Restoring the 10th Amendment Act - Authorizes a designated state official to submit to the head of a federal agency proposing a rule, during the period when the proposed rule is open for public comment, a legal brief challenging the constitutionality of the rule under the Tenth Amendment to the Constitution. Directs the agency head: (1) to notify the designated official of each state within 15 days after such a brief was submitted; (2) to post prominently on the front page of the agency's website a link to the brief; and (3) within 15 days after posting such link, to certify in writing that such rulemaking does not violate the Tenth Amendment and post the certification prominently on the agency's website next to the briefs pertaining to the rule, unless the agency determines not to finalize such proposed rule. Authorizes a designated state official, at any time after an agency head posts such a certification, to commence a civil action against the agency on the grounds that the rule violates the Tenth Amendment. Permits such state official, in addition to any other venue or jurisdiction provided by law, to bring such action in the U.S. district court for the district in which the official's place of business is located. Directs the appropriate U.S. court of appeals, upon the filing of a notice by a designated state official, to grant expedited review of a decision by the district court in such an action.

Water Rights Protection Act - Prohibits the Secretary of the Interior and the Secretary of Agriculture (USDA) from: (1) conditioning the issuance, renewal, amendment, or extension of any permit, approval, license, lease, allotment, easement, right-of-way, or other land use or occupancy agreement on the transfer or relinquishment of any water right directly to the United States, in whole or in part, granted under state law, by federal or state adjudication, decree, or other judgment, or pursuant to any interstate water compact and such Secretaries; and (2) requiring any water user to apply for a water right in the name of the United States under state law as a condition of such a land use or occupancy agreement.

Accuracy for Adoptees Act - Amends the Immigration and Nationality Act to require that a certificate of citizenship or other federal document issued, or requested to be amended, reflect the child's name and date of birth as indicated on a state court order, birth certificate, certificate of foreign birth, certificate of birth abroad, or similar state vital records document issued by the child's U.S. state of residence after the child has been adopted or readopted in that state.

Critical Minerals Policy Act of 2013 - Directs the Secretary of the Interior (Secretary) to: (1) publish in the Federal Register a methodology for determining which minerals qualify as critical minerals, based upon potential supply restrictions and importance of in use; and (2) review such methodology and designations every five years. Amends the National Materials and Minerals Policy, Research and Development Act of 1980 to direct the President to: (1) establish an analytical and forecasting capability for identifying critical mineral market dynamics relevant to policy formulation, and (2) encourage federal agency actions to facilitate the development and production of domestic resources to meet national critical material and minerals needs. Directs the Secretary to: (1) conduct a comprehensive national assessment of critical minerals, and (2) enter into an arrangement with the National Academy of Sciences (NAS) to update its report "Hardrock Mining on Federal Lands." Directs the Secretaries of the Interior and of Agriculture to: (1) ensure that federal permitting and review processes inform decisionmakers and affected communities about the potential positive and negative impacts of proposed mining activities, (2) report to Congress on agency measures regarding permitting activities for the exploration and development of domestic critical minerals, and (3) develop and publish target levels of performance for agency management of activities associated with exploration and development of domestic critical minerals. Directs the Secretary of Energy (DOE) to conduct research and development to promote: (1) the production, use, and recycling of critical minerals throughout the supply chain; and (2) development of alternatives to critical minerals. Requires the Secretary to publish an annual report that includes a comprehensive: (1) review of critical mineral production, consumption, and recycling patterns; and (2) forecast ("Annual Critical Minerals Outlook") of projected mineral production, consumption, and recycling patterns. Directs the Secretary of Labor to assess the domestic availability of technically trained personnel necessary for critical mineral assessment, production, manufacturing, recycling, analysis, forecasting, and an analysis of skills deemed in the shortest supply and projected to be in short supply in the future. Directs the Secretaries of the Interior and of Labor to arrange jointly with the NAS and the National Academy of Engineering to coordinate with the National Science Foundation (NSF) to design an interdisciplinary program on critical minerals that will support the critical mineral supply chain and improve U.S. ability to increase domestic, critical mineral exploration, development, and manufacturing. Directs the Secretary and the NSF to conduct a joint competitive four-year grant program for institutions of higher education to implement integrated critical mineral education, training, and workforce development programs. Instructs the Secretary of State to promote, in coordination with the Secretaries of the Interior and of DOE, international cooperation on critical mineral supply chain issues with U.S. allies. Directs DOE to support research programs that focus on: (1) novel uses for cobalt, and (2) advanced lead manufacturing processes. Amends the Energy Independence and Security Act of 2007 to direct DOE to make grants for research, development, demonstration, and commercial application of domestic industrial processes to enhance domestic lithium production for advanced battery technologies. Requires DOE to: (1) study the issues associated with establishing a licensing pathway for the complete thorium nuclear fuel cycle, and (2) conduct a program to identify, research, and develop rare earth elements from nontraditional sources. Repeals the National Critical Materials Act of 1984.

