Recognizes the historical significance of: (1) February 19, 1942, as the date on which President Franklin Delano Roosevelt signed Executive Order 9066, which restricted the freedom of Japanese Americans; and (2) February 19, 1976, as the date on which President Gerald Ford issued Presidential Proclamation 4417, which formally terminated such executive order. Expresses support for the goals of the Japanese American community in recognizing a National Day of Remembrance to increase public awareness about the unjust measures taken to restrict the freedom of Japanese Americans during World War II. Expresses the sense that: (1) such Day is an opportunity to reflect on the importance of upholding justice and civil liberties for all people of the United States and to oppose hate, xenophobia, and bigotry; and (2) policies that discriminate against any individual based on the actual or perceived race, ethnicity, national origin, or religion of that individual would be a repetition of the mistakes of Executive Order 9066 and contrary to U.S. values. Recognizes the positive contributions that people of every race, ethnicity, religion, and national origin have made to the United States. Confirms the dedication of the Senate to the rights and dignity of all people of the United States.

Public Safety Officers' Benefits Improvement Act of 2017 This bill amends the Omnibus Crime Control and Safe Streets Act of 1968 to revise requirements for the Public Safety Officers' Benefits (PSOB) program. (The PSOB program provides death, disability, and education benefits to public safety officers and survivors of public safety officers who are killed or injured in the line of duty.)

Social Security Expansion Act This bill amends title II (Old Age, Survivors, and Disability Insurance) of the Social Security Act to: (1) increase the primary insurance amount for all eligible beneficiaries, beginning in 2023; (2) revise computation of cost-of-living adjustments to use the Consumer Price Index for Elderly Consumers; and (3) increase the special minimum primary insurance amount for lifetime low earners based on years in the workforce. This bill amends the Internal Revenue Code to: (1) apply employment and self-employment taxes to remuneration up to the contribution and benefit base and to remuneration in excess of $250,000, and (2) increase the tax rate on investment gain from 3.8% to 10% and allocate specified amounts of such tax revenue to the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund.

Historic Tax Credit Improvement Act of 201 7 This bill amends the Internal Revenue Code, with respect to the tax credit for the rehabilitation of buildings and historic structures, to: (1) allow an increased 30% credit, up to $750,000, for projects with rehabilitation expenditures not exceeding $3.75 million, for which no credit was allowed in either of the two immediately preceding taxable years (small projects); (2) allow the transfer of tax credit amounts for small projects; (3) treat a building as substantially rehabilitated if rehabilitation expenditures exceed the greater of 50% of the adjusted basis of the building or $5,000 (currently, the greater of the adjusted basis of the building or $5,000); (4) reduce the required basis adjustment from 100% of the credit to 50% of the amount of the credit; and (5) limit the application of disqualified lease rules to tax-exempt use property.

CHAMPVA Children's Care Protection Act of 2017 This bill provides that a child shall be eligible for medical care under the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) until the child's 26th birthday, regardless of the child's marital status. Before January 1, 2018, this bill shall not apply to a child who is eligible to enroll in an employer-sponsored health care plan.

Blue Water Navy Vietnam Veterans Act of 2017 This bill includes as part of the Republic of Vietnam its territorial seas for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam.

This bill rescinds Executive Order 13768, entitled "Enhancing Public Safety in the Interior of the United States." Among other things, that order raises questions regarding whether, and to what extent, federal agencies will withhold federal grant funds that would have otherwise been awarded to jurisdictions that willfully refuse to comply with a federal statute that bars states and localities from restricting sending or receiving information to or from federal immigration authorities (sanctuary jurisdictions).

