Fair Minimum Wage Act of 2012 - Amends the Fair Labor Standards Act of 1938 (FLSA) to increase the federal minimum wage for employees to: (1) $8.10 an hour on the first day of the third month after the enactment of this Act; (2) $8.95 an hour after one year; (3) $9.80 an hour after two years; and (4) the amount determined by the Secretary of Labor (based on increases in the Consumer Price Index) after three years, and annually thereafter. Increases the federal minimum wage for tipped employees to $3.00 an hour for one year on the first day of the third month after the enactment of this Act. Provides a formula for subsequent annual adjustments of the wage increase to ensure that it remains equal to 70% of the wage in effect under FLSA for other employees. Directs the Secretary of Labor, 60 days before any increase in the minimum wage, to publish it in the Federal Register and on the Department of Labor's website.

Success Ultimately Comes from Capital, Contracting, Education, Strategic Partnerships, and Smart Regulations Act of 2012 or SUCCESS Act of 2012 - Amends the Internal Revenue Code to temporarily extend: (1) the 100% exclusion from gross income of gain from the sale or exchange of qualified small business stock, (2) the increased tax deduction for business start-up expenses, (3) a reduction from 10 to 5 years in the recognition period for built-in gains of S corporations, (4) the five-year carryback of tax credit amounts of eligible small businesses, and (5) the increased expensing of depreciable business assets. EXCEL Act of 2012- Amends the Small Business Investment Act of 1958 to: (1) authorize the Administrator of the Small Business Administration (SBA) to guarantee the payment of up to $4 billion per fiscal year for debentures or participating securities issued by small business investment companies (SBICs) to encourage the formation and growth of small businesses, (2) increase the maximum amount of outstanding leverage for two or more commonly-controlled SBICs, (3) authorize annual inflationary adjustments of such limits, (4) direct the Administrator to make publicly available specified fiscal and related information with respect to each SBIC, and (5) allow SBIC licensing fees to be used for SBIC program needs other than the costs of licensing examinations. Expresses the sense of Congress supporting SBIC partnerships with community banks and other lenders. Amends the Small Business Jobs Act of 2010 to extend through March 27, 2014 (under current law, through September 27, 2012) the authority for SBA refinancing of small business debt not involving business expansion under the SBA's local development business loan program. Amends the Small Business Act to direct the Administrator to make publicly available a user-friendly database of information related to lenders making loans under such Act or the Small Business Investment Act of 1958. Small Business Export Growth Act of 2012 - Requires certain reports to Congress: (1) on improving access to export information on the Export.gov website, and (2) for developing a single website for complying with and disseminating information about U.S. export control laws and regulations. Requires: (1) at least one outreach event each fiscal year in each state with respect to sales opportunities for the export of small business goods and services, (2) the establishment of a Small Business Inter-Agency Task Force on Export Financing, (3) a program to cross-train export finance specialists with respect to the promotion of exports by rural small businesses, (4) a program to register export management companies, and (5) development of a small business trade strategy. Adds the Commonwealth of the Northern Mariana Islands to the list of U.S. territories and possessions eligible for SBA grants to carry out export programs that assist certain small businesses. Directs the Administrator to develop and submit to Congress a plan for using SBA entrepreneurial development programs to create jobs during FY2013-FY2014. Women's Small Business Ownership Act of 2012 - Directs the SBA's Office of Women's Business Ownership to address issues concerning the management, operations, manufacturing, technology, finance, retail and product sales, international trade, government contracting, and other disciplines required for starting, operating, and increasing the business of a small business. Authorizes the Administrator to provide financial assistance to qualifying entities to conduct projects designed to provide training and counseling meeting the needs of women business owners, especially socially and economically disadvantaged women business owners. Directs the Comptroller General (CG) to study and report to Congress on: (1) the unique economic issues facing women's business centers located in predominately rural, urban, or insular areas; and (2) SBA oversight of women's business centers. Requires that, after December 31, 2013, the Administrator make certain minority entrepreneurship and innovation grants only to institutions of higher education that are accredited (and not merely in preaccreditation status) by a nationally recognized accrediting agency. Increases SBDC funding levels. Allows the Administrator to authorize a SBDC to provide assistance to small businesses outside the state of that SBDC, without regard to geographical proximity, if the small business is in an area for which the President has declared a major disaster. Terminates SBDC authority to assist small businesses in responding to the impact of planned closures or force reductions at nearby military facilities. Repeals: (1) the Paul D. Coverdell drug-free workplace demonstration program, and (2) the National Veterans Business Development Corporation. Allows the Administrator to guarantee a surety against any loss resulting from the breach of a bond by a principal on any work order or contract amount up to $5 million (under current law, up to $2 million). Requires the Administrator to reimburse such a surety unless the total contract exceeds such increased amount. Small Business Contracting Fraud Prevention Act of 2012 - Includes under penalties for misrepresentation a business that misrepresents itself as a small business owned and controlled by service-disabled veterans. Includes under such penalties misrepresentation for purposes of the award of a grant or cooperative agreement through the SBA. Expands authorized remedies to include civil remedies available under the False Claims Act, as well as the amount actually received from the federal government under a contract, grant or cooperative agreement, or losses sustained. Provides additional events or instances under which an entity shall be considered to have misrepresented its status. Requires an entity seeking status as a small business owned and controlled by service-disabled veterans to submit an annual certification of such status, and to register with specified databases that track veteran small businesses. Amends the 8(a) (SBA general small business loan) program to direct the CG, every three years, to evaluate the program and report evaluation results. Requires related program oversight by the Administrator. Directs the Administrator to: (1) ensure the accuracy and appropriate revision of HUBZone (heavily underutilized business zone) maps, (2) ensure that only small businesses determined to be qualified to participate in HUBZone programs are participating, (3) report on HUBZone small business applications or recertifications, and (4) develop measures and implement plans to assess the effectiveness of the HUBZone program. Requires an annual report from the Administrator on suspensions, debarments, and prosecutions related to unauthorized participation in, or misrepresentation under, SBA programs. Fairness in Women-Owned Small Business Contracting Act of 2012 - Revises provisions concerning the procurement program for women-owned small businesses (providing a federal procurement contracting preference to such businesses) to: (1) remove the requirement that the woman or women owning such business be economically disadvantaged, (2) remove contract award price limits, and (3) allow a contracting officer to award a sole source contract to such a business under the same conditions as such a contract may be awarded to a qualified HUBZone small business. Directs the Administrator to periodically conduct a study to identify any U.S. industry in which women are underrepresented. Small Business Champion Act of 2012 - Requires the Director of the Small and Disadvantaged Business Utilization (established in each federal agency having procurement functions) to be compensated at least at the GS-15 rate, and allows such position to be compensated at up to a Senior Executive Service level. Provides additional Director duties. Amends the Federal Acquisition Streamlining Act of 1994 to require the Small Business Procurement Advisory Council to: (1) conduct reviews of each Office of Small and Disadvantaged Business Utilization to determine compliance with SBA requirements, and (2) identify best practices for maximizing small business utilization in federal contracting. Expresses the sense of Congress in support of reduced paperwork burdens on small businesses and in maximizing their use of common applications in interaction with federal agencies. Establishes the Executive Committee on a Small Business Common Application. Requires a CG report evaluating the status of programs authorized and amendments made under this Act.

