Gas Price Reduction Act of 2008 - Amends the Outer Continental Shelf Lands Act (OCSLA) to prescribe procedures for petition, by the governor of a state with a new producing area within the offshore administrative boundaries beyond the state's submerged land, to make the new producing area available for oil and gas leasing. Directs the Secretary of the Treasury to deposit specified percentages of outer Continental Shelf revenues into: (1) the general fund of the Treasury; and (2) into a special account in the Treasury for disbursal to both new producing states and to the Land and Water Conservation Fund. Amends the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2008, to repeal the prohibition against funding: (1) regulations regarding a commercial leasing program for oil shale resources on public lands; or (2) an oil shale lease sale. Instructs the Secretary of Energy to: (1) expand and accelerate research and development efforts for advanced batteries; and (2) implement a direct loan program for up to 30% of the costs of advanced battery production. Expresses the sense of the Senate that the federal government should implement policies to increase federal purchases of plug-in electric drive vehicles. Directs the Secretary of the Treasury, the Chairman of the Board of Governors of the Federal Reserve System, the Chairman of the Securities and Exchange Commission (SEC), and the Chairman of the Commodity Futures Trading Commission (CFTC) to study jointly and report to Congress on the international regime for regulating trading in energy commodity futures and derivatives. Amends the Commodity Exchange Act to prohibit the CFTC from permitting a foreign board of trade to provide to participants subject to CFTC jurisdiction direct access to electronic trading and order matching unless specified requirements are met. Directs the CFTC to: (1) promulgate rules for routine reporting requirements for index traders and swap dealers in energy and agricultural transactions; and (2) disaggregate and make public monthly information on the positions and value of index funds and other passive, long-only positions in the energy and agricultural futures markets. Instructs the CFTC to report to certain congressional committees on: (1) the scope of commodity index trading in the futures markets; (2) whether classification of index traders and swap dealers in the futures markets can be improved for regulatory and reporting purposes; and (3) whether index trading activity is adversely impacting the price discovery process in the futures markets and whether different practices and controls should be required. Instructs the CFTC to hire additional employees.

Respecting States Rights and Concealed Carry Reciprocity Act of 2008 - Amends the federal criminal code to provide for reciprocity for the carrying of certain concealed firearms in different states by persons who are not prohibited by federal law from possessing, transporting, shipping, or receiving a firearm and who are: (1) carrying a valid state license or permit for carrying a concealed firearm; or (2) otherwise entitled to carry a concealed firearm in their state of residence.

Honors the service and sacrifice of the men and women who participated in and supported the Airlift. Commends the close friendship forged between the American, British, and German people through the Airlift. Applauds the men and women of the U.S. Air Force's Air Mobility Command who still work diligently to provide hope, save lives, and deliver freedom around the world in support of U.S. foreign policy objectives.

Constitutional Amendment - Marriage Protection Amendment - Declares that: (1) marriage in the United States shall consist only of the union of a man and a woman; and (2) neither the U.S. Constitution nor the constitution of any state shall be construed to require that marriage or the legal incidents of marriage be conferred upon any other union.

Seniors and Taxpayers Obligation Protection Act of 2008 - Directs the Secretary of Health and Human Services to establish and implement procedures to change the Medicare beneficiary identifier used to identify individuals entitled to benefits under part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act (SSA), or enrolled under part B (Supplementary Medical Insurance), so that such an individual's Social Security number is not used. Amends SSA title XVIII to direct the Secretary to establish and implement a system to verify on a monthly basis that the claims for reimbursement under Medicare part B for physicians' services furnished in high risk areas are: (1) for physicians' services actually furnished by the physician (or the physician's group practice); and (2) otherwise accurate. Requires the Secretary to establish a system to identify the 50 counties most vulnerable (high risk areas) to Medicare fraud. Directs the Secretary to study and report to Congress on the use of technology to provide real-time data analysis of Medicare reimbursement claims to identify and investigate unusual billing or order practices under the Medicare program that could indicate fraud or abuse. Requires the Secretary to establish procedures to require carriers, before paying a claim for reimbursement for durable medical equipment (DME), prosthetics, orthotics, and supplies (DMEPOS) to confirm with the National Supplier Clearinghouse: (1) that the supplier's Medicare identification number is active; and (2) that the item or service for which the reimbursement claim is submitted was properly identified on the CMS-855S Medicare enrollment application. Directs the Secretary to promulgate regulations for a unique identifier (serial number) tracking system for payment for DME. Expresses the sense of the Senate that the Secretary must put in place a surety bond requirement for DME suppliers within six months of the date of enactment of this Act in order to maintain Medicare program integrity.