End Racial and Religious Profiling Act of 2017 or ERRPA This bill prohibits racial profiling by a federal, state, local, or tribal law enforcement agency or agent. The term "racial profiling" includes the practice of relying on actual or perceived race, ethnicity, national origin, religion, gender, gender identify, or sexual orientation in making a routine or spontaneous law enforcement decision. The Department of Justice (DOJ), or an individual injured by racial profiling, may bring a civil action to enforce the prohibition. The bill requires federal law enforcement agencies to maintain policies and procedures to eliminate racial profiling, including training on racial profiling issues, the collection of data, and procedures for handling complaints. Additionally, a state or unit of local government that receives grant funds under the Edward Byrne Memorial Justice Assistance Grant program or Community Oriented Policing Services program must maintain policies and procedures to eliminate racial profiling, including training on racial profiling issues, the collection of data, and participation in an administrative complaint procedure or independent audit program. DOJ must withhold or reduce grant funds from a state or unit of local government that fails to comply. The bill authorizes grants to develop and implement: (1) programs to collect data on the percentage of stops and searches in which a law enforcement officer finds drugs, a gun, or something else that leads to an arrest; and (2) best practice devices and systems to eliminate racial profiling. DOJ must report annually on racial profiling by law enforcement agencies.

Firefighter Cancer Registry Act of 2017 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary registry of firefighters to collect history and occupational information that can be linked to existing data in state cancer registries. The registry must be used to improve monitoring of cancer among firefighters and to collect and publish epidemiological information regarding cancer among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) develop a strategy to maximize participation in the registry; (2) develop guidance for states and firefighting agencies regarding the registry; (3) encourage inclusion in the registry of data on minority, female, and volunteer firefighters; and (4) seek feedback on the registry from nonfederal experts. The CDC must develop a process for making registry data available for research without a fee if findings or publications from the research are made public or available to stakeholders.

African Burial Ground International Memorial Museum and Educational Center Act This bill establishes the African Burial Ground International Memorial Museum and Educational Center at the African Burial Ground National Monument in New York, New York. The National Park Service shall: (1) acquire for the Museum property that is located adjacent to the national monument or in any other area of the African Burial Ground National Historic Landmark in the city other than the location adjacent to the monument, and (2) construct the Museum on the acquired property. The bill establishes within the Department of the Interior the African Burial Ground Advisory Council to: (1) make recommendations on the construction of the Museum, and (2) advise and assist Interior on all matters relating to the operation and preservation of the Museum.

New Markets Tax Credit Extension Act of 201 7 This bill amends the Internal Revenue Code to: (1) make permanent the new markets tax credit, (2) provide for an inflation adjustment to the limitation amount for such credit after 2016, and (3) allow an offset against the alternative minimum tax for such credit (determined with respect to qualified equity investments initially made after 2016).

ALS Disability Insurance Access Act of 2017 This bill amends title II (Old Age, Survivors, and Disability Insurance) of the Social Security Act to eliminate the five-month waiting period for disability insurance benefits for individuals with amyotrophic lateral sclerosis (a progressive neurodegenerative disease, also known as Lou Gehrig's disease, that affects nerve cells in the brain and spinal cord). Under current law, individuals must wait five months after becoming disabled before their disability insurance benefit payments can begin.

North Country National Scenic Trail Route Adjustment Act This bill amends the National Trails System Act to revise the authorized route of the North Country National Scenic Trail to extend it to the Appalachian Trail in Vermont and to modify the route in northeastern Minnesota.

Federal Employees Paid Parental Leave Act of 2017 This bill allows executive branch employees to substitute any available paid leave for any leave without pay for either: (1) the birth of a child, or (2) the placement of a child for adoption or foster care. It makes available for any of the 12 weeks of leave an employee is entitled to for such purposes: (1) six administrative weeks of paid parental leave in connection with the birth or placement involved, and (2) any accumulated annual or sick leave. The bill authorizes the Office of Personnel Management to promulgate regulations to increase the amount of paid parental leave to a total of 12 administrative workweeks. Such regulations must consider certain factors, including benefit and cost to the federal government. The personnel management system for employees of the Transportation Security Administration (TSA) shall include family and medical leave (including paid parental leave) for any leave without pay. The bill amends the Congressional Accountability Act of 1995 and the Family and Medical Leave Act of 1993 to allow the same substitution for covered congressional employees, Government Accountability Office (GAO) employees, and Library of Congress employees. Service in the National Guard or the Reserves by executive branch employees, TSA employees, congressional employees, and GAO or Library of Congress employees shall count as service for purposes of determining eligibility to take or substitute leave as allowed under this bill.