Amends the Electronic Fund Transfer Act with respect to mandatory fee disclosures on automated teller machines (ATMs) operated by a person other than a financial institution holding a consumer's account. Repeals the requirement that such a fee disclosure appear in a prominent and conspicuous location on or at the ATM. Limits such requirement to appearance of a fee disclosureon the ATM screen. Amends the Federal Deposit Insurance Act to make the Consumer Financial Protection Bureau (CFPB) a "covered agency" that may share information with another covered agency or any other federal agency without waiving any privilege applicable to the information. Prohibits information submitted to the CFPB in the course of its supervisory or regulatory process from being construed as waiving, destroying, or affecting any privilege that may be claimed with respect to such information under federal or state law as to any person or entity other than the CFPB, another federal banking agency, a state bank supervisor, or a foreign banking authority.

Team USA Made in America Act of 2012 - Requires the U.S. Olympic Committee to adopt a policy with respect to uniforms to be worn by athletes during ceremonies that are part of the Olympic Games, the Paralympic Games, or the Pan-American Games that requires it to: (1) purchase or otherwise obtain only uniforms, including accessories (such as ties, belts, shoes, and hats), that meet the standards of the Federal Trade Commission (FTC) for labeling as "Made in USA"; or (2) make publicly available a detailed justification of the reasons the Committee obtained uniforms that do not meet that requirement.

