This resolution amends Rule I of the Rules of Procedure and Practice in the Senate When Sitting on Impeachment Trials. Specifically, the resolution requires the House of Representatives to notify or otherwise provide to the Senate the adopted articles of impeachment within 25 calendar days from their adoption. Such articles shall be deemed presented to the Senate if this requirement is not met. Furthermore, it shall be in order for any Senator to offer a motion (required to be adopted) to dismiss the articles with prejudice.

American Wild Game and Livestock Protection Act This bill requires the Department of the Interior to issue as a final rule the proposed rule titled Endangered and Threatened Wildlife and Plants; Removing the Gray Wolf (Canis lupus) From the List of Endangered and Threatened Wildlife . This bill exempts the rule from judicial review.

Lawful Interstate Transportation of Firearms Act This bill revises criminal provisions related to the interstate transportation of firearms and ammunition. An individual may transport a firearm between two places (e.g., states) where it is legal to possess, carry, or transport the firearm. During transport, the firearm must be unloaded and secured or securely stored. Additionally, an individual may transport ammunition, or a detachable magazine or feeding device, between two places where it is legal to possess, carry, or transport the ammunition, magazine, or feeding device. During transport, the ammunition, magazine, or feeding device must not be loaded into a firearm and must be securely stored. The term transport includes staying in temporary lodging overnight; stopping for food, fuel, vehicle maintenance, an emergency, or medical treatment; and any other activities that are incidental to the transportation. The bill prohibits the arrest or detention of an individual for a state or local firearm or ammunition violation unless there is probable cause to believe the individual failed to comply with the provisions of this bill.

Lower Costs, More Cures Act of 2019 This bill establishes and modifies several requirements to address prescription drug prices under Medicare. The bill generally limits payment amounts for drugs and biologics under Medicare medical services, reduces cost-sharing under the Medicare prescription drug benefit, and establishes several reporting requirements for drug manufacturers with respect to drug prices.

Support And Value Expectant Moms and Babies Act of 2019 or the SAVE Moms and Babies Act of 2019 This bill prohibits the Food and Drug Administration (FDA) from approving any new drug (either as a brand-name drug or a generic) intended to terminate a pregnancy and imposes additional restrictions on such drugs that are already approved. Under the bill, an already-approved drug intended to terminate a pregnancy may be dispensed to a patient only with a prescription. Furthermore, the FDA may not approve any labeling change that would authorize (1) using the drug after 70 days of gestation, or (2) dispensing the drug by any means other than in-person administration by the prescribing health care practitioner. The FDA must also impose additional restrictions on such already-approved drugs, including by (1) requiring the prescribing health care practitioner to receive a special certification, (2) prohibiting the practitioner to also act as the dispensing pharmacist, and (3) requiring the practitioner to have the ability to provide surgical intervention to the patient. The bill also rescinds any investigational use exemption already granted to such a drug if the bill would have prohibited the FDA from granting the exemption. (Currently, the FDA may grant an exemption to certain market approval requirements if a drug is intended solely for use in safety and effectiveness investigations.)

Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.

Montana Water Rights Protection Act This bill authorizes, ratifies, and confirms a specified water rights settlement entered into by the United States, Montana, and the Confederated Salish and Kootenai Tribes of the Flathead Reservation of Montana. Specified claims of the tribes against the United States are waived and released. The bill directs the Department of the Interior to allocate specified amounts of storage water in Hungry Horse Reservoir for use by the tribes. It also permits the tribes to carry out specified activities related to the Flathead Indian Irrigation Project, such as rehabilitating structures, upgrading irrigation facilities, and restoring streams that are affected by such project. In addition, the bill (1) establishes, for purposes of carrying out the bill, the Séliš-Qlispé Ksanka Settlement Trust Fund; (2) requires Interior to offer to negotiate with Montana for the transfer of specified parcels of state land; (3) requires the National Bison Range to be held in trust for the benefit of the tribes; and (4) requires Interior to make certain payments to Lake and Sanders Counties in Montana for the restoration of the National Bison Range.

Commitment to Veteran Support and Outreach Act This bill authorizes the Department of Veterans Affairs (VA) to enter into a contract with a state in order to carry out, coordinate, improve, or otherwise enhance health and wellness programs, comprehensive veteran suicide prevention programs, and outreach by the VA and the state. The VA is authorized to award a grant to a state to (1) carry out, coordinate, improve or otherwise enhance health and wellness programs, comprehensive veteran suicide prevention programs, outreach activities, or activities to assist with benefits claims for veterans; or (2) hire additional county veterans service officers.