Same Day Registration Act This bill amends the Help America Vote Act of 2002 to require states with a voter registration requirement to make same-day voter registration available at the polling place on any day voting is permitted.

Hallways to Health Act This bill amends titles XIX (Medicaid) and XXI (Children's Health Insurance Program [CHIP]) of the Social Security Act to: establish a grant program for school-based health centers to, with respect to children who are eligible for Medicaid and CHIP, facilitate access to services and encourage the adoption of healthy behaviors; establish a demonstration program for the provision or expansion of telehealth services in school-based health centers; and require state Medicaid and CHIP programs to cover services furnished by school-based health centers. In addition, the bill amends the Public Health Service Act to reauthorize through FY2022 and revise school-based health center programs. The bill also amends the Patient Protection and Affordable Care Act to specify that school-based health centers are essential community providers for purposes of inclusion in a qualified health plan.

Master Sergeant Roddie Edmonds Congressional Gold Medal Act This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous award of a Congressional Gold Medal to Roddie Edmonds in recognition of his achievements and heroic actions during World War II.

This bill amends the Immigration and Nationality Act to provide an individual in any removal, exclusion, or deportation proceeding or inspection (excluding primary inspections as defined by Department of Homeland Security policies) with a right to representation (at no expense to the government) by counsel of such individual's choosing, including remote counseling if counsel cannot personally meet with the individual. A person held or detained at a port of entry may not submit a valid Record of Abandonment of Lawful Permanent Resident Status or Withdrawal of Application for Admission if such person has been denied access to counsel. The bill extends the right to be accompanied, represented, and advised by counsel or other qualified representative before a government agency to any person subject to a proceeding, examination, holding, or detention. The holding or detention of individuals at a port of entry or at any holding or detention facility overseen by U.S. Customs and Border Protection or U.S. Immigration and Customs Enforcement shall: (1) be limited to the briefest term and the least restrictive conditions practicable, (2) be consistent with the rationale for such holding or detention; and (3) shall include access to food, water, and rest room facilities.

Prescription Drug and Health Improvement Act of 2017 This bill requires the Centers for Medicare & Medicaid Services (CMS) to negotiate lower prices on behalf of Medicare and Medicare Advantage (MA) beneficiaries for covered prescription drugs that the CMS deems appropriate for negotiation based on: (1) program and per-beneficiary spending, (2) unit price increases over the preceding years, (3) initial launch price, (4) availability of similarly effective alternative treatments, (5) status of the drug as a follow-on to previously approved drugs, and (6) any other criteria determined by the CMS. If, after a one year period, negotiations with respect to a covered prescription drug prove unsuccessful, the CMS shall establish a price for the drug that is equal to the lesser of the price paid by the Department of Veterans Affairs or the price paid by the four largest federal pharmaceutical-drug purchasers. The CMS may (but is not required to) negotiate lower prices on behalf of Medicare and MA beneficiaries for other covered prescription drugs. The Government Accountability Office must report to Congress on the CMS' negotiations. The Center for Medicare and Medicaid Innovation must test several specified models for negotiating drug and biological prices.

Investing in America's Small Manufacturers Act This bill amends the Small Business Act to authorize the Small Business Administration (SBA) to guarantee 90% of a loan to a small business manufacturing concern. The SBA may not collect a guarantee fee on these loans of more than $350,000. For loans exceeding this amount, the fee shall be 50% of the guarantee fee that the SBA would otherwise collect for the loan. The SBA must provide training to small manufacturers in obtaining SBA assistance, including on the application process and partnering with participating lenders. This bill authorizes the SBA and its partners to establish partnerships to facilitate outreach to small manufacturers with respect to the application process for SBA loan guarantees. A state or local development company's debenture issued to a small manufacturer for an SBA loan guarantee may not exceed 50% of the project's cost, subject to certain exceptions.

