Safe Teen and Novice Driver Uniform Protection Act of 2010 or the STANDUP Act - Authorizes the Secretary of Transportation to award incentive grants to states with graduated driver licensing laws that require novice drivers younger than age 21 to comply with a two-stage licensing process before receiving an unrestricted driver's license. Requires such laws, at a minimum, to include: (1) a learner's permit stage that commences at age 16 or older, lasts at least six months, prohibits driver use of a cellular phone or other communications device in nonemergency situations, prohibits nighttime driving, and remains in effect until commencement of the intermediate stage or the driver attains age 18; (2) an intermediate stage in effect until the driver attains age 18 that commences immediately after expiration of the learner's permit stage, lasts at least six months, prohibits driver use of a cellular phone or other communications device in nonemergency situations, prohibits nighttime driving, prohibits more than one non-familial passenger under age 21 unless there is a licensed driver at least age 21 present in the vehicle; and (3) any other requirement that the Secretary may require. Directs the Secretary to withhold a certain percentage of federal-aid highway funds from states that do not comply with the requirements of this Act.

Federal Response to Eliminate Eating Disorders Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to expand, intensify, and coordinate eating disorder research. Authorizes the Director to award grants for consortia in eating disorder research. Establishes the Interagency Eating Disorders Coordinating Council within the Department of Health and Human Services (HHS). Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) improve the collection, analysis and reporting of state epidemiological data on eating disorders; (2) study the economic costs of eating disorders; and (3) award grants for programs to prevent eating disorders and obesity and to promote health body image and appropriate eating behaviors. Directs the National Center for Health Statistics and the National Center for Education Statistics to study jointly the impact eating disorders have on educational advancement and achievement. Requires the Director of CDC to study mandatory reporting of body mass index. Requires the Secretary to provide for public service announcements on eating disorders. Requires the Secretary, acting through the Director of the Health Resources and Services Administration, to award grants for training and education programs to provide health professions students or residents with an understanding of, and clinical skills pertinent to identifying and treating, eating disorders. Amends the Elementary and Secondary Education Act of 1965 to permit funds made available to local education agencies for innovative assistance programs to be used for eating disorder programs. Amends title XIX (Medicaid) of the Social Security Act to expand coverage for eating disorders. Requires the Secretary, acting through the Director of the Agency for Healthcare Research and Quality, to award grants for patient advocacy to help individuals with eating disorders obtain adequate health care services and insurance coverage.

Supports the goals of World Malaria Day, including the achievable target of ending malaria deaths by 2015. Recognizes the importance of reducing malaria to improve child and maternal health, especially in sub-Saharan Africa. Commends the progress made toward reducing global malaria, particularly through the efforts of the President's Malaria Initiative and the Global Fund to Fight AIDS, Tuberculosis, and Malaria. Welcomes ongoing public-private partnerships to develop more effective and affordable tools to combat malaria. Reaffirms the goals to combat malaria in the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008. Supports continued U.S. leadership and investment in bilateral and multilateral efforts to combat malaria as a critical part of the President's Global Health Initiative. Encourages the international community to sustain and increase support for worldwide efforts to combat malaria.

Fallen Heroes of 9/11 Act - Authorizes the President to award a Fallen Heroes of 9/11 Congressional Medal to: (1) the personal representative or next of kin of each individual who died as a direct result of the terrorist attacks of September 11, 2001; (2) the Flight 93 National Memorial Project in Pennsylvania; (3) the National September 11 Memorial and Museum in New York; and (4) the Pentagon Memorial Project. Instructs the Secretary of the Treasury to strike three designs of such medal to honor, respectively: (1) those who lost their lives in the the attack at the World Trade Center; (2) the passengers and crew aboard United Airlines Flight 93 that was brought down in rural Pennsylvania; and (3) those who lost their lives at the Pentagon. Directs the Secretary to strike bronze duplicates of such medal for presentation to each precinct house, firehouse, emergency response station, or other duty station or place of employment to which each early responder who perished as a direct result of such attacks was assigned on September 11, 2001.