Veteran Pension Protection Act of 2019 This bill requires the Department of Veterans Affairs (VA) and Veterans Benefits Administration (VBA) to implement methods and systems to address potential financial exploitation of individuals who receive VA pensions for non-service-connected disability, death, or service. Specifically, the bill requires the VA to develop a method for soliciting and collecting information on complaints received, referrals made, and actions taken by the VA pension management centers in cases of potential financial exploitation. The VA must also (1) develop a plan to regularly assess the collected information to identify trends of potential financial exploitation, (2) and outline actions it can take to improve education and training to address those trends. The bill requires the VBA to update guidance and training curriculum for claims processors regarding the evaluation of questionable medical expenses on pension applications, develop a method for identifying and tracking the number of individuals who have received pension overpayments, conduct an evaluation of the feasibility and advisability of requiring claims processors to take additional actions to verify direct deposit information, identify legislative or administrative actions that would ensure pension payments are provided to the correct recipients, ensure that specified pension documents include a notice that the VA does not charge a fee in connection with the filing of a pension application, and develop a plan for educating vulnerable individuals about potential financial exploitation relating to the receipt of the specified pensions.

Advancing Support for Working Families Act This bill allows individual taxpayers an election to advance up to $5,000 of the child tax credit in the year of birth or adoption of an applicable qualifying child (a child, other than an eligible foster child, who has a specified relationship to the taxpayer and meets certain age, residency, and support requirements). The bill sets forth a special rule for parents who do not qualify for the full refundable portion of the child tax credit. The advance amount for such parents is the lesser of $5,000, or 25% of their earned income amount for the taxable year. The bill requires the Government Accountability Office to report to Congress on matters relating to taxpayers who make an election to advance the child tax credit.

Stop the Spread of Invasive Mussels Act of 2019 This bill directs the Bureau of Reclamation to provide financial assistance to states with Reclamation projects to prevent the spread of aquatic invasive species into and out of reservoirs operated and maintained by Reclamation, including assistance to purchase, establish, operate, or maintain a watercraft inspection and decontamination station that has the highest likelihood of preventing the spread of aquatic invasive species. In providing financial assistance, Reclamation must prioritize projects that (1) prevent the spread of an aquatic invasive species to waters under its jurisdiction, including irrigation, reclamation, or other water projects; and (2) align with the priorities of the state and with the document titled Quagga-Zebra Mussel Action Plan for Western U.S. Waters , published in February 2010. The bill provides authority for each federal agency on the Aquatic Nuisance Species Task Force to (1) conduct mandatory inspections and decontamination of watercraft; and (2) if necessary, impound, quarantine, or otherwise prevent entry of a watercraft. The membership of the task force is expanded to include the National Park Service, Bureau of Land Management, and Reclamation.

Female Body Armor Modernization Act of 2019 This bill requires each department of the U.S. Armed Forces to provide specified data and assessment concerning personal protection equipment. In addition, the Defense Health Agency must track and report on injuries among service members during the use of such equipment.

Continuity for Operators with Necessary Training Required for ATC Contract Towers Act of 2019 or the CONTRACT Act of 2019 This bill exempts certain air traffic controllers from a required reduction in their retirement annuity payment on account of earnings from certain work performed while entitled to such annuity. Under current law, retired Federal Aviation Administration air traffic controllers receive an annuity payment during the period between the mandatory retirement age of 56 and the social security minimum age of 62. Such annuity payment is required to be reduced by a certain percentage of any excess earnings during this period. The bill exempts from such reduction in annuity payments an air traffic controller who participates in the Air Traffic Control Contract Program (a public-private partnership for air traffic control services) following mandatory retirement.

Sergeant Daniel Somers Veterans Network of Support Act of 2019 This bill requires the Department of Veterans Affairs (VA) to carry out a two-year pilot program on information sharing between the VA and designated persons regarding the assistance and benefits available to veterans. Under the program, volunteer participants who are in the Armed Forces and are transitioning to civilian life shall designate up to 10 persons to receive information on specified services and benefits from the VA.

National Purple Heart Honor Mission Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, and half-dollar clad coins emblematic of the mission of the National Purple Heart Honor Mission. The bill limits the issuance of such coins to the one-year period beginning on January 1, 2022. The bill prescribes surcharges for coin sales, which shall be paid to the National Purple Heart Honor Mission, Inc., to support the mission of such organization, including capital improvements to the National Purple Heart Honor Mission facilities.

Down Syndrome Discrimination by Abortion Prohibition Act This bill creates new federal crimes related to the performance of an abortion on an unborn child who has Down syndrome. It subjects a violator to criminal penalties—a fine, a prison term of up to five years, or both. It also authorizes civil remedies, including damages and injunctive relief. A woman who undergoes such an abortion may not be prosecuted or held civilly liable.

