Uyghur Forced Labor Prevention Act This bill imposes importation limits on goods produced using forced labor in the Xinjiang Uyghur Autonomous Region in China and imposes sanctions related to such forced labor. The Department of Homeland Security shall report to Congress a strategy for preventing the importation of goods produced in Xinjiang using forced labor. The strategy must contain certain information, including a list of entities working with the government in Xinjiang to move forced labor or Uyghurs, Kazakhs, Kyrgyz, or members of other persecuted groups out of Xinjiang. The U.S. Customs and Border Protection shall generally presume that goods produced by these entities are barred from importation into the United States. The bill also expands existing asset- and visa-blocking sanctions related to Xinjiang to cover foreign individuals and entities responsible for serious human rights abuses in connection with forced labor. The Department of State shall report to Congress (1) an assessment of whether human rights abuses committed by China's government against persecuted groups in Xinjiang constitute genocide under U.S. law, and (2) a strategy to enhance international awareness of forced labor in Xinjiang and to address such forced labor.

Regulations from the Executive in Need of Scrutiny Act of 20 21 This bill revises provisions relating to congressional review of agency rulemaking. Specifically, the bill establishes a congressional approval process for a major rule. A major rule may only take effect if Congress approves of the rule. A major rule is a rule that results in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. In addition, the bill establishes a congressional disapproval process for a nonmajor rule. A nonmajor rule may only take effect if Congress does not disapprove of the rule.

Conservation Funding Protection Act This bill requires the Department of the Interior to hold at least two region-wide oil and gas lease sales per year in the Gulf of Mexico. Each lease sale must include areas in the Central Gulf of Mexico Planning Area and the Western Gulf of Mexico Planning Area. In addition, the bill establishes deadlines for completing environmental reviews of the lease sales.

Justice for Victims of Sanctuary Cities Act of 2021 This bill provides a private right of action against state and local jurisdictions with certain policies that limit cooperation with federal immigration enforcement efforts, and contains additional provisions related to such jurisdictions. Currently, such cooperation is generally not required. An individual (or certain relatives of such an individual) who is the victim of any felony for which an alien has been arrested, convicted, or sentenced to a prison term of at least one year may sue a state or local jurisdiction if the jurisdiction failed to comply with (1) certain Department of Homeland Security (DHS) requests related to arresting and detaining aliens, and (2) a DHS request to detain the alien in question or provide a notification about the release of the alien. A jurisdiction that accepts certain federal grants may not assert immunity in such a civil action. A jurisdiction (or employee of a jurisdiction) that complies with certain DHS detainer requests shall be deemed to be acting as an agent of DHS. A complying jurisdiction or employee of the jurisdiction shall not be liable in any lawsuit relating to compliance with such requests. In a lawsuit against an employee of the jurisdiction, the United States shall be substituted in as the defendant, and remedies shall be limited to provisions for bringing tort claims against the federal government.

Pain-Capable Unborn Child Protection Act This bill establishes a new criminal offense for performing or attempting to perform an abortion if the probable post-fertilization age of the fetus is 20 weeks or more. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both. The bill provides exceptions for an abortion (1) that is necessary to save the life of the pregnant woman, or (2) when the pregnancy is the result of rape or incest. A physician who performs or attempts to perform an abortion under an exception must comply with specified requirements. A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

Accountability Through Electronic Verification Act This bill expands the E-Verify program by requiring all employers to use it and permanently reauthorizes the program. Currently, E-Verify use is voluntary for most employers, although some states mandate its use. All employers shall use E-Verify to confirm the identity and employment eligibility of all recruited, referred, or hired individuals, including current employees who were never verified under the program. Failure to use E-Verify shall create a rebuttable presumption that the employer is violating immigration law. U.S. Citizenship and Immigration Services shall generate weekly reports about individuals who have received a final nonconfirmation of employment eligibility. The Department of Homeland Security (DHS) shall use the report to enforce immigration laws. DHS shall establish a program to help certain small businesses verify employee eligibility. DHS shall also update E-Verify's design to help prevent and detect fraud and identity theft. The bill increases civil and criminal penalties for hiring unauthorized aliens. DHS shall debar repeat offenders and those criminally convicted from holding federal contracts, grants, or cooperative agreements. The Social Security Administration, Internal Revenue Service, Department of the Treasury, and DHS shall jointly establish a program to share information to help identify unauthorized aliens. The bill establishes the Employer Compliance Inspection Center within Homeland Security Investigations of U.S. Immigration and Customs Enforcement. The center's duties include processing I-9 employment eligibility verification forms and ensuring compliance with employment eligibility laws. DHS shall report to Congress on ways to simplify procedures relating to I-9 forms and on whether the I-9 process should be eliminated.

