Encourages continued security cooperation between the United States and Mexican law enforcement agencies and militaries.

American Legion 100th Anniversary Commemorative Coin Act This bill requires the Department of the Treasury to mint and issue commemorative coins in recognition and celebration of the 100th anniversary of the American Legion. Surcharges received from the sale of these coins shall be paid to the American Legion for costs related to promoting the importance of: (1) caring for those who have served, and those who are still serving, in the Armed Forces; and (2) maintaining patriotic values, strong families, and assistance for at-risk children.

Funding for Aviation Screeners and Threat Elimination Restoration Act or the FASTER Act This bill repeals the requirement that a portion of aviation security service fees collected from passengers be credited as offsetting receipts and deposited in the general fund of the Treasury.

Federal Bird-Safe Buildings Act of 2017 This bill requires each public building constructed, substantially altered, or acquired by the General Services Administration (GSA) to meet the following standards: at least 90% of the exposed facade material from ground level to 40 feet shall not be composed of glass or shall be composed of glass employing elements that preclude bird collisions without completely obscuring vision, ultraviolet (UV) patterned glass that contains UV-reflective or contrasting patterns that are visible to birds, patterns on glass designed in accordance with a rule that restricts horizontal spaces to less than 2 inches high and vertical spaces to less than 4 inches wide, opaque, etched, stained, frosted, or translucent glass, or any combination of these methods (modified glass); at least 60% of the exposed facade material above 40 feet shall meet such glass standard; there shall not be any transparent passageways or corners; all glass adjacent to atria or courtyards containing water features, plants, and other materials attractive to birds shall meet the modified glass standard; and outside lighting shall be appropriately shielded and minimized. GSA must: (1) ensure that actual bird mortality is monitored at each public building; and (2) reduce exterior building and site lighting for each public building, where practicable. The bill exempts historic buildings of national significance, the White House and its grounds, the Supreme Court building and its grounds, and the U.S. Capitol and its related buildings and grounds from the provisions of this bill.

Quiet Communities Act of 2017 This bill requires the Environmental Protection Agency (EPA) to reestablish an Office of Noise Abatement and Control and reauthorizes the office's activities through FY2022. The responsibilities of the office must include: (1) promoting the development of effective state and local noise control programs, (2) carrying out a national noise control research program, (3) carrying out a national noise environmental assessment program, (4) establishing regional technical assistance centers to assist state and local noise control programs, (5) assessing the effectiveness of the Noise Control Act of 1972, and (6) conducting related outreach and educational activities. The office must emphasize noise abatement approaches that rely on local and state activities, market incentives, and coordination with other agencies. Using funds made available to the office, the EPA must carry out a study of airport noise. The bill amends the Noise Control Act of 1972 to expand the quiet communities grant program to include grants for establishing and implementing training programs on use of noise abatement equipment and implementing noise abatement plans.

Global Respect Act This bill directs the President to submit to Congress, biannually, a list of each foreign person that the President determines is responsible for or complicit in, or who acted as an agent for a foreign person in a mater relating to, torture, cruel treatment, prolonged detention, or other gross violations of internationally recognized human rights committed against an individual in a foreign country based on actual or perceived sexual orientation or gender identity. A listed person: (1) may be removed from the list under specified conditions; (2) is ineligible to enter or be admitted to the United States, or (3) if in the United States, shall have his or her visa revoked and be removed. The Department of State and the Department of Homeland Security may waive such prohibition if such waiver is in U.S. national security interests or is necessary for compliance with the Agreement between the United Nations (U.N.) and the United States regarding the U.N. Headquarters. Congressional notification is required prior to any such waiver. The Assistant Secretary for Democracy, Human Rights and Labor shall designate a senior officer or officers to track violence, criminalization, and restrictions on fundamental freedoms in foreign countries based on actual or perceived sexual orientation or gender identity. The Foreign Assistance Act of 1961 is amended to require the annual country reports on human rights practices to include information on sexual orientation or gender identity violence or restrictions.