Exchange Information Disclosure Act - Amends the Patient Protection and Affordable Care Act to expand reporting requirements related to health care exchanges. Requires the Secretary of Health and Human Services (HHS) to publish reports weekly through March 31, 2015, on: (1) consumer interactions with healthcare.gov or subsequent sites and any efforts undertaken to remedy problems that impact taxpayers and consumers, (2) calls to the federal customer service call center, including the number of calls received by the call center, problems identified by users, and referrals of those calls; (3) all navigators and certified application counselors that have been trained and certified by health care exchanges; and (4) all agents and brokers who have been trained and certified by the federal health care exchange.

Expresses the sense of the Senate that: (1) it shall be U.S. policy to prevent Iran from developing a nuclear weapon; (2) Iran does not have an inherent right to enrichment and reprocessing technologies under the Treaty on the Non-Proliferation of Nuclear Weapons; (3) relief from U.S. sanctions should only be provided once Iran has abandoned its nuclear weapons program, including any enrichment or reprocessing capability, and has provided complete transparency to the International Atomic Energy Agency; and (4) Congress should move to pass a new round of additional sanctions until Iran has taken such actions.

Honors the courageous and professional service of: (1) the uniformed men and women of the Navy and other members of the U.S. Armed Forces; (2) all civilian employees who provide support for the Armed Forces; and (3) the law enforcement personnel, emergency responders, and medical professionals who responded to and assisted victims of that shooting. Remains committed to preventing the occurrence of similar tragedies.

Rewarding Achievement and Incentivizing Successful Employees Act or RAISE Act - Amends the National Labor Relations Act to declare that neither its prohibition against interference by an employer with employees' right to bargain collectively, nor the terms of a collective bargaining agreement entered into between employees and an employer after enactment of this Act, shall prohibit an employer from paying an employee higher wages, pay, or other compensation than the agreement provides for.

Adoption Information Act - Amends the Public Health Service Act to require family planning service projects or programs, as a condition of receiving certain grants or contracts, to assure the Secretary of Health and Human Services (HHS) that they will provide each person who inquires about their services with a pamphlet containing a comprehensive list of adoption centers in their state. Directs the Secretary to prepare, annually update, and distribute such pamphlets to such projects or programs.

Trust But Verify Act or the PIN Act - Prohibits an American Health Benefit Exchange (established under the Patient Protection and Affordable Care Act) from offering health insurance coverage through the Exchange until the Comptroller General (GAO) certifies to Congress that the Department of Health and Human Services (HHS), and any related federal agencies involved in the administration of such Exchanges, have implemented all appropriate actions necessary to safeguard the personal health and financial information of enrollees and to protect against fraud and abuse.

Tribal General Welfare Exclusion Act of 2013 - Amends the Internal Revenue Code to exclude from gross income, for income tax purposes, the value of an Indian general welfare benefit. Defines "Indian general welfare benefit" as any payment made or services provided to or on behalf of a member of an Indian tribe under an Indian tribal government program if: (1) such program is administered under specified guidelines and does not discriminate in favor of members of the governing body of the Indian tribe; and (2) the program benefits are available to any tribal member, are for the promotion of general welfare, are not lavish or extravagant, and are not compensation for services. Directs the Secretary of the Treasury to: (1) establish a Tribal Advisory Committee to advise the Secretary on the taxation of Indians, (2) establish and require training and education for Internal Revenue Service (IRS) field agents on federal Indian law and the implementation of this Act, and (3) suspend audits and examinations of Indian tribal governments and members of Indian tribes and waive any interest or tax penalties related to the exclusion from gross income of Indian general welfare benefits.

