Alex Diekmann Peak Designation Act of 2017 This bill designates the 9,765-foot peak located 2.2 miles west-northwest of Finger Mountain on the western boundary of the Lee Metcalf Wilderness in Montana as "Alex Diekmann Peak."

Repeal ID Act of 2017 This bill repeals provisions of the REAL ID Act of 2005 that prohibit federal agencies from accepting state-issued driver's licenses or identification cards that do meet minimum specified security requirements. The bill directs the Department of Transportation (DOT) to establish minimum standards for federal agency acceptance of state-issued driver's licenses and personal identification cards for purposes of identification. A federal agency may not accept such a driver's license or identification card issued more than two years after promulgation of such standards unless it conforms with such standards. Each state shall certify to DOT that the state is in compliance with such standards. DOT shall award grants to assist states to conform driver's licenses and identification cards to such standards.

Pharmacy and Medically Underserved Areas Enhancement Act This bill amends title XVIII (Medicare) of the Social Security Act to provide for Medicare coverage and payment with respect to certain pharmacist services that: (1) are furnished by a pharmacist in a health-professional shortage area, and (2) would otherwise be covered under Medicare if furnished by a physician.

Safeguard Israel Act of 2017 This bill prohibits the U.S. government from making any voluntary or assessed contributions to the United Nations (U.N.) or any U.N. organization until the President certifies to Congress that Security Council Resolution 2334 has been repealed. Security Council Resolution 2334 characterizes Israeli settlements in the West Bank and East Jerusalem as illegal and demands cessation of settlement activities.

This joint resolution nullifies the action of the District of Columbia Council in approving the Death with Dignity Act of 2016, signed by the Mayor of the District on December 19, 2016, and transmitted on January 6, 2017, to Congress pursuant to the District of Columbia Home Rule Act. The D.C. Act authorizes terminally ill patients to request and to be prescribed medication to end their lives.

Counteracting Russian Hostilities Act of 2017 This bill directs the President to impose U.S. entry and property blocking sanctions against: (1) a person that engages in significant activities for the government of the Russian Federation that undermine U.S. or allied cyber security, or (2) a foreign person responsible for serious human rights abuses in any territory occupied or controlled by Russia. The President shall impose specified financial and property sanctions against a person that: (1) engages in a significant transaction on behalf of Russian defense or intelligence sectors; (2) invests specified amounts in Russian petroleum or natural gas resources, energy export pipelines, or civil nuclear projects; (3) purchases or facilitates the issuance of Russian sovereign debt; or (4) contributes to Russia's ability to privatize state-owned assets. The Department of Homeland Security shall conduct public service campaigns to educate the people of the United States on cyber security threats and protective online practices. No federal agency shall take any action that recognizes: (1) Russian sovereignty over Crimea, or (2) the independence of South Ossetia or Abkhazia from Georgia. It is U.S. policy to assist Ukraine in restoring its sovereignty and territorial integrity. Specified executive orders imposing Ukraine-related sanctions shall remain in effect. The bill expresses the sense of Congress that the countries of Europe and Eurasia should redouble efforts to build resilience within their political systems and civil society to counter Russian efforts to undermine democratic institutions. The Department of State shall report to Congress regarding Russian-controlled media outlets. The bill establishes in the Treasury the Europe and Eurasia Democracy and Anti-Corruption Fund. The Department of the Treasury shall establish a task force within the Financial Crimes Enforcement Network that focuses on illicit Russian-linked financial flows that interact with the U.S. financial system.

Balanced Budget Accountability Act This bill requires the Office of Management and Budget (OMB), upon adoption by a chamber of Congress of a concurrent budget resolution for a fiscal year, to determine and submit to the Speaker of the House of Representatives or the President pro tempore of the Senate a certification as to whether that chamber has adopted a balanced budget. "Balanced budget" means a concurrent budget resolution providing that for FY2027 and each succeeding fiscal year to which the resolution applies total outlays do not exceed total receipts and are not more than 18% of the gross domestic product for such fiscal year. If OMB does not certify that a chamber has adopted a balanced budget for FY2018 before April 16, 2017, the payroll administrator of each chamber must deposit in an escrow account all payments for compensation of Members of Congress serving in that chamber otherwise required beginning on such date. Such deposits shall be released to such Members on the earlier of: (1) the day on which OMB certifies that the chamber has adopted a balanced budget for FY2018, or (2) the last day of the 115th Congress. The same requirements shall apply for FY2019 if OMB does not certify that a chamber has adopted a balanced budget for FY2019 before April 16, 2018. If OMB does not certify that a chamber has adopted a balanced budget for FY2020, or any succeeding fiscal year, before April 16 of the prior fiscal year, each Member of that chamber shall be paid $1 annually for pay periods for the same calendar year after that date. This bill requires legislation in the House and Senate that increases revenue to be agreed upon only by an affirmative vote of three-fifths of the Members of that chamber.