Caring Recovery for Infants and Babies Act or the CRIB Act This bill amends title XIX (Medicaid) of the Social Security Act to allow a state Medicaid program to cover inpatient or outpatient services at a residential pediatric recovery center for infants with neonatal abstinence syndrome (a postnatal drug withdrawal syndrome) and their families.

Stop Online Booking Scams Act of 2017 This bill prohibits third-party online hotel reservation sellers from charging a consumer's credit card or financial accounts in an Internet transaction for a hotel unless they disclose: (1) a description of the offered good or service, the cost, and other material terms before the conclusion of the transaction; (2) that the third-party seller is not affiliated with the hotel owner or an entity that provides the hotel services or accommodations; (3) that the third-party seller is not an exhibition organizer, a meeting planner, or the official housing bureau for an event at the hotel; and (4) the brand identity of the third party online or over the phone. The bill provides authority to the Federal Trade Commission (FTC) and states to enforce against violations. The bill also expresses the sense of Congress that the FTC should revise its website to make it easier for consumers and businesses to report complaints of deceptive practices with respect to online booking of hotel reservations.

Encourages: (1) health care providers to offer culturally and clinically competent care to the lesbian, gay, bisexual, or transgender (LGBT) community; (2) schools to support the creation of gay-straight alliances to achieve safer learning environments; (3) individuals to learn about national resources for those who identify as LGBT; and (4) the federal government, states, international funding organizations, and U.S. bilateral and multilateral aid efforts to prioritize the health and human rights of LGBT people.

Voting Access Act This bill amends the Help America Vote Act of 2002 to require each state to comply with national standards established by the Election Assistance Commission for the location and operation of polling places used in elections for federal office. The Commission shall establish such standards and study instances of the misidentification by election officials of the political party registration of individuals attempting to vote in primary elections for federal office.

Puerto Rico Small Business Assistance Act of 2017 This bill amends the Small Business Act regarding small businesses that have their principal office in Puerto Rico, including to temporarily: increase the total amount of loans outstanding and committed to any microloan intermediary if at least 20% of the intermediary's loans are made to such businesses; waive the Small Business Administration (SBA) Microloan Program's limit on an intermediary's spending on technical assistance for prospective borrowers if 25% of the intermediary's loans are made to these businesses; reduce or eliminate SBA fees on certain loans to such businesses; and give federal contract preference to such businesses, transfer specified technology or surplus property to them, and provide subcontracting incentives for their protege firms. The SBA shall establish: (1) a Veteran Business Outreach Center in Puerto Rico, and (2) a temporary Federal and State Technology (FAST) grant program to provide assistance to Puerto Rico businesses. The SBA district office in Puerto Rico must temporarily report annually to Congress and the SBA on its activities in Puerto Rico.

Disability Integration Act of 2017 This bill prohibits states or local governments that provide institutional placements for individuals with disabilities who need long-term assistance with daily living activities or health-related tasks, and prohibits insurance providers that fund such long-term services, from denying community-based services that would enable such individuals to live in the community and lead an independent life. States, local governments, or insurance providers may not discriminate against such individuals in the provision of community-based services by: (1) imposing prohibited eligibility criteria, cost caps, waiting lists, or payment structures; (2) failing to provide a specific community-based service; or (3) requiring an individual to receive a service in a congregate or disability-specific setting. Community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. States, local governments, and public insurance providers must assess: (1) transportation barriers that prevent individuals from receiving services in integrated settings, and (2) the availability of integrated employment opportunities. The Department of Justice (DOJ) and the Department of Health and Human Services (HHS) must issue regulations requiring states, local governments, or insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. State and local governments, in conjunction with housing agencies, must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Such regulations must also require states and local governments to begin implementing a transition plan to achieve the requirements of this bill within 12 years after its enactment. For 10 years after issuance of the regulations, HHS must determine annually whether each state is complying with the transition plan. If a state is complying, HHS must increase by five percentage points the federal medical assistance percentage for a state requesting an increase for expenditures on home and community-based services furnished under the state Medicaid plan under title XIX (Medicaid) of the Social Security Act, or a waiver of such plan, that are identified as: (1) improvements to ensure accessibility or self-directed receipt of such services, (2) funding shifts from institutional settings to integrated community-based services, or (3) environmental modifications for housing targeted toward the lowest income individuals. The bill provides for DOJ enforcement and allows civil actions by individuals subjected to, or about to be subjected to, a violation of this bill.