State Veterans Home Adult Day Health Care Improvement Act of 2017 This bill directs the Department of Veterans Affairs (VA) to enter into an agreement or a contract with each state home to pay for medical supervision model adult day health care for a veteran for whom the home is not receiving VA nursing home care payments. The veteran must need such care either specifically for a service-connected disability, or, if not specifically for one, the veteran must have a service-connected disability rated 70% or more. Payment under each agreement or contract between the VA and a state home must equal 65% of the payment that the VA would otherwise pay to the state home if the veteran were receiving nursing home care. "Medical supervision model adult day health care" means adult day health care that includes the coordination of physician services, dental services, the administration of drugs, and such other requirements as the VA may determine.

Military Widow's Tax Elimination Act of 2017 This bill repeals certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military retired pay or who would be entitled to such pay, except for being under 60 years of age. The Department of Defense is prohibited from recouping certain amounts previously paid to SBP recipients in the form of a retired pay refund. The bill requires (current law authorizes) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. The Secretary concerned shall restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to the surviving child or children of a member.

Scientific Integrity Act This bill requires, subject to the exemptions for disclosures of information under the Freedom of Information Act, each federal agency that funds or conducts scientific research to: (1) promote and maximize the communication and open exchange of data and findings to other agencies, policymakers, and the public of research conducted by a scientist employed or contracted by such an agency; and (2) prevent the intentional or unintentional suppression or distortion of such data and findings. The bill amends the America COMPETES Act to revise provisions relating to the release of data and results of research conducted by scientists employed at all federal civilian agencies that fund or conduct scientific research. Each federal agency that funds or conducts scientific research shall: (1) develop and enforce a specified scientific integrity policy, including procedures, regarding the release of data and findings to other agencies, policymakers, and the public of research conducted by a scientist employed or contracted by that agency; and (2) submit it to Congress and the Office of Science and Technology Policy (OSTP). Such a policy shall apply to employees and contractors who conduct, handle, communicate, or supervise federally funded scientific research for a federal agency or for a federally funded research and development center sponsored by that agency. A federal agency that funds or conducts scientific research shall: (1) disseminate its policy to new employees and contractors, and (2) develop and require training on its policy for employees and contractors regarding scientific research for that agency. The OSTP shall enter into an agrement with the National Academy of Public Administration to study the effectiveness of the scientific integrity policies developed pursuant to this bill.

Family and Medical Insurance Leave Act or the FAMILY Act This bill establishes the Office of Paid Family and Medical Leave within the Social Security Administration (SSA). The bill entitles every individual to a family and medical leave insurance (FMLI) benefit payment for each month beginning on the first day of the month in which the individual meets the criteria specified below and ending 365 days later (benefit period), not to exceed 60 qualified caregiving days per period. An individual qualifies for such a benefit payment if such individual: is insured for disability insurance benefits under the Social Security Act at the time an application is filed; has earned income from employment during the 12 months before filing it; and was engaged in qualified caregiving (any activity for which the individual would be entitled to leave under the Family and Medical Leave Act of 1993), or anticipates being so engaged, during the 90-day period before the application is filed or within 30 days after. The bill prescribes a formula for determination of an individual's monthly benefit, as well as for the maximum and minimum amounts. An FMLI benefit payment shall be coordinated with any periodic benefits received under a state or local temporary disability insurance or family leave program. The bill prescribes criteria that make an individual ineligible for an FMLI benefit payment and specifies prohibited acts by an employer and penalties for violations. The bill establishes the Federal Family and Medical Leave Insurance Trust Fund. FMLI benefit payments shall be made only from this fund. No amounts from the Social Security Trust Funds or appropriated to the SSA to administer Social Security programs may be used for FMLI benefits or administration. The bill amends the Internal Revenue Code to impose a tax on every individual and employer, all self-employment income, and every railroad employee, employee representative, or railroad employer to finance the Federal Family and Medical Leave Insurance Trust Fund for FMLI benefits.