Stop Dangerous Sanctuary Cities Act This bill prohibits a sanctuary jurisdiction from receiving grants under certain Economic Development Assistance Programs and the Community Development Block Grant Program. A sanctuary jurisdiction is a state or political subdivision that has a statute, policy, or practice in effect that prohibits or restricts: (1) information sharing about an individual's immigration status, or (2) compliance with a lawfully issued detainer request or notification of release request. A state or political subdivision that complies with a detainer is deemed to be an agent of the Department of Homeland Security and is authorized to take actions to comply with the detainer. The bill limits the liability of a state or political subdivision, or an officer or employee of such state or political subdivision, for actions in compliance with the detainer.

Tribal Labor Sovereignty Act of 2017 This bill amends the National Labor Relations Act (NLRA) to exclude Native American tribes and tribal enterprises and institutions on tribal land from requirements for employers under the NLRA. (Currently under the NLRA, employers may not engage in unfair labor practices and must allow employees to form unions, engage in collective bargaining, and take collective action.)

Hearing Protection Act of 201 7 This bill amends the Internal Revenue Code to: (1) eliminate the $200 transfer tax on firearm silencers, and (2) treat any person who acquires or possesses a firearm silencer as meeting any registration or licensing requirements of the National Firearms Act with respect to such silencer. Any person who pays a transfer tax on a silencer after January 9, 2017, may receive a refund of such tax. The bill amends the federal criminal code to preempt state or local laws that tax or regulate firearm silencers.

Midnight Rules Relief Act of 2017 This bill amends the Congressional Review Act to allow Congress to consider a joint resolution to disapprove multiple regulations that federal agencies have submitted for congressional review within the last 60 legislative days of a session of Congress during the final year of a President's term. Congress may disapprove a group of such regulations together (i.e., "en bloc") instead of the current procedure of considering only one regulation at a time.

Little Shell Tribe of Chippewa Indians Restoration Act of 2017 This bill extends federal recognition to the Little Shell Tribe of Chippewa Indians of Montana. The tribe and its members become eligible for services and benefits provided by the United States to federally recognized tribes and their members, without regard to the existence of a reservation or the location of the residence of any member. The service area of the tribe is considered to be the area comprised of Blaine, Cascade, Glacier, and Hill Counties, Montana. The tribe, as a condition of receiving recognition, services, and benefits, must submit to the Department of the Interior, and maintain, a membership roll. Interior must take into trust for the benefit of the tribe 200 acres of land within the tribe's service area to be used for a tribal land base.

(Sec. 1) This bill provides that if the Department of Veterans Affairs (VA) makes an adverse finding that a VA employee has violated a VA policy for which the employee may be removed or suspended, or has violated a law for which the employee may be imprisoned for more than one year, the VA may not award a bonus to such employee until the earlier of: five years after the end of the fiscal year in which the adverse finding was made, or the date the finding is found to have been made in error. If an adverse finding is made, the VA, after providing notice and an opportunity for a hearing, shall direct the employee to repay any bonus received during the year in which the adverse finding is made, unless such finding is found to have been made in error. (Sec. 2) If a VA employee receives a reprimand or admonishment, the VA shall retain a copy of such reprimand or admonishment in the employee's permanent record as long as he or she is employed by the VA.

Regulations Endanger Democracy Act of 2017 or the RED Tape Act of 2017 This bill prohibits a federal agency from issuing a rule that causes a new financial or administrative burden on businesses or people in the United States unless the agency has repealed or amended two or more existing rules causing such a burden and the cost of the rule to be issued is less than or equal to that of the rules repealed or amended. The bill exempts a rule that: (1) relates to the internal policy or practice of, or procurement by, the agency; or (2) is being revised to be less burdensome by decreasing requirements imposed by, or compliance costs of, the rule. In determining whether to repeal such a rule, an agency must consider: (1) whether the rule has achieved its purpose, has become obsolete, or overlaps with a rule to be issued; (2) any adverse effects that could materialize if the rule is repealed; and (3) whether the costs of the rule outweigh its benefits. Each agency must submit semiannually to the Office of Information and Regulatory Affairs for publication in the Unified Agenda a list of such rules the agency intends to issue, repeal, or amend during the following six months and the cost of each such rule.