Hunting, Fishing, and Recreational Shooting Protection Act - Amends the Toxic Substances Control Act (TSCA) to exclude from the definition of "chemical substance" for purposes of such Act: (1) any component of any pistol, revolver, firearm, shell, or cartridge the sale of which is subject to federal excise tax, including shot, bullets and other projectiles, propellants, and primers; and (2) any sport fishing equipment the sale of which is subject to federal excise tax and sport fishing equipment components.

No Exemption for Washington from Obamacare Act - Amends the Patient Protection and Affordable Care Act (PPACA) to extend the requirement for participation in the American Health Benefit Exchange (a state health insurance exchange created by PPACA) to the President, Vice-President, executive branch political appointees, and employees of congressional committees and leadership offices of Congress (currently, this requirement applies to Members of Congress and their staff). Prohibits any government contribution to or subsidy for the health insurance coverage of such officials and employees.

Delays for one year the effective date of any provisions of the Patient Protection and Affordable Care Act or of any health care provisions of the Health Care and Education Reconciliation Act of 2011 that were scheduled to take effect on or after January 1, 2014. Suspends for one year, beginning January 1, 2014, any tax or tax increase imposed by such provisions if the tax or increase takes effect before that date.

Fairness for American Families Act - Amends the Internal Revenue Code, as amended by the Patient Protection and Affordable Care Act (PPACA), to delay until 2015 the requirement that individuals maintain minimal essential health care coverage. Authority for Mandate Delay Act - Amends PPACA to delay until 2015 enforcement of requirements that large employers offer their full-time employees the opportunity to enroll in minimum essential coverage. Delays the effective date of related reporting requirements for such employers and for providers of minimum essential coverage.

Union Bailout Prevention Act of 2013 - Declares that no refundable premium assistance tax credits (subsidies) for coverage under a qualified health plan under the Internal Revenue Code, or reductions in cost-sharing under the Patient Protection and Affordable Care Act (PPACA), shall be permitted with respect to an individual for health insurance coverage provided pursuant to a collective bargaining agreement involving one or more employers (Taft-Hartley plan). Amends PPACA to exclude Taft-Hartley plans from the meaning of "qualified health plan."

Newborn Screening Saves Lives Reauthorization Act of 2013 - Amends the Public Health Service Act to extend and revise a grant program for screening, counseling, and other services related to heritable disorders. Extends a grant program to evaluate the effectiveness of screening, counseling, or health care services in reducing the morbidity and mortality caused by heritable disorders in newborns and children. Expands the program to include evaluation of follow-up care for newborns and their families after screening and diagnosis. Directs the Advisory Committee on Heritable Disorders in Newborns and Children to provide a priority review of a human drug application with respect to a nomination to the recommended uniform screening panel. Requires the Advisory Committee to meet in person at least four times each calendar year with at least two meetings in person. Extends the clearinghouse for newborn screening information. Expands the duties of the clearinghouse to include: (1) maintaining current data on the number of conditions for which screening is conducted in each state; and (2) disseminating available evidence-informed guidelines related to diagnosis, counseling, and treatment with respect to conditions detected by newborn screening. Extends requirements for the Secretary to provide for quality assurance of laboratories involved in screening newborns and children for heritable disorders. Extends the Interagency Coordinating Committee on Newborn and Child Screening. Authorizes the Secretary to have the Hunter Kelly Newborn Screening Research Program to: (1) provide research and data for newborn conditions under review by the Advisory Committee to be added to the Recommended Uniform Screening Panel; and (2) conduct pilot studies on conditions recommended by the Advisory Committee to ensure that screenings are ready for nationwide implementation.

National Health Service Corps Improvement Act of 2013 - Amends the Public Health Service Act to revise the definition of "primary health services" for purposes of the National Health Service Corps to include optometry health services. Includes optometrists within: (1) the fellowship program for the delivery of primary health services in health professional shortage areas, (2) the National Health Service Corps Scholarship Program, and (3) the National Health Service Corps Loan Repayment Program.

Water and Agriculture Tax Reform Act of 2013 - Amends the Internal Revenue Code to permit tax-exempt mutual ditch or irrigation companies to earn income from dispositions of certain real property and stock interests without affecting their tax-exempt status. Requires that such income be used to pay the costs of operations, maintenance, and capital improvements of such a company.

