Uniting American Families Act of 2011 - Amends the Immigration and Nationality Act to include a "permanent partner" within the scope of such Act. Defines a "permanent partner" as an individual 18 or older who: (1) is in a committed, intimate relationship with another individual 18 or older in which both individuals intend a lifelong commitment; (2) is financially interdependent with the other individual; (3) is not married to, or in a permanent partnership with, anyone other than the individual; (4) is unable to contract with the other individual a marriage cognizable under this Act; and (5) is not a first, second, or third degree blood relation of the other individual. Defines "permanent partnership" as the relationship existing between two permanent partners.

September 11 Family Humanitarian Relief and Patriotism Act of 2011 - Provides permanent resident status adjustment for an applicant alien who: (1) was on September 10, 2001, the spouse, child, or unmarried son or daughter of an alien who died as a direct result of the September 11, 2001, terrorist activity against the United States; (2) was deemed to be a beneficiary of, and by, the September 11th Victim Compensation Fund of 2001; (3) has no federal tax liability; (4) made a proffer of information to the Secretary of Homeland Security (DHS) between April 24, 2008, and August 15, 2008, in connection with a request for immigration relief; and (5) applies not later than one year from the date of enactment of this Act. Makes the provisions of this Act inapplicable to an alien who is inadmissible or deportable under criminal or security grounds, including September 11, 2001, terrorist activity.

Great Ape Protection and Cost Savings Act of 2011 - Prohibits: (1) conducting invasive research on great apes; (2) possessing, maintaining, or housing a great ape for the purpose of conducting invasive research; (3) using federal funds to conduct such research on a great ape or to support an entity conducting or facilitating invasive research on a great ape either within or outside of the United States; (4) knowingly breeding a great ape for the purpose of conducting or facilitating such research; (5) transporting, moving, delivering receiving, leasing, renting, donating, purchasing, selling, or borrowing a great ape in interstate or foreign commerce for conducting or facilitating such research; and (6) transferring federal ownership of a great ape to a non-federal entity unless the entity is a suitable sanctuary. Defines "great ape" as any chimpanzee, bonobo, gorilla, orangutan, or gibbon. Defines "invasive research" as research that may cause death, injury, pain, distress, fear, or trauma to great apes, including drug testing or exposure to a substance or isolation, social deprivation, or other experimental manipulations that may be detrimental to the ape's health or psychological well-being. Requires the Secretary of Health and Human Services (HHS) to effectuate the permanent retirement of all great apes that are owned by the federal government and that are being maintained in any facility for the purpose of breeding for, holding for, or conducting invasive research. Sets forth civil penalties for violations of this Act. Establishes in the Treasury the Great Ape Sanctuary System Fund to be administered by the Secretary for construction, renovation, and operation of  the sanctuary system for surplus chimpanzees.

Employment Non-Discrimination Act of 2011

Employment Non-Discrimination Act of 2011 - Prohibits employment discrimination on the basis of actual or perceived sexual orientation or gender identity by covered entities (employers, employment agencies, labor organizations, or joint labor-management committees). Prohibits preferential treatment or quotas. Allows only disparate treatment claims. Prohibits related retaliation. Makes this Act inapplicable to: (1) religious organizations, and (2) the relationship between the United States and members of the Armed Forces. Declares that this Act does not repeal or modify any federal, state, territorial, or local law creating a special right or preference concerning employment for a veteran. Provides for the construction of this Act regarding: (1) enforcement by employers of rules and policies, (2) sexual harassment, (3) certain shared facilities such as showers or dressing facilities, (4) construction of new or additional facilities, (5) dress and grooming standards, and (6) provision of employee benefits to married vs. unmarried couples. Declares that, in this Act, "married" refers to marriage as that term is defined in the Defense of Marriage Act (a legal union between one man and one woman). Prohibits the Equal Employment Opportunity Commission (EEOC) from collecting statistics from covered entities on actual or perceived sexual orientation or gender identity or compelling the collection by covered entities of such statistics. Provides for enforcement, including giving the EEOC, the Librarian of Congress (LOC), the Attorney General (DOJ), and U.S. courts the same enforcement powers as they have under specified provisions of the Civil Rights Act of 1964, the Government Employee Rights Act of 1991, and other specified laws. Allows actions and proceedings, subject to exception, against the United States and the states.