Improved National Monument Designation Process Act Before a national monument can be designated on public land, the President must obtain congressional approval, certify compliance with the National Environmental Policy Act of 1969 (NEPA), and receive notice from the governor of the state in which the monument is to be located that the state legislature has enacted legislation approving its designation. The President may not declare any area of the exclusive economic zone to be a marine national monument unless: it is specifically authorized by Congress, the President has certified compliance with NEPA, and each state legislature within 100 nautical miles of the proposed monument has approved it. Neither the Department of the Interior nor the Department of Commerce may implement a restriction on the public use of a marine national monument until the expiration of an appropriate review period providing for public input and congressional approval.

Regulations from the Executive in Need of Scrutiny Act of 2017 This bill revises provisions relating to congressional review of agency rulemaking. A federal agency promulgating a rule must publish information about the rule in the Federal Register and include in its report to Congress and to the Government Accountability Office: (1) a classification of the rule as a major or nonmajor rule, and (2) a copy of the cost-benefit analysis of the rule that includes an analysis of any jobs added or lost. A "major rule" is any rule that the Office of Information and Regulatory Affairs of the Office of Management and Budget finds results in: (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. A joint resolution of approval must be enacted within 70 session days or legislative days after the agency proposing a major rule submits its report on such rule to Congress in order for the rule to take effect. A major rule may take effect for 90 days without such approval if the President determines it is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. The bill sets forth the congressional approval procedure for major rules and the congressional disapproval procedure for nonmajor rules. A joint resolution addressing a report classifying a rule as a major rule must be introduced within three legislative days in the House of Representative and three session days in the Senate. The bill prohibits any amendments to, and provides for expedited consideration of, such a joint resolution. A court may review whether an agency has completed the necessary requirements under this bill for a rule to take effect. The bill limits the effect of a joint resolution of approval of a major rule. The Balanced Budget and Emergency Deficit Control Act of 1985 is amended to provide that any congressional approval procedure set forth in this bill affecting budget authority, outlays, or receipts shall be assumed to be effective unless it is not approved in accordance with this bill.

Objects to U.N. Security Council Resolution 2334. Such resolution characterizes Israeli settlements in the West Bank and East Jerusalem as illegal and demands cessation of settlement activities. Calls for such resolution to be repealed or fundamentally altered and allows all final status issues toward a two-state solution to be resolved through direct bilateral negotiations between the parties. Rejects efforts by outside bodies to impose solutions that set back the cause of peace. Demands that the United States ensure that no action is taken at the Paris Conference on the Israeli-Palestinian conflict scheduled for January 15, 2017, that imposes an agreement or parameters on the parties. Notes that granting membership and statehood standing to the Palestinians at the U.N., its specialized agencies, and other international institutions outside of the context of a bilateral peace agreement with Israel would cause severe harm to the peace process and would likely trigger penalties under provisions of the Department of State, Foreign Operations, and Related Agencies Appropriations Act, 2016 regarding limitations on assistance to the Palestinians. Rejects any efforts by international organizations to use such resolution to further isolate Israel and urges the U.S. government to act where needed to counter any such efforts. Urges: (1) U.S. presidential Administrations to uphold the practice of vetoing all Security Council resolutions that seek to insert the council into the peace process, recognize unilateral Palestinian actions, or dictate terms and a time line for a solution of the Israeli-Palestinian conflict; and (2) the incoming presidential Administration to work with Congress to create conditions that facilitate the resumption of negotiations without preconditions between Israelis and Palestinians to achieve a sustainable agreement acceptable to both sides. Reaffirms that it is U.S. policy to seek a sustainable, just, and secure two-state solution to the Israeli-Palestinian conflict.

