Authorizing Vocational and Instructional Aviation Training for Eligible Veterans Act of 2025 or the AVIATE Act of 2025 This bill authorizes the Department of Veterans Affairs (VA) to approve nondegree flight training courses for certain veterans with service-connected disabilities as part of the VA’s vocational rehabilitation programs under the Veteran Readiness and Employment (VR&E) program. Generally, the VR&E program provides job training and other employment-related services to veterans with service-connected disabilities, including long-term employment training courses.

Federal Carjacking Enforcement Act This bill lowers the threshold the government must meet to establish that a defendant committed a federal carjacking offense. Under current law, the federal carjacking statute prohibits taking (or attempting to take) a motor vehicle from the presence of another by force and violence or intimidation, with the intent to cause death or serious bodily harm. This bill removes the requirement that a defendant take (or attempt to take) a motor vehicle with the specific intent to cause death or serious bodily harm. Under the bill, the government need only prove that a defendant took (or attempted to take) a motor vehicle knowingly. A violation (or attempted violation) is subject to the same criminal penalties as under current law—a fine, a prison term of up to 15 years, or both. A violation that results in death or serious bodily injury is subject to the same criminal penalties as under current law—a fine, a prison term of up to 25 years, or both—but only if the offense involves certain aggravating circumstances: (1) the motor vehicle is taken with the intent to cause death or serious bodily harm, or (2) a firearm is brandished or discharged during the offense.

Universal Savings Account Act of 2025 This bill establishes Universal Savings Accounts, which are tax-advantaged savings accounts that allow contributions up to a certain amount, exempt earnings and distributions from federal income taxes, and allow distributions to be used for any purpose. (Conditions and exceptions apply.) Specifically, the bill allows cash contributions to a Universal Savings Account of up to $10,000 in 2025 (maximum base contribution), excluding qualified amounts rolled over from another tax-advantaged account (e.g., individual retirement account). The maximum base contribution amount is increased by $500 each year beginning in 2026 and adjusted annually for inflation, up to a total maximum contribution of $25,000 (also adjusted annually for inflation beginning in 2026). Under the bill, earnings and distributions from a Universal Savings Account are excluded from gross income for federal tax purposes and, thus, are not subject to federal income taxes (similar to the federal tax treatment of distributions from a Roth individual retirement account). (Some exceptions apply.) Further, distributions from such accounts are not restricted and may be used for any purpose (unlike other types of tax-advantaged accounts currently available). The bill also imposes a federal excise tax on contributions to a Universal Savings Account in excess of the applicable contribution limit, a federal excise tax on certain transactions involving a Universal Savings Account and disqualified persons, certain reporting requirements on Universal Savings Account trustees, and a federal excise tax for failing to meet such reporting requirements.

Combating Organized Retail Crime Act This bill expands federal enforcement of criminal offenses related to organized retail and supply chain crime. The term organized retail and supply chain crime includes criminal offenses involving the interstate transportation of stolen property, the sale or receipt of stolen goods, or theft from an interstate or foreign shipment that is committed by, in coordination with, or at the instruction of an organization. First, with respect to criminal offenses involving the interstate transportation of stolen property or the sale or receipt of stolen goods, the bill broadens the scope of conduct that qualifies as offenses by allowing prosecutions to be based on the aggregate value of stolen items over a 12-month period. Additionally, the bill makes the offenses predicate offenses (i.e., underlying offenses) for prosecutions under the federal money laundering statute and authorizes the criminal forfeiture of any property obtained from the proceeds of an offense. Second, with respect to criminal offenses involving theft from an interstate or foreign shipment, the bill also makes an offense an underlying offense for prosecution under the federal money laundering statute and authorizes the criminal forfeiture of any associated property. Third, the bill expands the federal money laundering statute to include offenses involving general-use prepaid cards, gift certificates, or store gift cards. Finally, the bill temporarily establishes a center within the Department of Homeland Security to coordinate federal law enforcement activities related to organized retail and supply chain crime.

Abortion Funding Awareness Act of 2025 This bill establishes reporting requirements for states regarding certain Medicaid payments to abortion providers. Specifically, the bill requires states that make Medicaid payments using federal funds for any items or services furnished by an abortion provider to annually (1) submit a report to the Centers for Medicare & Medicaid Services on all such payments, and (2) publish the report on the state's website. The report must include specified information, including the number of abortions performed by the providers and the gestational age with respect to each such abortion. (Current law restricts the use of federal funds for abortions to cases of rape, incest, or life endangerment of the woman. States may use their own funds to cover abortions in other cases.)

Fallen Servicemembers Religious Heritage Restoration Act This bill requires the American Battle Monuments Commission (ABMC) to establish the Fallen Servicemembers Religious Heritage Restoration Program to identify deceased members of the Armed Forces who were Jewish and buried in a U.S. military cemetery located outside of the United States under a marker indicating the member was not Jewish. The program must contact survivors and descendants of such members. The ABMC must seek to enter into a contract with a nonprofit organization to carry out the program during the first 10 fiscal years beginning after the date of enactment of the bill.

