Strength in Diversity Act of 2019 This bill directs the Department of Education to award grants to specified educational agencies to develop or implement plans to improve diversity and reduce or eliminate racial or socioeconomic isolation in publicly funded early childhood education programs, public elementary schools, or public secondary schools.

Stop Deceptive Advertising for Women's Healthcare Services Act This bill prohibits advertisements that create the false impression that (1) a person or organization provides abortion services when they do not, or (2) they do not provide such services when they do. Abortion services include (1) surgical and non-surgical procedures to terminate pregnancy, or (2) providing referrals for such procedures.

Safe Schools Improvement Act of 2019 This bill requires states to direct their local educational agencies (LEAs) to establish policies that prevent and prohibit conduct, including bullying and harassment, that is sufficiently severe, persistent, or pervasive to (1) limit students' ability to participate in, or benefit from, school programs; or (2) create a hostile or abusive educational environment that adversely affects students' education. LEAs shall also provide (1) students, parents, and educational professionals with annual notice of the conduct prohibited in their disciplinary policies; (2) students and parents with grievance procedures that target such conduct; and (3) the public with annual data on the incidence and frequency of that conduct at the school and LEA level. The Department of Education must conduct, and report on, an independent biennial evaluation of programs and policies to combat bullying and harassment in elementary and secondary schools. The National Center for Education Statistics shall collect state data to determine the incidence and frequency of the conduct prohibited by LEA disciplinary policies.

Improving Training for School Food Service Workers Act This bill adds requirements regarding the availability of training that the Department of Agriculture provides under current law for local food service personnel in schools. The training must be scheduled primarily during regular, paid working hours; offered in-person whenever appropriate; and incorporate hands-on training techniques. If the training is scheduled outside of working hours, food service personnel must be informed about the necessity of scheduling the program and compensated for attending the program. Personnel may not be penalized for failing to attend a program outside of working hours.

Comprehensive Addiction Resources Emergency Act of 2019 This bill establishes various programs to address substance use disorder and opioid addiction, including grants for treatment, recovery, and harm reduction services as well as a program to distribute overdose reversal drugs.

Healthy MOMMIES Act This bill establishes a series of programs and requirements under Medicaid and the Children's Health Insurance Program (CHIP) relating to maternal health. For example, the bill expands eligibility for coverage under Medicaid and CHIP from 60 days to one year after the last day of pregnancy and requires such coverage to include oral health services. The bill also establishes a demonstration program in which states receive grants to implement or expand models for maternity care homes that provide services to Medicaid or CHIP beneficiaries. The Government Accountability Office must report on (1) gaps in coverage under Medicaid and CHIP for pregnant and postpartum women, and (2) the use of telemedicine by state Medicaid programs to increase access to maternity care.

Clean Energy Standard Act of 2019 This bill addresses clean energy standards. Among other things, the bill requires retail electricity suppliers to sell a certain quantity of clean electric energy; establishes a federal clean energy credit trading program; subjects retail electricity suppliers to civil penalties for noncompliance with requirements; establishes a state energy efficiency, clean energy deployment, and electric bill reduction program; requires the Department of Energy (DOE) to facilitate coordination between the federal clean energy program and state clean and renewable energy programs; requires the National Academy of Sciences to periodically evaluate all aspects of the federal clean energy standard; and directs DOE to establish a program for the research, development, demonstration, and deployment of clean energy technologies and portfolios.

Tribal Heritage and Grizzly Bear Protection Act This bill provides for the management of grizzly bears ( Ursus arctos horribilis ) except for grizzly bears that (1) belong to a population that is listed as a threatened or an endangered species; (2) are taken, possessed, or transported in Alaska; or (3) are taken in self-defense or to save the life of another person in immediate danger. The Department of the Interior may issue a permit for taking (e.g., killing, harming, or capturing), possessing, or transporting grizzly bears, or their parts if such taking, possession, or transportation is for purposes of science, exhibition, tribal religion, agricultural protection, or public safety. Such permits must be compatible with the protection of the grizzly bear species or a population of grizzly bears occupying a geographically distinct area. In addition, Interior must establish (1) a Grizzly Bear Scientific Committee, and (2) a grant program for assisting livestock producers with issues of livestock predation. Finally, the bill provides for the reintroduction of grizzly bears on tribal land.