One Percent Spending Reduction Act of 2013 - Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to establish the aggregate outlay (outlay cap) (less net interest payments) for FY2014 at $3.233 billion, less 1%. Reduces the outlay cap for FY2015 by 1% of the outlay cap for FY2014. Requires the outlay cap for FY2016 and each subsequent fiscal year to be 19% of the gross domestic product (GDP) for that fiscal year as estimated by the Office of Management and Budget (OMB). Prohibits the outlay caps from being less than those for the preceding fiscal year for FY2017 and any ensuing fiscal year. Requires a sequestration by OMB within 45 days after the beginning of a fiscal year to eliminate any excess outlay amount. Prescribes requirements for Congressional Budget Office (CBO) and OMB sequestration preview reports and an OMB final sequestration report, accompanied by a presidential order detailing uniform spending reductions equal to the excess outlay amount. Requires congressional budget committees to report a resolution directing the committees of their respective chambers to change existing law to achieve the spending reductions outlined in the OMB August 20 report to meet the outlay limits, if a sequestration is projected. States that if, after November 14, a bill resulting in outlays for the current fiscal year is enacted that causes excess outlays, the excess outlays for the next fiscal year shall be increased by the amount or amounts of that breach. Amends the Congressional Budget Act of 1974 to make it out of order in both chambers to consider any bill, joint resolution, amendment, or conference report that includes any provision that would cause the most recently reported, current outlay cap to be exceeded. Prescribes procedures for waiver or suspension of this rule.

Enumerated Powers Act - Requires each Act of Congress, bill, resolution, conference report, or amendment to contain a concise explanation of the specific constitutional authority relied upon as the basis for enacting each portion of the measure. Permits a statement of constitutionality, to the extent that a measure limits or abolishes any federal activity, spending, or power overall, to cite the 9th or the 10th Amendment to the U.S. Constitution. Declares that invoking one or more specified parts of the following clauses in a statement of constitutionality is not sufficient to satisfy the requirements of this Act: (1) the enumerated spending clause; (2) the necessary and proper clause; or (3) the commerce clause for any purpose other than the regulation of the buying and selling of goods or services, or their transportation, across boundaries with foreign nations, across state lines, or with the Indian tribes. Declares that failure to comply with this requirement shall give rise to a point of order in either chamber.

Federal Permitting Improvement Act of 2013 - Establishes the Federal Permitting Improvement Council to be chaired by a Federal Chief Permitting Officer (Federal CPO) who is an officer of the Office of Management and Budget (OMB). Requires the Federal CPO to: (1) establish an inventory of covered projects for which the review or authorization of the head of any federal agency is pending, (2) develop nonbinding performance schedules for reviews and authorizations of each category of covered projects, and (3) maintain an online database, to be known as the Permitting Dashboard, to track the status of federal reviews and authorizations for any covered project. Defines "covered project" as any construction activity that requires authorization or review by a federal agency and that: (1) involves renewable or conventional energy production, electricity transmission, surface transportation, aviation, ports and waterways, water resource projects, broadband, manufacturing, or any other sector as determined by the Federal CPO; and (2) is likely to require an initial investment of more than $25 million. Requires an agency with principal responsibility for review and authorization of a covered project (lead agency) to establish: (1) a plan for coordinating public and agency participation in, and completion of, any required federal review and authorization for a covered project and submit such plan to the Federal CPO; (2) a permitting timetable that includes intermediate and final deadlines for agency action on any federal review or authorization required for a project; and (3) a process for consultation with participating agencies early in the approval process to identify and address key issues of concern. Grants the consent of Congress for three or more contiguous states to enter into an interstate compact establishing regional infrastructure development agencies to facilitate authorization and review of covered projects. Requires agencies to complete environmental reviews required under the National Environmental Policy Act of 1969 for covered projects in a timely, coordinated, and environmentally responsible manner. Reduces the statute of limitations for judicial review of any authorization issued by an agency for a covered project from 6 years to 150 days after a notice is published in the Federal Register that authorization for a covered project is final. Requires a court, in issuing injunctive relief, to consider the potential for significant job losses or other economic harm from an order or injunction.