Sanctity of Eternal Rest for Veterans Act of 2011 or SERVE Act of 2011 - Amends the federal criminal code concerning the prohibition on disruptions of funerals of members or former members of the Armed Forces to increase the period covered under such prohibition from one to two hours before and after a military funeral. Includes within such unlawful conduct any disturbance or disruption occurring within 500 feet of the residence of a surviving member of a deceased's immediate family. Provides civil remedies, including actual and statutory damages. Makes identical changes under federal veterans' provisions concerning the prohibition on certain demonstrations and disruptions at national cemeteries, including Arlington National Cemetery.

Rural Access to Credit Act of 2011

Rural Access to Credit Act of 2011 - Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture (USDA) to use commercial lending standards in determining equity requirements for rural entity direct or guaranteed loans. Directs the Secretary, through December 31, 2012, to guarantee up to 90% of high priority business and industry loans up to $10 million. Authorizes the Secretary, beginning on January 1, 2013, to guarantee up to 80% or 90% of high priority business and industry loans up to $10 million. Directs the Secretary to guarantee related line-of-credit loans. Authorizes business and industry loans to be used for refinancing. Waives audit requirements for business and industry loans under $1 million. Authorizes audit waiver for loans of at least $1 million. Directs the Secretary to use the Small Business Administration (SBA) calculation method in calculating the delinquency rate for business and industry loans. Expresses the sense of Congress that in allocating discretionary funds the Secretary should give priority to the rural microentrepreneur assistance program.

Safe Routes to School Program Reauthorization Act

Safe Routes to School Program Reauthorization Act - Amends the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) to reauthorize appropriations for FY2012-FY2016 for the safe routes to school program. Revises program requirements to specify children kindergarten through 12th grade as the ones to be benefited by the program. Revises criteria used to determine state apportionment of program funds. Includes projects for other nonmotorized modes of transportation besides walking and bicycling as noninfrastructure-related projects. Authorizes states to set-aside up to 10% of apportioned funds for infrastructure improvements that create safe routes to bus stops located outside of the vicinity of schools. Requires each state that receives an apportionment to carry out an assessment of the economic and geographical distribution of funding to ensure that low-income schools are adequately able to access such funds. Defines "low-income school" to mean a school in which 65% or more of students qualify for a free or reduced price lunch under the Richard B. Russell National School Lunch Act. Requires each state receiving an apportionment for a fiscal year to use a sufficient amount of it to fund a full-time position of coordinator for the state safe routes to school program. Prescribes requirements for the treatment of noninfrastructure and infrastructure projects. Requires the Secretary of Transportation to: (1) develop and implement a comprehensive plan for evaluating the effectiveness of safe routes to school, and (2) make grants to an experienced national nonprofit organization to operate a national safe routes to school clearinghouse.

Paycheck Fairness Act

Paycheck Fairness Act - Amends the portion of the Fair Labor Standards Act of 1938 (FLSA) known as the Equal Pay Act to revise remedies for, enforcement of, and exceptions to prohibitions against sex discrimination in the payment of wages. Revises the exception to the prohibition for a wage rate differential based on any other factor other than sex. Limits such factors to bona fide factors, such as education, training, or experience. States that the bona fide factor defense shall apply only if the employer demonstrates that such factor: (1) is not based upon or derived from a sex-based differential in compensation, (2) is job-related with respect to the position in question, and (3) is consistent with business necessity. Makes such defense inapplicable where the employee demonstrates that: (1) an alternative employment practice exists that would serve the same business purpose without producing such differential, and (2) the employer has refused to adopt such alternative practice. Revises the prohibition against employer retaliation for employee complaints. Prohibits retaliation for inquiring about, discussing, or disclosing the wages of the employee or another employee in response to a complaint or charge, or in furtherance of a sex discrimination investigation, proceeding, hearing, or action, or an investigation conducted by the employer. Makes employers who violate sex discrimination prohibitions liable in a civil action for either compensatory or (except for the federal government) punitive damages. States that any action brought to enforce the prohibition against sex discrimination may be maintained as a class action in which individuals may be joined as party plaintiffs without their written consent. Authorizes the Secretary of Labor (Secretary) to seek additional compensatory or punitive damages in a sex discrimination action. Requires the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs to train EEOC employees and affected individuals and entities on matters involving wage discrimination. Authorizes the Secretary to make grants to eligible entities for negotiation skills training programs for girls and women. Directs the Secretary and the Secretary of Education to issue regulations or policy guidance to integrate such training into certain programs under their Departments. Directs the Secretary to conduct studies and provide information to employers, labor organizations, and the general public regarding the means available to eliminate pay disparities between men and women. Establishes the Secretary of Labor's National Award for Pay Equity in the Workplace for an employer who has made a substantial effort to eliminate pay disparities between men and women. Amends the Civil Rights Act of 1964 to require the EEOC to collect from employers pay information data regarding the sex, race, and national origin of employees for use in the enforcement of federal laws prohibiting pay discrimination. Directs: (1) the Commissioner of Labor Statistics to continue to collect data on women workers in the Current Employment Statistics survey, (2) the Office of Federal Contract Compliance Programs to use specified types of methods in investigating compensation discrimination and in enforcing pay equity, and (3) the Secretary to make accurate information on compensation discrimination readily available to the public. Directs the Secretary and the Commissioner [ sic ] of the EEOC jointly to develop technical assistance material to assist small businesses to comply with the requirements of this Act.