GAO Access and Oversight Act of 2017 This bill authorizes the Government Accountability Office (GAO) to obtain federal agency records required to discharge the GAO's duties (including audit, evaluation, and investigative duties), including through bringing civil actions to require an agency to produce a record. No provision of the Social Security Act shall be construed to limit, amend, or supersede the GAO's authority to: (1) obtain information or inspect records about an agency's duties, powers, activities, organization, or financial transactions; or (2) obtain other agency records that the GAO requires to discharge its duties. Agency statements on actions taken or planned in response to GAO recommendations must be submitted to: (1) the congressional committees with jurisdiction over the pertinent agency program or activity, and (2) the GAO.

Federal Reserve Transparency Act of 2017 This bill directs the Government Accountability Office (GAO) to complete, within 12 months, an audit of the Federal Reserve Board and Federal Reserve banks. In addition, the bill allows the GAO to audit the Federal Reserve Board and Federal Reserve banks with respect to: (1) international financial transactions; (2) deliberations, decisions, or actions on monetary policy matters; (3) transactions made under the direction of the Federal Open Market Committee; and (4) discussions or communications among Federal Reserve officers, board members, and employees regarding any of these matters.

Wildland Firefighter Retirement and Disability Compensation Benefits Act of 2016 This bill allows wildland firefighters of the Forest Service or the Department of the Interior who sustained injuries in the performance of their duty that prevent them from performing the physical duties of a firefighter, but who commence an equivalent federal position after receiving compensation for their work injuries, to retain the same retirement benefits under the Civil Service Retirement System (CSRS) or the Federal Employees Retirement System (FERS) that they would have received in their former position had they not been injured or disabled, without requiring them to complete any more years of service than they would have otherwise been required to complete. Such a federal firefighter injured during the 20-year period before enactment of this bill may not receive such retirement benefits without a requirement to complete more years of service unless they first pay the Forest Service or Interior an amount equal to the amount that would have been deducted from their pay under CSRS or FERS had they not been injured or disabled. The monetary compensation for disability or death of Forest Service and Interior wildland firefighters that is computed based on monthly pay must include overtime pay received for wildfire suppression activity.

Budgetary Accuracy in Scoring Interest Costs Act of 2016 This bill amends the Congressional Budget and Impoundment Control Act of 1974 to require any cost estimates prepared by the Congressional Budget Office or the Joint Committee on Taxation to include debt servicing costs.

Litigation Relief for Forest Management Projects Act This bill amends the Forest and Rangeland Renewable Resources Planning Act of 1974 to prohibit any additional consultation from being required with respect to: (1) the listing of a species as threatened or endangered, or a designation of a critical habitat, if a land management plan has been adopted by the Department of Agriculture as of the designation date; or (2) any provision of such an adopted plan. The bill amends the Federal land Policy and Management Act of 1976 to prohibit any additional consultation from being required with respect to: (1) the listing of a species as threatened or endangered, or a designation of critical habitat, if a land use plan has been adopted by the Department of the Interior as of the designation date; or (2) any provision of such an adopted plan.

NextGen Accountability Act This bill amends the FAA Modernization and Reform Act of 2012 to direct the Federal Aviation Administration (FAA) to establish annual Next Generation Air Transportation System (NextGen) performance goals for each of the national airspace system performance metrics to meet identified performance metric baselines with respect to NextGen projects. The bill amends the Vision 100--Century of Aviation Reauthorization Act to revise contents of an annual Department of Transportation report to Congress regarding an integrated work plan for the NextGen. The plan shall include, among other things, a description of the progress made in meeting NextGen performance goals relative to the performance metrics. The bill revises requirements for the award of bonuses to the FAA Chief NextGen Officer. The FAA, for purposes of the award of such bonuses, shall also consider any progress made toward meeting the NextGen performance goals. The bill revises certain performance goals set forth in the annual performance agreement between the FAA and the NextGen Officer to include quantifiable NextGen airspace efficiency, productivity, capacity, and safety performance objectives.

100 Years of Women in Congress Act This bill amends the Food, Agriculture, Conservation, and Trade Act of 1990 to designate certain Department of Agriculture research and extension grants to increase participation by women and underrepresented minorities from rural areas in the fields of science, technology, engineering, and mathematics as "Jeannette Rankin Women and Minorities in STEM Fields Grants."

Review the Rule Act of 2016 This bill delays the effective date of an amendment to rule 41 (Search and Seizure) of the Federal Rules of Criminal Procedure adopted by the U.S. Supreme Court and transmitted to Congress for review on April 28, 2016. (The amendment allows a federal magistrate judge to issue a warrant to use remote access to search computers and seize electronically stored information located inside or outside that judge's district in specific circumstances.)

