Mixed Earner Pandemic Unemployment Assistance Act of 2020 This bill allows states to provide pandemic unemployment assistance to individuals who earn a combination of regular wages and a minimum of $7,250 of self-employed annual income (1) instead of regular unemployment compensation if they are otherwise eligible, or (2) if they are still employed at their regular-wage job, but unable to earn self-employed income due to circumstances related to COVID-19 (i.e., coronavirus disease 2019). Under current law, individuals earning such mixed income are only eligible for pandemic unemployment assistance if they are not eligible for regular unemployment and unable to work due to COVID-19.

Specifically, the SBA must establish a website that contains specified borrower information such as the name, location, and number of employees of each borrower of a paycheck protection loan. The SBA must establish a second website that contains specified lender information such as the number of loans disbursed and total fees collected by each paycheck protection lender. Additionally, the SBA must report to Congress on the status of paycheck protection loans.

The fund is authorized to make grants to community development financial institutions (CDFIs) providing financial products as emergency assistance to small businesses and low-income populations in certain circumstances. Furthermore, the fund is triggered by certain emergency declarations, including the COVID-19 (i.e., coronavirus disease 2019) emergency period; certain disaster declarations; a specified increase in a statewide unemployment rate; or a specified increase in the nationwide unemployment rate. Specified amounts in the fund are set aside for grants to Native and minority CDFIs. The Government Accountability Office must report on the impact of the fund and provide recommendations.

Environmental Justice For All Act

Environmental Justice For All Act This bill establishes several environmental justice requirements, advisory bodies, and programs to address the disproportionate adverse human health or environmental effects of federal laws or programs on communities of color, low-income communities, or tribal and indigenous communities. Specifically, the bill prohibits disparate impacts on the basis of race, color, or national origin as discrimination. Aggrieved persons may seek legal remedy when faced with such discrimination. In addition, the bill directs agencies to follow certain requirements concerning environmental justice. For example, agencies must prepare community impact reports that assess the potential impacts of their actions on environmental justice communities under certain circumstances. Further, it creates a variety of advisory bodies and positions, such as the Interagency Working Group on Environmental Justice Compliance and Enforcement. Among other things, the group must issue an environmental justice strategy. It also establishes requirements and programs concerning chemicals or toxic ingredients in certain products. For example, the bill (1) requires certain products (e.g., cosmetics) to include a list of ingredients or warnings; and (2) provides grants for research on designing safer alternatives to chemicals in certain consumer, cleaning, toy, or baby products that have an inherent toxicity or that are associated with chronic adverse health effects. Finally, it creates a variety of funding programs, such as a grant program to enhance access to park and recreational opportunities in an urban areas.

The bill applies to U.S. citizens who were employees of Air America or another affiliated company, as specified, between January 1, 1950 and December 31, 1976. Emergency Water and Energy is a Human Right Act This bill creates a grant program, administered by the Department of Health and Human Services, to provide funds to states and Indian tribes to assist low-income households that pay a high proportion of household income for drinking water and wastewater services. Specifically, states and Indian tribes must provide payments to owners and operators of public water systems and wastewater treatment works to reduce rates charged to low-income households. Owners and operators must also conduct outreach activities to ensure that households are aware of the available rate reduction assistance. Further, any entity receiving financial assistance under this grant program must ensure that no home energy service, public water system service, or wastewater treatment works is or remains disconnected or interrupted during the COVID-19 (i.e., coronavirus disease 2019) public health emergency because of nonpayment.

Dr. Lorna Breen Health Care Provider Protection Act This bill establishes several grant programs and otherwise requires the Department of Health and Human Services (HHS) to take actions to improve mental and behavioral health and prevent burnout among health care providers. Specifically, HHS must award grants to (1) health professions schools, state or local governments, or nonprofits to provide training for health care providers on suicide prevention, other behavioral health issues, and strategies to improve well-being; and (2) health care providers, prioritizing those in COVID-19 (i.e., coronavirus disease 2019) hot spots, to establish or expand programs to promote mental and behavioral health among health care providers involved with COVID-19 response efforts. HHS must also study issues related to, and develop policy recommendations on, preventing burnout and improving mental and behavioral health among health care providers, removing barriers to accessing care and treatment, and identifying strategies to promote resiliency. Additionally, the Centers for Disease Control and Prevention must conduct a campaign to encourage health care providers to seek support and treatment for mental and behavioral health concerns.

