Military Homeowners Equity Act - Amends the Internal Revenue Code to state that members of the Uniformed or Foreign Services on qualified official extended duty shall be considered to be using already owned and used property as a principal residence for purposes of determining exclusion of gain upon such residence's sale.

Captive Exotic Animal Protection Act of 2001 - Amends the Federal criminal code to prohibit and set penalties for knowingly transferring, transporting, or possessing a confined exotic animal for purposes of allowing the killing or injuring of that animal for entertainment or the collection of a trophy.

Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President, upon determining that at least one harmful substance is being or has been released in an area that the President has declared to be a disaster area, to carry out a program for the protection, assessment, monitoring, and study of the health and safety of community members, volunteers, and responding emergency personnel in the area. Allows the President to carry out a program through a cooperative agreement with a medical or academic institution, or a consortium of such institutions that is: (1) located in close proximity to the area; and (2) experienced in environmental or occupational health and safety.

Staffing for Adequate Fire and Emergency Response Act of 2001 - SAFER Act of 2001 - Amends the Workforce Investment Act of 1998 to authorize the Secretary of Labor to make matching grants for up to 75 percent of the costs of projects to hire firefighters to eligible States, local governments, tribal organizations, or other public entities, or multi-jurisdictional or regional consortia of such entities.

Children's Dental Health Improvement Act of 2001 - Amends title V (Maternal and Child Health Services) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services to make grants to States to improve dental services to children enrolled in a State plan under title XIX (Medicaid) or title XXI (State Children's Health Insurance Program) (SCHIP). Amends the Public Health Service Act to establish a grant program for eligible entities and individuals (including Indian tribes) to expand the availability of primary dental care services where necessary. Offers retention bonuses for eligible dental officers of the Indian Health Service. Revises the process for designating dental health professional shortage areas. Directs the Secretary to establish: (1) demonstration projects to increase access to dental services for children in underserved areas; (2) an oral health initiative to reduce disparities in oral health, targeting low-income children and including community water fluoridation and dental sealants; and (3) a Chief Dental Officer for the Medicaid and State children's health insurance programs. Requires the Director of the Centers for Disease Control and Prevention to annually collect data on the dental, craniofacial, and oral health of residents of at least one State and one Indian tribe from each region. Requires the Secretary to identify populations at high risk for early childhood caries and provide for the development of prevention programs. Revises the eligibility requirements for the school-based dental sealant program to include Indian tribes.

Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to direct the President to appoint Children's Coordinating Officers for disaster areas in which children have lost one or more custodial parents. Requires such an officer to: (1) provide necessary support and assistance for such children to ensure their immediate care and transition to a permanent and loving family; (2) enter into partnerships with appropriate Federal, State, and local governmental agencies to direct and coordinate the provision of assistance to such children; (3) coordinate all efforts by community-based organizations, foundations, funds, or other organizations to provide assistance to such children; and (4) ensure that children and their caregivers are provided with immediate temporary care services, counseling on long-term permanency planning, legal services for guardianships and adoptions, information on available services and assistance for victims of the disaster, and mental health services.

Subjects a group health plan or a health insurance issuer offering group health insurance coverage to interest penalties on clean claims not timely paid as required by the Social Security Act. Permits beneficiaries or health care providers to bring such a group health plan or a health insurance issuer to court for unpaid bills, after arbitration.

Chemical Security Act of 2001 - Directs the Administrator of the Environmental Protection Agency to promulgate regulations to: (1) designate certain combinations of chemical sources and substances of concern as high priority categories based on the severity of the threat posed by an accidental or criminal release of such substance; and (2) require each owner and operator of a high priority category chemical source to take specified actions to prevent, control, and minimize the potential consequences of such a release. Declares that each such owner and operator has a general duty to: (1) identify hazards that may result from an accidental or criminal release; (2) ensure safer design and maintenance of that source; and (3) minimize the consequences of any such release. Grants authority to the Administrator or the Attorney General to: (1) secure necessary relief to abate imminent and substantial endangerments to the public health or welfare or the environment because of a potential release or to issue orders necessary to protect the public; (2) require persons believed to have information relating to a potential release, or persons subject to any Act requirement, to establish and maintain records, make reports, and provide information; and (3) enter the premises and have access to records and required information of such an owner or operator. Provides for: (1) public availability of records and information obtained, with exceptions for national security and trade secrets; and (2) civil and criminal penalties.