National Black Clergy for the Elimination of HIV/AIDS Act of 2011

National Black Clergy for the Elimination of HIV/AIDS Act of 2011 - Authorizes the Director of the Office of Minority Health of the Department of Health and Human Services (HHS) to make grants to public health agencies and faith-based organizations to conduct HIV/AIDS prevention, testing, and related outreach activities to reduce HIV/AIDS in the African-American community. Authorizes the Administrator of the Substance Abuse and Mental Health Services Administration to make grants to: (1) public health agencies and faith-based organizations to conduct HIV/AIDS and sexually transmitted disease outreach, prevention, and testing activities and substance abuse testing and mental health services targeted to the African-American community; and (2) faith- and community-based organizations to provide services to youth who are HIV positive or at risk for HIV/AIDS and who have run away from home, are homeless, or reside in a detention center or foster care. Authorizes the Director of the Centers for Disease Control and Prevention (CDC) to make grants to faith-based organizations for public health intervention and prevention activities in the African-American community to reduce HIV/AIDS, sexually transmitted diseases, tuberculosis, and viral hepatitis. Requires the Director of CDC to: (1) expand and intensify HIV/AIDS activities in African-American communities and educational activities targeting black women, youth, and men who have sex with men; (2) expand funding to build the capacity of African-American communities to respond to HIV/AIDS; and (3) implement a national media outreach campaign on getting tested. Authorizes the Director of the National Institutes of Health (NIH) to research behavioral strategies to reduce the transmission of HIV/AIDS in the African-American community. Authorizes the Director of the National Center on Minority Health and Health Disparities to make grants for the study of biological and behavioral factors that lead to increased HIV/AIDS prevalence in the African-American community and for behavioral and structural network research and interventions. Amends the Public Health Service Act to authorize the Administrator of the Health Resources and Services Administration to award grants for: (1) training health care providers in HIV/AIDS prevention and care, (2) developing policies for providing culturally relevant and sensitive treatment to individuals with HIV/AIDS, (3) HIV/AIDS telemedicine programs, (4) certification programs for providers in HIV/AIDS care, (5) establishment of comfort care centers for people with HIV/AIDS, and (6) incentive payments to health care providers to implement HIV/AIDS testing.