Action for Dental Health Act 2017 This bill amends the Public Health Service Act to reauthorize oral health promotion and disease prevention programs through FY2022. The Centers for Disease Control and Prevention (CDC) may award grants or enter into contracts to obtain portable or mobile dental equipment and pay operational costs for the provision of free dental services to underserved populations. The CDC may also award grants or enter into contracts to collaborate with state, county, or local public officials and other stakeholders to develop and implement initiatives to: (1) improve oral health education and dental disease prevention; (2) make the dental services delivery system more accessible and efficient through outreach programs that facilitate the establishment of dental homes; (3) reduce geographic barriers, language barriers, cultural barriers, and other similar barriers in the provision of dental services; (4) reduce the use of emergency departments by individuals who seek dental services more appropriately delivered in a dental primary care setting; or (5) facilitate the provision of dental care to nursing home residents who are disproportionately affected by lack of care.

Pregnant Workers Fairness Act This bill prohibits employment practices that discriminate against making reasonable accommodations for job applicants or employees affected by pregnancy, childbirth, or related medical conditions. Specifically, the bill declares that it is an unlawful employment practice to: (1) fail to make reasonable accommodations to known limitations of such job applicants or employees, unless the accommodation would impose an undue hardship on an entity's business operation; (2) deny employment opportunities based on the need of the entity to make such reasonable accommodations; (3) require such job applicants or employees to accept an accommodation that they choose not to accept, if such accommodation is unnecessary to perform the job; (4) require such employees to take paid or unpaid leave if another reasonable accommodation can be provided to their known limitations; or (5) take adverse action in terms, conditions, or privileges of employment against an employee requesting or using such reasonable accommodations. The bill sets forth enforcement procedures and remedies under the Civil Rights Act of 1964, the Congressional Accountability Act of 1995, the Government Employee Rights Act of 1991, and the rights and protections extended to presidential offices. The Equal Employment Opportunity Commission must provide examples of reasonable accommodations that shall be provided to affected job applicants or employees unless the employer can demonstrate that doing so would impose an undue hardship. The bill prohibits state immunity under the Eleventh Amendment to the Constitution from an action for a violation of this bill.

Veteran Spouses Equal Treatment Act This bill amends the definition of "spouse" for purposes of veterans' benefits to require the Department of Veterans Affairs (VA) to recognize a marriage based on the law of the state where the marriage occurred. When a marriage occurs outside a state, the VA shall recognize it if the marriage is lawful in the place where it occurs and could have been entered into under the laws of any state.

Anti-Lunch Shaming Act of 2017 This bill amends the Richard B. Russell National School Lunch Act to establish requirements for the treatment of a child who is a student at a school participating in the National School Lunch Program or the School Breakfast Program and is unable to pay for a meal at the school. The bill applies to a child who either does not have funds to pay for a meal or has outstanding credit that was extended by a school food authority (SFA). A SFA may not permit public identification or stigmatization of the child, such as by requiring a wristband or hand stamp. The child also may not be required to: (1) perform chores or activities that are not required of students generally, or (2) dispose of food after it has been served to the child. Any communication related to outstanding credit must be directed to the child's parent or guardian. A child may be required to deliver a letter regarding outstanding credit that is addressed to a parent or guardian if the letter is not distributed to the child in a manner that stigmatizes the child. The bill also expresses the sense of Congress regarding several issues regarding the administration of the school meal programs.

Western Area Power Administration Transparency Act This bill directs the Western Area Power Administration (WAPA) to establish a pilot project to provide increased transparency for its customers. WAPA must publicly display on its website specific information dating back to FY2008, including rates charged by power systems to customers for power and transmission services, the amount of capacity or energy sold by power systems, and a detailed accounting at the functional and budget activity level of all its expenditures and capital costs by region and for the headquarters office. Additionally, WAPA must annually update the information it provides on the website, including the changes it publishes, the reasons for the changes, and the amount of the unobligated balances it retains at the end of the prior fiscal year within each marketing area and at headquarters. The pilot project shall terminate in seven years.

