Securing the Visa Waiver Program Act This bill imposes additional requirements on countries that are part of the Visa Waiver Program, which allows citizens or nationals of such countries to travel to the United States without a visa. Specifically, a country that is part of the program must (1) share information with the United States about any of its citizens or nationals who are known or suspected to be involved with terrorism, and (2) establish frameworks for enhanced law enforcement cooperation with the United States.

Allowing Military Exemptions, Recognizing Individual Concerns About New Shots Act of 2022 or the AMERICANS Act This bill modifies the classification of discharge and remedies available to specified individuals who were discharged for failing to obey an order to receive a COVID-19 vaccine. Such individuals include members of the Armed Forces, individuals enrolled at a military service academy, or individuals enrolled in the Junior Reserve Officers' Training Corps (JROTC) or Senior Reserve Officers' Training Corps (SROTC) program.

Patient Access to Higher Quality Health Care Act of 2022 This bill repeals provisions under the Stark law (i.e., the Physician Self-Referral Law) that limit, for purposes of Medicare participation, self-referrals by newly constructed or expanded physician-owned hospitals.

This concurrent resolution declares that a state of emergency exists due to the Russian invasion of Ukraine. It also states that such emergency justifies a waiver of the minimum tonnage requirements for the transport of equipment, materials, or commodities related to humanitarian operations resulting from the invasion. Such requirements apply to cargoes that are transported on ocean vessels and that are procured, furnished, or financed by the United States.

This joint resolution nullifies the interim final rule submitted by the Department of Justice and the Department of Homeland Security and published on March 29, 2022, concerning procedures for the consideration of asylum claims and other related issues. (Among other changes, the interim final rule requires an asylum seeker subject to expedited removal to be screened by an asylum officer for a credible fear of persecution or torture, rather than a credible fear of persecution, reasonable possibility of persecution, or reasonable possibility of torture.)

Fairness for Crime Victims Act of 2022 This bill establishes budget points of order in the House of Representatives and the Senate against considering provisions in appropriations legislation that contain changes in mandatory programs (CHIMPs) that would cause the amount available for obligation during the fiscal year from the Crime Victims Fund (CVF) to be less than the annual average for the three previous fiscal years. A CHIMP is a provision that (1) would have been estimated as affecting direct spending or receipts if the provision were included in legislation other than an appropriations bill; and (2) results in a net decrease in budget authority in the current year or the budget year, but does not result in a net decrease in outlays over the period of the total of the current year, the budget year, and all fiscal years covered under the most recently adopted budget resolution. The points of order do not apply if the difference between the amount in the Crime Victims Fund as of September 30 of the fiscal year immediately preceding the fiscal year to which the CHIMP relates and the amount available for obligation under the CHIMP is not more than $2 billion.

Sanction Transactions Originating from Pernicious Chinese Companies and Policies Act of 2022 or the STOP CCP Act of 2022 This bill prohibits U.S. persons (generally individuals and entities subject to U.S. jurisdiction) from trading in the publicly traded securities of certain entities that operate or have operated in certain sectors in China, including the defense or surveillance technology sectors.

Protecting Americans from Unnecessary Spread upon Entry from COVID-19 Act of 2022 or the PAUSE Act of 2022 This bill maintains immigration restrictions put in place under public health emergency authorities to prevent the introduction of COVID-19 from foreign countries. Specifically, the bill prohibits the Department of Health and Human Services from rescinding or reducing the stringency of the restrictions. It also prohibits the Department of Homeland Security from stopping or reducing enforcement of the restrictions. These prohibitions remain in effect until (1) federal and state COVID-19 emergency orders are lifted, and (2) the risk of introducing COVID-19 in or from Canada and Mexico is minimal.

Pistol Brace Protection Act This bill removes certain brace-equipped firearms from regulation under certain federal firearms laws. Specifically, under the bill, a pistol that that is equipped with an attachable stabilizing brace (or arm brace) that allows the pistol to be fired with one hand is not a rifle or shotgun subject to regulation (e.g., registration requirements) under the National Firearms Act.

Traveler's Gun Rights Act This bill allows an individual who does not have a physical residence in a state to use the address for a private mailbox or post office box maintained by that individual for purposes of obtaining a firearm from a federally licensed dealer.