Masks for All Act of 2020 This bill provides funding for the Federal Emergency Management Agency (FEMA) to provide for the manufacture and distribution of high-quality face masks for every individual in the United States during the COVID-19 (i.e., coronavirus disease 2019) emergency. Specifically, the bill directs FEMA to, among other things establish a program to provide three high-quality, reusable face masks to every individual in the United States, including individuals experiencing homelessness and individuals living in group quarters, at no cost, accompanied by specified educational materials; designate face mask pickup sites in each community and provide face masks to each site, allocated according to population, to be distributed to the general public at no cost; consider new designs to create the most comfortable, well-fitting, reusable, and two-way face masks that have adjustable sizing, and if significant improvements in face mask technology are made available, to ensure that such face masks are included in the strategic national stockpile; provide surgical masks and N-95 respirator masks to all individuals working in health care settings in the United States that are experiencing a shortage of such masks, at no cost; and submit to Congress a strategic plan that includes monthly, measurable targets to eliminate shortages and increase domestic production of high-quality masks. The Office of Inspector General of the Department of Homeland Security shall conduct monitoring and oversight of the receipt, disbursement, and use of funds made available under this bill.

This bill directs the Government Accountability Office (GAO) to initiate an inquiry within seven days and report on the impact of certain changes to hospital reporting requirements for COVID-19 (i.e., coronavirus disease 2019) on data quality, transparency, and access. (The White House's Coronavirus Task Force revised the process for hospitals to report COVID-19 data on July 13, 2020; previously, hospitals reported data to the Centers for Disease Control and Prevention instead of to the Department of Health and Human Services.) To facilitate the inquiry, HHS must provide the GAO with direct access to relevant information systems. The GAO must present its findings within 45 days, and HHS must then respond to the findings and rectify any issues identified within 7 days. In addition, the GAO must issue reports that address, for example, the impact of the changes to reporting requirements on federal and nonfederal entities, such as hospitals, states, and other jurisdictions, and information about how the decision to change those requirements was made.

Specifically, the SBA may make (1) an initial grant of up to $12 million dollars to an eligible operator, promoter, producer, or talent representative; and (2) a supplemental grant that is equal to 50% of the initial grant. An initial grant must be used for costs incurred between March 1, 2020, and December 31, 2020, but a supplemental grant may be used for expenses incurred through June 30, 2021. Such grants shall be used for specified expenses such as payroll costs, rent, utilities, and personal protective equipment.

Long Island All-Water Helicopter Route Act of 2020 This bill extends the special air traffic rule for civil helicopters operating under visual flight rules (VFR) along the North Shore in Long Island, New York to use the New York North Shore Helicopter Route. (VFR are a set of regulations under which a pilot operates an aircraft in weather conditions generally clear enough to allow the pilot to see where the aircraft is going.) The Federal Aviation Administration (FAA) must conduct a rulemaking proceeding to promulgate a new special air traffic rule for civil helicopters operating VFR along the North Shore and South Shore of Long Island, New York in accordance with specified requirements of the bill. A person who pilots a civil helicopter operating VFR along Long Island, New York's northern shoreline or southern shoreline may deviate from the North Shore Helicopter Route or South Shore Helicopter Route requirements: (1) for safety or weather conditions; or (2) when transitioning to or from a destination or point of landing, except for on the North Shore Helicopter Route when departing from or arriving to certain locations. If safety or weather conditions cause a person piloting a civil helicopter operating VFR to deviate from either route, the person must submit a one page report to the FAA identifying the condition not later than 14 days after landing.

Preventing Authoritarian Policing Tactics on America's Streets Act This bill imposes limitations on federal law enforcement officers and members of the Armed Forces (or the National Guard) engaging in law enforcement activities related to crowd control. When engaged in certain law enforcement activities related to crowd control, such an officer or member (1) shall clearly display certain identifying information, such as the individual's last name or unique identifier; and (2) shall not use an unmarked vehicle to apprehend or arrest civilians. Such an officer or member may only engage in certain law enforcement activities, such as crowd or riot control and arrest of individuals engaged in civil disobedience, on or in the immediate vicinity of federal property, unless (1) a state or local government has requested federal support, or (2) the President has invoked certain authorities to suppress insurrection. If such an officer or member is conducting a law enforcement function in violation of the limitations in this bill, the officer or member may not arrest an individual in the United States. If such an officer or member is deployed to respond to any riot, public disturbance, or crowd control incident, the responsible federal agency or branch of the Armed Forces shall, within 24 hours of the deployment, notify the public and provide certain information on its website.