Veterans 2nd Amendment Protection Act - Prohibits considering a veteran, surviving spouse, or child who is mentally incapacitated, deemed mentally incompetent, or experiencing an extended loss of consciousness from being considered adjudicated as a mental defective for purposes of the right to receive or transport firearms without the order or finding of a judge, magistrate, or other judicial authority of competent jurisdiction that such veteran, surviving spouse, or child is a danger to him- or herself or others.

Declares that: (1) preventing the government of Iran from acquiring a nuclear weapons capability through economic, political, and diplomatic means is vital to U.S. national security; and (2) nothing in this resolution authorizes the use of force against Iran. Urges the President to use his authority to impose sanctions on: (1) Iranian banks engaged in proliferation activities or the support of terrorist groups; (2) international banks which conduct financial transactions with sanctioned Iranian banks; (3) energy companies with large investments in the Iranian petroleum or natural gas sector; and (4) all companies which do business with Iran's Islamic Revolutionary Guard Corps. Demands that the President lead an international effort to increase pressure on Iran to suspend its nuclear enrichment activities, including by banning the importation of refined petroleum products to Iran.

Military Voting Protection Act of 2008 - Amends the Uniformed and Overseas Citizens Absentee Voting Act to direct the Secretary of Defense (the presidential designee) to establish procedures for: (1) collecting absentee ballots of military overseas voters in elections for federal office; and (2) delivering such ballots to the appropriate state election officials. Requires the designee to: (1) ensure that such ballots are delivered prior to the time established for the closing of the polls on the date of the election; (2) carry out delivery requirements through a contract with a private provider of express mail services, which shall include a mechanism for ballot tracking; and (3) take steps to ensure that such voters are able to cast their votes in a private and independent manner, and that vote contents remain private while in the designee's possession or control. Expresses the sense of Congress that the Department of Defense (DOD) should: (1) utilize existing and emerging technologies to enhance the ability of members of the Armed Forces to meaningfully participate in elections and have their votes counted; and (2) continue to closely examine the option of electronic voting, with the objective of protecting voter privacy and guarding against voter fraud.

Boy Scouts of America Centennial Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue up to 350,000 $1 coins in commemoration of the centennial of the founding of the Boy Scouts of America. Requires the coin design to be emblematic of the 100 years of the organization. Restricts issuance of such coins to February 8 through December 31, 2010. Subjects coin sales to a surcharge of $10 per coin. Requires payment of such surcharges to the National Boy Scouts of America Foundation, to be made available to local councils in the form of grants for the extension of Scouting in hard-to-serve areas.

Amends the Clean Air Act to require the applicable volume of ethanol derived from corn starch in renewable fuel for the years 2006 through 2022 to not exceed nine billion gallons. Requires the renewable fuel regulations to impose penalties for failures to comply with advanced biofuel, cellulosic biofuel, and biomass-based diesel standards.

Labor Management Reporting and Disclosure Enforcement Act of 2008 - Amends the Labor-Management Reporting and Disclosure Act of 1959 (Landrum-Griffin Act) to make a labor organization liable to any of its members for a civil money penalty of up to $250 for each day that it fails to provide such member information regarding the organization's constitution, bylaws, organization report, and annual financial report, including any books, records, and accounts necessary to verify such reports. Authorizes the Secretary of Labor to bring an action in U.S. district court for injunctive relief and enforcement of administrative penalties against any person who has violated or is about to violate any reporting requirements of such Act, including those applying to a labor organization which has or assumes trusteeship over any subordinate labor organization. Requires a district court, upon a complaint by the Secretary that demonstrates failure to file timely and complete reports, to enjoin continued violation of the related reporting requirements. Authorizes the Secretary, upon finding a violation of specified reporting and disclosure requirements, to impose an administrative money penalty of up to $250 a day, or $10,000 in aggregate, adjusted for inflation, against the person, labor organization, or employer responsible for such violation.