Veteran Employment Assistance Act of 2010 - Amends the Small Business Act to direct the Administrator of the Small Business Administration (SBA) to establish a program, headed by a Director, which designates veterans business centers to provide entrepreneurial training and counseling to veterans in areas in which the number of veterans, especially veterans of Operations Iraqi Freedom and Enduring Freedom, exceed the national median. Requires the Director to establish a program of grants to veterans business centers to: (1) provide federal procurement assistance to small businesses owned and controlled by veterans; and (2) develop outreach programs to create or further develop service-disabled veteran-owned small businesses. Authorizes the Director to hold biennial veterans entrepreneurial development summits. Decreases from three years to one year the period for completion of training of new disabled veterans' outreach program specialists and local veterans' employment representatives. Directs the Secretary of Labor to provide a training subsistence allowance for each month that an unemployed veteran is enrolled in a full-time employment and training program that is offered by an eligible training provider and teaches a skill connected to a career in an in-demand industry. Provides for the use of veterans' post-9/11 educational assistance for the pursuit of apprenticeships and on-job training. Requires the Secretary of Veterans Affairs (VA) to establish: (1) a program to award grants to states to establish veterans conservation corps to give veterans volunteer and employment opportunities under state conservation projects; and (2) a center of excellence of methods for educational institutions to afford academic credit to veterans for previous military experience and training. Amends the Workforce Investment Act of 1998 to direct the Secretary of Labor to establish: (1) information technology military pathways demonstration programs to enable veterans to build upon technical skills learned in the military when entering into the civilian information technology workforce; and (2) nursing, public health and allied health professional, and physician assistant military pathways demonstration programs to enable veterans to build upon military technical skills when entering into civilian positions in those fields. Requires the Secretary of Labor to carry out a veterans energy-related employment program to encourage the employment of veterans in the energy industry. Directs the Secretary of Defense (DOD) to carry out the Veterans to Work pilot program to provide veterans with employment in military construction projects. Requires: (1) a report on improvements and enhancements of the Transition Assistance Program to better meet the needs of members of the Armed Forces and veterans; and (2) a study on a program of transition assistance modeled on the Employment Enhancement Program of the Washington National Guard.

Travel Regional Investment Partnership Act - Directs the Secretary of Commerce to establish a competitive grant program, administered by the Office of Travel and Tourism Industries, to award grants to eligible entities (such as state tourism offices, local convention and visitors bureaus, and partnerships between a state or local government and local tourism entities) to promote domestic regional tourism growth and new domestic tourism market creation.

Preserving the American Historical Record Act - Requires the Archivist of the United States to make grants to states to: (1) protect historical records; (2) use such records in new and creative ways; (3) provide education and training to those who care for historical records; and (4) create a wide variety of access tools, including finding aids, documentary editions, indexes, and images of key records maintained on state and local organization websites. Sets forth a formula for the allocation of grant funds to states. Requires the Archivist to consult with state archivists, state secretaries of state, or other appropriate state and local officials who have administrative responsibilities for archival functions.

Recognizes the ultimate sacrifice made by the 29 coal miners lost at the Upper Big Branch Mine-South in Raleigh County, West Virginia. Extends the deepest condolences of the Senate to the families of the fallen coal miners. Honors the survivors of the tragedy. Recognizes all coal miners for enduring the immeasurable loss of co-workers and maintaining courage in the aftermath of the explosion at the Upper Big Branch Mine-South. Commends the valiant efforts of the emergency response workers searching for the missing coal miners. Honors the many volunteers who provided support and comfort for the missing coal miners' families during the rescue and recovery operations.

