Community College Agriculture Advancement Act of 2026 This bill allows the Department of Agriculture (USDA) to make competitive grants to assist eligible entities (i.e., a junior or community college, or a consortium or alliance of two-year public colleges, supporting agriculture advancement) in maintaining and expanding their capacity to conduct workforce training, education, research, and outreach activities related to agriculture and similar disciplines In awarding grants, USDA must give priority to entities coordinating with a local agriculture industry operator to provide experiential training and other opportunities for students. Grant funds may be used to expand and maintain the capacity of the eligible entity, including through the purchase or other acquisition of equipment and other infrastructure, the professional growth and development of faculty, and the development of apprenticeships and other work-based learning opportunities. An eligible entity may submit to USDA an application for designation and funding as a Center of Excellence for Agriculture Advancement. Funding received as a result of such a designation must be used to demonstrate agriculture best practices and to provide leadership in capacity building at a regional or national level.

Prevent Government Shutdowns Act of 2026 This bill provides continuing appropriations to prevent a government shutdown if the appropriations bills for a fiscal year have not been enacted before the fiscal year begins and continuing appropriations are not in effect. Specifically, the bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities that were funded in the preceding fiscal year. The bill also limits official travel, congressional recesses or adjournments, and the consideration of legislation that is unrelated to appropriations after the beginning of a fiscal year if the appropriations process has not been completed.

Rural Community Hospital Demonstration Program Reauthorization This bill extends the Rural Community Hospital Demonstration Program for an additional five years. The program tests the feasibility of cost-based reimbursement under Medicare for small rural hospitals that are too large to qualify for special payment as critical access hospitals. The bill specifies that hospitals that participate in the program between December 30, 2024, and January 1, 2027, may continue to participate during the five-year extension period.

TAP Promotion Act This bill requires that pre-separation counseling under the Transition Assistance Program include a presentation that promotes the benefits available to veterans from the Department of Veterans Affairs (VA). The bill also requires the VA to annually report on the presentation to (1) identify veterans service organizations that participate, (2) provide the number of members of the Armed Forces who attend, and (3) provide any recommendations for changes to the presentation.

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.

Back the Blue Act of 2025 This bill establishes new criminal offenses for violent conduct against judicial officers and law enforcement officers and makes related changes. The bill also broadens the authority of certain law enforcement officers to carry firearms. Specifically, the bill prohibits killing, attempting to kill, or conspiring to kill a federal judge, a federal law enforcement officer, or a public safety or judicial officer for a state, local, or tribal agency that receives federal funding. The bill also prohibits fleeing to avoid prosecution, custody, or confinement for an offense. Additionally, the bill prohibits killing former federal judges, former federal law enforcement officers, or former public safety or judicial officers for state, local, or tribal agencies that receive federal funding. The bill also prohibits certain assaults on state or local law enforcement officers for state (or District of Columbia) agencies that receive federal funding. The bill limits federal court review of challenges to state court convictions for killing a public safety officer or judge. The bill also limits the recoverability of damages and attorney's fees in a proceeding to enforce a civil rights violation during or relating to conduct by the injured person that constitutes a felony or crime of violence. The bill allows federal, state, and local law enforcement officers to carry firearms if authorized by law. The bill also allows qualified law enforcement officers to carry concealed firearms and ammunition (including magazines) in school zones and in certain federal facilities that are open to the public.

This resolution condemns Iran's state-sponsored persecution of the Baha'i religious minority and Iran's continued violation of international human rights treaties. The resolution calls on Iran to (1) immediately release Baha'is and others imprisoned or detained solely on account of religion, (2) end its state-sponsored campaign of hate propaganda against the Baha'is, and (3) reverse certain policies that discriminate against Baha'is and other religious minorities. The resolution also urges the President and the Department of State to impose sanctions on Iranian officials and others who are responsible for serious human rights abuses, including abuses against Iran's Baha'i community.

This resolution expresses support for the goals and ideals of a National Move Over Law Day. It also urges national, state, and regional incident management organizations to spread awareness and promote the existence of, and adherence to, state move over laws. Move over laws generally require motorists to move at least one lane over when an emergency or rescue activity is taking place, including on the shoulder or side of the roadway, or, if the motorist is unable to do so safely, to slow down and pass the scene with caution.

Mikaela Naylon Give Kids a Chance Act of 2025 This bill authorizes certain targeted clinical trials involving combinations of drugs to treat pediatric cancer, and renews the Food and Drug Administration’s (FDA’s) authority to award priority review vouchers (PRVs) to sponsors of new products for rare pediatric diseases. Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations to permit research on new drugs used in combination with active ingredients that have already been approved and that (1) have been determined to be part of the standard of care for treating a pediatric cancer, or (2) have been approved to treat an adult cancer and are directed at molecular targets for pediatric cancer. The FDA must issue guidance on the implementation of these provisions and report to Congress on its efforts to ensure implementation. The Government Accountability Office (GAO) must report on the effectiveness of the bill's changes with respect to the development of pediatric cancer drugs. The bill also renews the FDA’s authority to issue PRVs to sponsors of new products intended to treat rare pediatric diseases through September 30, 2030. This is known as the Rare Pediatric Disease PRV program. The program expired in December 2024. GAO must report on the effectiveness of the Rare Pediatric Disease PRV program, including to what extent PRVs were successful in promoting drug development and expediting patient access to drugs for the treatment or prevention of rare pediatric diseases.

This bill directs the Department of Housing and Urban Development (HUD) and the Department of Agriculture (USDA) to withdraw the final determination titled Adoption of Energy Efficiency Standards for New Construction of HUD- and USDA-Financed Housing and published on April 26, 2024. The determination adopted updated minimum energy efficiency standards for newly built homes (except manufactured housing) financed through certain HUD and USDA programs. Specifically, it adopted the (1) 2021 International Energy Conservation Code (IECC), which applies to single family homes and multifamily low-rise buildings up to three stories; and (2) 2019 American National Standards Institute/American Society of Heating, Refrigerating, and Air-Conditioning Engineers/Illuminating Electrical Society (ANSI/ASHRAE/IES) Standard 90.1, which applies to multifamily residential buildings with four or more stories. HUD and USDA must also revert to using the energy efficiency standards required before the determination. In addition, the bill prohibits HUD, USDA, and the Department of Veterans Affairs from taking actions or using federal funds to implement or enforce the determination or any substantially similar determination. It also prohibits the Federal Housing Finance Agency from finalizing, implementing, or enforcing a determination or rule relating to energy efficiency standards for single and multifamily housing. Finally, the bill prohibits HUD and USDA from adopting updates to the IECC or ANSI/ASHRAE/IES Standard 90.1 in certain circumstances unless at least 26 states have adopted codes or standards that meet or exceed the update's requirements.

Responsible Wildland Fire Recovery Act This bill authorizes the Department of Agriculture (USDA) to waive certain requirements for matching federal funds in fire recovery projects. Specifically, USDA may waive cost-sharing requirements for projects responding to fires resulting from management activities (e.g., controlled burns) conducted by USDA on National Forest System land.