U.S. Beef Integrity Act This bill modifies label requirements for meat food products of cattle. Specifically, the bill prohibits the label of cattle meat or a meat food product of cattle from bearing the phrase Product of U.S.A. unless such meat or meat food product is exclusively derived from one or more cattle born, raised, and slaughtered in the United States. The requirement does not apply to cattle meat or a meat food product of cattle that is intended and offered for export to a foreign country.

Creating Opportunities Now for Necessary and Effective Care Technologies for Health Act of 2019 or the CONNECT for Health Act of 2019 This bill expands coverage of telehealth services under Medicare. Among other things, the bill allows the Centers for Medicare & Medicaid Services (CMS) to waive certain restrictions, such as geographic restrictions, for services provided in high-need health professional shortage areas; excludes mental health and emergency medical services, as well as services provided at rural health clinics, federally qualified health centers, and Indian Health Service facilities, from such geographic restrictions; and allows the CMS to generally waive coverage restrictions during national emergencies. Additionally, the Medicare Payment Advisory Commission must report on information relating to the access of Medicare beneficiaries to telehealth services at home. The Center for Medicare and Medicaid Innovation may also test alternative payment models relating to expanded telehealth services.

Stop Wasteful Advertising by the Government Act or the SWAG Act This bill prohibits the use of federal funds for publicity, propaganda, swag, or mascots, with exceptions. Swag is a product or merchandise distributed at no cost with the sole purpose of advertising or promoting an agency, organization, program, or agenda. Each agency shall, as part of the annual budget justification submitted to Congress, report on the public relations and advertising spending of the agency for the preceding fiscal year.

This bill places restrictions on the search and seizure of electronic devices at the international border. A Department of Homeland Security (DHS) official may conduct a manual search of a device transported by an individual at the border only if the official has a reasonable suspicion that (1) the individual is transporting goods or persons in violation of the law or is not entitled to enter the country, and (2) the device contains information relevant to the suspected violation. A DHS official may seize a device only if the official has probable cause to believe that such conditions are satisfied, or that the individual is in violation of a law punishable by more than one year and the device has information about that violation. A manual search is one that (1) is conducted without using another electronic device, software, a password, or biometric identifier to access protected data; (2) is in the presence of the individual; and (3) does not exceed four hours. For seized devices, DHS (1) shall obtain a warrant or court order within 48 hours or return the device, and (2) may not access the device before obtaining the warrant or court order. A forensic search is one that falls outside the definition of a manual search (e.g. one where software is used) and may not be conducted without a warrant or court order. The bill imposes various record keeping, information retention, and reporting requirements related to the search and seizure of devices at the border.

This resolution urges the House of Representatives (1) before proceeding any further with its impeachment investigation into President Trump, to vote to initiate a formal impeachment inquiry; (2) to provide President Trump with due process, including the ability to confront his accusers, call witnesses on his behalf, and have a basic understanding of the accusations against him that would form any basis for impeachment; and (3) to provide members of the minority with the ability to participate fully in all proceedings and have equal authority to issue subpoenas and other compulsory process.

Public Land Renewable Energy Development Act of 2019 This bill sets forth provisions regarding development of geothermal, solar, or wind energy on public lands. The bill directs the Department of the Interior to establish priority areas on covered land (i.e., public land administered by Interior and not excluded under law from the development of geothermal, solar, or wind energy) for geothermal, solar, or wind energy projects. Other areas shall also be considered for the development of renewable energy projects under this bill, consistent with the principles of multiple use. Interior shall establish a program to improve federal permit coordination with respect to renewable energy projects carried out on covered land. Interior and the Department of Agriculture shall seek to issue permits that in total authorize the production of at least 25 gigawatts of electricity from geothermal, solar, or wind energy projects by the end of 2025. The bill provides for the disposition of revenues from the development of wind or solar energy on covered land. The bill establishes the Renewable Energy Resource Conservation Fund to make funds available to federal, state, and tribal agencies for distribution in regions in which renewable energy projects are located on federal land for (1) restoring and protecting fish and wildlife habitat and corridors for affected species and water resources in areas affected by geothermal, solar, or wind energy development; and (2) preserving and improving recreational access to federal land and water in an affected region.

This joint resolution condemns Turkey's hostilities against Kurdish forces in northeastern Syria and expresses support for a continued U.S. military presence in Syria, Iraq, and Afghanistan. Specifically, the joint resolution (1) calls on the U.S. government to pressure Turkey to curtail its hostilities against U.S. partner forces in Syria; (2) calls on the U.S. government and other nations to continue supporting, or to increase support for, stabilization efforts in northeastern Syria; (3) warns that a precipitous withdrawal of U.S. forces from the ongoing fight against terrorist groups in the region would be detrimental to the interests of the United States and its allies; and (4) otherwise expresses the sense of Congress regarding military, diplomatic, and humanitarian support in the region.

