Economic Development Reauthorization Act of 1994 - Amends the Public Works and Economic Development Act of 1965 to authorize appropriations for grants to public works facilities through FY 1997. Repeals a limitation on financial assistance for sewer and other waste disposal facilities. Requires the Secretary of Commerce to: (1) conduct projects to demonstrate methods of assisting isolated small businesses to access small business services provided by Federal, State, and local governments; and (2) establish three business outreach centers. Directs the Secretary to establish an Office of Strategic Economic Development Planning and Policy within the Economic Development Administration. Establishes a Federal Coordinating Council for Economic Development to develop a government wide strategic plan for economic development. Authorizes appropriations. Requires applicants for economic development assistance to certify that a redevelopment area meets at least one criterion regarding per capita income, unemployment rates, job losses, population growth, employment declines, concentrations of low-income individuals, or outmigration. Voids designations of redevelopment areas made before this Act's enactment. Revises annual review provisions to permit assistance to a project only if the applicant has submitted an overall economic development plan or investment strategy to the Secretary for approval. Provides for approval of existing economic development plans and programs to the maximum extent practicable. Directs the Assistant Secretary for Economic Development to publish guidelines to expedite the processing of applications for assistance under this Act. Requires the Secretary to develop a general, simplified application form for grant assistance under this Act that may be used by all Federal agencies that provide such assistance. Directs the Secretary to conduct biennial evaluations of university centers and economic development districts receiving grant assistance to assess performance and contribution toward job creation. Authorizes assistance to be available for projects on military installations to be closed or realigned or for communities adversely affected by such closure or realignment. Authorizes appropriations.

National Institute for the Environment Act - Establishes the National Institute for the Environment to: (1) increase scientific understanding of environmental issues by supporting scientific environmental research and other environmental programs; (2) assist decision-making on environmental issues by providing assessments of knowledge of such issues; (3) serve as the foremost provider of access to current scientific and technical information about the environment; (4) sponsor higher education and training in environmental fields; (5) support the development of methods and technologies that increase understanding of the environment and minimize adverse environmental impact; (6) evaluate the status and needs of the various environmental sciences and fields; (7) foster interchange of scientific information about the environment; (8) address emerging environmental issues and aspects of environmental problems; and (9) establish research priorities for environmental issues. Establishes a Governing Board for the Institute and an Interagency Advisory Committee to ensure that the environmental efforts of the Institute and Federal agencies are complementary. Makes scientists, engineers, and other researchers eligible to receive funding from the Institute. Authorizes appropriations.

Expresses the sense of the Congress that the President should actively seek: (1) an international agreement prohibiting the production, possession, transfer, and use of antipersonnel landmines; and (2) in the interim, international agreements to further limit the production, possession, transfer, and use of such landmines. Expresses the sense of the Congress that a U.S. moratorium on the purchase and production of such landmines would encourage other nations to adopt similar measures. Establishes such moratorium for a one-year period beginning 90 days after enactment of this Act. Calls for the President to urge other nations to adopt such a moratorium. Allows the moratorium to be extended. Earmarks funds authorized under the current Department of Defense Authorization Act for improving landmine detection and neutralization. Directs the Administrator of the Agency for International Development and the Secretary of State to jointly submit to the Congress a report containing an analysis of the social, economic, and environmental costs and effects of the use of antipersonnel landmines. Directs the Secretary of Defense to report to the Congress on the total number of U.S. military personnel killed or wounded by such landmines during World War II, the Korean conflict, the Vietnam era, and the Persian Gulf War.