Transportation Empowerment Act - Authorizes appropriations out of the Highway Trust Fund (HTF) for the interstate maintenance program, emergency relief, the interstate bridge program, the federal lands highways program, highway safety programs, surface transportation research, and certain administrative expenses. Authorizes a state, upon determining that excess funds have been made available, to transfer the excess funds to, and use them for, any surface transportation purpose (including mass transit and rail) in the state. Revises requirements regarding state apportionments under the interstate maintenance component for resurfacing, restoring, rehabilitating, and reconstructing the Interstate System. Prohibits any restriction on the ability of a state, as part of any highway improvement project, to impose and collect a toll on any highway that is part of the Interstate System. Allows a state to use revenue collected from such toll only for a new highway infrastructure project in the state. Amends the Internal Revenue Code (IRC) to: (1) extend, for five years, the availability of HTF funds for certain authorized expenditures; (2) set a core programs financing rate for gasoline, special motor fuels, kerosene, and diesel fuel; (3) establish in the HTF an Infrastructure Special Assistance Fund; and (4) provide for the return of excess tax receipts to states for transportation purposes. Grants consent to states to enter into interstate compacts to establish infrastructure banks to invest in the construction of surface transportation projects. Amends the IRC to reduce taxes on gasoline, diesel fuel, kerosene, and special fuels funding the HTF.

Provides for continued National Guard support for border control activities along the U.S.- Mexico border under Operation Jump Start until operational control of such border has been achieved. Authorizes the Secretary of Defense to provide funding to a state that submits to the Secretary of State a state border control activities plan that meets certain requirements. Limits the number of National Guard that may be so deployed.

Requires the Secretary of Transportation to withhold 10% of a state's apportionment of certain federal-aid highways funds in any fiscal year after FY2009 if such state does not require verifiable evidence of lawful presence in the United States or its territories from each applicant for a driver's license or personal identification card issued by the state. Grandfathers states that have such a requirement in effect before the later of: (1) October 1, 2009; or (2) 10 days after the end of the first session the state's legislature convenes after enactment of this Act. Redistributes withheld funds to states that satisfy the requirements of this Act.

Prohibits appropriated funds for the community oriented policing services program from being used in contravention of section 642(a) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996, which provides that a federal, state, or local government entity or official may not prohibit or restrict any government entity or official from sending to, or receiving from, the Immigration and Naturalization Service information regarding an individual's citizenship or immigration status.

Authorizes a financial institution, when verifying the identity of a non-U.S. citizen or national who is seeking to open a bank account, to accept only: (1) a Social Security number; (2) a passport number and the country of issuance; (3) an alien identification card number; or (4) any combination of such items. Prohibits a financial institution, for such verification purposes, from accepting identification documents issued by a foreign government, other than an unexpired passport.

Declares Executive Order 13166, "Improving Access to Services for Persons with Limited English Proficiency," to be null and void. Prohibits the use of funds for the promulgation or enforcement of an executive order that creates an entitlement to services provided in a language other than English.

Border Crossing Deterrence Act of 2008 - Directs the Secretary of Homeland Security to expand Operation Streamline (the zero-tolerance prosecution policy for illegal entry and reentry) to all 20 border sectors. Authorizes appropriations. Amends the Immigration and Nationality Act to: (1) revise and increase criminal penalties, including establishing mandatory minimum penalties, for an alien's entry into the United States at an improper time or place; and (2) revise criminal penalty and related provisions, and establish mandatory minimum sentences, respecting the reentry of an alien who has been removed from the United States. Amends the federal criminal code to establish a mandatory minimum criminal penalty of five years for an alien's destruction of U.S. government-installed border barriers or infrastructure.

National Language Act of 2008 - Requires: (1) English to be the national language of the federal government; and (2) the federal government to preserve and enhance the role of English as the national language. Provides that no person has a right, entitlement, or claim to have the federal government act, communicate, perform or provide services, or provide materials in any language other than English, unless specifically provided by statute. Makes the English language version of a government form issued in a language other than English the sole authority for legal purposes. Declares that this Act does not prohibit the use of a language other than English.