Military Service Integrity Act of 2012 - Revises provisions prohibiting the unauthorized purchase, sale, or use of military medals or decorations. Repeals a prohibition against knowingly wearing such a medal when not authorized to do so. Adds the requirement that a person act with the intent of securing a tangible benefit or personal gain to the prohibition against knowingly, falsely, and materially representing oneself as having served in the U.S. Armed Forces or having been awarded any decoration, medal, ribbon, or other device authorized by Congress or pursuant to federal law for the Armed Forces. Defines "tangible benefit or personal gain" to include: (1) a benefit relating to military service provided by the federal government or a state or local government, (2) employment or professional advancement, (3) financial remuneration, (4) an effect on the outcome of a criminal or civil court proceeding, and (5) an impact on one's personal credibility in a political campaign. Repeals provisions providing for enhanced penalties for offenses involving a Congressional Medal of Honor, a distinguished-service cross, a Navy cross, an Air Force cross, a silver star, or a Purple Heart.

Democracy Is Strengthened by Casting Light On Spending in Elections Act of 2012 or DISCLOSE Act of 2012 - Amends the Federal Election Campaign Act of 1971 (FECA) to redefine the term "independent expenditure" as an expenditure by a person that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy because it can be interpreted by a reasonable person only as advocating the election or defeat of a candidate, taking into account whether the communication involved mentions a candidacy, a political party, or a challenger to a candidate, or takes a position on a candidate's character, qualifications, or fitness for office. Expands the period during which certain communications are treated as electioneering communications. Prescribes disclosure requirements for corporations, labor organizations, and certain other entities, including a political committee with an account established for the purpose of accepting donations or contributions that do not comply with the contribution limits or source prohibitions under FECA (but only with respect to such accounts). Repeals the prohibition against political contributions by individuals age 17 or younger.

Bring Jobs Home Act - Amends the Internal Revenue Code to: (1) grant business taxpayers a tax credit for up to 20% of insourcing expenses incurred for eliminating a business located outside the United States and relocating it within the United States, and (2) deny a tax deduction for outsourcing expenses incurred in relocating a U.S. business outside the United States. Requires an increase in the taxpayer's employment of full-time employees in the United States in order to claim the tax credit for insourcing expenses.

Declares that the Senate should observe a minute of silence to commemorate the 40th anniversary of the 1972 Munich Olympics terrorist attack and remember those who lost their lives. Urges the International Olympic Committee to: (1) take the opportunity afforded by that anniversary to remind the world that the Olympics were established to send a message of hope and peace through sport and athletic competition, and (2) recognize those who lost their lives at the 1972 Munich Olympics with a minute of silence at the 2012 Olympics Opening Ceremony in an effort to reject and repudiate terrorism as antithetical to the Olympic goal of peaceful competition.

Juvenile Mentoring Program Reauthorization Act of 2012 or the JUMP Reauthorization Act of 2012 - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to direct the Administrator of the Office of Juvenile Justice and Delinquency Prevention to award grants to and enter into contracts with national, regional, and local nonprofit organizations to implement mentoring programs that link at-risk youth with responsible adults to provide general guidance to such youth, promote personal and social responsibility, increase at-risk youth's participation in and enhance their ability to benefit from elementary and secondary education, discourage use of illegal drugs and dangerous weapons and involvement in gangs, and encourage participation in community service and activities. Defines "at-risk youth" as individuals under age 18 who are at risk of educational failure or involvement in delinquent activities. Requires the Administrator to develop and distribute to program participants specific model guidelines for screening prospective program mentors. Gives priority to grant applicants that: (1) serve at-risk youth in high crime areas; (2) have at least 60% of their youth eligible to receive funds under the Elementary and Secondary Education Act of 1965; (3) establish and support mentoring programs that serve at-risk youth in public housing or on Native American lands; and (4) serve at-risk youth with a parent in the military, including a deployed parent.

Equal Employment Opportunity Restoration Act of 2012 - Amends the federal judicial code to permit one or more members of a group seeking relief for discriminatory employment practices under specified provisions of the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Rehabilitation Act of 1973, equal rights laws under the Revised Statutes, or the Genetic Information Nondiscrimination Act of 2008 to sue on behalf of all members of the group if the representative party shows, by a reasonable inference, that: (1) members of the group are so numerous that their joinder is impracticable; (2) claims of the representative party are typical of the claims of the group the representative party seeks to represent and the representative party and the representative party's counsel will fairly and adequately protect the interests of the group; and (3) members of the group are, or have been, subject to an employment practice that has adversely affected or is adversely affecting a significant portion of the group's members. (Thus establishing a new standard for employees bringing group actions for certain employment discrimination, notwithstanding the Supreme Court decision in Wal-Mart Stores, Inc. v. Dukes , which required "convincing proof of a companywide discriminatory pay and promotion policy" as a prerequisite to class certification.) Permits a representative party to challenge a subjective employment practice covered by any of the above-referenced employment statutes in a group action filed under this Act to the same extent as the party may challenge any other employment practice covered by such a statute in such an action. Defines a "subjective employment practice" as: (1) an employer's policy of leaving personnel decisions to the unguided discretion of supervisors, managers, and other employees with authority to make such personnel decisions; or (2) an employment practice combining such a subjective employment practice with other types of personnel decisions. Prohibits the fact that individual supervisors, managers, or other employees with authority to make personnel decisions may exercise discretion in different ways in applying a subjective employment practice under such a statute from precluding a representative party from filing a corresponding group action. Allows a representative party to elect to proceed in a group action under this Act or in a class action under the Federal Rules of Civil Procedure.

