This bill repeals the authority of the President to divert certain resources of the U.S. Army Corps of Engineers during national emergencies. Specifically, the bill repeals the President's authority to (1) terminate or defer civil works projects of the U.S. Army Corps of Engineers that are not essential to the national defense; and (2) apply the resources of the Corps' civil works program to civil works, military construction, and civil defense projects that are essential to the national defense.

Aviation Funding Stability Act of 2019 This bill provides continuing appropriations to the Federal Aviation Administration (FAA) from the Airport and Airway Trust Fund if an appropriations bill for the FAA has not been enacted before a fiscal year begins or a joint resolution making continuing appropriations for the FAA is not in effect. The bill provides appropriations at the rate of operations that was provided for the prior fiscal year to continue programs, projects, and activities for which funds were provided in the preceding fiscal year.

Mental Health Services for Students Act of 2019 This bill provides specific statutory authority for the Project AWARE (Advancing Wellness and Resiliency in Education) State Educational Agency Grant Program that is administered by the Substance Abuse and Mental Health Services Administration. The program supports school-based mental health services, including screening, treatment, and outreach programs.

VA Employee Fairness Act of 2019 This bill repeals provisions excluding any matter or question concerning professional conduct or competence; peer review; or the establishment, determination, or adjustment of employee compensation from the applicability of collective bargaining rights for Veterans Health Administration employees.

Indian Programs Advanced Appropriations Act This bill authorizes advance appropriations for several covered appropriations accounts of (1) the Bureau of Indian Affairs and Bureau of Indian Education within the Department of the Interior, and (2) the Indian Health Service within the Department of Health and Human Services. The advance appropriations provide new budget authority that first becomes available for the first fiscal year after the budget year. The covered accounts within the Bureau of Indian Affairs and Bureau of Indian Education include (1) Operation of Indian Programs, (2) Contract Support Costs, and (3) the Indian Guaranteed Loan Program Account. The covered accounts within the Indian Health Service include (1) Indian Health Services, and (2) Contract Support Costs. The bill also requires the President's budget and the supporting documents submitted to Congress to include detailed estimates related to the advance appropriations.

This resolution expresses support for the designation of DIPG Awareness Day. (DIPG is diffuse intrinsic pontine glioma, a terminal childhood brain cancer.) It also encourages public and private sources of research funding to elevate their consideration of the mortality rate of a type of cancer as well as the life years lost as factors considered during the grant application process.

This joint resolution nullifies the final rule issued by the Occupational Safety and Health Administration titled “Tracking of Workplace Injuries and Illnesses" and published on January 25, 2019. The rule removed the requirement that establishments with at least 250 employees must electronically submit certain information concerning (1) logs of work-related injuries and illnesses, and (2) injury and illness incidents reports.

This resolution urges the President to work with allies to lead a multinational freedom of navigation operation in the Black Sea to push back against excessive Russian claims of sovereignty. It also calls for the North Atlantic Treaty Organization to enhance allied maritime presence and capabilities in the Black Sea and for European governments to cancel the Nord Stream 2 pipeline due to its threat to European energy security. The resolution also urges the President to provide additional security assistance to Ukraine and states that the President is required by statute to impose mandatory sanctions on Russia.

World Language Advancement and Readiness Act of 2019 This bill directs the Department of Defense to award three-year competitive grants to state and local educational agencies for the establishment, improvement, or expansion of world language (e.g., foreign language or American Sign Language) programs in elementary and secondary schools.

National Heritage Area Act of 2019 This bill establishes a National Heritage Areas System to recognize certain areas of the United States that tell nationally significant stories and to conserve, enhance, and interpret the areas' natural, historic, scenic, and cultural resources that illustrate significant aspects of U.S. heritage. Through such system, the Department of the Interior may provide technical and financial assistance to local coordinating entities to support the establishment, development, and continuity of such areas. The system shall be comprised of such areas designated by Congress under this bill; such areas designated after enactment of this bill, unless the law designating the area exempts it from inclusion in the system; 49 specified areas; and any other national heritage areas designated before this bill's enactment. National heritage areas shall not be considered to be units of the National Park System. Interior shall (1) undertake studies as directed by Congress to assess the feasibility of designating proposed national heritage areas; (2) approve or disapprove the management plan prepared by the local coordinating entity for an area; and (3) evaluate the accomplishments of an area every 10 years after its designation and submit a recommendation on whether federal funding for such area should be continued, reduced, or eliminated.

