Amends the Disaster Relief Act of 1974 to establish a cost-sharing formula for certain Federal disaster assistance programs. Declares the Federal share of assistance to be 75 percent for the repair of damaged public facilities and debris removal on the condition that remaining costs are paid by a State or local government. Declares the Federal share of assistance to be 100 percent for: (1) unemployment assistance; (2) temporary housing assistance; and (3) crisis counseling assistance and training. Declares that no State shall be ruled ineligible for assistance under this Act by virtue of an arithmetic formula based on income or population if such State has qualified for Federal disaster assistance within the past 24 months.

Expresses the sense of the Congress that: (1) dairy cattle designated for slaughter under the dairy buyout program should, instead of being slaughtered, be supplied to affected countries to replace stocks of cattle contaminated by the Chernobyl nuclear accident in the Soviet Union; and (2) feed grain from the Commodity Credit Corporation as well as dairy beef generated from the buyout program's slaughtering activities should be made available to the stricken countries.

Youth Suicide Prevention Act of 1986 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to establish a National Center on Youth Suicide under the Office of Justice Programs in the Department of Justice, as a clearinghouse for information and coordination. Authorizes appropriations for FY 1987 and 1988 for the Center.

Uniformed and Overseas Citizens Absentee Voting Act - Requires States to provide by law for elections for Federal office: (1) absentee registration and absentee voting for uniformed services voters and overseas voters; and (2) the use of alternative write-in absentee ballots by overseas voters when State absentee ballots are not available. Directs the President to designate the head of an executive department to have primary responsibility for the administrative functions of this Act, including: (1) prescribing an official postcard form containing a voter registration and an absentee ballot application; (2) prescribing an alternative write-in ballot for overseas voters; (3) prescribing forms and designs for balloting materials; (4) distributing election materials; (5) reporting to the Congress in the year immediately following a presidential election year on its effectiveness; and (6) consulting State and local election officials in carrying out this Act. Provides for the distribution of official postcards. Sets forth recommendations to the States in carrying out provisions of this Act. Provides for Federal and State write-in absentee ballots for overseas voters. Declares balloting materials under this Act free of postage. Establishes criminal and civil penalties for violations of this Act.

Bankruptcy Antifraud Act of 1986 - Amends Federal bankruptcy provisions to make nondischargeable any debt arising from a judgment, consent agreement, or claim requiring an individual debtor to make restitution as a result of a violation of State law.

Intellectual Property Rights Improvement Act of 1986 - Title I: Technology Licensing Under the Antitrust Laws - Amends the Clayton Act to permit licensing agreements for patented inventions, trade secrets, knowhow, or rights in protected mask works. Title II: Elimination, in Certain Section 337 Cases, of Requirement of Injury to a United States Industry - Amends the Tariff Act of 1930 to declare that acts of importation into, or sale in, the United States of articles that infringe a valid U.S. patent, copyright, trademark, U.S. maskwork, or trade secret are unlawful whether or not they have the effect of destroying or substantially injuring a U.S. industry or impairing the establishment of such industry. Permits any person to petition the International Trade Commission (ITC) for the issuance of an order to exclude such articles, during its investigation, from entry into the United States. Sets forth: (1) civil penalties for violations under this Act; and (2) procedures for the modification or recision of an ITC order under this Act. Repeals a specified section of the Tariff Act of 1930 relating to the importation of products produced under a process covered by claims of an unexpired patent. Title III: Process Patents - Amends the patent laws to prohibit the use, sale, or importation of products made through the unauthorized use of a patented process. Title IV: Patent Term Restoration for Certain Agricultural and Chemical Products - Amends the patent laws to extend the terms of patents which encompass specified products or methods for using a product, any of which are subject to certain nonpatent regulatory review periods. Sets forth the terms and conditions of such extension, including a five year limitation on the extension and a 25 year maximum patent term from the earliest filing. Directs the Commissioner of Patents to notify the appropriate Federal agency upon receipt from a product sponsor of a notice of extension. Requires the notified agency to determine the applicable regulatory review period. Permits the appropriate Secretary or Administrator to establish fees to cover review costs. Directs the Commissioner, upon a final determination of the applicable regulatory review period, to issue to the owner of record of a patent a certificate of extension stating the fact and length of the extension and identifying the product and the use and the claim to which such extension is applicable. Makes such certificate a part of the original patent. Restricts the disclosure of any data submitted during the regulatory review period which is designated as a trade secret or confidential. Limits the application of such patent term extension to patents for: (1) any new animal drug or antibiotic subject to regulation under the Federal Food, Drug, and Cosmetic Act; (2) any veterinary biological product subject to regulation under the Virus-Serum-Toxin Act; (3) any pesticide subject to regulation under the Federal Insecticide, Fungicide, and Rodenticide Act; and (4) any chemical substance or mixture subject to regulation under the Toxic Substances Control Act. Title V: Patent Misuse - Amends the patent laws to specify conduct which does not interfere with a patent owner's entitlement to relief for patent infringement, including refusal to license, excessive or inconsistency in royalty fees, and other anticompetitive activities. Title VI: Licensee Challenges to Patent Validity - States that a licensee shall not be estopped from asserting in a judicial action the invalidity of any patent to which it is licensed.