Condemns Russia for: (1) supporting the Assad regime in Syria, and (2) opposing U.N. Security Council resolutions regarding Syria. Concludes that Russia's actions: (1) have enabled the Assad regime to maintain power and perpetrate mass atrocities, and (2) undermine U.S. national security interests as well as the stability of the Middle East. Urges Russia to: (1) end all weapons transfers to the Assad regime; (2) support international sanctions against Syria; and (3) support a peaceful transition of leadership in Syria, starting with the early departure of Bashar al-Assad.

Understanding the True Cost of College Act of 2012 - Amends the Higher Education Opportunity Act to refer to the Secretary of Education's model institution of higher eduction (IHE) financial aid offer form as the standard form. Requires the standard form to include certain additional items, such as: (1) information concerning work study assistance, including its dependence on the availability of employment opportunities; (2) the disclosure that federal student loans offer generally more favorable terms and repayment options than private education loans; (3) the deadline for and a summary of the financial aid acceptance process; (4) the academic period covered by the offer and whether the aid is based on full-time or part-time enrollment; and (5) the IHE's most recent cohort default rate compared to the national average cohort default rate, if more than 30% of the school's students take out student loans. Requires more detailed information to be included on the form. Includes among those details, with respect to federal education loans, information: (1) identifying the type and amount of loan recommended for the applicable student; (2) clearly indicating that such loans need to be repaid; (3) disclosing the student's right to borrow less than the recommended amount; and (4) detailing the interest rates, fees, expected monthly repayment amounts, and sums to be paid over the life of such loans. Requires that certain steps be taken to improve the clarity of the form and provide recipients with access to additional information. Directs the Secretary, before finalizing the standard form, to submit it to consumer testing among students, their families, IHEs, secondary school and postsecondary counselors, and nonprofit consumer groups. Amends title IV (Student Assistance) of the Higher Education Act of 1965 to require each IHE receiving federal financial assistance under the Act to use the standard form in providing written or electronic financial aid offers to students enrolled in, or accepted for enrollment in, the IHE.

Irene and Lee Tax Relief Storm Recovery Act - Amends the Internal Revenue Code to allow an increase in 2012, 2013, and 2014 of the amount of the low-income housing tax credit that may be allocated in states containing counties covered by the natural disaster declaration of the Secretary of Agriculture in 2011 due to damage from Hurricane Irene or Tropical Storm Lee.

Accelerating the End of Breast Cancer Act of 2012 - Establishes the Commission to Accelerate the End of Breast Cancer to help end breast cancer by January 1, 2020. Directs the Commission to: (1) identify opportunities and ideas within the public and private sectors, basic and applied sciences, and epidemiology that can be turned into real world strategies to prevent breast cancer and breast cancer metastasis; (2) recommend projects to leverage such opportunities and ideas in the areas of the primary prevention of breast cancer and the causes and prevention of breast cancer metastasis; (3) promote ideas that are intellectually compelling and innovative; (4) accelerate potentially transformational scientific advances that are not being prioritized within the federal government and that are unlikely to be achieved by the private sector; (5) identify promising but underdeveloped areas of research that would benefit from a cluster of support from government, industry, and academia to rapidly advance knowledge into practices; (6) create opportunities for transdisciplinary, cross-cutting collaborations; (7) submit its strategic vision within six months after its initial members are appointed; and (8) ensure that its activities are coordinated with, and do not duplicate the efforts of, programs and laboratories of other government agencies. Directs the President to enter into an agreement with the Institute of Medicine for an evaluation of the Commission's progress. Establishes the Accelerating the End of Breast Cancer Fund to carry out this Act. Terminates the Commission on June 1, 2020.