United States Territorial Relief Act of 2019 This bill establishes a process under which Puerto Rico and other U.S. territories may terminate certain debts if they meet eligibility criteria. The bill allows territories to terminate their public, unsecured debt if they meet two of three criteria: the population of the territory has decreased by more than 5% over 10 years, the territory received major federal disaster assistance, or the territory's per capita debt exceeds $15,000. If Puerto Rico discharges its debt under this process, the bill provides funding that a special master must allocate to certain creditors whose debts were discharged. The bill also establishes a Puerto Rico Public Credit Comprehensive Audit Commission.

Protecting the Right to Organize Act of 2019 This bill amends the National Labor Relations Act and related labor laws to extend protections to union workers. Specifically, it revises the definition of "employee" and "supervisor" to prevent employers from classifying employees as exempt from labor law protections, expands unfair labor practices to include prohibitions against replacement of or discrimination against workers who participate in strikes, makes it an unfair labor practice to require or coerce employees to attend employer meetings designed to discourage union membership, permits workers to participate in collective or class action litigation, allows injunctions against employers engaging in unfair labor practices involving discharge or serious economic harm to an employee, expands penalties for labor law violations, including interference with the National Labor Relations Board or causing serious economic harm to an employee, and allows any person to bring a civil action for harm caused by labor law violations or unfair labor practices.

Newborn Screening Saves Lives Reauthorization Act of 2019 This bill reauthorizes through FY2024 and revises several programs and activities relating to newborn screening for genetic diseases. Among other things, the bill reauthorizes, and makes mandatory rather than discretionary, the Hunter Kelly Research Program at the National Institutes of Health as well as national surveillance activities conducted by the Centers for Disease Control and Prevention.

Tribal Border Crossing Parity Act This bill provides the right to pass the borders of the United States (which includes other privileges pursuant to the Jay Treaty) to an American Indian born in the United States or Canada who is a member, or is eligible to be a member, of a federally recognized Indian tribe in the United States or Canada. Under current law, such right is provided only to an American Indian born in Canada who has at least 50% American Indian blood.

Mainstreaming Addiction Treatment Act of 2019 This bill removes the requirement that a health care practitioner apply for a separate waiver through the Drug Enforcement Administration to dispense certain narcotic drugs (e.g., buprenorphine) for maintenance or detoxification treatment (i.e., substance use disorder treatment). Further, the bill directs the Substance Abuse and Mental Health Services Administration to conduct a national campaign to educate health care practitioners and encourage them to integrate substance use disorder treatment into their practices.

Roadless Area Conservation Act of 2019 This bill bars the Department of Agriculture from allowing the construction of roads, the reconstruction of roads, or logging in an inventoried roadless area where those activities are prohibited by the Roadless Rule (i.e., certain federal regulations relating to roadless area management).

Wounded Warrior Workforce Enhancement Act This bill requires the Department of Veterans Affairs (VA) to award grants to eligible institutions to (1) establish a master's degree program in orthotics and prosthetics, or (2) expand upon an existing master's degree program in such area. The VA shall give grant priority to institutions that have entered into a partnership with a medical center administered by the VA or a facility administered by the Department of Defense. An eligible institution is an educational institution that is either accredited by the National Commission on Orthotic and Prosthetic Education or that demonstrates an ability to meet such accreditation requirements if it receives a grant. The bill also requires the VA to award a grant to an institution with orthotic and prosthetic research and education experience to (1) establish the Center of Excellence in Orthotic and Prosthetic Education; and (2) improve orthotic and prosthetic outcomes for veterans, members of the Armed Forces, and civilians by conducting orthotic and prosthetic research.