Government Employee Accountability Act - Sets forth guidelines for placing career employees of the Senior Executive Service (SES) on investigative leave. Defines "investigative leave" as a temporary absence without duty for disciplinary reasons, for not more than 90 days. Authorizes a federal agency to: (1) place an SES employee on investigative leave, without loss of pay and without charge to annual or sick leave, only for alleged misconduct, neglect of duty, malfeasance, or misappropriation of funds; (2) place such employee on leave without pay if such employee's alleged conduct is determined to be serious or flagrant; or (3) remove such employee if such employee acted in a manner that endangers the interest of the agency mission. Requires an agency to periodically review the investigation into the conduct of an SES employee placed on investigative leave and take certain actions with respect to such employee at the end of a period of investigative leave, including removal, suspension without pay, or reinstatement to duty. Grants an employee placed on investigative leave certain rights, including: (1) advance written notice of, and a reasonable time (not less than seven days) to answer, charges; (2) the right to be represented by an attorney; and (3) the right to appeal to the Merit Systems Protection Board (MSPB). Includes misappropriation of funds as a ground in suspending or reinstating an SES employee or placing such employee in another civil service position.

Community Lending Enhancement and Regulatory Relief Act of 2013 or CLEAR Relief Act of 2013 - Amends the Sarbanes-Oxley Act of 2002 to exempt from its rules regarding management assessment of internal controls the following institutions which, as of the end of the preceding fiscal year, had total consolidated assets of $1 billion or less (adjusted annually according to a certain formula): (1) a bank holding company, (2) a savings and loan holding company, or (3) an insured depository institution. Declares the "Small Bank Holding Company Statement" of the Board of Governors of the Federal Reserve System (Board) applicable to a financial institution that: (1) is otherwise subject to that policy statement, and (2) has consolidated assets of less than $5 billion. Amends the Truth in Lending Act (TILA) to require the Consumer Financial Protection Bureau (CFPB) to exempt from requirements governing escrow or impound accounts affecting certain consumer credit transactions any loans secured by a first lien on the principal dwelling of a consumer, if such loans are held by an insured depository institution having assets of $10 billion or less. Includes as a qualified mortgage, with respect to the presumption that a qualified residential mortgage loan meets certain minimum standards, any mortgage loan originated and retained in portfolio for at least three years by a depository institution having less than $10 billion in total assets. Requires the CFPB (which currently is merely authorized) to provide by regulation that a "qualified mortgage" includes a balloon loan extended by an insured depository institution that: (1) originates and retains balloon loans in portfolio for at least three years, and (2) together with its affiliates has less than $10 billion in total consolidated assets.

Intergenerational Financial Obligations Reform Act or INFORM Act - Amends the Congressional Budget Act of 1974 to require the Congressional Budget Office (CBO) to provide certain information on any legislation or resolution considered in either chamber which would impact revenues or mandatory spending by greater than 0.5% of gross domestic product (GDP) over the following 10-fiscal-year period, and upon request by the Chairmen or Ranking Members of the congressional budget committees. Requires such information to comprise: a fiscal gap and generational accounting analysis, including any change in the analysis relative to the baseline; and the federal deficit, at current spending levels, in the fiscal year that is 75 years after the fiscal year in which the legislation is being considered, as well as the stock of the debt in that 75th year. Requires: (1) CBO to produce an annual fiscal gap and generational accounting analysis within its annual "Long-Term Budget Outlook" and post it on the CBO public website, and (2) the Comptroller General to produce a separate similar analysis within its annual "Long-Term Fiscal Outlook" and post it on the General Accountability Office (GAO) public website. Requires the President's budget submission to Congress to include: a fiscal gap and generational accounting analysis of the full budget proposal; the same kind of analysis of specific policy changes that would impact revenues or mandatory spending by greater than 0.5% of GDP over the following 10-fiscal year period; and the federal deficit, at current spending levels, in the fiscal year that is 75 years after the fiscal year in which the legislation is being considered, as well as the stock of the debt in that 75th year.

Conference Accountability Act of 2013 - Prohibits an agency from paying the travel expenses for more than 50 employees stationed in the United States to attend any international conference, unless the Secretary of State determines that attendance of such employees is in the national interest. Requires each agency to post on its public website: (1) quarterly reports, in a searchable electronic format, on each conference for which the agency paid travel expenses during the preceding three months; and (2) detailed information on any presentation made by any agency employee at a conference. Limits agency travel expenses for FY2014-FY2018 to 80% of the aggregate amount of such expenses for FY2010. Requires the Director of the Office of Management and Budget (OMB), not later than September 1, 2013, to establish guidelines for determining what expenses constitute travel expenses for purposes of the ceiling imposed on such expenses. Limits to $500,000 the amount that any agency may spend to support a single conference. Prohibits an agency from funding more than one conference that is sponsored or organized by a particular organization during any fiscal year, unless the agency is the primary sponsor and organizer of the conference.