Reaffirms that the U.S. government and the governments of other responsible countries have a vital interest in working together to prevent Iran from acquiring a nuclear weapons capability. Warns that time is limited to prevent Iran from acquiring a nuclear weapons capability. Urges economic and diplomatic pressure on Iran until it implements: (1) suspension of uranium enrichment-related and reprocessing activities and is in compliance with U.N. Security Council resolutions, (2) cooperation with the International Atomic Energy Agency (IAEA) concerning Iran's nuclear activities, and (3) a permanent agreement that verifiably assures that Iran's nuclear program is peaceful. Supports: (1) the P5+1 process, (2) the universal rights and democratic aspirations of the people of Iran, and (3) U.S. policy to prevent Iran from acquiring a nuclear weapons capability. Joins the President in ruling out any policy that would rely on containment as an option in response to the Iranian nuclear threat. States that nothing in this resolution shall be construed as an authorization for the use of force or a declaration of war.

Paycheck Fairness Act - Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for, enforcement of, and exceptions to prohibitions against sex discrimination in the payment of wages. Revises the exception to the prohibition for a wage rate differential based on any other factor other than sex. Limits such factors to bona fide factors, such as education, training, or experience. States that the bona fide factor defense shall apply only if the employer demonstrates that such factor: (1) is not based upon or derived from a sex-based differential in compensation, (2) is job-related with respect to the position in question, and (3) is consistent with business necessity. Makes such defense inapplicable where the employee demonstrates that: (1) an alternative employment practice exists that would serve the same business purpose without producing such differential, and (2) the employer has refused to adopt such alternative practice. Revises the prohibition against employer retaliation for employee complaints. Prohibits retaliation for inquiring about, discussing, or disclosing the wages of the employee or another employee in response to a complaint or charge, or in furtherance of a sex discrimination investigation, proceeding, hearing, or action, or an investigation conducted by the employer. Makes employers who violate sex discrimination prohibitions liable in a civil action for either compensatory or (except for the federal government) punitive damages. States that any action brought to enforce the prohibition against sex discrimination may be maintained as a class action in which individuals may be joined as party plaintiffs without their written consent. Authorizes the Secretary of Labor (Secretary) to seek additional compensatory or punitive damages in a sex discrimination action. Requires the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs to train EEOC employees and affected individuals and entities on matters involving wage discrimination. Authorizes the Secretary to make grants to eligible entities for negotiation skills training programs for girls and women. Directs the Secretary and the Secretary of Education to issue regulations or policy guidance to integrate such training into certain programs under their Departments. Directs the Secretary to conduct studies and provide information to employers, labor organizations, and the general public regarding the means available to eliminate pay disparities between men and women. Establishes the Secretary of Labor's National Award for Pay Equity in the Workplace for an employer who has made a substantial effort to eliminate pay disparities between men and women. Amends the Civil Rights Act of 1964 to require the EEOC to collect from employers pay information data regarding the sex, race, and national origin of employees for use in the enforcement of federal laws prohibiting pay discrimination. Directs: (1) the Commissioner of Labor Statistics to continue to collect data on women workers in the Current Employment Statistics survey, (2) the Office of Federal Contract Compliance Programs to use specified types of methods in investigating compensation discrimination and in enforcing pay equity, and (3) the Secretary to make accurate information on compensation discrimination readily available to the public. Directs the Secretary and the Commissioner [ sic ] of the EEOC jointly to develop technical assistance material to assist small businesses to comply with the requirements of this Act.

Cody Miller Initiative for Safer Prescriptions Act - Amends the Federal Food, Drug, and Cosmetic Act to direct the Secretary of Health and Human Services (HHS) to promulgate regulations regarding the authorship, content, format, and dissemination requirements for patient medication information (PMI) for prescription drugs. Requires such regulations to require the PMI for such a drug: (1) to be scientifically accurate and to be based on the approved professional labeling and authoritative, peer-reviewed literature; and (2) to include plain language that is not promotional in tone or content. Requires that such language include: (1) the established name of the drug; (2) drug uses and clinical benefits; (3) general directions for proper use; (4) contraindications, common side effects, and the most serious risks of the drug; (5) measures patients may take to reduce the side effects and risks; (6) when a patient should contact his or her health care professional; (7) instructions not to share medications; (8) any key storage requirements; (9) recommendations relating to proper disposal of any unused portion of the drug; and (10) known clinically important interactions with other drugs and substances. Requires such regulations to: (1) include standards related to performing timely updates of drug information, ensuring that common information is applied consistently and simultaneously across similar drug products and for drugs within classes of medications, and developing a process to assess the quality and effectiveness of PMI in promoting patient understanding and safe and effective use; and (2) provide for the development of a publicly accessible electronic repository for all PMI. Requires the Secretary to publish on the Food and Drug Administration (FDA) website a link to the Daily Med website.