Stop Predatory Bail Contracts Act This bill requires the Federal Trade Commission (FTC) to limit the fee that bail bond agents or persons underwriting or insuring the provision of a bail bond may charge for an ankle monitor or homing device that they require an accused individual to wear as a condition on issuing a bond for his or her appearance in court. The fee may not exceed the cost of maintaining and operating such monitor or device. The bill provides the FTC with authority to enforce against violations, which shall be treated as unfair or deceptive acts or practices under Federal Trade Commission Act.

Minority Diabetes Initiative Act This bill amends the Public Health Service Act to allow the Department of Health and Human Services (HHS) to make grants to public and nonprofit private health care providers to provide treatment for diabetes in minority communities. HHS must ensure that these grants cover a variety of diabetes-related health care services, including routine care for diabetic patients, public education on diabetes prevention and control, eye care, foot care, and treatment for kidney disease and other complications of diabetes.

Chinese American World War II Veterans Congressional Gold Medal Act This bill directs the President pro tempore of the Senate and the Speaker of the House of Representatives to make appropriate arrangements for the award of a single Congressional Gold Medal to the Chinese American Veterans of World War II in recognition of their dedicated service during World War II. The medal shall be displayed at the Smithsonian Institution, which is urged to make the medal available for display at other locations associated with such veterans or with World War II.

Puppies Assisting Wounded Servicemembers Act of 2017 or the PAWS Act of 2017 This bill directs the Department of Veterans Affairs (VA) to carry out a five-year pilot program under which it provides grants to eligible nonprofit organizations to provide service dogs to veterans who suffer from post-traumatic stress disorder after completing other evidence-based treatment. An organization that receives a grant shall provide for each participating service dog and veteran: coverage by a commercially available veterinary health insurance policy, hardware clinically determined to be required by the dog to perform the tasks necessary to assist the veteran, payments for travel expenses to obtain the dog, and travel expenses required to obtain a replacement service dog. To be eligible for a grant, an organization must: (1) agree to cover all costs in excess of the grant amount to guarantee such benefits, (2) be certified by Assistance Dogs International, (3) provide one-on-one training for each service dog and recipient for 30 hours or more over 90 days or more, and (4) provide an in-house residential facility or other accommodations nearby in which service dog recipients stay for a minimum of 10 days while receiving at least 30 hours of training. The VA shall develop metrics to measure the improvement in psychosocial function and therapeutic compliance and changes independence on prescription narcotics and psychotropic medication of veterans participating in the program. The Government Accountability Office must report to Congress on the methodology used for the pilot program.

National Suicide Hotline Improvement Act of 2017 This bill requires the Federal Communications Commission (FCC) to coordinate with the Substance Abuse and Mental Health Services Administration and to consult with the Department of Veterans Affairs to examine: (1) the feasibility of designating a three-digit dialing code for a national suicide prevention and mental health crisis hotline system; and (2) the effectiveness of the current National Suicide Prevention Lifeline (1-800-273-TALK), including how well it addresses the needs of veterans. The FCC must submit to Congress a recommended dialing code, a cost-benefit analysis comparing the three-digit code to the current lifeline number, and cost estimates for service providers, states, and localities.

Samish Indian Nation Land Conveyance Act of 2017 This bill directs the Department of the Interior to take into trust for the benefit of the Samish Indian Nation specified land owned by the tribe in Skagit County and San Juan County, Washington. Gaming is prohibited on this land.

Rights for Transportation Security Officers Act of 2017 This bill repeals: (1) provisions authorizing the Department of Homeland Security (DHS) to establish a human resources management system for some or all of its organizational units, and (2) the authority granted to the Transportation Security Administration (TSA) to establish or modify a personnel management system for TSA employees engaged in airport security screening. Within 60 days after the enactment date of this bill: (1) any such human resources management system and all TSA personnel management policies, letters, guidelines, and directives shall cease to be effective, and (2) all TSA positions and DHS positions that provide transportation security in furtherance of the purposes of the Aviation and Transportation Security Act shall become subject to general civil service provisions. This bill sets forth transition rules that protect the pay rates and other rights of such employees. Any collective bargaining agreement on the effective date of this legislation shall remain in effect. DHS shall consult with the labor organization certified by the Federal Labor Relations Authority to carry out the conversion of such positions. The provisions of this bill do not affect the prohibitions against disloyalty and asserting the right to strike against the federal government.