Fairness for High-Skilled Immigrants Act of 2019 This bill increases the per-country cap on family-based immigrant visas from 7% of the total number of such visas available that year to 15%, and eliminates the 7% cap for employment-based immigrant visas. It also removes an offset that reduced the number of visas for individuals from China. The bill also establishes transition rules for employment-based visas from FY2020-FY2022, by reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability), EB-3 (skilled and other workers), and EB-5 (investors) visas for individuals not from the two countries with the largest number of recipients of such visas. Of the unreserved visas, not more than 85% shall be allotted to immigrants from any single country.

Autism Collaboration, Accountability, Research, Education, and Support Act of 2019 or the Autism CARES Act of 2019 This bill reauthorizes through FY2024 and revises several programs and activities relating to autism spectrum disorder (ASD). Among other things, the bill reauthorizes provisions relating to (1) expanded ASD research at the National Institutes of Health; (2) ASD education, early detection, and intervention activities supported by the Health Resources and Services Administration; and (3) the Interagency Autism Coordinating Committee. The bill also generally revises the scope of such programs and activities to encompass ASD individuals of all ages, rather than only youth.

Medicare Negotiation and Competitive Licensing Act of 2019 This bill requires the Centers for Medicare & Medicaid Services (CMS) to negotiate with pharmaceutical companies regarding prices for drugs covered under the Medicare prescription drug benefit. (Current law prohibits the CMS from doing so.) The CMS must take certain factors into account during negotiations, including the clinical- and cost-effectiveness of the drug, the financial burden on patients, and unmet patient needs. If the CMS is unable to negotiate the price of a drug, such drug is subject to competitive licensing in order to further its sale under Medicare, notwithstanding existing government-granted exclusivities. Additionally, for one year after a drug is provided under a competitive license, such drug is also subject to specified price limitations; if the drug is not offered at such prices, the drug is subject to additional licensing that furthers its sale under any federal program (e.g., Medicaid).

Global Health, Empowerment and Rights Act This bill establishes that a foreign nongovernmental organization shall not be disqualified from receiving certain U.S. international development assistance solely because the organization provides medical services using non-U.S. government funds if the medical services are legal in both the United States and the country in which they are being provided. Such foreign organizations shall not be subject to requirements relating to their use of non-U.S. funds for advocacy or lobbying activities, other than those that apply to U.S. nongovernmental organizations. Current U.S. policy prohibits various foreign assistance from going to a foreign nongovernmental organization unless it agrees to not perform or actively promote abortions.

Employer Participation in Repayment Act of 2019 This bill expands the tax exclusion for employer-provided educational assistance to include payments of qualified education loans by an employer to either an employee or a lender.

Veteran Spouses Equal Treatment Act This bill amends the definition of spouse for purposes of veterans' benefits to require the Department of Veterans Affairs (VA) to recognize a marriage based on the law of the state where the marriage occurred. When a marriage occurs outside a state, the VA shall recognize it if the marriage is lawful in the place where it occurs and could have been entered into under the laws of any state. The bill also amends the definitions of spouse and surviving spouse to remove the requirement that the spouse be of the opposite sex.