Jobs Originated through Launching Travel Act of 2012 or the JOLT Act of 2012 - Amends the Immigration and Nationality Act to direct the Secretary of State (Secretary) to establish a pilot fee-based premium processing service to expedite visa interview appointments. Authorizes the Secretary to collect and set fee amounts. Directs the Secretary of Homeland Security (DHS) to admit into the United States a qualifying Canadian citizen over 50 years old and spouse for a period not to exceed 240 days if the person maintains a Canadian residence and owns a U.S. residence or has rented a U.S. accommodation for the duration of such stay. Directs the Secretary to make publicly available each month data for the previous two years regarding visa appointment availability for each visa processing post to allow applicants to identify periods of low demand. Revises the visa waiver program to: (1) authorize the Secretary of Homeland Security to designate any country as a program country; (2) adjust visa refusal rate criteria, including addition of a 3% maximum overstay rate; and (3) revise probationary and termination provisions. Amends the Intelligence Reform and Terrorism Prevention Act of 2004 to direct the Secretary of Homeland Security to include in the Global Entry Trusted Traveler Network individuals who meet security requirements and are employed and sponsored by an international organization which maintains a strong working relationship with the United States. Prohibits enrollment in the Network of a person who is a citizen of a state sponsor of terror as defined in the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010. Directs the Secretary to require U.S. diplomatic and consular missions to: (1) conduct nonimmigrant visa application interviews expeditiously, consistent with national security requirements and in recognition of resource allocation considerations; (2) set a goal of interviewing 80% of all nonimmigrant visa applicants within three weeks of application receipt; and (3) explore expanding visa processing capacity in China and Brazil with the goal of maintaining interview wait times under 15 work days, and in recognition that the first priority of U.S. missions abroad is U.S. citizen protection.

Gender Equality in Combat Act - Directs the Secretary of Defense (DOD) to report to the congressional defense committees on the implementation of a termination of the ground combat exclusion policy for female members of the Armed Forces (DOD policy under which female members are excluded from units and positions below brigade level whose primary mission is to engage in direct combat on the ground).

Directs the Secretary of Defense to develop and implement a plan to measure Department of Defense (DOD) efforts to achieve a dynamic, sustainable level of members of the Armed Forces that will reflect the diverse population of the United States eligible to serve, including gender-specific, racial, and ethnic populations. Requires the Secretary, in developing and implementing the plan, to develop a standard set of metrics and collection procedures that are uniform across the military departments. Requires progress made in implementing such plan to be included in currently-required annual DOD manpower requirements reports.

Directs the Secretary of Defense to provide to the congressional defense committees a briefing and plan that outlines Department of Defense (DOD) efforts to: (1) prevent the hazing of members of the Armed Forces (members) by other members; (2) provide hazing prevention training to members; (3) improve methods of reporting hazing incidents, including anonymous procedures; and (4) respond to and resolve alleged hazing incidents, including prosecution through the Uniform Code of Military Justice. Requires the plan to include the establishment of a database for improving DOD ability to: (1) determine the extent to which hazing incidents are occurring and their nature; and (2) track, respond to, and resolve such incidents.

Responsible Homeowners Refinancing Act of 2012 - Requires the Federal National Mortgage Association (Fannie Mae) and Federal Home Loan Mortgage Corporation (Freddie Mac) (government sponsored enterprises or GSEs), in carrying out the Home Affordable Refinance Program, to adopt specified criteria pertaining to: (1) borrower eligibility, (2) representations and warranties, (3) prohibition on up-front fees, (4) alternative streamlined methods to appraise the value of a property, (5) an administrative penalty for lien-holder refusal to resubordinate junior liens, (6) carryover of mortgage insurance, and (7) guarantee fees. Requires the GSE to notify all borrowers with a mortgage owned or guaranteed by a GSE about the Program and its eligibility criteria, and inform borrowers of the website required below. Directs the Director of the Federal Housing Finance Agency (FHFA) to establish a single website where borrowers may: (1) determine their potential eligibility for participation in the Program, (2) see a complete list of and links to participating lenders, (3) use a mortgage refinance calculator to calculate potential payment savings based on different interest rates, and (4) obtain tips on refinancing their loan. Directs the FHFA to issue guidelines to require the GSEs to make their refinancing guidelines consistent to ease lender compliance requirements, particularly with respect to: (1) loans with less than an 80% loan-to-value ratio, and (2) GSE closing cost policies.