Fight Inflation Through Balanced Budgets Act This bill establishes points of order that may be raised in the Senate against (1) budget resolutions that do not include a balanced budget; and (2) provisions that would cause the total amount of appropriations for a program, project, or activity to exceed the authorized amount. The bill also limits waivers of budget points of order in the Senate, including by prohibiting (1) waiving multiple points of order against a measure using a single motion, and (2) waiving a point of order that has not been specifically raised by a Senator.

Law Enforcement De-Escalation Training Act of 2022 This bill directs the Department of Justice (DOJ) to develop scenario-based training curricula that includes topics such as alternatives to the use of force, de-escalation tactics, and safely responding to an individual experiencing a mental, behavioral health, or suicidal crisis. The bill also directs DOJ to make grants to states for costs associated with providing the training to law enforcement officers or mental health professionals.

Ending Discrimination in COVID-19 Treatments Act This bill prohibits consideration of certain factors, including vaccination status, in decisions about an individual's access to federally provided monoclonal antibody therapies to treat COVID-19. As a condition of receiving the therapies from the federal government, states must ensure that providers do not consider specified demographic characteristics, veteran status, or political ideology or speech when determining a patient's eligibility for such therapies.

Guarding against Injustice based on Vaccine-status, Ensuring Lifesaving Intervention For Everyone Act or the GIVE LIFE Act or Doss's Act This bill generally prohibits an individual's COVID-19 vaccination status from being taken into account for purposes of organ donation or receipt. The bill also prohibits (1) the incidence rate of COVID-19 in a geographic area from being considered in such decisions, and (2) the Organ Procurement and Transplantation Network from establishing standards that incorporate any of these factors. Additionally, as a condition of Medicare and Medicaid participation, health care providers, with specified exceptions (e.g., skilled nursing facilities), may not deny services to individuals based on COVID-19 vaccination status.

Prosecutorial Remedies and Other Tools to end the Exploitation of Children Today Act or the PROTECT Act of 2022 This bill alters federal sentencing for individuals who commit certain child pornography offenses. It generally requires judges to impose a sentence that is not less than the minimum period specified in the sentencing guideline range. The bill also increases certain criminal penalties for possession of child pornography.

Pretrial Release Reporting Act This bill requires the Bureau of Justice Statistics to submit a report to Congress on individuals who are granted bail or pretrial release from state courts and are charged with violent felony offenses (e.g., murder or rape).

Homeowner Flood Insurance Transparency and Protection Act This bill allows National Flood Insurance Program policyholders to elect to pay premiums at the rate in effect prior to the implementation of Risk Rating 2.0. Risk Rating 2.0 bases premium rates on an individual property's specific flood risk instead of the flood risk of a general location and property type. Policyholders may elect to pay the previous rate until the Federal Emergency Management Agency performs several actions regarding Risk Rating 2.0, including publishing all data and methods used to calculate premium rates under Risk Rating 2.0, creating an online database where policyholders can see premium rates for their property using specified calculations, and publishing an assessment of the economic and social impacts of Risk Rating 2.0.

Global Magnitsky Human Rights Accountability Extension Act This bill extends through December 31, 2034, the authority of the President to impose sanctions on foreign persons involved in certain gross violations of internationally recognized human rights and significant acts of corruption.

This joint resolution nullifies the rule titled Patient Protection and Affordable Care Act; Updating Payment Parameters, Section 1332 Waiver Implementing Regulations, and Improving Health Insurance Markets for 2022 and Beyond , which was issued by the Centers for Medicare & Medicaid Services and the Department of the Treasury on September 27, 2021. The rule expands the open enrollment period for individual health coverage and rescinds the previous interpretation of certain requirements relating to Section 1332 waivers (also known as State Innovation Waivers or State Relief and Empowerment Waivers).

Prohibiting Religious Exemption and Accommodations Databases Act This bill prohibits federal agencies from disclosing to other agencies or organizations any information relating to the religious beliefs, identity, or affiliation of an individual with a religious accommodation, including with respect to a COVID-19 vaccine requirement. The bill specifically incorporates such information into the Privacy Act of 1974 (which restricts how agencies may disclose or share records that identify individuals in the absence of written consent) and exempts related records from disclosure under the Freedom of Information Act (which provides the public a right to access federal agency information).