Economic Development Revitalization Act of 2011

Economic Development Revitalization Act of 2011 - Amends the Public Works and Economic Development Act of 1965 to authorize appropriations for economic development assistance programs under such Act for FY2011-FY2015. Includes: (1) within the definition of "Regional Commissions" the Southeast Crescent Regional Commission, the Northern Border Regional Commission, and the Southwest Border Regional Commission; and (2) among the purposes for which assistance may be provided encouraging and supporting public-private partnerships that promote innovation and entrepreneurship that is critical to economic competitiveness. Authorizes the Secretary of Commerce (Secretary) to: (1) cooperate with other agencies, state and local governments, and consortia of governmental organizations that can assist in addressing challenges and capitalize on opportunities that require intergovernmental coordination; and (2) make grants for activities the Secretary determines would be necessary or useful to support the establishment and operation of public works, public service, or development facilities on an ongoing basis. Modifies provisions regarding grants for planning and administrative expenses for public works and economic development to authorize funding for: (1) fostering regional collaboration among local jurisdictions and organizations, and (2) facilitating a stakeholder process that assists the community or region in creating an economic development vision that takes into account local and regional assets and global economic change. Requires any overall state economic development planning assisted to be part of a comprehensive planning process that considers the provision of public works to support practices that enhance energy and water efficiency, reduce U.S. dependence on foreign oil, and encourage efficient coordination and leveraging of public and private investments. Directs the Secretary, in determining the amount of funds to provide a recipient for planning assistance, to take into account recipients located in regions that are: (1) eligible for an investment rate of 80% or higher, or (2) experiencing severe need due to long-term economic deterioration or sudden and severe economic distress. Authorizes the Secretary, in order to encourage district organizations to develop regional economic competitiveness strategies on a broader basis in collaboration with other district organizations and entities outside the confines of a single economic development district, to increase the federal share applicable to, or the amount of assistance provided to, recipients. Limits the federal share to 50% for public works and economic development grants, with a specified increased federal share: (1) based on the relative needs of an area (e.g., the unemployment rate and the impact of severe outmigration, sudden and severe economic dislocations, and other related economic circumstances); and (2) in the case of a federally declared major disaster. Allows training, research, and technical grant assistance to be used for a peer exchange program to promote industry-leading practices and innovations relating to the organizational development, program delivery, and regional initiatives of economic development districts. Authorizes assistance for activities identified by communities the economies of which are impacted (currently, injured) by: (1) military base closures, realignments, or mission growth for help in diversifying economies or supporting economic adjustment activities of the Secretary of Defense through projects to be carried out on federal installations or elsewhere in the communities; or (2) the loss of information technology, manufacturing, natural resource-based, agricultural, or service sector jobs, for reinvesting in and diversifying the economies of the communities. Authorizes the Secretary to solicit comments periodically regarding the guidelines and performance requirements for the revolving loan fund program and recommendations for improving performance. Authorizes a recipient of an economic adjustment grant who determines that a revolving loan fund established using such assistance is no longer needed, or that the recipient could make better use of the assistance to carry out another project that meets the requirements of the Act, to request the Secretary to approve conversion of the assistance by: (1) selling fund assets to a third party, or (2) retaining repayments of principal and interest on loans provided through the fund. Requires such a recipient to use the net proceeds from a sale of assets to pay any portion of the costs of projects that meet Act requirements. Authorizes the Secretary to allocate not more than 2% of the amounts made available for economic adjustment grants for development and maintenance of an automated tracking and monitoring system to ensure the proper operation and financial integrity of the revolving loan program. Authorizes: (1) the Secretary to make grants for the redevelopment of brownfield sites into renewable energy sites (currently, into brightfield sites) through incorporation of one or more renewable energy technologies (currently, one or more solar technologies); and (2) appropriations for such grants for FY2011-FY2015. Requires the Secretary, in administering programs under such Act, to support activities that employ economic development practices that enhance energy and water efficiency and reduce U.S. dependence on foreign oil. Directs each economic development district to engage in the full range of economic development activities included in the list contained in the comprehensive economic development strategy of the district that has been approved by the Economic Development Administration. Authorizes the Secretary to consult with any persons who can assist in addressing the problems of area and regional outmigration. Declares that the state of Montana shall be served by the Seattle office of the Economic Development Administration. Authorizes funding for administrative expenses incident to projects associated with the authorized transfers of funds from other federal agencies to the extent that the expenses do not exceed 3% for projects not involving construction and 5% for projects that involve construction. Directs the Secretary, before providing investment assistance for a construction project, to establish the expected period during which: (1) the recipient shall make best efforts to achieve economic development objectives, (2) any property that is acquired or improved shall be held in trust for the project's benefit, and (3) the Secretary shall retain an undivided equitable reversionary interest in the property. Authorizes the Secretary to terminate the reversionary interest when the recipient has fulfilled its obligations, taking into consideration the economic conditions. Provides for an alternative method of termination. Increases the minimum level of funding for planning and grants for administrative expenses, subject to total appropriations.

Requests Secretary-General Ban Ki Moon to do all in his power to redress the damage caused by the Goldstone report to Israel's reputation. Urges the United States to take a leadership role in getting the U.N. and its bodies to prevent any further action on the report's findings and limit the damage that this libelous report has caused to Israel and to the reputation of the U.N.