Pet and Women Safety Act of 2017 This bill amends the federal criminal code to broaden the definition of stalking to include conduct that causes a person to experience a reasonable fear of death or serious bodily injury to his or her pet. Additionally, an interstate violation of a protection order includes interstate travel with the intent to violate a protection order against a pet that is included within the scope of the protection order. The bill specifies the applicable criminal penalty—a prison term of up to five years, a fine, or both—for a person who commits an interstate violation of a protection order against a pet. With respect to a defendant who commits a domestic violence offense or an interstate violation of a protection order, mandatory restitution in the "full amount of victim's losses" includes costs incurred for veterinary services related to the pet. The bill directs the Department of Agriculture to award grants for shelter and housing assistance and support services for domestic violence victims with pets. Finally, it expresses the sense of Congress that states should include, in domestic violence protection orders, protections against violence or threats against a person's pet.

Declares that Executive Order 13769, entitled "Protecting the Nation from Foreign Terrorist Entry into the United States," undermines the national interest of the United States. Among the order's major provisions are restrictions on the entry of immigrants and nonimmigrants from seven countries (Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen) and additional limitations on refugee admissions to the United States. Expresses the sense of the Senate that: (1) the United States should remain a global leader in welcoming and providing refuge to refugees and asylum seekers; and (2) no person should be banned from entering the United States because of their nationality, race, ethnicity, religion, sexual orientation, gender identity, or gender.

Helping Veterans Exposed to Burn Pits Act This bill directs the Department of Veterans Affairs (VA) to establish a center of excellence in the prevention, diagnosis, mitigation, treatment, and rehabilitation of health conditions relating to exposure to burn pits and other environmental exposures in Afghanistan or Iraq. The VA shall, in selecting the center's site, consider entities that: are equipped with the specialized equipment needed to study, diagnose, and treat health conditions relating to such exposure; have a track record of publishing information on post-deployment health exposures among veterans who served in support of Operation Iraqi Freedom and Operation Enduring Freedom; have access to animal models and in vitro models of dust immunology and lung injury consistent with the injuries of members of the Armed Forces who served in support of such operations; and have expertise in allergy, immunology, and pulmonary diseases. The VA shall ensure that the center collaborates with the Department of Defense (DOD), institutions of higher education, and other appropriate public and private entities to: provide for dissemination within the VA of best practices for the treatment of such conditions and the training of health professionals, provide guidance for the VA and DOD health systems in determining the personnel required to provide quality health care for members of the Armed Forces and veterans with such conditions, establish, and oversee a program to train VA and DOD health professionals in the treatment of such conditions, facilitate advancements in the study of the short-term and long-term effects of such exposure, conduct basic science and translational research on such conditions for the purposes of understanding the etiology of such conditions and developing preventive interventions and new treatments, and provide medical treatment to veterans diagnosed with medical conditions specific to exposure to burn pits and other environmental exposures. The center shall have access to and make use of the data accumulated by the burn pits registry.

Department of Defense Emergency Response Capabilities Database Enhancement Act of 2017 This bill amends the John Warner National Defense Authorization Act for Fiscal Year 2007 to require the Department of Defense (DOD) to establish and maintain within one year a database of DOD emergency response capabilities that includes the cyber capabilities of the reserves and the National Guard of each state and territory that are important to national security and for response to domestic natural or man made disasters. DOD may use or modify a current database or tracking system if that will expedite and achieve compliance at a cost not greater than the cost of establishing a new database. DOD shall identify and revise the database information at least once every two years.

Sunlight for Unaccountable Non-profits (SUN) Act This bill amends the Internal Revenue Code to require: (1) the annual tax return information for tax-exempt organizations and deferred compensation plans to be made available to the public at no charge and in an open structured data format that is processable by computers, with the information easy to find, access, reuse, and download in bulk; and (2) the disclosure of the names and addresses of contributors of $5,000 or more to tax-exempt organizations that participate or intervene in political campaigns on behalf of, or in opposition to, any candidate for public office.

Senate Campaign Disclosure Parity Act This bill amends the Federal Election Campaign Act of 1971 to require Senate candidates to file designations, statements, and reports directly with the Federal Election Commission, instead of with the Senate as currently required.