Willie O'Ree Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal to Willie O'Ree, in recognition of his contributions and commitment to hockey, inclusion, and recreational opportunity.

Tribal Nutrition Improvement Act of 201 9 This bill allows an Indian tribe to assume, from a nearby local educational agency (LEA) and in lieu of a state, responsibility for administration of the school breakfast program, the school lunch program, the child and adult care food program, or the summer food service program for children. The Department of Agriculture (USDA) must identify, for optional use in LEAs on or near Indian reservations, alternatives to current program requirements related to the daily counting of meals by category, the use of annual applications to determine program eligibility, and the use of universal meal service. USDA may implement such alternatives, as limited by the bill, as well as further test them in demonstration projects. The bill also requires USDA to increase the amount of administrative funds paid to an Indian tribe that agrees to assume responsibility for the administration of one of the specified food programs.

Gold Star Family Tax Relief Act This bill treats certain military survivor benefits that are received by children as earned income of the child for the purposes of the kiddie tax (the tax on the unearned income of children). This has the effect of exempting the benefits from such tax.

Not Invisible Act of 2019 This bill increases the coordination of efforts to reduce violent crime within Indian lands and against Indians. Specifically, the Department of the Interior must designate an official within the Bureau of Indian Affairs to coordinate prevention efforts, grants, and programs related to missing Indians and the murder and human trafficking of Indians. In addition, Interior and the Department of Justice (DOJ) must (1) establish an advisory committee on violent crime within Indian lands and against Indians, and (2) submit a written response to the recommendations developed by the advisory committee. The advisory committee must make recommendations to Interior and DOJ on actions to combat violent crime against Indians and within Indian lands, including strategies for identifying, reporting, and responding to instances of missing persons, murder, and human trafficking; and develop best practices for tribes and law enforcement officials in close proximity to Indian lands to follow, including practices to address any gaps in services for Indian victims.

Accelerating Veterans Recovery Outdoors Act This bill requires the Department of Veterans Affairs to establish the Task Force on Outdoor Recreation for Veterans to report on and make recommendations regarding the use of public lands or other outdoor spaces for medical treatment and therapy for veterans.

Hualapai Tribe Water Rights Settlement Act of 2019 This bill modifies and ratifies the Hualapai Tribe water rights settlement agreement negotiated between the tribe, the United States, Arizona, and others, thus satisfying the tribe's claims for groundwater and surface water rights to water in Arizona, including the Verde River, the Bill Williams River, and the Colorado River. The bill outlines the tribe's water rights, including the right to divert, use, and store 4,000 acre-feet of agricultural priority water of the Central Arizona Project that was previously allocated to nontribal agricultural entities, but retained by the Department of the Interior for reallocation to tribes in Arizona pursuant to the Central Arizona Project Settlement Act of 2004. The Bureau of Reclamation must construct the Hualapai Water Project. The project must be designed to divert, treat, and convey at least 3,414 acre-feet of water per year from the Colorado River for municipal, commercial, and industrial uses on the Hualapai Reservation. The bill provides for land to be added to the reservation and taken into trust for the benefit of the tribe. In the future, land located outside the reservation may only be taken into trust through an act of Congress. The bill outlines (1) waivers, releases, and retentions of claims by the tribe and the United States under the settlement agreement; and (2) a limited waiver of sovereign immunity by the United States and the tribe with respect to certain claims.

What You Can Do For Your Country Act This bill revises the Public Service Loan Forgiveness (PSLF) program, including by allowing borrowers with loans under the Federal Family Education Loan program to be eligible for the PSLF program, allowing borrowers to receive loan forgiveness on half of their total loans after satisfying 60 qualifying payment obligations, revising provisions related to loan consolidation, revising the types of payments that count toward qualifying payment obligations, defining full-time employment as 30 hours per week, requiring the Department of Education (ED) to provide certain notices to borrowers, revising the process for certification of employment, requiring ED to establish a database of qualifying employers, providing a process for borrowers to satisfy past monthly payment obligations, requiring lenders to provide to ED necessary borrower repayment history information, and requiring ED to establish a dispute resolution process.