Fair Elections Now Act - Amends the Federal Election Campaign Act of 1971 (FECA) with respect to: (1) eligibility and qualifying contribution requirements and benefits of fair elections financing of Senate election campaigns, (2) establishment of a Fair Elections Fund, (3) eligibility for Fund allocations, (4) contribution and expenditure requirements, (5) a public debate requirement, (6) certification of whether or not a federal election candidate is a participating candidate, (7) benefits for participating candidates, (8) 500% matching payments to candidates for certain small dollar contributions, (9) political advertising vouchers, (10) establishment of a Fair Elections Oversight Board, (11) civil penalties for violation of contribution and expenditure requirements, (12) prohibition of joint fundraising committees with any political committee other than a candidate's authorized committee, and (13) an exception to a specified limitation on coordinated expenditures by political party committees with participating candidates for any expenditure from a qualified political party-participating candidate coordinated expenditure fund. Amends the Communications Act of 1934 to: (1) prohibit the preemption of the use of a broadcasting station by a legally qualified Senate candidate who has purchased and paid for such use, (2) revise Federal Communications Commission (FCC) authority to revoke licenses for broadcasting stations who fail to provide access to Senate candidates, and (3) revise the formula for determining reduced broadcast rates for participating candidates in certain circumstances. Directs the FCC to initiate a rulemaking proceeding to establish a standardized form to be used by broadcasting stations to record and report the purchase of advertising time by or on behalf of a candidate for nomination for election, or for election, to federal elective office. Amends FECA to: (1) empower the Federal Election Commission (FEC) to petition the U.S. Supreme Court for a writ of certiorari to appeal a civil action; (2) require all designations, statements, and reports required to be filed under FECA to be filed directly with the FEC, and in computer-accessible electronic form; and (3) reduce from 48 to 24 hours after their receipt the deadline for the FEC to make designations, statements, reports, or notifications available to the public in the FEC office and on the Internet.

Lung Cancer Mortality Reduction Act of 2011 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to implement a comprehensive program to achieve a 50% reduction in the mortality rate of lung cancer by 2020. Requires the program to include initiatives throughout HHS, including: (1) a strategic review and prioritization by the National Cancer Institute of research grants; (2) the establishment by the Food and Drug Administration (FDA) of quality standards and guidelines for facilities that conduct computed tomography screening for lung cancer; and (3) the provision of funds to the Centers for Disease Control and Prevention (CDC) to establish a Lung Cancer Early Detection Program that provides low-income, uninsured, and underserved populations that are at high risk for lung cancer access to early detection services. Requires the Secretary of Defense (DOD) and the Secretary of Veterans Affairs (VA) to coordinate with the Secretary of HHS in implementing this Act and implementing coordinated care programs for military personnel and veterans diagnosed with lung cancer. Requires the Secretary of HHS to establish: (1) the Lung Cancer Computed Tomography Screening and Treatment Demonstration Project; and (2) the Lung Cancer Advisory Board to monitor the programs established under this Act.

Requires: (1) public records to be permanently available on the Internet; (2) current information technology capabilities to be applied to the means by which records are made available and to the formats in which they are available; (3) public records to be made accessible through programs and equipment that are readily available to the general public; and (4) each agency to publish on the Internet a comprehensive, searchable, machine processable list of all records it makes publicly available. Delineates the roles of the Director of the Office of Management and Budget (OMB), the Administrator of the Office of Electronic Government, and the chief information officers of independent regulatory agencies, including granting narrow case-by-case exceptions to the Internet publication requirement if an agency requests an exception and demonstrates that: (1) there is clear and convincing evidence that the record should not be made available on the Internet, and (2) on balance the harm caused by disclosure significantly outweighs the public's interest in having the record available on the Internet. Directs the Inspector General of each agency to conduct periodic reviews regarding agency compliance with Internet publication requirements. Sets forth provisions regarding enforcement of public access by private individuals or organizations. Urges: (1) judicial and legislative agencies to adopt or adapt the Advisory Committee's recommendations, and (2) the Government Printing Office (GPO) to make all of its publications permanently available on the Internet in a multiplicity of formats.