Military Spouse Hiring Act This bill amends the Internal Revenue Code to expand the Work Opportunity Tax Credit (WOTC) to include the hiring of a qualified military spouse. (The WOTC permits employers who hire individuals who are members of a targeted group such as qualified veterans, ex-felons, or long-term unemployment recipients to claim a tax credit equal to a portion of the wages paid to those individuals.) A "qualified military spouse" is any individual who is certified by the designated local agency as being (as of the hiring date) a spouse of a member of the Armed Forces.

United States Coast Guard Commemorative Coin Act of 2017 This bill directs the Department of the Treasury to mint and issue in commemoration of the U.S. Coast Guard: (1) $5 gold coins, (2) $1 silver coins, and (3) half-dollar clad coins. The design of such coins shall be emblematic of the traditions, history, and heritage of the Coast Guard and its role in securing the United States since 1790. The bill prescribes certain design requirements. The issuance of such coins is restricted to the one-year period beginning on January 1, 2020. The bill prescribes the sale price of the coins and coin surcharges. Surcharges shall be paid by Treasury to the National Coast Guard Museum Association to help finance the design, construction, operations, and maintenance of this museum. Treasury shall ensure that minting and issuing coins under this bill will not result in any net cost to the federal government.

Security Clearance Family Review Act This bill prohibits specified federal agencies, including the Department of Defense, from granting access to classified information to a relative of the President for purposes of federal employment unless the Office of Government Ethics makes a favorable determination during a review process regarding the relative's suitability for such access. In conducting a review, the Office of Government Ethics must determine whether the relative of the President has any ongoing and substantial commercial relationships with state-owned or privately owned foreign enterprises or financial institutions, and, if so, whether the relative is ineligible for access to classified information because of such relationships.

416d65726963612043616e20436f6465 Act of 2017 or the America Can Code Act of 2017 This bill amends the America COMPETES Act to include computer programming language that is critical to the national security and economic competitiveness of the United States as a "critical foreign language," the study of which is included in the teacher education programs and Advanced Placement or International Baccalaureate programs funded under that Act. The bill also amends the Carl D. Perkins Career and Technical Education Act of 2006 to provide for: (1) state plans to include coding and computer programming instruction within the career and technical programs of study for which states receive assistance under that Act, and (2) the inclusion of coding and computer programming instruction within the federally assisted tech-prep programs that prepare participants in a career field by providing them with at least two years of secondary education followed by at least two years of postsecondary education or participation in an apprenticeship program. The Department of Education shall convene a task force to explore: (1) mechanisms for the development of draft curricula for elementary and secondary computer programming and coding education; (2) a mechanism to collect and share best elementary and secondary school computer programming and coding practices among educators; and (3) a national strategy to ensure competitiveness in emerging science, technology, engineering, and mathematics fields, such as computer programming and coding. The task force must establish an information portal that directs users to coordinated and systematic information on promoting coding and computer programming in elementary and secondary schools.