School Security Enhancement Act This bill allows local educational agencies to use specified portions of Student Support and Academic Enrichment grants for planning and designing school buildings and facilities, installing infrastructure, and implementing other measures to strengthen security on school premises. Further, the bill prohibits the use of these grant funds for the provision of a firearm or training in the use of a firearm.

Student Empowerment Act This bill allows tax-exempt distributions from qualified tuition programs (known as 529 plans) to be used for additional educational expenses in connection with enrollment or attendance at an elementary or secondary school. (Under current law, distributions in connection with an elementary or secondary school are limited to tuition for a public, private, or religious school.) The bill allows the distributions to be used for additional educational expenses, including curriculum and curricular materials, books or other instructional materials, online educational materials, tutoring or educational classes outside the home, testing fees, fees for dual enrollment in an institution of higher education, and educational therapies for students with disabilities. Distributions may also be used for tuition and the purposes above in connection with a homeschool (whether treated as a homeschool or a private school under state law).

Education Freedom Scholarships and Opportunity Act This bill allows individual and corporate taxpayers a tax credit for cash contributions to certain scholarship-granting and workforce training organizations. It imposes a cap of $10 billion on the sum of contributions that qualify for a tax credit under this bill. The bill requires the Department of Education, in coordination with the Departments of the Treasury and Labor, to establish, host, and maintain a web portal that (1) lists all eligible scholarship-granting and workforce training organizations; (2) enables contributions to such organizations; (3) provides information about the benefits of this bill; and (4) enables a state to submit and update information about its programs and educational organizations, including information on student eligibility and allowable educational expenses.

Stop Greenlighting Driver Licenses for Illegal Immigrants Act of 2021 This bill prohibits a state from receiving certain federal law enforcement grants if it takes certain immigration-related actions. Specifically, a state may not receive such grants if it (1) issues a driver license to an individual who does not have proof of U.S. citizenship or lawful presence in the United States, or (2) prohibits a local or state government entity or official from sharing immigration enforcement information with the Department of Homeland Security.

Limiting and Enabling Gathering Awards Commemorating Yesteryear Act or the LEGACY Act This bill authorizes the purchase and importation for historical and educational purposes of military decorations, medals, and related items that are located abroad, and it requires the President to impose property- and visa-blocking sanctions on a person who makes unauthorized use of military medals or decorations.

Undoing NEPA’s Substantial Harm by Advancing Concepts that Kickstart the Liberation of the Economy Act of 2020 or the UNSHACKLE Act of 2020 This bill revises the environmental review process required under the National Environmental Policy Act of 1969 (NEPA), including by establishing deadlines for federal agencies to complete reviews of the environmental effects of proposed major federal actions; establishing penalties for agencies that do not comply with these deadlines; limiting the number of assessment documents required for proposed major federal actions, requiring agencies to reuse certain research or documents, and allowing agencies to adopt environmental documents prepared by states or third parties; requiring agencies to only consider alternatives to proposed actions that are technically and economically feasible; prohibiting agencies from considering whether proposed actions or alternatives to those actions will have an effect on climate change; and establishing requirements concerning the judicial review of NEPA cases.

This resolution denounces efforts by the Nicolás Maduro regime to hold fraudulent legislative elections and joins members of the international community in rejecting the regime's efforts to carry out those elections. Further, it urges that elections in Venezuela be conducted as soon as possible according to international standards for free, fair, and transparent electoral processes. Additionally, the resolution calls on the Maduro regime to cease its persecution of Venezuala's independent political parties and release all political prisoners, and it calls for Nicolás Maduro and senior members of his regime to be held accountable for their actions.