Puppy Uniform Protection and Safety Act - Amends the Animal Welfare Act to define a "high volume retail breeder" as a person who, in commerce, for compensation or profit: (1) has an ownership interest in or custody of one or more breeding female dogs; and (2) sells, via any means of conveyance, more than 50 of the offspring of such dogs for use as pets in any one-year period. Considers such a breeder of dogs to be a dealer. Requires dealers to include on licensing applications and annual renewals the total number of dogs exempted from exercise on the premises of the dealer in the preceding year by a licensed veterinarian. Requires the Secretary of Agriculture (USDA) to promulgate requirements for the exercise of dogs at facilities owned or operated by a dealer, including requiring daily access to exercise that: (1) allows the dogs to move sufficiently in a way that is not forced, repetitive, or restrictive; and (2) is in an area that is spacious, cleaned at least once a day, free of infestation by pests or vermin, and designed to prevent the dogs from escaping. Allows an exemption if: (1) a licensed veterinarian determines that a dog should not exercise because of the health, condition, or well-being of the dog; and (2) such determination is reviewed and updated at least once every 30 days by the veterinarian, unless the basis for the determination is a permanent condition. Subjects such a determination to review and approval by the Secretary.

Amends the Foreign Assistance Act of 1961 to direct the Administrator of the United States Agency for International Development (USAID) to designate a Senior Advisor for Water, who shall: (1) implement the Senator Paul Simon Water for the Poor Act of 2005; (2) develop and oversee implementation, in high priority countries, of country-specific water strategies and expertise to enable the goal of providing 100 million additional people with sustainable access to safe water and sanitation through direct funding, development activities, and partnerships within six years of this Act's enactment; (3) place primary emphasis on providing safe, affordable, and sustainable drinking water, sanitation, and hygiene in a manner that is consistent with sound water resource management principles; and (4) integrate water strategies with country-specific or regional food security strategies. Requires the Secretary of State, in order to increase the capacity of the Department of State to address international issues regarding safe water, sanitation, integrated river basin management, and other international water programs, to establish a Special Coordinator for International Water to: (1) oversee and coordinate U.S. diplomatic policy with respect to global freshwater issues; and (2) ensure that international freshwater issues are represented within the U.S. government and in key diplomatic, development, and scientific efforts with other nations and multilateral organizations. Amends the Senator Paul Simon Water for the Poor Act of 2005 to require such Special Coordinator to ensure that the safe water and sanitation strategy is integrated into any review or development of a federal strategy for global development, health, or food security that sets forth the U.S. mission for global development, guidelines for assistance programs, and how development policy will be coordinated with policies governing trade, immigration, and other relevant international issues. Requires the safe water and sanitation strategy to include: (1) an assessment of U.S. foreign assistance allocated to the drinking water and sanitation sector during the three previous fiscal years, including assessing whether U.S. efforts are supporting the goal of enabling first-time access to safe water and sanitation on a sustainable basis for 100 million people in high priority countries; (2) recommendations on actions needed to achieve such goals and support the United Nation's Millennium Development Goal on access to safe drinking water; and (3) an assessment of best practices for mobilizing and leveraging the capacity of business, governments, organizations, and civil society in forming public-private partnerships that measurably increase access to safe, affordable, drinking water sanitation. Requires the Secretary and the Administrator to establish a program to build the capacity of host country institutions and officials responsible for water and sanitation in countries that receive assistance to provide safe water and sanitation under the Foreign Assistance Act of 1961. Authorizes the Secretary and the Administrator to establish such program in additional countries if the receipt of such capacity building would be beneficial for promoting access to safe drinking water and sanitation, with due consideration given to good governance. Requires the USAID Mission Director for each country receiving a high priority designation and for each region containing a country receiving such designation to report annually to Congress on the status of: (1) designating safe drinking water and sanitation as a strategic objective; and (2) integrating the water strategy into a food security strategy. Expands the list of activities that may be supported by assistance furnished by the President for programs in developing countries to provide affordable and equitable access to safe water and sanitation. Requires the report regarding water for peace and security to include an assessment of political tensions over water sources and a multidisciplinary assessment of the expected impacts of changes to water supplies in 10, 25, and 50 years. Requires the Comptroller General to report on the effectiveness and efficiency of U.S. efforts to provide safe water and sanitation for developing countries.