Enhancing Oversight to End Discrimination in Policing Act This bill contains provisions related to federal investigations of state and local law enforcement activities, including an authorization of additional appropriations for the Department of Justice (DOJ) Civil Rights Division for FY2020-FY2029. Certain DOJ-imposed limitations on civil settlement agreements between DOJ and a local or state entity shall have no effect. (Typically, such an agreement involves the entity agreeing to take certain actions, such as a law enforcement agency agreeing to require certain officer training or stop certain policing practices. In November 2018, DOJ announced that it would adopt certain procedures and requirements to limit such agreements, such as requiring approval by a senior DOJ official if an agreement would create long-term structural obligations for the entity.) A certain portion of the increased funding for the Civil Rights Division authorized by the bill shall be available for investigations into law enforcement agencies or related entities that engage in a pattern or practice of depriving persons of their civil rights. The bill also authorizes a state attorney general's office to file a lawsuit under federal law against a law enforcement agency or related entity that engages in a pattern or practice of depriving persons of their civil rights, where currently only DOJ has such authority. DOJ may provide grants to state and tribal governments to investigate and pursue such cases.

Coronavirus Economic Relief for Transportation Services Act This bill requires the Department of the Treasury to provide grants and other forms of emergency assistance to certain providers of transportation services that have experienced a significant revenue loss as a direct or indirect result of COVID-19 (i.e., coronavirus disease 2019). Treasury must ensure equal access to the assistance for small, minority-owned, and women-owned businesses. As a condition of receipt of assistance, Treasury must require that a provider of transportation services agree to (1) use the funds, on a priority basis, to maintain through December 31, 2020, pay, paid administrative leave, and benefits to all employees after making any adjustments required for retirement or voluntary employee separation; and (2) recall or rehire any employee laid off, furloughed, or terminated because of reduced service as a result of COVID-19, to the extent warranted by increased service levels.

Small Business Disaster Loan Enhancement Act of 2020 This bill authorizes and provides funding for additional disaster loans and grants made to small businesses by the Small Business Administration (SBA) and temporarily limits the interest rate for certain economic injury disaster loans. Specifically, the bill authorizes an additional disaster loan to a prior recipient that received such a loan during the period between February 15, 2020, and December 31, 2020, up to an aggregate amount of $2 million. Further, the bill prohibits the SBA from imposing a maximum loan amount limit that is lower than $2 million for an initial disaster loan; rather, the SBA shall only consider the financial need and ability of the applicant to repay. The bill also authorizes a recipient of such additional lending to request an additional advance, up to an aggregate amount of $10,000. A recipient that suffered a decline in revenue of not less than 50% between March 2, 2020, and December 31, 2020, may request an advance of not more than $25,000. Further, the interest rate for any economic injury disaster loan made between February 15, 2020, and December 31, 2020, shall not exceed 1%. Any amounts made available to provide loans under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019) that are unobligated as of August 8, 2020, shall be made available for SBA disaster loans.

Child Welfare Emergency Assistance Act of 2020

Child Welfare Emergency Assistance Act of 2020 This bill extends and modifies various child welfare programs. Specifically, it provides additional funding to states, Indian tribes, and tribal organizations for services related to foster care, such as kinship caregiving outside the foster care system, case management, caseworker training, and adoption support. Further, through FY2022, the bill (1) modifies the six-month residency requirement for a child to be eligible for kinship guardianship assistance payments, (2) waives limits on foster care services based on an individual's age, and (3) increases the federal matching for kinship guardian programs and foster care and prevention services. The bill also extends through FY2028 supports for family preservation, family reunification, and community-based family services and modifies grants related to state and tribal foster care and adoption proceedings. Additionally, the bill provides funding through FY2022 for states to provide training to caseworkers and child welfare agency staff on de-escalation strategies regarding law enforcement interactions with children, youth, and families coming to the attention of child welfare agencies and children and youth in foster care.

First, the bill requires a covered organization (e.g., corporation, labor organization, or political committee) that spends more than $50,000 in a calendar year on federal judicial nomination communications to file a statement with the Federal Election Commission. Further, the bill outlines the timing requirements for the statement and its required contents, including the disclosure of certain donors. Next, the bill requires federal judicial nomination communications to contain disclaimers that identify the person who funded the communication. Finally, it prohibits foreign nationals and foreign-influenced corporations from funding a federal judicial nomination communication.

Local Food Assistance and Resilient Markets Act of 2020 or the Local FARM Act of 2020 This bill addresses provisions related to programs of the Department of Agriculture (USDA), including the Specialty Block Grant Program, the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program), the Loan Agriculture Market Program, and the Farm Microloan Program. USDA must provide grants to states under the Specialty Block Grant Program to procure and distribute specialty crops to needy persons at zero cost to those persons. Each grant distributed shall not exceed $2.5 million. The Food and Nutrition Service of USDA must distribute grants to state agencies to develop tools and provide technical assistance to (1) increase the quantity of retailers that accept and redeem SNAP benefits online, and (2) expand the capacity of retailers to accept and redeem SNAP benefits online. The bill temporarily reduces the matching funds requirement for certain nutrition programs under the Local Agriculture Market Program. Additionally, the bill expands funding under such program to include (1) providing grants to organizations that serve socially disadvantaged farmers or ranchers, and (2) making payments to certain entities for COVID-19-related losses. The bill also extends the Farm Microloan Program and temporarily waives certain eligibility requirements for the program during the COVID-19 public health emergency.