Local Community and Sportsmen Input in Monuments Act This bill makes the designation of a national monument by the President subject to the following consultation and approval requirements. No national monuments may be designated by the President unless: each county, borough, parish, or equivalent unit of local government within and adjacent to the boundaries of which the proposed monument is to be located has been consulted respecting the designation and has approved it; and the governor and the legislature of each state within the boundaries of which such monument is to be located has approved it. Any national monument that is designated subject to such requirements shall be open to hunting, fishing, other forms of recreation, grazing, and historic or traditional uses, unless the Department of the Interior, the Department of Agriculture (USDA), or the Department of the Army closes all or a portion of the monument to one or more of such uses in accordance with the purposes of federal law relating to monuments, ruins, sites, and objects of antiquity. Interior shall not impose any restrictions on hunting, fishing, grazing, wildlife management, or other historic or traditional uses at a national monument that is designated subject to this bill until the end of an appropriate review period which provides for, respecting the proposed restriction, concurrence by the applicable state wildlife management agencies, public input, and approval by Congress.

This bill amends the Internal Revenue Code to revise requirements for the secure geological storage of carbon dioxide for the purpose of the tax credit for carbon dioxide sequestration. The bill establishes a December 31, 2016, deadline and requirements for regulations that the Internal Revenue Service (IRS) is required, under current law, to establish for determining adequate security measures for the geological storage of the carbon dioxide such that carbon dioxide does not escape into the atmosphere. The IRS regulations must consider the carbon dioxide to be disposed of in secure geological storage if it is stored in compliance with specified rules promulgated by the Environmental Protection Agency under the Clean Air Act and the Safe Drinking Water Act for the geologic sequestration of carbon dioxide, the injection of carbon dioxide, and the criteria and standards for underground injection control programs that are applicable to Class II Wells.

Crowdfunding Enhancement Act This bill amends the Securities Act of 1933 to allow a crowdfunding issuer to sell shares through a crowdfunding vehicle. (Crowdfunding is a method of capital formation in which groups of people pool money, typically composed of small individual contributions, and often via Internet platforms, either to invest in a company or to support an effort by others to accomplish a specific goal.) A "crowdfunding vehicle" is a company that: has purposes limited to acquiring, holding, and disposing securities issued by a single company in one or more transactions and made pursuant to crowdfunding exemption transaction requirements; issues only one class of securities; receives no compensation for such acquisition, holding, or disposition of securities; is a co-issuer with the company whose securities it holds; and meets specified requirements related to disclosure obligations and the use of investment advisers. The bill amends the Securities Exchange Act of 1934 to revise the conditions upon which the Securities and Exchange Commission (SEC) shall exempt securities issued in crowdfunding transactions from SEC registration requirements. Under current law, holders of crowdfunded shares do not count toward the shareholder threshold beyond which an issuer is required to register its securities with the SEC, provided that the issuer: (1) is current in its annual reporting obligations, (2) retains the services of a registered transfer agent, and (3) has less than $25 million in assets. The bill maintains this exemption but removes and replaces the conditions upon which it applies. Specifically, holders of crowdfunded shares shall not count toward the shareholder threshold if the issuer has: (1) a public float of less than $75 million, and (2) annual revenues of less than $50 million.

Protect Family Farms and Businesses Act This bill prohibits proposed Internal Revenue Service regulations published on August 4, 2016, relating to restrictions on liquidation of an interest with respect to estate, gift, and generation-skipping transfer taxes from taking effect. The bill prohibits funds from being used to finalize, implement, administer, or enforce the proposed regulations or any substantially similar regulations.

Export Control Reform Act of 2016 This bill requires all of the following items that are on the United States Munitions List and the import or export of which is controlled by the President under the Arms Export Control Act on the date of this bill's enactment to be transferred to the Commerce Control List of dual-use items in the Export Administration Regulations: non-automatic and semi-automatic firearms, including all rifles, carbines, pistols, revolvers and shotguns; non-automatic and non-semi-automatic rifles, carbines, revolvers, or pistols of a caliber greater than .50 inches (12.7 mm) up to and including .72 inches (18.0 mm); ammunition for such firearms excluding caseless ammunition; silencers, mufflers, and sound and flash suppressors; rifle scopes; barrels, cylinders, receivers (frames), or complete breech mechanisms; and related components, parts, accessories, attachments, tooling, and equipment.