Effective Immigration Enforcement Partnerships Act of 2008 - States that state and local law enforcement personnel are fully authorized in the normal course of their duties to investigate, apprehend, or transfer to federal custody aliens in the United States (including interstate transportation of such aliens to detention centers) in order to assist in the enforcement of U.S. immigration laws. Provides for the listing of immigration violators in the National Crime Information Center database. Amends the Immigration and Nationality Act with respect to illegal aliens apprehended by state or local authorities to provide for: (1) federal custody upon state or local enforcement entity request; and (2) state or local compensation for related incarceration and transportation costs. Directs the Secretary of Homeland Security to establish immigration-related training for state and local personnel. Provides: (1) personal liability immunity to the same extent as corresponding federal immunity for state or local personnel enforcing immigration laws within the scope of their duties; and (2) civil rights money damage immunity for state or local agencies enforcing immigration laws unless their personnel violated criminal law in such enforcement. Authorizes a state or locality to: (1) detain an illegal alien after completion of such alien's state prison sentence for up to 14 days to facilitate federal transfer; and (2) issue a detainer that would allow the detention of aliens who have served such a sentence until taken into federal custody. States that nothing in this Act may be construed to require state or local law enforcement personnel to: (1) report the identity of a victim of, or a witness to, a criminal offense for immigration enforcement purposes; (2) arrest such victim or witness for an immigration violation; or (3) enforce U.S. immigration laws.

Worksite Enforcement Act of 2008 - Sets forth immigration-related worksite enforcement provisions, including provisions respecting: (1) unlawful employment of aliens; (2) disclosure of taxpayer information; (3) social security cards and identity documents; (4) establishment of a voluntary advanced verification program to allow employers to verify an employee's fingerprints in order to determine identity and work status; (5) responsibilities of the Social Security Administration (SSA); (6) immigration-related activities of the SSA and the Internal Revenue Service (IRS); and (7) criminal penalties for misuse of social security numbers.

Safe Roads Enhancement Act of 2008 - Amends the Immigration and Nationality Act to include within the definition of "aggravated felony" a third conviction for driving while intoxicated (including any conviction for driving while under the influence of, or impaired by, alcohol or drugs), without regard to whether the conviction is classified as a misdemeanor or felony under state law. Makes inadmissible or deportable an alien who has been convicted of driving while intoxicated (including any conviction for driving while under the influence of, or impaired by, alcohol or drugs), without regard to whether the conviction is classified as a misdemeanor or felony under state law, for which the term of imprisonment is at least one year.

Amends the Foreign Assistance Act of 1961 to prohibit funds from being dispersed to a country that denies or unreasonably delays the acceptance of its citizens, nationals, or residents who have been ordered removed under the Immigration and Nationality Act (INA) from the United States. Amends INA to prohibit visa issuance to citizens, nationals, or residents of such country unless: (1) the country is in full compliance with travel document requirements under this Act; or (2) Congress waives such prohibition. Requires the Secretary of Homeland Security to report to Congress every three months listing countries that deny or delay such repatriation. Imposes assistance and visa prohibitions on a listed country that does not issue appropriate travel documents for such aliens. Authorizes presidential waiver of such assistance and visa prohibitions.

Amends the Immigration and Nationality Act to authorize the Department of Homeland Security (DHS) to use an employer's failure to timely resolve discrepancies with the Social Security Administration (SSA) after receiving a "no match" notice as evidence that the employer violated unlawful employment provisions under such Act. Provides that an employee's firing by an employer having constructive knowledge that the employee is not authorized to work in the United States based on SSA notice that the name and number provided by the employee do not match, and cannot be corrected to match, SSA records shall not be considered an unfair immigration-related employment practice. Amends the Internal Revenue Code to direct SSA to provide DHS with certain "no match" information.

Complete the Fence Act - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to: (1) provide that fencing that does not effectively restrain pedestrian traffic may not be used to meet the requirement that the Secretary of Homeland Security construct reinforced fencing along not less than 700 miles of the southwest U.S. border; (2) require the Secretary to complete construction of such fencing and installation of related equipment by December 31, 2010; and (3) prohibit any amounts appropriated for such fencing from being withheld because of the Secretary's failure to comply fully with consultation requirements regarding its impact on nearby communities and residents. Requires the Secretary to report to Congress by June 30, 2009, on progress made in completing such fencing and on plans for completing it by the deadline.