Equality Act This bill amends the Civil Rights Act of 1964 to include sex, sexual orientation, and gender identity among the prohibited categories of discrimination or segregation in places of public accommodation. The bill defines: "sex" to include a sex stereotype, sexual orientation or gender identity, and pregnancy, childbirth, or a related medical condition; "sexual orientation" as homosexuality, heterosexuality, or bisexuality; and "gender identity" as gender-related identity, appearance, mannerisms, or characteristics, regardless of the individual's designated sex at birth. The bill expands the categories of public accommodations to include places or establishments that provide: exhibitions, recreation, exercise, amusement, gatherings, or displays; goods, services, or programs, including a store, a shopping center, an online retailer or service provider, a salon, a bank, a gas station, a food bank, a service or care center, a shelter, a travel agency, a funeral parlor, or a health care, accounting, or legal service; or transportation services. The bill prohibits "establishment" from being construed to be limited to a physical facility or place. The Department of Justice (DOJ) may bring a civil action if it receives a complaint from an individual who claims to be: denied equal utilization of a public facility owned, operated, or managed by a state (other than public schools or colleges) on account of sex, sexual orientation, or gender identity; or denied admission to, or not permitted to continue attending, a public college by reason of sexual orientation or gender identity, thereby expanding DOJ's existing authority to bring such actions for complaints based on race, color, religion, sex, or national origin. The bill revises public school desegregation standards to provide for the assignment of students without regard to sexual orientation or gender identity. The bill prohibits programs or activities receiving federal financial assistance from denying benefits to, or discriminating against, persons based on sex, sexual orientation, or gender identity. The bill prohibits employers with 15 or more employees from discriminating based on sexual orientation or gender identity, subject to the same exceptions and conditions that currently apply to unlawful employment practices based on race, color, religion, sex, or national origin. Employers must recognize individuals in accordance with their gender identity if sex is a bona fide occupational qualification that is reasonably necessary to the normal operation of that particular business or enterprise. The bill provides government employees with protections against discrimination based on sexual orientation or gender identity. DOJ may intervene in equal protection actions in federal court on account of sexual orientation or gender identity. Protections against discrimination based on race, color, religion, sex, sexual orientation, gender identity, or national origin shall include protections against discrimination based on: (1) an association with another person who is a member of such a protected class; or (2) a perception or belief, even if inaccurate, that an individual is a member of such a protected class. The bill prohibits the Religious Freedom Restoration Act of 1993 from providing a claim, defense, or basis for challenging such protections. The bill prohibits an individual from being denied access to a shared facility, including a restroom, a locker room, and a dressing room, that is in accordance with the individual's gender identity. The bill amends Fair Housing Act, the Equal Credit Opportunity Act, and jury selection standards to add sexual orientation and gender identity as classes protected against discrimination under such laws.

Expresses the sense of Congress that an appropriate site in the Memorial Amphitheater in Arlington National Cemetery should be provided for a memorial marker (to be paid for with private funds) to honor the memory of those who have been awarded or are eligible for the Korean Defense Service Medal who are missing in action or unaccounted for, or who died in-theater, if the Secretary of the Army has exclusive authority to approve the site and design of the marker.

Audiology Patient Choice Act of 2017 This bill amends expands the definition of "physician," for purposes of the Medicare program, to include an audiologist with respect to the furnishing of audiology services. Additionally, the bill expands the scope of audiology services covered under Medicare and allows payment for such services regardless of whether an enrollee is under the care of (or referred by) a physician or other health care provider or whether the services are provided under the supervision of a physician or other health care provider.

Chiropractic Care Available to All Veterans Act This bill amends the Department of Veterans Affairs Health Care Programs Enhancement Act of 2001 to require a program under which the Secretary of Veterans Affairs provides chiropractic care and services to veterans through Department of Veterans Affairs (VA) medical centers and clinics to be carried out at: (1) no fewer than 75 medical centers by December 31, 2014, and (2) all medical centers by December 31, 2018. Chiropractic examinations and services are included within required VA medical, rehabilitative, and preventive health care services.

Secure and Fair Enforcement Banking Act of 2017 or the SAFE Act of 2017 This bill prohibits a federal banking regulator from: (1) terminating or limiting the deposit insurance or share insurance of a depository institution solely because the institution provides financial services to a legitimate marijuana-related business; (2) prohibiting or otherwise discouraging a depository institution from offering financial services to such a business; (3) recommending, incentivizing, or encouraging a depository institution not to offer financial services to an account holder solely because the account holder is affiliated with such a business; or (4) taking any adverse or corrective supervisory action on a loan made to a person solely because the person either owns such a business or owns real estate or equipment leased to such a business. As specified by the bill, a depository institution shall not, under federal law, be liable or subject to forfeiture for providing financial services to a legitimate marijuana-related business.