Stop Online Booking Scams Act of 2016 This bill prohibits third party online hotel reservation sellers from charging a consumer's credit card or financial accounts in an Internet transaction for a hotel unless they disclose: (1) a description of the offered good or service, the cost, and other material terms before the conclusion of the transaction; (2) that the third party seller is not affiliated with the person who owns or provides the hotel services or accommodations and is not an exhibition organizer, a meeting planner, or the official housing bureau for an event at the hotel; and (3) the brand identity of the third party both online and over the phone. The bill provides authority to the Federal Trade Commission (FTC) and states to enforce against violations. The bill also expresses the sense of Congress that the FTC should revise its website to make it easier for consumers and businesses to report complaints of deceptive practices with respect to online booking of hotel reservations.

Recognizes that the intent of the Agent Orange Act of 1991 included the presumption that veterans who served in the Armed Forces in the bays, harbors, and territorial seas of the Republic of Vietnam between January 9, 1962, and May 7, 1975, were exposed to Agent Orange. Expresses the intent that such veterans who served in those areas and other areas exposed to Agent Orange who have been diagnosed with connected medical conditions should be equally recognized for such exposure through equitable benefits and coverage. Calls on the Department of Veterans Affairs to acknowledge such intent, rescind specified parts of the VA Adjudication Procedure Manual M21-1 pertaining to developing claims based on herbicide exposure in Vietnam, and reissue guidance extending presumptive coverage for Agent Orange exposure to such veterans.

Providing Veterans Overdue Care Act of 2016 This bill authorizes the Department of Veterans Affairs to carry out major medical facility leases in specified amounts for: outpatient clinics in Ann Arbor, Michigan; Daytona Beach, Gainesville, and Ocala, Florida; Hampton Roads, Virginia; Missoula, Montana; Northern Colorado, Colorado; Oxnard and Santa Rosa, California; Pike County, Georgia; Portland, Maine; and Raleigh, North Carolina; an outpatient mental health clinic and an outpatient specialty clinic in Birmingham, Alabama; research space in Boston, Massachusetts; Charleston, South Carolina; and Mission Bay, California; Chief Business Office Purchased Care office space in Denver, Colorado; and replacement outpatient clinics in Corpus Christi, Texas; Jacksonville and Tampa, Florida; Pontiac, Michigan; Rochester, New York (phase II); and Terre Haute, Indiana.

This bill prohibits U.S. funds from being made available to the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization if, on or after September 16, 2016, the U.N. Security Council adopts a resolution that obligates the United States or affirms a purported obligation of the United States to refrain from actions that would run counter to the treaty.

Environmental and Economic Benefits Restoration Act of 2016 This bill amends the Cooperative Forestry Assistance Act of 1978 to direct the Department of Agriculture (USDA) to establish a landscape-scale restoration program to provide financial and technical assistance for landscape-scale restoration projects on state, political subdivision, and private forest lands that maintain or improve benefits from trees and forests on such lands. The program shall: address the national private forest conservation priorities specified under the Act; and enhance public benefits from trees and forests, as identified in a state-wide assessment and a long-term state-wide forest resource strategy under the Act. The program shall also have one or more objectives, including to: protect or improve water quality or quantity; reduce wildfire risk; protect or enhance wildlife habitat, consistent with wildlife objectives established by the applicable state fish and wildlife agency; improve forest health, including addressing native, nonnative, and invasive pests; or enhance opportunities for new and existing markets in which the production and use of wood products strengthens local and regional economies. USDA shall establish a measurement system to measure the results of landscape-scale restoration projects assisted under this bill. USDA shall allocate from the amounts made available under this bill: 50% for the competitive process for distributing funds for landscape-scale restoration projects; and 50% proportionally to states to maximize the achievement of the restoration program's objectives and to address the highest national priorities, as identified in state-wide assessments and long-term state-wide forest resource strategies. The bill amends the Healthy Forests Restoration Act of 2003 to allocate funds and use specified authorities of the USDA or of the Department of the Interior, as appropriate, to assist cross-boundary hazardous fuel reduction and wildfire mitigation programs.