Invest to Protect Act of 2022 This bill directs the Office of Community Oriented Policing Services within the Department of Justice to award grants to local and tribal governments that employ fewer than 200 law enforcement officers. Grant funds may be used for various activities, including to purchase body cameras, provide de-escalation training, and improve recruitment and retention.

This joint resolution nullifies the rule issued by the Department of Health and Human Services on October 7, 2021, that reverts requirements for federally funded providers of family planning services to those in effect before May 3, 2019, and makes other changes to family planning programs. Specific changes in the rule include (1) removing restrictions on pregnancy options counseling and referrals for abortion services, (2) eliminating requirements for physical and financial separation between abortion-related activities and specified family planning activities, and (3) providing a particular focus on health equity.

Tornado Observations Research and Notification Assessment for Development of Operations Act or the TORNADO Act This bill establishes programs and activities to improve the forecasting of hazardous weather and water events, including tornadoes. The bill directs the National Oceanic and Atmospheric Administration (NOAA) to maintain and improve the system by which the risks of hazardous weather and water events are communicated to the general public, with the goal of informing action and encouraging response to prevent loss of life and property. NOAA shall also establish or designate an existing office to serve as a hazard risk communication office; establish or maintain a research program to modernize the creation and communication of risk-based, statistically reliable, probabilistic hazard information to inform effective responses to hazardous weather and water events; establish a pilot program to test the effectiveness of the implementation of the research conducted pursuant to this bill; submit to Congress a strategic plan for developing and prioritizing the implementation of high-resolution probabilistic forecast guidance for tornadic conditions using a next-generation weather forecast and warning framework; perform one or more post-storm surveys and assessments following each hazardous weather or water event that is of sufficient societal importance; update, if necessary, the system for rating tornado severity; and maintain the Vortex USA tornado research program. The Government Accountability Office shall submit a report that examines the information technology infrastructure of the National Weather Service.

Ultrasound Informed Consent Act This bill requires abortion providers, as a condition of receiving federal funding, to conduct an ultrasound before performing an abortion. Specifically, before a woman gives informed consent to any part of an abortion, the abortion provider must perform an obstetric ultrasound on the pregnant woman; display the ultrasound images and make audible (when present) the heartbeat and related cardiac sounds for the woman to view and hear while simultaneously explaining the ultrasound depiction and the cardiac sounds; provide a complete medical description of the images, including the dimensions of the embryo or fetus, cardiac activity if present and visible, and the presence of external members and internal organs if present and viewable; and provide the woman with a copy of the ultrasound image. Providers are subject to civil actions and penalties for violations. The bill's ultrasound requirements do not apply in cases where a physical disorder, illness, or injury caused by the pregnancy endangers a woman's life. A woman is also not required to view the ultrasound images; nor may she or the provider be penalized if she declines to do so.

Say No to the Silk Road Act This bill requires various actions pertaining to China's sovereign digital currency. Specifically, the bill requires (1) the Office of Management and Budget to develop guidance for executive agencies pertaining to security requirements for the use of China's sovereign digital currency, (2) countries accepting assistance through the Foreign Military Financing Program to disclose any use of such currency as a settlement or reserve currency, and (3) the Department of State to include on its public website a warning for travelers about the dangers of such currency.

Energy Freedom Act This bill establishes requirements to provide for domestic energy production, including by limiting delays on oil, gas, or coal development; requiring a minimum number of annual sales of leases on federal lands and waters for oil and gas development; requiring sales of leases of federal land for wind, solar, and geothermal development; allowing the Department of the Interior to grant licenses for the exploration and mining of hardrock minerals on the Outer Continental Shelf.

This bill generally prohibits the use of federal funds, including funds from the federal Judgment Fund, for interim storage of spent nuclear fuel by a privately owned facility. The prohibition does not apply to (1) manufacturers of nuclear reactors or fabricators of nuclear fuel that accept the return of spent nuclear fuel, (2) nuclear power plants that accept spent nuclear fuel for interim storage, or (3) privately owned interim storage facilities that are currently in operation. Funds may also be used for costs associated with transferring or storing spent nuclear fuel at sites owned by the Department of Energy.