National Museum of the American Latino Act This bill establishes the National Museum of the American Latino in the Smithsonian Institution. The purposes of the museum are to (1) illuminate Latino contributions to the story of the United States; (2) provide for the collection, study, research, publication, and establishment of exhibitions and programs related to Latino life, art, history, and culture; and (3) provide for collaboration with Smithsonian Institution museums and research centers and other museums and educational institutions in the United States and abroad to promote the study and appreciation of Latino life, art, history, culture, and its impact on society in the United States. The bill establishes a Board of Trustees for the museum to advise and assist the Board of Regents of the Smithsonian on all matters related to the administration and preservation of the museum. The Director of the museum shall manage the museum and may carry out educational and liaison programs in support of its goals. The Director of the Institute of Museum and Library Services shall establish and carry out specified grant programs and a scholarship program, including a grant program to promote the understanding of the Latin American diaspora in the United States. The Board of Regents shall designate a site for the museum and is authorized to design and construct it.

This bill revises provisions governing the Morris K. Udall and Stewart L. Udall Foundation. Among other things, the foundation (1) provides outreach regarding the environment, public lands, and natural resources; (2) develops resources to train professionals in the environmental field and Native American and Alaska Native professionals in health care and public policy; and (3) supports the United States Institute for Environmental Conflict Resolution. This bill reauthorizes the institute through FY2023 and renames the institute as the John S. McCain III United States Institute for Environmental Conflict Resolution. Finally, the bill requires the Inspector General of the Department of the Interior to audit the foundation.

Duty to Report Act This bill requires political committees, candidates for federal office, and other individuals to report to the Federal Election Commission (FEC) and the Federal Bureau of Investigation (FBI) any offers of prohibited contributions, including offers of nonpublic information regarding other candidates, by foreign nationals. Specifically, political committees and candidates must report to the FEC within 24 hours any (1) offers of prohibited contributions from foreign nationals, and (2) meetings with foreign governments or their agents. In addition, the bill requires political committees, candidates, immediate family members of candidates, and individuals affiliated with a campaign (e.g., employees and independent contractors) to report to the FBI within 24 hours any offers of prohibited contributions from foreign nationals. Further, the bill establishes a new criminal offense for knowingly and willfully failing to comply with this reporting requirement. A violator is subject to criminal penalties—a fine, a prison term of up to two years, or both. Such reported information may not be used to enforce certain immigration provisions related to the removal of undocumented aliens.

Dignity for Detained Immigrants Act of 2019 This bill directs the Department of Homeland Security (DHS) to establish standards for facilities holding aliens in its custody, phases out using non-DHS facilities for such purposes, and contains other related provisions. The standards shall comply with the American Bar Association's Civil Immigration Detention Standards. The DHS Office of Inspector General (OIG) shall conduct periodic unannounced inspections of each facility and shall take various actions against noncompliant facilities, including imposing fines, cancelling contracts, and closing facilities. DHS shall report to Congress any death of an alien in its custody within 24 hours and conduct an investigation within 30 days that identifies policy changes that could reduce the likelihood of such a death. DHS is prohibited from entering into contracts for third parties to operate detention facilities and shall terminate existing contracts within three years of the bill's enactment. The bill establishes that OIG facility inspection reports and contracts for an outside entity to operate a detention facility are records available to the public under the Freedom of Information Act. DHS shall maintain certain information relating to detained aliens, including the alien's location and whether the alien was separated from family. The bill provides for various requirements and procedures related to detaining aliens, including (1) prohibiting DHS from detaining children, (2) imposing a presumption that an alien should be released, and (3) establishing that aliens in custody shall be subject to the least restrictive conditions. The bill also abolishes mandatory detention for asylum seekers.