Protecting Sensitive Locations Act This bill prohibits immigration enforcement actions within 1,000 feet of a sensitive location unless there are exigent circumstances or if written prior approval has been obtained from certain officials. Sensitive locations include health care facilities; schools and school bus stops; places that provide assistance for people such as children, pregnant women, and abuse victims; places that provide disaster or emergency services; places of worship; courthouses and lawyers' offices; and public assistance offices. The prohibition shall apply to Department of Homeland Security officers and agents, as well as state employees pursuing immigration enforcement actions. If an enforcement action is carried out in violation of this prohibition (1) no information resulting from the action may be entered into the record in a resulting removal proceeding, and (2) the affected alien may move to immediately terminate such a proceeding. U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection shall annually report to Congress about enforcement actions taken at sensitive locations in the preceding year.

Uighur Intervention and Global Humanitarian Unified Response Act of 2019 or the UIGHUR Act of 2019 This bill imposes sourcing restrictions and export controls related to China's mass detention of the Uyghurs, a predominantly Muslim Turkic ethnic group in Xinjiang province. Executive agencies shall not procure goods or services from foreign persons who in the last three years substantially facilitated or knowingly assisted such mass detention. When procuring goods or services from U.S. persons, executive agencies shall provide adverse consideration to awarding contracts to those involved with such mass detention, and assess the availability of other sources. The President may waive these restrictions for national security or national interest purposes. The Department of Commerce shall deny applications to export to China various technologies, including those related to artificial intelligence or biometrics, unless the applicant certifies that the technology will not be knowingly used to facilitate the mass detention of Turkic Muslims. The Department of State shall ensure that certain U.S. diplomatic facilities in China can provide services in the Uyghur language. The State Department shall establish a website for reporting harassment or surveillance of persons in the United States by Chinese representatives or agents, and procedures for sharing such reports with law enforcement agencies. This bill directs various agencies to report on specified topics, including China's development of technologies related to mass detection and surveillance.

ICE and CBP Body Camera Accountability Act This bill requires U.S. Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) agents and officers to wear body cameras when engaged in official operations. Such agents and officers shall turn on their cameras for the duration of each shift. The footage shall be available to each party in any administrative proceeding, civil action, or criminal proceeding where such footage is pertinent. An agent or officer whose camera does not record footage during a shift shall be subject to furlough, reduction in pay or grade, or suspension. When a camera does not record during a shift, the Department of Homeland Security may not determine that the camera malfunctioned unless the agent or officer submits evidence to establish that a malfunction occurred. ICE and CBP shall establish policies and procedures regarding use of the cameras and for carrying out adverse actions related to a failure to record footage.

Reunite Every Unaccompanied Newborn Infant, Toddler and other children Expeditiously Act or the REUNITE Act This bill directs the Department of Homeland Security (DHS) and the Department of Health and Human Services (HHS) to reunite children and their parents or legal guardians who were apprehended for illegal entry into the United States. DHS and HHS shall develop procedures and programs, including procedures to (1) identify separated family members, (2) allow apprehended parents or legal guardians to have frequent no-cost contact with their separated children, and (3) coordinate with foreign consulates to locate apprehended individuals. DHS and HHS shall ensure immediate reunification of apprehended children with a parent or legal guardian, but may make exceptions for the child's safety. DHS and HHS may use DNA testing to determine family relationships, but shall first use other methods, such as official documents. DHS and HHS shall develop procedures for instances where the aliens refuse to consent to DNA testing. Collected DNA information may not be used for any purpose other than family reunification, including criminal or immigration enforcement. The bill restores the Family Case Management Program, an alternative to detention program that uses case managers to promote compliance with immigration law obligations. DHS, HHS, and the Department of Justice (DOJ) shall establish the Office for Locating and Reuniting Children with Parents. Aliens shall have access to counsel inside immigration detention facilities, and DOJ may provide counsel for immigration proceedings. DOJ shall provide counsel if necessary for children and vulnerable individuals, and children's cases shall be heard individually.

Full Military Honors Act of 2019 This bill requires full military honors to be provided for the funerals of certain veterans. Specifically, a veteran shall receive full military honors if the veteran (1) is first interred or inurned in Arlington National Cemetery, (2) was awarded the medal of honor or the prisoner-of-war medal, and (3) is not entitled to full military honors because of such veteran's grade.

