SPDC or the Union Solidarity Development Association. Urges the Secretary of State to use all appropriate fora, including the Association of Southeast Asian Nations Regional Forum and Asian Nations Regional Forum, to encourage other states to restrict financial resources to the SPDC and Burmese companies while offering support to Burma's democratic movement, including the National League for Democracy and Burma's ethnic groups. Authorizes the President to assist Burmese democracy activists dedicated to nonviolent opposition to the regime in their efforts to promote freedom, democracy, and human rights in Burma.

Roadless Area Conservation Act of 2003 - Prohibits road construction and road reconstruction in inventoried roadless areas of the National Forest System. Specifies exceptions, including because: (1) there is threat of a catastrophic event; (2) a natural resource restoration action is necessary; or (3) a Federal-aid highway project is in the public interest or is consistent with the purposes for which the land was reserved or acquired. Forbids timber from being cut, sold, or removed in an inventoried roadless area. Permits various exceptions, including for specified environmental reasons, if the responsible official determines that the cutting, sale, or removal of timber is expected to be infrequent. Declares that this Act does not: (1) revoke, suspend, or modify legal instruments and decisions concerning the use of NFS land made before January 12, 2001; (2) compel the amendment or revision of any land and resource management plan; or (3) apply to specified activities in the Tongass National Forest. States that the prohibitions and restrictions of this Act cannot be reconsidered, modified, or terminated under the Forest and Rangeland Renewable Resources Planning Act of 1974.

Youth Financial Education Act - Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to allot grants to State educational agencies to provide funds to local educational agencies and public schools for personal financial literacy education programs for students in kindergarten through grade 12, and for professional development programs to prepare teachers and administrators for such financial education. Directs the Secretary to make a grant to or contract with an entity with substantial financial education experience for a national clearinghouse for instructional materials and information on model financial education programs and best practices.

Working Taxpayer Fairness Restoration Act - Amends the Internal Revenue Code, with respect to the refundability of the child tax credit, to accelerate the increase to the 15 percent rate. Limits, to fair market value immediately following a transaction, the importation of net built-in loss by a corporation. Prohibits an allocation of any decrease in the adjusted basis of partnership property to stock in a corporation which is a partner in the partnership. Repeals part V (Financial Asset Securitization Investment Trusts) of subchapter M (Regulated Investment Companies and Real Estate Investment Trusts). Expands the definition of a disqualified debt instrument with respect to deduction disallowance on certain debt instruments of corporations. Expands the authority to disallow deductions, credits, or other allowances under provisions disallowing such benefits due to acquisitions made to evade or avoid income tax. Amends provisions affecting passive foreign investment companies to state that the term "qualified portion" (of a shareholder's holding period) does not include any period if there is only a remote likelihood of an inclusion in gross income under subpart F (Controlled Foreign Income). Adds to the definition of the term "real estate investment trust" by stating that such term includes a corporation, trust, or association which is not a controlled entity. Directs the Secretary to establish a program requiring the payment of user fees, until September 30, 2013, for: (1) requests to the Internal Revenue Service for ruling letters, opinion letters, and determination letters; and (2) other similar requests.