American Foundries Act of 2020 This bill provides support for commercial microelectronics projects, secure microelectronics projects, and microelectronics research and development. It also requires the establishment of a national microelectronics research and development plan and implements certain safeguards. Specifically, the Department of Commerce shall award grants to certain states to assist in financing the construction, expansion, or modernization of microelectronics fabrication, assembly, test, advanced packaging, or advanced research and development facilities. Additionally, the Department of Defense (DOD) and the Director of National Intelligence may jointly enter into arrangements with private sector entities to provide incentives for the creation, expansion, or modernization of microelectronics manufacturing or advanced research and development facilities capable of producing secure and specialized microelectronics for use by DOD, the intelligence community, critical infrastructure sectors of the U.S. economy, and other national security applications. The President must establish standing subcommittees to develop a national microelectronics research and development plan and to advise the U.S. government on matters relating to microelectronics policy. Further, the Department of State, the Department of the Treasury, and Commerce shall jointly develop a plan to coordinate with foreign government partners on establishing common microelectronics export control and foreign direct investment screening measures to align with national and multilateral security priorities. Lastly, the bill prohibits firms that are owned, controlled, or influenced by the Chinese government or other foreign adversary from accessing funds appropriated by this bill.

Emergency Broadband Connections Act of 2020 This bill establishes an emergency broadband benefit for certain households during the emergency period related to COVID-19, and it modifies the Lifeline program of the Federal Communications Commission (FCC), which reduces the cost of communications services for low-income consumers. Specifically, the bill requires a broadband service provider to provide a low-income household, upon request, with broadband internet service at a price that is discounted in an amount equal to the emergency broadband benefit for such household. The emergency broadband benefit is a monthly discount that is applied to the normal or special rate for internet service. Further, the bill establishes the Emergency Broadband Connectivity Fund from which the FCC shall reimburse a provider in an amount equal to the emergency broadband benefit provided to a household. Providers that supply discounted connected devices (e.g., computers) to eligible households may also receive certain reimbursements from the fund. The bill requires service providers participating in the FCC's Lifeline program to provide an unlimited number of minutes and data during the emergency period. The bill also requires the FCC to make a grant to each state for connecting the state's Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) database to the National Lifeline Eligibility Verifier, so that receipt of SNAP benefits is reflected in the Lifeline verifier. The verifier determines consumer eligibility for the Lifeline program, and receipt of SNAP benefits automatically qualifies a household for Lifeline service.

Saving Our Street Act

Saving Our Street Act This bill establishes and provides funding for the Microbusiness Assistance Fund through which the Department of the Treasury must provide grants to specified small entities. Specifically, the bill provides $125 billion for grants to entities such as community small businesses and nonprofits that have suffered a drop in revenue of over 20% during the COVID-19 (i.e., coronavirus disease 2019) pandemic. Such a grant shall not exceed $250,000 and may only be used for certain purposes, including (1) rehiring or hiring furloughed employees; (2) payment of compensation, rent or mortgage, utilities, or insurance; and (3) providing health care and benefits to employees. Treasury is prohibited from denying a grant on the basis of any criminal history or involvement with the criminal legal system. Further, Treasury must give priority to people of color, veterans, women-owned community businesses, and socially and economically disadvantaged individuals, and 75% of appropriated amounts shall be provided to businesses or nonprofits owned or controlled by one or more socially and economically disadvantaged individuals.

Fair and Accurate Census Act This bill extends the deadline for the U.S. Census Bureau to complete the 2020 decennial census of population and related tabulations and provides $400 million to address the impacts of COVID-19 (i.e., coronavirus disease 2019) on the census and to support enhanced census activities. The bill requires the bureau to report specified information, such as (1) the total number of field staff, sorted by category; (2) the anticipated schedule of census operations; (3) total spending on media, advertisements, and partnership specialists; and (4) post-enumeration survey schedule and completion progress, including anticipated schedule for release of results from the coverage measurement survey. An institution of higher education may provide to the bureau information requested for purposes of enumeration for the 2020 decennial census of population, subject to certain public notice requirements. The institution may not provide any information to the bureau on an individual's immigration or citizenship status. The bureau may not compile, produce, or publish any data product or tabulation as part of, in combination with, or in connection with the 2020 decennial census of population or any such census data that includes topics specific to the 2020 census that were not part of a report submitted on March 28, 2017, and the 2018 End-to-End Census Test conducted in Providence County, Rhode Island. The bill provides funding for specified activities, including expanded communications and advertising targeted to low self-response communities in rural and urban areas, Alaska Native villages, and on tribal lands.