Native Youth and Tribal Officer Protection Act This bill extends tribal jurisdiction over the following crimes: violence committed against a child by a caregiver; violence against law enforcement officers involved in preventing, investigating, arresting, or prosecuting a person for domestic violence, dating violence, or child violence; attempted dating violence or domestic violence; or threatened dating violence or domestic violence. In addition, the bill reauthorizes grants to tribal governments for exercising tribal criminal jurisdiction for those crimes through FY2022.

This joint resolution requires either the advice and consent of the Senate or an act of Congress before the President may suspend, or withdraw the United States from, the North Atlantic Treaty. No funds shall be authorized or appropriated to support any efforts to withdraw from the treaty without the Senate's approval by a two-thirds vote or an act of Congress. The President shall notify Congress in writing of any effort to suspend or withdraw from the treaty no later than 48 hours after such action. This joint resolution also authorizes the Senate Legal Counsel and the General Counsel of the House of Representatives to represent Congress in judicial proceedings related to actions that are inconsistent with this resolution.

Mental Health Access Improvement Act of 2019 This bill provides for coverage of marriage and family therapist services and mental health counselor services under Medicare. It also excludes such services from the skilled nursing facility prospective payment system, and authorizes marriage and family therapists and mental health counselors to develop discharge plans for post-hospital services.

Miners Pension Protection Act This bill transfers certain funds to provide pension benefits for retired coal miners who have been affected by issues such as coal company bankruptcies. The Department of the Treasury must transfer additional funds to the 1974 United Mine Workers of America (UMWA) Pension Plan to pay pension benefits required under that plan if the annual limit on transfers under the Surface Mining Control and Reclamation Act of 1977 exceeds the amount required to be transferred for existing obligations of the Abandoned Mine Reclamation Fund. The bill also increases the annual limit on transfers from $490 million to $750 million. The bill also allows in-service distributions under a pension plan or governmental section 457(b) plan at age 59-1/2 (currently age 62).

Rebuild America's Schools Act of 2019 This bill provides financial assistance in FY2020-FY2029 for long-term improvements to public school facilities by allocating funds to states for school improvements, awarding need-based grants to local education agencies, and restoring school infrastructure tax credit bonds. The bill specifies allowable uses of grant funds, including making major repairs of public school facilities and making public school facilities accessible to disabled individuals. The bill requires local education agencies to adopt certain green practices (environmental standards) and use products made in the United States (Buy America). The Department of Education must establish a clearinghouse to disseminate information to assist schools in initiating, developing, and financing energy efficiency projects, distributed generation projects, and energy retrofitting projects. The bill increases funding through FY2023 for the Impact Aid Construction program under the Elementary and Secondary Education Act of 1965.

Wildlife Conservation and Anti-Trafficking Act of 2019 This bill supports wildlife conservation and addresses wildlife trafficking. Specifically, it reclassifies certain wildlife-trafficking offenses and illegal fishing violations as violations of federal racketeering or other laws concerning transnational criminal organizations. The bill also expands federal law enforcement powers to combat wildlife trafficking (e.g., poaching and the illegal trade in wildlife). The bill sets forth requirements to provide awards to whistle-blowers for reporting violations of wildlife-trafficking laws. In addition, the Fish and Wildlife Service must carry out the International Wildlife Conservation Program to implement global habitat and conservation initiatives; address global conservation threats; combat wildlife trafficking, poaching, and trade in illegal wildlife products; and carry out international wildlife conservation and habitat activities authorized by federal law. Revenue generated from fines, penalties, or forfeitures of property or assets for certain wildlife and fishing violations may be used for a variety of animal conservation funds.