Cabin Fee Act of 2013 - Directs the Secretary of Agriculture (USDA) to set an annual fee in accordance with this Act for the issuance of a special use permit for the use and occupancy of National Forest System land for recreational residence purposes. Requires the Secretary to: (1) complete the current appraisal cycle for such residences within two years after enactment of this Act, and (2) assess an interim annual fee for them according to a specified formula. Specifies the annual fee for each of 11 fee tiers, requiring annual adjustments to reflect the Implicit Price Deflator for the Gross Domestic Product of the Bureau of Economic Analysis of the Department of Commerce. Requires the Secretary to report after ten years on: (1) these annual fees in order to ensure that they reflect fair value for the use of System land, and (2) any recommendations to modify the fee system. Directs the Secretary to establish a transfer fee of $1,200 for the issuance of a new recreational residence permit due to a change in ownership of the recreational residence. Permits the Secretary, beginning in FY2023, to: (1) retain and expend any fees collected under this Act (including interim annual fees), and (2) use them to administer the recreational residence program and other recreation programs carried out on System land. Repeals the Cabin User Fees Fairness Act of 2000, effective on the date of the annual permit fees are first assessed under this Act.

Bipartisan Student Loan Certainty Act of 2013 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 (HEA) to set the annual interest rate on Direct Stafford loans and Direct Unsubsidized Stafford loans issued to undergraduate students at the rate on high-yield 10-year Treasury notes plus 2.05%, but caps that rate at 8.25%. Sets the annual interest rate on Direct Unsubsidized Stafford loans issued to graduate or professional students at the rate on high-yield 10-year Treasury notes plus 3.6%, but caps that rate at 9.5%. Sets the annual interest rate on Direct PLUS loans at the rate on high-yield 10-year Treasury notes plus 4.6%, but caps that rate at 10.5%. Limits the applicability of the preceding provisions to loans first disbursed on or after July 1, 2013. Fixes the interest rate on Direct Stafford loans, Direct Unsubsidized Stafford loans, and Direct PLUS loans for the period of the loan. Sets the annual interest rate on Direct Consolidation loans for which an application is received on or after July 1, 2013, at the weighted average of the interest rates on the loans consolidated, rounded to the nearest higher one-eighth of 1%. Directs the Comptroller General (GAO) to conduct a study and report to Congress on the actual cost to the federal government of carrying out the federal student loan programs authorized under title IV of the HEA.

National Energy Tax Repeal Act - Prohibits the head of a federal agency from promulgating any regulation relating to power sector carbon pollution standards or any substantially similar regulation on or after June 25, 2013, unless that regulation is explicitly authorized by an Act of Congress.

Federal Employee Accountability Act of 2013 - Repeals provisions: (1) authorizing a federal employee representing an exclusive representative in the negotiation of a collective bargaining agreement official time for such purpose during the time such employee otherwise would be in a duty status; and (2) requiring the Federal Labor Relations Authority (FLRA) to determine whether any employee participating for, or on behalf of, a labor organization in any phase of proceedings before it shall be authorized official time for that purpose.

Expedited Disability Insurance Payments for Terminally Ill Individuals Act of 2013 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to prescribe formulae for payment of Social Security Disability Insurance (SSDI) benefits over a period of 24 consecutive calendar months for individuals determined to be under a disability upon submission of a diagnosis of a terminal illness.

Stewardship Contracting Reauthorization and Improvement Act - Amends the Healthy Forests Restoration Act of 2003 to authorize the Forest Service and the Bureau of Land Management (BLM), until September 30, 2023, to enter into stewardship contracting projects with private persons or other public or private entities to perform services to achieve land management goals for the national forests and public lands that meet local and rural community needs. States that the land management goals of a project may include: (1) road and trail maintenance or obliteration to restore or maintain water quality; (2) soil productivity, habitat for wildlife and fisheries, or other resource values; (3) setting of prescribed fires to improve the composition, structure, condition, and health of stands or to improve wildlife habitat; (4) removing vegetation or other activities to promote healthy forest stands, reduce fire hazards, or achieve other land management objectives; (5) watershed restoration and maintenance; (6) restoration and maintenance of wildlife and fish; or (7) control of noxious and exotic weeds and reestablishing native plant species.