Water Infrastructure Security and Research Development Act - Authorizes the Administrator of the Environmental Protection Agency to establish a program of grants to, and enter into cooperative agreements with, research institutions to improve the protection and security of public water supply systems by: (1) carrying out eligible projects concerning technologies and processes that address physical and cyber threats to water supply systems (including projects for security assessment; protection from potential threats; development of technologies and processes for addressing biological, chemical, and radiological contamination; implementation of a specified Presidential Decision Directive regarding information sharing; and technology evaluation); (2) improving information sharing and analysis efforts among research institutions; and (3) providing technical assistance and training to such institutions.

Expresses the sense of the Senate that: (1) the missile defense programs and activities of the United States should remain consistent with its obligations under the ABM Treaty; (2) the U.S. should consult with Russia and pursue modest modifications to address security considerations in, but not unilaterally abrogate or withdraw from, the Treaty; and (3) a national missile defense system should not be deployed until it is has been tested using realistic parameters and is operationally effective and suitable for use in combat. Limits the obligation or expenditure of funds accordingly. Requires that the Secretary of Defense certify that such a system is operationally effective before the President decides to deploy a missile defense system or to notify Russia of the U.S. intention to withdraw from the ABM treaty. Directs the President to submit annual reports to Congress on: (1) the threat posed to the United States and its allies by the use of a weapon of mass destruction by a foreign state or transnational group; (2) the cost of the national missile defense system; and (3) whether the allocation of funds for such system will impair priority defense programs.

Unity in Service to America Act (USA Act) - Amends the National and Community Service Act of 1990 to require the Points of Light Foundation, after obtaining the guidance of the heads of appropriate Federal agencies, such as the Director of the Office of Homeland Security and the Attorney General, to: (1) make an estimate of the number of victims killed as a result of the terrorist attacks on September 11, 2001; (2) compile a list of the name of each victim, including the State in which the victim resided; and (3) identify approximately the estimated number of community-based national and community service projects that meet certain eligibility requirements, and name each project in honor of a victim after obtaining the permission of the victim's family and the entity carrying out the project. Directs the Foundation to name projects that advance the goals of unity, and improving the quality of life in communities.

Protecting America's Children Against Terrorism Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to: (1) establish a Task Force on Children and Bioterrorism; (2) establish a Children and Terrorism Information Network; (3) provide for the inclusion of supplies, equipment, and instructions as are appropriate for use with respect to children in push packs and Vendor Management Inventories under the National Pharmaceutical Stockpile Program; (4) award grants concerning the implementation, development, expansion or increase in the capacity of 2-1-1 call centers, or other universal hotlines; (5) develop and maintain a secure and confidential list of drugs and biologics that may be used to prevent and treat illnesses and injury caused by biological or chemical agents; (6) award contracts for the conduct of pediatric clinical trials and studies concerning drugs and biologics that are used to prevent and treat illnesses and injuries caused by biological or chemical agents; and (7) award grants concerning training for pediatric issues surrounding biological and chemical agents used in warfare and terrorism. Amends the Elementary and Secondary Education Act of 1965 with respect to: (1) school evacuations, safe places and parental notifications; and (2) mental health services for children. Amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act with respect to assisting children who have lost parents in a disaster.