Investing in Opportunity Act This bill amends the Internal Revenue Code to authorize the designation of opportunity zones in low-income communities and to provide tax incentives for investments in the zones, including deferring the recognition of capital gains that are reinvested in the zones. Governors may submit nominations for a limited number of opportunity zones to the Department of the Treasury for certification and designation. Governors must give particular consideration to areas that: are currently the focus of mutually reinforcing state, local, or private economic development initiatives to attract investment and foster startup activity; have demonstrated success in geographically targeted development programs such as promise zones, the new markets tax credit, empowerment zones, and renewal communities; and have recently experienced significant layoffs due to business closures or relocations. Treasury must designate zones if a governor fails to submit nominations within a specified period of time. An "opportunity fund" is any investment vehicle organized as a corporation or a partnership to invest in opportunity zones that holds at least 90% of its assets in opportunity zone assets. Taxpayers may temporarily defer the recognition of capital gains that are invested in opportunity zones. Investments in opportunity zones or opportunity funds that are held for at least five years are eligible for capital gains tax reductions or exemptions, depending on how long the investment is held. Treasury must report to Congress on the opportunity zone incentives enacted in this bill, including an assessment of opportunity fund investments at the national and state levels.

Childhood Cancer Survivorship, Treatment, Access, and Research Act of 2017 or the Childhood Cancer STAR Act This bill amends the Public Health Service Act to authorize the National Institutes of Health (NIH) to provide support to collect the medical specimens and information of children, adolescents, and young adults with selected cancers that have the least effective treatments in order to achieve a better understanding of these cancers and the effects of treatment. The national childhood cancer registry is reauthorized through FY2022 and revised to authorize the Centers for Disease Control and Prevention to award grants to state cancer registries to improve tracking of childhood cancers. The Department of Health and Human Services (HHS) may: (1) support pilot programs to develop or study models for monitoring and caring for childhood cancer survivors throughout their lives, (2) establish a task force to develop and test standards for high-quality childhood cancer survivorship care, and (3) carry out a demonstration project to improve care coordination as childhood cancer survivors transition to adult care. HHS must convene a Workforce Development Collaborative on Medical and Psychosocial Care for Pediatric Cancer Survivors. The NIH may support research on: (1) outcomes for, and barriers faced by, pediatric cancer survivors within minority or medically underserved populations; and (2) follow-up care for pediatric cancer survivors, including research on the late effects of cancer treatment and long-term complications. Mark Takai Atomic Veterans Healthcare Parity Act This bill includes veterans who participated in the cleanup of Enewetak Atoll in the Marshall Islands between January 1, 1977, and December 31, 1980, as radiation exposed veterans for purposes of the Department of Veterans Affairs presumption of service-connection for specified cancers.

Medicare Access to Rehabilitation Services Act of 2017 This bill repeals existing caps on Medicare payment for certain outpatient physical-therapy services and speech-language pathology services. Under current law, annual payment for such services is capped at $1,980 in 2017, with specified percentage increases to that limit in subsequent years.

Bring Jobs Home Act This bill amends the Internal Revenue Code to: (1) grant business taxpayers a tax credit for up to 20% of insourcing expenses incurred for eliminating a business located outside the United States and relocating it within the United States, and (2) deny a tax deduction for outsourcing expenses incurred in relocating a U.S. business outside the United States. The bill requires an increase in the taxpayer's employment of full-time employees in the United States in order to claim the tax credit for insourcing expenses.

Craft Beverage Modernization and Tax Reform Act of 2017 This bill amends the Internal Revenue Code, with respect to the tax treatment of certain alcoholic beverages, to: exclude the aging period from the production period for beer, wine, or distilled spirits for purposes of determining whether a taxpayer can expense, rather than capitalize, interest costs paid or incurred during the production period; reduce excise tax rates on beer and distilled spirits; modify the small wine producer tax credit to increase the amount of the credit, expand the producers that are covered, and specify an adjustment for hard cider; modify the alcohol content limitations that apply to certain wines for tax purposes; specify definitions for "mead" and "low alcohol by volume wine;" modify requirements for records, statements, and returns for certain breweries; and permit the transfer of beer between bonded facilities without payment of tax. The Department of the Treasury must amend applicable regulations with respect to the use of wholesome products suitable for human consumption in the production of fermented beverages.