Cooperative and Small Employer Charity Pension Flexibility Act - Amends the Employee Retirement Income Security Act of 1974 (ERISA) and the Internal Revenue Code, with respect to cooperative and small employer charity pension plans (CSEC plans), to: (1) define such plans as defined benefit plans maintained by multiple employers, all of whom are tax-exempt charitable organizations; (2) exempt CSEC plans from existing funding standards and allow such plans to establish minimum funding standards and special rules with respect to the valuation of plan assets, required contributions, and liquidity requirements; (3) require specified notices to CSEC plan participants on the effect of CSEC plan rules on plan funding and on total contributions made by participating employers; (4) allow pension plan sponsors to elect out of treatment of their plans as a CSEC plan in plan years beginning after December 31, 2013; (4) establish a flat premium level for insurance coverage of CSEC plans; and (5) require the Pension Benefit Guaranty Corporation (PBGC) to make sponsors of existing CSEC plans aware of the changes to ERISA made by this Act and the assistance available through the Participant and Plan Sponsor Advocate established by ERISA.

Bureau of Consumer Financial Protection-Inspector General Reform Act of 2013 or CFPB-IG Act of 2013 - Amends the Inspector General Act of 1978 to repeal the authority of the Chairman of the Board of Governors of the Federal Reserve System to appoint the Inspector General of the Consumer Financial Protection Bureau (CFPB). Requires the CFPB Inspector General to be appointed by the President, by and with the advice and consent of the Senate.

Defund Obamacare Act of 2013 - Prohibits any federal funds from being made available to carry out the provisions of the Patient Protection and Affordable Care Act or the health care provisions of the Health Care and Education Reconciliation Act of 2010. Prohibits any entitlement to benefits under such provisions from remaining in effect on and after the date of the enactment of this Act. Prohibits any payments from being awarded, owed, or made to any state, district, or territory under any such provision. Rescinds any unobligated balances available under such provisions.

Exchange Sunset Act of 2013 - Amends the Patient Protection and Affordable Care Act to make inapplicable provisions concerning Health Benefit Exchanges if one or more Exchanges fail to accept applications for enrollment in qualified health plans beginning on October 1, 2013. Amends the Internal Revenue Code to terminate the requirement that individuals maintain minimum essential coverage upon such a determination by the Secretary of the Treasury.

Bipartisan Student Loan Certainty Act - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to set the annual interest rate on Direct Loans at the bond equivalent rate on 91-day Treasury bills plus: (1) 1.85% for Direct Stafford Loans and Direct Unsubsidized Stafford Loans for undergraduate students, (2) 3.4% for Direct Unsubsidized Stafford Loans for graduate students, and (3) 4.4% for Direct PLUS Loans. Fixes the interest rate on such loans for the period of the loan. Sets the annual interest rate on the unpaid principle balance of Direct Consolidation Loans at the lesser of: (1) the weighted average of the interest rates on the loans consolidated, rounded to the nearest higher one-eighth of 1%; or (2) 8.25%. Makes these interest rate provisions applicable to loans first disbursed on or after July 1, 2013. Requires institutions of higher education (IHEs) to provide student borrowers of title IV loans, prior to or at the time of their departure from school, with information regarding: (1) their options for loan consolidation; (2) the income-based repayment plan, including information about capped monthly payments and loan forgiveness under the plan; and (3) Direct Consolidation Loans.

Medicare Better Health Rewards Program Act of 2013 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services (HHS) to establish a three-year Better Health Rewards Program under which incentives are provided to Medicare beneficiaries who voluntarily agree to participate in the Program. Directs the Secretary to establish standards for measuring better health targets and points for achieving them for participating Medicare beneficiaries, including those for: (1) an annual wellness visit, (2) tobacco cessation, (3) Body Mass Index (BMI), (4) a diabetes screening test, (5) cardiovascular disease screening, (6) cholesterol level screening, and (7) screening tests and specified vaccinations. Requires the Secretary to make specified incentive payments to each participating Medicare beneficiary who achieves at least 20 points during a year. Authorizes Medicare Advantage Plans, "Section 1876" health maintenance organization and competitive medical cost plans, and programs of all-inclusive care for the elderly (PACE) to make incentives to their enrollees to participate in a Better Health Rewards Program. Amends the Internal Revenue Code to exclude from gross income any payment made under: (1) the Medicare Better Health Rewards Program, and (2) any other Better Health Rewards Program.