Protection of American Jobs in Cross-Border Rail Operations With Mexico Act This bill requires the Department of Transportation to issue regulations that restrict the operation of trains originating in Mexico within the United States to crews comprised entirely of U.S. citizens and nationals.

Friendly Airports for Mothers Improvement Act This bill requires small hub airports to maintain a lactation area for nursing mothers and a baby changing table in at least one men's and one women's restroom in each passenger terminal building of the airport. Currently, medium and large hub airports must comply with this requirement by FY2021. The bill requires small hub airports to be in compliance by FY2023.

Dignity for Aborted Children Act This bill requires abortion providers to offer patients specified options concerning the human fetal tissue from an abortion. Specifically, patients must be given an informed consent form specifying the options to (1) take possession of the tissue for transfer to an entity that provides interment or cremations services, or (2) release the tissue to the provider. If the tissue is released to the abortion provider, the provider must ensure the tissue is interred or cremated within seven days of the procedure in a manner consistent with state law regarding the disposal of human remains. Abortion providers must report annually about the aggregate number of abortions performed and other specified information. The bill provides civil or criminal penalties for violations of disposal, informed consent, and reporting requirements.

Ensuring Accurate and Complete Abortion Data Reporting Act of 2019 This bill requires states, as a condition of federal payment under Medicaid for family planning services, to report certain abortion data to the Centers for Disease Control and Prevention (CDC). (Currently, reporting is voluntary.) The CDC must develop standardized questions for states with respect to specified variables (e.g., maternal demographics and methods of abortion).

School Safety Clearinghouse Act This bill directs the Department of Homeland Security (DHS) to establish a School Safety Clearinghouse as a central resource for evidence-based practices and other information on school-safety topics. DHS shall develop tiers for determining evidence-based practices that demonstrate a significant effect on improving the health, safety, and welfare of persons in school settings.

Negro Leagues Baseball Centennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the Negro National League, a professional baseball league that was formed in response to African-American players being banned from baseball's major leagues. The design of the coins shall be emblematic of the Negro Leagues Baseball Museum and its mission to promote tolerance, diversity, and inclusion. All surcharges from sales of these coins shall be paid to the Negro Leagues Baseball Museum for educational and outreach programs and exhibits.

Patients First Act of 2019 This bill requires the National Institutes of Health (NIH) to support stem cell research. Specifically, the NIH must conduct and support basic and applied research to develop techniques for the isolation, derivation, production, testing, and human clinical use of stem cells that may result in improved understanding of, or treatments for, diseases and other adverse health conditions. However, such techniques must not involve (1) the creation of a human embryo for research purposes; (2) the destruction or discarding of, or risk of injury to, a human embryo; or (3) the use of any stem cell the derivation or provision of which would be inconsistent with this bill. The NIH must also report on peer-reviewed stem cell research proposals that were not funded.

CO2 Regulatory Certainty Act This bill amends the Internal Revenue Code to revise requirements for the secure geological storage of carbon oxide. The bill requires the Internal Revenue Service (IRS), in consultation with other federal agencies, including the Environmental Protection Agency (EPA), to prescribe regulations for determining adequate security measures for the geological storage of carbon oxide so that it does not escape into the atmosphere. The IRS regulations must consider the carbon oxide to be disposed of in secure geological storage if it is stored in compliance with specified rules promulgated by the EPA under the Clean Air Act and the Safe Drinking Water Act for the geologic sequestration of carbon oxide. The bill also revises the definition of "qualified enhanced oil or natural gas recovery project" to exclude a requirement for the first injection of liquids, gases, or other matter to commence after December 31, 1990.

Heroes Entering Roles Of Education Service Act or the HEROES Act This bill revises and expands the Troops-to-Teachers Program, which supports the transition of current and former military personnel to employment positions in education. The program places personnel in (1) elementary and secondary schools that serve more than a certain percentage of lower-income students or those who qualify for aid under the Individuals with Disabilities Education Act, and (2) Bureau of Indian Affairs-funded schools. The bill renames the program as the Troops-to-Support-Education Program and expands the positions covered to include a number of teaching support, administrative, and security personnel. Excluded from eligibility are positions performed outside the grounds of a school or for a contractor. For placement in non-teacher positions, the service member must obtain credentials required by the state in which the position is located. The bill increases the total number of stipends and bonuses provided. It also increases the limit on the amount of obligations for the program for each fiscal year. The Department of Defense may enter into partnership agreements with tax-exempt charitable organizations to assist with the placement of participants.