This resolution urges (1) the President to issue a proclamation recognizing Earth Day, consistent with the practice of the previous administration; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.

This resolution expresses the sense of the House of Representatives that only a two-state solution to the Israeli-Palestinian conflict can ensure Israel's survival as a secure Jewish and democratic state and fulfill the legitimate aspirations for a Palestinian state. It also expresses the sense that any U.S. proposals that fail to expressly endorse a two-state solution will likely put a peaceful end to the conflict further out of reach.

Climate Change Education Act This bill declares that the evidence for human-induced climate change is overwhelming and undeniable. The National Oceanic and Atmospheric Administration (NOAA) must establish a Climate Change Education Program to increase the climate literacy of the United States by broadening the understanding of human-induced climate change, including possible consequences and potential solutions; apply the latest scientific and technological discoveries to provide learning opportunities to people of all ages; and help people understand and promote implementation of new technologies, programs, and incentives related to climate change, climate adaptation and mitigation, and climate resilience. NOAA must also establish a grant program for climate change education.

Ghost Army Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to award a Congressional Gold Medal to the 23rd Headquarters Special Troops, known as the "Ghost Army," collectively, in recognition of its service during World War II.

This resolution supports the goals and ideals of the National Day of Silence (during which students vow to remain silent to bring attention to the harassment and discrimination faced by lesbian, gay, bisexual, transgender, and gay people in schools). It requests that the President issue a proclamation calling on the people of the United States to observe the National Day of Silence. The bill encourages each state, city, and local educational agency to adopt laws and policies to prohibit name-calling, bullying, harassment, and discrimination against students, teachers, and other school staff regardless of their sexual orientation and gender identity or gender expression.

Keep Our Promise to America's Children and Teachers Act or the Keep Our PACT Act This bill provides funding for disadvantaged students under the Elementary and Secondary Education Act of 1965 (ESEA) and students with disabilities under the Individuals with Disabilities Education Act (IDEA) for FY2020-FY2029. Specifically, the bill (1) provides funding for grant programs under the ESEA operated by local educational agencies dealing with the disadvantaged, and (2) reauthorizes the IDEA to assist states and outlying areas in providing special education and related services to children with disabilities.

Anti-Lunch Shaming Act of 2019 This bill prohibits the stigmatization of a child who is unable to pay for meals provided by schools under the National School Lunch Program or the School Breakfast Program. The bill applies to a child who either does not have funds to pay for a meal or has outstanding credit that was extended by a school food authority (SFA). A SFA may not permit public identification or stigmatization of the child, such as by requiring a wristband or hand stamp. The child also may not be required to (1) perform chores or activities that are not required of students generally, or (2) dispose of food after it has been served to the child. Any communication related to outstanding credit must be directed to the child's parent or guardian. A child may be required to deliver a letter regarding outstanding credit that is addressed to a parent or guardian if the letter is not distributed to the child in a manner that stigmatizes the child. The bill also expresses the sense of Congress regarding several issues regarding the administration of the school meal programs.

Safe Step Act This bill requires a group health plan to establish an exception to medication step-therapy protocol in specified cases. A medication step-therapy protocol establishes a specific sequence in which prescription drugs are covered by a group health plan or a health insurance issuer. A request for such an exception to the protocol must be granted if (1) the treatment is expected to be ineffective, (2) the treatment will cause or is likely to cause an adverse reaction to the individual, (3) the treatment is expected to decrease the individual's ability either to perform daily activities or occupational responsibilities or adhere to the treatment plan, (4) the individual is stable based on the prescription drugs already selected, or (5) there are other medical reasons that warrant withholding the treatment. The bill requires a group health plan to implement and make readily available a clear process for an individual to request an exception to the protocol. Requests must be granted no later than three days after receipt of the request. In certain cases where the life, health, and ability of the individual are jeopardized by the protocol, the request shall be granted no later than 24 hours after receipt of the request.