Protect Our Workers from Exploitation and Retaliation Act or the POWER Act - Amends the Immigration and Nationality Act to exclude from the definition of "immigrant" under such Act a nonimmigrant alien who files a petition for status if the Secretary of Homeland Security (DHS) determines that the alien: (1) has suffered abuse or harm as a result of having been a victim of criminal activity; (2) has suffered substantial abuse or harm related to specified labor or employment violations related to a workplace claim (workplace violation); (3) is a victim of specified criminal activity and would suffer extreme hardship upon removal; (4) has suffered a workplace violation and would suffer extreme hardship upon removal; (5) has been helpful to a local judge, DHS, the Equal Employment Opportunity Commission (EEOC), the Department of Labor, or the National Labor Relations Board (NLRB) or to other authorities investigating, prosecuting, or seeking civil remedies for workplace violation; or (6) has filed, is a material witness in, or is likely to be helpful in the investigation of, the claim in a workplace violation and reasonably fears, has been threatened with, or has been the victim of, an action involving force, physical restraint, retaliation, or abuse of the immigration or other legal process by the employer in relation to acts underlying or related to the filing of the claim. Authorizes the Secretary to permit an alien to temporarily remain in the United States and grant the alien employment authorization upon determining that the alien: (1) has filed for relief under such provisions; (2) has filed, or is a material witness to, a bona fide workplace claim; and (3) has been helpful to a federal, state, or local law enforcement official, prosecutor, or judge, to DHS, EEOC, the Department of Labor, or NLRB, or to other federal, state, or local authorities investigating, prosecuting, or seeking civil remedies related to the claim. Sets forth provisions governing procedural requirements and protections in an enforcement action leading to a removal proceeding taken against an alien: (1) as a result of information provided to DHS in retaliation against an individual for exercising or attempting to exercise employment or other legal rights; (2) at a facility about which a workplace claim has been filed; or (3) who has filed a workplace claim, who is a material witness in any proceeding involving a workplace claim, or who has filed for relief under this Act.

Keep Our Educators Working Act of 2010 - Appropriates funds for an Education Jobs Fund. Allocates the bulk of such Fund for grants to states pursuant to a formula that considers each state's share of individuals age 5 through 24 and each state's share of the nation's total population. Authorizes states to reserve a portion of the grant funds for administrative costs and for retaining or creating state education positions. Requires states to use the bulk of the grant to award subgrants to local educational agencies (LEAs) and public institutions of higher education to restore the reductions in state funding for elementary and secondary education and for public institutions of higher education that remain for FY2010 and FY2011, after including the funds they received for such reductions under the American Recovery and Reinvestment Act of 2009. Requires states that receive a grant that is more than what is required to cover such activities to allocate the excess to their LEAs based on the LEAs' relative share of school improvement funds under title I of the Elementary and Secondary Education Act of 1965. Limits the use of subgrant funds to retaining or hiring new employees, or on-the-job training activities for education careers. Designates this Act's appropriation as an emergency requirement.

International Cyberspace and Cybersecurity Coordination Act of 2010 - Amends the State Department Basic Authorities Act of 1956 to establish within the office of the Secretary of State a Coordinator for Cyberspace and Cybersecurity Issues who shall: (1) be the principal official within senior Department management responsible for cyberspace and cybersecurity issues; (2) provide strategic direction and coordination for U.S. policy and programs addressing cyberspace and cybersecurity issues overseas; (3) coordinate with relevant federal departments and agencies and the intelligence community to develop interagency cyberspace and cybersecurity plans; and (4) build multilateral cooperation to develop international policies and responses to secure the integrity of cyberspace. Urges the Secretary to designate an employee to have primary responsibility for matters relating to cyberspace and cybersecurity policy in each country or region that is significant to U.S. cybersecurity efforts.

Child Protection Compact Act of 2010 - Authorizes the Secretary of State, through the Ambassador-at-Large of the Department of State's Office to Monitor and Combat Trafficking in Persons, to provide assistance (grants, cooperative agreements, or contracts) for an eligible country with a significant prevalence of trafficking in children that enters into a Child Protection Compact with the United States to support policies and programs to eradicate the trafficking of children.

Youth Corps Act of 2010 - Amends the Workforce Investment Act of 1998 to authorize the Secretary of Labor to make grants to eligible public or private nonprofit agencies or organizations to carry out Youth Corps programs that utilize the Youth Corps model to provide eligible youth age 16 through 24 with education and work readiness training to enable them to find employment in the economy of the 21st century, and instill in them a sense of civic engagement and environmental stewardship. Defines "Youth Corps model" as a youth education and training program for which an eligible entity provides eligible youth, among other things, with stipended or paid work experience and basic and technical skills training leading to: (1) enrollment in postsecondary education or training; (2) attainment of an industry-recognized certification or credential; (3) meaningful employment in the economy of the 21st century; or (4) military service.