American Small Business Emergency Relief and Recovery Act of 2001 - Amends the Small Business Act to authorize the Small Business Administration (SBA) to make disaster loans to a small business concern that has been directly affected and suffered or is likely to suffer substantial economic injury as the direct result of the terrorist attacks of September 11, 2001, including injury due to closure or suspension of its business for national security purposes by the Federal Government. Authorizes the SBA, during the year after enactment of this Act, to make loans to small business concerns that have suffered or are likely to suffer economic harm to or disruption of operations as a result such attacks. Waives guarantee fees and increases the guarantee percentage on such loans for one year after the enactment of this Act. Amends the Small Business Investment Act of 1958 to: (1) waive development company debenture guarantee loan fees for financings made after enactment of this Act for one year; and (2) authorize small business investment companies to issue leverage to assist small business concerns adversely impacted by the terrorist attacks. Amends the Small Business Act to authorize special, individualized assistance to small business concerns adversely impacted by the terrorist attacks through the following programs; (1) small business development centers; (2) Service Corps of Retired Executives (SCORE); (3) microloan program (women, low-income, veterans, minority); and (4) women's business center program. Directs the Office of Advocacy of the SBA to conduct annual studies on the impact of the events of September 11, 2001, on small business concerns, and the effects of assistance provided under this Act.

Biological and Chemical Attack Preparedness Act - Requires States, in consultation with local governments, to develop public health disaster plans for responding to biological or chemical attacks. Directs the Secretary of Health and Human Services to establish standards, approve, and oversee implementation of the plans. Requires each plan to designate hospitals which will have procedures in place to treat residents in the event of an attack. Requires the Secretary, through the Director of the Office of Emergency Preparedness, to award grants to hospitals, health care providers, and State or local government entities to fund the implementation of preparedness plans.

Expresses the sense of Congress that: (1) the President should award and present a Public Safety Officer Medal of Valor to every public safety officer who was killed or seriously injured, and to deserving public safety officers who participated in search, rescue, and recovery efforts, in the aftermath of the terrorist attacks against the United States on September 11, 2001; and (2) such assistance and compensation should be provided to the public safety officers who were injured or whose health was adversely affected as a result of their participation in the search, rescue, and recovery efforts undertaken with respect to such attacks.

Declares that, in the quest to identify, locate, and bring to justice the perpetrators and sponsors of the September 11, 2001, terrorist attacks on the United States, the civil rights and liberties of all Americans, including Sikh-Americans, should be protected. Condemns bigotry and acts of violence or discrimination against any Americans, including Sikh-Americans. Calls upon local and Federal law enforcement authorities to: (1) work to prevent hate crimes against all Americans; and (2) prosecute to the fullest extent of the law all those who commit hate crimes.

Children's Lead Screening Accountability For Early-Intervention Act of 2001 or Children's Lead SAFE Act - Amends title XIX (Medicaid) of the Social Security Act (SSA) to require State Medicaid plans to provide for reporting to the Secretary of Health and Human Services of the number of children who: (1) are under age three and enrolled in the State plan; and (2) have received a blood lead screening test. Requires each contract between the State and an entity responsible for provision of medical assistance under the State plan to provide for: (1) compliance with mandatory blood lead screening requirements consistent with prevailing guidelines of the Centers for Disease Control and Prevention (CDC) for such screening; and (2) coverage of qualified lead treatment services. Allows reimbursement for qualified lead treatment services for children with elevated blood lead levels. Provides for: (1) enhanced Federal matching contributions for an information retrieval system that determines whether a child is enrolled under a State plan and whether an enrolled child has received mandatory early and periodic screening, diagnostic, and treatment services; and (2) emergency measures. Authorizes the Secretary to establish a program of bonus payments to States to improve the blood lead screening rates of States for children under age three enrolled in Medicaid. Amends SSA title XXI (State Children's Health Insurance Program) (SCHIP) to grant States the option of using SCHIP funds for applying the blood lead screening and coverage of qualified lead treatment services under Medicaid to the State's SCHIP plan.