Wildlife Innovation and Longevity Driver Act or the WILD Act This bill reauthorizes and revises several wildlife conservation programs, establishes requirements for invasive species management, and requires the U.S. Fish and Wildlife Service (USFWS) to establish certain prize competitions. Specifically, the bill reauthorizes through FY2023 (1) the Partners for Fish and Wildlife Program; and (2) accounts under the Multinational Species Conservation Fund for the protection of African elephants, Asian elephants, rhinoceros, tigers, and great apes. The bill reauthorizes through FY2024 and revises the Marine Turtle Conservation Fund, including to expand the fund to include funding for the conservation of tortoises and freshwater turtles. In addition, the bill requires certain federal agencies to (1) control and manage invasive species, and (2) develop strategic plans for implementing invasive species programs designed to achieve substantive annual net reductions of invasive species populations or infested acreage on land or water. Finally, the USFWS must establish Theodore Roosevelt Genius Prizes to encourage technological innovation with the potential to advance the mission of the USFWS with respect to the prevention of wildlife poaching and trafficking, promotion of wildlife conservation, management of invasive species, protection of endangered species, and nonlethal management of human-wildlife conflicts.

This joint resolution directs the President to remove U.S. Armed Forces from hostilities in or affecting Yemen within 30 days unless Congress authorizes a later withdrawal date, issues a declaration of war, or specifically authorizes the use of the Armed Forces. Prohibited activites include providing in-flight fueling for non-U.S. aircraft conducting missions as part of the conflict in Yemen. This joint resolution shall not affect any military operations directed at Al Qaeda. The President must submit to Congress, within 90 days, reports assessing the risks that would be posed (1) if the United States were to cease supporting operations with respect to the conflict in Yemen, and (2) if Saudi Arabia were to cease sharing Yemen-related intelligence with the United States.

Bears Ears Expansion And Respect for Sovereignty Act This bill expands the boundaries of the Bears Ears National Monument in Utah. The Department of the Interior and the Department of Agriculture (USDA) shall administer the lands under their jurisdictions within the expanded boundaries (1) as part of the monument; and (2) in accordance with Presidential Proclamation 9558, dated December 28, 2016, that provided for the establishment of the monument. Interior and USDA shall promptly carry out the proclamation's provisions, including the provisions requiring them to engage the Bears Ears Commission to ensure the proper care and management of the objects identified, ensure that management decisions affecting the monument reflect tribal expertise and traditional and historical knowledge, and provide guidance and recommendations on the development and implementation of management plans and on management of the monument. The National Park Service shall administer the Natural Bridges National Monument and those portions of Glen Canyon National Recreation Area that are within the expanded boundaries of the monument. Interior and USDA may acquire any land, water, or interests in land that are located within the revised boundaries of the monument by donation, purchase, or exchange.

Bird-Safe Buildings Act of 2019 This bill requires each public building constructed, acquired, or of which more than 50% of the facade is substantially altered by the General Services Administration (GSA) to meet the following standards: at least 90% of the exposed facade material from ground level to 40 feet shall not be composed of glass or shall be composed of glass which employs any combination of the methods of modification described in this bill; at least 60% of the exposed facade material above 40 feet shall meet such modified glass standard; there shall not be any transparent passageways or corners; all glass adjacent to atria or courtyards containing water features, plants, and other materials attractive to birds shall meet the standard; and outside lighting shall be appropriately shielded and minimized subject to security and other mission related requirements. The GSA must (1) ensure that actual bird mortality is monitored at each public building; and (2) reduce exterior building and site lighting for each public building, where practicable and consistent with the requirements for outside lighting. The bill exempts from these requirements buildings and sites listed or eligible for listing on the National Register of Historic Places, the White House and its grounds, the Supreme Court building and its grounds, and the U.S. Capitol and its related buildings and grounds.

Rabbi Michoel Ber Weissmandl Congressional Gold Medal Act of 2019 This bill orders the posthumous award of a Congressional Gold Medal to Rabbi Michoel Ber Weissmandl, in recognition of his acts of valor during World War II. The U.S. Mint may strike and sell duplicates in bronze.