Amends Federal provisions relating to the authority of the President to order members of the Selected Reserve to active duty other than during war or national emergency to increase from 90 to 180 days the period for which such members may be required to serve on such active duty. Increases from 100,000 to 250,000 the number of members who may be so ordered. Requires the President to notify the Congress if the President determines that the 180-day active duty limitation for such reserve members is insufficient because of national security reasons.

Repeals the District of Columbia Code provision regarding criminal liability for demonstrating outside foreign embassies. Amends the Federal criminal code to repeal a similar provision relating to the District of Columbia.

Prompt Payment Amendments of 1986 - Revises Federal law to deem the head of an agency to receive an invoice on the fifth day after the date on which a property is actually delivered, or final performance of a service is actually completed, unless the contract specifies otherwise. Makes Federal prompt payment provisions applicable to the United States Postal Service. Reduces the 15-day grace period for payment of interest penalties to eight days for solicitations issued before October 1, 1988. Requires an agency to pay a double interest penalty if it fails to meet such grace period and the business concern makes a written demand that the agency pay such penalty. Makes the interest penalty provisions applicable to construction contracts for progress payments and retained amounts. Specifies the calculation of time for interest penalties on discount payments. Revises agency reporting requirements on interest penalty payments to include a description of agency payment practices. Requires the modification of Government-wide procurement regulations to implement Federal prompt payment provisions.

Authorizes and requests the President, on behalf of the Congress, to present gold medals to Doctor Andrei Sakharov and Doctor Yelena Bonner in recognition of the sacrifices they have made to further the causes of human rights and world peace. Authorizes the Secretary of the Treasury to provide for the sale of bronze duplicates of the medals. Authorizes appropriations.

Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to require States to annually furnish, and the Secretary of Health and Human Services to annually publish, statistical data on adoptions finalized in the States during the preceding calendar year. Requires that such data include: (1) the number of adoptions finalized; (2) information pertaining to the adoptive children as well as their biological mothers and adoptive parents; and (3) the manner in which such children were placed for adoption.

Antiterrorism and Air Security Act of 1986 - Amends the Federal Aviation Act of 1958 to direct the Administrator of the Federal Aviation Administration (the Administrator) to require the pre-employment investigation (including fingerprinting, if the Administrator determines it is necessary) of any employee with authorized access to: (1) air carriers or foreign air carrier aircraft; or (2) secured areas of U.S. airports serving such air carriers. Requires that any fingerprinting ordered by the Administrator in a criminal history records check shall be submitted to the Attorney General for identification and such a records check. Directs the Administrator to prescribe regulations to implement the pre-employment investigation requirement. Prohibits, with certain exceptions, air carriers or airport operators from employing persons: (1) without the pre-employment investigation; or (2) if such an investigation indicates the existence of a factor which the Administrator determines warrants exclusion from access to aircraft or secured areas. Establishes criminal penalties (including a fine and imprisonment) for the willful violation of the security program relating to secured airport areas or aircraft. Expresses the sense of the Congress that the President should: (1) undertake discussions regarding air transportation security measures with any nation serviced by U.S. air travel; and (2) discourage U.S. air carriers from servicing any nation not cooperating in increasing air transportation security.

Expresses the sense of the Senate that: (1) the United States should continue to pursue multilateral initiatives aimed at removing Cuban troops from Angola, closure of all South West Africa People's Organization bases in southern Angola, and impartiality by the United Nations in the treatment of all Namibian political parties; (2) the Department of State should establish contact with political party leaders of the Namibia Multi-Party Conference and Namibia Transitional Government of National Unity; and (3) the United States should implement its support for Namibia's Transitional Government of National Unity pending a negotiated plan for an internationally acceptable independence of Namibia.