Early Childhood Lead Poisoning Prevention Act of 2001 - Amends the Head Start Act (HSA) and the Child Nutrition Act (CNA) to require lead poisoning screening for infants and children under Early Head Start programs of HSA and under the special supplemental nutrition program for women, infants, and children (WIC) of CNA. Directs the Secretary of Health and Human Services to reimburse State agencies for the costs of such blood lead screening tests performed by them or by contractors for infants or children who are eligible under Medicaid or the State children's health insurance program (SCHIP) of the Social Security Act. Authorizes State agencies or contractors administering WIC programs, and entities operating Early Head Start programs, to be awarded waivers of requirements under this Act if: (1) they establish plans to increase the number of blood lead screening tests of infants and children enrolled in such programs; and (2) such plans meet requirements set by the Secretary and the Director of the Centers for Disease Control and Prevention.

Displaced Workers Assistance Act - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

Expresses sorrow for the deaths and injuries suffered by first responders who participated in evacuating and rescuing the innocent people after the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001, and sympathy to their families and loved ones. Honors and commends such first responders. Encourages: (1) the President to issue a proclamation calling upon the people of the United States to pay respect to the first responder community for their service in the aftermath of the terrorist attacks and their continuing efforts to save lives; and (2) all levels of government to continue to work together to effectively coordinate emergency preparedness by providing the infrastructure, funding, and interagency communication and cooperation necessary to ensure that if an attack occurs, first responders will be as prepared as possible to respond effectively.

Expresses the sense of Congress that: (1) because of the tragic events of September 11, 2001, the limit on the number of Public Safety Officer Medals of Valor should be waived and a medal should be awarded under the Public Safety Officer Medal of Valor Act of 2001 to any officer who was killed in the line of duty; and (2) the Medal of Valor Review Board should give strong consideration to the acts of bravery by other officers in responding to these events.

Unity Bonds Act of 2001 - Amends Federal law to instruct the Secretary of the Treasury to issue Unity Bonds in response to the acts of terrorism perpetrated against the United States on September 11, 2001. Mandates that proceeds from the issuance of Unity Bonds be used to raise funds to assist in recovery and relief operations following the terrorist acts, including humanitarian assistance, and to combat terrorism.

Condemns the terrorists who attacked the United States on September 11, 2001, as well as their sponsors. Extends condolences to the victims and their families and commends the heroic actions of the rescue workers, volunteers, and State and local officials who responded. Declares that the United States is entitled under international law to respond to these attacks. Expresses: (1) thanks to those foreign leaders and individuals who have expressed solidarity with the United States in the aftermath of the attacks and asks them to continue to stand with the United States in the war against international terrorism; (2) a commitment to support increased resources in the war to eradicate terrorism; and (3) support for the determination of the President to bring to justice and punish the perpetrators of these attacks and their sponsors. Declares September 12, 2001, to be a National Day of Unity and Mourning.

Middle East Peace Compliance Act of 2001 - Imposes specified sanctions with respect to the Palestine Liberation Organization (PLO) or the Palestinian Authority if the President determines that such entities have not substantially complied with certain commitments made with Israel. Authorizes the President to waive such sanctions in the U.S. national security interest.

Identity Theft Prevention Act of 2001 - Amends the Truth in Lending Act to prescribe procedural guidelines under which a credit card issuer shall confirm changes of address. Amends the Fair Credit Reporting Act to prescribe procedural guidelines under which a consumer reporting agency shall: (1) notify the requester of a discrepancy in the address in the consumer file; and (2) include a fraud alert in the file of a requesting consumer. Confers enforcement jurisdiction upon the Federal Trade Commission. Mandates truncation of credit card account numbers, so that an entity that accepts credit cards for the transaction of business is prohibited from printing more than the last five digits of the credit card account number or the expiration date upon any receipt provided to the cardholder.

Medicare Ambulance Payment Reform Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to revise requirements for payment for ambulance services concerning: (1) the establishment of a fee schedule; and (2) the coding system specifying the medical condition of the individual transported by an ambulance and the appropriate level of transportation service. Amends SSA titles XVIII (Medicare) (including part C (Medicare+Choice) of the Medicare program) and XIX (Medicaid) to establish a prudent layperson standard for justification of emergency ambulance services under Medicare and Medicaid.