Fred Korematsu Congressional Gold Medal Act of 2019 This bill requires the President pro tempore of the Senate and the Speaker of the House of Representatives to make arrangements for the posthumous award of a Congressional Gold Medal to Fred Korematsu, in recognition of his contributions to civil rights, his loyalty and patriotism to the United States, and his dedication to justice and equality. The medal shall be given to the Smithsonian Institution and will be available for display and research, and can be loaned, as appropriate, for display elsewhere.

Covering Life-saving Investigations Needed in Cancer and Other Life-threatening Conditions through Timely use of Resources for Easy and Affordable Treatment from Medicaid for Enrollees in Need Today Act or the CLINICAL TREATMENT Act This bill requires state Medicaid programs to cover routine patient costs for items and services that are provided in connection with a qualifying clinical trial regarding cancer or other life-threatening conditions. The bill defines "routine patient costs" to include items and services that would otherwise be covered under Medicaid absent the patient's participation in the clinical trial; the term includes items and services relating to trial complications, but excludes those items and services that are the subject of the trial or that are provided solely in relation to data analysis. Additionally, a "qualifying clinical trial" means, among other things, a clinical trial that is approved or funded by specified entities (e.g., the National Institutes of Health) or is an authorized new drug trial.

Esther Martinez Native American Languages Programs Reauthorization Act This bill revises a grant program administered by the Administration for Native Americans at the Department of Health and Human Services to preserve Native American languages. The minimum number of enrollees in educational programs funded by grants is reduced from 10 to 5 enrollees in Native American language nests, which provide instruction through the use of a Native American language for children under the age of 7 and their parents. For survival schools, which are programs striving for fluency in a Native American language and proficiency in other academic fields, the minimum number of enrollees is reduced from 15 to 10. The bill increases the maximum duration of grants. The program is reauthorized through FY2024.

Merrill's Marauders Congressional Gold Medal Act This bill directs Congress to award a Congressional Gold Medal to the 5307th Composite Unit (Provisional), commonly known as Merrill's Marauders, in recognition of their bravery and outstanding service in the jungles of Burma (Myanmar) during World War II. Following its award, the gold medal shall be given to the Smithsonian Institution where it shall be displayed and made available for research.

Time Off to Vote Act This bill entitles an employee to two hours of paid leave on the day of a federal election in order to vote. The employer may determine the two-hour period, excluding any lunch break or other break. Taking such leave shall not result in the employee losing accrued employment benefits. The bill makes it unlawful for an employer to interfere with the right to take such leave or for an employer to discriminate against an employee for taking such leave. The bill makes it unlawful for any employer to retaliate against an employee for (1) opposing any practice made unlawful by this bill; (2) filing a charge, or instituting or causing to be instituted any proceeding, under or related to this bill; or (3) testifying or preparing to testify in an inquiry or proceeding relating to such leave. The bill specifies penalties for employers who violate these provisions.

Educators Expense Deduction Modernization Act This bill modifies the tax deduction for certain expenses of elementary and secondary school teachers to (1) increase from $250 to $500 the annual limit on the expenses that may be deducted, and (2) require the limit to be adjusted for inflation after 2019.

Social Security 2100 Act This bill increases various Old Age, Survivors, and Disability Insurance (OASDI) benefits and related taxes. The bill increases the primary insurance amount (e.g., the amount a Social Security beneficiary receives if the beneficiary begins receiving benefits at normal retirement age) by increasing the percentage of the beneficiary's average indexed monthly earnings used to calculate the amount. The Bureau of Labor Statistics shall publish a Consumer Price Index for Elderly Consumers, which the Social Security Administration (SSA) shall use to calculate cost-of-living adjustments to benefits. Currently, the SSA uses a price index for wage earners to make such adjustments. The bill increases the minimum benefit amount for individuals who worked for more than 10 years by creating an alternative minimum benefit. A qualifying beneficiary shall receive that alternative minimum if it is higher than the standard calculated benefit amount. The bill increases the income threshold that a beneficiary must reach before Social Security benefits are taxable. Increased benefits from this bill shall not count as income when determining an individual's eligibility or benefit amounts for (1) Medicaid, (2) the Children's Health Insurance Program, or (3) the Supplemental Security Income program. Income above $400,000 shall be included when calculating Social Security benefits and taxes. The bill also increases rates for the payroll and self-employment taxes that fund OASDI. The bill establishes the Social Security Trust Fund, which replaces the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund.