Strong Communities Act of 2025 This bill allows funds under the Community Oriented Policing Services grant program to be used to make competitive grants for local law enforcement agencies to provide training to officers and recruits who agree to serve in law enforcement agencies in their communities.

Veterans Education and Technical Skills Opportunity Act of 2025 or the VETS Opportunity Act of 2025 This bill modifies which independent study programs are covered under veterans’ educational assistance benefits. The bill requires independent study programs that lead to a certificate that reflects graduation from a course of study to include regular and substantive interaction between students and instructors. The bill allows such independent study programs to be offered by any institutions of higher education, including for-profit institutions, that are approved to participate in the Department of Education’s financial assistance programs.

Fog Observations and Geographic Forecasting Act This bill directs the National Oceanic and Atmospheric Administration (NOAA) to develop and implement a project to improve coastal marine fog modeling and forecasting. The project goal is to enhance vessel safety and reduce the economic impact of coastal marine fog events. Specifically, the project must increase the number of marine-based observations through additional federal platforms and commercially acquired observations in locations where impacts from marine fog have major safety and economic impacts; advance geographic coverage, resolution, skill, and accuracy of marine fog modeling; improve NOAA's communication of marine fog advisories; communicate risks posed by hazardous marine fog events in a way that maximizes informed decision-making by the public; and provide decision support services based on environmental information that is actionable to the recipient of a marine fog advisory. Within one year following the bill's enactment, NOAA must develop a project plan detailing the specific research, development, technology transfer activities, resources, and timelines necessary to achieve the goal. The bill directs NOAA to meet with Indian tribes and public and private stakeholders regarding planning, development, and implementation of the project.

Sanctioning Russia Act of 2025 This bill imposes penalties on certain persons (individuals and entities) if the President determines that the Russian government or a person acting at Russia's direction is involved with (1) refusing to negotiate a peace agreement with Ukraine; (2) violating a negotiated peace agreement; (3) initiating another invasion of Ukraine; or (4) overthrowing, dismantling, or seeking to subvert the Ukrainian government. If the President makes such a determination, the bill requires certain actions including the President must impose visa- and property-blocking sanctions on specified persons such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides defense items to the Russian armed forces; the President must increase the rate of duty on all goods and services imported from Russia into the United States to at least 500% relative to the value of such goods and services; the President must increase the rate of duty on all goods and services imported into the United States from countries that knowingly engage in the exchange of Russian-origin uranium and petroleum products to at least 500% relative to the value of such goods and services; the Department of the Treasury must impose property-blocking sanctions on any financial institution organized under Russian law and owned wholly or partly by Russia, and any financial institution that engages in transactions with those entities; and the Department of Commerce must prohibit the export, reexport, or in-country transfer to or in Russia of any U.S.-produced energy or energy product.

Education Savings Accounts for Military Families Act of 2025 This bill directs the Department of Education (ED) to establish a program to provide children with parents on active duty in the uniformed services with funds to pay educational expenses. Specifically, ED must establish a tax-exempt Military Education Savings Account for dependent children of parents in the uniformed services for the payment of the children's educational expenses. Funds in the savings account may be used for specified purposes, including the cost of attendance at a private elementary or private secondary school or institution of higher education, private tutoring, or costs associated with an apprenticeship or other vocational training program.

Accountability Through Electronic Verification Act This bill expands the E-Verify program by requiring all employers to use it and permanently reauthorizes the program. Currently, E-Verify use is voluntary for most employers, although some states mandate its use. All employers must use E-Verify to confirm the identity and employment eligibility of all recruited, referred, or hired individuals, including current employees who were never verified under the program. Failure to use E-Verify shall create a rebuttable presumption that the employer is violating immigration law. U.S. Citizenship and Immigration Services must generate weekly reports about individuals who have received a final nonconfirmation of employment eligibility. The Department of Homeland Security (DHS) must use the report to enforce immigration laws. The bill increases civil and criminal penalties for hiring non-U.S. nationals ( aliens under federal law) who are not authorized to work. DHS must bar repeat offenders and those criminally convicted from holding federal contracts, grants, or cooperative agreements. The Social Security Administration, Internal Revenue Service, Department of the Treasury, and DHS must jointly establish a program to share information to help identify non-U.S. nationals who are not authorized to work. The bill establishes the Employer Compliance Inspection Center within Homeland Security Investigations of U.S. Immigration and Customs Enforcement. The center's duties include processing I-9 employment eligibility verification forms and ensuring compliance with employment eligibility laws. DHS must report to Congress on ways to simplify procedures relating to I-9 forms and on whether the I-9 process should be eliminated.

Anti-CBDC Surveillance State Act This bill prohibits a Federal Reserve bank from offering products or services directly to an individual, maintaining an account on behalf of an individual, or issuing a central bank digital currency (i.e., a digital dollar). Further, the Board of Governors of the Federal Reserve System is prohibited from using a central bank digital currency to implement monetary policy or from testing, studying, creating, or implementing a central bank digital currency, with exceptions as provided by the bill.