District of Columbia Local Juror Non-Discrimination Act of 2019 This bill prohibits the exclusion of individuals from service on a District of Columbia jury on the basis of their sexual orientation or gender identity.

National Origin-Based Antidiscrimination for Nonimmigrants Act or the NO BAN Act This bill imposes limitations on the President's authority to suspend or restrict aliens from entering the United States and terminates certain presidential actions implementing such restrictions. It also prohibits religious discrimination in various immigration-related decisions, such as whether to issue an immigrant or non-immigrant visa, with certain exceptions. The President may temporarily restrict the entry of any aliens or class of aliens after the Department of State determines that the restriction would address specific acts that threaten U.S. interests such as security or public safety. The bill also imposes limitations on such restrictions, such as requiring the President, State Department, and the Department of Homeland Security (DHS) to provide specific evidence of a need for the restriction, and to narrowly tailor the restriction to meet a compelling government interest. Before imposing a restriction, the President, State Department, and DHS shall consult with Congress. The State Department and DHS shall report to Congress about the restriction within 48 hours of the restriction's imposition, with regular updates. If such reports are not made, the restriction shall immediately terminate.

Central Coast Heritage Protection Act This bill designates specified land within the Bakersfield Field Office of the Bureau of Land Management and in the Los Padres National Forest in California as components of the National Wilderness Preservation System, and as the Black Mountain Scenic Area. The bill designates certain land in the Los Padres National Forest as the Machesna Mountain Potential Wilderness Area, to be incorporated into the Machesna Mountain Wilderness Area; the Fox Mountain Potential Wilderness Area, to be incorporated into the San Rafael Wilderness; the Condor Ridge Scenic Area; and the Condor National Scenic Trail. The bill also designates specified segments of the Indian, Mono, Matilija, Sespe, and Piru Creeks and Sisquoc River in California as components of the National Wild and Scenic Rivers System and requires studies of new trails for recreation opportunities in California. Indian tribes shall be assured access to the wilderness areas, scenic areas, and potential wilderness areas designated by this bill for traditional cultural and religious purposes.

Break Relief for Every Academic Kind of Period in an Academic Year for Veterans Act or the BREAK PAY for Veterans Act This bill authorizes the Department of Veterans Affairs to continue paying educational assistance or subsistence allowances during periods between school terms in certain circumstances. Specifically, the bill authorizes the payment of educational assistance or subsistence allowances during periods between school terms where the educational institution certifies the enrollment of the eligible veteran or eligible person if (1) the period between those terms does not exceed eight weeks, and (2) the terms preceding and immediately following such a break period are not shorter in length than the period itself. The bill also specifies that such payments of educational assistance allowances shall not (1) be charged against an individual's entitlement to educational assistance, or (2) be counted toward certain limitations that are placed on the period of assistance that is allowed under two or more programs.

Women and Lung Cancer Research and Preventive Services Act of 2019 This bill requires the Department of Health and Human Services to conduct an interagency review of the status of women and lung cancer. The review must report on the status of existing research and current knowledge gaps; identify new opportunities for collaborative research to determine the causes of lung cancer and advance prevention, screening, diagnosis, and treatment; and provide recommendations for a national cancer screening strategy and public education campaign.

Cabin Air Safety Act of 2019 This bill directs the Federal Aviation Administration (FAA) to implement regulations regarding smoke or fume incidents on commercial aircraft (excluding helicopters). Specifically, the bill requires flight attendants, pilots, aircraft maintenance technicians, airport first responders, and emergency response teams to receive annual training on how to respond to incidents involving smoke or fumes on board commercial aircraft; the FAA to develop a standardized form for reporting incidents involving smoke or fumes; the FAA to conduct an investigation after a report is submitted about incidents of smoke or fumes; and commercial air carriers to install and operate onboard carbon monoxide detectors.