This joint resolution eliminates the deadline for the ratification of the Equal Rights Amendment, which prohibits discrimination based on sex. The amendment was proposed to the states in House Joint Resolution 208 of the 92nd Congress, as agreed to in the Senate on March 22, 1972. The amendment shall be part of the Constitution whenever ratified by the legislatures of three-fourths of the states.

Paycheck Fairness Act This bill addresses wage discrimination on the basis of sex. It amends equal pay provisions of the Fair Labor Standards Act of 1938 to (1) restrict the use of the bona fide factor defense to wage discrimination claims, (2) enhance nonretaliation prohibitions, (3) make it unlawful to require an employee to sign a contract or waiver prohibiting the employee from disclosing information about the employee's wages, and (4) increase civil penalties for violations of equal pay provisions. The Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs shall train EEOC employees and other affected parties on wage discrimination. The bill directs the Department of Labor to: (1) establish and carry out a grant program for negotiation skills training for girls and women, (2) conduct studies to eliminate pay disparities between men and women, and (3) make available information on wage discrimination to assist the public in understanding and addressing such discrimination. The Secretary of Labor's National Award for Pay Equity in the Workplace is established for an employer who has made a substantial effort to eliminate pay disparities between men and women. The bill requires the EEOC to issue regulations for collecting from employers compensation and other employment data according to the sex, race, and national origin of employees for use in enforcing laws prohibiting pay discrimination.

Constitutional Amendment This joint resolution proposes a constitutional amendment declaring that women shall have equal rights in the United States and every place subject to its jurisdiction. The amendment prohibits the United States or any state from denying or abridging equal rights under the law on account of sex.

Portable Fuel Container Safety Act of 2019 This bill addresses the safety of portable flammable liquid fuel containers. The bill requires the Consumer Product Safety Commission (CPSC) to promulgate a final rule for flame mitigation devices in portable flammable liquid fuel containers that impede the propagation of flame into the container, unless the CPSC publishes a determination that a voluntary standard developed by a standard development organization meets the intent of this bill. Either the promulgated standard or the voluntary standard shall be treated as a consumer product safety rule. If a standard development organization subsequently revises a voluntary standard, the organization must notify the CPSC and the revision becomes enforceable unless, within 90 days after receiving notice, the CPSC determines that the revised standard does not meet this bill's requirements. The CPSC must undertake a campaign to educate consumers about dangers associated with portable fuel containers near an open flame or other source of ignition. The bill extends child-resistance requirements for closures on portable gasoline containers to receptacles for gasoline, kerosene, or diesel fuel produced or distributed for sale to, or use by, consumers for transport of, or for refueling of internal combustion engines with, gasoline, kerosene, or diesel fuel.

This bill prohibits making funds, resources, or fees available to any federal agency to implement or enforce Executive Order 13780 and Presidential Proclamation 9645, which suspended individuals from several countries of concern, including Chad, Iran, and Libya, from entering the United States. The Proclamation also provided for enhanced U.S. vetting capacities.

Protecting Families from Government Shutdowns Act This bill makes it unlawful for an entity to do any of the following with respect to a person if the person is unable to meet an obligation because government service is unavailable during a lapse in appropriations: (1) debt collection; (2) collection of interest on loans accrued during the lapse; (3) eviction; (4) foreclosure; (5) acceleration or downgrading of credit; or (6) enforcement of any other obligation required by law or contract that relies on a government service that is unavailable during a lapse in appropriations. Penalty provisions in a contract for services that is violated because of a lapse in appropriations and services shall be unenforceable. The Federal Trade Commission and the states are given authority to enforce this bill.