Lewis and Clark Rural Water System Act of 1994

Lewis and Clark Rural Water System Act of 1994 - Authorizes the Secretary of the Interior to make grants to the Lewis and Clark Rural Water System, Inc., a nonprofit corporation, for the planning and construction of a water supply system to provide service to specified counties in South Dakota, Minnesota, and Iowa. Requires the Secretary to make grants and other funds available to the System and other private, State, and Federal entities for the initial development of the environmental enhancement component. Directs that the water conservation program: (1) be designed to ensure that users of water from the water supply system use the best practicable technology and management techniques to conserve water use; and (2) include provisions for periodic review and revision. Specifies that mitigation for fish and wildlife losses incurred as a result of the construction and operation of the water supply system be on an acre-for-acre basis, based on ecological equivalency, concurrent with project construction. Requires the Western Area Power Administration to make available the capacity and energy required to meet the pumping and incidental operational requirements of the water supply system during the period beginning May 1, and ending October 31, of each year from power designated for future irrigation and drainage pumping for the Pick-Sloan Missouri Basin program. Provides that this Act shall not: (1) limit the authorization for water projects in South Dakota, Iowa, and Minnesota; or (2) preempt State water rights. Specifies the Federal and non-Federal share of the cost. Authorizes the Secretary to allow the Bureau of Reclamation to provide project construction oversight to the water supply system and environmental enhancement component. Authorizes appropriations.

Counterintelligence and Security Enhancements Act of 1994 - Amends the National Security Act of 1947 to add a new title VIII concerning access to classified information. States that the provisions of such title shall not apply to the President and Vice President, Members of Congress, Supreme Court Justices, and Federal judges appointed by the President. Requires the President to provide regulations governing access to classified information which shall be binding on all executive departments, agencies, and offices. Prohibits providing any person access to classified information unless, based upon an appropriate background investigation, such access is determined to be consistent with national security interests. Allows any authorized investigative agency to request from any financial institution or credit reporting agency such financial information as necessary to conduct law enforcement investigations, counterintelligence inquiries, or security determinations. Allows such investigative agencies to request travel records with respect to travel outside the United States. Outlines request conditions and limitations. Provides for the confidentiality of information received. Amends the Fair Credit Reporting Act to provide for the disclosure to the Federal Bureau of Investigation (FBI) of consumer credit reports (CRs) for counterintelligence purposes if the FBI Director certifies that such records are necessary for an investigation and there is reason to believe that the person for whom the CR is sought is a foreign power or agent. Sets forth provisions governing, with respect to such disclosures by a credit reporting agency: (1) the disclosure of identifying information to the FBI; (2) confidentiality requirements concerning such disclosure; (3) the payment of fees by the FBI for such disclosures; (4) limits on the dissemination of information contained in the CRs; (5) disciplinary actions for disclosure violations (with an exception for a good faith disclosure); and (6) remedies (including injunctive relief). Amends the Federal criminal code to authorize the Attorney General to award individuals who provide information which leads to an arrest or conviction with respect to an act of espionage. Provides U.S. court jurisdiction to try cases involving acts of espionage by a U.S. citizen outside the United States. Provides for: (1) the forfeiture of property for violation of certain espionage laws; and (2) the denial of Federal annuities or retired pay to persons convicted in foreign courts of espionage involving U.S. information.

Allows distributions from such account to pay ordinary and necessary business expenses or to pay the tax imposed by this Act. Excludes from employment taxes the portion of taxable small business income in excess of $135,000.

Medicare Choice Act of 1994 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to replace current provisions for payments to health maintenance organizations and competitive medical plans with provisions generally allowing Medicare beneficiaries enrolled under part B (Supplementary Medical Insurance) an annual choice of enrolling under certain conditions in: (1) any of the various competing Medicare health plans certified as meeting specified requirements and under contract with the Secretary of Health and Human Services in the Medicare market area established where they reside; (2) an employer-sponsored health plan; or (3) the Medicare fee-for-service coverage otherwise provided under SSA title XVIII. Allows such individuals to choose supplementary benefits offered either by a Medicare supplemental policy or any of the plans above. Requires the Secretary and the Physician Payment Review Commission to report biennially to the Congress on the method for determining the maximum per capita rate and the experience of each Medicare market area with the formula. Directs the Secretary to: (1) determine annual fee-for-service spending limits for each Medicare market area pursuant to a specified formula; and (2) take specified actions providing for Medicare administrative simplification, including ensuring streamlined electronic processing of fee-for-service claims. Provides for enforcement of such limits, exempting low-cost areas.