Bottles and Breastfeeding Equipment Screening Act This bill directs the Department of Homeland Security to: notify air carriers and Transportation Security Administration (TSA) security screening personnel of TSA's 3-1-1 Liquids Rule Exemption guidelines allowing baby formula, breast milk, and juice on aircraft; and include training on all special procedures under TSA's travel guidelines for TSA security screening personnel.

No Ransom Payments Act of 2016 This bill prohibits the President from paying final judgments, awards, or compromise settlements to Iran using specified Department of Treasury funds (specified funds) until the President certifies that: (1) Iran has returned any money from such funds paid to it by the United States after January 1, 2016, (2) Iran has satisfied all outstanding judgments against it awarded to U.S. plaintiffs by U.S. courts, and (3) individuals taken hostage and held for 444 days following the U.S. Embassy seizure in Iran on November 4, 1979, have been compensated from the United States Victims of State Sponsored Terrorism Fund. The President must certify before providing or authorizing payment of any funds to Iran that: (1) the funds will not be used to support international terrorism, and (2) Iran or Iran-supported groups are not unjustly detaining U.S. citizens. The President, within 60 days after enactment of this bill, shall impose property transaction and U.S. entry sanctions against any Iranian person: involved in the kidnapping or unjust detention of a U.S. citizen on or after March 9, 2007; that engages, or attempts to engage, in an activity or transaction that materially contributes to such kidnapping or unjust detentions; and owned or controlled by such a person, acting on behalf of such a person, or providing support for such a person. The Director of National Intelligence shall report within 60 days on whether funds paid to Iran by the United States after January 1, 2016, have been used by Iran to support international terrorism. The President and U.S. government officers shall not: make a payment to a government or person to secure the release of unjustly detained U.S. citizens (a payment to assist arrested U.S. citizens is excluded from such prohibition), or use specified funds to make any payment to a state sponsor of acts of international terrorism (a specific payment or a specific payee is excluded from such prohibition if Congress has passed a joint resolution waiving the application of such prohibition).

Condemns the attack on police officers that occurred in Dallas, Texas, on July 7, 2016. Expresses the belief that an attack upon a police officer is an affront to the rule of law and the promise of justice, domestic tranquility, common defense, and general welfare and the blessings of liberty secured by the Constitution. Offers condolences to the families, friends, and loved ones of those who were killed and expresses hope for the quick and complete recovery of those who were wounded. Applauds the bravery and dedication of the law enforcement officials, emergency medical responders, and others who offered their support and assistance. Declares that the Senate stands united against violence and hatred and in support of the police officers who work to keep the country safe.

Modernizing Outdated and Vulnerable Equipment and Information Technology Act of 2016 or MOVE IT Act This bill prohibits a covered agency (specified agencies for which there are Chief Financial Officers) from storing or processing government information on a federal information system with any cloud service provider unless the provider has an authorization to operate a cloud computing service from the agency or the Joint Authorization Board. The Office of the Director of National Intelligence (ODNI) may waive the applicability of such prohibition to any national security system in the interest of national security and shall submit a statement justifying such waiver. The ODNI shall: (1) coordinate with the Federal Risk and Authorization Management Program Office (FRAMPO) to establish mandatory guidelines for the submission of an application for such an authorization that shall streamline and accelerate the accreditation process; (2) host a public-private industry cloud commercial working group representing cloud service providers, which shall provide recommendations directly to FRAMPO's Program Management Office and Joint Authorization Board regarding their operations, processes improvements, and best practices; (3) establish key performance metrics for FRAMPO; (4) report on the effectiveness and efficiency of FRAMPO; and (5) assess cloud computing opportunities and issue policies and guidelines for the adoption of government-wide programs providing for a standardized approach to security assessment and operational authorization for cloud computing products and services. There is established in each such agency an information technology system modernization and working capital fund for necessary expenses: for the replacement of a legacy information technology system; for the transition to cloud computing and innovative platforms and technologies; to assist and support efforts to provide information technology capabilities that address evolving threats to information security; and for developmental, modernization, and enhancement activities of information technology. Each agency shall prioritize amounts within such fund to be used initially for cost savings activities approved by the Federal Chief Information Officer. The Government Accountability Office shall report on the implementation and operation of each such fund, current practices compared with industry best practices for the effective oversight and governance of a cloud computing working capital fund, the basis for the fund's use and operation, the fund's efficacy to accelerate technology transitions, and recommendations for improvement.