End Outsourcing Act This bill modifies provisions of tax, labor, and federal contracting laws related to the outsourcing of jobs. The bill amends the Worker Adjustment and Retraining Notification Act to require employers to include an outsourcing statement in the notice that must be provided to employees, state dislocated worker units, and local governments prior to plant closings and mass layoffs. The statement must specify whether part or all of the positions held by affected employees will be moved outside of the United States, regardless of whether the positions are moved within the business enterprise involved or to another business enterprise. The Department of Labor must publish on its website a list of employers that have included an outsourcing statement in the notice or have incurred liability for failing to provide the required notice. The bill also amends the Internal Revenue Code to: deny certain tax deductions and accounting methods for outsourcing employers; require the recapture of certain tax credits and grants that were provided to outsourcing employers and were related to the design, construction, operation, or maintenance of an outsourced facility; and grant business taxpayers a tax credit for up to 20% of insourcing expenses incurred for eliminating a business located outside the United States and relocating it within the United States if there is an increase in the taxpayer's employment of full-time employees in the United States. Federal contracting officers must: (1) require contractors submitting bids or proposals to disclose specified details regarding the outsourcing of jobs, and (2) take the disclosure into account in awarding contracts.

Providing Veterans Overdue Care Act of 2017 This bill authorizes the Department of Veterans Affairs to carry out major medical facility leases in specified amounts for: outpatient clinics in Ann Arbor, Michigan; Daytona Beach, Gainesville, and Ocala, Florida; Hampton Roads, Virginia; Missoula, Montana; Northern Colorado, Colorado; Oxnard and Santa Rosa, California; Pike County, Georgia; Portland, Maine; and Raleigh, North Carolina; an outpatient mental health clinic and an outpatient specialty clinic in Birmingham, Alabama; research space in Boston, Massachusetts; Charleston, South Carolina; and Mission Bay, California; Chief Business Office Purchased Care office space in Denver, Colorado; and replacement outpatient clinics in Corpus Christi, Texas; Jacksonville and Tampa, Florida; Pontiac, Michigan; Rochester, New York (phase II); and Terre Haute, Indiana.

Senior$afe Act of 2017 This bill extends immunity from liability to certain individuals who, in good faith and with reasonable care, disclose the suspected exploitation of a senior citizen to a regulatory or law-enforcement agency. Specifically, this immunity shall apply to certain credit-union, depository-institution, investment-adviser, broker-dealer, insurance-company, and insurance-agency employees who have received specified training related to identifying and reporting the suspected exploitation of a senior citizen. Similarly, the employing financial institution shall not be liable with respect to disclosures made by such employees.

Global Health, Empowerment and Rights Act This bill states that foreign nongovernmental organizations shall not be ineligible for U.S. international development assistance under the Foreign Assistance Act of 1961 solely on the basis of health or medical services provided by such organizations with non-U.S. government funds if such services do not violate the laws of the country in which they are being provided and would not violate U.S. federal law if provided in the United States. Such organizations also shall not be subject to requirements relating to the use of non-U.S. government funds for advocacy and lobbying activities other than those that apply to U.S. nongovernmental organizations receiving such assistance under such Act.

Jumpstart Our Businesses by Supporting Students Act of 2017 or the JOBS Act of 2017 This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to establish the Job Training Federal Pell Grant Program. The Department of Education must award job training Federal Pell Grants to eligible students. An eligible student is one who does not have a degree, attends an institution of higher education (IHE), is enrolled in a job training program at such IHE, and meets all other eligibility requirements for a Federal Pell Grant. The maximum job training Federal Pell Grant award is 50% of the discretionary base maximum award specified in annual appropriations law. Any period during which a student receives a job training Federal Pell Grant counts toward that student's Federal Pell Grant eligibility period.

Restricting First Use of Nuclear Weapons Act of 2017 This bill prohibits the President from using the Armed Forces to conduct a first-use nuclear strike unless such strike is conducted pursuant to a congressional declaration of war expressly authorizing such strike. "First-use nuclear strike" means a nuclear weapons attack against an enemy that is conducted without the President determining that the enemy has first launched a nuclear strike against the United States or a U.S. ally.