Sanctioning and Highlighting Authoritarian Medicine and Eugenics Act of 2020 or the SHAME Act This bill imposes sanctions on individuals and entities responsible for carrying out coercive policies to limit births in China's Xinjiang province. Specifically, the Department of State shall annually report to Congress the identities of any Chinese government official or agency or any member of the Chinese Communist Party that knowingly orders, controls, or routinely carries out such coercive policies in Xinjiang, such as requiring involuntary abortions or mandatory contraception use. The State Department shall also publish a list of the named entities and individuals on its website in English and Mandarin Chinese. The President shall impose property-blocking sanctions on the individuals and entities named in the report, as well as visa-blocking sanctions on the named individuals. An individual or entity that violates, attempts to violate, or conspires to violate the sanctions provided under this bill may be subject to civil and criminal penalties.

National Child Identification Act of 2019 This bill permits the Office of Juvenile Justice and Delinquency Prevention to award grants for local law enforcement to distribute in-home fingerprint and DNA identification kits to families. These kits can be turned over to law enforcement to assist in locating missing or trafficked children.

Republic of Texas Legation Memorial Act This bill authorizes the Daughters of the Republic of Texas to establish the Republic of Texas Legation Memorial on federal land in the District of Columbia to commemorate and honor those individuals who, as representatives of the Republic of Texas, served in the District of Columbia as diplomats to the United States and made possible the annexation of Texas as the 28th state of the United States.

Ports-to-Plains Highway Act of 2020 This bill expands and designates certain route segments on the National Highway System. Specifically, the bill (1) designates the portion of the Heartland Expressway (relating solely to the portion from Limon, Colorado to Interstate Route I-76 in the vicinity of Brush, Colorado) and the Ports-to-Plains Corridor as future parts of the Interstate System; and (2) permits the continued operation of vehicles on any segment of the Heartland Expressway (relating solely to the portion from Limon, Colorado to I-76 in the vicinity of Brush, Colorado) and the Ports-to-Plains Corridor that is designated as a route on the Interstate System in Texas, Oklahoma, Colorado, and New Mexico, without regard to vehicle weight limitation requirements.

Women's Public Health and Safety Act This bill allows a state to exclude from participation in the state's Medicaid program a provider that performs an abortion, unless (1) the pregnancy is the result of rape or incest, or (2) the woman suffers from a physical issue that would place her in danger of death unless an abortion is performed. (Under current law, a state plan for medical assistance must provide that any individual eligible for medical assistance may obtain required services from any provider qualified to perform them.)

Air Carrier Worker Support Extension Act of 2020 This bill extends authority for the Department of the Treasury to provide financial assistance to passenger air carriers, cargo air carriers, and contractors of passenger air carriers for the continuation of payment of employee wages, salaries, and benefits. The maximum amounts of financial assistance that may be provided by Treasury for this purpose are $25.5 billion for passenger air carriers, $300 million for cargo air carriers, and $3 billion for contractors . The bill provides specific deadlines and procedures under which Treasury must provide financial assistance to air carriers and contractors. To be eligible for financial assistance, an air carrier or contractor must (1) agree not to reduce pay and benefits or conduct involuntary furloughs until March 31, 2021; and (2) agree, through March 31, 2022, not to repurchase stock, pay dividends, or make other capital distributions. Additionally, Treasury may require carriers that receive assistance to maintain service to points served before March 1, 2020. Such authority terminates on April 1, 2022. The bill limits the maximum allowable compensation of an officer or employee of an air carrier or contractor that receives assistance.

Military Spouse Licensing Relief Act of 2020 This bill provides for the portability of professional licenses of service members and their spouses who are relocated under military orders to a location that is not within the jurisdiction of the license. Specifically, a professional license in good standing of a service member or spouse shall be considered valid and in good standing in the new jurisdiction for the duration of such military orders. To establish and maintain eligibility, a service member or spouse must (1) provide a copy of the military orders to the licensing authority in the jurisdiction in which the new residency is located; (2) remain in good standing with the licensing authority that issued the license; and (3) submit to the authority of the licensing authority in the new jurisdiction for the purposes of standards of practice, discipline, and fulfillment of any continuing education requirements.