Encourages all participants in the United Nations World Conference Against Racism, Racial Discrimination, Xenophobia, and Related Intolerance (WCAR) to seize this opportunity to tackle racism, xenophobia, sexism, religious intolerance, slavery, and other forms of discrimination. Recognizes that efforts to address these prejudices should occur within a global framework and without reference to specific regions, countries, or present-day conflicts. Urges: (1) the participants to utilize WCAR to mitigate, rather than aggravate, racial, ethnic, and regional tensions; and (2) WCAR to focus on concrete steps that may be taken to address gross human rights violations that were motivated by racially and ethnically based animus and on devising strategies to help eradicate such intolerance. Expresses hope that objectionable language concerning Israel and Zionism will be removed so that the United States will be able to send a delegation and participate fully in WCAR. Commends the efforts of the Government of South Africa in hosting WCAR.

Persian Gulf War POW/MIA Accountability Act of 2001 - Amends the Bring Them Home Alive Act of 2000 to direct the Attorney General to grant refugee status in the United States to any alien (and parent, spouse, or child thereof) who: (1) is a national of Iraq or a nation of the Greater Middle East Region; and (2) personally delivers into the custody of the United States Government a living American Persian Gulf War POW/MIA. Includes Iraq, Kuwait, and any other country of the Greater Middle East Region among the countries to which the International Broadcasting Bureau is required to broadcast information that promotes such refugee program.

Linking Educators and Developing Entrepreneurs for Reaching Success Act of 2001 - Authorizes the Secretary of Education to support business incubation at institutions of higher education that award associate or baccalaureate degrees. Directs the Secretary to make competitive, matching awards to: (1) a non-profit entity that manages or provides technical assistance to a degree-granting institution's affiliated incubator (or to the institution that manages in the absence of such an entity), for helping acquire or renovate space for incubators, and for developing curricula, providing services, or providing programming for entrepreneurs housed in an incubator; and (2) a degree-granting institution or a nonprofit local government or community development organization, for feasibility studies to determine the need for or siting of incubators. Requires the Secretary to reserve certain amounts for research regarding best practices for incubator programs, including the development of a benchmarking system based on uniform measures, and for dissemination of information regarding such practices. Authorizes contracts for such purposes with organizations with expertise in business incubation practices.

Family Planning State Empowerment Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to give States the option to elect to: (1) make available family planning services and supplies furnished to eligible individuals of child-bearing age to any individual whose family income does not exceed the greater of 185 percent of the income official poverty line applicable to a family of the size involved or the specified eligibility income level; and (2) extend the postpartum period for provision of family planning services and supplies.

Medicare+Choice Equity and Access Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act (SSA) with respect to calculation of annual Medicare+Choice capitation rates to: (1) give Medicare+Choice organizations the option to receive payment based on the annual area-specific Medicare+Choice capitation rate for the Medicare+Choice payment area involved; (2) permanently remove application of the budget neutrality adjustment factor in the calculation of the blended capitation rate; and (3) revise the formula used to calculate the national standardized annual Medicare+Choice capitation rate to reflect Medicare+Choice enrollment.

Weekend Voting Act - Amends Federal law with respect to the time of election to establish the first Saturday and Sunday after the first Friday in November, in every even numbered year, as the days for the election, in each State and territory, of Delegates to, or Members of, Congress. Amends Federal law with respect to Presidential elections and vacancies to establish the first Saturday and Sunday after the first Friday in November, in every fourth year, as the days for the election of the President and Vice President of the United States. Amends such Federal laws to establish the same polling place hours in the continental United States for both congressional and Presidential elections, namely from 6:00 p.m. EST on Saturday till 6:00 p.m. EST on Sunday, with polls allowed to close from midnight to 5:00 a.m. local time on Sunday morning.