Ponzi Scheme Victim's Bill of Rights Act of 2010 - Amends the Internal Revenue Code to allow: (1) a special tax deduction for qualified fraudulent investment losses held in an individual retirement account (IRA); (2) a six-year carryback of net operating losses which are qualified fraudulent investment losses; (3) withdrawals from tax-exempt retirement plans for a 10-year period without penalty to replace qualified fraudulent investment losses; (4) catch-up contributions to retirement plans to compensate for fraudulent investment losses; and (5) an extension of the limitation period for filing refund claims for overpayments of tax in connection with gifts and bequests of an interest in an investment for which there is a qualified fraudulent investment loss. Defines "qualified fraudulent investment loss" as a loss discovered in 2008 or 2009 resulting from a fraudulent arrangement in which a person receives cash or property from investors, purports to earn income for investors, reports partially or wholly fictitious income to such investors, makes payments to some investors from payments made by other investors, and appropriates some or all of the investors' cash or property.

International Cybercrime Reporting and Cooperation Act - Directs the President to report annually to Congress regarding: (1) foreign countries’ use of information and communications technologies (ICT) in critical infrastructure, cybercrime based in each country, the adequacy of each country’s legal and law enforcement systems addressing cybercrime, and online protection of consumers and commerce; (2) multilateral efforts to prevent and investigate cybercrime, including U.S. actions to promote such multilateral efforts; and (3) countries for which action plans have been developed. Directs the President to give priority for assistance to improve legal, judicial, and enforcement capabilities with respect to cybercrime to countries with low ICT levels of development or utilization in their critical infrastructure, telecommunications systems, and financial industries. Directs the President to develop an action plan (with legislative, institutional, or enforcement benchmarks) and annual compliance assessment for each country determined to be a country of cyber concern: (1) from which there is a pattern of cybercrime incidents against the U.S. government, private U.S. entities, or other U.S. persons; and (2) whose government is uncooperative with efforts to combat cybercrime. Urges the President to take restrictive actions against a country that has not complied with the appropriate benchmarks with respect to: (1) the Overseas Private Investment Corporation (OPIC); (2) the Export-Import Bank of the United States; (3) multilateral development financing; (4) the Trade and Development Agency; (5) preferential trade programs; and (6) foreign assistance. Authorizes the President to waive the requirements to develop an action plan or make a determination of cyber concern if in U.S. national interest. Directs the Secretary of State to: (1) designate a high-level Department of State employee to coordinate anti-cybercrime activities; and (2) assign an employee to have primary responsibility for cybercrime policy in each country or region significant to U.S. anti-cybercrime efforts.

Hudson River Valley Special Resource Study Act - Directs the Secretary of the Interior to complete a study of the Hudson River Valley in the state of New York to evaluate: (1) the national significance of the part of the Hudson River that flows from Rodgers Island at Fort Edward to the southern-most boundary of Westchester County, New York, including any relevant sites and landscapes within counties in New York that abut that part of the River (the study area); and (2) the suitability and feasibility of designating the study area as a unit of the National Park System.