Repeals provisions of the Department of Defense Authorization Act, 1985 which: (1) provide a remedy against the United States for loss of property, personal injury, or death due to exposure to radiation based on acts or omissions by a contractor conducting atomic weapons tests under a contract with the United States; and (2) preclude any other civil action by individuals against a contractor for the purpose of determining civil liability from acts or omissions of such contractor. Makes the period during which such provision was in effect inapplicable for purposes of the tolling of any statute of limitations for claims.

Cost-of-Living-Adjustment-Reform Act of 1986 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to replace the requirement that there be at least a three-percent rise in the Consumer Price Index before a cost-of-living adjustment of benefits is made with a requirement that such an adjustment be made whenever the cost of living increase is greater than zero.

Expresses the sense of the Congress that the Farm Credit System should take specified actions to assist borrowers, including: (1) participating to the maximum extent possible with the Farmers Home Administration and other Government guarantee programs to provide 1986 operating loans; (2) following policies of reasonable loan forbearance; (3) using loan restructuring; (4) emphasizing loan servicing approaches that help borrowers meet the conditions of their loan contracts; (5) resorting to foreclosure only when there is no alternative or when the associated costs would be less than loan restructuring; (6) providing defaulting borrowers with the opportunity to bid on foreclosed property; and (7) maintaining sound institutional credit policies.

Informed Consent Act - Prohibits any individual who is employed in a health facility owned or operated by the Federal Government, in a health facility which receives Federal financial assistance, or who receives any Federal financial assistance, from performing an abortion on a pregnant woman unless such individual obtained informed consent from such woman. Excepts medical emergencies from such prohibition. Sets forth enforcement provisions for agencies which provide financial assistance under this Act. Authorizes individuals aggrieved by the failure of compliance with this Act to seek appropriate relief in the U.S. district courts.

Amends Federal law to establish an increased veterans' home loan guaranty limitation amount of $30,900,000,000 reduced by 4.3 percent for purposes of implementing any sequestration order issued by the President for FY 1986 calling for a reduction of such loan commitments.

Child Sexual Abuse and Pornography Act of 1986 - Amends the Federal criminal code with regard to the sexual exploitation of children. Makes it a Federal offense for any person to advertise: (1) any product depicting sexually explicit conduct with a minor; or (2) the opportunity to engage in such conduct with a minor. Amends the Mann Act to include the transportation of males within its coverage and makes other changes so that the offense is gender neutral.

Expresses the sense of the Congress that the President should: (1) urge the Soviet Union to halt its violations of arms control treaties, to accept appropriate verification measures, and to reach agreement on verification improvements to the Threshold Test Ban and the Peaceful Nuclear Explosions Treaties; (2) refrain from seeking the advice and consent of the Senate with respect to ratification of such treaties until an agreement can be reached on such improvements; (3) continue with the U.S. program of limited, underground nuclear weapon testing; and (4) not pursue negotiations on a comprehensive test ban agreement until specified conditions are met. Expresses congressional support for the goal of a world free from the threat of nuclear war and military aggression.

Tax Exemption Equity Act of 1986 - Amends the Internal Revenue Code to deny status as a tax-exempt organization to any organization which directly or indirectly performs, finances, or provides facilities for any abortion. Denies the income, estate, and gift tax charitable contribution deductions for amounts contributed to such organizations.

Requests the Governor of each State (including the District of Columbia, Puerto Rico, Guam, and the Virgin Islands) to designate two residents for naturalization as citizens in an appropriate ceremony on Ellis Island on July 3 or 4, 1986. Waives specified naturalization sites provisions of the Immigration and Nationality Act for such ceremony. States that this Act authorizes no additional funds for expenses associated with such naturalization ceremony.

Authorizes the Francis Scott Key Park Foundation to erect a memorial on public grounds in the District of Columbia in honor of Francis Scott Key, the author of the words to the National Anthem. Directs the Secretary of the Interior, with the approval of the National Commission of Fine Arts and the National Capital Planning Commission, to select the site for the memorial. Prohibits the use of either Federal or District of Columbia funds to establish the memorial. Terminates the authority created by this Act if construction of the memorial does not begin within five years with funds sufficient to ensure its completion.