Strongly and Unambiguously Sanctioning Proliferators Exploiting Nuclear Diplomacy Act of 2020 or the SUSPEND Act This bill establishes reporting and sanctions requirements related to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Specifically, the bill requires the Department of State to report on whether parties to the NPT are fulfilling their responsibility to pursue negotiations in good faith relating to cessation of the nuclear arms race and to nuclear disarmament. Further, it requires the President, on the basis of this report, to impose sanctions against certain parties that are not meeting this responsibility.

This resolution condemns abuses committed by state security forces and armed groups in the northwest and southwest regions of Cameroon, and it affirms that the United States continues to hold Cameroon responsible for safeguarding the security and constitutional rights of all of its citizens, regardless of their region, religion, or political views. Further, it urges all parties to the conflict in Cameroon, the government of Cameroon, U.S. foreign relations entities, and members of the international community to take specified steps toward resolving the ongoing civil conflict in Cameroon.

Reinvigorating the Economy, Creating Opportunity for every Vocation, Employer, Retiree & Youth Act or the RECOVERY Act This bill revises provisions in the tax code; modifies the liability of employers, public officials, and other entities; makes various changes to help schools, employers, and industries respond to COVID-19 (i.e. coronavirus disease 2019); and otherwise addresses economic growth. It also modifies congressional oversight of regulations, including by requiring approval for certain rules. Among other things, the bill establishes and expands various tax credits, deductions, and exclusions from income for individuals and businesses and temporarily suspends payroll taxes. Additionally, the bill limits the liability, under some conditions, of employers, health care providers, and other entities for COVID-19 exposures. It also imposes liability on public officials with authority to direct law enforcement agencies for losses that occur in areas that a law enforcement agency has been instructed not to access during riots. Furthermore, it revises multiple COVID-19 response activities, including by restricting eligibility for unemployment compensation, extending particular business loans and payroll support programs, and establishing sunset dates for spending COVID-19 funds. Additionally, the bill requires the Department of Education to use a specified percentage of COVID-19 funds to support certain scholarship-granting organizations. It also establishes an alternate approval process for coronavirus drugs and other medical products approved for sale in another country; expands interstate telehealth access; and makes other changes to health insurance plans, health savings accounts, and retirement accounts. The bill also creates tax incentives and other programs to support mining, petroleum, pharmaceutical, aviation, and other industries.

Advancing Competitiveness, Transparency, and Security in the Americas Act of 2020 This bill supports U.S. economic engagement and diplomatic presence in Latin American and Caribbean countries and implements requirements to counter foreign corrupt practices and malign business practices in the region. Specifically, the bill establishes measures to (1) increase U.S. economic competitiveness and promote the rule of law in Latin American and Caribbean countries, (2) promote regional security and digital security, and (3) protect human rights in the Americas and advance the role of civil society in Latin America and the Caribbean.

Coronavirus Emergency Education Grants Act This bill directs the Department of the Treasury to establish a program to make one-time direct payments to parents or guardians to offset the educational expenses of their children during the period of March 2020 to June 2021. It also directs Treasury to award emergency education freedom grants to states. The bill establishes a new tax credit for contributions to an eligible scholarship-granting organization. An eligible scholarship-granting organization is an tax-exempt organization that provides scholarships to individual elementary and secondary school students who reside in the state in which the organization is recognized or are members of a federally recognized Indian tribe. The organization must allocate at least 90% of contributions to qualifying scholarships on an annual basis and provide such scholarships to eligible students and families.

This bill provides statutory authority under the Clean Water Act for activities authorized in the reissued final rule titled Issuance and Reissuance of Nationwide Permits and specifies requirements and criteria for subsequent reissuances of such permits. Nationwide permits are issued for periods of up to five years by the U.S. Army Corps of Engineers to authorize activities that have minimal individual and cumulative adverse environmental effects.