Currency Exchange Rate Oversight Reform Act of 2010 - Directs the Secretary of the Treasury to: (1) make public and report biannually to Congress on international monetary policy and currency exchange rates; and (2) appear, if requested, before certain congressional committees to testify regarding such reports. Prescribes report contents, including: (1) an analysis of currency market developments and the relationship between the U.S. dollar and the currencies of major economies and trading partners of the United States; (2) a review of the economic and monetary policies of major economies and trading partners of the United States and an evaluation of how such policies impact currency exchange rates; and (3) a list of currencies designated as fundamentally misaligned currencies. Instructs the Secretary to: (1) analyze semiannually the prevailing real effective exchange rates of foreign currencies; (2) determine whether any such currency is in fundamental misalignment; and (3) designate it for priority action if the issuing country engages in specified behavior, including excessive and prolonged official or quasi-official accumulation of foreign assets for balance of payments purposes. Prescribes procedures for: (1) negotiations and consultations; and (2) actions in response to failure, including persistent failure, to adopt appropriate policies, or take identifiable action to eliminate the fundamental misalignment. Requires the Secretary, before the United States approves a proposed change in the governance arrangement of any international financial institution, to determine whether any member of the international financial institution that would benefit from the proposed change, in the form of increased voting shares or representation, has a currency designated for priority action. Requires U.S. opposition to the proposed change if the Secretary renders an affirmative determination. Amends the Tariff Act of 1930, for purposes of an antidumping investigation or review, to require an adjustment in the price used to establish export (and constructed export) prices, in the case of a fundamentally misaligned currency designated for priority action, by reducing such price by the percentage by which the domestic currency of the producer or exporter is undervalued in relation to the U.S. dollar. Requires the administering authority, upon the filing of a petition by an interested party, to initiate a countervailing duty investigation or review to determine whether currency undervaluation by the government of, or any public entity within, a foreign country is providing, directly or indirectly, a countervailable subsidy to its exporters or products. Requires the same kind of countervailing duty investigation upon the designation of a foreign currency as a fundamentally misaligned currency for priority action. Adds as a factor the administering authority must take into account in determining whether a foreign country is a nonmarket economy country the question of whether its currency is designated, or has been designated at any time over the five years before review of any nonmarket economy status, for priority action under this Act. Establishes the Advisory Committee on International Exchange Rate Policy. Repeals the Exchange Rates and International Economic Policy Coordination Act of 1988. Amends the Internal Revenue Code to make permanent tax-free distributions from individual retirement accounts for charitable purposes, and charitable deductions for corporate contributions to charitable organizations of: (1) food inventory; (2) book inventories to public schools; and (3) computer technology and equipment for educational purposes.

Long Island Sound Restoration and Stewardship Act - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to expand the duties of the Office of Management Conference of the Long Island Sound Study by requiring the Office to cooperate with other federal agencies which have jurisdiction over Long Island Sound and with national and regional marine monitoring and research programs established pursuant to the Marine Protection, Research, and Sanctuaries Act. Amends the Long Island Sound Stewardship Act of 2006 to terminate the Long Island Sound Stewardship Advisory Committee on December 31, 2015 (currently 2011). Declares that the Federal Advisory Committee Act does not apply to the Advisory Committee or to any board, committee, or other group established under the Long Island Sound Stewardship Act of 2006. Extends reporting requirements by requiring the Advisory Committee to submit to the Administrator of the Environmental Protection Agency Act (EPA) and the decision making body of the Long Island Sound Study Management Conference an annual report through FY2015 on stewardship sites. Extends through FY2015 the authorization of appropriations to the Administrator for the implementation of the Management Conference of the Long Island Sound Study. Extends and increases the authorization for the Long Island Sound Grants. Authorizes such sums as are necessary (currently, $25 million through FY2011) through FY2015 for the Long Island Sound Stewardship Act of 2006.

Growing Farm to School Programs Act of 2010 - Amends the Richard B. Russell National School Lunch Act to replace the farm-to-cafeteria program with a program providing schools, state and local agencies, Indian tribes, agricultural producers, and nonprofits with competitive matching grants and technical assistance to improve access to local foods by schools participating in the school lunch or breakfast programs. Gives priority to projects that: (1) benefit local small- and medium-sized farms; (2) serve a high proportion of children who are eligible for free or reduced price lunches; and (3) incorporate experiential nutrition education by involving school children in farm and garden-based agricultural education activities.

Amends the Child Nutrition Act of 1966 to require the Secretary of Agriculture to arrange for the Institute of Medicine of the National Academy of Sciences to review, at least once every 10 years, the most recent nutrition science and make recommendations for changes in the supplemental foods available under the special supplemental nutrition program for women, infants, and children (WIC). Directs the Secretary to alter the supplemental foods available under such program so they reflect the Institute of Medicine's findings.

Amends the Richard B. Russell National School Lunch Act to make foster children categorically eligible for free lunches and breakfasts under the school lunch and breakfast programs, provided the appropriate state or local agency provides the children's local educational agency with documentation regarding their status as foster children.