Access to Contraception for Women Servicemembers and Dependents Act of 2017 This bill expands the TRICARE health care program to entitle additional female beneficiaries and dependents to care related to the prevention of pregnancy. (Currently, such care is limited to certain female members of the uniformed service or a reserve component performing active duty or certain servicewomen performing inactive-duty training.) Cost-sharing may not be imposed or collected for such pregnancy prevention care, including for any method of contraception provided through a facility of the uniformed services, the TRICARE retail pharmacy program, or the national mail-order pharmacy program. Such pregnancy prevention care shall include: (1) all methods of contraception approved by the Food and Drug Administration (FDA), (2) contraceptive care, (3) sterilization procedures, and (4) patient education and counseling. The Department of Defense shall establish a uniform standard curriculum to be used in family planning education programs for all men and women members of the Armed Forces. Every military treatment facility, upon request, shall provide emergency contraception, information about FDA-approved methods of emergency contraception, and notification of confidentiality rights to any woman who: (1) states, or is accompanied by another individual who states, that the woman is a victim of sexual assault; or (2) is reasonably believed to be a survivor of sexual assault.

Asia-Pacific Defense Commission Act This bill declares that it is U.S policy to continue to maintain a strong military posture in the Asia-Pacific region in order to reassure U.S. allies, deter aggression, and respond swiftly to crises. The Department of Defense (DOD) shall shall seek opportunities to enhance military training and exercises with U.S. allies in such region. The bill authorizes the President to establish the Asia-Pacific Defense Commission to strengthen cooperation between the United States and its allies in such region to combat joint threats. The commission may undertake activities to: strengthen counterterrorism operations and building capacity to track, investigate, and prosecute individuals engaged in terrorist activities; improve regional maritime security and capabilities to interdict illegal arms shipments; bolster regional cybersecurity initiatives and protect critical infrastructure; strengthen military preparedness; facilitate defense-related transfers, subject to the requirements of the Arms Export Control Act; facilitate efforts to enhance training, preparedness, and operations by allies to address North Korean maritime weapons transfers; and coordinate intelligence collected by the intelligence services of the countries participating in the commission, identify the most immediate threats to inform the security services of such countries, and create guidelines for the coordination of multilateral direct action against shared threats. Calls for the U.S. Navy to regularize freedom of navigation operations, in accordance with international law, in the Japanese-administered Senkaku Islands, in the South China Sea, and in regular ports of call at strategic ports in the Asia-Pacific region.

Flags of Convenience Don't Fly Here Act This bill bars the Department of Transportation (DOT) from issuing a foreign air carrier permit or an exemption from certain air carrier certificate requirements to a person to provide foreign air transportation under the United States-European Union Air Transport Agreement of April, 2007, in a proceeding in which the applicability of Article 17 bis of such Agreement has been raised by an interested person, unless DOT: finds that issuing the permit or exemption would be consistent with the intent set forth in Article 17 bis of the agreement, that opportunities created by the agreement do not undermine labor standards or the labor-related rights and principles contained in the laws of the respective parties to the agreement; and imposes conditions on the permit or exemption necessary to ensure that the person complies with the intent of Article 17 bis . In carrying out such air carrier certificate requirements, DOT shall consider preventing entry of flag of convenience carriers into U.S. markets as being in the public interest and consistent with public convenience and necessity for safety in air transportation and air commerce. In formulating U.S. international air transportation policy, the Department of State and DOT shall develop a negotiating policy emphasizing the greatest degree of competition for a well-functioning air transportation system that eliminates specified discriminatory and unfair competitive practices faced by U.S. airlines in foreign air transportation, to include erosion of labor standards associated with flag of convenience carriers. A "flag of convenience carrier" is defined as a foreign air carrier that is established in a country other than the home country of its majority owner or owners in order to avoid the home country's regulations.

North Korea Intelligence Enhancement Act This bill requires the Office of the Director of National Intelligence (DNI) to establish an integration cell among relevant elements of the intelligence community to integrate intelligence relating to the monitoring and enforcement of United Nations Security Council resolutions with respect to North Korea. Such cell shall: coordinate and synchronize all intelligence collection relating to the implementation of sanctions against North Korea, integrate the early warning systems of the intelligence community with respect to detecting activities by North Korea to proliferate weapons of mass destruction, identify any gaps in intelligence relating to the monitoring of the North Korean nuclear weapons program, and provide net assessments and recommendations to the DNI relating to North Korea. The integration cell shall be headed by a member of the Senior Intelligence Service, who shall report to the DNI.