Development, Relief, and Education for Alien Minors Act or DREAM Act - - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the provision prohibiting an unlawful alien's eligibility for higher education benefits based on State residence unless a U.S. national is similarly eligible without regard to such State residence. Amends the Immigration and Nationality Act to direct the Attorney General to cancel the removal of, and adjust to conditional permanent resident status, certain (inadmissible or deportable) alien higher education students under the age of 21 with qualifying years of U.S. residency.

Child Care Affordability for Federal Employees Act - Permits executive agencies to use appropriated funds (available for salaries and expenses) to provide child care in Federal or leased facilities, or through contracts, for civilian employees. Requires amounts used to be applied to improve the affordability of child care for lower income employees.

Medicaid Community-Based Attendant Services and Supports Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to mandate State Medicaid plan coverage of community-based attendant services and supports for described Medicaid-eligible individuals. Outlines provisions for: (1) an enhanced Federal medical assistance percentage for ongoing activities of early coverage States that enhance and promote the use of community-based attendant services and supports; and (2) increased Federal financial participation for certain expenditures incurred by the State for the provision of community-based attendant services and supports. Directs the Secretary of Health and Human Services to: (1) award grants to eligible States which have established a Consumer Task Force to assist the State in its development of real choice systems change initiatives; and (2) conduct a demonstration project for the purpose of evaluating service coordination and cost-sharing approaches with respect to the provision of community-based services and supports to non-elderly dually eligible individuals.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares this Act inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Community Access to Emergency Defibrillation Act of 2001 - Amends the Public Health Service Act to direct the Secretary of Health and Human Services to award grants to States, political subdivisions of States, Indian tribes, and tribal organizations to develop and implement public access defibrillation programs by: (1) training and equipping local emergency medical services personnel to administer immediate care, including cardiopulmonary resuscitation (CPR) and automated external defibrillation (AED), to cardiac arrest victims; (2) purchasing AEDs, placing the defibrillators in public places where cardiac arrests are likely to occur, and training personnel in such places to administer CPR and AED to such victims; (3) setting procedures for proper maintenance and testing of such devices; (4) providing training to members of the public in CPR and AED; (5) integrating the emergency medical services system with the public access defibrillation programs; and (6) encouraging private companies to purchase AEDs and provide training for their employees to administer CPR and AED to cardiac arrest victims in their community. Directs the Secretary to award grants to States, Indian tribes, and tribal organizations to develop and implement innovative, comprehensive, community-based public access defibrillation demonstration projects that: (1) provide CPR and AED to cardiac arrest victims in unique settings; (2) provide training to community members in CPR and AED; and (3) maximize community access to AEDs. Directs the Secretary to award a grant to a health care organization to establish a national information clearinghouse that provides information to increase public access to defibrillation in schools.

Strategic Arms Flexibility Act of 2001 - Repeals a provision of the National Defense Authorization Act for Fiscal Year 1998 which places specific limitations on the retirement or dismantlement of certain strategic nuclear delivery systems.

Children's Adjustment, Relief, and Education Act or the CARE Act - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the provision prohibiting an unlawful alien's eligibility for higher education benefits based on State residence unless a U.S. national is similarly eligible without regard to such State residence. Amends the Immigration and Nationality Act to direct the Attorney General to cancel the removal of, and adjust to permanent resident status, certain (inadmissible or deportable) alien secondary or higher education students under the age of 21 with qualifying years of U.S. residency. Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to make such alien higher education students eligible for education assistance during the pendency of their application for cancellation of removal.

SCHIP Enhancement Act of 2001 - Amends title XXI (State Children's Health Insurance Program) (SCHIP) of the Social Security Act (SSA) to give States the option to expand income eligibility under SCHIP to children whose family income totals up to 300 percent (currently only 200 percent) of the Federal poverty line. Provides for additional allotments for States that expand income eligibility under SCHIP, allowing such allotments to be used for premium assistance for family coverage under an employee-sponsored group health plan.

YMCA Teen Action Agenda Enhancement of 2001 - Directs the Attorney General to award a grant to the YMCA of the USA to make subgrants to local YMCAs for programs for at-risk teens which include specified types of activities.