Consumer Recall Notification Act - Directs the Secretary of Health and Human Services (HHS), acting through the Commissioner of Food and Drugs, to improve communication between state entities, state and local health departments, and facilities in order to provide consumers with more and timely notification of Class I recalls (situations in which there is a reasonable probability that the use of, or exposure to, a violative product will cause serious adverse health consequences or death) by: (1) developing and distributing national and regional advisories concerning Class I recalls; (2) developing standardized formats for such advisories to be used by health or food safety agencies; and (3) providing frontline health professionals with information about symptoms to document and tests that should be performed to diagnose foodborne illness in relation to specific regional outbreaks that may occur as a result of an adulterated product. Requires a food facility that is subject to a Class I recall or a supplier that supplied products subject to such a recall to notify applicable retail establishments and restaurants within 24 hours of the public announcement of such recall. Directs the Commissioner to: (1) share commercial or financial information and lists of registered facilities with federal, state, local, and foreign agencies, provided they assure confidentiality of the information; (2) publish on the Food and Drug Administration (FDA) website a list of retail establishments, restaurants, and locations that sell or have sold products that are subject to a Class I recall; and (3) require on-site notification of a recalled product by posting notification in the freezer case or shelving unit in the retail establishment where the product is sold. Sets civil penalties for failure to notify retailers, restaurants, and customers.

Broadband Service Consumer Protection Act - Requires the Federal Communications Commission (FCC) to start a rulemaking to assist consumers: (1) in making realistic assumptions, before they purchase broadband service, about the actual speeds that may reasonably be expected and how those assumptions may be affected by the consumer's hardware, peak service periods, and other factors; and (2) in determining, after they purchase broadband service, whether they are getting the level of broadband service for which they are paying. Requires the FCC, in those regulations, to establish, and revise as needed, technical standards for quantifying broadband service measures of performance and other features.

Great Lakes Ecosystem Protection Act of 2010 - Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to expand the duties of the Great Lakes Program Office by requiring the Office to: (1) provide support for Great Lakes governance and management; and (2) coordinate with the Great Lakes Interagency Task Force. Establishes: (1) the Great Lakes Leadership Council to establish policy, goals, and priorities with respect to Great Lakes protection and restoration, determine a process for participating in international forums, and provide annual input regarding federal budget priorities and levels for Great Lakes protection and restoration; (2) the Great Lakes Management Committee within the Council to report to and provide direction for the Council, monitor and assist implementation activities relating to Great Lakes management, and engage in problem solving regarding Great Lakes management; and (3) the Great Lakes Interagency Task Force. Requires the Administrator of the Environmental Protection Agency (EPA) to report annually to Congress on budgets and restoration activities relating to EPA's organizational elements involved in Great Lakes activities and EPA's reasons for approving or disapproving the Council's recommendations. Authorizes appropriations for: (1) remediation of sediment contamination in areas of concern in the Great Lakes; and (2) the Great Lakes Program. Requires EPA, in coordination with federal partners, to implement a Great Lakes Restoration Initiative which will: (1) identify and support programs to target the most significant environmental problems in the Great Lakes ecosystem; (2) be based on the work of the Task Force and the Council's stakeholders and nongovernmental partners; and (3) represent the government's commitment to significantly advance Great Lakes protection and restoration. Prohibits funding made available to implement the Initiative from being used for water infrastructure activity that is implemented using funds made available under the clean water or drinking water state revolving fund program. Requires federal agencies to: (1) maintain the base level of funding for their Great Lakes activities; and (2) identify new activities to support the environmental goals of the Initiative.

Building Star Energy Efficiency Act of 2010 - Establishes in the Department of Energy (DOE) the Building Star Energy Efficiency Rebate Program of 2010. Directs the Secretary of Energy to issue rebates to building owners to offset a portion of the cost of purchasing and installing qualifying equipment or materials or undertaking qualifying services to enhance the energy efficiency of existing commercial buildings and multifamily residential buildings. Prescribes rebates for the purchase and installation of qualifying: (1) insulation, windows, and qualified high-efficiency window films and screens; (2) new energy efficient equipment, such as boilers, furnaces, and water heaters; (3) unitary air conditioners and unitary heat pumps; (4) variable speed drives for motors; and (5) interior lighting. Prescribes calculations for reductions in: (1) installed lighting power resulting from installation of qualified interior lighting; and (2) annual energy usage resulting from installation of qualified exterior lighting. Prescribes calculations also for rebates for qualified: (1) replacement chillers; (2) qualifying services to enhance the energy efficiency of buildings; (3) energy-efficient building operation and maintenance training; (4) service on space heating equipment and cooling systems, (5) energy monitoring and management systems with analog controls; and (6) HVAC testing, balancing, and duct sealing. Directs the Secretary to: (1) establish a Building Star Energy Efficiency Loan Program to make grants to states to support financial assistance provided by qualified program delivery entities for making energy efficiency and renewable energy improvements to existing buildings that qualify under the Building Star energy retrofit program. Amends the Energy Policy Act of 2005 to: (1) direct the Secretary to make guarantees for energy efficiency projects, including projects to retrofit residential, commercial, and industrial buildings, facilities, and equipment; and (2) authorize the Secretary, in the case of programs that finance such retrofitting, to offer loan guarantees for portfolios of debt obligations, and to purchase or make commitments to purchase portfolios of debt obligations.