Code Talkers Recognition Act of 2008 - Directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of gold medals in recognition of the service of Native American code talkers of specified Indian tribes. Defines "code talker" as a Native American who served in the Armed Forces during a foreign conflict and who participated in miliatary communications using a native language. Requires the Secretary of the Treasury, in consultation with the Secretary of Defense and Indian tribes, to identify Native American code talkers eligible for a gold medal.

Protecting Americans from Violent Crime Act of 2008 - Bars the promulgation or enforcement of any regulation that prohibits an individual from possessing a firearm, including an assembled or functional firearm, in any unit of the National Park System or the National Wildlife Refuge System if: (1) the individual is not otherwise prohibited by law from possessing the firearm; and (2) the possession of the firearm is in compliance with the law of the state in which the unit is located.

Medicare Fraud Prevention Act of 2008 - Amends title XI of the Social Security Act (SSA) to increase civil money penalties, criminal fines, and prison sentences for fraud and abuse under the SSA title XVIII (Medicare) program. Amends SSA title XVIII to increase the amount of the surety bond required for suppliers of durable medical equipment (DME).

Transfers the rescinded amounts to the Operation and Maintenance, Marine Corps account of the Department of Defense (DOD) for FY2008, to be used for recruiting.

Economic Growth Act of 2008 - Amends the Internal Revenue Code to: (1) repeal the dollar and other limitations on the expensing allowance of depreciable business assets; (2) reduce to 25% the maximum corporate income tax rate; (3) provide for an inflation adjustment to the basis of certain capital assets for purposes of determining gain or loss; and (4) reduce from 35 to 15% the alternative capital gains tax rate for corporations.

Amends the Internal Revenue Code to allow purchasers of a single-family principal residence a one-time tax credit for up to $15,000 of the purchase price. Requires such a residence to be purchased after February 29, 2008, and before March 1, 2009, and that it be: (1) a new previously unoccupied residence for which a building permit has been issued and construction began on or before September 1, 2007; (2) an owner-occupied residence with a mortgage indebtedness in default on or before March 1, 2008; or (3) in foreclosure and owned by the mortgagor or the mortgagor's agent.

Nuclear Waste Policy Amendments Act of 2008 - Amends the Nuclear Waste Policy Act of 1982 to revise administrative procedures, including those used by the Nuclear Regulatory Commission (NRC) at the Yucca Mountain site, for applications: (1) for a construction authorization; (2) to amend a construction authorization to receive and possess spent nuclear fuel and high-level radioactive waste; and (3) to close a repository permanently. Revises administrative procedures for infrastructure activities conducted by the Secretary of Energy at the Yucca Mountain site. States that, in any environmental impact statement regarding a repository for spent nuclear fuel and high-level radioactive waste, the NRC need not consider any action related to construction or operation of a rail transport system for transporting spent nuclear fuel or high-level radioactive waste to the repository. Expresses the nature of the Secretary's obligation to develop a repository in accordance with the Nuclear Waste Policy Act of 1982 for purposes of an NRC determination on whether to grant, amend, or renew any license for a civilian nuclear power reactor or high-level radioactive waste or spent fuel storage or treatment facility. Declares that the Secretary's obligation provides sufficient and independent grounds for any further NRC findings of reasonable assurances that spent nuclear fuel and high-level radioactive waste would be disposed of safely and in a timely manner. Declares that no consideration of the environmental impact of the storage of spent nuclear fuel or high-level radioactive waste on the site of the civilian nuclear power reactor or high-level radioactive waste or spent fuel storage or treatment facility for the period following the term of the license shall be required in any environmental analysis prepared in connection with a license to construct or operate the facility. Requires the Administrator of the Environmental Protection Agency (EPA) to issue, administer, and enforce air quality permits or requirements affecting activities subject to this Act. Applies requirements for expedited authorizations to the conduct of infrastructure activities. Exempts from certain requirements of the Solid Waste Disposal Act for disposal or management of solid waste or hazardous waste any material that is: (1) transported or stored in NRC-certified containers; or (2) located at the Yucca Mountain site for disposal if it is managed or disposed of in compliance with an NRC license. Prescribes requirements for contracts for the acceptance of title, subsequent transportation, and disposal of waste or spent fuel from new civilian nuclear power reactors.