Requires the Secretary to deem a rare pediatric disease product application to be incomplete if it does not contain a description of the sponsor's plan to market the product in the United States. Authorizes the Secretary to refuse to issue a priority review voucher upon the approval of a rare pediatric disease application if the Secretary finds that the sponsor lacks a good faith intention to market the product in the United States. Directs the Secretary to issue a guidance document setting forth the evidentiary support necessary to demonstrate such a good faith intention. Requires sponsors of applications under the priority review voucher program to report to the Secretary within five years after the approval of the application on the demand and distribution of the product within the United States.

Requires the applicable person using hydraulic fracturing, when a medical emergency exists and the proprietary chemical formula of a chemical used in such hydraulic fracturing is necessary for medical treatment, to disclose such formula or the specific chemical identity of a trade secret chemical to the state, the Administrator, or the treating physician or nurse upon request, regardless of the existence of a written statement of need or a confidentiality agreement. Authorizes such person to require the execution of such statement and agreement as soon as practicable.

Requires such study to assess the professional capacity of the social work workforce to serve and respond successfully to the increasing biopsychosocial needs of individuals, groups, and communities in certain areas, including aging and child welfare. Terminates the Commission 30 days after it submits such report within 18 months of its first meeting. Authorizes the Secretary to award: (1) workplace improvement grants to eligible entities and individuals to address workplace concerns for the social work profession, including caseloads, compensation, social work safety, supervision, and working conditions; and (2) research grants, education and training grants, and community-based programs of excellence grants. Directs the Secretary to: (1) contract with a national social work entity to serve as a coordinating center and clearinghouse for information on activities funded under the grants, and (2) develop a multi-media outreach campaign and issue public service announcements that advertise and promote the social work profession.

Fitness Integrated with Teaching Kids Act or FIT Kids Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to require annual state and local educational agency report cards to include specified information on school health and physical education programs. Includes the promotion of healthy, active lifestyles by students within ESEA grant programs that support school counseling, smaller learning communities, community learning centers, and parental involvement in their childrens' education. Revises the professional development program for teachers and principals to include training for physical and health education teachers, and training on improving students' health habits and participation in physical activities. Directs the Secretary of Education to contract with the National Academy of Sciences (NAS) for a study that: (1) assesses the effect health and physical education have on students' ability to learn; and (2) makes recommendations for improving, and measuring improvements to, their health and physical education in schools.

Educational Success for Children and Youth Without Homes Act of 2011 - Amends the McKinney-Vento Homeless Assistance Act's program of grants to states and, through them, subgrants to local educational agencies (LEAs) for the education of homeless youths to: raise the minimum allotment for each state; elaborate on the functions of each state's Office of the Coordinator for Education of Homeless Children and Youths; elaborate on required state procedures for resolving disputes regarding the educational placement of homeless youth; ensure that homeless youth do not lose credits earned in other schools and are not segregated into separate schools or programs within schools; require states, LEAs, and schools to promote success for homeless youth by holding them to the same achievement standards as other students and removing barriers to their full participation in all classes and school activities; list student-centered factors to be considered before an LEA places a homeless youth in a school; require such schools to immediately enroll homeless youth despite unpaid fees or missed application or enrollment deadlines; protect the privacy of information about a homeless youth's living situation; require LEAs to coordinate services provided to homeless and disabled youth; add to the duties of, and funding available to, LEA liaisons for homeless youth; provide for the enrollment of homeless children in preschool programs; require the Secretary of Education to establish or designate a Federal Office of the Coordinator for Education of Homeless Children and Youths; authorize the Secretary to award grants or enter into contracts for evaluation, dissemination, and technical assistance activities for educational programs for homeless youth; triple authorized FY2012 appropriations from those authorized for FY2009.

StartUp Visa Act of 2011

StartUp Visa Act of 2011 - Amends the Immigration and Nationality Act to establish an employment-based, conditional immigrant visa (StartUp visa) for a sponsored alien entrepreneur: (1) with required amounts of financial backing from a qualifying investor, government entity, or venture capitalist; and (2) whose commercial activities will generate required levels of employment, revenue, or capital investment. Directs the Secretary of Homeland Security (DHS) to terminate the status of a sponsored entrepreneur (and the alien spouse and children of such entrepreneur) if not later than three years after the date on which such permanent resident status was conferred: (1) the sponsoring venture capitalist or investor fails to meet investment requirements; or (2) the entrepreneur fails to meet job creation, capital investment, or revenue requirements.