Health Insurance Rate Authority Act of 2010 - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish a uniform process for the review of potentially unreasonable increases in rates for health insurance coverage, which shall include premiums. Directs the Secretary to establish a Health Insurance Rate Authority to advise and make recommendations to the Secretary. Sets forth corrective actions for unreasonable increases in rates. Requires a report on state authority to review rates and take corrective action, rating requests received by the state and actions taken, justifications by insurance issuers for rate requests, and a recommended definition of unreasonable rate increase. Requires the Secretary to determine: (1) for which states the state insurance commissioner will review rate increases and take corrective action; and (2) for which states the Secretary will undertake such actions based on the Secretary's determination that such states lack the authority and capability. Directs the Secretary to develop a uniform data collection system for new and increased rate information. Requires the Authority to produce annually a single, aggregate report on insurance market behavior. Directs states, as a condition of receiving a grant under this Act, to provide the Secretary with information about trends in rate increases in health insurance coverage in premium rating areas in the state. Requires the Secretary to carry out a program to award grants to states to carry out this Act. Authorizes the Secretary to enforce this Act if the state does not substantially enforce the provisions. Establishes civil penalties for violations.

Celebrates the role women have played in securing our nation and defending our freedom. Recognizes the unique challenges that women have overcome to expand their role in military service. Agrees that programs available for women servicemembers and veterans should be strengthened and enhanced, including for those dealing with invisible wounds of war. Encourages the people of the United States to honor women veterans and elevate their stature in our national conscience.

Military Readiness Enhancement Act of 2010 - Repeals current Department of Defense (DOD) policy concerning homosexuality in the Armed Forces. Prohibits the Secretary of Defense (Secretary), and the Secretary of Homeland Security (DHS) with respect to the Coast Guard when it is not operating as a service in the Navy, from discriminating on the basis of sexual orientation against any member of the Armed Forces or any person seeking to become a member. Authorizes the re-accession into the Armed Forces of otherwise qualified individuals previously separated on the basis of sexual orientation. Directs the Secretary to establish in DOD the Pentagon Working Group to report recommendations regarding the implementation of this Act. Requires such report to be submitted to the congressional defense committees. Requires the Secretary to: (1) revise DOD regulations and issue new regulations as necessary to implement this Act; and (2) direct each military department Secretary to do the same. Directs the Secretary to report on the compliance of institutions of higher education with federal law concerning the denial of access by such institutions to Reserve Officer Training Corps (ROTC) military recruiting on campus, as well as a description of actions taken to effect the denial of certain federal funding to institutions that continue to prevent ROTC access.

Engineering Education for Innovation Act or E 2 for Innovation Act - Authorizes the Secretary of Education to award planning grants and matching implementation grants to states to integrate engineering education into kindergarten through grade 12 (K-12) instruction and curricula. Requires each state that desires an implementation grant to develop quantifiable benchmarks for activities supported by such grants and submit them to the Secretary for approval. Requires states to use implementation grants to: (1) establish assessment tools and challenging academic content and achievement standards for engineering education; (2) develop or obtain effective engineering education curricula; (3) develop or improve engineering teacher training programs; (4) recruit qualified engineering teachers for needy schools; (5) facilitate distance learning and online education in engineering; and (6) invest in after-school engineering education programs. Directs the Institute of Education Sciences to support engineering education research and an evaluation of this Act's grant programs. Requires the Secretary to use the evaluation's findings to provide information to the public and technical assistance to states on best practices and promising innovations in K-12 engineering education.