Army Arsenal Strategic Workload Enhancement Act of 2012 - Directs the Secretary of Defense (Secretary) to develop and promulgate guidelines for the Department of Defense (DOD), defense agencies, and military services to have supplies, components, end items, parts, assemblies, and sub-assemblies (supplies and parts) made in factories or arsenals owned by the United States, to the extent that such factories or arsenals can make such supplies and parts on an economical basis while preserving the ability to provide an effective and timely response to mobilizations, national defense contingency situations, and other emergency requirements. Requires the Secretary of the Army to: (1) assign government-owned and operated Army factories and arsenals sufficient workload to ensure cost efficiency and technical competence in peacetime, while preserving the response ability described above; and (2) make Army arsenals available to DOD, the defense agencies, and military services for the procurement of supplies, components, parts, systems, and subsystems. Directs: (1) the Secretary to report annually to Congress on Army arsenal capabilities, workload, performance, and required capital investments; and (2) the Comptroller General to review each report for completeness and compliance and provide findings to the congressional defense committees.

Helium Stewardship Act of 2012 - Amends the Helium Act to name all U.S.-owned helium reserves the Federal Helium Reserve, including: (1) the Cliffside Field helium storage reservoir; (2) the federally owned helium pipeline system; and (3) all associated infrastructure owned, leased, or managed under contract by the Secretary of the Interior for helium storage, transportation, withdrawal, purification, or management. Revises the authority of the Secretary of the Interior (Secretary) to offer crude helium for sale for federal, medical, scientific, and commercial uses, dividing such sales into three phases the second of which is to maximize total recovery of helium from the Reserve. Authorizes extramural holders of federal research grants, as well as federal agencies, to purchase refined helium for federal uses, including medical and scientific uses, from persons who have entered into enforceable contracts to purchase an equivalent quantity of crude helium from the Secretary. Replaces the current formula for determining the price of helium with guidelines referring to current market crude helium prices. Directs the Secretary, acting through the Director of the U.S. Geological Survey, to undertake a national helium gas assessment. Directs the Secretary of Energy (DOE) to support research, development, commercial application, and conservation programs to: (1) expand domestic production of low-Btu gas and helium resources, (2) separate and capture helium from natural gas streams at the wellhead, and (3) reduce venting helium and helium-bearing low-Btu gas during natural gas operations. Instructs the Secretary of Energy to support or carry out directly research programs to develop: (1) advanced membrane technology, (2) helium separation technology, and (3) low-cost technologies and technology systems for recycling, reprocessing, and reusing helium (industrial helium program). Directs the Secretary of the Interior to cooperate with the Secretary of Energy on any assessment or research regarding extraction and refinement of the isotope helium-3 from crude helium at the Reserve or along the helium pipeline system. Amends the Soda Ash Royalty Reduction Act of 2006 to extend from 5 to 7 years the reduced royalty rate on soda ash produced from federal land.

Requires the Secretary of Agriculture to direct the Administrator of the Animal and Plant Health Inspection Service of the Department of Agriculture to publish a management plan for the removal of all Canada geese residing on National Park Service land within 5 miles of any commercial airport that pose a risk to flight safety of aircraft. Directs the Secretary, acting through the Administrator, to: (1) issue a record decision for the document entitled "Supplement to the Environmental Impact Statement Bird Hazard Reduction Program: John F. Kennedy International Airport," and (2) complete the removal of such geese by August 1, 2012.

America Innovates Act of 2012 - Establishes in the executive branch an independent agency called the American Innovation Bank. Directs the Bank to award competitive grants and loans to institutions of higher education, nonprofit research institutions, individual investigators, and private companies to develop new science and engineering discoveries into new companies, products, or jobs. Amends the National Science Foundation Authorization Act of 2010 to require the Director of the National Science Foundation (NSF) to award competitive grants to: (1) Integrative Graduate Education and Research Traineeship program-funded institutions of higher education to support students who perform their graduate research in an industry setting, and (2) institutions of higher education to develop professional science masters programs. Prescribes certain training requirements for students who receive funding under an NSF graduate research fellowship, a National Institutes of Health (NIH) national research service award, or any federal program that provides funding to train graduate students for careers in scientific research and development.