Northern Rockies Ecosystem Protection Act This bill designates specified National Forest System lands, National Park System lands, and public lands in Idaho, Montana, Oregon, Washington, and Wyoming as wilderness and as components or additions to existing components of the National Wilderness Preservation System. The bill also designates specified federal lands as biological connecting corridors and as special corridor management areas. The Wild and Scenic Rivers Act is amended to designate segments of specified rivers and creeks in Idaho, Montana, and Wyoming as components of the National Wild and Scenic Rivers System. The bill designates specified areas as wildland recovery areas. The Department of Agriculture shall develop a wildland recovery plan for each recovery area. A specified panel of independent scientists shall study roadless lands greater than 1,000 acres that are within the National Forest System in the Wild Rockies bioregion in Idaho, Montana, Oregon, Washington, or Wyoming and that are not designated as components of the National Wilderness Preservation System for their role in maintaining biological diversity in the Northern Rockies and as part of the overall forest reserve system. Any new road construction or reconstruction or timber harvest is prohibited in those lands after the evaluation without an Act of Congress. Oil or gas leasing, mining, or other development which impairs the natural and roadless qualities of the land is also prohibited. The Department of the Interior may apply the Indian Self-Determination and Education Assistance Act in carrying out this bill.

Therapeutic Fraud Prevention Act of 2017 This bill prohibits sexual orientation or gender identity conversion therapy from being provided in exchange for monetary compensation. It bars advertisements for such therapy that claim to: (1) change an individual's sexual orientation or gender identity, (2) eliminate or reduce sexual or romantic attractions or feelings toward individuals of the same gender, or (3) be harmless or without risk. Individuals or entities shall not assist or facilitate a conversion therapy if they receive monetary compensation from any source in connection with providing such therapies. These prohibitions are inapplicable to practices or treatments that do not seek to change sexual orientation or gender identity if they provide: (1) assistance to an individual undergoing a gender transition; or (2) acceptance, support, and understanding of clients or facilitation of clients' coping, social support, and identity exploration and development, including sexual orientation-neutral interventions to prevent or address unlawful conduct or unsafe sexual practices. The Federal Trade Commission and states are provided authority to enforce against violations.

GI Bill STEM Extension Act of 2017 This bill directs the Department of Veterans Affairs to pay the lesser of nine months or $30,000 of additional Post-9/11 educational assistance to selected eligible veterans who have used all of the Post-9/11 educational assistance to which they were entitled and who: (1) are enrolled in a postsecondary education program that requires more than the standard 128 semester (or 192 quarter) credit hours for completion in a specified science, technology, engineering, or mathematics (STEM) field; or (2) have earned a postsecondary degree in one of those fields and are enrolled in a teaching certification program. In selecting eligible individuals, priority shall be given to individuals who: (1) require the most credit hours; or (2) served on active duty service for at least 36 months with an honorable discharge, continued active duty service after such 36-month period, or served at least 30 days of continuous active duty service with a service-connected discharge. Such additional assistance may not be transferred. The maximum amount of assistance paid to all eligible individuals in a fiscal year may not exceed $100 million.

Promotion and Expansion of Private Employee Ownership Act of 201 7 This bill expands tax incentives and federal assistance for employee stock ownership plans (ESOPs) that are sponsored by S corporations. The bill provides additional tax incentives for ESOPs by (1) extending to all domestic corporations, including S corporations, provisions allowing deferral of tax on gain from the sale of employer securities to an ESOP; and (2) allowing a tax deduction for 50% of the interest received by a bank on loans to S corporation-sponsored ESOPs for the purchase of employer securities. The Department of the Treasury must establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. The bill defines an "ESOP business concern" and allows such a concern to continue to qualify as a small business for the purposes of programs under the Small Business Act. An "ESOP business concern" is a business concern that was a small business concern eligible for a loan, preference, or other program under the Small Business Act before more than 49% of the business concern was acquired by an ESOP.