Condemns: (1) Syrian President Bashar al-Assad's ongoing slaughter of his own people, and (2) Russia and Iran for providing the government of Syria with military and security equipment. Reaffirms U.S. policy that Bashar al-Assad must relinquish power and step aside. Recognizes the efforts of the United Nations (U.N.) and the League of Arab States to establish a cease fire in Syria. Urges: (1) support for the U.N.-administered Emergency Response Fund to ensure the provision of humanitarian and emergency medical support for the population of Syria, and (2) the continued provision of humanitarian assistance to displaced Syrians in Turkey, Jordan, Lebanon, and Iraq. Calls on the President to engage with the League of Arab States, the European Union (EU), and Turkey to explore protective options for civilians in Syria. Demands that Syria allow additional U.N. personnel into the country to observe the cease fire and the government of Syria's adherence to the U.N. peace plan. Urges the Syrian opposition to renew its commitment to a democratic and inclusive society in the post-Assad era. Calls upon the President to support organizations in Syria that: (1) are representative of the Syrian people, (2) protect human rights and religious freedom, (3) cooperate with international counterterrorism and nonproliferation efforts, and (4) abstain from destabilizing neighboring countries. Urges the President to identify weapons stockpiles and prevent the proliferation of conventional, biological, and chemical weapons in Syria.

Stop the Student Loan Interest Rate Hike Act of 2012 - Amends title IV (Student Assistance) of the Higher Education Act of 1965 to make the 3.4% interest rate on Direct Stafford loans first disbursed to undergraduate students between July 1, 2011, and July 1, 2012, applicable to Direct Stafford loans first disbursed to undergraduate students between July 1, 2011, and July 1, 2013. Amends the Internal Revenue Code and title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require certain shareholders of a subchapter S corporation engaged as a partner in a professional service business to include income or loss attributable to such business in their net earnings from self-employment for employment tax purposes. Restricts such tax treatment to shareholders whose modified adjusted gross income exceeds a specified amount that varies based on their tax filing status. Defines a "professional service business" as any trade or business providing services in the fields of health, law, lobbying, engineering, architecture, accounting, actuarial science, performing arts, consulting, athletics, investment advice or management, or brokerage services.

Expresses support for: (1) the groundbreaking national goal of preventing and treating Alzheimer's disease by the year 2025 and the other goals of the draft National Plan to Address Alzheimer's Disease, and (2) increased assistance for people with Alzheimer's and their caregivers and families. Finds that basic science, medical research, and therapy development are necessary for reaching that goal and identifying a definitive cure. Calls for further public awareness and understanding of Alzheimer's. Encourages early diagnosis and access to high-quality care for people with Alzheimer's.

Stop Invasive Species Act - Directs the Secretary of the Army, acting through the Chief of Engineers, to: (1) expedite a feasibility study under the Water Resources Development Act of 2007 on the range of options and technologies available to prevent the spread of aquatic nuisance species (including Asian carp) between the Great Lakes and Mississippi River Basins through the Chicago Sanitary and Ship Canal and other aquatic pathways; and (2) if the project is justified, proceed directly to project preconstruction engineering and design. Requires the report on the study to focus on: (1) such prevention as the permanent hydrological separation of the Great Lakes and Mississippi River Basins, and (2) specified watersheds of rivers and tributaries in Illinois and Indiana associated with the Chicago Area Waterway System (CAWS). Defines "hydrological separation" as a physical separation on the CAWS that would disconnect the Mississippi River watershed from the Lake Michigan watershed and prevent the transfer of all aquatic species between such bodies of water. Requires, within 90 days after enactment of this Act, an interim report to Congress on milestones that will be met prior to final completion of the study. Requires the final report to be completed within 18 months.

Condemns the government of Syria, Syrian security forces, and the President of the Syrian Arab Republic for attacks against the civilian population of Syria. Commends the President for the U.S. vote at the U.N. Security Council to condemn the violations of human rights and fundamental freedoms by the Syrian authorities. Urges the President to collect information on incidents in Syria that may constitute crimes against humanity and take action to ensure that the government of Syria, its leaders, and senior officials who are responsible for such crimes are brought to account in an appropriately constituted tribunal. Urges the President to formally establish the Atrocities Prevention Board and for the Board to provide recommendations to the President concerning the prevention of mass atrocities in Syria. Urges the international community to review legal processes available to hold officials of the government of Syria, Syrian security forces, and the President of the Syrian Arab Republic accountable for crimes against humanity and violations of human rights. Supports the people of Syria as they seek to exercise universal rights and pursue peaceful democratic change.
